A unique recruitment model, the apprenticeships have already been welcomed by the commercial landlord’s network of tenants, including Interserve, Advance Tapes, Sweater Shop and the SWA itself who have already taken on apprentices through the new scheme. House sales hit four-year high RICS September 2013 UK Residential Market Survey

The number of homes sold in the UK hit an almost four-year high last month as the housing market recovery continues to gather pace, says the September RICS Residential Market Survey. The average amount of properties sold per chartered surveyor in the three months to September reached 18.7*. Although still historically low, this is the highest figure since November 2009 and demonstrates the extent to which the market is now picking up across the country. In tandem with increasing numbers of sales, prices continued to grow with 54 percent more respondents reporting rises rather than falls. Prices have now steadily increased since Easter and, significantly, this growth was seen right across the UK. Last month, every part of the country saw prices go up, with the exception of the North East where prices fell modestly for the second successive month. Unsurprisingly, with government schemes such as Help to Buy enabling more buyers to access the market, demand rose steadily during September as a net balance of 49 percent more surveyors reported rises in new buyer enquiries. While the amount of homes coming onto the market also rose, it was not enough to keep pace with the burgeoning level of demand. Looking ahead, predictions for future growth are equally upbeat. A net balance of 56 percent more respondents expect the number of transactions to increase further over the coming three months, while 48 percent more predict prices to continue their push upwards. Peter Bolton King, RICS Global Residential Director, said:“It’s encouraging that the market is starting to improve in all parts of the country with more buyers looking to make a move and more sales going through. Even so, it’s a big concern that the supply of property coming to the market is lagging so far behind demand. This imbalance is likely to result in further upward pressure in prices over the coming months, particularly in the nation’s hotspots.”

Builders William Davis and Jelson Homes went to the High Court to try to overturn decisions – by both a Government Planning Inspector and North West Leicestershire District Council – to refuse a housing scheme on Stephenson Green (known locally as the Whitwick Green Wedge) Both firms argued the refusals were unlawful. But their attempts to overturn the rulings were unsuccessful. The Judge said the inspector was entitled to conclude that the council’s proposed ‘Area of Separation’ policy was intended to prevent ‘coalescence’ and maintain the physical separation of settlements. Government Commits To More Support For The Trustmark Scheme The public could be forgiven for getting confused about the plethora of ‘trade competence’ schemes around designed to help them locate reputable trades people, but only one has the official backing of the Government – who have just committed to more support for it. A number of ‘trade competence’ schemes operate in the UK – each claims to have some procedures in place to verify the competence, professionalism and reputation of the individual companies that are in their scheme. Several local authorities also operate ‘Buy with Confidence’ schemes. Roderick Pettigrew, Chief Executive of B&ES, the Building & Engineering Services Association, comments, “It’s worth bearing in mind that whilst there are several trade competence schemes now operating in the UK only one – TrustMark – is officially endorsed and backed by the Government. “And we are delighted to hear that the Government has just reaffirmed its commitment to TrustMark with a strong vote of confidence following the publication of the Government’s Industrial Strategy for Construction. The Industrial Strategy recognises the importance of the TrustMark scheme for its role in improving the reputation of construction and building positive perceptions of the industry. The Government has committed to more support for TrustMark, expanding the scheme to include a greater proportion of the industry.” Trustmark was set up specifically to help homeowners and consumers locate local reputable trades people to carry out quality improvements, repairs and maintenance work on their home or garden. Pettigrew adds, “By employing the services of TrustMark registered traders homeowners can be assured that they are using a firm that operates according to industry best practice, with a standard of workmanship that has been verified by their TrustMark Scheme operator”. The TrustMark scheme covers many of the trades householders look for such as builders, heating engineers, plumbers, electricians, glaziers, roofers, landscape gardeners and damp-proof specialists. In 2012 the TrustMark website received almost 4 million visits from members of the public looking for reliable, reputable trade people. B&ES is an official operator for the heating and plumbing sector and was one of the first trade associations to join the scheme. All B&ES members that undertake gas work are also Gas Safe registered. Start date announced for major town centre scheme Work on Hinckley town centre’s The Crescent development is due to start on site in March 2014.

