Planning application submitted for major regeneration of Corah Site

PLANS FOR THE major regeneration of the Corah Site on Burleys Way in Leicester City Centre have been submitted to Leicester City Council. The hybrid planning application, by Cityregen Leicester and Galliford Try Investments, seeks to transform the site into a dynamic new community in the heart of the city with the potential to deliver over 1,000 new homes. The plans include the creation of supporting retail and leisure provision as well as significant public realm on the prominent brownfield site in Leicester’s city centre. The Corah Site’s industrial heritage will be enhanced, with the principal façade of the Old Textile Building – the oldest building on the site – set to be retained. Major housing and employment development area planned for Lutterworth A MAJOR HOUSING and employment development area in Lutterworth will bring tens of millions of pounds in community benefits, affordable homes and much-needed infrastructure. Plans for 2,750 new homes, community facilities and employment space to the east of Lutterworth were approved in July 2020. Approximately 1,260 of the new homes are expected to be built by 2031 and the rest after 2031. The 550-acre development – known as the Lutterworth East Strategic Development Area (SDA) – was identified in the Harborough Local Plan as a key area to accommodate new housing in the district. It will include over 100 hectares of green space – approximately half of the site – two new primary schools and employment space to create around 2,500 jobs. The development could attract as much as £1billion of investment to support the local economy. A new spine road, also being created as part of the scheme, is expected to significantly reduce the amount of traffic travelling through Lutterworth town centre. Harborough District Council issued the decision notice on the scheme this week having agreed substantial community benefits, through a Section 106 agreement, with developers contributing millions of pounds towards facilities for residents in the area. The scheme will provide: •

A Community Park, playing fields, allotments, woodland, trees and hedgerows and new ecological habitats

Land for a potential new leisure centre in the future

Foot and cycle paths – connecting with Lutterworth town centre

23 hectares of retail and business space – creating up to 2,500 jobs

Two new primary schools and special education unit

Improvements to main roads and junctions to increase capacity, a new M1 bridge, and a new spine road

A community hub – with the potential for shops, restaurants, cafes, community hall and other local facilities

Cityregen Leicester and Galliford Try Investments’ proposal delivers key connectivity, opening up the Corah Site to the public for the first time and creating an exciting new linear park link between Abbey Park and the city centre via a new pedestrian bridge, and the new Burleys Way super crossing. The City Council has identified the site as an opportunity for regeneration as it falls within the St Margaret’s area of Leicester, a designated Strategic Regeneration Area under the Council’s adopted Core Strategy. The proposals, which were first unveiled in October 2021, have been informed by an extensive consultation process that engaged with Leicester City Council, local residents and businesses and other key stakeholders. Our plans are inspired by this legacy and the heritage of the site has been threaded through the proposals to ensure the people of Leicester are connected to the Corah Site’s past in its new reincarnation.”

LOCATION Melton Mowbray is a market town in Leicestershire with an estimated population of 27,670 (est. 2019) located approximately 15 miles north east of Leicester and approximately 20 miles south east of Nottingham.

The work at both sites will involve renewing the waterproofing systems, road surfacing, re-pointing the brickwork, concrete repairs, repairing or installing new parapets, and installing new crash barriers if required. Works at Cannock Street will begin on June 6th, and are expected to last for eight weeks. At Mountain Road, the renovations are due to get underway on July 4th, and last for four weeks. Barkbythorpe Road itself will remain open as normal. The contract cost for the repairs at Cannock Street Bridge will be around £102k, with the Mountain Road Bridge scheme costing just under £80k. The works are being funded by the city council’s annual capital transport budget.

