LOROS Hospice announce plans for a £6 million expansion LOROS Hospice will be significantly developing its facilities next summer after being granted planning permission to extend its building. The two Phase project will cost an estimated £6 million. Phase 1 will, first and foremost, see the size and quality of the Hospice’s Day Therapy and Outpatients facilities being improved, which will allow more than an additional 250 patients each year to visit on a regular basis and enhance their experience. Phase 2 will be the building of a state-of-the-art Clinical Skills Training Centre, which will ensure that LOROS continues to be a leading voice and positive influence in end of life care and education. LOROS CEO John Knight said: “Like any progressive organisation LOROS needs to remain responsive to the changing needs of the community that it was established to serve. “Under the plans, we will create more space and bespoke facilities for our day therapy and lymphoedema services. “In our new clinical skills training centre we’ll pass on to health and social care professionals our expertise in end of life care, promoting excellence and improving the experience of patients, their families and carers outside of our Hospice.” It is anticipated that Phase 1 of the project will take around one year to complete with work starting by early summer. Phase 2, the new stand-alone Clinical Skills Centre, is estimated to take a further year to complete, making the total project time from now to completion, approximately 2.5 years. Funding from the project will come from two large historic legacies, the sale of Manor Croft – the previous LOROS day care building, located in the city – and a recent generous donation, as well as funds that have been carefully reserved over time for this very exciting development.

Community groups get crafty at homebuilder’s mosaic making session

COMMUNITY groups around David Wilson Homes’ new development The Millstones have been getting crafty during a ‘make and take’ mosaic session put on by the homebuilder. During the session members of the Queniborough Women’s Institute, the Friendship Group and the local art group were shown a presentation about the current development at The Millstones which will include an art installation, and the session proved a valuable opportunity to gain feedback on the potential ways in which mosaics could be used within the creation. Attendees also experimented with making their own mosaic coasters to take home, using a mix of glass tiles, vintage porcelain and buttons. The session was led by award-winning mosaic artist Julie Vernon. She said: “It was lovely to work with the community and introduce them to the craft of mosaic. Some great results were produced during the mosaic taster workshop and it was really interesting to see everyone’s designs taking shape from the same starting point.” Steve Smith, Sales Director at David Wilson Homes East Midlands, said: “This is the first session of its kind that we have put on and given the success today, it’s definitely something we’d consider doing again. RICS annual housing market forecast

East Midlands House prices to increase by 4% in 2016 • • • •

HOUSE PRICES in the East Midlands will see an average increase of 4% over the course of next year, according to the RICS housing forecast for 2016. The East Midlands see a modest price rise for 2016 compared to other regions. Nationally house prices are predicted to rise across the whole of the UK in 2016, East Anglia is continuing the trend seen in that region during 2015 with the highest predicted rise at 8%. Meanwhile, the North East is likely to see more modest price rises with our predicted increase for 2016 at 3%. The strongest areas of the UK for transaction levels are likely to continue trends seen in 2015, with the North East, Wales, Scotland and Northern Ireland outpacing the rest of the UK. Although housing has climbed the policy agenda, with supply issues dominating the private housing market the RICS forecast suggests that the likely increase in prices in 2016 will outstrip any rise in household income. Simon Rubinsohn, RICS Chief Economist, commented: “Housing has clearly leapt up the

government’s agenda but despite the raft of initiatives announced over the past year, the lags involved in development mean that prices, and for that matter rents, are likely to rise further over the next twelve months. Lack of stock will continue to be the principal driver of this trend but the likely persistence of cheap money will compound it for the time being. “Looking further out, there is some justification for taking a more optimistic view of new build with significant incentives being put in place to deliver starter homes. While this may not on its own stem the upward trend in house prices, it could help to slow the rate of growth to something closer to the probable rise in household incomes. “Critically our principal concern with the measures announced by the government is that they are overly focused on promoting home ownership at the expense of other tenures. Discouraging Buy to Let could see private rents take even more of the strain if institutional investment doesn’t increase significantly, particularly given the likely reduced flows of social rent property going forward.”

