GROUND BREAKING MARKS START OF DOWNEY LIBRARY RENOVATION BY TAMMYE MCDUFF The Downey City Library will undergo a complete renovation that will transform it into a true 21st Century public learning environment, furthering its mission "to ignite a community of creative and critical thinkers." A ceremony was held at the original entrance last week to usher in the renovation. Construction is expected to last over a year, which will completely close on-site library operations. Improvements include the modernization of the City's Library by reconfiguring interior spaces, replacing interior finishes, books and data storage furniture, installation of energy efficient lighting, completion of ADA improvements, new doors and signage, as well as exterior painting of the building. Since, the improvements will be interior for the most part; the Downey Public Works Department dumped ‘Downey dirt’ at the front entrance to symbolize the overhaul of the brand new facility. Director of the Library Ben Dickow reiterated it was ‘fresh dirt and delivered

BY BRIAN HEWS Stealing a car from the Montebello Police is apparently easy, in addition, they will not find about it even though it was stolen from their own parking lot. On May 21 the MP discovered that a marked black and white patrol vehicle was not parked in its designated parking stall at the police facility. Worse, a loaded AR-15 assault rifle and two loaded shotguns were inside. One of the shotguns was loaded with bean-bag rounds, the other with lethal shot. The MP said all the weapons were locked and secured in the vehicle and all the keys to the SUV have been accounted for. The MP notified other law enforcement agencies about the missing vehicle, which has a California exempt license plate number of 1429238, Montebello po-

COMMERCE COALITION COLLECTS ENOUGH SIGNATURES TO PASS CANNABIS REFERENDUM Last week, a coalition of concerned residents and local business owners fanned out into the city of Commerce gathering signatures to begin a referendum to revoke twenty-two cannabis ordinances recently passed in the city and stop any additional licenses from being issued. HOMELESS COUNT CLIMBS 10% IN SOUTHEAST CITIES BY BRIAN HEWS After two years of no growth in the numbers of homeless people in the southeast area of Los Angeles County, this year’s recently completed count showed a 10 percent increase in Service Planning Area 7, according to numbers released Wednesday by the Los Angeles County Homeless Services Authority. The 2018-2019 ABCUSD Student Board Representatives received recognition from school board Trustees at the June 4, 2019 ABC school board meeting, . “Tonight as we are nearing the end of our school year, we always want to recognize the wonderful, outstanding, student board representatives from our adult school and our high schools,” began Superintendent Dr. Mary Sieu. The representatives will receive certificates of recognition for all the time they have spent at Trustee Board meetings. The number of homeless in 2017 was 4,533, 2018 saw a minor increase of 36 to 4,569, but the 2019 numbers jumped 471 to 5,040. Digging deeper into the numbers showed some alarming trends in SPA 7. In the 18 to 24 group, the change from 2018 to 2019 was 138%, the chronically homeless numbers increased 55%, and the number of homeless veterans jumped 45%. Under gender, transgender homeless jumped 93%, female homeless rose 16%, and the number of male homeless climbed

6%. Under the health disability indicator, the homeless who reported a substance use disorder jumped 131% to 871. Those with a serious mental illness rose 7% to 843, those with a developmental disability climbed 88% to 314, and homeless reporting a physical disability rose 28%. The 2019 count of SPA 7 cities has not been published yet, but a homeless count analysis by HMG-LCCN of SPA 7 cities shows increases as well as decreases for the years 2016-2018. Cerritos, Bellflower, Hawaiian Gardens, Lakewood, and Norwalk all saw decreases in their respective cities, while Artesia, Commerce, and La Mirada saw increases. Many experts are blaming the high cost of housing in Los Angeles County as the main driver of the homeless count increase.