EAST MIDLANDS-BASED contractor AR Demolition has announced significant investment in new vehicles and maintenance premises. The business, recently taken into new shared ownership, has invested more than £2.6 million in new plant and HGV fleet additions, alongside new facilities at its home in Carlton near Market Bosworth, Leicestershire. The expanded premises will be used for plant and vehicle workshop, fabrication and engineering, as well as welfare for the 12 staff based at the new facilities. They will also be the basis for AR’s haulage activities, and will be managed by Alex Murrell, the company’s plant and logistics manager. AR has also created a new concept in the demolition sector with the purchase of their KMC600P-7 excavator along with crane technology – uniquely adding three quick release arms is a UK first which reduces downtime on site and provides greater efficiency for client projects requiring a 34m high reach machine. Also covered by the investment are three further new demolition excavators and the addition of new HGVs and smaller vehicles to AR’s current fleet.

The investment brings AR’s total ownership to over 50 vehicles – a variety of LGV, HGV, plant and cars. The company plans to switch its diesel vehicles to low carbon fuel in the early part of next year and is currently researching the costs and practicalities of using Hydrogenated Vegetable Oil. The rest of the fleet already consists of hybrid and electric vehicles, as AR bids to set an example as a sustainable demolition contractor. Mr Henderson said: “We’re in this for the long haul and the investment in our new machinery, vehicles and facilities demonstrates the belief we have in our business and values.”

Founded in 2007, AR is now under joint ownership by new Managing Director Mike Henderson and finance director Matt Munro, alongside CEO Richard Dolman. Mr Henderson, who joined the senior management team in late 2016, said: “We are pleased that this latest stage of the development of our company is complete, and the foundations are all in place for our future. “For the benefit of our own business but also the demolition industry as a whole, AR is determined to pioneer standards for safety, staff welfare, sustainability and innovation. “Over several years to shape and offer our clients true enabling solutions, we have innovated with technology, engineering and demolition techniques as can be seen in our latest investment in our high-reach demolition excavator with quick release arms and attachments, a first for the industry in Britain. These solutions themselves require good maintenance to ensure they remain effective and efficient. “Our new premises will help us ensure that standards remain high, both in how we do our work and in how we look after our staff.”

UK construction companies reported another strong rise in business activity during April, but the speed of recovery lost momentum amid weaker new order gains. Survey respondents noted that higher costs and worries about the economic outlook had started to act as a brake on demand. Signs of a slowdown in client spending contributed to another drop in growth expectations, with the degree of optimism about future workloads the lowest since September 2020. At 58.2 in April, down from 59.1 in March, the headline S&P Global / CIPS UK Construction Purchasing Managers’ Index® (PMI®) – which measures month-on-month changes in total industry activity – signalled the weakest rate of output growth since January. The index has nonetheless posted above the crucial 50.0 no-change mark in each month since February 2021. Of the three main construction segments monitored by the survey, the fastest-growing remained commercial work (index at 60.5), followed by civil engineering (56.2). Construction firms cited pent up demand for commercial projects and spending related to COVID-19 recovery plans. Meanwhile, major infrastructure schemes such as HS2 were reported as factors helping to boost civil engineering activity. Residential work remained the worst-performing sub-sector in April and saw the greatest loss of momentum (53.8 vs. 54.9 in March). The near-term outlook for construction activity deteriorated in April as total new order volumes

expanded at the slowest rate for four months. Escalating raw material prices and, in some cases, hesitancy due to higher borrowing costs and geopolitical uncertainty were reported as headwinds to demand. While tender opportunities diminished in April, the need to deliver forthcoming projects and rebuild business capacity contributed to another round of job creation in April. Moreover, the rate of employment growth hit a three-month high. A strong pipeline of construction projects and efforts to boost stocks where possible resulted in a steep rise in purchasing activity. Higher levels of input buying have been recorded in each month since June 2020. Suppliers once again struggled to keep up with demand for construction products and materials. Around 45% of the survey panel reported longer lead times, while only 2% noted an improvement. The resulting index measuring suppliers’ delivery times across the construction sector signalled a sharper downturn in performance than in the previous month. Supply chain delays were attributed to shortages of staff, materials and transport, with these difficulties often exacerbated by delays at ports and the war in Ukraine. Higher prices paid for energy, fuel and raw materials led to a steep increase in average cost burdens during April.

