From the sizzling street food to the fragrant spices and herbs found in our local markets; the scent of incense permeates the district whilst the beats shape the rhythm of the day, music bounces over bustling conversations, filling the air with afrobeat, electronic, grime, hip hop, jazz and reggae. Sounds reflecting the diverse and dynamic nature of Brixton.

Colourful murals, famous street art, and exciting shop fronts mirror the eclectic fashion styles and unique designs showcased by local

shops and independent businesses. These elements shape the creativity and individuality synonymous with Brixton. The street is fashion.

Handmade crafts and fabrics; fresh fish and meats; fruits and vegetables from all over the world. Multicultural connections and authenticity is everywhere.

The rich and diverse tastes of international cuisines available in our restaurants and food stalls, cooked with delicious local ingredients sourced from our markets. The fusion of different culinary traditions, locally brewed beer, gin and rum take their name from Brixton.

BUSINESS IMPROVEMENT DISTRICT

A decade ago, Brixton businesses joined forces to harness the collective power of a single voice and created the BID.

Together, we delivered programmes of improvements, celebrated our multicultural community, and fostered our inclusive business improvement district. Yet, more achievements lie ahead of us with the next chapter powered by you.

In September 2023, make sure our collective force continues for another five years by voting yes in the renewal ballot.

The Brixton Business Improvement District is a not-for-profit organisation funded and led by local businesses. Since its inception in January 2014, the Brixton BID has invested in excess of £4m locally between direct investment and external funding. It is managed by a committed Executive Team and overseen by Business Leaders in a voluntary capacity.

The executive team is made up of two full-time and four part-time team members.

Brixton is not just a neighbourhood; it is a manifestation of culture, resilience, and diversity. Our mission is to harness this connection and channel it into driving positive change, both economically and socially.

As the Managing Director of the Brixton Business Improvement District (BID), I am excited to present our visionary plan to spark the true potential of Brixton. The emotional attachment we have to this extraordinary place drives our commitment to creating value for businesses under our unified vision for the future, Powering Brixton.

I believe businesses are the heartbeat of Brixton and our success is intricately tied to the overall prosperity of the community. By supporting small independent businesses, we nurture the unique character of Brixton and celebrate the entrepreneurial spirit that permeates every corner. We are committed to providing the tools, resources, and collaborative opportunities necessary to help all businesses flourish.

The vision extends beyond just economic prosperity. Powering Brixton represents a collective aspiration: a shared commitment to inclusivity, sustainability, and social justice. We recognise the historical challenges faced by marginalised communities, and we strive to address these head-on. By fostering an environment that celebrates diversity, we create a district where every business is heard, respected, and valued.

Under Powering Brixton, we will implement initiatives that support businesses to thrive, foster a sense of belonging, and enhance the quality of Brixton for all.

We will curate programmes that embody the spirit of the place, showcasing the rich cultural tapestry of music, art, food and drink. We will work tirelessly to improve the physical infrastructure, making Brixton more accessible, safer, and environmentally sustainable.

We’ll continue to make Brixton’s streets are cleaner with our additional services such as regular street sweeping, graffiti and sticker removal and seasonal jet washing.

We’ll celebrate Brixton as a cultural destination. We’ll build on our activation programme and festivals including celebrating the first ever twinning with 125th Street BID, Harlem New York City.

The BID will lobby and campaign to make Brixton’s business voice heard. Whether for local representation or national and international matters, the BID will be there for Brixton businesses.

Powering Brixton sets out a clear business plan and a strong vision for the period 2024-2028. The proposal for the BID’s third term was formed following a detailed consultation process where we asked all members to share their views.

We wanted to better understand which services are important to you and which new initiatives would add value to your business.

Our approach to the consultation included online and printed surveys, face to face interviews, targeted communication across our printed and digital monthly newsletters as well as in person workshops and direct input from the Board.

The business plan aims to reflect the interests of all members, no matter how small or large they are. Thanks to our ongoing engagement with businesses, we believe the programme set out in this document will create additional value to all.

A green Brixton is ready to face the critical environmental challenges that we face, with investment in greening projects that support clean air, critical ecosystems and create places for people, we will support our business community to face the future. There is a Brixton for everyone. Day and night. Whether shopping in our retailers and markets or enjoying a meal and night out, Brixton is a twenty-four hour destination. Key to shopping and entertainment is the safety of our staff, visitors and customers. We are committed to a safer and more secure Brixton both day and night.

Our investment in our Street Team and involvement in key strategic partnerships is helping your business stay safe. Our daily patrols and monitoring of the streets play a crucial role in our with our business community. With a focus on your business priorities, we are supporting partner agencies to tackle issues such as reducing crime and anti-social behaviour, Violence Against Women & Girls and promoting personal safety.

INVESTING

Voting yes in the ballot will secure ring fenced investment in Brixton of at least half a million pound per year for a total of £2.5M over the next five years. Eligible businesses with a rateable value of £14,000 and over will pay 1.5% of their current rateable value.

Whilst the BID relies on the levy investment from local businesses, we also have a track record of securing external funding from a variety of sources. In fact, over the last five year term, we raised in excess of £500,000 in direct additional income, invested in Brixton, for Brixton. The BID is run as an efficient, cost-effective organisation aiming to deliver additional value. We pride ourselves on being innovative and able to react and adapt quickly to the fast-changing economic circumstances. If required, new initiatives may be added and others reviewed to respond to the state of the economy.

The delivery programme is built upon our business plan ‘Powering Brixton’. The budgets are set annually by the Board, where business champions and representatives offer advice and support on a voluntary basis. The overall aim of the BID remains to power Brixton. The budget is built upon the projected income of 90% levy collection rate and does not include any external funding or the pro bono advice, support and contributions received annually by the Board Members.

The budget is allocated as a percentage based on the programme themes and administration costs which include attributable staff costs, rent, rates, utilities and other standard running costs.

GOVERNANCE

Business Improvement Districts

Brixton BID Limited is the legal entity running the Brixton BID. The BID is led by a Board of Volunteer Directors, run by a small Executive Team and is a not-for-profit company, limited by guarantee. BIDs are proven to be effective vehicles to deliver considerable area and business benefits.

Some interesting facts at time of writing:

· There are over 330 BIDs in the UK and Ireland

· Over 70 are in London

· With 7 BIDs across the London Borough of Lambeth.

The Values

Our actions are based on participation, accountability and transparency. All members are eligible for a seat on the Board and elections are held at the Annual General Meeting. The BID is always looking for enthusiastic business champions who want to make Brixton a better place. To join the Board and Steering Groups, contact us.

The Board

The Board is formed by local business champions appointed as Directors and who have voting powers. It is a representation of business sectors across Brixton to ensure all interests of our diverse community are served.

The Board nominates at least one Chairperson each year at the Annual General Meeting (AGM). The Board is also assisted by:

1. Invited Observers (no voting powers) who represent the Local Authority and other relevant organisations.

2. Steering Groups who work with the Executive Team to deliver the business plan. They are made up of local business community representatives, stakeholders and are chaired by a Board Member.

3. Executive Team made up of full-time and part-time employees.

Directors and Observers donate services and time voluntarily. The BID appoints an accountancy firm to

prepare the annual management accounts. The accounts are approved by the Board and ratified at the Annual General Meeting.

The Agreements

If voted in for a third term, the BID will enter into a baseline agreement with the London Borough of Lambeth. This agreement defines the level of services that we should expect from the Local Authority on behalf of businesses and sets out what additional value the BID brings. Moreover, the BID will enter into an operating agreement to define the contractual arrangements for the collection and enforcements of the BID levy.
