PRESIDENT’S

I can hardly believe my time as President is coming to an end. It’s been an incredibly rewarding two-year journey, and I’ve genuinely enjoyed every moment. I'm pleased to be staying on for a short while to support the transition to our newly appointed Vice President - someone I’m delighted to announce as Jane Ryder from Sherwin-Williams. I have every confidence she’ll do a fantastic job when she takes over later this year.

Having another senior female leader at the helm - this time from one of the multinationals - not only strengthens our leadership team but also signals our continued commitment to driving a more diverse and inclusive workforce across the industry. I’m equally thrilled to see more senior women joining the board: Kathryn Ledson, AkzoNobel’s new UK General Manager, Clare Dunbar from Hempel (Clare is Farrow and Ball’s MD) and Sally Jones, head of BASF’s UK Coatings division all taking on the lead role on the board for their companies.

One of the key achievements of the BCF Equity, Diversity & Inclusion (ED&I) Committee was establishing a baseline for industry diversity. Our first survey, conducted in Autumn 2024, included 17 companies representing around 7,000 employees - roughly 50% of the industry. The results revealed an average employee age of 45, with 81% identifying as white British and 63% as male. Just 1% reported having a disability or long-term health condition, and fewer than 0.1% identified as non-binary or transgender. This data provides us with a solid foundation to measure future progress. Our agenda remains ambitious and aligned with broader societal trends that clearly demonstrate the benefits of inclusive employment, from improved employee engagement to stronger business performance.

We’ve also made meaningful strides in sustainability. I was proud to open at the second BCF Road to Net Zero event in March 2025, which was very well attended and gave us valuable insight, particularly into the scope 3 emissions challenges we face. Zoe Slade, our new Sustainability Manager, is doing a fantastic job and is now tasked with the crucial job of updating our Net Zero Roadmap.

We’re also moving closer to launching PaintCare, our industry-led project to recycle leftover paint found in sheds and garages across the country. Under Steve Snaith’s dedicated leadership, the Task Force met bi-weekly for six months last year to develop a detailed Implementation Plan, which was approved by the boards in both November 2024 and March 2025. The next exciting step is a regional ‘take-back’ trial with retailers and wholesalers in Q4 this year, with the hope of a full-scale launch in mid-to-late 2026.

On careers outreach, Leah Elvin joined the BCF team last August and has since launched the “Coat Your Future” campaign, aiming to represent the coatings industry at 50 university careers events annually. It’s a vital step in raising awareness and attracting future talent to our sector.

Influencing regulation remains a cornerstone of the team’s work. I’ll leave the detailed update to Tom, but I know our regulatory, sustainability, and public affairs teams continue to deliver real value to members - both strategically and practically - through their support on complex queries and critical business applications.

As expected, 2025 has brought significant geopolitical and economic challenges, with many sectors feeling the strain. That’s why I was especially pleased to see our member satisfaction score reach a record high of 98%. Still, the team knows that in turbulent times, their support matters more than ever. One thing we can all count on is their unwavering commitment to helping members adapt and thrive, and their relentless drive to push forward our ambitious agenda.

Finally, I cannot finish without paying tribute to Callum Plummer, a true rising star whose life was tragically cut short by cancer at just 22. In his memory, we’ll be dedicating all our fundraising efforts this year to support teenage cancer charities. Please give generously - your contributions will help bring hope and support to future generations facing similar battles.

I’d like to start by thanking Sharon Harte, BCF’s President and owner of Dacrylate Paints both for her support for me and the BCF team over the last two years, but also for agreeing to stay on to help give a smooth transition to our next President, Jane Ryder from Sherwin Williams. Sharon has been a great ambassador for the BCF, having represented the industry at a European and global level, as well as here in the UK. Sharon has hosted key BCF events in the Houses of Parliament and helped shape our Essential Coatings campaign. Through her diplomatic chairing of the BCF board, she has also helped pave the way for PaintCare, and the new BCF 2025-2030 Roadmap, which we are launching within this year’s annual handbook.

The 2025-30 Roadmap focusses relentlessly on the key things members want and need from a trade association: to provide outstanding regulatory support and advice; to continue to promote the industry at all levels; lobby Government effectively on behalf of the sector; to encourage the next generation of talent to enter the coatings industry; to complete some of the initiatives started but not finished under the last plan; and to continue to be successful financially; all whilst utilising some of BCF’s reserves in new programmes to promote and support the future prosperity of the industry.

The improved financial base built over the past 10 years means additional resources can be deployed to support members and to promote the sector in our new five-year plan. Political and societal changes mean we cannot just carry on as before because the world of business is expected to operate differently, and those that do not adapt will lose out. The same is true in the context of both sustainability and technological change: BCF needs to be more of a proactive industry leader than ever before, promoting and supporting the uptake of change amongst its membership, especially SMEs, but also evangelising about the leading role our sector often plays operating at the vanguard of change and delivering positive improvements to the economy and wider society.

Within the BCF, whilst helping members day to day with issues and queries around legislation and regulation, a key part of our strategy is to try to influence the shape of future chemical regulations policy. The new Labour government has shown signs of wanting a closer relationship with the EU, which can only help the sector as we try hard to avoid divergence and complexity in making and selling formulated products in the UK. We will continue to proactively lobby for the sector to ensure that the UK remains an attractive place for the manufacturing of products like coatings and printing inks. I’ve met the key Labour ministers in DBT and Defra, Sarah Jones and Emma Hardy, who have listened to industry’s concerns and ideas on how to both protect the environment and manage chemicals safely without duplicating the work the EU has already done on chemicals registration (the R in REACH). However, we wait to see what steps the Government will take.

I’m so lucky to lead such a self-motivated, dedicated and talented team here at BCF, and I’m really looking forward to working with them on the new 2025-30 Roadmap, especially PaintCare, careers outreach and investing in step change research to help the sector.

BCF MEMBERS REPORT

UNPARALLELED SATISFACTION LEVELS IN 2025 SURVEY

IN ANOTHER RECORD HIGH FOR THE ASSOCIATION, THE LATEST BCF SURVEY HAS REVEALED A 98% LEVEL OF SATISFACTION AMONGST ITS MEMBERS. REPORTED SATISFACTION LEVELS IN 2025 WERE UP 2% FROM THE 2023 SURVEY SCORE OF 96%, WHICH WAS ALSO 2% AHEAD OF THE 2021 EDITION.

The biennial survey provides a comprehensive 360-degree assessment of how the BCF supports its members, encouraging feedback across the full range of member benefits. Those completing the survey are requested to comment on the value of benefits provided and assess the BCF’s performance in providing those benefits.

As in previous years, respondents continued to place greatest emphasis on the federation’s communications with members, closely followed by regulatory support, lobbying efforts, engagement work with European coatings association CEPE and statistics programmes. The survey also confirms that companies continue to value BCF’s provision of seminars, webinars and workshops along with the numerous committees and groups that meet during each year. Reassuringly, members also continue to rank BCF’s highest levels of performance against these most valued services and highlight very few weaknesses in the current offer.

2025’s survey is particularly important as it was timed to coincide with the creation of the BCF’s next five year ‘Roadmap’ strategy document. This is where a series of forwardlooking questions probing for views and suggestions about how the organisation should change for the future proved to be important parts of the survey. Moreover, the freeform answers – generated by asking for feedback on a SWOT-style basis – have proven a rich mine of information to help generate strategy for the coming years.

Existing priorities such as driving a sustainable industry, careers outreach to attract new talent to the industry and continued lobbying in the face of an ever-complex legislative environment, were all appreciated throughout the survey. Members also identified opportunities for BCF to lead the coatings sectors’ approach to emerging markets, especially online trading, and the embracing of technological enhancement opportunities such as those provided by AI.

The potential for further consolidation in the industry, or globalisation trends leading to offshore manufacturing and more product being imported into the UK, were both cited as threats, along with general current geopolitical and economic conditions and ongoing availability of key raw materials.

CAMPAIGNS AND INFLUENCING

‘Campaigning’ is often seen as the same as ‘lobbying.’ Yet there is a difference. The first is more visible, whereas lobbying is more behind the scenes, more attritional, more detailoriented. There is a difference between these and a single ‘campaign,’ which is visible like general campaigning but usually on a specific subject that you might be lobbying on. BCF uses all three of these methods, deploying a range of tactics and resources, in order to try and influence the regulatory environment to the benefit of its members.

This section covers the broader campaigns and campaigning work we have been doing over the past year: you can read more about our activities and success on individual lobbying ‘asks’ later in the Handbook.

We have one, main, overarching campaign at the present, of a very general nature, and which can be described as “political PR.’ The first is our ongoing ‘Essential Coatings’ campaign, designed to explain to politicians and decision-makers in particular – but also the general public more widely – just how important coatings are to the economy and society. It evangelises about the different types of coatings and the huge number of ways in which they are used across industry and by people across the world on a daily basis. It particularly promotes the ways in which coatings are vital in helping to generate a more sustainable world – preserving, protecting, repairing whilst also enabling clean energy infrastructure – and communicates the contribution to UK GDP: £4 billion a year, 14,000 jobs created directly, and the sector being a net exporter.

At the end of the day, politicians need to understand what coatings are and why they are important. If we cannot get that simple message across, then why should we be listened to when we make specific policy asks?

‘Essential Coatings’ was launched at an event in the House of Commons in December 2023, and the last 18 months have built on that platform, deploying the core messaging in different ways when targeting different audiences. We have re-cut the initial launch video into various shorter pieces to push individual messages at specific times – e.g. contribution to the economy when the Government was consulting on its industrial strategy or ahead of a Budget. We have also promoted the campaign and its themes in our meetings with numerous new MPs since last year’s General Election, most recently at a ‘drop-in’ event in Parliament in April 2025. ‘Essential Coatings’ will continue to form the backbone of our campaign messaging for the next couple of years.

A new opportunity to promote the Essential Coatings messaging came during the first-ever ‘World Paint and Coatings Week’ (WPCW), which ran from March 24th to 28th in 2025, and was formally launched at the European Coatings Show in Nuremberg, Germany. BCF played a significant role in establishing the concept, namely a whole week where the industry can celebrate publicly its contribution to society around the world.