LA MIRADA HIGH SCHOOL'S PERFECT SCORING ACE TEAM WILL COMPETE IN NATIONAL COMPETITION BY ETHAN MULLER Have you ever been in a situation where you lose something of value, such as a phone or wallet? You look everywhere for them, but to no avail. Well, there is a solution. A new local company called ‘Atlas’ is now producing stickers, tags, and other attachable items that you can place on possessions. The stickers have built in GPS technology and by using Atlas’ website, you can track the exact location of the item. La Mirada High School’s ACE Program has done their job for the Career Pathways Showcase competition at Skills USA, a company which assists high school students to prepare to enter the ever-changing workforce. The students who created and headed the faux company ‘Atlas’ are Megan Tapia, Francisco Ramirez, Rebecca Huerta, and Jan Callies. Not only did the students take home the Skills USA Gold medal from Region 3 Conference for 2019, competing against every school in the state, but they received the incredibly coveted perfect score, 1000 out of 1000, for their presentation. The Atlas team will be taking this score with them to the National Skills Conference in Kentucky where they will be competing against top schools from all over the United States hoping to take the gold once more. Each one of the four Atlas team members have varying reasons why they went down this path in high school. “I went to an ACE meeting and we created a business plan, attended Cham-

ber of Commerce meetings, and built a business ….then I found out we get to build our own business, and it seemed pretty cool,” explained Atlas Vice-President of Marketing Huerta, “it was another step in getting to do things on my own, the more I got involved, the more I wanted to keep going and see the end result.” Having some experience with running a family business, Callies had a different reason for joining ACE. “Actually I dropped track. I just wasn’t feeling it,” said Callies, “I did return to the class as a junior with a new found enthusiasm for the program.” “If we’re being honest, when I first heard about this academy, it was the field trips that got my attention,” said Tapia, referring to the Regional and State meets that many Skills USA teams attend, “there are so many memories of the trip we took to Oakland.” A hotel full of mischievous teenagers can be over whelming,” admitted Tapia, “however there was one defining feature about the trip that drove our team to rise above and achieve a perfect score, it was our motivation, dedication, and unconventional outlook on how to solve a problem.” The team used skills that are needed every day to operate a business, real, virtual or otherwise. Through their interaction, the students found that they all wanted to pursue a management career, targeting higher institutions such as CSU Dominguez Hills and UCLA, with the goal of taking their experience from ACE and making it their future career.

The friendships that the ACE team share, alongside other connections such as sports, social clubs or joint interests goes to show that students need extracurricular activities. Ramirez added, “you never know

what future opportunities you might miss, if you never take that plunge. Look at what we were able to manage just by joining the academy!” Who knows maybe one day one of these students will be the next Steve Jobs.

Project Description:

The work or improvement to be performed generally consists of pavement rehabilitation at the Cerritos Auto Square Parking Lot located at 10903 Auto Square Drive. Pavement rehabilitation consists of grinding 3” of the existing asphalt concrete (AC); construction of a 1” AC leveling course, and a 2” AC overlay. Additional improvements also include re-striping of parking stalls; installation of parking bollards; installation of electrical grounding wire; construction of miscellaneous concrete improvements; installation of security fencing; and other items identified in the bid schedule.

the most part, have struggled to compete with the powers of those three leagues, a new league that would be better suited in certain sports in terms of competitive balance. But was it the right move? I have spent the past school year talking to numerous coaches, athletic directors, players and parents from Artesia High, Cerritos High, John Glenn High and Whitney High, as well as current Suburban League member Norwalk High, and depending on what sport you’re talking about, there isn’t a unanimous liking or disliking about the 605 League. Some like the new league, others don’t. Some are thrilled because now their schools can win league championships in sports they haven’t won in long time while some think it doesn’t benefit their respective sports. Before going down the list of winners and losers of the major sports, let’s get this straight. Whitney benefited in the travel department as their athletic program doesn’t have to venture to East Irvine, Newport Beach and San Juan Capistrano for league events, especially on a Friday afternoon when the 405 Freeway can be a nightmare. Instead, Whitney is in a league with its ABC Unified School District rivals for the first time, and the school is joined with longtime Academy League rival Oxford Academy. The school that didn’t benefit with the defection of three institutions was Norwalk High, which is now mired in a four-team Suburban League where half of the circuit claim automatic berths to the CIF-Southern Section playoffs. Knowing that La Mirada High and Mayfair High dominate most sports, and have over the past two decades, Norwalk will be in a tough situation until the Suburban League adds more schools, or Norwalk moves to another league. Here’s a recap of how the new league did, as well as Norwalk, in the major sports for the 2018-2019 school year. FALL SEASON