The developer of the scheme, Tin Hat Regeneration Partnership, has been in discussions with Hinckley & Bosworth Borough Council and the scheme’s principal retailer, Sainsbury’s, about the works on site. Due to open in summer 2015, the development includes a new food store and car park, a cinema to be operated by Cineworld, family restaurants, other supporting shop units and a new bus station. A reserved matters planning application finalising the details of the scheme has been submitted by Tin Hat to Hinckley & Bosworth Borough Council. Hinckley & Bosworth Borough Council are also about to give notice to all landowners of their intention to proceed with the compulsory purchase order which was confirmed by the Secretary of State in April 2012. Stuart Bray, Leader of the Borough Council said: “This is a significant and exciting scheme for Hinckley and I am pleased that good progress is being made to ensure the scheme commences in 2014 and opens summer 2015.  The submission of the detailed plans following the grant of planning consent in 2011 marks the final stages of the planning process before development begins.” Chris Templeman Head of Supermarket Development at Sainsbury’s, said: “It is a great opportunity to be part of the redevelopment of Hinckley town centre.  Our store will be 57,000sq ft, offering a wide range of both food and non-food products and will bring hundreds of local jobs.” Will Robinson of Tin Hat paid tribute to the Council for their progressive approach in moving forward this development which is crucial to the future of shopping in Hinckley town centre. ‘Masterplan’ will help area develop in right way A ‘masterplan’ will mean a key area of housing will develop in the ‘best way possible’ with the right services and infrastructure.

The ‘masterplan’, which was approved by Harborough District Council on Monday 7th October 2013 will create a ‘template’ for development on land to the north west of Market Harborough. It will help provideguidance during the planning application process, to ensure housing estates at the site develop as a whole and in keeping with one another. It will ensure that the required infrastructure to support these developments such as the link road, primary school, community building, play areas and sports pitches are fully delivered. Councillors said that public consultation events had been important in helping shape the masterplan and to lowering the maximum limit for the number of homes from 1,800 to 1,500 homes with a lower density of 25 properties per hectare. Cllr Phil King, portfolio holder for planning, said: “We wanted to make sure that this site is developed in the best way possible with the right services. We have a duty to ensure that future developmentis sustainable and provides the proper level of infrastructure and green spaces, so that it is a desirable place to live, work and enjoy leisure time for future residents. “The approved masterplan will help achieve this. It is appreciated that there may be still some objections to development here come what may and despite all that we have done. However, throughout this process, and especially over the last few months, whilst I have been the portfolio holder, we have actively engaged with local people and organisations.” The masterplan will now form part of the emerging Local Plan which will go through due process before being adopted by the council at a later date. APPRENTICE SCHEME EXPANDS AT M-EC

Council backs affordable homes in Elmesthorpe

Following on from the successful appointment of their first civil engineering apprentice, Jake Poulton, consulting development engineer, MTaylor Worringham, the second apprentice to join Ibstock-based EC Ltd has consulting development engineers, M-EC, learning to use a total recruited station under the guidance of associate director, Jordan Flint. Taylor Worringham to its expanding apprenticeship scheme.

A £569,000 scheme to develop four new affordable homes has been completed in a Leicestershire village, thanks to county council support.

16 year-old Taylor is set to join the Ibstock-based business at the end of the month and will initially shadow the civils and structural division under the guidance of associate director, Jordan Flint. During his first year, Taylor will also spend time in M-EC’s transport; flood risk & drainage; sustainability and geotechnics divisions to gain a comprehensive understanding of the role and expertise M-EC offers clients. Launched in 2012, M-EC’s three year apprenticeship programme aims to provide aspiring civil engineers the opportunity to gain practical experience at the same time as pursuing academic qualifications. Taylor’s in-house training will be supplemented by day release at neighbouring Stephenson College, Coalville, where he will study for two qualifications; firstly a BTEC National Diploma Level 3 in Construction and the Built Environment and then onto an HNC in Civil Engineering.

Linden Homes has built four affordable homes for the East Midlands Housing Group off Roundhills at Elmesthorpe, Blaby district, with backing from Leicestershire County Council and Blaby District Council. The scheme has received £54,755 from the county council. Across Leicestershire, the county council is investing £1 million to enable 60 homes, worth £7 million, to be developed. County council cabinet member for rural affairs, Pam Posnett, chair of the Rural Partnership, said: The four houses built will enable more families and couples to live in Elmesthorpe and I hope they will enjoy and thrive in their new homes. Rural affordable housing has been a key priority of the Rural Partnership – enabling local people to live in their local community, at a price they can afford.” It’s the third affordable housing scheme supported by investment through the Government’s New Homes Bonus, which encourages councils to work with local communities to develop new housing. The funding aims to boost the number of affordable homes available to buy, to rent or for shared ownership schemes in villages, so families and young people are not forced to move out by high prices. Local housing associations have put together schemes but have been unable to proceed as there are ‘funding gaps’ in their proposals. The county council and district councils have been helping to fill these gaps. Other villages that are benefiting are Somerby, Husbands Bosworth, Tilton, Breedon, Bitteswell, Elmesthorpe and Carlton.