This first year’s WPCW activity dovetailed well with our overall Essential Coatings campaign and, in essence, gave us a new hook to hang messages on. However, the targeted audience for WPCW was much wider than our usual political stakeholders, and that was reflected in the way we promoted the themes of essentiality, sustainability, economy, innovation and careers, with one theme promoted on each weekday. The Week was almost entirely promoted online via social media, with BCF focussing on LinkedIn and Twitter/X, and we were very happy with the engagement metrics across the board. Like the Essential Coatings campaign, World Paint and Coatings Week will be a campaign fixture for the coming years, and we look forward to building on it, both in terms of inspiring content and the number of people engaging with it, next year.

INDUSTRY PERFORM

MARKET SUMMARY

Following the unsettled picture seen during the months after the shocks of 2020, the coatings industry has witnessed a period of stabilisation with most sectors seeing little in the way of significant overall movement since the middle of 2023. Total UK sales volume in decorative and industrial coatings was flat in 2024 compared to the previous year. At the start of 2025, sales in the first quarter were 3% lower than Q1 2024. Meanwhile, in the wider economy, uncertainty both in the UK and on a global scale is reflected in troubled consumer and business confidence, while it is too soon to tell how unpredictability in trade tariffs will impact the industry.

DECORATIVE PAINT

In 2024, decorative paint sales declined for the fourth consecutive year since 2020, albeit only by 1% against 2023. Trade paints showed a gentle decline throughout the year, ending 2024 down by 2% compared to the year before. Retail, on the other hand, was flat for the year as a whole, although this belies the trend which saw sales begin to decline at the end of 2024 following a fairly steady first three quarters.

The decorative statistics arguably find an echo in the broader economic picture. The Office for National Statistics and the Construction Products Association both reported sluggish construction and housebuilding activity in 2024. However, despite low consumer confidence, home improvements remain high on list of priorities for spending in consumer surveys, suggesting a relatively consistent consumer demand.

WOODCARE

The year 2024 ended with woodcare sales volumes up on the previous year. Although the increase was only a slight 0.6%, it significantly reversed three years of declining sales following the volatility of the pandemic garden-care

boom and its aftershocks. Early indications for 2025 are not unfavourable: although Q1 saw a 1% year-on-year fall in sales volume, it is a less severe decrease than decorative paints, and may also be explained by a later Easter this year.

The past year has also seen a notable shift in the balance between retail and trade woodcare sales, with the smaller trade sector seeing growth of almost 19% over 2024.

INDUSTRIAL COATINGS

Industrial coatings overall saw no growth in 2024 in volume terms, with falls in marine and high performance coatings balanced by increases in other industrial coatings. Marine coatings fell by 2% against 2023, which had seen a fall of 5% on the previous year. Similarly, high performance coatings saw a 7% decline in 2024 after a 10% drop the year before. The catch-all category of ‘all other industrial coatings’ reversed this trend, with a 2.5% increase in 2024 which followed two years of declining sales.

The early months of 2025 do not suggest a change in fortunes for the industrial market, with first quarter sales being 4% lower than Q1 2024, despite a stronger March. There was more encouraging news from vehicle refinish, where sales improved in Q1 this year after a tough 2024.

PRINTING INKS

Following the weak performance of printing inks in 2023, many countries in Europe showed improved sales in 2024. However, like Germany and France, the UK market further declined. Total printing ink sales in the UK were 2% lower in 2024 in terms of volume with a more significant decrease in terms of value.

However, if we look at the market at a slightly lower level, many UK manufacturers will see a brighter picture. The size of the market for publication inks – those used

PERFORMANCE

Coatings sales volume (Percentage change versus previous year)

in newspapers, magazines and other printed reading material – has been shrinking for a number of years, as digitization of media and advertising has become increasingly prevalent, a trend only exacerbated by the pandemic in 2020.

In contrast, inks used for packaging, labels and the like showed a strong recovery from the travails of 2023. Packaging ink volumes were up more than 4% in 2024, with results for flexible packaging inks and some UV-cured inks and varnishes being particularly encouraging.

Early indications for Q1 2025 are also positive, although with the prevailing economic uncertainty in the UK, Europe and beyond, it would be imprudent to make predictions about how this year may continue.

RAW MATERIAL PRICES

The high inflation which knocked consumer confidence in 2022 did not just affect consumer spending, with raw materials prices for coatings manufacturers also seeing huge increases over a sustained period. While 2023 saw reductions in prices, particularly in solvents, some other areas, such as packaging (cans, tins and drums) showed stubbornly high levels.

This picture continued in 2024, as the reduction in prices stalled, leaving them, in many cases, much higher than in the period before 2021. As an example, at the end of 2024, the reported average price of titanium dioxide was flat compared to a year earlier, but 10%-15% higher than in 2020. Metal tins and cans also remain around 30% higher than in 2021, but many solvents have almost returned to previous lower levels.

SERVICES AVAILABLE TO BCF MEMBERS

These statistics are compiled by BCF’s independent trustee Whittle Industry Data.

Current services include regular monthly and quarterly sales statistics for the main sectors of the Federation, covering decorative and industrial coatings, and printing inks. In addition, there are more specialist market surveys for certain groups, such as woodcare, industrial wood coatings, and vehicle refinish. We also produce a monthly raw material purchase prices survey for paint manufacturers.

All the reporting uses factual data from BCF members, and how the reports are compiled is explained in a transparent way, meaning the statistics from BCF can be trusted to reflect the truest picture of the coatings industry in the UK.

Companies can further improve their view of their position in the wider market by taking part in two annual reports. The longstanding Annual Performance Assessment compares industry profitability, costs and employee productivity, among other measures. The Coatings Care Indicators of Performance Report tracks a range of key indicators on such issues as safety, energy consumption, waste and recycling, etc. This report provides evidence of our commitment to being a responsible and sustainable industry.

Through BCF’s European sister organisations CEPE and EuPIA, member companies in the paint and ink sectors have Europewide access to market statistics on can coatings, marine coatings, powder coatings, protective coatings, and printing inks.

BCF 2020-25 ROADMAP: HOW DID WE DO?

ROADMAP 2025-30

BCF continued to deliver for its members throughout its previous strategy, the 2020-2025 Roadmap. That document had been approved by the BCF’s Board of Directors in the Spring of 2020, just as Covid hit. As a result, some initiatives in that previous plan were abandoned (e.g. the UK Coatings Show) while others, such as supporting another trade association, the Association for Specialist Fire Protection, had yet to be conceived. However, taken together, the activities undertaken over the past five years have led to continued forward momentum in terms of the BCF's growth and influence and, most importantly, its contribution was genuinely valued and wellreceived by members.

The most recent BCF member survey, in January 2025, showed member satisfaction at 98%, up from 96% in 2023. Financial targets in the last plan were achieved 12 months early, and the BCF’s legacy final salary pension scheme, which had been £1m in deficit, was successfully divested to Aviva at no additional cost to the membership.

The BCF was named Trade Association of the Year again in 2023 – achieving our Vision to be recognised as the leading trade association in UK manufacturing, delivering outstanding support to our members, respected by the business community and listened to by Government to ensure the longterm sustainable well-being of the paints, coatings, printing ink and wallcovering industries in the UK.

The next iteration of the BCF strategy – also set over a five-year timeframe – does not, therefore, seek to fix that which is not broken. It sets out to carry on delivering excellent services for members – across each of our membership subsectors: decorative paint and coatings, industrial coatings, printing inks and wallcoverings. It focusses relentlessly on the key things members want and need a from a trade association: to provide outstanding regulatory support and advice; to continue to promote the industry at all levels; lobby Government effectively on behalf of the sector; to encourage the next generation of talent to enter the coatings industry;

to complete some of the initiatives started but not finished under the last plan; and to continue to be successful financially; all whilst utilising some of BCF’s reserves in new programmes to promote and support the future prosperity of the industry.

While we look to retain and build on that which is proven to work, this roadmap is also ambitious to stretch the BCF offering still further, picking out comments and suggestions from the 2025 biennial member survey to develop new initiatives for the benefit of our member companies. We can afford to do this: the improved financial base built over the past 10-years means additional resources can be deployed to support members and to promote the sector. Political and societal changes mean we cannot just carry on as before because the world of business is expected to operate differently and those that do not adapt will lose out. The same is true in the context of both sustainability and technological change: BCF needs to be more of a proactive industry leader than ever before, promoting and supporting the uptake of change amongst its membership, especially SMEs, but also evangelising about the leading role our sector often plays operating at the vanguard of change and delivering positive improvements to the economy and wider society.

The 2025-2030 Roadmap will focus on five ‘Priorities’, with each Priority containing a number of Objectives, which in turn contain key actions and supporting KPIs. These are summarised on page 5 before being dealt with more comprehensively later in this document, with several SMART objectives and initiative summaries related to each objective. Performance against SMART objectives will be tracked and the results published each year for members to scrutinise. There are also five ‘stepchange initiatives’ for 2025-2030 and which cut across priorities. These are the areas we anticipate delivering most positive impact to the membership over the next few years and they are detailed separately in the following pages of the Handbook.

THE FIVE STEP-CHANGE INITIATIVES FOR

The 2025-2030 Roadmap contains a number of priorities and objectives. However, within these are five critical, cross-cutting projects that will, individually but especially collectively, provide a step-change for the sector when delivered successfully. Some are inter-linked and some are stand-alone. These five projects will be core components of BCF’s output over the next five years.

1. LAUNCH PAINTCARE IN 2026 – A NATIONAL PAINT RECYCLING PROGRAMME FOR LEFTOVER DECORATIVE PAINT

The last two years have seen much more detailed work carried out in preparation for the PaintCare scheme and, with BCF and PaintCare Board go-ahead given in March 2025, will form an integral plank of BCF’s workstream for the next five years and beyond. The overall goal of the PaintCare initiative remains for an industry-led scheme to substantially increase the amount of paint being recycled or remanufactured in the UK from 2% today to 75% by 2030. It will also include the collection and recycling of empty decorative paint packaging. The programme will be funded by a voluntary levy on each pot of paint, charged at point of sale to the end user. The levy will pay for an easily accessible network of over 2,000 return sites for consumers and trade painters, together with regional collation and sorting facilities, with national contracts issued for the reuse or recycling of paint and packaging. PaintCare will be delivered through a new independent subsidiary company of BCF, which will share accommodation at BCF’s Spectra House HQ. This will also generate £300,000 income per year for BCF from mid 2026 by cross charging PaintCare for shared service functions and office space. Note - launching PaintCare will still be dependent on successful contracting with paint companies and retailers in mid 2025.

