Career-criminal leads cops on chase clocked at 110MPH

By David Greene A Bronx man on lifetime parole faces additional charges after leading cops on a 20-mile, high-speed chase through Sullivan County.

Monticello police allege that Antonio McLemoore, 41, was driving a U-Haul pickup truck and

headed westbound along State Route 17, at 11 p.m. on March 10, when he sideswiped another vehi-

cle and fled the scene.

During the 20mile chase, McLemoore was clocked by radar at 110 milesper-hour. State police closed off the roadway and he was eventually taken into custody.

McLemoore was charged with reckless endangerment, reckless driving, leaving the scene of an accident, failure to comply with a police officer and aggravated unlicensed operation of a motor vehicle.

Investigators soon learned that McLemoore had 30 prior arrests and 24 driver license suspensions.

He was arraigned in the Town of Thompson and was released under the new state bail reform law. However, officials learned that McLemoore was on lifetime parole for kidnapping and he was remanded to the Sullivan County Jail.

Bronxites cope with new normal amid the outbreak

By David Greene It's hard to believe that it's been less than three months since the first case of COVID-19 was discovered in the United States on January 20.

Life with out Broadway, no 'opening day' or Kentucky Derby-- but honestly, it is a great day to drive. Particularly the "social-distancing" between cars with an estimated 70 or 80% of the normal traffic gone from Bronx roads and the price of a gallon of gas now below $2.50 a gallon. Parking spots are plentiful -- just one problem, few places to go.

Residents in Parkchester visiting the Keyfood on Metropolitan Avenue should win an award for best social-distancing, as a line of patient customers stretched from one end of the block to the other.

Second place could go to 1ST Aid Pharmacy on West Fordham Road, as most at both locations had masks, before that

too became mandatory.

Public schools and community centers like Mosholu Montefiore Community Center are no longer the learning institutions they were, but continue to be a hub and a resource, like Part Of The Solution soup kitchen, who continue to hand out meals and assist under served New Yorker's, insuring that young and old residents alike continue to get three meals a day.

Firefighters stretch a precautionary firehose after a tractor-trailer crashed from the New England Thruway and landed on the Hutchinson River Parkway.

By David Greene A tractor-trailer driver is lucky to be alive, after smashing through an overpass bridge between Pelham Parkway and East Gun Hill Road, and landing on the busy highway below.

The unidentified driver was traveling southbound on the New England Thruway at 11:30 p.m.

on April 10, when the driver crashed through the cement barrier and landed on the Hutchinson Riv-

er Parkway, about 50 feet below. Both roadway’s were immediately shutdown and members of FDNY's Squad 61 were able to quickly free the driver, who suffered only minor injuries.

After several hours of clean-up and an inspection of the bridge

by Department of Transportation officials, the roadway was

reopened.

Those who have information or have witnessed a crime are urged to call Crime Stoppers at 1 (800) 577-TIPS, all calls remain confidential.

By David Greene Police are still looking for the person or persons responsible for the burglary of the Foodtown on Bruckner Boulevard in Schuylerville.

Police say someone broke into the store through the ceiling, after closing on March 29.

Police were called the following morning and the business reported that a safe was broken into and $5,000 in cash, paychecks for workers and a handgun were stolen from the location.

The store’s surveillance equipment was also damaged during the break in.

Nursing homes badly hit by coronavirus

By David Greene The COVID-19 "curve" that officials had been talking about daily for weeks came just as reports were leaking out about an overflow of bodies at local hospitals, nursing homes and funeral parlors-- this as the Bronx remains in lockstep behind Queens and Brooklyn for the dubious distinction as the coronavirus capital of the world.

Many nursing homes had failed to respond to Governor Andrew Cuomo's April 18 deadline requesting the number of patients in the state's approximately 621 nursing homes, who have died or have tested positive for the virus that causes COVID-19.

During Cuomo's April 19 briefing, he stated, "The numbers are going to come out. Any nursing home that thinks their going to sit there, and people are not going to figure out how many people passed away at that nursing home, their kidding themselves.”