UK new home growth continues to soar in 2013 Latest figures from NHBC detailing new home volumes across the UK have revealed a 19% increase in the number of new homes registered in Q3 compared to the same period in 2012. In total 33,573 new homes were registered between July and September, compared to 28,151 over the same period last year. The private sector fuelled the growth in new homes in Q3 with a 23% increase, rising from 20,328 registrations in 2012 to almost 25,000. Meanwhile, the public sector experienced a 10% rise over the same period to 8,589 registrations from 7,823 in 2012. NHBC is also releasing new figures which show that nearly a quarter of people buying new NHBC-registered homes in the UK are now aged 55 or over. The statistics show the proportion of new homes sold to the over 55s has increased by a third from 17% to 23% over the last five years. In 2008, around 17 per cent of buyers of NHBC registered homes were aged over 55. But so far this year, the numbers have increased to 23 per cent. Meanwhile, the proportion of younger people buying new homes has decreased, with the largest proportional drop in the under 25 bracket. This figure dropped by a quarter from over 8 per cent in 2008 to just under six per cent this year. As the leading warranty and insurance provider for new homes in the UK, NHBC’s monthly registration statistics provide significant insight on the country’s new homes market. NHBC Commercial Director Richard Tamayo said: “Our latest figures show a sustained broad-based recovery in the UK new housing market from an extremely low base. There is little doubt that Government schemes, such as the Help to Buy initiative, have significantly contributed to the growth seen throughout the course of this year. “Looking ahead we are hopeful of a steady increase in registrations for the public sector as the National Affordable Housing Programme continues and are confident that yearend figures for overall 2013 housing levels will be the highest since the economic downturn began.” Commenting on the increase in over 55s buying new homes, Mr Tamayo added: “There are teresting signs of a demographic shift in the types of people who are buying new build properties in the UK. Our figures show that the proportion of over 55s purchasing these properties has increased to nearly a quarter while the numbers of young people buying new homes has decreased slightly. “New homes are a particularly attractive option for the older generation as they are cheaper to run, easier to maintain, safer and provide protection through an NHBC warranty.”

Builders’ Problems SOLVED

Contra Charged! Problem: I have a big problem – I am the Managing Director of a specialist contractor and we have just been contra-charged a total of £197,859! We left the site in late September 2013, but we had told the main contractor well in advance of our intentions. We was expecting a large payment due on 11 October 2013, however we have now been advised of this contra-charge which is apparently for works put right by a third party. The main contractor has not contacted or informed us to give us the chance to correct the works, and only given us 2 / 3 days’ notice about being contra charged. Also, we were meant to sign a contract, however the main contractor’s solicitors never provided us with the contract during our time working with them. Where do we stand as a company?

Response: Hello Mendip. Regardless whether you signed a contract, you would have entered into a binding agreement simply on the basis of the conduct between you and the main contractor (i.e. you commencing work and the main contractor allowing you access and (presumably), making interim payments). However, the problem is determining what terms are incorporated into your contract (expressed or implied terms or a mixture). That said, either the Housing Grants, Construction and Regeneration Act 1996 or the Housing Grants, Construction and Regeneration Act 1996 as amended by the Local Democracy, Economic Development and Construction Act 2009 will be implied into your contract with the main contractor. Whichever Act applies, your contract must have an adequate mechanism for payment which means that you will be entitled to regular interim payments plus, if the main contractor wishes to make a deduction from an interim payment, it must issue a timeous notice stating the grounds and setting out the sum to be deducted. If the main contractor fails to issue such a notice on time, it cannot make any deductions (save under the old construction act where it could abate the price). If the main contractor failed to make payment, you would then be entitled

to issue a 7 day notice to suspend performance and if on the eighth day no payment had been made, by issuing a further notice you could suspend operations. However, my big concern is that it appears you have simply left the site without serving the requisite notices or entered into an agreement that can be evidenced (i.e. a signed agreement or a signed instruction from the main contractor). I therefore suspect that the main contractor will assert that you have abandoned the work which is a repudiatory breach of contract, thus allowing it to accept the wrongful repudiation and bring the contract to an end, complete the work and pursue you for damages. In such circumstances, you are not entitled to be given an opportunity to correct any defects. Due to the amount that is in contention, I strongly urge that you seek professional advice as quickly as possible. Good luck. © Michael P. Cathedral Quarter plans win £1million of European cash