2. INCREASED POLITICAL ENGAGEMENT TO INFLUENCE THE REGULATORY LANDSCAPE

One of the core roles for BCF has always been to engage with policy- and decision-makers in order to better anticipate the upcoming regulatory landscape and communicate it to members and, also, to work with Government to influence and shape that landscape with the goal of more proportionate, workable and effective legislation. With the growth in postBrexit regulation and sustainability-related obligations in recent years, the 2025 member survey unsurprisingly reiterates that political engagement should remain a priority in future. The period 2025-2030 will therefore see a step-change in our political engagement programme in and around parliament, building strong relations with 150 MPs, and raising awareness of BCF in the House of Commons to 50% (from 28% today). New methods of delivering our core Essential Coatings messages will be implemented and more emphasis placed on growing awareness of the sector and its key regulatory asks throughout Westminster and Whitehall.

3. SPECIAL ISSUE FUND SPENDING

Since the creation of the last Roadmap in 2020, the BCF has exceeded its planned financial targets and now holds a good working surplus position. This means that the organisation finds

itself able to support the coatings industry in ways that have not been possible in the past, with £600,000 funding per year in the plan from 2026 (or £350,000 per year if PaintCare doesn’t launch in 2026). Key projects will be careers outreach events (£150,000 per year), digital marketing campaigns for careers outreach (£100,000 per year) and leadership online on eco paints/green claims (£100,000 per year). In addition, the fund will support key industry research projects on topics such as microplastics, printing ink recyclability and fire safety. An estimated £200,000 per year is allocated to research projects, and £50,000 for smaller initiatives not yet thought of.

4. COATINGS CAREERS DEVELOPMENT AND TRAINING

In developing a new careers strategy in 2024, it became clear that universities and young people have almost no awareness of the coatings sector, and our comprehensive skills survey showed that members are struggling to attract young new talent to the industry. BCF will invest significantly over the next five years to support members in finding their future coatings talent. A bespoke BCF careers outreach programme funded by £150,000 per year from the Special Issue Fund, will work with a network of ambassadors, universities and careers services delivering proactive outreach work at schools, universities and specialist careers events. This will result in deep relationships with over 30 universities, who will all be engaged with our sector. Our relaunched Coatings Careers Hub online platform will serve as a one-stop-shop for those interested in a career in coatings, and a positive message explaining the value of a career in the coatings sector spread via many new media, both on- and off line, in part through a dedicated digital marketing campaign with £100,000 per year allocated to careers outreach per year. BCF will also work with members to utilise its dedicated Coatings Training Institute programme, offering courses directly to support members’ employees’ development and training needs. This will be extended from solely online provision to classroom-based courses over the period of the roadmap, to replace the gap left by the PRA, which went into administration in late 2024.

SUPPORTING THE DRIVE TO NET ZERO AND COMBATTING GREEN CLAIMS

Sustainability initiatives were cited as the most important opportunity for the BCF in the recent member survey, in contrast to some of the rolling back on Net Zero and sustainability initiatives by politicians in the UK and beyond. BCF will continue to support members on their Net Zero journey over the next five years, providing practical tools, resources and advice on associated regulatory compliance. Having a full-time, dedicated Sustainability Manager in post will go a long way to delivering on this for members. However, recent developments have demonstrated the need for us as a trade association to do more to tackle the growth in spurious green claims being made by non-members within the sector. To ensure a level playing field, BCF launched its Green Claims and De-mystifying ‘Eco’ Paints guides over the past couple of years. The challenge now is to gain much greater visibility amongst the public with these excellent resources, and paid social media advertising (£100,000 per year from the Special Issue Fund) will be part of the strategy to achieve this. And so, over the period 2025-2030, BCF will expend more time and resources in communicating the contents of this important consumer information, as well as in challenging those companies who continue to make unsubstantiated or over-the-top green claims.

Ensuring that members receive valuable, relevant, and timely support continues to be the top priority for the membership team. We are committed to maintaining a high standard of service, engagement, and responsiveness to ensure that every member, regardless of their size or sector, feels the tangible benefits of being part of our organisation.

In recent months, our recruitment targets have been strategically focused on Associate members; those companies that provide crucial raw materials, specialist products, and essential services to support and sustain the wider industry. These businesses form a vital part of the supply chain and bring significant expertise, innovation, and added value to our community.

This shift in focus is largely due to the fact that growth in Full membership has naturally slowed over time, as we approach a saturation point, with more than 95% of the manufacturing sector already actively engaged in membership. As such, expanding the Associate category presents a key opportunity to diversify our network, strengthen collaboration across different parts of the industry, and continue delivering collective value to all stakeholders involved.

NEW MEMBERS

FROM MAY 2024 TO APRIL 2025

REGULATORY SUPPORT: PROVIDING HIGH VALUE SERVICES TO OUR MEMBERS

The BCF has consistently delivered quality services to its membership over the years. The 2025 members’ survey showed a record 98% of members saying the BCF were meeting their needs ‘well’ or ‘very well’. This was up from 96% in the survey conducted two years earlier. We are very proud of those figures, but recognise that to maintain these figures, there is always more that we can do.

While all BCF services scored well in the most recent survey, carried out in January 2025, by far the mostvalued aspect of BCF membership, across all sub-sectors and all sizes of business, is its regulatory and technical support. Indeed, when asked to measure individual elements of the BCF’s offering, communications to members, technical advice and guidance notes, technical seminars and workshops, and the way we run BCF’s committees and groups, all scored between 8.2 and 8.7 out of ten, filling four of the top six ranked services.

The BCF works hard to give members the technical support they need, expanding the size of the regulatory team in recent years to three full-time staff. This has meant the Regulatory Managers have been able to specialise more than ever before. They have been able to spend more time building contacts in various outside organisations, from Defra teams to the HSE, and generally gathering more information, not just what is happening now, but as to what is likely to happen in future. Moreover, this ‘core’ knowledge on chemical regulation has been supplemented by expert support from the Public Affairs and Sustainability Managers, and with additional

expert consultant support when necessary. Over the past few years, we have therefore been able to offer guidance and advice on issues such as Rules of Origin and tariffs and from Net Zero reporting to Extended Producer Responsibility for packaging.

Can we do better? We will certainly endeavour to, with particular effort put into identifying whether the BCF can provide more bespoke solutions, especially for SMEs. We also want to improve our processes for ‘helpdesk’ support, to ensure member queries made by phone or email get dealt with swiftly and efficiently by the most appropriate person. The new five-year roadmap, which will take the BCF forward to 2030, has some key performance metrics to keep the focus on excellence in this area. It sets targets to maintain or exceed a score of 8 out of 10 for the various aspects of regulatory support in future member surveys, and with 100% of member helpdesk queries acknowledged in 24 hours and 90% resolved in 48 hours. This is ambitious for a small team, but we know it is achievable.

SUSTAINABILITY IN ACTION

The BCF Net Zero Roadmap continues to be the cornerstone of conversations around sustainability for our members, and it’s great to see so many continuing or starting on that journey. It has also been a great tool to help us engage with other organisations and stakeholders to help us showcase what our members have achieved to date and continue to drive towards our Net Zero ambition.

We want to encourage our members to use the BCF Net Zero Roadmap and Quick Start Guide to take meaningful actions. To help do this, we are developing a training package for our Coatings Training Institute, which will launch in summer 2025. This will explore the science behind climate change as well as guide members through key aspects of their Net Zero journey. It will also explore what can be done now to manage the risk of extreme weather events through climate change adaptation plans.

The BCF Sustainability Committee continues to meet in person once a year. The group will keep on growing and provide support to members towards Net Zero and other important sustainability topics.

2025 2026 PLANS FOR

As part of the BCF's support to its membership, our teams continue to work with members, either virtually or with site visits, to support understanding of their reporting requirements and helping them understand and reduce their emissions, and we will continue to do so throughout 2025/26.

Beyond the responsibilities and actions required of BCF members, there is also action needed from Government if the sector – and the country as a whole –is to ever meet its obligations truly. To this end, our Public Affairs Manager David Park will continue his lobbying work to ensure that at least some of the seven recommendations that are included at the end of the Net Zero Roadmap are heard. We will also continue to work with Government to ensure that specific requirements, such as Packaging Extended Producer Responsibility, are fit for purpose, ensure that printing inks are not discriminated against and that optimal outcomes can be achieved for coatings packaging.

Following on from the successful ‘Road to Net Zero’ Seminars in 2023 and 2025, and thanks to our members’ feedback, the BCF is organising a third event for early 2026 in the Northwest. This event will see us launch the latest version of our Net Zero Roadmap and look at the progress the industry has made since the initial launch. We'll also explore key topics that may help our industry move towards Net Zero, such as biobased materials and explore how we can collectively work across our supply chains to deliver our ambition. We would welcome input from our members to help shape both the Roadmap and seminar on key topics, case studies and for potential speakers or panellists.

COATINGS CARE

The BCF Coatings Care environmental programme demonstrates that the UK coatings industry cares about the health and welfare of employees, the safe operation of processes, and is actively working to reduce its impact on the environment.

It is a voluntary programme which provides an opportunity for members to benchmark their environmental performance against 45 KPIs, and has over 40 UK coatings and printing ink manufacturing sites taking part.

Here’s how our members made their mark.

Energy use decreased by 9% from 2022.

70% of production waste is now recycled, compared with just 17% in 1996 - a four-fold increase.

We have been tracking the environmental performance of BCF members manufacturing sites for more than 20 years via the Coatings Care programme and, over that time, have recorded significant improvements in production efficiency and waste and energy reductions.

The 2024 Coatings Care report demonstrates continued improvement in sustainability performance in the coatings sector across a range of measures. This year also saw the highest number of companies take part in the programme since 2012.

STRATEGY

The BCF Board meeting held on 5th March 2024 approved the PaintCare strategy, the action plan and next steps, including PaintCare Governance and funding for the next phase of work. There was unanimous agreement at the meeting that the next phase of work would need to delve much more into the details and develop an operational plan for launch before signing the project off for launch. This work would include worst- and best-case scenarios for cost and environmental impacts and a detailed plan for launch. This has been the focus for 2024.

RESOURCING

At the Board Meeting. it was recognised that the current capacity within the BCF and its consultants was insufficient to deliver the next stage of the work and that there was a need for additional expertise, especially in the area of waste management.

