Welcome to the Blue Springs Chamber of Commerce! I’m very appreciative to have the opportunity to serve again as the Chairman of Board for 2025.
Through my nearly 15 years of working in Blue Springs for Central Bank, I’ve been fortunate to see numerous benefits of being part of the Chamber. It has given me many partners and friends as I become more involved in the community.
The Chamber plays a vital role in supporting the local economy and fostering growth within the community. As an organization, the Chamber provides resources, networking opportunities, and advocacy for businesses of all sizes.
In addition to supporting local businesses, the Blue Springs Chamber of Commerce is deeply committed to enhancing the community through various charitable and civic initiatives. By championing both business success and community engagement, the Blue Springs Chamber serves as an essential force in making the city a vibrant, prosperous place to live and work.
With that in mind, we set forth into 2025 with an optimistic mindset for the year. The Chamber is always preparing for the next event, some of my favorites being the annual Golf Tournament, First Responders Luncheon, and Fall Fun Fest.
Also on the horizon is the 2026 World Cup coming to Kansas City and the surrounding area. The Chamber will work with it’s members and community to make sure we make the most of this amazing opportunity to showcase the City of Blue Springs.

A Journey Through Time and Tradition
Blue Springs, Missouri, located just east of Kansas City, has a rich history that dates back to the early 19th century. The area was originally inhabited by Native American tribes, including the Osage, who valued the region’s natural springs and fertile land.
In the early 1830s, European settlers began to arrive. The town was officially founded in 1880, named after the natural blue springs that flow through the area. These springs provided a vital water source and became a focal point for the burgeoning community. The arrival of the railroad in the late 19th century spurred growth, connecting Blue Springs to larger markets and facilitating trade and travel.
As the 20th century progressed, Blue Springs transformed from a rural community into a suburban city, particularly after World War II. The population surged as families sought the charm of small-town living while maintaining proximity to Kansas City. Today, Blue Springs is known for its vibrant community, excellent schools, and diverse economy.
The city’s history is celebrated through various historical sites and events, including the Blue Springs Historical Society, which works to preserve and share the rich heritage of this growing city. As Blue Springs continues to evolve, it remains deeply connected to its roots, fostering a strong sense of community and pride in its history.

Revitalizing the Heart of Blue Springs
Downtown Alive! is a dynamic organization dedicated to revitalizing the downtown area of Blue Springs, Missouri, by promoting economic growth, community engagement, and cultural development. Since its inception, the organization has focused on creating a vibrant environment through various initiatives, including art walks, farmers’ markets, and seasonal festivals. These events not only foster a lively atmosphere but also encourage residents to shop and dine locally, strengthening the economic foundation of the downtown district.
Collaboration is at the heart of Downtown Alive!’s mission, as the organization partners with local businesses, government entities, and community members to identify opportunities for improvement. Their efforts have led to beautification projects, public art installations, and infrastructure upgrades that enhance the downtown experience. As Blue Springs continues to grow, Downtown Alive! remains a vital force in ensuring that the downtown area is a welcoming, engaging, and inclusive space for residents and visitors alike.

& City Council Mayor
In April 2024, Chris Lievsay was elected Mayor, giving Blue Springs its first new Mayor in 16 years after former Mayor Carson Ross retired. Mayor Lievsay has called Blue Springs home for most of his life. He was initially elected to serve on the City Council for District 2 in 2010.
As a public servant, he has committed to focus on successful development in the Woods Chapel corridor, encouraging a vibrant downtown through revitalization and quality development, and ensuring public safety has the tools and resources needed to do their jobs effectively.
The City of Blue Springs is a Mayor-Council-City Administrator form of government; the Mayor serves as the political and ceremonial head of the city, while the City Administrator manages daily operations. The Mayor’s role typically includes the following:
• Policy Leadership: The Mayor provides vision and leadership on policy matters, often working with the City Council to set priorities and establish long-term goals for the city.
• Presiding Officer: The Mayor chairs City Council meetings, facilitating discussions and ensuring orderly proceedings. They may vote on issues, depending on local laws.
• Representation: The Mayor represents the city at official functions, community events, and regional or state meetings, acting as the city’s spokesperson.
• Appointments: In some cases, the Mayor has the authority to appoint members to boards, commissions, and committees, subject to City Council approval.
• Emergency Powers: During emergencies or crises, the Mayor may assume additional authority, such as declaring a state of emergency or coordinating with state and federal agencies.
• Advocate for the City: The Mayor often advocates for the city’s interests with other government bodies or private entities, securing funding or partnerships.
The Blue Springs City Council meets at 6 p.m. on the first and third Mondays of each month at the Howard L. Brown Public Safety Building. Blue Springs Police Department
The Blue Spring Police Department has 102 sworn personnel and 46 civilian personnel diligently working to protect the community. The mission of the Department is to provide the highest authority of police services to the City of Blue Springs by promoting a safe environment through police and citizen interaction, with an emphasis on integrity, fairness and professionalism. The Department offers several outreach programs like the Citizen’s Police Academy, Girls on Fire, Life Sports and RAD self defense for women. The Police Department also works closely with the Blue Springs School District (BSSD) and the BSSD Department of Public Safety to keep the campuses located in the City safe.

