Police released surveillance video of the suspect who was dressed in a bright blue track suit and white hat during the morning robbery.

At around 11:30 am on September 24, a man dressed in blue walked into the Mott Haven smoke shop at 3007 3rd Avenue. He approached the 30-year-old smoke shop employee and displayed a gun.

The gunman forced the clerk to open the register and the crook removed $200 out of the till.

The gunman walked out of the store and fled to parts unknown.

The employee was not injured.

The suspect is described as a man with a dark complexion and medium build. He was last seen wearing a black facemask, blue hooded sweatshirt, blue pants, and white sneakers.

At around 3:30 am on September 25, a 32-year-old man was riding an elevator inside his apartment building on East 149th Street across from St. Mary’s Park. Cops said as he exited the elevator, two men ran up behind him and showed off a handgun.

The gunman ordered the victim back into the elevator where they proceeded to zip tie the man’s hands. The gunman then demanded the victim’s apartment keys.

Police released video taken from a doorbell camera of the suspects in the Mott Haven robbery. However, both suspects wore hats and hoods that covered their faces.

The suspects are described as two males in their 20s.

Yambo was walking home from school with friends on April 8, 2022, when a dispute erupted outside of 510 East 156 Street in the Melrose section when

By Katie Honan, The City The Adams administration is issuing an emergency decree to allow people to use city-funded housing vouchers anywhere in the state — in an effort to open up more opportunities for low-income residents in the five boroughs, officials said.

The change would allow people with vouchers through the city Department of Social Services’s Family Homelessness and Eviction Prevention Supplement, or CityFHEPS, program to look for apartments in any county in New York, from Suffolk to St. Lawrence.

The previous rule restricted searches within New York City, where less than 1% of apartments with a rent below $1,500 are available, according to the DSS. The maximum rent that CityFHEPS will allow in New York City for a single-occupancy unit is $1,751 a month, and the voucher can be used for an entire apartment, or a room within an apartment.

To be eligible for a voucher, a person must be at risk for eviction and also meet one of a list of criteria, which includes a status as a veteran, or having a history in the city shelter system.

The move “puts more choices in the hands of New Yorkers who hold CityFHEPS vouchers by increas-

ing the housing stock from which they can choose,” Anne Williams-Isom, deputy mayor for Health and Human Services, said in a statement.

CityFHEPS allows people and families to rent apartments with vouchers based on the federal Section 8 guidelines.

Under the new rule, the city would adjust the pay standards to fair market rent in counties outside of New York City, while also requiring the apartment to pass a physical or virtual walk-through inspection conducted by DSS. That distance could create challenges in making sure apartments are up to the city’s standards, according to Oksana Mironova, a senior policy analyst at Community Service Society of New York.

When the city worked to place residents in housing across the nation through 2021’s “Special One-Time Assistance” or SOTA program, the apartment conditions weren’t ideal, she said.

"The conditions of some of

the properties where people ended up were really bad,” said Mironova, adding that with persistent staffing shortages she doesn’t know “about [Department of Homeless Service’s] ability to actually do any type of code enforcement in these buildings.”

Department of Social Services Commissioner Molly Wasow Park said the agency already has experience with virtual walk-through inspections during the pandemic. The Department of Social Services oversees the Department of Homeless Services and the Human Resources Administration.

“We learned how to do it and it was really effective,” she said of the live walkthroughs, where city officials FaceTime with brokers or landlords to go through mul-

tiple steps at a home.

The new initiative, which is expected to be enacted as soon as next week, has been a general request for years from clients, she told THE CITY Tuesday, noting it offers people increased housing mobility — which is useful for work, affordability, or in some cases for someone who is a domestic violence victim.

“Getting people out of shelter is incredibly important to what we’re doing, helping families and individuals achieve housing stability and this will create more opportunities,” she said.

“There’s other jurisdictions where there is much more housing availability.”

Problems All Over The voucher program is meant to move people and

families out of city homeless shelters, a pipeline that has been flooded by more than 100,000 asylum seekers arriving in the city over the last year.

But there have been longtime issues with the voucher program.