PaintCare contracted with Biffa to help develop the operational model and costs for collection, bulking, separating and reprocessing of leftover paint. PaintCare also contracted with Resource Futures to develop other aspects of the project including governance, reporting, organisational structure, contracts, etc. In addition, PaintCare USA provided a strategic overview, data sets and templates for launch through their CEO and Operations Director.

The PaintCare Implementation Task Force played an important part in this phase of the work. Consisting of representatives from the decorative paint company members and remanufacturing members, it helped the PaintCare Project team to develop the assumptions used in the planning work undertaken by Biffa and Resource Futures and confirmed the strategic thinking behind the modelling. The Taskforce met every two weeks in the second half of 2024 and gave strong member input to the PaintCare programme.

OPERATIONAL PLAN

The detailed, fully costed operational model and plan were completed at the end of 2024 and agreed at the PaintCare Ltd Board meetings in November 2024 and March 2025. A full report has been written. Manufacturing members are now in consultation with their internal stakeholders about moving forward.

PROCESS SUMMARY

COLLECTION

Leftover paint and empty packaging will be collected back via a national network of household waste recycling centres, trade stores and DIY paint stores, totalling circa 2000 collection points across the UK. Materials collected through trade and retail paint stores will be backhauled to participant companies' central warehouses, where PaintCare contractors will collect the materials for reprocessing.

TRANSFER STATIONS

Material from the collection points will be separated, consolidated at 14 transfer stations across the UK and then sent to the reprocessing channels. Material will be separated into leftover water-based paint packs, leftover solvent-based paint packs, empty plastic packs, empty metal packs, and noncompliant materials. Empty plastic and metal packs will be sent for recycling. Solvent-based paint packs will be sent for energy from waste

PROCESSING OF WATER-BASED LEFTOVER PAINT

Recognising the shortage of capacity to remanufacture leftover paint in the UK in the short term, a range of routes used across the world have been evaluated and opportunities identified to start up the programme at scale in the UK. This shortage of leftover paint reprocessing capacity in the UK will mean that routes used to treat leftover paint at the launch of the programme may need to be very different to the final desired state. The PaintCare target to remanufacture 75% of leftover paint in the UK by 2030 remains unchanged.

A visit was made to see Veolia’s facility in Stewartby which uses a screw compactor to separate the liquid paint from the packaging (a process also being planned for use by PaintBack in Australia). The packaging is recycled and the paint is dewatered, and the cake is incinerated. Biffa have a similar operation in Wednesbury.

PaintCare will look for alternative uses for the liquid paint, ranging from dewatering to TiO2 recovery and use in other product streams such as concrete and cement.

PLASTIC PACKAGING

Trials are being planned with Berry Global to define a route for paint pot to paint pot plastic recycling at scale.

GOVERNANCE

PaintCare Limited has been set up as a private limited company by guarantee with a single member, the British Coatings Federation. Articles of Association are completed, and a Board of Directors has been appointed. Two Board meetings have been held to date.

LIFTING THE LID ON GREEN CLAIMS

In an ever more competitive marketplace, the makers of decorative paints often rely on unique selling points to make their products stand out. We’re also starting to see this occur across other sectors such as wallcoverings and printing inks. Some companies, however, may be misleading consumers with unsubstantiated green claims about their products. We aim to help create a level playing field for the industry by debunking and fact-checking some of these claims.

One of BCF’s responsibilities and goals is to help educate consumers on our industry’s products and help them make the best choice for their needs. In 2022, we launched our Green Claims Guide for Decorative Paints to tackle greenwashing marketing claims in the decorative paints sector and ensure a level playing field for the industry. In 2024, we expanded on this to launch the Demystifying ‘Eco’ Paints guide to address the growing ‘eco paints’ market, and again address false claims being made by companies on this subject. BCF also produced a ‘how-to’ video on cleaning paintbrushes in 2023, for DIYers to decorate more sustainably without washing unnecessary paint products down the drain and reducing the amount of paint entering domestic waterways, as well as saving time and money while decorating.

We want to build on our approach and establish a Green Claims Working Group. The group will hopefully be a mix of technical and marketing representatives and will review claims and decide on appropriate action, sign off the protocol for engagement, identify partners for proactive engagement and collaboration and support the development of the Green Claims Guide and Demystifying ‘Eco’ Paints resources.

There will be three main themes of activity in this area. Firstly, we will continue our landscape scanning to identify companies and organisations making green claims and take appropriate action. This will start with a simple letter or meeting, outlining the issue and sharing details of our guides; there has been some great engagement in the past with a number of companies joining our Paint Brand Owners

Forum. We will also continue to work with the Advertising Standards Agency to flag issues that aren’t resolved and on the development of their green claims guide, incorporating this into our activity and signposting to this.

Whilst the reactive activity will be essential to address inappropriate claims, we’ll also commence two streams of proactive engagement to share the sustainability messages of coatings across the industry and professional bodies, as well as with consumers. In making sure that our messages are heard loud and clear, it makes it harder for the voices making misleading claims more difficult to be heard. We’ll attend events and engage with other organisations to support the messaging and understanding of coating products.

We’ll do this by working with a digital marketing agency to bolster our in-house resource and expertise to put our messages in front of our key target audiences – consumers, DIY influencers and outlets, and incorporating the input of the Green Claims Working Group to shape our digital strategy. BCF needs to be the authoritative voice on this subject - when people ask online about eco paints and general sustainability questions for decorative paints, we need to be the go-to source and cut through the brand competition bidding on search terms.

Keeping our resources up to date will be key too, so we’ll be refreshing and expanding on the content over the year. This will include increasing the consumer focus of Demystifying ‘Eco’ Paints and expanding the content for the Green Claims Guide as new claims become more relevant, such as the inclusion of biobased materials. We welcome input from members across these activities.

However, within and around these themes have been more specific issues we have been lobbying on over the past year. Here are just a few examples where we are working to make a difference.

On UK REACH – which remains our number one priority - BCF has continued to work with many other organisations in order to secure a better solution than that first proposed by Defra, which was estimated to have cost business around £2.5 billion. By the middle of last year, a new Alternative Transitional Registration model (ATRm) had been formally consulted on: this was an improvement but still contained many potential pitfalls for industry, especially those downstream users of chemicals, such as those of us in coatings. The current situation sees us in yet another holding pattern as the Government does not want to respond to the consultation until it has conducted talks with the EU about the future of the Trade and Co-operation Agreement. If there is scope to improve the terms of the TCA, maybe through better data sharing arrangements,

some or even many of the problems with UK REACH could be mitigated or even eradicated entirely. We hope to have a better steer on the subject in Q3 2025. At the same time, we have been working closely with the HSE on other post-Brexit chemicals issues, especially on Classification, Labelling and Packaging (CLP) and on Biocides policies. The HSE are being pragmatic in their proposals and have been working with industry and others ahead of formal consultations which are expected later in 2025.

The first iteration of the Government’s Industrial Strategy – in the form of a Green Paper – was published in 2024. It’s fair to say that what was proposed was not as positive as we had hoped: while the breadth of the paper was broad enough to cover regulatory issues, which those of us working in the chemicals sector needs, the inclusion of the financial and business services sectors was a surprise and possibly risks turning an industrial strategy into a broader strategy for growth. BCF has fed into the process that we want to see more focus on the manufacturing sector, that we need to see specific mention of and plans to support the UK chemicals sector, and that the role of enabling industries like coatings – which essentially support all different types of manufacturing – must also be recognised. An update on the Industrial Strategy is expected after the planned Government Spending Review in June.

A lot of the past year has been spent dealing with issues arising from new sustainability regulations and costs, not least the plans for Extended Producer Responsibility for packaging (EPR). Lobbying from BCF and others led to the definition of trade waste being changed from the original version which would have see most packaging for even e.g. aerospace paints to be applied in an industrial setting being classed as ‘household waste’ and therefore liable to EPR fees. However, the new definition remains problematic in terms of sales of decorative paint destined for trade use with Defra maintaining that because some of that may end up in the household waste system, all decorative paint sold through trade outlets must still acquire an EPR fee. The battle on this front is not quite over, though, and we are working with other trade associations – especially in the construction and wholesale food and drink sectors – to try and secure a further change, even at this late stage.

On the related subject of the Recycling Assessment Mechanism (RAM) that will be used as part of the EPR scheme, BCF worked incredibly closely, and to extremely tight deadlines, with its printing ink members to secure significant revisions to the original proposals. Much of the initial draft was confused, contradictory, and would have led to almost any products with inks on being classed as unrecyclable. The revised versions have been better, although problems persist. BCF will continue to prioritise this issue on behalf of printing ink members.

There have also been a number of general business issues which have required push back since the General Election. The Government’s first Budget caught everyone by surprise with its attacks on business. The changes not just to NI rates but thresholds have hit businesses across all sectors, while changes to Inheritance Tax Business Property Relief (BPR) have caused consternation to many of our SME members in family ownership. On broader taxation and business policy like this, BCF will generally work with others to push home key messages.

On the NI rates we have worked closely with the CBI and Make UK to ensure Government understands just how damaging those NI increases were, whilst on the BPR issue we have thrown our weight behind the work being done by Family Businesses UK to try to reverse the IHT changes. Likewise, we work with the CBI and others to protest against the scale and scope of the planned Employment Rights Bill changes being pushed through by the Government. This latter issue remains in play as we go to print.

These are just a flavour of some of the many issues we are currently working on on behalf of members. If there are issues that are affecting your business, do please share them with us and we will do our best to help.

EXTERNAL ENGAGEMENT

MEETINGS

If you read the section on lobbying, you will know that BCF doesn’t just campaign alone. We work with a huge number of external organisations to push for policy changes where we share similar goals and objectives. We are members of various trade associations ourselves, most notably the CBI and Make UK, but also a number of smaller organisations where membership can bring synergies, for instance the Construction Products Association, the Packaging Federation, and the Graphics and Print Media Alliance. Moreover, we try not to be passive members of organisations we are part of, instead setting out to use every tool at our disposal to make sure we get value for money for our members from any partnerships we have. As such, BCF CEO Tom Bowtell chairs the Alliance of Chemicals Association and the Royal Society of Chemistry Coatings Group. Other team members sit on various committees that help set the workload of other agendas, for example, through the Make UK Economics and Policy Committee, and the CBI’s public affairs group. These latter two positions have helped us to promote the need for more campaigning on securing a better regulatory environment for the UK.