Looking ahead, the percentage of construction companies forecasting an upturn in business activity during the next 12 months (43%) continued to surpass those expecting a fall (12%). The gap narrowed again in April, however, and as a result the Future Activity Index dropped to a 19-month low. Construction companies cited risk aversion among clients and persistently high inflation due to energy price rises. There were also concerns about squeezed household incomes and rising borrowing costs. Tim Moore, Economics Director at S&P Global, which compiles the survey said: “The construction sector is moving towards a more subdued recovery phase as sharply rising energy and raw material costs hit client budgets. House building saw the greatest loss of momentum in April, with the latest expansion in activity the weakest since September 2021. Commercial and civil engineering work were the most resilient segments, supported by COVID-19 recovery spending and major infrastructure projects respectively. “Construction companies have built up strong order books since the reopening of the UK economy, which led to another round of rising employment in April and these project starts should keep the sector in expansion mode during the remainder of the second quarter.

“However, tender opportunities were less plentiful in April as rising inflation and higher borrowing costs started to bite. Defective product – is the installer responsible? Problem:

We supplied and fitted a floating laminate floor to the ground floor of a client’s house. After about 2 months of completing the job, the customer sent an email saying that the floor surface had digs in the surface, and attached a couple of photos. The customer has questioned the laminate’s quality. When the customer initially approach us, he handed over a sample of the laminate that he wanted to have. Although the sample was from a particular manufacture, I asked the customer if we could use another manufacture if we could match the colour and quality of the sample, which he said yes. The floor that has been installed was a floor with an AC4 quality rating which is heavy domestic use and comes with a 15 year manufacturers guarantee. The customer’s problem is purely with the product, not the installation. Can I therefore just tell the customer to talk directly to the manufacture and leave me out of the loop?

Response:

In a nutshell, no! Your contract with the customer is for your to supply and install the laminate floor, hence, the customer has a cause of action against you (if of course the floor turns out to be defective). Of course the 15 year manufacturers guarantee is helpful for the customer (providing the manufacture remains in business for the duration of the guarantee / the guarantee is underwritten), although you also have a cause of action against the manufacturer (who I assume you purchased the floor directly from), regardless of a guarantee, providing the product is defective. It would be a different scenario if your customer had actually stated that he wanted you to obtain the floor specifically from the manufacturer, which means that you did not have any input on who the manufacturer was, thus the risk for selection would have passed to the customer, as you had no control. I therefore suggest that, providing the floor does turn out to be defective, you remain firmly in the loop, and don’t walk away from the situation: in fact, if the floor does need to be replaced, then you look at charging the manufacture for the removal of the old floor and the installation of the new replacement floor. © Michael Gerard 2022 The advice provided is intended to be of a general guide only and should not be viewed as providing a definitive legal analysis.

Planning secured for extension to Morningside Arena

LEICESTERSHIRE-based development technical consultants, M-EC, has worked alongside Leicester Riders, HSSP Architects and selected contractor, C3 Construction, to secure planning for a 1,200 metre squared extension at Morningside Arena. Home to the Leicester Riders basketball squad, the Morningside Arena is the largest indoor venue in the city, with a capacity for up to 3,000 people. It stages many national and international sporting and cultural events and acts as a community sports arena. The extension will increase the Arena’s basketball capacity from three courts to five. By adding two outdoor courts and an exhibition hall, it will create the largest basketball facility in the country in a bid to become the home of UK basketball. Match-day, outdoor catering facilities were also included in the plans, further enhancing the basketball fans’ experience. Tim Rose, director at M-EC, said: “We were pleased to be instructed on this local project, working alongside the wider project team. One solution to overcrowded classrooms is to take learning outside. Many schools are noting a positive connection between outdoor learning and play, and wellbeing in primary school children. As a result of spending time outside, children are more likely to have improved focus and concentration during their indoor lessons. But, outdoor lessons or play can be hampered by poor weather, so schools need practical and accommodating space to make sure children are getting the most out of their learning. Leicestershire Building Control Partnership launches A NEW agreement bringing together six council’s Building Control teams into one service has started.