New homes to meet the needs of Loughborough’s ageing population

Building land for 8 dwellings in Hugglescote

CONSTRUCTION work has begun on an Extra Care development in Loughborough which will combine independent housing with 24 hour access to a team of on-site care professionals to improve quality of life for older people in the community. The £13.5m scheme is being built by developer Westleigh in partnership with social housing and care provider emh group and Charnwood Borough Council. It will include 62 one- and twobedroom apartments as well as a range of communal areas and facilities. The scheme is intended for people aged 55 and over who need at least three-and-a-half hours of care and support each week, enabling them to live independently within their community. It comes on the back of a national drive to integrate housing, health and care to better meet the needs of an ageing population. The spacious apartments are being built to Lifetime Homes standard which means they can be adapted to residents’ changing needs. The design also includes a generous amount of communal space, including an arts and crafts room and a café which will be open to the wider community. In addition to the extra care scheme 10 bungalows for older people will be provided and 24 homes for families will be provided in 2 and 3 bedroom form, 20 of these homes will be for affordable rent and 14 homes for shared ownership.

Local labour is being used for the project and Westleigh is using its own sustainable timber frame system called Westframe, which is a highly energy efficient product to construct the scheme. Section 106 Agreement finalised

Bloor Homes secures outline planning permission for 160 homes in Anstey BLOOR HOMES has secured outline planning permission to build up to 160 new homes in Anstey. The developer submitted plans to Charnwood Borough Council for the development in March 2014 and the application went before the planning committee in November of the same year. Councillors voted to approve the scheme, subject to the completion of a Section 106 agreement, which has now been signed by the council, the developer and the landowners, and will see funding of around £1.37 million provided for local services and infrastructure improvements. Bloor is now preparing to submit a reserved matters application in order to secure full planning permission for the development, which will see 160 new homes being built on land to the west of Cropston Road at the North Eastern edge of the village. The development will also include two children’s play areas and a junior sports pitch, with around two thirds of the 15-hectare site being retained as green open space.

Builders’ Problems SOLVED

Deduction of monies Problem: I am the Managing Director of a small roofing company and would appreciate some advice in relation to a debt we have at the moment.

Response: Hello Roger. I am unaware of the terms and conditions that exist between you and the main contractor, although you will have a few options as to how you can proceed in attempting to settle the dispute.

We provided 2 quotations to a main contractor. One quote for roofing works and one quote for jet washing the existing brickwork and repainting the building externally. We received an order for each of our quotations, subsequently carried out the works and then submitted separate applications / invoices for payment. At 30 days we chased the monies at which point the main contractor said it was not happy with the works. We subsequently got an independent specialist and he confirmed that there was little we could do to remove the naturally occurring stains that were present on the brickwork. We then tried a new method at great cost to ourselves and it did improve the look of the building. The end client went round and agreed. So now after several more weeks of us pestering for payment, the main contractor has said it is deducting £4,000 from the cleaning and painting invoice because it said that the end result of the cleaning is not what we promised. Our quotation did not say anywhere that we would get the building spotless – in fact we were asked to do the jet washing at the last minute, as after all, we are a roofing company! Once the monies are received, I plan to take the outstanding balance to the small claims court. How do I word the letter before action? The main contractor did not let us know whatsoever in writing or email until the day our accountant called to chase the funds. Any help would be appreciated.