PLANS for a major redevelopment scheme which will help create Leicester’s recently announced Cathedral Quarter have been awarded £1milllion of European cash. Leicester City Council made the successful bid to the European Regional Development Fund towards a £2.5million project to create Cathedral Gardens – a new public area outside Leicester Cathedral – and reconstruct Peacock Lane and St Martin’s. The award means that work could now get underway by the end of the month. City Mayor Peter Soulsby said: “This is excellent news. Cathedral Gardens is a really important project for the city and the ERDF award is a clear endorsement of that. “This is a huge step forward for the wider plans to create a new Cathedral Quarter, which will help make this historic area an even more attractive destination for visitors and something the whole city can be proud of. “The award clearly recognises the economic benefits that investment in this fantastic project will bring to the city.” The City Mayor has also announced proposals for the city council to make a contribution of £950,000 towards the overall project costs, and to manage the construction contract which is due to be awarded by mid-October. Leicestershire County Council has already pledged £250,000 funding to the cathedral. This will pay for a new artwork and a contribution towards the scheme. Leicester Cathedral has successfully raised the balance of funding required. The Very Revd David Monteith, Dean of Leicester, said: “We’re delighted that the new Cathedral Quarter Partnership can now commit to its first joint project, with the creation of Cathedral Gardens, which will provide a delightful green space in the heart of the city. “We have long wished to provide a fitting setting for the cathedral of this city and county and it’s especially fitting that we can now expect to have this work completed in time to mark the reinterment of King Richard III next year.“ Cathedral Gardens will create a new public space outside Leicester’s historic cathedral, including a lawn with seating, gardens planted with trees and flowers, and a water feature. It will combine the precincts of the cathedral with the car park of the redeveloped St Martins House diocese building to create a much bigger open space. The finished gardens could be used as an outdoor venue with seating for up to 800 people. Leicester’s statue of King Richard III, which currently stands in Castle Gardens will be relocated to the new gardens. Leicestershire County Council is also commissioning a new work of art, to signify the links between the site of Richard III’s death on Bosworth Battlefield and the cathedral, as part of the project. As part of the Cathedral Gardens scheme, the city council will improve Peacock Lane with new high quality paving, a level carriageway and new street furniture. A stretch of St Martin’s – from Grey Friars to New Street – will be pedestrianised and reconstructed in high quality porphyry stone to create an attractive approach to the new King Richard III Visitor Centre. The work will make up part of the newly announced Cathedral Quarter, which will also include Guildhall Lane, St Martin’s East, Peacock Lane and Applegate. The aim is to create an historic district, with the King Richard III Visitor Centre as a key attraction. The European Regional Development Fund programme was established by the European Commission to help local areas stimulate their economic development by investing in projects which will support local businesses and create jobs. The Cathedral Gardens and Peacock Lane/St Martin’s scheme is a key part of Connecting Leicester – a major programme of works that’s improving pedestrian links between Leicester’s historic buildings and heritage sites and the modern heart of the city centre.

Interest in solar farms grows Photovoltaic panels have been installed on 150 acres of land at Wymeswold

Landowners across Leicestershire are showing increasing interest in creating solar farms according to Mather Jamie. The rural, commercial and development specialist says it has received a large number of enquiries from potential new clients who are looking to reap the rewards of high returns offered by installing photovoltaic panels. The increasing interest in eco investments comes after Mather Jamie helped to create the country’s largest solar farm by installing 130,000 photovoltaic panels on 150 acres of land at the Prestwold Estate in Wymeswold. Hugh Platt of Mather Jamie comments: “We are currently seeing an upturn in interest from various landowners seeking professional advice following the successful installation of the solar farm at Wymeswold – a project worth £35 million. “Installing photovoltaic panels is a particularly attractive investment for those with redundant or non-productive land as a non-intrusive form of renewable energy, compared to wind turbines. “As it also offers a secure investment opportunity with a guaranteed income, it is one that more and more landowners are beginning to consider. “People are really starting to see the potential returns they can expect and are now contacting us to find out more, particularly landowners who are looking to diversify and create a viable new income stream.” “Our role encompasses everything from identifying the best land for such a project to negotiating the best possible option and lease terms on behalf of clients. “With vast experience in this type of work, we are able to secure great returns and are now offering advice to a number of potential new clients.” The Solar Trade Association estimates that solar power was responsible for generating 2% of the UK’s electricity needs on July 23rd, compared to just 1.3% from wind turbines. New office development plans progress