In the past year, BCF has also joined a number of groups designed to enable closer engagement with Parliament and Parliamentarians. The Industry and Parliament Trust is neutral and works to help MPs better understand the business world; they also hold excellent roundtables in Parliament where BCF can make sure its voice is heard. The Enterprise Forum is an organisation designed to link businesses to the Conservative Party, whilst the Industry Forum does the same with the Labour Party. We are now members of all three of these groups, and they are helping us to make contact with many of the new MPs elected at the General Election of July 2024.

It has been a priority to make new political contacts since the election. Indeed, such was the Parliamentary churn last year that well over half of our previous connections lost their seats. BCF has worked with members to try to get the new MPs to visit sites and to learn more about individual companies’ needs, both locally and nationally. We have also been meeting with MPs in Westminster to talk about the coatings sector more widely. Many of these meetings have been 1-1s,

some have been in roundtable format, often organised under the auspices of the other organisations we belong to as mentioned above, and most recently, in April 2025, we held a dedicated ‘drop-in’ session for MPs inside the Parliamentary Estate. All in all, we are averaging over three MP meetings a month, and that will increase over the coming year. Importantly, we are building good relationships with a number of these MPs, who are then willing to help us by hosting events, asking questions, or writing to Ministers about the issues that matter to us as a sector.

We have also hit the ground running in terms of meetings with the new Ministerial teams. Tom Bowtell has been in meetings with the Business Secretary and the new Industry Minister on two separate occasions, as well as the new Chemicals Minister at Defra. We have also met with various other Ministers from Trade to Work and Pensions, putting across the views and concerns of the coatings sector. At the same time, we continue to maintain excellent working relationships with officials across the Government Departments most relevant to our industry, Defra, Department of Business and Trade, and HSE (which is part of DWP). Within each of those Departments, there are numerous teams covering more specific issues – waste and recycling, air quality, chemicals, trade with Europe, circular economy and so on. We are looking to build closer relationships with more teams in future, not least at the Ministry of Housing, where new building regulations are of great importance to our members.

2024/25 has also seen the BCF taking more active roles, participating and displaying at events, fairs, and exhibitions. From Surfex and CHEMUK, where the BCF regulatory team was in demand to speak at various presentations, to the Painters and Decorators’ Show and the Environmental Services and Solutions Expo, the latter two explaining our plans for PaintCare. Moreover, our careers outreach work has now taken off, and BCF has attended several university careers events over the past year and will continue to do so in 2025. We will be doing much more outreach work to help promote the sector in future, and you can find out more about this elsewhere in this publication.

STRATEGIC ALLIANCES IN THE SUPPLY CHAIN

The BCF is continuing to build stronger relationships with many other trade associations and stakeholders in the supply chain.

INTERNATIONAL INFLUENCE

Many issues affecting the UK coatings sector are not domestic: they are being played out across the world. In particular, the UK continues to monitor, and mirror, many EU rules and regulations and the trading agreement we have with our continental partners is of vital interest to BCF members, most of whom export to the EU. From changes to EU REACH to new CLP classifications, and from Carbon Border Adjustment Mechanism to a new Packaging Directive, EU regulatory changes are still having great impact on UK businesses.

Having lost our voice at the EU table since Brexit, the relationship with our sister organisation in Europe - the European Council of the Paint, Printing Inks and Artists’ Colours Industry (CEPE) – is an ever more vital one. It offers us the chance to make clear our opinions on upcoming changes to EU regulations and to even try to shape those changes to the benefit of the sector across Europe. CEPE has gone from strength to strength over the past couple of years in terms of its lobbying ability, getting involved in issues at a much earlier stage, proactively communicating the needs of the sector to MEPs, Commissioners, and Commission staff, as well as through individual Member States. The CEPE event in the European Parliament in February of 2025 was a great example of this increased presence.

While BCF does not have any MEPs it can lobby now, we try to play our part through the various CEPE Committees, sharing expertise and advice where it is practical and helpful to do so. In fact, it is an irony that it was only after Brexit that CEPE elected its first British Chair, David Beckford. David is a former President of the BCF and, in his day job, is MD of Pronto Paints, and brings with him experience and energy to the job. The BCF regulatory team all sit on different CEPE working Groups. BCF CEO Tom Bowtell continues to play an active role on both the National Association and CEPE Operational Board.

Tom is also the current President of the World Coatings Council, chairing meetings of the group in both Singapore and Frankfurt over the past year and helping to organise its work programme and output. The WCC is an important player in bringing together paint companies and national trade associations from around the globe to discuss and promote the coatings sector. This year, BCF played a substantial role in launching the first-ever World Paint and Coatings Week, helping make it a success, with all World Coatings Council members taking part.

In the same way, many issues affect the UK coatings sector at a European level, so some matters are clearly global in outlook. At the top of the list at the moment is the problem of microplastics and how the paint industry is seen as contributing to secondary microplastics release. There have been some recent studies that – wrongly, it seems, based on the available evidence – suggest paint is in fact the largest contributor of microplastics released into the environment, and this is something that needs addressing at a global level. The BCF is working closely with the WCC to produce rebuttals and new evidence where necessary.

LEADERSHIP ON ISSUES THAT ARE IMPORTANT TO THE SECTOR

ENGAGING WITH THE NEXT GENERATION

One of the BCF’s long-term strategic priorities is to promote the coatings industry as a rewarding and dynamic career choice for the next generation. With an ageing workforce and growing skills gaps in technical and manufacturing roles, now more than ever, there is a pressing need to build a strong pipeline of talent into the sector.

To address this, BCF continues to expand its careers outreach through several key initiatives. The revamp of the Coatings Careers Hub remains a central resource, providing careers information and a dedicated jobs board with its improved functionality for a more seamless user experience. A free member benefit that is the focal point of the careers outreach work and strategy, promoting over 600 roles each year across BCF member companies. Complementing this, the Coatings Ambassadors (CA) programme empowers professionals to engage with schools and young people, sharing real-life career journeys to help raise awareness and interest in the industry, the CA

programme is also having a makeover to better suit the needs of the industry and align with the newly developed career strategy and roadmap, more information to follow in the coming months.

To help drive this work forward, BCF appointed a dedicated Careers Coordinator, Leah Elvin, in 2024, who has taken the lead on partnerships with educators, government and industry stakeholders, while supporting the delivery of new resources, engagement activity, and strategic campaigns aligned with the Federation’s overall skills objectives.

In 2024, BCF took another significant step forward with the formation of the Coatings NextGen Council (CNGC), a new group of early careers professionals from across the UK coatings and printing inks sector. The CNGC is designed to bring fresh insight and lived experience to shape our future careers strategy. The council brings together individuals under the age of 35 and within the first five years of their career, who offer valuable perspectives on how the sector can better attract and retain young professionals.

The group’s first meeting in April 2024 set the foundations for its work, outlining goals such as identifying barriers to entry, improving the perception of the industry among

younger audiences, and contributing directly to BCF’s careers campaigns and outreach materials. With support from our Careers Coordinator, the CNGC will play a key role in shaping best practice for industry engagement with early talent as well as leading on the frontline, attending careers events and showcasing the industry to the minds of tomorrow.

In a further push to amplify its outreach efforts, BCF will be partnering with a specialist digital marketing agency from 2025 to increase the visibility of the coatings industry as a career destination. This collaboration provides increased resource and expertise to help promote careers in coatings to a wider and more diverse audience, particularly through targeted social media campaigns, video content, and improved digital storytelling.

This new digital approach is focused on showcasing real people, real jobs, and real impact coatings have on the world around us, helping to change perceptions and highlight the variety of roles available across the industry. By building a stronger online presence and creating tailored messaging for different age groups and educational stages, BCF aims to significantly boost engagement with young people, parents, education providers, and career advisors.

The future of the workforce remains high on the agenda for the BCF. The Coatings NextGen Council contributed to the 2024 BCF Annual Conference via a dedicated panel discussion, sharing early insights and inviting wider industry perspectives on workforce development challenges.

SUPPORTING THE SECTOR ON EQUITY, DIVERSITY AND INCLUSION

WHY IS ED&I IMPORTANT?

Companies are already faced with so much regulatory burden and recent years have seen a host of difficulties from Covid to Brexit to raw material shortages caused by war. There is a growing number of requirements being asked of businesses, which need more dedicated resources than before.

However, there are also a growing number of reasons why ED&I should be and is being seen as a priority in business.

Employment law is evolving and having an ED&I strategy in place is becoming increasingly important. At the same time, many companies, in a bid to meet their own ED&I targets, are beginning to audit their suppliers and customers to ensure they have such strategies in place. This is in much the same way as they are doing themselves to establish what actions are being taken to reduce carbon emissions so they can meet their own Net Zero targets. Against a backdrop of labour shortages, younger applicants will often want to see that a company takes ED&I seriously when deciding if they want to take a job there. A survey by Glassdoor saw 76% of jobseekers today reporting that a diverse workforce is an important factor when evaluating companies and job offers. ED&I is beginning to be seen in the same calibre as environmental commitments with regard to the overall sustainability of the business and broader industry it operates within.

There is also an increasing amount of evidence showing that pursuing equity, inclusion and a genuinely diverse workforce is good for decision-making and for the operation of businesses. The following statistics stand out:

• Diverse teams are 87% better at making decisions (PPM)

• Diverse leadership and management have been shown to improve company revenue by around 19% (InStride)

• Millennials are 83% more likely to be engaged at work at inclusive companies (Deloitte)

• Gender diverse companies are 15% more likely to notice higher financial returns. (McKinsey)

BCF ED&I CHARTER?

With an aging workforce and the need to bring in the next generation of talent, companies in manufacturing industries, such as coatings, are starting to really address this challenge. BCF knows it needs to play a role in helping to embed this culture of greater diversity and inclusion across the industry, and in November 2021, it held the inaugural meeting of its ED&I Committee, which aims to support members to engage with initiatives on this topic.

In February 2023, the BCF's Board of Directors, senior representatives of the UK coatings and printing inks industries, unanimously agreed to support a commitment statement drafted by BCF’s ED&I Committee.

The Board agreed with the following commitments:

• We commit to supporting our members to make the UK coatings industry successful in utilising the key principles of ED&I and driving change.