Firstly, you have the option of referring the matter to adjudication, even if your contract with the main contractor does not include adjudication, because, being a construction contract, the Housing Grants, Construction and Regeneration Act 1996, as amended by the Local Democracy, Economic Development and Construction Act 2009 (“Construction Act”), will be implied into the contract which allows you the right to refer any dispute or difference you may have to adjudication. However, the amount in dispute will probably not make adjudication attractive as you will need to make an application to a recognised ANB (adjudicator nominating body), which will include a non-recoverable application fee, plus no matter how good you may think your case is, if you are unsuccessful you will be responsible for paying the adjudicator’s fees and expenses. If you decide against adjudication, you will then need to see whether the contract refers to arbitration [in lieu of litigation] as a method of resolving disputes and if so, whether arbitration is mandatory. If there is no arbitration clause or arbitration is not mandatory, litigating the dispute will be another option. However, whether it is arbitration or litigation, before issuing a Notice of Arbitration or a Claim Form, you will need to draft and send to the main contractor a Letter of Claim. A Letter of Claim is a requirement under the Civil Procedure Rules Pre-Action Protocol [for construction and engineering disputes], and sets out a claimant’s case. I suggest that you refer to the government justice website at justice.gov.uk/courts /procedure-rules/civil/protocol where you will find the list of protocols all of which will detail precisely what a Letter of Claim should include. By following the Protocol, including drafting a persuasive Letter of Claim, there is a good chance that the matter can be settled prior to issuing any formal proceedings and thus avoiding incurring costs. The chances of settling during the Protocol is further enhanced by the Protocol requirement at paragraph 5 insofar that “the parties should normally meet”, the aim of which is to allow the parties to explore if the issues in contention can be resolved without recourse to litigation. © Michael P. A third of construction firms are turned off by taking on apprentices, warns FMB A THIRD of small construction firms are being put off from taking on apprentices because of the bureaucracy involved, according to a new research report “Defusing the skills time bomb” published by the Federation of Master Builders (FMB). Brian Berry, Chief Executive of the FMB, said: “The construction industry is in the midst of a skills crisis which can only be solved if more employers take on apprentices. The Government wants to deliver three million apprentices over the next five years and this new report sheds some light on how this can be achieved. Our research shows that 94% of small construction firms want to train apprentices but a third are being turned off by a number of serious “fear factors”. These include the cost of employing and training an apprentice and major concerns regarding the complexity of the process.” Berry continued: “There is strong evidence to show that small construction firms need better information and that if they were more aware of the support that’s available, a great number would train apprentices. Just under 80% of non-recruiters are not aware of one of the most important apprenticeship grants available to them and just over 75% say knowledge of financial support would make them more likely to take on apprentices.” Berry concluded: “Given that two-thirds of all construction apprentices are trained by SMEs, it is critical that the Government does everything in its power to remove any barriers that might be stopping these companies from training. Looking ahead, the Government’s new apprenticeship voucher could be a disaster for small firms unless it is properly road tested and made as simple and easy-to-use as possible. We’re also calling on the Government to protect our industry training board which is at risk from the new Apprenticeship Levy. The Construction Industry Training Board (CITB) needs reform admittedly but without it the very smallest firms would be left with less financial and practical support for apprenticeship training – remove this lifeline and you risk worsening the skills crisis.”

£4.8 million community sports arena nears completion

City centre office building with development potential

THE END of January 2016 will see the opening of the new state-of-the-art £4.8 million multipurpose community sports arena located at 31 Charter Street, Leicester.

Whilst the state-of-theart arena will be the new home of the Leicester Riders basketball club, anchor tenants for the arena, and used by the Leicester Cobras wheelchair basketball team, it will also be open to the general public and Leicester College as a multi-use facility. The project is a joint venture between the Leicester Riders, Leicester City Council and Leicester College and occupies a site just over 1 hectare. Charter Street has around 200 years of industrial heritage and was formerly part of a gas works meaning that the land was contaminated. Therefore before the arena construction commenced a remediation strategy was agreed with the Environment Agency and the City Council, and then the decontamination works were completed. Arena construction started in April 2015, and the project remains on schedule and within budget. Due to the size of the project, an experienced local law firm, Edward Hands & Lewis Solicitors, was brought on board to ensure that the legal work was carried out properly. The EHL corporate team negotiated the lottery funding agreement with Sport England (the English Sports Council) so that the project could go ahead with sufficient finance. The EHL commercial property team also liaised with the City Council to make sure the lease was appropriate and all necessary associated contracts and covenants were in place, and also carried out an in depth due diligence investigation to check that the property title rights were clarified. Kevin Routledge the Project Director for the Arena commented, “We are delighted with the progress of the project, which is a testament to many contributors and contractors. Preparations to demolish former centre begins HINCKLEY & BOSWORTH Borough Council has begun preparations to demolish Hinckley Leisure Centre when it closes for the final time in May 2016. An application of notice to demolish the 1970s building on Coventry Road went before members of the council’s planning committee on Tuesday (22 December) in preparation for when the building becomes vacant in early May. The former Leisure Centre will close as soon as the newly built £15 million leisure centre on Argents Mead opens to the public and it is hoped the demolition of the vacant building will begin shortly afterwards. Demolition is likely to take at least 30 weeks to complete and will involve various mechanical means to pull down walls and floors and take up foundations along with the removal of the building’s contents and live services. A hoarding will be erected around the building before demolition begins. Although the associated Trinity Vicarage Road car park will eventually form part of the whole redevelopment site, the council hopes to retain it as a public car park during the demolition and beyond until it is required for construction works, subject to the requirements of the demolition contractor. While a final decision on the future use of the site is yet to be made, the council has invited design proposals for redeveloping this key town centre site. It is expected the process of design selection, obtaining planning consent and builder selection will take place during 2016 with new development taking place thereafter. Bill Cullen, Deputy Chief Executive at Hinckley and Bosworth Borough Council said: “This is a key site for Hinckley so we are beginning this process early so that bulldozers are prepared to move in as soon as the site becomes vacant. We’ll be writing to residents and businesses around the site and we will continue to keep them and our other customers up to date with news and progress throughout the demolition and beyond.”

