1.0 INTRODUCTION Since it opened in 1964, Brock University has overcome growing pains and challenges to become a vibrant institution of more than 19,000 students, with rich academic programs and world-class research. As it was half a century ago, Brock remains a proud partner committed to improving the vitality of neighbouring communities across Niagara even as it extends its global reach. Today, Brock offers 150 undergraduate and graduate degrees through six academic Faculties, is home to 13 Canada Research Chairs and among Ontario’s top 5 universities for 3M Awards for Teaching Excellence. Brock University is also ranked as one of the best universities in Canada for student satisfaction, and a leader in career success and experiential learning. Two years after graduation, the employment rate for Brock grads is higher than the average for Ontario universities. As we look to the future, the Brock University IT Strategic Plan is intended to support Brock’s goal to maintain balanced excellence and keep it on a trajectory to become the university of choice for a growing number of students and academics.

2.0 EXECUTIVE SUMMARY Brock Information Technology Services (ITS) takes pride in enriching educational experiences through technology to promote student success, faculty excellence and attain research goals. Developing this strategic plan provided the opportunity to assess our progress and reconfirm our commitment to continued transformation of IT. The goal of this transformation is to enable improved and easier access to services by the University community in ways that meet their expectations for a responsive, modern and secure digital experience. We will continue to explore new approaches to utilize internal capacity to meet the University’s current and future needs. Brock ITS has invested greatly to increase and improve on the services offered to the Brock community, including services such as Microsoft Office 365, Virtual Desktop Infrastructure, state of the art core / cloud systems such as Workday Finance and Human Capital Management and cyber security. With the exemplary work of our IT professionals, we have been able to absorb budget cuts while minimizing impact on the Brock community. In responding to the University’s priorities and current challenges, the IT strategic plan charts the path forward for IT from an organizational perspective, positioning ITS to manage and delivery IT services as a strategic asset, in innovative ways, for better programs and services to students, researchers, academics, administrators and the wider Brock community. The strategic actions outlined in this plan include both current commitments and activities, as well as expanded University directions, some of which require additional funding and related approvals in order to be fully implemented. Regardless of their status, the directions outlined provide important guideposts to IT priorities. With this plan, ITS has set out a clear path to getting the maximum benefit

out of the money spent by the University on IT. Implementing this agenda is crucial to ensuring that Brock University is ready and able to meet the needs and expectations of students, researchers, academics and the wider Brock community in the years ahead. In moving ahead, ITS must continue to be diligent in the prioritization of our efforts. We must be strategic in the work we take on and in how we allocate our limited resources. The same principles we apply to our work prioritization and strategic planning will also help us in being the most effective that we can be. ITS is committed to responsive and innovative IT services that meet the needs of the Brock community and enhance the end-user experience, to a secure and resilient enterprise infrastructure that enables the trusted delivery of technology services, to smart investments to ensure high-value and cost-effectiveness and to an agile and high-performing staff . I extend my sincere thanks to the ITS staff for their ongoing commitment to deliver great service to the University community. Through careful investment in our people and in technology, we can achieve the IT vision and meet the strategic goals outlined in this document.

4.0 STRATEGIC ALIGNMENT ITS has been fundamental in supporting the Teaching, Learning and Student Success mandate of the university. We very much present a united front in exploring ways in which the technology use on campus can strengthen the student experience and provide faculty with the resources they need. This type of collaborative partnership is very much appreciated – and has been absolutely crucial in ensuring Brock is able to build an efficient but innovative technology landscape. The work of ITS is integral to the ongoing academic success of the University. With the vast majority of our students having come of age in the 21st century, the availability of IT resources is an anticipated aspect of their education. The use of technology in the classroom, and across the campus is fundamental to student success. In my own teaching I have benefitted from the innovativeness and responsiveness of ITS. It is evident that there is an ongoing commitment to continual upgrading and innovation that allows us to remain on the cutting edge in terms of available academic technology. At Senate and in Senate committees, it is evident that ITS is willing to listen to and understand the needs of faculty and students. With the anticipated opening of the Rankin Family Pavilion, it is clear that technology and the efforts of ITS will be front and centre as part of Brock’s community engagement as well. A 21st Century strategic plan will be reliant on 21st Century technology, and in this regard ITS seems well positioned to deliver.