• We commit to embedding culture and learning throughout the industry by sharing best practices with our peers and learning from those who have made a positive impact.

• We will support BCF members to create a truly inclusive culture representative of the local community.

• BCF Board of Directors will act as champions of this commitment as senior representatives of the UK coatings industry.

Building on those commitments, BCF launched its Equity, Diversity and Inclusion Charter in April 2024. This ED&I Charter reflects the commitment of the UK coatings industry, and signatory companies, to champion equity, diversity and inclusion and to work together to build a more balanced, fair and high-performing sector. Currently 34 companies have signed up to the Charter, with more adding their names with each month that passes.

The Charter asks companies to recognise that an inclusive workforce is good for business. It is designed to show that those who sign support social mobility and are committed to creating equal opportunities for

everyone. They recognise the role our industry can play in creating opportunities and unlocking talent. They understand that embedding an inclusive culture within their own organisations, and collectively within the UK coatings industry, is crucial to unlocking the potential which a diverse workforce can offer. It will help develop the next generation of leaders in coatings, make our sector a more attractive career choice, foster innovation and play a substantial role in the creation of a best-inclass coatings sector in the UK.

Crucially, the Charter recognises that not all companies are the same. Smaller companies may need more support on their ED&I journey and may take longer to reach their destination. Pledging to take positive steps, combined with taking steps to introduce or improve processes and actions, is a welcome and positive start, something that can be shared with customers, suppliers and potential new recruits.

BCF ED&I SUPPORT AND NEXT STEPS

The BCF knows it also needs to offer its members support to honour the commitments of the Charter. As such, our website has been updated with links to key reports and advice from across a breadth of organisations. Webinars have been organised to help members navigate particular issues and we will be helping to provide further training and support in future.

Our ED&I Committee will assist in tracking change and suggesting new ways to assist members meet their goals. In April 2024, BCF launched the Coatings NextGen Council, which is made up of young representatives from across the sector who will also feed into this process.

To help best achieve the right balance of support, we have begun surveying members to ensure we are meeting their priorities. In Autumn 2024, we conducted a survey asking members to provide us with data on their current employment diversity so we can draw a baseline for the sector against which we can measure future progress. You can find the summary statistics of the survey below.

As with the drive for greater sustainability, we know that the coatings sector has a long way to go on ED&I. However, members are keen to engage, to start making changes, and to make sure our industry looks forward with positivity, ambition and, ultimately, continued success.

FINANCE

BCF’s financial position coming into the new five-year roadmap period is very strong – having achieved the targets in the last five-year plan 12 months early. Assets at the end of 2024 were £2.6m, with £2.2m of this in variable (cash) assets.

In early 2020, BCF still had a significant deficit (£1m) in the legacy pension scheme and assets worth just over £1m. The pension scheme was bought out by Aviva in 2023, at no cost to the BCF, under the leadership of Head of Trustees, Ed Krawitt, from Rustins. This means BCF is now financially secure and in a position to re-invest in helping move the industry forward. The new Roadmap aims to utilise some of these resources to help grow BCF’s reach and profile beyond the current levels. We have created some excellent tools and programmes, but getting these visible with some of our key target markets has been a challenge. Clearly the annual Special Issue Fund will be dependent on BCF achieving its annual surplus targets, which will be supplemented by cross charging for shared services from PaintCare at £300,000 per year. BCF’s offices will be extended in H2 of 2025 to create space for the PaintCare organisation. It is anticipated that this will cost £300,000 but be returned in rent and shared services over the plan period.

There have been some changes within the BCF team in the last 12 months. In the summer of 2024, we welcomed Emma Scott-Hendy, new EA to BCF CEO Tom Bowtell, who has been a wonderful edition to the team, in particular supporting on events, leadership of our ED&I Committee work, and supporting Tom and the Board of Directors with rewriting BCF’s Articles of Association in her time with us already. In July 2024, we created a brand new role within the BCF team to provide a dedicated resource to focus on our careers outreach strategy, act as liaison with the newly formed Coatings NextGen Council and spearhead our efforts. Leah Elvin filled the role as BCF’s Careers Coordinator and has been a fantastic advocate for careers in the coatings industry, bringing with her recruitment experience to support our members utilise the recently relaunched Coatings Careers Hub. Alongside her primary role, Leah has also been fundamental to supporting the administration of the recently formed PaintCare Task Force and dedicated Board of Directors, particularly in 2025 as we work towards implementation.

In September, we were delighted to welcome Sophie Dunham, BCF Marketing Executive, back after a year of maternity leave, who has since ramped up our video production and social media output, particularly around the new careers strategy. That same month, BCF Head of Membership, Ali Brown, departed the BCF after 27 years of dedicated service to her retirement, as did our Sustainability Manager, Patricia Durany-Fernandez, who moved back to Spain with her growing family.

Following Patricia’s exit, we then made successful appointment with Zoe Slade, our new Sustainability Manager, who organised and hosted our second-ever Net Zero seminar and compered the proceedings in March. She will be working to launch the next edition of our Net Zero roadmap in early 2026 at our next seminar.

management and recruitment, and has made a seamless transition, which was recognised at the 2025 Trade Association Forum Awards as she was a finalist for the Rising Star Award. In more happy news, Belle will be taking maternity leave from November 2025, and recruitment for her cover will be underway in the summer. Within our main office team, Lorraine Beard has taken over the position of Office Manager, alongside her responsibilities of BCF’s finances, and her investment of BCF reserves has helped us to stay in such a strong financial position as an organisation. We are also delighted to share that our new Membership Administrator, Chris Easterlow, is joining the BCF team from June 2025.

BCF’s Regulatory and Public Affairs team continues to deliver for our members, supporting them in navigating the significant regulatory and legislative challenges faced by the industry. Our Regulatory Affairs Managers, Ciara Dempsey and Kathryn Tearle, and Public Affairs Manager David Park all complement each other perfectly and are providing outstanding levels of support for our membership. In sad news, Regulatory Affairs Manager Kerry McLoughlin left for pastures new in May 2025 after being offered an unmissable job opportunity. We wish her all the best for the future, and thank her for her dedicated enthusiasm and work with the members. Her successor, Laura Clement, will be joining us at the end of the summer.

In regard to BCF consultants, Ian Birch has begun working with the BCF to assist with the development of our Building Regulations Taskforce. Whittle Industry Data continues to deliver a wide range of excellent statistics programmes for members. John Dixon retired at the end of 2024 and has now handed over to his team, Paul Goldsmith and Ben Pestell, who we wish well in this new chapter of the company that has done such a good job for the industry over so many years. Steve Snaith continues to be a stalwart support on our PaintCare programme and will be working closely with Tom and Leah as we move ahead with our PaintCare implementation plan, which will entail hiring dedicated PaintCare staff before the end of 2025.

Decorative Coatings Council

Chaired by

The Decorative Coatings Council met in June and November 2024. One of the main focuses for the agenda has been PaintCare. Members contributed to this positively, providing useful input to support the progression of this important project. Another important agenda item was the Extended Producer Responsibility (EPR) requirements. There were some points that required clarification for decorative coatings, for example, the issue of whether trade waste was in scope. The meetings also covered microplastics and green claims, discussing ways in which the industry can push back against misleading claims. At the November meeting, it was agreed that the new proposed classification for talc was a potentially significant issue, and it was agreed to encourage CEPE to establish a Task Force on this.

Decorative Coatings Technical Committee

Chaired by Gareth Hayfield, Farrow

The Decorative Coatings Technical Committee met three times in 2024. One of the most significant items on the agenda has been on green claims and how we address and deal with misleading claims. The DCTC has been active in producing the Green Claims Guide for Decorative Paints, and this has recently been updated to include guidance on ‘climate positive’ or ‘carbon neutral’ claims. Another important topic has been microplastics. This issue has generated a great deal of discussion at meetings. We have discussed the microplastic restriction in the EU, as well as the EA report and RIVM, which provide conflicting information about the significance of the issue of paints and microplastics. More recently, the committee has agreed that it would be useful to commission a study to examine the fate of paints/ microplastics in the environment and through wastewater treatment if brushes and rollers are cleaned under the tap. The committee has also discussed the concerns around the dwindling number of biocides available for water-based paints that are suitable for products being sold to consumers. This issue will continue to be discussed in 2025.

Joint Industrial and Powder Coatings Council and Vehicle Refinish Group

Chaired by Patrick Smith, Manor Coatings Systems (IPCC) and Simon Aldersley, Axalta Coating Systems (VR)

The IPCC/VR groups met in May and November. One of the main focuses on the agenda was the Online Sales guidance which has now been updated to reflect the revised EU CLP regulation and is ready for circulation. Given to the vast number of GB/EU/NI regulations potentially relevant to members, BCF provided an overview of key regulatory changes and substances of interest in a new format, which was well received. The statistics section of the meeting was also welcomed and will continue to be on the agenda going forward. In the November meeting, a ‘Challenges Facing Business’ survey was distributed. The results will be reviewed at the 2025 meeting and will help shape the agenda going forward. Regarding Defra activities on the VOC Paint Product Directive (Solvents Directive 2004/42/EC), members were informed that a review of its effectiveness has been completed, and a report is ready for publication. However, due to the general election, the release has been put on hold but is expected to be published in 2025.

High Performance Coatings Group

Chaired by Michael Taylor, PPG Protective & Marine Coatings

The High Performance Coatings (HPC) Group met on two occasions during the year. The group continues to work closely with National Highways contributing to the ongoing update of their series documents and advocating for necessary specification updates. The work ongoing with Network Rail also progressed, with an agreement now in place regarding the information to be stored in the PADS database moving forward.

Bisphenol A (BPA) remained a topic on the agenda and while the proposed German restriction has been postponed, the EU/NI Regulation for a ban of BPA in articles intended to come into contact with food was published on 31 December 2024. There are transitional periods of 18 and 36 months and a derogation in place for varnishes and coatings. Members were also kept informed of developments concerning other substances of concern such as TiO₂ and talc, as well as broader regulatory changes.

Members reviewed BCF technical guidance documents and agreed that both G021 – Re-use of Structural Steel in the Construction Industry and G022 – Protective Coatings Technologies for Steel required minor updates. In the October meeting, the group also received updates from the ISO TC35 meeting held in London. A range of standards and proposals were discussed, including the draft of ISO 8501-1, which will display pictures for user’s reference. Work also continued on ISO 12944, with further updates scheduled for the October 2025 HPC meeting following the next TC35 session in June.