Days before the mandated lock-down of nursing homes and the unbearable 'no visitor' policy that followed, The Wayne Center in Norwood had run out of Personal Protection Equipment (PPE) and no longer had masks to give visitors, so they took phone numbers of guests... in case of an outbreak.

A whistle-blower’s call in early April to Senator Allessandra Biaggi and Councilman Ritchie Torres prompted those officials to immediately contact Mayor Bill de Blasio, which apparently brought out members of the Centers for Disease Control (CDC) and members of the Army National Guard to assist in removal of the dead from at least two Bronx nursing homes that were overwhelmed.

On April 15, a source in

Norwood reported that 10 people had died at the Mosholu Parkway Nursing and Rehabilitation Center on Perry Avenue.

One nurse working at the home on April 19, was asked about the number of dead, she admitted, "Quite a few," had died, but could not give an exact number.

The nurse added that having enough masks and latex gloves has been a problem, added, "We have (supplies) for a few days." She also noted that residents are not being tested for the virus, explaining, "Unless they go to the doctor, some residents do go out.”

The heartbreaking numbers are staggering, as of Saturday, April 25, King's Harbor in Pelham Gardens reported 45 dead. The Plaza Rehabilitation and Nursing Center in Kingsbridge reports 36 deaths and the Bronx Center for Rehabilitation in the Unionport section reported 18 of their residents had died from the virus.

Other nursing homes that reported multiple deaths include St. Patrick's Home and Bronx Gardens-- both reported 17, St. Vincent de Paul 13, East Haven Nursing and Rehabilitation 12, Split Rock Nursing Home 8 and BronxCare had 7.

In an April 6th statement issued by Dr. Roy Goldberg, the medical director at the 700-bed Kings Harbor,

Goldberg stated, "There have been unbelievable times. Not being able to visit loved ones makes it much worse. We want to reassure you that all of the Department of Health and CDC Guidelines and Recommendations are being followed. Staff has gone above and beyond the call of duty to ensure all of our residents are appropriately getting the care they need.”

Saint Patrick's Home, A 264-bed facility in Jerome Park, founded in 1931, was one of the few homes that would respond to a request for comment. Christine DeLuca of St. Patrick's issued a statement that read in part, "The family of St. Patrick's Home is deeply affected by the loss of beloved residents and we offer sincere condolences to the families affected by such loss.”

DeLuca's statement continued, "As with other metropolitan nursing homes there was a lack of availability of testing initially and difficulty obtaining personal protective equipment however we have been able to keep our staff supplied.”

Calls to multiple nursing homes across the borough produced "no comment" from The Plaza, BronxCare, The Citadel and Centerlight at Allerton. While calls to Bronx Center for Rehab and Nursing, Bronx Gardens, St. Vincent de Paul, East Haven, Split Rock, Mosholu Parkway Nursing and Rehabilitation, the Wayne Center, Bainbridge Nursing and Morningside, have yet to be returned.

Not on the list of nursing homes is the James J. Peters Department of Veterans Affairs Medical Center on West Kingsbridge Road, who reported 46 deaths as of April 27. Gene McLauglin, the interim public affairs officer who came into her job on March 13, was asked about the moral among staff, she responded, "Honestly, as a community of stakeholders it's devastating at times, I'm not going to lie to you, due to the deaths. But we have our whole health (team) and our Chaplin services are very much involved and we're providing meditation and resources for our employees.”

On April 18, members of FDNY's Engine 89 joined paramedics from EMS who were called to the Rebekah Rehab and Extended Care Center on Havemeyer Avenue in the Unionport section. Members came walking out after about thirty minutes, three of the four men wore a gown, gloves and masks.

Minutes later paramedics left the home, without a patient.

In a statement, the FDNY reported the victim was in "cardiac arrest" and "pronounced on scene."

The unidentified official also noted that the FDNY was following protocols set fourth by the Regional Emergency Medical Services Council of New York (REMSCO) and members would attempt to resuscitate a patient for twenty minutes, despite a state health department memo issued on April 16 that recommended no resuscitation efforts. Days later Department of Health Commissioner Dr. Howard Zucker rescinded the order.