Average house deposit rises to £71,301 WITH HOUSE deposits increasing again last month, buying a home continues to prove out of reach for many Britons. RICS in Midlands responds to Chancellor’s Autumn Statement RESPONDING to the Chancellor’s Autumn Statement, Jeremy Blackburn, Head of Policy, RICS said: “A push towards affoWWrdable home ownership should not come at the expense of affordable homes for rent. If cities such as London are to thrive, we need to ensure that housing can be provided for all of its workforce - home ownership can only go so far and even shared ownership may prove too expensive for some. The Chancellor was shortsighted not to incentivise affordable homes for rent. “George Osborne is essentially subsidising one sector of the housing market over all others, home buyers already benefit from significant Government funding. Many people struggle to afford to own their own homes and a large majority rely on the available supply of affordable rents. The Chancellor may feel that he is supporting the under-privileged by pushing up buy-to-let Stamp Duty, but we would argue that such an inflationary measure will discourage small landlords and reduce the rental supply – prices will inevitably rise. “In order to maintain our position on the world economic stage, Britain needs a first-class infrastructure system. The Chancellor has quite rightly made infrastructure a strategic priority, announcing a £61bn spend on transport alone this Parliament. He has set up set up an independent commission to revamp the national infrastructure pipeline and plan. This should ensure the new money is prioritised. “But there is a much bigger problem which, will have major repercussions for the UK’s current and future infrastructure plans. Our data shows that tender prices for infrastructure projects are expected to rise by around 30% over the next five years. In addition, we don’t have the investment needed to cover the existing £400bn infrastructure funding gap. British infrastructure is undoubtedly facing a funding crisis. While money announced today, will help, we need to go much further. “The Chancellor argued that ‘We Are the Builders’. However, the construction skills shortage is now at the highest levels seen in the past 20 years. During the recession an estimated 400,000 people left construction – one of the highest rates of redundancy across any sector, but worse is yet to come as we are expecting a ‘knowledge cliff ’ when those left in the workforce eventually retire. There are serious questions around how we continue to build to meet the 400,000 new houses announced today with the infrastructure that will get Britain moving.”

Willis: Developers and investors still not fully aware of risks in student housing WILLIS, the world’s third-largest insurance broker, has warned developers and investors are still not fully aware of the risks involved from being active in student accommodation. The warning follows a major new report by City law firm Addleshaw Goddard, which revealed the UK had over taken North America as the global hotspot for student housing. Britain saw more than £6bn invested in purpose-built student accommodation (PBSA) this year, compared to just over £2bn in the US. The nature of the student housing market means properties are likely to be vacated for long periods of time, as students return home for holiday seasons like Christmas and Easter. This leaves student landlords more open to open to break-ins and damage caused by fires, flooding or frost. However most of the cost associated with these typical risk factors and improvements can be reflected in reduced insurance premiums or levels of excess, says John Roberts, construction industry leader at Willis. Such measures are necessary for investors to protect their incomes. Pension funds – attracted by index-linked returns – and private equity investors buoyed by hefty increases in value have led investment which is three times the £1.7 billion transacted during 2014. According to Addleshaw Goddard’s Education Nation: The Graduation of Student Housing, the sector still has capacity for more investment. Thousands of older buildings need refurbishment, creating new opportunities for investors to enter the market in central locations. Demand for PBSA has soared despite rising student fees and increasing rents. Renters in PBSA have doubled between 2007 and 2014 to 108,000 full-time students, of the UK’s 1.7 million. It still represents a small proportion of the student population and this is why investors believe the sector has a long way to go. The report also found universities could save billions of pounds in operational costs and create new campus housing to entice students. Around a third of institutions’ property budgets could be saved by making better use of space, by modernising facilities and by sharing them across complimentary courses. Protecting new facilities from potential damage must be a top priority of universities if they are to maximise the investment made by private sector partners. John Roberts, construction industry leader at Willis, said: “The important thing is understanding the student market, and the type of use the properties will have. It also needs to be understood that there is the potential for the property to be left vacant for long periods, such as during holiday periods like Christmas. “This may require some additional considerations in respect of security, protection against frost, flood damage and fire protection. A lot of the cost associated with these typical risk factors and improvements can often be reflected in reduced insurance premiums or levels of excess.”