Protective Coatings Group for UK Infrastructure

Chaired by Michael Taylor, PPG Protective & Marine Coatings

The group continues to meet in the afternoon session of the HPC meeting and remains well attended.

National Highways continued to provide updates on key documentation, with updates to these documents expected in Q2 or Q3 of 2025 and has noted that BCF members’ request regarding pigmentation would be reflected in a future addendum. Discussions have also begun on the durability of coatings, with National Highways encouraging manufacturers to exceed the current 25-year standard. However,

members agreed that this discussion should wait until the revised ISO 12944 is published, as an update regarding durability and the required testing was expected in that revision. National Rail standard proposals also continue to be discussed within the group, with the group providing feedback when required.

During the last meeting the group received confirmation that the revision of SG12 by the BBA is now complete, with a draft expected to be circulated soon. Additional updates were shared Transport Scotland and Socotec. Socotoc explained that the comparative corrosion evaluation test program had been finalised and that the required documentation still needed to be agreed upon.

The government apprenticeship scheme for Industrial Coatings Applicator -level 2 has been retired. Since then, the rule for participants requiring Maths and English has changed, which is a change that was welcomed. It was also noted that another industry (BAE) are trying to revive the apprenticeship.

Aerospace and Defence Coatings Group

Chaired by Graham Armstrong, Indestructible Paints

The Aerospace & Defence committees met in July and December. Both meetings also included officials from the Ministry of Defence. The focus at the meetings has been on standards, both Defence Standards and the BSI committee ACE/65. Members expressed some concern about the relevance of the agenda at ACE/65 and ways to address this. Issues on chemical regulation were also on the agenda, in particular chromium VI authorisations and the PFAS restrictions.

Intumescent Coatings Group

Chair: Rick Perkins, Sherwin Williams Protective & Marine Coatings

The Intumescent Coatings Group met twice, with melamine remaining a key substance of interest. Updates were provided on the work being carried out by the CEPE Melamine Intumescent Coatings Research Group, to which the BCF had previously contributed towards research funding.

The group continued to receive detailed updates from ASFP on the Building Safety Act, the Code for Construction Product Information (CCPI), and the ASFP Competency Framework. Discussions were also held on regulatory changes in Great Britain, including the removal of BS476 from Approved Document B and the potential for a review of the Construction Products Regulation (CPR).

Following a review, members agreed to withdraw some outdated BCF publications and to update the BCF document IC001 – BCF Test Method for Determination of Intumescent Coating Volume Solids. The group also reviewed and revised the intumescent coatings wording on the BCF website.

Members also received updates on other substances of concern, such as talc, as well as ongoing developments in UK chemical legislation, including UK REACH and the divergence between EU/GB CLP. An in-depth overview of the BCF Net Zero Roadmap was also presented at the December meeting.

POWDER COATINGS CONTINUED

Marine Coatings Group

Chaired by Geoff Mackrill, Teal & Mackrill

The Marine Coating Group (MCG) continues to meet with the HSE Biocides Team to discuss the risk assessment for product authorisation under the GB Biocidal Products Regulation (GB BPR). Of concern is the use of the environmental risk assessment for the authorisation of PT21 products and the human health risk assessment for the continued consumer use for anti-fouling paints.

The group have a live survey aimed to ensure the safe use of antifouling paints in a DIY scenario continues to be approved in the UK. Uptake of the survey has been slow, the survey will remain open until the end of the summer.

The group renewed their links with the RYA and British Marine, with BCF supporting the Protect Collect Dispose Week in October 2024.

Industrial Wood Coatings Group

Chaired by Mark Hubbert, Teknos

The group met in April and September. Following agreement on the statistics proposal, members agreed to proceed with the Industrial Wood Coatings Statistics Programme, which will now run on an annual basis. Members acknowledged that the data could still be valuable, even without the participation from some manufacturers who are not yet in BCF membership. The BCF will continue engaging with potential new members to encourage both membership and participation in the statistics programme.

The group also held extensive discussions on the shift from solvent-based to water-based coatings, exploring both the market drivers and technical challenges

involved. The BCF was keen to gauge interest from other sectors and therefore raised the topic at the IPPC meeting.

Regulatory updates were provided, including UK REACH, CLP, and building regulation changes, along with a detailed overview of divergence between GB and EU chemical and biocide legislation. In the April meeting members received technical updates from Arxada and Lanxess on active substances such as Propiconazole, IPBC, Zinc Pyrithione, and Tebuconazole.

Following on from the ASFP ‘Reaction to Fire’ webinar, discussions were on held on any possible collaborations between DCTC and the building task force, who are a sub-group of DCTC and look at post-Grenfell requirements.

Printing Inks Council

Chaired by Benjamin Grant, INX International UK

The Printing Inks Council met in April and December 2024. These were joint meetings with the Printing Inks Technical Committee. In April, Benjamin Grant was introduced as the new Chair of the PIC. In the joint sessions with the technical committee, the EuPIA Exclusion Policy and issues around the impact of printing inks on recyclability were items high on the agenda. Advocacy and lobbying activities were also discussed, particularly on UK REACH and Extended Producer Responsibility (EPR). Cornelia Tietz (EuPIA Director) was welcomed to one of the meetings.

Printing Inks Technical Committee

Chaired by Barbara Paterson, Paragon Inks

The Printing Ink Technical Committee met in April and December 2024, and also had several ad hoc meetings in the autumn. The ad hoc meetings were to discuss the Recyclability Assessment Methodology (RAM) guidance which was drafted by Defra and Defra consultants. The RAM included several requirements that directly affected printing inks, and members spent time discussing and preparing the BCF response to the consultations on the RAM. The outcome was that many of the changes requested were made.

There were also ad hoc meetings to discuss UV inks and recyclability of printed paper and board. Members provided samples for recyclability testing and the discussion is now progressing onto how to utilise the results to demonstrate the recyclability of UV printed paper.

Mike Simoni (Sun Chemical) and Nick Ivory (Sun Chemical) kindly provided updates for the PITC on developments on food contact materials and the EuPIA Energy Curing Working Group. Updates on substance issues were also provided and discussed, for example on PCBs with regards to the restrictions due to the Persistent Organic Pollution (POP) changes in the EU.

PRINTING INKS

Wallcoverings Sector Council

Chaired by

The Council met twice in 2024, with the wallcovering's statistics programme being a key discussion point. In the October meeting, a new annual UK wallcoverings statistics programme was proposed with the aim to provide more accurate and useful industry insights. Members offered input on data requirements and suggested potential participants for the programme. Continued discussions about attracting new members to the BCF also took place.

Another topic on the Council agenda was recycling of wallcoverings, with a consensus that this will remain a standing agenda item. The BCF will explore the topic further in collaboration with IGI to better understand potential solutions.

Alongside this, members engaged in discussions on promoting the wallcoverings sector, with a call for increased participation in the BCF NextGen Council to help raise the industry’s profile in the younger generation. To show support for the next generation of designers, the BCF have sponsored a design category in the idott surface design competition. Idott are an educational charity who aims to build links internationally with universities and colleges, design students, their tutors’ and industry professionals.

Wallcoverings Sector Technical Committee

Chaired by David Hodgson, Anstey Wallpaper

The Wallcoverings Sector Technical Committee have met three times over the past year, with the EN15102 standard continuing to be a discussion point within the meetings. In the April 2025 meeting, the group were informed that CEN TC99 were looking at a fast-track option to update EN15102, rather than using the current acquis option which would take longer. When the standard is updated, it will be in accordance with the requirements of the new EU Construction Products Regulation (CPR). The future of CW35, the UK mirror committee to TC99, was also discussed and a survey has been circulated to gather members' views.

The committee received various updated on European Regulations such as the EU Construction Products Regulation (CPR), General Product Safety Regulation (GSPR) and European Anti Deforestation Regulation (EUDR). The EUDR has been delayed by a year and is now applicable from 30th December 2025. Members have been encouraged to work with their suppliers and to begin gathering the extensive data required as soon as possible, prior to the deadline to avoid any delays on imports.

Throughout the year, updates were provided on key UK regulatory topics, including UK REACH and the Extended Producer Responsibility (EPR) scheme. The group were also kept informed on important substances such as TiO₂, POPs, and PCBs. American chemical regulations continued to be monitored, with key developments being shared such as the updated labelling requirements for California Proposition 65.

SECTOR WIDE BUSINESS SUPPORT

Safety Advisory Panel

BCF’s Safety Advisory Panel continued to support the Annual Statistics Survey and the industry was kept up to date with relevant HSE and CEPE/EUPIA Safety Alerts. Members shared recent issues arising on their sites which could become learning experiences for others. Members were reviewing various BCF guidance documents: the updated Guidance HS008 ‘Safe Handling and Use of Flammable Liquids and Powders in the Surface Coatings Industry’ was published in January 2025 and is available from the BCF website. During 2025, the group are reviewing the BCF Guide to safe use of dispersion equipment, HS033.

Environment Panel

The Environment Panel continued to hold joint meetings with the Safety Advisory Panel and the new Sustainability Manager has taken over secretariat. Key topics for discussion wihtin the group have been agreed and include VOC emissions, spills and releases, and environmental permits to be included. Updates on other areas of interest such as Net Zero and Extended Producer Responsibility are also to be included.

In February’s meeting, the group explored the purpose of Climate Change Adaptation Risk assessments and members shared examples of what action they’ve taken in this area.

Updates on the Extended Producer Responsibility (EPR) for Packaging Scheme were provided, including changes to EPR fees and reporting requirements including the publication of the Recyclability Assessment Methodology.

The Panel is keen to work with the industry on the BCF’s sustainability activities and contribute to the industry’s road to Net Zero.

Classification, Labelling and Packaging Panel

The Classification Labelling and Packaging Panel held hybrid meetings in June and November 2024 and a virtual meeting in March 2025.

The UK REACH Consultation on the ATRm was discussed in detail in June and members were encouraged to supply feedback to the BCF and to respond to the consultation themselves. The HSE attended the meeting in November, to provide the Panel with their proposals for the reform of GB CLP.