Artesia and Glenn came away the big winners in football, finishing in the top two spots in league. And, what a relief because since 1998, La Mirada or Mayfair combined to win the Suburban League all but once. Meanwhile, Artesia, which had finished above third place just twice in the past 20 seasons, won the 605 League and for added measure, advanced to the Division 12 championship game. Glenn had its best league finish in over two decades and Pioneer High, which had historically finished in the bottom third of the Del Rio League, had its best league placing since 2002. The formation of the 605 League was mostly football-driven as the former Suburban League teams had a hard time competing with La Mirada and Mayfair, and in this sport particularly, it paid off for Artesia and Glenn. Cerritos won the Suburban League in girls volleyball, heavily owned by Mayfair, three times since 2005 and was the league champion in the 605 League while Whitney, which had finished no better than fourth place 16 straight seasons, came in second place with Pioneer at third place. Cerritos and Whitney stand to be in a better place in the 605 League. In girls tennis, it was status quo for Cerritos, which has gone 200-2 in league play since 2002. So, moving to the 605 League

WINTER SEASON Once again, La Mirada and Mayfair were the kings of the Suburban League in boys basketball for the better part of the past 11 seasons but Cerritos claimed the 605 League title this past season with Artesia coming in second place. Those programs figure to compete for a league title in the near future with Whitney trying to get back to the middle of the pack. In girls basketball, Oxford Academy’s brief reign seems to be over as Cerritos and Whitney could finish as the top two teams next season. The new league didn’t hurt or help Cerritos or Whitney as they have always been competitive in the Suburban League and Academy League respectively. However, it may be more of the same for Artesia and Glenn, who had struggled in the Suburban League. While Artesia clearly dominated in boys soccer, Cerritos and Whitney battled for the last playoff spot and are a force to reckon with, along with Pioneer High. And in girls soccer, which got a lot of talk during the winter season, it was all Cerritos with Artesia second. Everyone else struggled and the future doesn’t look too well for the other four teams. The 605 League is Cerritos’ to lose in this sport. As for Norwalk, only boys soccer benefited with the new look in leagues. Girls basketball, a consistent playoff team in the old system, advance this past season. But boys basketball and girls soccer each won one league contest. SPRING SEASON The biggest winner was the Cerritos baseball team, which won a league title for the first time in over two decades. Glenn claimed a playoff berth while Whitney has plans on being in the top three in the near future. While Glenn has been a playoff team recently, the new league could benefit the Eagles. The very nature of the referendum process is that it must be accomplished in a very condensed time frame. Consequently, there are no requirements for proponents to file notices, publish notices in newspapers, or obtain documents or input from City officials; it is truly a process of the people. Under the Elections Code (Code), the referenda petition must be circulated within thirty days of the passage of the

ordinance(s) and must be signed by 10% of the registered voters. When the gathering process is completed, the signatures must be submitted to the Commerce City Clerk (Clerk) for validation. Under the Code, the Clerk and the Los Angeles County Registrar-Recorder’s Office has thirty days from the date of filing of the petition to verify signatures. If the petition is found to be “sufficient,” meaning the required number of signatures are valid, the Clerk will certify the results at the next Commerce City Council regular meeting. At that time the ordinance is suspended until one of two actions occur: a special

election is called within 88 days of the certification of the referenda or the ordinance is placed on the next regular municipal election which will be 2020. In either case, if all steps are followed, the ordinance is suspended and, in turn, all twenty-two cannabis licenses will be suspended. Coalition Checks All the Boxes The Commerce cannabis ordinances were passed May 7; the coalition completed its signature gathering and will submit signatures next Monday June 3, well within the required time frame. At last count there was 6,800 registered voters in Commerce, which equates to 680 valid signatures to qualify the referenda.

In a testament to the strength of the anti-cannabis movement, the coalition indicated they have over 1,000 valid signatures and that each person signed twenty-two petitions, one for each ordinance. The coalition also told HMG-LCCN that they retained “professional signature verifiers” who pre-checked the petition signatures ensuring that “the signatures will be valid.” If that is the case, and the Clerk and Registrar-Recorder take thirty business days to validate the signatures and certify the referenda, the ordinances could potentially be suspended at the July 16 City Council meeting.