Earlier this year Blaby District Council, Hinckley and Bosworth Borough Council, Melton Borough Council, Harborough District Council, Oadby and Wigston Borough Council and Rutland County Council agreed to merge their Building Control Services to form the Leicestershire Building Control Partnership (LBCP). Strengthening the Building Control offer across the county, the new service’s surveying team have a vast wealth of local knowledge and more than 100 years of experience, with some having worked on projects that have been entered into and won national recognition at the Local Authority Building Control (LABC) Awards. A new website has been launched for both trade and the public to book their inspections, including helpful information on each stage of the process for those new to Building Control. Covering the majority of Leicestershire, LBCP are able to have someone on hand to help with client’s projects, whether it’s a simple house extension, a brand new housing development or more complex commercial works. East Midlands business confidence slumps to lowest in UK BUSINESS CONFIDENCE in the East Midlands fell six points during April to 16%, the lowest of any UK region or nation, according to the latest Business Barometer from Lloyds Bank Commercial Banking. Companies in the region reported lower confidence in their own business prospects month-on-month, down 11 points at 19%. When taken alongside their optimism in the economy, down one point to 13%, this gives a headline confidence reading of 16%. Despite the fall in confidence, East Midlands businesses flagged a range of growth opportunities for the next six months, including evolving their offering with new products or services (38%), investing in their teams (32%) and making the most of new technology (23%). The Business Barometer, which questions 1,200 businesses monthly, provides early signals about UK economic trends both regionally and nationwide. A net balance of 19% of businesses in the region expect to increase staff levels over the next year, up six points on last month. Overall UK business confidence remained unchanged during April, at 33%. Firms’ outlook on their future trading prospects rose five points to 39%, but their optimism in the economy dipped slightly on March (down from 32% to 26%). The net balance of businesses planning to create new jobs also decreased by six points to 26%. Every UK region and nation reported positive confidence readings in April. Wales (up 25 points to 20%), the South East (up 19 points to 30%) and the West Midlands (up 10 points to 42%) reported the largest increases monthon-month, with the West Midlands now the most optimistic region overall. Dave Atkinson, (pictured) regional director for the East Midlands at Lloyds Bank Commercial Banking, said: “While it is disappointing to see this fall in confidence, it certainly isn’t all doom and gloom. There is still a positive reading overall, with many firms seeing opportunities to grow or expand their teams this year. “There are exciting plans afoot in the region too, including a new ‘Gigafactory’ in Leicester that will potentially kick off next year, which will no doubt bring a boost to businesses across the supply chain. We’ll be sure to play our part in helping firms to navigate the current challenges they are facing so they can continue to target growth in future.” From a sector perspective, manufacturing confidence increased by eight points to 43%, erasing part of the 19-point decline in March, helped by somewhat stronger trading prospects. Retail and services confidence, however, were little changed on the month and is weaker than at the start of the year, with businesses increasingly concerned about the outlook for the wider economy. Retail confidence edged up one point to 29%, while services confidence was unchanged at 32%. Construction confidence fell for a second month to 33%, but is still on a par with the all-sector average. Hann-Ju Ho, senior economist, Lloyds Bank Commercial Banking, said: “April’s data is mixed and follows the significant decline in business confidence in March after Russia’s invasion of Ukraine. Although firms reported a partial recovery in their trading prospects, optimism for the wider economy declined for a second successive month. “Positives remain as overall confidence is above the long-term average, but it is still expected that growth will moderate over the coming months and many businesses will remain cautious as they face into these headwinds.”

Blaby District

Landfill concerns see 165-home proposal refused BLABY COUNCILLORS have refused plans for 165 homes in Glen Parva after developers failed to show how plans could accommodate potential landfill gas mitigation measures.