For Bronx behavioral health nurses, caring is more than an ‘ACT’

By Chandra Wilson May is National Nurses Month, a time to recognize the thousands of dedicated nurses and healthcare workers on the COVID-19 frontlines in hospitals, as well as those caring for New Yorkers in their homes. One Bronx home care nurse is part of a team that helps some of our community’s most at-risk residents find peace of mind in this difficult time.

Andrea Abramoff is a Psychiatric Nurse Practitioner with the Visiting Nurse Service of New York, where she works with VNSNY’s Assertive Community Treatment program, known as ACT. As part of VNSNY Community Mental Health Services (CMHS), ACT provides community-based behavioral health care to individuals who struggle with severe mental illness and substance abuse.

The program ensures that patients have access to care and are correctly taking their medications,

and that they have adequate housing, food and essential treatments needed to keep them on a healthy path.

“People who suffer from mental illness are already facing enormous challenges,” says Abramoff, “and with everyone pushing past their limits during this pandemic, our patients are at an even higher risk.”

To keep people safe and minimize the spread of the virus, the ACT team relies on Telehealth communication whenever possible, but since many who are served by the program have trou-

ble taking oral medications consistently, they require medical treatments delivered in-person by a nurse.

Despite the pandemic, ACT nurses are continuing to make regular trips to visit clients and administer medications where needed. Each visit begins with a screening phone call to assess for COVID-19 symptoms, then the ACT behavioral nurses carefully put on protective masks, goggles, gloves and gowns to protect themselves and their patients as they provide care wherever home may be for the patient.

“Nourishing relationships with our patients is top priority,” adds Abramoff. “If we’re not able to keep our clients stable and healthy mentally and physically, they might undo all the progress made. Anxiety levels are certainly higher than normal for everyone, and it is critical that our clients see an encouraging face to remind them that they will get through this

time.”

Ursula senior makes masks to help healthcare workers

Analydia and her Aunt came across this idea when watching a daily briefing from Governor Cuomo togeth-

er. In it, the governor stated that New York will run out of the medical masks around the month of April. When she

learned of that, she and her Aunt discovered a volunteer group that makes masks and sends UPS to collect the

masks and delivers need them. them to places that Although they just started making the masks, Analydia’s goal is to make at least 50 masks per week. She is making the masks in her home and is using material that she ordered online along with clothing that she was willing to donate.

A senior at the Academy of Mount St. Ursula, Analydia said that she is doing this because she cares about the doctors and nurses fighting this war on the disease.

To her it is simply the right thing to do.

Montefiore workers buy diapers supplies for moms amid crisis

COVID-19 has wreaked havoc on the lives of so many people and families throughout New York City. It has also had a devastating effect on Bronx families who are under financial stress at the best of times.

Doctors from the Children’s Hospital at Montefiore recognized their patients’ hardships and applied for an emergency grant from The Tiger Foundation to help distressed families. Dr. Suzette Oyeku, from the Division of Academic General Pediatrics, and Dr. Miguelina German, from the HealthySteps Program at Montefiore Medical Group, used the generous donation to buy essential items such as diapers, wipes and formula and created care packages for families experiencing food insecurity in the midst of this pandemic.

What you need to know if you’re an essential worker in NYC

The people on the frontlines of the coronavirus pandemic are helping New Yorkers get food, social and medical services, and ultimately get through this crisis.

Every day, more than one million New Yorkers — including doctors, nurses, postal workers, grocery store and pharmacy clerks, restaurant workers, transit workers, janitorial staff and government employees — are risking exposure to help keep the city running.

THE CITY has heard from hundreds of these essential workers, and we tackled some of their most common questions here.

If you have questions that aren’t covered below, let us know.

I’m an essential worker, what precautions should my boss be taking?

As of April 12, employers of essential workers must provide employees with face coverings, free of charge, per an executive order from Gov. Andrew Cuomo.

Cuomo’s 10-point safety policy requires businesses that offer essential services to “im-

plement rules that help facilitate social distancing of at least six feet.”

The state cites Centers for Disease Control and Prevention (CDC) guidelines for employers that you can read here.

The Occupational Safety and Health Administration (OSHA) has released a lengthy guide on what workplaces should be doing to prevent the spread of COVID-19.

What should I do if I’m not provided with adequate personal protective equipment?

