ARTESIA CELEBRATES FOURTH OF JULY VIRTUALLY

BY TAMMYE MCDUFF In the wake of the killing of George Floyd on May 25th and the civil unrest that has followed, the discussion of racial equality and community / law enforcement relations has been a first and foremost discussion with the Lakewood City Council. On June 23rd the City Council unanimously approved the signing of a nationwide pledge to have a community review of the ’use of force’ policies carried out in Lakewood by the L.A. County Sheriff’s Department. Council members and city staff are now in the process of reviewing best practices for how to carry out that community review, with the goal of engaging the community in that review beginning in August. The City Council also approved the creation of a Community dialogue that would give all Lakewood residents the opportunity to be heard on the issues of racial equity and the communitylaw enforcement relations, with the goal of making life in Lakewood better and safer for everyone. The Council decided to start that process with the creation of an Interfaith council of religious leaders in Lakewood to help

BELLFLOWER WILL OFFER VOTE BY MAIL DROP-OFF BOXES BY TAMMYE MCDUFF This November general elections will be run in a way that will provide voters with several options to safely cast their ballots. All registered voters will be mailed a vote-by-mail ballot and provided with safe in-person voting options. Drop boxes will be available throughout the county to provide voters with CoVID safe alternatives. If approved, the license agreements will allow the Los Angeles County Registrar Recorder / County Clerk [RRCC] to place vote-by-mail ballot drop boxes at Bellflower City Hall and Thompson Park at no cost to the City for five years, extending through the next presidential election cycle. Bellflower’s City Hall and Thompson Park were selected by the County as ideal locations to serve as a drop off locations due to their accessibility. The voting boxes will be placed in a safe and easily accessible external location to ensure that voters can comply with CoVID-

HELPING OUT: 15 year old La Mirada resident Joseph Juarez fills care packages. BY TAMMYE MCDUFF Joseph Juarez, a 15 year old La Mirada resident, wants to help. When hardship strikes, people need help. Juarez does not have a website or a social media presence yet, but says, “Those affected by this pandemic are vulnerable families living among us, many are of the minority population in our community.” His identity as a young Latino and his personal association with those on a low fixed income has inspired him to try and offer as many services to these residents during this financial crisis as possible. Juarez aspires to provide non-perishable meals for local low-income families in an effort to relieve them of the weekly problems they are facing. “By providing meal packages for families living on low or fixed incomes, it helps them to keep their dignity in an anonymous way,” states Juarez. “My objective is to raise enough nonperishable food donations to sustain 100

meal packages within three weeks time,” says Juarez. Meal packages will later be distributed among local low-income families at a selected community park. “If given the opportunity,” he says, “I would like to make a public announcement of the food drop off and pick up location within a week, with the help of the Lamplighter.” Food donations would be scheduled Monday through Friday beginning at 10:00 am. Juarez wants to be a beacon of change for his community, “I have not seen many young men my age attempt to provide relief or diffuse the stresses that this virus has brought. It is vital that my generation, the voices of tomorrow, speak up and show up to help our community.” Although non-perishable food donations are the goal, all donations would be greatly appreciated. The City of Bellflower has maintained a longstanding partnership with the Los Angeles County District Attorney’s office for the services of a dedicated Strategies Against Gang Environments Deputy District Attorney[SAGE DDA]. The DA’s office was terribly delayed in providing their agreement for this year. The City’s Community Policing Plan benefits from the services of the SAGE DDA. The ability to work with rental property owners to help with problem tenants has been a valuable tool, particularly when prisons and jails are not upholding ‘meaningful sentences’. Recent examples of ongoing problem locations that were unresolved by traditional police presence, but managed by the City’s SAGE DDA were: • The DDA obtained Criminal Stay Away Orders against an aggressive homeless individual that is the subject of numerous calls for assistance from business owners and patrons in the 10300 block of Artesia Boulevard. • Investigation and mediation of a neighborhood dispute on Eucalyptus Avenue where suspected gang members were intimidating and harassing residents. The offending individuals were evicted. • An aggressive homeless individual was harassing business operations and sleeping in trash containers in the shopping center at 8500 Artesia Boulevard. A Letter of Agency aided in this person’s arrest. Working with the DDA this individual was sent to a mental health facility for evaluation and treatment. • Numerous individuals were loitering

in Constitution Park. The DDA was able to obtain orders against one of the individuals and matters against the others are pending. • A local church on Woodruff Avenue was being used for electricity and water during non service hours by the homeless. The DDA team met with the pastor to turn off those utilities while the property is closed. The owner will be making temporary changes to discourage this behavior while the property is under renovations. • A multi unit apartment on Walnut Street has been the subject of numerous calls for assistance for suspicious behavior and narcotics transactions. The DDA met with property owner who was witness to the actual conduct. The owner has evicted the offending businesses. • At Woodruff Avenue and Artesia Boulevard, several businesses were being inundated with homeless loitering and sleeping in the landscape. The DDA has negotiated with each business and they will share the expense of nighttime security. • The Public Works Department along with the DDA have removed benches and tables that were being used by homeless individuals who were harassing residents that live across the street from Thompson Park. The SAGE DDA also serves as a City advocate in court during the processing of cases that concern the safety of residents. With the reduction of many court services these past few months most of this work has been place on hold. The City Council has authorized the Mayor to execute a one year extension to the SAGE DDA agreement for 2020-‘21. The annual cost for a part time SAGE DA is estimated to be $135,341.