An application to build 165 homes on land off Cork Lane, Glen Parva was given outline approval in 2016. A Reserved Matters application was received by the Council in 2019 which sought approval for the appearance, landscaping, layout and scale of the development. In this application, the developers changed the originally agreed approach to contamination in the outline planning application. The new approach would see the source of the contamination left in place, with the dwellings and their associated infrastructure designed in a way that protects them from the contamination below. Concerns were raised for the safety of the surrounding neighbours and the future occupiers of the site. Following the appointment of an independent landfill gas consultant to analyse the information provided, five years of additional data gathering was recommended to inform what gas mitigation would be required. The independent report also concluded the site’s layout could not be approved until these mitigation measures were known. Whilst the rest of the application is deemed acceptable, Blaby District Council’s Planning Officers recommended the application for refusal as these issues were “…not outweighed by the material considerations in favour of approving the scheme, including the delivery of 165 dwellings…and the economic benefits of the construction process and occupation of the dwellings”. The application was refused by members of Blaby District Council’s Planning Committee at its meeting on Thursday 19 May. The refusal of this Reserved Matters application also means that the original Outline planning permission has now expired unless the applicant chooses to appeal or legally challenge the Council’s decision.

Nationwide House Price Index for April 2022

House price growth slows in April but remains in double digits • Annual UK house price growth slowed modestly to 12.1% in April, down from 14.3% in March • Prices up 0.3% month-on-month after taking account of seasonal effects • Poll reveals 38% actively moving or considering move

Commenting on the figures, Robert Gardner, Nationwide’s Chief Economist, said: “Annual house price growth slowed modestly to 12.1% in April, down from 14.3% in March – nevertheless, this is the 11th time in the past 12 months that the annual growth rate has been in double digits. Prices rose by 0.3% month-on-month, after taking account of seasonal effects – the ninth successive monthly increase, though this is the smallest monthly gain since September last year. “Housing market activity has remained solid with mortgage approvals continuing to run above pre-Covid levels. Demand is being supported by robust labour market conditions, where employment growth has remained strong and the unemployment rate has fallen back to pre-pandemic lows. With the stock of homes on the market still low, this has translated into continued upward pressure on house prices. “Nevertheless, it is surprising that conditions have remained so buoyant, given mounting pressure on household budgets which has severely dented consumer confidence. Indeed, consumers’ expectations of their own personal finances over the next twelve months has dropped to levels last seen during the depths of the global financial crisis more than a decade ago. Moreover, housing affordability has deteriorated because house price growth has been outstripping income growth by a wide margin over the past two years, while more recently borrowing costs have increased (though they remain low by historic standards). Why is activity so buoyant? “This month, we conducted a survey of c3,000 consumers across the UK to better understand current market conditions. It was striking that 38% of respondents stated that they were either in the process of moving or considering a move. The proportion was particularly high in London, where almost half said they were moving or considering a move. But even in Wales, where the share was lowest, more than 25% were either moving or considering a move - very high, given that only c5% of the housing stock turns over in a typical year in the UK.

Federation of Master Builders

52% of builders are not ready for changes to Building Regulations, warns FMB BUILDERS are in need of urgent clear guidance to help them understand changes to the building regulations coming into force in England, on 15th June, which aim to improve the energy efficiency of buildings.

In the most recent State of Trade Survey from the Federation of Master Builders (FMB), a startling 52% of builders are not yet prepared or aware of the changes. The FMB is urging the Government to provide clear guidance to help make sure small builders are informed of the changes. These are complex changes for small, time poor, builders to take on, especially without good communication from Government. Prices are really impacting bottom lines with 98% of builders having had material costs increase and 83% passing on these costs to customers. Material shortages and a lack of skills still plague the sector causing job delays for the majority of FMB members. 73% of builders have delayed jobs due a lack of materials and 55% are delaying work owing to a lack of skilled labour. The FMB State of Trade Survey, which is released quarterly, is the only survey of its kind to track the experience of small to mediumsized (SME) construction firms in the UK. The latest survey for Q1 2022 found:

“For most movers and potential movers, the majority of those surveyed are looking to trade up – the exception being amongst those aged 55 and above, where nearly 40% are looking to move to a smaller property compared to just 7% looking to move to a larger property. Where next for the housing market? “We continue to expect the housing market to slow in the quarters ahead. The squeeze on household incomes is set to intensify with inflation expected to rise further, perhaps reaching double digits in the quarters ahead if global energy prices remain high. Moreover, assuming that labour market conditions remain strong, the Bank of England is likely to raise interest rates further, which will also exert a drag on the market if this feeds through to mortgage rates.”