PROPOSALS to make it easier for developers to create new office spaces and construction industry jobs have been approved by Leicester City Council. The authority has proposed changing existing policies which cover office developments, employment and training, to expand the areas in which developers can create high-quality offices, and help to create more job and training opportunities. The proposals were approved at a meeting of the full council on September 19, meaning the plan can now proceed to its final stage - a six-week formal submission consultation period which will run to November 14. Comments received during the consultation will be submitted directly to the Government’s Planning Inspectorate in mid-November. The Government’s Planning Inspector then needs formally to give permission to make the changes. Leicester City Council wants to enable developers to build top-grade office space anywhere in the city centre, rather than just in the areas near Leicester Station which were previously designated as the new business quarter. It also wants to see construction employment and training opportunities provided as a contractual obligation as part of any large-scale major planning applications. The proposals follow a major project carried out in 2012, known as the Leicester Office Market Review, which saw Leicester City Council working with landowners, developers and existing businesses to establish what their priorities were in terms of creating and nurturing office space in the city. If there are no unresolved objections at the end of the latest consultation period, the Planning Inspector can simply approve the changes in writing. If there are outstanding objections, there will need to be a formal examination in public.Once adopted by the council, the changes should be in place by the start of 2014. New Homes Get Green Light At The Meadows Planning permission has been granted for 67 new homes at The Meadows in Nottingham, with work on this exciting development scheduled to commence as early as January 2014. The project, which has been given the green light by Nottingham City Council (NCC), is a partnership comprising Loughboroughbased contractor and developer William Davis Artist’s Impression of the Meadows, Nottingham Ltd; housing association, asra Housing Group and regeneration specialist, Blueprint, and will replace an area of outdated flats on Pitcairn Close and Hobart Close, which have been demolished to make way for what will be a superb scheme of new low-energy homes. Designed by award-winning Nottingham-based architects, Marsh Grochowski, which created Blueprint’s acclaimed Green Street development, the new two, three and four-bed family homes, will include a range of Affordable Housing. The initial plan is to build 22 four-bed houses, 38 three-beds and 13 two-beds, with a total of 35 homes for sale, 20 for Affordable Rent, with the remaining 18 being a mix of Shared Ownership and Shared Equity.

BPF: Retail-to-Resi proposals could “breathe life into high streets and deliver affordable housing” In a response to Government’s consultation proposing greater flexibility to convert retail property into new homes, the British Property Federation (BPF) has welcomed its potential to both support the high street and provide an increase in much-needed housing. With high street vacancy rates averaging 14 per cent and house building at historic lows, the BPF expressed enthusiasm for the creation of permitted development rights to enable retail-to-resi development. The property trade body recommended that in order to ensure change-of-use remains relevant and advantageous, local authorities must strategically identify in advance which areas should be designated for change of use, and reflect such zoning in their local plans. The consultation response also called for: • Encouragement for Local Authorities to think more strategically about their retail areas; • The process of gaining prior approval for change of use to be simple and concise, and include consideration of any given unit’s economic viability; • Assurances from local authorities that any retail-to-resi conversion will not have a resulting impact on existing business; • Permitted development rights to change retail units to banks and building societies, stipulating the necessity for greater clarity on the definition of these institutions; • Permitted development rights to change existing agricultural buildings to residential properties, stipulating that the upper threshold of 150m2 may be somewhat conservative. Liz Peace, chief executive of the BPF, said “We are fully behind the provision of greater local-authority flexibility to re-class redundant shops for development into desperately needed homes. Other retail conversions that might regenerate town centres by encouraging high street footfall would be a welcome breath of life for both the property industry and local communities. “Recent high-profile reviews from Mary Portas and Bill Grimsey have energised industry consensus that retail-led high streets are no longer viable for the long-term, and that broader ‘community hubs’ may be the future of high street regeneration. As such, should this change-of-use initiative prove successful we would encourage the Government to consider proposals to redevelop retail units for leisure and community uses.”

New Play Area Unveiled To Local Children A brand new playground, featuring a football practice wall, basketball net, roundabout and an interactive climbing frame, has been officially unveiled at David Wilson Homes’ Farndon Fields development in Market Harborough.