If your employer is not providing you a face covering, you can report them to the state Department of Labor.

If you have your own mask, wear it for your own safety, but your employer should not expect you to provide one for yourself.

What rights do I have at work?

Under a new law passed this month, New York State workers are legally protected against discrimination or retaliation by their employer for using sick leave or for requesting accommodations during this crisis. That means your boss can’t fire you if you miss work because

you or a loved one is sick, or if you take leave because you are the primary caregiver for your child.

You may file a coronavirus-related complaint with the state Labor Department for any of the following reasons: • You are being forced to work at a non-essential business • You know about a business that is non-essential and is operating • You are being forced to work for an essential business, but you do not perform an essential function • Your employer is making you report to a worksite when your job could be performed from home • Your employer is not following health and safety mandates • You are particularly frightened because you are over 70 and/or have an underlying illness • Your employer has failed to pay you wages owed for hours worked, earned sick pay or paid time off • Your employer has threatened or fired you for reasons related to COVID-19 • You qualify for COVID-19 paid sick leave and your employer refuses to pay it

• Your employer is forcing you to work when you are sick The rules for how many paid sick leave days you can get are complicated, and depend on the size and type of your employer.

Review those details here.

If you have more questions about paid sick leave, call 311 and say “Paid Safe and Sick Leave,” according to the Office of Emergency Management.

What if I have an underlying health condition or fit into some other high-risk category?

You may be eligible for accommodations, which could include working from home, adjusting your schedule or other measures to ensure your safety.

According to the City Commission on Human Rights, if you have the virus, have been exposed to someone who has the virus or are recovering from the virus,

you should be able to get accommodations from your employer. This also applies to workers with underlying health conditions and workers who are pregnant.

Farrell Brody, a workers’ rights attorney at the nonprofit TakeRoot Justice, said ideally it should be pretty simple to make an arrangement with your employer under these new coronavirus-related guidelines.

“You just say, ‘I have an underlying condition, and I need this kind of accommodation,’” Brody said.

But if your employer refuses to budge, you may need to contact a lawyer. You can also file a complaint against your employer with the city for workplace discrimination, according to the Commission on Human Rights. Another option is to report your employer to the state Department of Labor.

I get unemployment?

If your employer refuses to give you sick leave, refuses to give you accommodations or fires you because you were directly impacted

by COVID-19, then you would qualify for unemployment benefits that have expanded during the crisis.

It’s less clear, however, what the rules are if you quit because you’re scared of getting sick.

According to state Department of Labor spokesperson Deanna Cohen, individuals in this situation may qualify for unemployment benefits under the Pandemic Unemployment Assistance (PUA) program, but help is not guaranteed.

She said those claims are evaluated on a caseby-case basis, to be determined with guidance provided under the federal Coronavirus Aid, Relief, and Economic Security

(CARES) Act. Brody’s advice for anyone thinking about quitting because they feel unsafe is to document all conversations with your employer about your safety. Those records may help make your case when your unemployment claim is evaluated.

What if my work is not essential, but my employer is still requiring me to come in?

“The first thing you should do, if you’re concerned,” Ompad said, “is not go to the hospital or clinic, but call your doctor.”

She said the main COVID-19 symptoms you should look out for are fever, dry cough and difficulty breathing.

Other potential symptoms include loss of sense of smell and taste, and gastrointestinal problems.

Your doctor will help you determine how severe your symptoms are, and where you’ll be able to receive treatment.

We visited Restaurant Depot in Mount Vernon during the week and it was easy to register for a temporary pass. Restaurant Depot is the big box equivalent of Costco to the restaurant trade. It has opened to the general public for the first time in its history during the Covid-19 crisis. We explored the whole warehouse from the refrigerated area to the culinary supplies, and the aisles were stocked to the hilt. There was constant re-stocking going on everywhere. Walk through at your own risk with all the moving loading trucks in action.

It is a flurry of activity.

Most items are sold in very big quantities, as they would be for the wholesale trade. It may be too much for the average consumer. But, if you have a large family or can form a group of friends and neighbors who have plenty of storage space, it may work out well. Shelves were

lined with signs designating those items that could be broken up into smaller quantities, and those that could not, with prices.