Skills • 45% of builders are struggling to hire carpenters/joiners, up 2% on last quarter. • 40% of FMB members are finding it difficult to hire bricklayers, down 1% on last quarter.

Prices • Nearly all FMB members (98%) reported an increase in material costs in Q1 2022. • 95% of respondents expect material costs to increase in Q2 2022. • 83% of builders have put up their prices for work, up from 74% in Q4 2021. Brian Berry, Chief Executive of the FMB, said: “The FMB’s State of Trade Survey highlights just how underprepared the building industry is for regulatory changes coming into force in June. Builders can’t be blamed for this situation given the poor communication and engagement coming from Government. The Government need to help address this issue by providing clear guidance to help builders understand what is expected of them.” Berry continued: “The survey also shows that availability of materials and skills shortages are not going away. These issues, coupled with crippling price rises, are causing real problems for the building industry. Delays and increases in prices will put off consumers, who are already reluctant to commission new work as their own costs spiral.”

The DHF CSCS (Blue Skilled) card provision is for those who work with industrial doors, domestic garage doors, automated gates & traffic barriers and metal or timber doors, and although not a legislative requirement, CSCS cards are supported by the government and provide proof that individuals working on construction sites have the appropriate training and qualifications for the job that they are doing. “DHF remains the only trade association offering this card for the industry and in order to obtain a Blue Skilled worker card, individuals also need the relevant NVQ for the industry they work in,” explains DHF’s Head of Commercial Operations, Patricia Sowsbery-Stevens. “We are aware that there are some providers that will give an associated discipline card that is not specific to our industry. To Site Managers, we would say this: the best way to know that the person working on your site has the Blue Skilled worker card from the industry and for the industry is by their obtaining the NVQ level 2 in automated gates and door systems, the qualification that demonstrates their proficiency and that they have achieved the correct level of training. “DHF continues to drive standards in ensuring that construction site workers are appropriately trained, and as such, created a joint venture, Entrance Systems Alliance (ESA), with the ADSA to offer the industry specific NVQ. In this way, we are playing our part in improving safety on UK construction sites.”

Strong activity in the development land market HOWKINS & HARRISON’S development team have seen continued strong activity in the strategic development sector this year, with over 40 option or promotion deals in active negotiation and many other strategic sites in the pipeline.

Following on from two major site sales last year (one at Earls Court, Worcester for 965 houses and another at The Asps, Warwick for 900 houses), the team are dealing with a number of option exercises throughout the Midlands. They are also marketing the Barnards Drive site at Sileby, Leicestershire, for 228 units jointly with Gladman, and another site for 140 houses at Earl Shilton will be coming to the market later this year. In addition, later in the year the team will be bringing to the market two sites in Warwickshire for 86 and 230 dwellings respectively. On smaller sites, the team have recently completed on a highly sought-after 5 unit site in the village of Congerstone, Leicestershire and a site for 7 units at Galley Common, Nuneaton, both having gone to respected regional housebuilders, in addition to a 21 unit site in Swinford Leicestershire and a 16 unit site in Long Buckby, Northamptonshire. Deals that are working their way through the legal process include two sites near Rugby (following 19 offers) and another near Leicester. Also currently on the market is a site at Thringstone, Leicestershire for 7 units and a 1.2 acre site at Hockering, Norfolk. With regard to commercial sites, the team have recently gone to best and final offers on a 33.82 acre site at Daventry South East Gateway with consent for B1, B2 and B8 use. Some very strong offers were received on an unconditional basis and a deal is in the process of being tied up. This sale shows the incredible strength of the commercial land market at the moment, particularly for B8 use, and bodes well for a number of strategic commercial sites that the team are involved with which are expected to come to fruition over the next 3 years.
