LETTER FROM DIRECTOR Change, Transform, Emerge

Dear You, Yes you, our most favorite reader!

As we begin 2022 the theme of this year's Texas Recreation and Park Society (TRAPS) Annual Conference is prevalent in my mind; Change, Transform, and Emerge. This February I transitioned from the TRAPS Therapeutic Recreation (TR) Branch President to Past President, having served in 2021 to represent Brownsville and TR Branch members throughout the state as we recovered through the pandemic and help them serve their clients, individuals with disabilities and disorders, whether they be veterans, youth, elderly working in hospitals or at a recreation center. As I think of this theme to be so accurate to what so many of us are experiencing, I think to another prevalent question that was posed during the pandemic, how will we come out the other side?

While we continue to mourn those lost, the Brownsville Beautification Committee and several founders: the City of Brownsville, Brownsville Community Improvement Corporation, Greater Brownsville Incentives Corporation, Brownsville Public Utilities Board, and other partners in development are working on a special remembrance project called A Forest Remembers, a planted tree for each person lost to COVID, we are humble and grateful to assist in this project and have it featured in our park system.

We resumed services in 2021 and our department experienced new growth, we had A LOT of people transition out into new roles in their lives bringing in new people, we have focused on leadership at all levels of the organization so that we can better serve you. We have partnered with some amazing organizations and people to bring access to play, honoring our history and culture, and putting a twist on literacy; the top few that

come to mind are the Monte Bella Park KABOOM! Playground Build with Tech Enabled Play, Washington Park Lone Star Legacy Park Designation, and our Storybook Trail along the Southmost Nature Trail.

At Monte Bella we were able to partner with a national non-profit KABOOM! and a secret funder who wanted to install a playground in Brownsville.

Through partnership with United Way of Southern Cameron County, Strive Together, and RGV Focus we were able to take the dream playgrounds submitted by children here in Brownsville to the beautiful structure that is there today. This playground is enabled with coding capabilities so that kids can code their play experience, it is the first in Texas and third in the nation!

On March 10, 2021, the City of Brownsville Parks and Recreation Department was one of eight Texas parks to receive a treasured historical designation and is proud to boast that we are

the first city in the valley to have received a Lone Star Legacy Park designation for Dean Porter Park in 2020. We are the first city to have two parks with this prestigious designation, adding our beloved Washington Park to the list. TRAPS developed the Lone Star Legacy Park program to celebrate parks that holds special prominence in the local community and the state of Texas.

One of the highest honors that can be bestowed on a Texas public park, is a Lone Star Legacy Park designation as the park has endured the test of time and played an important role in the development of community throughout its history.

Along the Southmost Nature Trail, PARD and Library partnered up to create a storybook trail so families can encourage a health and wellness lifestyle and increase literacy by reading the book the “Big Dance” while walking. Studies show that when you engage 5 cognitive areas of your brain it increases physical health and brain health by stimulating neuropathways in your brain helping to prevent cognitive decline. “Big Dance” is a story about Pippa who watches her friends express themselves through their special dance moves and she wonders if she will ever find the dance in herself. With encouragement she discovers that it’s all about taking the first step.

As we are at the beginning of a new year, you may have already broken your New Year’s resolution but that doesn’t mean you can’t start again or start something new. Take your first step by participating in what PARD has to offer, get involved, volunteer, donate, have a talent and time? Become an independent contractor and teach something. We invite you to read through this guide, share it with your family, friends, and co-workers as you may read something that may

improve their quality of life and of course follow us on social media for all the latest updates!

Lastly, your health and safety remain our top priority, we have researched and instituted best practices from the National Recreation and Park Association, City Parks Alliance, KABOOM! as well as the CDC, State and Federal guidelines, and we consult with our Health Department on our BPARD Reopening Guidelines as we continue to respond to COVID-19 and its variants keep up to date by visiting www.btxcares.com.

Visit www.cob.recdesk.com to register online. You must create a username and password as well as enter all pertinent household information before the website will allow you to register online. Online forms of payment accepted include credit and debit cards.

We encourage you to review applicable refund policies depending on which program, rental, etc. you may choose before making a payment.