Last year, the Department of Social Services created an online platform to modernize its process for city-funded rent assistance programs, but many caseworkers and tenants still didn’t have access to it after months.

The malfunctions caused some tenants to even be evicted, THE CITY reported, as several were taken to housing court after the city didn’t pay its end of the rent.

by the city to help with the backlog of rental assistance claims.

The CityFHEPS program is a 5-year subsidy renewable for good cause at the end, Park said. It’s unclear how many people would move out of the city, or for how long.

Moving people out of New York City could create more competition for other vouch-

er-holders in counties closest to the five boroughs, like on Long Island and in Westchester.

“The concern here is that there’s already very limited inventory for people already using vouchers here, and what inventory there is, is not necessarily affordable and not necessarily accessible,” Marlene Zarfes, the executive director of Westchester

Residential Opportunities, Inc., which works with 6,000 people a year on a variety of services including voucher programs, told THE CITY. “We’ve got some real density in the cities at least and there is not a lot of availability, but I understand the mayor’s point — there’s no availability in the city according to him. He’s looking out for New York City residents.”

The voucher change also comes as Mayor Eric Adams last week rolled out another plan to build more affordable housing – zoning changes that his administration believes can create 100,000 units over the next 15 years.

Park said housing for New Yorkers — wherever they may move — is key to other elements of financial health.

“Housing stability is really

key to all kinds of other growth of the household,” she said.

“It’s really difficult to focus on getting a better paying job or education or health care or various other kinds of personal growth when you are unstably housed.”

Slamming the brakes on car theft

By Mayor Eric Adams Not only is New York the greatest city in the world, it is the safest big city in America. Since day one of this administration, public safety has been our priority. And for the last 20 months, we have delivered on our promise to drive down crime. Our precision policing model is working.

Our streets, neighborhoods, and subways are safer. In almost every major category, crime is down. Shootings have declined 26% for the year, homicides are down nearly 10%, and transit crime is down over 4% for the year.

This is a testament to the hard work and dedication of the men and women of the NYPD. Every day, they are making our city safer—and New Yorkers can feel the results. They feel safer.

But we can always do more and one category we are zeroing in on is Grand Larceny Auto, or as many New Yorkers know it by, car theft. This year, Grand Larceny Auto has gone up by 19%, and a whopping 24% in August alone.

This is not the video game Grand Theft Auto, this is real life. Car theft has real consequences for those stealing

cars and poses a real danger for innocent New Yorkers on our streets.

Especially our young people. Since September 2022, 51% of those arrested for Grand Theft Larceny have been under the age of 18, and more than 88% are aged 25 and under.

We want to protect our car owners and prevent our young people from going further down the wrong path.

That’s why we are taking action to slam the brakes on car theft.

Last week, we announced a comprehensive suite of policies to tackle car theft in this city. And just like we are doing with gun violence, we are taking a holistic 360-degree approach.

That means enhanced enforcement along with education, partnerships, and outreach to our communities.

across the city will now have a vehicle dedicated to combatting car thefts that will be on patrol 24/7. They will be able to flag vehicles that have been reported stolen or missing so that our officers on patrol can respond swiftly.

We will also deploy additional investigators to identify trends in vehicle-related crimes and stop violent crimes that involve the use of a stolen vehicle.

And we are partnering with car dealerships across the city to proactively educate buyers about car theft and how to better protect

their vehicle, as well as fixing the problem in Kia and Hyundai vehicles that has led to social media car theft challenges.

We are also extending our outreach to young people by working with violence interrupters, school administrators, and others to deter them from car theft.

Car theft is often a crime of opportunity, and New Yorkers can do some easy things to prevent it. It may sound simple, but don’t forget to lock your doors, never leave your keys in your vehicle overnight, and don’t get out of your vehicle and leave the

engine running.

New Yorkers shouldn’t have to wonder whether their car will be where they left it. Car thieves do not have a license to steal in this city. And they should know that the law and New York City is coming for them.

We have recovered 99 percent of pre-pandemic private sector jobs lost, subway ridership is up, tourists are filling our Broadway theaters, and spending money across the five boroughs. This is progress. And this administration is making sure that New York City remains the safest big city in America.