Southern Jackson County Fire Protection DIstrict

The Central Jackson County Fire Protection District (CJCFPD) provides public education, regional EMS education and all hazards response to fire, emergency medical, community paramedicine, heavy rescue, and hazardous materials to the communities of Blue Springs, Grain Valley, Lake Tapawingo and some unincorporated portions of Jackson County.
With the opening of CJC Station 6 in early November 2023, CJCFPD now staffs six fire stations and a training and maintenance facility with over 160 highly trained women and men in the roles of operations, support and command staff, equipped to carry out the mission of the District. CJC staff operates five fire engines, one ladder truck, 2 Command vehicles and 6 Paramedic Ambulances from our 6 stations.

The Southern Jackson County Fire Protection District (SJCFPD) currently provides the following services Fire Suppression, Emergency Medical Services, Rescue, Hazmat Operations, and all other hazards coverage. SJCFPD response starts at an area in the North of the district approximately 900 feet south of Liggett Road, covering part of southern Blue Springs, and then southward on MO 7 Highway south, then stopping at County Line Road, western boundary goes to the city limits of Lee’s Summit, and the eastward boundary goes to the Lone Jack FPD boundary and includes Tarsney Lakes Subdivision.
SJCFPD provides the same service for the City of Lake Lotawana, City of Blues Springs (southern area), City of Greenwood (eastern area), City of Pleasant Hill (northern area) and Unincorporated Jackson County, including Lake Jacomo, James A. Reed Wildlife Conservation Area, and both Tarsney Lakes and Lake Lotawana.
SJCFPD currently has three fire stations, Station-1 located at 11010 Milton Thompson Road (Lee’s Summit), Station-2 located at 101 Lotawana Drive (Lake Lotawana), and Station-3 located at 1101 SW Wyatt Road.
SJCFPD currently has 45 employees, 3 fire engines, 3 ALS ambulances, 2 brush trucks, 2 tanker trucks, 4 staff vehicles, and 1 ladder truck. They respond to an average of 1,500 calls for service annually and provide mutual aid support to neighboring departments as requested. Blue Springs School District Celebrates 75 Years of Excellence with National and International Achievements
The Blue Springs School District is not only celebrating its 75th year, but also national and international recognition. As BSSD marks its historic past, the 202425 year has included outstanding honors for our schools. Two BSSD elementary schools were named National Blue Ribbon Schools by the U.S. Department of Education, honoring the hard work of students, staff, and communities. Voy Spears Jr. and William Yates were among eight schools selected Missouri Gold Star Schools last spring, and the only two from the Kansas City Metro area. Each school is earning its second Blue Ribbon Award – WYE was honored in 2016 and VSE in 2017. BSSD has 10 Blue Ribbon Awards in the past nine years.
James Walker Elementary made history as the first BSSD school to be named a National Distinguished School. The National ESEA Distinguished Schools Program is a project of the National Association of ESEA State Program Administrators, (formerly the Title I Association), that publicly recognizes schools for their positive educational advances. Each state can select only two schools annually. JWE will be honored in February 2025 at the National ESEA Conference in Austin, Texas.
Our students continue to reach great heights not only in the classroom, but also through our various arts, sports and academic activities. Our teams continue to compete at the highest level while being true representatives of our education mission. Our arts programs have been recognized throughout the state and nation while both our high school marching bands will take part in events overseas on St. Patrick’s Day 2025 and New Year’s Day 2026.
Jackson County Legislators
The County Legislature is responsible for all legislative duties in the County, including the introduction and enacting of all County resolutions. They are also responsible for the introduction and enacting of all County ordinances subject to the approval or veto of the County Executive. A veto by the Executive can be overridden by six votes of the Legislature.
Six County Legislators are elected from six local districts of similar size, each representing about 1/6 of the County’s constituents. Three County Legislators are elected from three “at-large” districts of similar size. Every citizen in Jackson County is thereby represented by two County Legislators.
The Jackson County Legislature is required to hold at least 48 regular meetings each year as stated in the Constitutional Home Rule Charter of Jackson County, Missouri. Legislators Missouri
The U.S. Senate is one of the two chambers of Congress, serving as the legislative branch of the federal government alongside the House of Representatives. It consists of 100 members, with each state electing two senators regardless of population size. Senators serve six-year terms, with approximately onethird of the Senate up for election every two years. The Senate is responsible for confirming presidential appointments, ratifying treaties, and conducting impeachment trials, in addition to its role in crafting and passing legislation.
The Missouri Senate is the upper chamber of the Missouri General Assembly. It has 34 members, representing districts with an average population of 181,000. Its members serve four-year terms, with half the seats being up for election every two years. There are currently 18 standing committees in the Missouri Senate. With rare exception, all Missouri Senate chamber proceedings, committee meetings, and committee hearings are open to the public and the media.
The U.S. House of Representatives is responsible for making laws, representing the people, approving the budget, and overseeing the actions of the government. Each Representative represents a specific area called a congressional district. They listen to the concerns of the people in their district and bring those concerns to Congress. Members of the House of Representatives serve two-year terms and are considered for re-election every even year.
The Missouri House of Representatives is the lower chamber of the Missouri General Assembly. Alongside the Missouri State Senate, it forms the legislative branch of the Missouri state government and works alongside the governor of Missouri to create laws and establish a state budget. Legislative authority and responsibilities of the Missouri House of Representatives include passing bills on public policy matters, setting levels for state spending, raising and lowering taxes, and voting to uphold or override gubernatorial vetoes. Missouri state representatives serve twoyear terms and are considered for reelection every even year.