Did you know that Access Brownsville is the official mobile application for the City of Brownsville, Texas? This mobile app enables users to quickly submit requests for service, ask questions, or leave comments or suggestions to City officials. Service requests are routed directly to appropriate City departments for rapid action, and users will be notified when the status of an individual request has changed.

PARD POLICY

COB PARKS & TRAILS ARE OPEN YEAR ROUND!

SCHEDULE: SUNDAY-THURSDAY 8 A.M. TO 10 P.M. | FRIDAY-SATURDAY 8 A.M. TO 11 P.M While enjoying the many opportunities the pard system has to offer, please be aware of the following rules and regulations for park use:

PARK RULES AND REGULATIONS • • • • • • • • • • • •

A person may not loiter in any city park.

The consumption, sale, use, or possession of alcoholic beverages on park premises is prohibited.

The consumption, sale, use, or possession of illegal drugs on park premises is prohibited.

Littering is prohibited. Use trash receptacles.

Motorized vehicles prohibited off roadways and beyond parking areas.

Improperly parked vehicles will be towed.

Vending or sales prohibited without permit.

Dogs are to remain on leash at all times.

Pet owners are required to pick up after pets.

Control noise levels – please be respectful of others.

Destroying public property is prohibited by Title 19, Chapter 191 of the Government Code of Texas.

No smoking allowed in any City of Brownsville interior and exterior spaces/facilities.

CAMPING

Camping is currently permitted in only one park via Borrow My Gear Program at Monte Bella Trails Park.

FISHING

Fishing is allowed in various resacas within city of Brownsville parks. A fishing license from the Texas Parks & Wildlife Department (TPWD) is required. For information on TPWD fishing licenses visit: tpwd.texas.gov.

SWIMMING

Swimming is allowed in City pools only during their regular operating hours and season.

METAL DETECTING

Metal detecting or ground penetrating radar at park sites is permitted but digging is not allowed.

KAYAKING

Personal watercrafts are permitted in several City of Brownsville Parks locations. During the summer swim season, canoes & paddle boats and equipment can be rented via Borrow My Gear Program.

Hike and Bike Trails Discover Brownsville on foot or on a bike or by paddle in our resacas or as part of the Caracara Trails. Brownsville has an extensive bike trail system that includes Brownsville Historic Battlefield Trail, Paseo de la Resaca Trails, Monte Bella Trails, Belden Trail, Brownsville Sports Park Hike & Bike Trail, and Southmost Nature Trail. Extensions to the Brownsville Historic Battlefield Trail include 2.75 miles of bicycle and pedestrian enhancements through Downtown Brownsville, a .37-mile extension to the Resaca de la Palma National Battlefield and 1.8 miles into Los Fresnos.

Tennis Courts Lighted tennis courts are located at the Brownsville Tennis Center and Oliveira Park. The Brownsville Tennis Center is run by the Brownsville Tennis Association and operates with nominal fees, while Oliveira Park tennis courts are operated by COB PARD and open to the public free of charge. Court courtesy applies. Tennis Court Hours: Sunday through Thursday 8 a.m. to 10 p.m. and Friday & Saturday 8 a.m. to 11 p.m. For information about the Brownsville Tennis Center, please call (956) 547-8326.

Pickleball Court The Brownsville Sports Park offers pickleball primarily during our Winter Texan season. Pickleball is a racquet sport which combines badminton, tennis and table tennis.

The sport is played on a smaller court with a net that is just a bit lower than a tennis net and is played with a hard paddle and a whiffle ball. This sport is great for all ages and abilities. For more information, contact Brownsville Sports Park at (956) 574-6650.

Outdoor Fitness Stations Your health matters! Choose outside for a better inside.

Some of our parks have outdoor fitness courts. "Tour” them all to find your favorite. Whereever your schedule takes you, be sure to plan it in by working out at a nearby station. Stations are located throughout the City - North: Brownsville Sports Park and Hudson South Park.

Downtown/South: Dean Porter Park, Riverside Park, & Cabler Park, Northwest: Monte Bella Trails Park. Get your sweat on & enjoy an open air work out. Stay hydrated, bring your own towel to wipe down the equipment. If the

equipment is out of order please don’t use it, preserve your safety and be sure to report any damaged equipment.

Lastly, there are age restrictions, primarily for adult use only, please use at your own risk and follow the rules and guidelines – usually posted on site on the equipment or online. Always consult your physician before beginning any exercise program.