Children from local primary school Farndon Fields Academy attended the opening of the play area located on Farndon Road on Tuesday, when it was officially handed over to Harborough District Council by landowners CJC Development Co. Two new appointments for expanding local architects’ practice

In an effort to make Third Party Certification (TPC) easier for those responsible for fire safety to understand, the Fire Industry Association (FIA) is pleased to announce the publication of a new white paper called Third Party Certification: What does it mean for customers? Ensuring the use of competent suppliers is both a legal requirement and a practical necessity. The FIA believes TPC is the most effective way to making sure fire protection suppliers are competent. One of the main criteria for FIA members is to have TPC or be working towards to it. The white paper is divided into four main sections. Introduction - explains what TPC is and who and why should use third party certified companies or products. How does TPC work? - explains how the certification process is carried out, what information the certificate should contain and how/ where to check if certificate is fit for purpose. What schemes are available? – explains which schemes are relevant to the service being commissioned, installed or maintained and where to go to ensure that the supplier being used is certified. How to identify and select TPC suppliers? – explains to how to check if a supplier is third party certified and what to be aware of on their certificate. STRENGTH AND COST EFFECTIVENESS TOP CONSIDERATIONS FOR BUILDERS WHEN PURCHASING WOOD PANELS JOSB Done, the industry-wide campaign promoting the use of Oriented Strand Board (OSB), has revealed the findings of six months of on the spot research at builders’ merchants across the UK. As part of its nationwide ‘Points On The Board’ tour, which saw builders from across the country pit their footballing skills against an 8ft by 4ft OSB panel, the JOSB Done team spoke to builders and merchants about their experience of using and selling OSB. Taking the top spot in builders’ considerations when purchasing wood panels were cost and strength. Kev Davis, Liberty Roofing Services in Bilston West Midlands, said: “I always use OSB as it’s a strong, good wood panel and cheaper than ply.” For Dick Bloxham from North Oxfordshire Roofing being able to use a panel like OSB again and again was a key benefit. He said: “I used a lot of OSB not long ago when I was roofing a bungalow. After the job I put it into stock and will use it again on the next one. I find it easier to use than the alternatives and more durable.” Sustainability and environmental credentials were fairly low on most jobbing builders list of considerations, but for those working for larger organisations it was seen as a key benefit of using OSB. Mathew Gartell, of Jackson and Jackson in Lancashire, said: “We recently used hundreds of panels in a Green Deal project that saw us remove tin cladding from more than 250 houses, replacing it with OSB, before rendering. OSB is being increasingly specified for a whole range of jobs and has taken over from other panels in a number of applications. I like it myself because it’s strong, hard-wearing and really cost-effective.” Chris Lee of Markey Construction in Gloucester said: “We use OSB for timber building and affordable housing all the time, as it is TRADA listed and has all the right certification. Overall I can’t think of a reason why we wouldn’t use OSB.” The survey also found that the majority of builders rate the opinion of their local merchant, with more than twice as many saying that the advice they receive from their merchant would influence what they buy. For the merchants knowing the best uses of a certain product and its benefits over the alternatives was seen as one of their key offerings. When asked: ‘Do merchants have a role to play in giving the customer information ahead of purchase?’ Carole Fallon, Forest Products Leader at Travis Perkins Walsall said: “I think it’s important to make customers aware of different products, how they perform and what they’re good for. This is particularly true of wood panels. While wood panels aren’t the most technical items you can find on site, it’s worth remembering that they all have different properties and some are better than others in certain situations. For example for a roofing job, it’s now really rare for builders in the know to ask for anything other than OSB.” Speaking about the competition Alastair Kerr, Director General for the Wood Panel Industries Federation and spokesperson for the JOSB Done campaign, said: “The Points On The Board nationwide tour has been a real success. The results of our conversations with builders nationwide clearly show that whether a small building and maintenance contractor or a major housebuilder, OSB is increasingly becoming the panel of choice for a whole range of jobs. “It’s also fantastic to hear that the relationship between builders and merchants is still as strong as ever, with builders rating the advice they receive and merchants priding themselves on product knowledge. Prep work for new M1 Lubbesthorpe bridge begins

Preparation work ahead of the building of a new £8.76m bridge across the M1 has begun. In October, surveying work started ahead of the building of the bridge that will provide a link to the planned 4,250 home New Lubbesthorpe development. The early delivery of the bridge, which is due to begin in April 2014, has been made possible thanks to £5m funding towards the scheme announced earlier this year from the Department for Transport. The surveying work involves the drilling of bore holes and requires some overnight lane closures on the M1. The scheme is being overseen by a project board made up of Leicestershire County Council, the New Lubbesthorpe developers, Blaby District Council, The Highways Agency, A-one+ and the design consultants, WSP Group. Ian Drummond, on behalf of the project board, said: “The early delivery of the bridge will not only help minimise congestion and the impact of traffic on Beggars Lane / A47, but will also provide important links between the new housing, employment and other amenities. “The surveying work is essential preparation that needs to be carried out ahead of contractors beginning the construction next year.” The construction of the bridge is due to be completed in summer of 2015.