Reaching out to stop street harassment The Street Harassment Prevention Advisory Board (SHPAB), launched a citywide outreach effort to conduct a survey on the nature, prevalence, and impact of street harassment on New Yorkers.

The SHPAB is co-chaired by the New York City Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) and the New York City Commission on Gender Equity (CGE). CGE sits within the NYC Mayor’s Office of Equity (MOE). The SHPAB was established by Local Law 46 of 2022 to study and raise awareness of street harassment and to develop resources for survivors and bystanders.

This survey will help the advisory board better understand how and where New Yorkers experience street harassment, identify people and communities most at risk, and understand what kind of prevention, education, and training resources city agencies, community members, and individuals can utilize to address this form of violence.

Local Law 46 defines street harassment as unwelcome, offensive or threatening statements, gestures or other conduct directed at individuals in public places such as streets, sidewalks, parks and public transportation. Street harassment can be based on the person’s actual or perceived age, race, creed, color, national origin, gender, disability, sexual orientation or any other trait, status or condition. Street harassment can have a pronounced effect on the well-being, safety and mental health of individuals who experience it and can create environments

that limit people’s ability to move freely in public spaces.

This survey marks just the beginning of the city’s work to better understand and respond to street harassment.

This version of the survey is designed to gather information from people who have experienced street harassment – not people who have caused street harassment or those who have both experienced and caused street harassment. For New York City to adequately address street harassment, the city needs to compassionately engage people who cause street harassment to better understand what motivates their actions and what support and resources they need to change their behavior. The next phase of this initiative will actively engage people who cause street harassment.

“Street harassment can have significant short- and longterm consequences for people who are victimized. Fear, anxiety, and distrust prevent people from engaging in community activities and enjoying safe, public spaces,” said New York City Mayor Eric Adams. “The survey is a major tool that will give us insights on how to develop stronger, protective measures through community engagement, policies, legislation, training, or other supports to stop street harassment across New York City. People deserve to be safe in their surroundings and communities, and the

SHPAB survey and resource guide are another step to make our city safer.”

How to Get Involved New Yorkers are encouraged to take the confidential survey, whether they have experienced or witnessed harassment, or have themselves harassed others. The survey consists of multiple-choice questions about peoples’ experiences of street harassment. The SHPAB also invites New Yorkers to read and share “End Street Harassment: A NYC Resource Guide,” an accessible, practical, comprehensive document that contains important information for New Yorkers on how they can prevent and respond to street harassment both in the moment and following an incident of harassment either as a target or as a bystander. The guide is available online and includes information on how people who have been harassed by someone can file discrimination and harassment complaints, and find supportive resources including trainings, educational resources, community engagement opportunities, and tips for having

conversations about the issue with friends and family. The survey will be promoted widely through city agencies and community-based networks.

In partnership with community-based organizations, ENDGBV and CGE hosted a citywide "Day of Action" on September 27, 2023 to engage community, distribute resource guides, and ask New Yorkers to take the public survey. Sickle Cell Disease: Unraveling the mystery and finding hope

By Kaitlin Strumph, DO, MS, Assistant Director, Pediatric Sickle Cell Program, Children's Hospital at Montefiore Imagine a disease that gives you sporadic and severe pain and damages your organs, all while remaining invisible to those around you. This is the reality for people who are living with Sickle Cell Disease SCD affects 100,000 people in the United States. Here in the Bronx, our Pediatric Sickle Cell Disease team at the Children’s Hospital at Montefiore (CHAM) cares for approximately 700 children with the disease. By educating our community about SCD, we hope that you will join us in the fight against it.

What is Sickle Cell Disease?

First, let's demystify SCD. SCD is a disorder that alters the shape of red blood cells, causing them to resemble a crescent or 'sickle' shape. Normal red blood cells are round and flexible and move easily throughout the body. Sickle-shaped cells break down

easily, causing anemia – which means not having enough healthy red blood cells.

Sickle-shaped cells can also stick together, blocking the flow of oxygen to parts of the body. This can result in painful episodes, known as pain crises, as well as other complications such as stroke, yellow eyes, infection, lung and heart disease, kidney failure and a shorter life.