NEW HOME registrations in the UK maintained a steady rate of growth throughout November, with similar levels compared to a year ago, according to the latest NHBC figures. In November 11,390 new homes (8,525 private sector; 2,865 public sector) were registered, an increase of 4% on the same month last year (8,848 private sector; 2,152 public sector). Over the last three months, 38,577 new homes (30,170 private sector; 8,407 public sector) were registered between September and November compared to 37,634 (30,120 private sector; 7,514 public sector) in 2014, an increase of 3%. Harborough

On track to meet tough housing targets NEW FIGURES, just released by Harborough District Council, show in the last six months, since 1 April 2015, the district has already seen 311 properties built – well ahead of the target for this stage in the year. The objectively assessed housing requirement for the Harborough district is 475 properties built per year – ie. by April 2016. This represents another positive step forward in meeting Government targets to ensure housing numbers built are meeting housing need. Last year, 496 homes were completed in the Harborough district. To encourage the supply of housing nationally, the National Planning Policy Framework (NPPF) requires all local authorities to have a ‘five year housing land supply’ which identifies sites that can be developed within a five year period. The Government has made clear to local authorities the need to have a ‘five year housing land supply’ in place or risk housing developments being imposed upon them in areas which may fall outside sites agreed in approved planning policy documents such as the Core Strategy or Local Plan. The latest figures show that the Harborough district currently has a 4.36 year supply of housing sites against its objectively assessed housing requirement of 475 dwellings per year. This represents a similar position to the previous figure of 4.45 years calculated at September 2014. Councillor Phil King, Harborough District Council’s portfolio holder for planning said: “It is positive that already 311 properties have been built this year which means we are well on course to meet, if not improve upon, our objectively assessed target of 475 homes per year by next April.

Work begins on 33 new homes in Castle Donington WORK HAS begun on 33 new homes in Castle Donington. Bloor Homes was granted permission to develop a 2.6 acre site to the north of Park Lane earlier this year, and has now commenced construction work after acquiring the land. The new homes are an extension to Bloor’s existing Fairfield Manor development, and will be located to the north west of the main site. More than half of the 33 properties will be three bedroom houses, reflecting the growing demand for smaller family homes in the area. There will also be a range of one, two and four bedroom houses, with nine of the homes being provided as affordable housing. The new homes will be accessed through the existing development, which is located to the west of the village centre. As part of the new development, Bloor will make contributions of almost £40,000 to fund local services and infrastructure improvements through a Section 106 agreement with local councils. This will include £14,645.40 towards healthcare facilities at Castle Donington Surgery Medical Practice, £1,814.85 for improved facilities at local primary schools, £18,850 to provide two free bus passes for each new household, £900 towards the cost of providing real time information equipment on nearby bus routes, and £1,532.65 to provide travel packs for new residents. Oak tree given to school Legal Challenge to by homebuilder in runup to National Tree Week Charnwood’s SCHOOL CHILDREN in Ashbyde-la- Zouch who helped plant a young oak tree at a new homes development last year have had the tree donated to their school by the developer Barratt Homes. The oak, which was planted by pupils from the Oak Tree class at Woodcote Primary School in June 2014, needed more space to mature, so Barratt Homes staff transported it from the Hastings Park development in Ashby and replanted it at the school in the run-up to National Tree Week (November 28th – December 6th). Suzanne Jones, Head Teacher at Woodcote Primary School, said, “The children from the Oak Class at our school enjoyed visiting Hastings Park last year and planting the young oak, and it was kind of Barratt Homes to offer the tree to us. “Trees are important to Woodcote Primary School - we name all our classes after species of trees and our school motto is: ‘From tiny seeds to glorious trees’.” Barratt Homes’ company logo is an oak, and the business has an excellent record of planting trees and other plants at its developments across the country – last year it pledged to plant 400,000 trees and shrubs in the UK, to mark the completion of its 400,000th home since it was founded in 1958. John Dillon, Managing Director of Barratt Homes North Midlands, said, “We planted the oak at Hastings Park to celebrate our company’s rebrand, but since then it has grown too big for its original plot. As the school helped plant it originally, we thought it would be nice if it could be replanted there for future generations to enjoy.” National Tree Week is the UK’s largest tree celebration which takes place annually to launch the start of the winter tree planting season, during which The Tree Council inspires people across Britain to plant upwards of a million trees across the country.