The introduction of the new process, based on a standardised questionnaire for the industry, was launched on 10 October 2013 by all the major trade bodies, including The Law Society and the Royal Institution of Chartered Surveyors (RICS) and will be available to all parties in the process. Buyers and sellers of leasehold properties have experienced added complications and expensive delays because of differing information requirements from both the buyer’s and seller’s conveyancers meaning the landlord or managing agent has to deal with a different set of enquiries every time a leasehold property is sold. By creating an approved set of enquiries for leasehold properties both landlords and managing agents can introduce systems to collate the information safe in the knowledge that both the buyer’s and seller’s conveyancers will accept it saving an estimated five to 10 working days on average. Consumers will also save money as the additional requests for information will only be required where an issue is revealed which requires further investigation. Beth de Montjoie Rudolf, Legal Services Consultant at Move with Us says: “Up until now there has been uncertainty in the process. By agreeing what information will be provided, legal advisers know that they will receive all the information required and the landlords and managing agents can put systems in place to supply that information quickly and efficiently. The new form is a triumph of common sense and a wonderful example of what can be achieved when the whole industry works together. “As the home of the UK’s largest network of independent estate agents and one of the largest conveyancing panel managers, it is vital for us to ensure that our agents and conveyancers are provided with the right tools to reduce transaction times for all property sales. The enquiry process previously adopted for leasehold properties was an unnecessary burden for agents and conveyancers alike who are increasingly under pressure to complete sales quickly, especially in an improving property market where delays in transaction times are being reported. With almost five million leasehold titles registered in England & Wales, this new form will have wide reaching benefits. KIER WELCOMES NEW APPRENTICES Ten apprentices were welcomed to their new positions at Kier in Yorkshire, Lincolnshire and Leicestershire in October, including one studying at Leicester College. All aged between 16 and 19, the apprentices have been appointed to work across APPRENTICE: Sam Kinsley (Technical) withVic Haigh, a number of training officer at Kier professional trades including painting, plumbing and joinery, continuing Kier’s commitment to training young people and supporting them into meaningful employment. During their time at Kier the new recruits will move around the business to gain a variety of experience while working towards a full apprenticeship qualification in their chosen trade. Help to Buy scheme suppresses rent rises Average advertised rents were down in almost every region in the third quarter of 2013. This marks the start of the market balancing out as confidence increases in the sales market, stabilising rents across the country. The average advertised rent in Britain reached £965 per month at the end of Q3, having fluctuated between £964 per month and a high of £970 per month over Q3. London rents continue to operate in their own bubble and have increased by £55 in the same period. Robin King, Director, Move with Us, says: “Average advertised rents fell in every region except Greater London and the West Midlands. Reductions in most regions tying in with the launch of Help to Buy indicates that the scheme may be starting to impact the rental market. Those who would ordinarily rent are opting to buy, putting downward pressure on rental prices as demand reduces. With this in mind, we anticipate further falls in advertised rents in the coming months, as the market starts to stabilise and reverse the over-inflated rental prices that we have seen in the past few years. Rents in the East Midlands fell for the third successive quarter after the peak of November 2012, when average advertised rents reached £644 per month. The decline seen throughout Q3 2013 has been more moderate than in previous months having fallen by just 0.91%, indicating that rents are beginning to stabilise. Average advertised rents remain £15 up on 2012, and the market remains more buoyant than in July 2012 when rents hit a low of £585 per month.