So why do the red blood cells have an abnormal shape? It is due to a genetic mutation that is inherited from your parents.

Millions of people in the United States carry one sickle cell gene, which is known has having “sickle cell trait.” If you only get

one sickle cell gene from a parent, then you don’t have the disease, but you can pass it along to your children. If you get the sickle cell gene from both parents, then you will have sickle cell disease. That’s why it is important for families to get tested and know their status.

Treatment Approach At our pediatric Sickle Cell Clinic at CHAM, we take a comprehensive approach to care.

Our team consists of experienced doctors, nurse practitioners, nurses, social workers, and therapists. The primary goal of treatment is to manage symptoms, prevent complications and improve overall quality of life.

This is achieved through a combination of medications, diagnostic tools, and preventative and supportive therapies.

Hydroxyurea is a medication commonly used to reduce the frequency of pain and decrease the severity of symptoms. In

many cases, blood transfusions are also used.

Infection prevention is an important component of care. Individuals with SCD have a weakened immune system, making them more susceptible to infections. Therefore routine vaccines against diseases like pneumonia and meningitis are so important - they offer a protective shield against potentially life-threatening infections.

In addition, all children ages 0-5 years are prescribed daily antibiotics to prevent infections. Prior to routine vaccinations and daily antibiotics, many children with SCD would die every year. Now, most children live into adulthood.

Another fundamental part of treatment is routine testing and clinic visits. We perform regular blood tests and physical examinations to monitor disease progression and adjust treatment plans as necessary.

The Future of SCD

Our patients at CHAM are actively involved in research. By participating in clinical trials and studies, they are contributing to the global effort to find more effective treatments and most importantly - a cure for all people with SCD. In addition to offering cutting-edge care our team provides ongoing education to nurture hope, build resilience, and empower our young patients. Those in the community can help by participating in local blood donation drives, as blood is a life-saving tool for people with SCD. Falls are a leading cause of injury-related death and hospitalization for older adults in NYC, and nationwide result in millions being treated in emergency facilities. This week is National Falls Prevention Week, an important time to remind everyone to stay as safe as possible and prevent falls before they happen, especially given that most falls occur in-home.

As a licensed senior physical therapist with VNS Health, my colleagues and I work to keep our patients safe from falls in their homes. We educate them and their family caregivers so they are aware of risk factors and consequences of serious falls, and we work to help them build strength and regain balance that can decline with age or after hospitalization. Sometimes people believe that falls are an inevitable or natural part of aging—I can assure you, that does not have to be true. As a matter of fact, falls can be significantly reduced– even prevented–by implementing some practical lifestyle adjustments.

With that in mind, here are some tried and true tips for caretakers and homebound seniors to prevent falls in or around the home.

Clear Your Path Cluttered homes can be severe safety hazards and increase chances of tripping or falling.

Evaluate each room in the home and consider rearranging furniture or putting certain items into storage in order to create as open of a space as possible.

Take note of any objects that can increase risk of tripping such as shoes, books, laundry baskets, pet toys or anything that can roll.

Electrical wires should also be moved out of walkways or taped down. Do not hide any wires under rugs, as this can be a fire hazard!

Slippery When Wet Be aware of any liquid spills, including water transfers from sinks, showers, swimming pools, rain–even condensation from air conditioners – that can increase chances of slipping. Bathrooms are high-risk areas for falling, so make sure to have anti-slip bathmats in your shower or bathtub. Railings or grab bars in the bathroom are also helpful to have in order to improve steadiness, catch any slips before they become falls or help get you back on your feet after a fall. Rugs should also be laid out in the bathroom, especially outside of the shower, to avoid any wet and

The Morris Heights Farmstand, a collaboration between MHHC and GrowNYC, is a great way to access fresh seasonal produce, right in your neighborhood. The farmstand is steps away from 85 W Burnside at the corner of W 179th St and University Ave and takes place every Wednesday from 11 am- 3 pm. The farmstand accepts EBT/SNAP, cash, card, and health bucks. MHHC partners with similar organizations such as Hunts

during Halloween, Thanksgiving, and nutrition demo events.