Friars Mill ready to welcome prospective tenants AN 18th century factory complex in Leicester’s Waterside is set to begin welcoming prospective tenants as work to redevelop it as a base for businesses nears completion. Friars Mill, a disused mill complex on the banks of the River Soar, is in its final stages of a Leicester City Council scheme to bring it back into use as modern workspaces. The site includes Leicester’s oldest surviving factory building – the former Donisthorpe Factory – which was badly damaged by fire in 2012. Over the last 14 months, the city council has been working with specialist restoration contractors William Anelay Ltd to transform the derelict buildings and provide 2,400sqm of attractive, new managed workspaces. It will feature 15 individual workspaces, ranging in size from the smallest at 56sqm to the largest at 183sqm over two floors, along with meeting rooms, reception area and a café. East Midlands Chamber (Derbyshire, Nottinghamshire, Leicestershire) has been awarded the contract to manage the workspaces on behalf of the city council. City Mayor Peter Soulsby said: “Friars Mill is an important part of the city’s industrial heritage and a fascinating collection of buildings that deserved to be saved and brought back into meaningful use. The restoration is in its final stages and the new workspaces are now starting to take shape. “I am delighted that we have East Midlands Chamber on-board to manage the process of attracting businesses into Friars Mill and supporting them to prosper. “This will help provide a real boost to the area. We want Friars Mill to stand as a beacon for the wider regeneration of the Waterside.” The Chamber is already successfully managing Leicester Food Park. Built by the city council, the food park offers nine high-quality units for new and growing food businesses. It reached full occupancy just three months after it opened in February.

Core Strategy

CHARNWOOD Borough Council will defend a legal challenge being made against its Core Strategy. The Council has received notice that an application has been made to the High Court for a judicial review of the examination process and adoption of the Core Strategy. The strategy sets out where new housing, employment land and infrastructure should go in Charnwood. It was adopted in November by the Council following extensive consultations and an examination by an independent planning inspector. Councillor Eric Vardy, Cabinet Member for Planning, said: “This is not an unexpected move and we will defend the Core Strategy. “As this has moved into the legal arena, we will not be commenting further about this action.” The application to the High Court has been made by the Rosconn Group and seeks: • the quashing of the decision to adopt the Core Strategy • a declaration that the Council and the Inspector erred in law by not examining the five-year land supply appropriately • an order requiring the inspector to re-open the Examination and allow submission and cross examination on five- year land supply • an order requiring the Inspector to reconsider and re-issue his report after hearing these issues. The Council is in the process of responding to the application and the High Court will then decide whether a judicial review can take place.

Plumber is William Davis Apprentice of the Year HOUSEBUILDER William Davis Ltd held its annual ‘Apprentice of the Year’ awards, recognising the young tradespeople on its award-winning, in-house apprentice scheme.

At a recent presentation evening, the company’s 29 apprentices were joined by apprentice masters, college tutors, CITB (Construction Industry Training Board) apprenticeship officers and parents to celebrate their achievements. Managing director, Guy Higgins welcomed them all, before commencing the ceremony. 20 year old plumber, Jake Hankin, from Leicester, was named ‘Apprentice of the Year’ after demonstrating consistently high skills, quick progression, excellent academic results and a genuine interest and enthusiasm for work. Jake’s CITB apprenticeship officer, Amanda Drabant commented: “I’ve known Jake for three years and can honestly say he is the most polite and cheerful apprentice I’ve worked with in ten years. He receives nothing but praise from all his colleagues and his attitude is one we could all learn from.” Carpenter and joiner, Bryce White, now in his third year, was announced runner-up. Conscientious and well-mannered, Bryce impressed his tutors with his positive approach and willingness to learn, which has also made him a popular member of the site team. Westleigh builds 37 new affordable homes in Nottinghamshire A HOUSING partnership scheme between Westleigh, Broxtowe Borough Council and Nottingham Community Housing Association (NCHA) has transformed two outdated retirement homes into 37 affordable new properties. Wyndham Court, in Chilwell, and Peatfield Court, in Stapleford, Nottinghamshire, were both built in 1971 and were among the council’s oldest retirement housing complexes. At Wyndham Court in Chilwell, which has been renamed Ulldale Court, 14 new affordable properties have been built by Westleigh providing a mix of two and three bedroom homes and one bedroom flats, the project cost £1.24m. Funding for all the properties was partly secured through a grant investment from the Homes and Communities Agency (HCA).