Divergence between the GB and the EU/NI continues to be discussed, with meetings covering both the EU ATPS and the updates to the GB MCL list. Divergence from the EU is of concern to the industry, especially with the introduction of new hazard classes the EU CLP Regulation and the changes to the EU CLP Regulation, especially to label formats. The group continues to monitor changes to EU and GB Chemical Regulations, with regular updates to the industry. The group were updated in detail on the CLP amendment with a BCF webinar in January which was available for all BCF members to attend.

The March meeting was held virtually, the group discussed the new CLP amendment and provided feedback to CEPE regarding their views on advertising and the update to Article 48. A small group of members from the panel are working on an update to the BCF Guide to CLP and SDS.

Carriage of Dangerous Goods Panel

The Carriage of Dangerous Goods Panel met in April and October 2024 and continued to monitor changes to the Transport Regulations. Members of the group work closely with the CEPE Transport Committee, who achieved an exemption to the UN packaging requirements for UN3082 mixtures containing than 1% of highly toxic substances. This relates to water-borne paints containing low levels of biocides which have harmonised classifications with high M-factors. The group is also monitoring the discussions at IMO level regarding the shipment of plastic pellets by sea.

The BCF Guidance on Bridge Strikes, TP036, was reviewed and updated and the Group are working on The BCF Guide to GB Carriage Regulations, ADR and IMDG Code, TP009.

The industry is kept up to date with the latest guidance and information from the DfT and DVSA including recent guidance on “Load Security”.

Coatings Care

Coatings Care is an environmental programme that demonstrates BCF members’ commitment to the health and welfare of employees, the safe operation of processes and shows determination to contribute actively to a sustainable environment.

The Coatings Care programme recognises improvements in the performance of the coatings and printing ink industries across 45 KPIs in the fields of the environment, safety, health, distribution and product stewardship. In 2024, AkzoNobel Decorative Paints won the Coatings Care Overall Best Performer Award; Steyport were the winner of the Coatings Care Progress Award.

Associate Technical Committee

The Associate Technical Committee held a hybrid meeting in June and a virtual meeting in November 2024. The group consists of representatives from the supply chain and focuses on technical and regulatory issues of greatest common concern. There were discussions on raw material supply issues, UK REACH, microplastics, changes to UK and EU regulations and updates on substances of interest to the industry. The activities of BCF, including the Net Zero Seminar and Roadmap and the Essential Coatings Report and summaries of the concerns of the BCF technical committees were also discussed.

Global Chemicals Group

The GCG met twice since the last handbook was published. The meeting continues to provide members with a brief overview of significant changes in global regulations, updates from the World Coatings Council and UN GHS Stakeholder meetings.

The previously created ‘How to Guides’ continued to be a discussion point in both meetings. Following on from a member survey regarding countries of interest, the US ‘How to Guide’ has been updated. With the help of members in a small working group, the guide was updated to reflect the current US regulations and was published in December 2024. Results from a further survey indicated that the ‘How to Guides’ should be continued to be updated via working groups.

SECTOR WIDE BUSINESS SUPPORT

To support members, the BCF are organising country specific regulatory webinars to utilise associate members expert knowledge. The chemical regulations webinars taken place so far include, China and South Korea presented by CIRS, Ukraine presented by Yordas, US presented by H2 Compliance and a further webinar on South America is planned for the summer.

Sustainability Committee

The Sustainability Committee continues to meet annually, last coming together in June 2024 which opened with a reflection on the launch of the Roadmap to Net Zero and launch event. The BCF then went on to share the Demystifying “eco” Paints guide, which seeks to support consumers in understanding the components of decorative paint and some of the statements used in marketing.

Members kindly shared their experiences of using EcoVadis and Together for Sustainability, which provides guidelines for Product Carbon Footprints, which BCF provided updates on Coatings Care and PaintCare.

There have also been a series of webinars covering topics such as biobased materials and packaging as well as the annual seminar in March 2025 where over 100 members gathered to talk about scope three emissions.

The morning session opened with speakers on the Corporate Sustainability Reporting Directive along with the challenges and opportunities this presents to upstream scope three emissions, exploring the Together for Sustainability initiative which focuses on the promotion of sustainability practices in the chemical industry's supply chain and seeks to establish standardised auditing and assessment. We heard about the role Hydrogen can play in decarbonisation and projects that were underway which may be of interest to our members and then we went on to hear what’s been done in the automotive industry, with particular focus on how organisations have engaged their supply chains in delivering sustainable outcomes. Following this, presenters were joined by raw material suppliers and retailers for a panel discussion on the role of the full supply chain in delivering a reduction in emissions.

The afternoon session focussed on packaging, and we were joined by PackUK for an overview on how the Extended Producer Responsibility and Recycling Assessment Methodology supported a circular economy. Again, this was followed by a panel session with representatives across plastic and metal packaging materials.

The Sustainability Committee will continue to key topics, share best practice and provide support to members towards Net Zero and other important sustainability topics.

Equity, Diversity and Inclusion Committee

The Equity, Diversity and Inclusion Committee met twice in 2024, and once in 2025 to date.

In April 2024, the BCF launched the industry’s ED&I Charter with 34 signatories. BCF has begun to set out a framework for member

support through a series of topic-focussed webinars, starting with ‘Nurturing a culture that understands equality & inclusion’ and run by BCF member Bluewater Consultancy, which took place in summer 2024.

BCF conducted a baseline survey of members in October 2024. 17 companies took part, representing just over 7,000 staff (circa 50% of the industry) to find out what the current demographics of employees in the industry are and what characteristics BCF members currently record. The insights of the survey will be used as a benchmark for future biennial surveys to measure long-term progress.

BCF continues to work to promote careers in the coatings and inks sector at upcoming events to engage with young people, utilising the Coatings Ambassadors network and leading to the formation of the Coatings NextGen Council, an industry young leaders network, in 2024. ED&I support, guidance and resources for members on the BCF website will continue to develop moving forward with the support of the committee.

Coatings NextGen Council

The Coatings NextGen Council (CNGC) was officially named and launched in April 2024 with a shared aim to increase awareness and engagement among young people considering a career in the coatings industry. The group met three times in 2024 and once in 2025 to date.

Early discussions focused on the need to develop a clear value proposition that would highlight to young people why the coatings industry is an attractive career choice. The CNGC agreed that a targeted approach based on different age groups would be effective, alongside the creation of a marketing campaign to help guide students towards the sector.

Throughout 2024, the CNGC identified the need for more internships and placement opportunities, encouraging members to explore what their own companies currently offer and how this could be expanded. Members were also asked to reflect on what attracted them to the industry and to contribute content for the Coatings Careers Hub, the new Coatings Careers Hub was since then launched in January 2025.

In the October 2024 meeting, members reviewed findings from the Coatings Careers Survey, which highlighted the ongoing need to raise awareness of the industry and the variety of opportunities it offers. Collaboration between the Council and the BCF was identified as crucial for producing outreach materials. All members committed to attending at least one careers event in 2025 and to making active use of the Coatings Careers Hub, especially during any engagement with students. The new Hub is set to launch by the end of November 2024.

The most recent meeting in April 2025 reaffirmed members’ commitment to attending at least one careers event during the year. The Council also narrowed down key focus areas for targeted career outreach, with specific targets to be developed and reviewed as a follow-up to the meeting.

Callum joined the BCF team in July 2023 for his 12 month placement year during his Photography degree at Coventry University as our Marketing Executive. Once he stepped into the role, Callum absolutely thrived. He quickly made up new skills within marketing, but he truly had a love for photography.

In his time with us, he was the sole photographer for large scale industry awards, conferences and seminars, responsible for documenting some milestone events in history for our industry, even including at the House of Commons. It was amazing to watch him embrace this role at events and become a director with the delegates, engaging them in the experience and getting wonderful output as a result. His photos were circulated in numerous trade and national press outlets.

Callum was also responsible for BCF’s social media channels and helped us begin to build what is now the new Coatings Careers Hub. He produced almost all of the materials for our Essential Coatings campaign, and our first ever industry Net Zero Roadmap; his contributions will be embedded in BCF’s history.

Callum was an talented graphic designer too. Not only did he excel in the day-to-day marketing tasks, his contributions were even awarded in a prestigious ceremony for the Trade Association Forum’s 2024 Publication of the Year Award, chosen from all trade associations in all sectors across the UK.

Outside of work, Callum was hugely passionate about wildlife and animals, and was always travelling the country to take photos for his portfolio. He was also a huge lifelong Coventry City fan, a season ticket holder for most of his life.

NHS, so young people have dedicated staff and facilities to support them throughout treatment.

They run events for young people with cancer to help them regain independence and meet other young people going through something similar. They also provide easy-to-understand information about every aspect of living with cancer as a young person.

In April 2024, Callum was tragically diagnosed with cancer. He kept in close contact with us throughout this time, and we know from him and his family that he stayed incredibly positive in the face of his illness. Callum fought so hard, but lost his battle after eight months in January 2025. He was only 22 years old.

He was exceptionally talented beyond his years - for him to have had such a far reaching impact in not just BCF but throughout our industry, in such a short time is a true testament to his character and talent. We are all so proud of him.

This is not the end of Callum’s story; it’s the beginning of his legacy.

At all three BCF flagship events, we will be fundraising for charities that all directly supported Callum and his family when they needed it most: Teenage Cancer Trust, Myton Hospice and Young Lives vs Cancer. We hope that our members and stakeholders will join us in supporting these charities for a cause that holds great personal meaning for the BCF team.

We’re also launching the BCF Rising Star Award in 2025 in Callum’s memory, to recognise those early in their careers that inspire others with their dedication and enthusiasm, just like he did.

We’re delighted to be using this Award to celebrate Callum’s life and the achievements of others who, like him, show great promise for a bright future in our industry.

BCF’S CHARITY CYCLE:

Join us for the fifth BCF Charity Bike Ride!

On Friday 4th July, BCF will host its fifth annual charity bike ride from our Coventry office, bringing together teams from across the industry to raise vital funds for Myton Hospice, a charity providing compassionate end-of-life care.

This year’s ride is especially meaningful as we ride in memory of our colleague, Callum Plummer, who was cared for by Myton during his battle with cancer. We are determined to honour his memory by raising more than ever before.

Riders can choose from three scenic Warwickshire routes100km, 52km, or 35km-catering to all abilities. In 2024, the event raised over £19,000, and we aim to surpass that this year.

Participants will receive a BCF-branded jersey, route details and fundraising support. Secure bike storage is available at the BCF offices the night before.