This past year, New Day Massage expanded its office space to accommodate more clients and therapists. Shawna achieved Level 3 Master certification in Neurokinetic Therapy, further enhancing their expertise. The business also partnered with Yoga Journeys to offer yoga, integrating movement and relaxation into their wellness approach.
Beyond the clinic, Shawna is enrolled in the Chamber’s Leadership Program and actively participates in networking groups. “I pour my knowledge into my team members, and we are always looking to partner with other businesses,” she shares.
Giving Back
Committed to supporting the community, New Day Massage donates gift certificates to organizations such as Wild Souls, the You Matter Movement, local schools, and Hillcrest Transitional Housing. The team also hosted a food drive for Hillcrest Housing, offering discounts in exchange for donations.
A Legacy of Healing
Shawna has called Blue Springs home for 45 years. Since 2005, New Day Massage has grown from a one-person practice into a thriving clinic. As they prepare to celebrate five years as a stand-alone business this March, New Day Massage continues to set the standard for wellness in Blue Springs.





The Blue Springs Chamber of Commerce has named Ararat Shriners the 2024 Not for Profit of the Year, recognizing their unwavering commitment to providing medical assistance, community engagement, and leadership development. Since relocating to Blue Springs, Ararat Shriners have made a lasting impact on local families by supporting children in need of specialized healthcare and fostering a strong sense of community.
The mission of Shriners Children’s is to provide high-quality care to children with neuromusculoskeletal conditions, burn injuries, and other special healthcare needs, regardless of a family’s ability to pay. The organization also contributes to medical research and the education of healthcare professionals, ensuring long-term improvements in pediatric care. Ararat Shriners proudly uphold this mission by supporting several hospitals that provide essential treatments for orthopedic conditions, spinal cord injuries, and cleft lip and palate issues.

As a predominantly volunteer-led organization, Ararat Shriners focus on leadership development through a progressive six-year leadership track, culminating in a one-year term as Potentate. This structure ensures strong, well-prepared leadership dedicated to the organization’s mission.
Despite facing challenges such as declining membership and financial strain, Ararat Shriners have adapted by enhancing outreach programs, diversifying fundraising strategies, and strengthening community partnerships. They have also embraced hybrid event models to increase accessibility and engagement.

Through their commitment to medical care, community involvement, and leadership development, Ararat Shriners have built a legacy of service in Blue Springs. Fall Fun Festival
This committee plans and promotes a successful Blue Springs Fall Fun Festival for the Chamber of Commerce and community of Blue Springs. This event is a community celebration and includes 200+ vendor booths, carnival, live music, beer garden, youth entrepreneur market, parade, car show, dog garden, and more! Leadership Blue Springs
LEADership Blue Springs is aimed at developing a leadership pool for the present and future of our community. LEADership participants develop skills and knowledge of the community through nine full day sessions concerning topics such as government, economic development, law enforcement and quality of life.


Chamber Champions
The Blue Springs Chamber Champion Program exists to create a welcoming and inclusive experience for all current and potential Chamber members. They serve as a Chamber representatives at Chamber functions and out in the community, and they help members get the most out of their membership & benefits.
Golf Tournament
This committee plans and promotes a successful annual golf tournament that encourages interaction within the business community. The 2025 tournament takes place May 9 at Blue Springs Golf Club.

Power Hour Learning Seminars
This committee aims to foster continuous learning, professional development, and a strong, informed business community through virtual learning opportunities. These online sessions cover a variety of topics relevant to business owners and professionals, and are available in an online database that members can access anytime.

Business of the Year & Not for Profit of the Year Awards Committee
The Awards Committee promotes and encourages businesses to apply or nominate deserving organizations for the Business of the Year and Not for Profit of the Year awards. The committee reviews and establishes award guidelines, determines the selection committee members, and works to highlight the importance of these prestigious honors. They also lead efforts to promote the awards and celebrate the 2024 winners, showcasing their contributions to the community.