Skate Parks Shed calories and build your skills at our skate parks.

Oliveira Park is long board friendly and Brownsville Sports Park skaters can enjoy a bowl for practicing aerials and tricks. Please follow all posted rules and use at your own risk and be sure to wear protective equipment – your body matters!

Where, Oh Where Can My Little Dog Go? Here's the scoop! Dogs and their humans are welcome in most of our parks and trails as long as the pets are on a leash at all times and the owners clean up after them.

We cannot however sidestep the issue of pet waste. Pet waste is a subject everyone likes to avoid, but is is more than smelly and unsightly--it is a health risk to pets and people.

When it rains, pet waste left on trails, sidewalks, and grassy areas can wash into the nearest waterway. Even if it you can't see signs of water near you, the feces wash into the storm drains and then travel to your neighborhood resaca, the river, and the ocean untreated. Out of courtesy to others using the parks, pet owners must take the responsibility and help keep our parks clean. Please bring a scooper and or bag when you enjoy parks with your furry friends.

Re-use your plastic shopping bags for pet waste or use bags available at parks. Pet waste stations and stands can be found throughout many of our parks. You can bring a small amount of plastic bags to restock if you see them empty. Appreciation and thanks are extended to responsible pet owners who, along with their pets respect other park users and the park system.

What kind of events does the city have ?

What is the fee to participate as a vendor at an event?

Some of our Parks and Recreation events are Salute to Freedom, Lunada, Park After Dark, Pumpkin Patch, Paws at the Pool, Easter Egg Hunt and many others!

A hybrid event combines in-person event with a "virtual" online component.

In 2020 and 2021 we had several hybrid events.

Most of our events are pet friendly. We also have some events such as Paws at the Pool and Beggin' N Eggs Easter Hunt just for dogs!

Yes! Of course! We'd love to host your birthday party at a park, the Brownsville Events Center or even at our pools!

ADULT BASKETBALL Both Men's League and the Women's League are 5 vs. 5 full court leagues that provide 2 referees and 1 official scorekeeper per game. The season includes 10 regular season games with everyone making a single elimination playoff at the end. Submit a complete team or sign up on your own and will find a team for you. See you in the court!

COED VOLLEYBALL This is a 6 player league. There must be 3 men and 3 women on the court at all times. The season consists of 7 regular season games and an End of Season Tournament where first place team receives an award.

VOLUNTEER COACHES NEEDED! Our leagues depend on volunteer coaches to provide teams with leadership and guidance. Please consider registering as a coach by completing the necessary paperwork (volunteer application and background check). If you need more information about volunteering as a coach, please call Youth Athletics Office at (956) 878-8654.

LITTLE DRIBBLERS Do you know a 3 or 4 year old with hoop dreams? Does your child have an interest in learning about and or playing sports? The Little Dribblers Program will help your child learn the FUNdamentals of basketball and build team skills.

Duration of program is five weeks. Three weeks consist of game play, and 2 weeks are structured around basketball skills building.

NFL FLAG FOOTBALL At NFL FLAG, we know the foundation of youth sports is more than just learning the fundamentals. It’s about being a part of team and, most importantly, having fun. That’s why this league is designed to give boys and girls of all abilities a chance to learn, play—and have a blast doing it.

YOUTH BASKETBALL Basketball helps kids become better students, it improves their coordination, and improves their over all well being.

Basketball also helps establish a sense of community. Our leagues work with multiple age-specific levels. Every child gets to play and the games are safe, exciting, educational and fun! We encourage fair play, positive competition & family involvement.

YOUTH VOLLEYBALL Our Youth Volleyball leagues owe a large part of their success to excellent volunteer coaches who make learning fun!

While basic skills are developed though practice and games, every child learns team sportsmanship and values necessary to being successful in life. Every game begins with a cheer and ends with a handshake.

ABOUT BROWNSVILLE SPORTS PARK The Brownsville Sports Park is a significant contributor to the quality of life in Brownsville and plays a large role in the area of social and economic impact for the community. This complex host multiday tournaments, entertainment fairs, local, regional, state, national and international championships, regular leagues, tournaments, wrestling and musical concerts. The sports park also features room for upwards of 5000 guests for any event, convention, trade show, corporate retreats, company sports days and so much more.