Raglan launches new affordable home-finding service for renters

Cutting Sod Marks Regeneration In Leicester Bosses from two of the region’s leading homebuilders officially marked the start of a project in Glenfield in Leicester that will see £1m spent on community facilities. Barratt Homes and its sister company David Wilson Homes were joined by Glenfield Parish Councillor, David Di Palma on the site located off Kirby Road, to ‘cut the sod’ to the ground that will see 250 new homes, new businesses and community facilities built over the next three years. Led by the Barratt WORK STARTS: John Dillon, David Di Palma Group’s commercial and John Reddington at the Glenfield Park site division, Wilson Bowden, the project will see a string of new amenities provided including planned improvements to local library services, health care, police services, bus pass contributions and local schooling. An offsite playing pitch and public open spaces will also be provided. The first homes are due for completion by early November. The developers have been working closely with local people to bring about this important scheme which was agreed in 2012. Officiating the event was Barratt Homes North Midlands’ Managing Director, John Dillon, David Wilson Homes East Midlands’ Managing Director, John Reddington and Glenfield Parish Councillor, David Di Palma. Raglan Housing in Leicester has launched a new webbased affordable home-finding service for tenants looking to move to another part of the country for employment reasons or in search of larger or smaller accommodation in the local area. The free matching service – one of the first property marketing portals to be offered by a housing association - is available to Raglan tenants and applies to rental properties owned by the association across England. A wide range of different properties will be advertised. Raglan is delivering the new service in partnership with HomeHunt, a national affordable rental home website where people can browse and apply for properties on offer from social landlords around the UK. “Registration is a free, one-off process and the website is really easy to use and search,” explained David Hall, Raglan Regional Director for Neighbourhood Services. “Once a resident is registered on the system, their property requirements are matched with those of others people who also want to move home. They can then view the matched properties online and bid for or be shortlisted for consideration for these. When a matching new property is listed, there is an automatic alert.”

Priority for job relocations Raglan which is using HomeHunt as an internal transfer scheme for residents, is giving particular priority to people looking for a smaller home, or wishing to move further away to take up a job offer. While only Raglan tenants can bid for Raglan properties, they can bid for properties advertised by other social landlords as well. “Finding affordable rental accommodation is a hugely frustrating and timeconsuming process for most people. This new online home-search service enables residents to quickly find a property that matches their requirements anywhere in the country at the touch of a button. It also supplements the opportunities that residents already have to move either through a mutual home exchange or by registering for a move with their local choice based lettings register.” Raglan Housing owns and manages over 12,000 homes across the South East, South West, Midlands and East of England. Applications Invited For 2014 William Morris Craft Fellowship A country-wide conservation tour offering committed craftspeople hands-on experience in the repair of historic buildings – that’s what successful applicants can look forward to as a SPAB (The Society for the Protection of Ancient Buildings) 2014 William Morris Craft Fellow. Up to four successful candidates will travel together across the country to learn more about traditional building crafts from masters of the trades. This is a unique, life-changing opportunity - the only scheme of its kind! We’re looking for craftspeople with a passion for old buildings and conservative repair. Applicants must have completed their apprenticeship and demonstrate a high level of competence. The Fellowship is an advanced training programme, devised to encourage and nurture craftspeople at the beginning of their careers, who are employed in any trade relating to the repair of historic buildings. The programme is now more relevant than ever given the lack of skilled people needed to care for Britain’s historic buildings and structures. The six-month practical training is divided into three blocks of two months, enabling the Fellows to return to their employment between each block. During the first two blocks they travel as a group, making daily site visits, studying repair projects, and meeting professionals, contractors and craftsmen. The final block is devoted to the individual needs and interests of each Fellow in consultation with their employers. Since 1986 SPAB has organised and administered the Fellowship to promote and develop the specialised skills required for the repair and maintenance of historic buildings and to promote understanding of the importance of conservative repair. Former Fellows have included carpenters, masons, thatchers, plasterers, leadworkers and glaziers. There are no course fees as training and administration costs are borne by SPAB as part of the award. Fellows also receive a bursary towards basic travel and living expenses. The packed 2014 programme will run from 17 March to mid December. SPAB is inviting applications now for the 2014 William Morris Craft Fellowship. Rising costs threaten building recovery says FMB Increases in material and labour costs could pose a serious threat to the fragile recovery in the building industry, warns the Federation of Master Builders (FMB). The FMB’s latest State of Trade Survey of member firms shows the net balance for workloads, expected workloads and enquiries in the third quarter of 2013 was positive across nearly all parts of the UK for the second quarter in a row. In particular, the private new build and residential repair and maintenance sectors saw a marked improvement, and overall 42% of small builders saw their workloads increase. However, material costs, wages and salaries are all expected to continue rising over the next six months, with the result that many building companies may have to put up their prices. Brian Berry, Chief Executive of the FMB, said: “Britain’s builders have endured some of the most testing economic conditions in living memory and the lean years have taken their toll. Construction SMEs have battled to maintain staffing and capacity while trying to keep prices competitive. Material costs have remained high throughout 2013, and further increases could snuff out this recovery in its infancy, especially if companies that have cut their profit margins to the bone to beat the recession are now forced to pass on those costs to their customers.” Berry added: “The Government’s ‘Help to Buy’ scheme is having a positive impact on the housing market, helping create demand for more privately built houses which is having a knock-on effect for the home repair and refurbishment sector.