ITS is a critical partner for the Office of the Registrar. Their approach to projects / partnerships are undertaken in a collaborative and innovative manner that is always mindful of a positive end-user experience. ITS’ support and expert guidance has helped us to steward the University’s Student Information System responsibly, securely and still with a view to constant improvement of the Brock student experience. This partnership is key to successful realization of the mission and mandate for the Office of the Registrar. Geraldine Jones University Registrar Office of the Registrar

As a member (and this year, Chair) of Senate’s IT&I Committee, it has been my privilege to interface with ITS personal (including senior management) over many years. So too, I have worked closely with ITS in my role as the Director of the Centre for Digital Humanities. In both capacities, I have always been impressed by the dedication and collegial spirit that ITS personnel bring to their duties and interactions with colleagues both inside and outside of ITS. This ranges widely from offering technical support to collaborating on policy development. ITS personnel are user-centred, as evidenced by the extra lengths they will go to help support the academic mission of the university. A user-centric spirit is also evidenced by the annual survey ITS conducts with the Brock community. ITS personnel are eager to know what the experience of IT is on the ground, including that of students, faculty, and staff.

8.0 BROCK AT 60 In 2024, Brock will celebrate its 60th anniversary. The realization of the strategic priorities will lead to enhancement in teaching and learning; research, scholarly and creative activities; and community engagement aimed at advancing Brock as a comprehensive university of choice for students, faculty and staff as well as alumni, partners and other stakeholders. Improvements in the student academic and university experience; growth in the quantity, quality and impact of inquiry, knowledge, and originality; and expanding and intensifying bonds with local and global worlds will increase Brock’s reputation. The stage will be set for future success as Brock University enters its seventh decade. ITS will continue to strengthen our ties with the Brock community, including students, faculty, staff and the wider and virtual community in which Brock plays an integral role in student success, researcher initiatives and academic excellence. We anticipate that over the next five to 10 years, the spectrum of technology available to the University community will continue to advance at a faster pace, will be easier to use, mobile friendly and highly accessible, allowing seamless communication and collaboration between students, faculty and staff. The trend towards functionality across multiple devices will also continue, allowing a user to experience simpler access and support. Cloud platforms will continue maturing, resulting in faster, simplified implementation and use, and providing technically complex infrastructure for security, storage and computing power that is scalable and offers high functionality. These advancements will be the foundation of ITS’ 5-year vision for a service delivery model that is predicated on self-service with 0 wait time. From a research perspective, we expect seamless and simplified sharing of research data from global sources that will be readily

available on collaborative spaces to inform and further advance the research agenda. To realize this vision, the IT Strategic Plan has been designed to include initiatives that will: • Rationalize modern, leading software services to align with user needs, that are scalable, secure and accessible to meet the needs of the 21st century learner, in order to maximize utilization and minimize operational costs; • Provide core services that are user friendly, support mobile users to allow access from anywhere at anytime and offer integrated data for better than ever information support that can be drilled down openly and easily for accurate, timely decision making; • Provide a self-service highly automated model for simplified access to IT services for research, data-supported queries, software tools, sharing and staying connected; and • Improve ITS decision-making and technology investments by utilizing analytics and metrics. ITS’ ongoing efforts are conditional upon the availability of adequate resources, not only of skilled, capable staff but also financial resources to allow us to mature into a highly adept, client-focused team delivering services and solutions that are clearly aligned with user needs and anticipatory of future requirements. For us to get there, we need to invest in our employees to make the transitions necessary to keep pace with rapidly changing technology to continue to bring value to the University.

9.0 CONCLUSION The IT Strategic Plan presents strategic goals and supporting action items and initiatives for the short to medium term. They, and our shared vision, mission and values, demonstrate how ITS aligns with the broader University strategic priorities. Brock University has been on a trajectory of growth and development, transforming from a small, primarily undergraduate institution into a mid-sized, nationally recognized comprehensive university. Similarly, ITS has been evolving and maturing to meet the needs of a rapidly growing institution of higher learning and research and to take advantage of rapidly advancing technology in order to address the needs of the University for greater communication and collaboration in a seamless, secure and accessible manner through any device at any time. ITS will continue on this path lockstep with the University. We will continue to strengthen our relationships with all areas of the University, streamline our processes to deliver IT services in a faster and more responsive manner, be the centralized IT resource for the University with specific areas of specialty, be an agile team regardless of the area of work and to align with and provide support for the University’s research and academic goals and initiatives.