Cash boost for Narborough community thanks to housebuilder

WORK IS underway at Westleigh’s latest Leicestershire development Maple Grove in Narborough which will contribute nearly £137,500 to local community projects in the area. The funding has been provided by Westleigh as part of its planning agreements with Leicestershire County Council to build 14 new high specification homes on Huncote Road in the village. Westleigh will contribute approximately £58,450 towards the creation of a new neighbourhood play area, the developer will also provide just over £76,400 to support local educational facilities in the area and just under £870 will go towards local library services. Further funding which will also be provided to Leicestershire County Council. The Whetstone-based developer is transforming a brownfield site, which was formerly occupied by a disused local authority building, into brand new homes for sale. The properties, priced from £169,950, will be ideal for both first-time buyers and for families looking to make their next move with a mix of two, three,and four bedroom houses available and each home will be finished to the highest specification. Located on the edge of Narborough, the new homes will benefit from being in a rural location whilst having easy access to the M1 and M69 motorway network and Fosse Retail Park. Work has started on Fossebrook Primary BUILDING foundations are being laid for the new Fossebrook Primary School that will provide primary years education to pupils living in Leicester Forest East and Braunstone Town. The £4 million school will be ready for its first intake - of Foundation and years 1 and 2 pupils - in September 2016 and will eventually provide 210 places, with the potential to expand as demand increases over the next few years. Fossebrook is being developed by Leicestershire County Council and will take pupils from Leicester Forest East and Braunstone Town and help to ease the pressure on three other local schools resulting from increased births, more families moving into the area and new housing developments. The single-storey school is being built by Wilmott Dixon at Holmfield Avenue West, in Leicester Forest East, on land that is already owned by the council. The cost of building the new school is being met by £54 million government funding given to the council by the Department of Education for school places. A strategy spelling out how this money will be used is in place, and says that creating extra primary school places across the county is the top priority.

Dock 2 takes step forward

WORK on Dock 2 – which will provide grow-on workspace for hi-tech businesses at Leicester’s Pioneer Park – is set to get under way this year, following the appointment of a design team and the approval of a £150,000 budget to take the project forward. The new workspaces will be built on land next to the original Dock, which has been providing a base for technology businesses since 2013. City Mayor Peter Soulsby said: “Our ambition is to establish Pioneer Park as a hub for technology and knowledge-based industries, encouraging enterprise and creating jobs. “The success of Dock, which is home to more than 40 hi-tech small businesses, and the National Space Centre, which attracts more than 250,000 visitors each year, gives us a good base on which to build. “Our plans for Dock 2 will be another step forward, providing flexible grow-on space for technology businesses, right next door to the thriving community at Dock.” Leicester-based rg+p Ltd have been contracted as project managers and quantity surveyors, with international firm Idom appointed as lead consultant and architect. With headquarters in Spain, Idom was also executive architect for the stunning Guggenheim Museum in Bilbao. Javier Quintana, architectural director of Idom, said: “Dock 2 is a very exciting project for us to be involved in. We look forward to creating a building of which Leicester will be proud.” Mitch Dale, director at rg+p, said: “This is a really significant appointment for rg+p. “As a local firm, we have watched the development of Leicester’s Pioneer Park with interest and are very pleased to be able to oversee the next phase in its expansion.” Funding of £150,000 from the city council’s Economic Action Plan will support the next stage of the project’s development, covering design and feasibility works. Dock 2 will be built on a brownfield site between the original Dock and the National Space Centre. The council hopes to complete the purchase of the land – which is owned by the Homes and Communities Agency – in 2016.