Athletic fields are equipped with adequate spectator seating, computerized irrigation systems, lighting that typically exceeds youth and adult sport requirements, and electronic scoreboards. The fields are also equipped with state-of-the-art concession

Note: All of our outdoor activities at this program will require participants to be dressed appropriately, for both their comfort and safety. Looking for a fun and unique location to hold an outdoor get-together? The City of Brownsville Parks and Recreation Department (COB PARD) has outdoor pavilions and picnic shelters in a variety of sizes for ideal casual meetings and celebations.

While nearly all of COB PARD parks have individual picnic tables you can use for free on a first come first serve basis for impromptu picnics, you will need to make a pre-paid reservation in advance if you wish to utilize a pavilion and its amenities on a specific date and time for a gathering or special event.

You may research your options, check availability, book and pay for a shelter by calling us at (956) 547-6860. You may also drop in at the Downtown Rec Center Offices (1338 E. 8th St.) to ask for assistance and information. Staff is available Monday-Friday 8 a.m. to 12 noon, and 1 to 5 p.m.

Pavilions feature shade, picnic tables, trash receptacles, charcoal grills, and nearby restroom facilities. Additional field space or sports fields may also be availble to rent.

Park visitors are expected to adhere to all park use policies and may be required to purchase additional permits.

Lincoln Park Events may be held any day of week between the hours of 8 a.m. to 11 p.m. park hours. Public restrooms are open during public park hours.

* All damage deposits are refundable if determined that everything was left in good standing.

Total should be paid 2 weeks prior to the event. Additional fees may apply or permits be required (i.e., for amplified sound permit, gas bbq rental, bounce house permits, rental of nearby playing fields, excess clean-up repairs, etc.), depending on the specific needs of your event. Tips for a great rental.

Payment

Payment in full is required to confirm booking.

Payments must be made out to City of Brownsville Parks and Recreation Department.

Acceptable methods of payment include: money order, cashier check, or credit/debit card.

Changes

Most venues need 30 days notice to change location or date. To add extra hours, we will need a 2 weeks notice. A non-refundable processing fee will be charged for all changes.

COB PARD staff will arrive 15 minutes before to open and close the facility. For rental emergencies on day of rental, call the number on your invoice/permit or (956) 546-HELP. PARD staff will respond as soon as possible.

All cancellations must be submitted in writing.

If receievd 90 days or more prior to the rental date, you will receieve a full refund.

must be done within your rental time. If any damage has occurred this will be invoiced to you after the event.

You may bring your own food. If location has a grill, you are welcome to use it. Plan ahead and do prep work and cooking before you arrive.

Alcohol and smoking is not permitted at park locations. If you plan on selling alcohol for a special event you will need a permit.

Keep an eye on the clock. Any additional time on the rental will be charged.

Public Facilities

Some rental spaces include use of adjacent picnic area. As park pavilions are public parks, restrooms within the park are open for public use. You are welcome to bring your own tables and chairs (at your own risk). Some pavilions are in proximity to public facilities such as playgrounds, pools, sports courts and parking and are open to the public.

WHAT IS BORROW MY GEAR? The City of Brownsville Parks and Recreation Department Borrow My Gear program is a camping equipment lending library. It works just like a book library; but instead of books, we loan camping equipment and gear to community members.

WHO CAN BORROW GEAR? Program is open to ALL! You can get your camping experience by borrowing gear for free (monetary refundable deposit required) – a budget friendly way to get families and adults introduced and exposed to nature and the camping experience.

HOW IT WORKS BORROW

Anyone can borrow the gear. Contact COB PARD, call (956) 547-6860. Find out what gear is available and dates to borrow the gear.

EXPLORE

Once registered and booked.

Pick up your gear and head on to your destination. You will need to bring food.

RETURN Pack it up and bring it back to us. Make sure it is clean and complete when you return the gear. Epuipment must be returned in the same manner it was borrowed.

Brownsville will host the Texas Amateur Athletic Federation (TAAF) Games of Texas in July of 2023 & 2024. This will be the first time for Brownville. This event is expected to bring more than 5,000 athletes in sports such as track and field, swimming, soccer, softball, volleyball, boxing, basketball and others.