STAFF REPORT A massive fire devastated an eighteenth century mission church in San Gabriel, in the Archdiocese of Los Angeles, July 11. Archbishop Jose Gomez of Los Angeles called the fire at San Gabriel Mission church, founded by St. Junipero Serra, “devastating.” The fire began early Saturday morning around 4 a.m. and destroyed the roof and interior of the 249-year-old structure. Local firefighters said they responded to an initial alarm at 4:24. By the time they arrived, smoke and flames were visible from outside the church – which is a California Historical Landmark. "Our beloved #SanGabrielMission, founded in 1771, devastated by fire before dawn. St. Junípero Serra, pray for this land that you helped to found," said Los Angeles Archbishop Jose Gomez. Battling the four-alarm fire eventually involved 50 firefighters, according to the Los Angeles Times. Local fire department spokesman Captain Antonio Negrete called the damage “heartbreaking.” “The roof of the mission is completely gone and the interior up to the altar is completely destroyed,” Negrete said, noting that it was not yet possible

During the COVID-19 local emergency, there will be no fee charged for the permit. City staff will evaluate the application to ensure that outdoor dining can be provided

TUP applications are available on the City’s website at cerritos.us/BUSINESSES/planning_and_building_permits. php#planning.The application requires property owner and/or property management approval and will be processed by City staff within 48 hours. Applicants also must submit a site plan indicating the proposed location of the outdoor dining area, measures to protect the safety of restaurant patrons and verification that the configuration of tables and chairs does not impede pedestrian access and meets minimum clearances of 4 feet pursuant to ADA accessibility law. Effective July 1 and until further notice, the L.A. County Department of Public Health has required the closure of restaurants for indoor dining. Outdoor dining, delivery and take-out are permitted. BY TAMMYE MCDUFF Wednesday, July 15th marks the beginning of a phased reopening of the Downtown Disney District. A variety of shopping and dining experiences have begun including the re-opening of World of Disney store. The District has implemented new health and safety measures based on guidance from health authorities and appropriate government agencies. There are, however some key things to expect when visiting the District. Enhanced protective measures will require mandatory face coverings for cast members and guests two years of age and older, with the addition of hand washing stations and physical barriers, where appropriate. Physical distancing will reduce theme park capacity and appropriate signage will help guest move responsibly through the property. All guests will undergo temperature screenings prior to entering the Downtown Disney District or theme parks; in addition health screenings and temperature checks will be required daily for all Cast Members. Because theme park capacity will be significantly limited to comply with governmental requirements, a new reservation system will necessitate all guests,

including annual pass holders to obtain a reservation for park entry in advance. Limited contact enhancements include the recommendation of cashless transactions. Cast Members and guest interactions with the help of technology will include the expansion of mobile orders found on the Disneyland app. The Resorts is building on the existing standards of cleaning with heightened protocols. Because many of these measures are new, they will evolve as each phase is begun. The Disneyland Park and Disney California Adventure Park remain closed and will reopen at a later date. Recognizing that the CoVID-19 situation is constantly evolving is why the reopening approach for Disney is deliberately phased. There are many factors that will determine the timing of when various aspects of the Resorts being open to the public. In addition of the Parks working within State and local guidelines, they are working with the unions to responsibly and thoughtfully implement new health and safety measures for Cast Members. While it may be a bit different from the last time you visited, Disney is committed to bringing you imaginative ways to continue creating those magical moments.

La Mirada’s Measure I Citizens’ Oversight Board Presents Final Annual Report FROM LA MIRADA NEWS The Measure I Citizens’ Oversight Board presented its final Annual Report to the La Mirada City Council at Tuesday’s Study Session meeting. The five-member Board was created to review and report on revenues and expenditures of Measure I funds, the City’s one-percent transactions and use tax, which was approved by 66.63% of voters in 2012. Measure I officially expired on March 31, 2018. The tax generated more than $29 million during its five-year term, exceeding original estimates that ranged from $20-$25 million. The funds were used to complete five phases of neighborhood street improvements throughout La Mirada. The most recent phase was completed earlier this year using remaining Measure I funds and supplemented by gas tax funds. More than 90 percent of the nearly $29.3 million received from Measure I was spent on construction. The balance was spent on engineering, survey, inspection and plans/specifications. The Measure I street improvement projects were completed in addition to the City’s existing robust capital improvements program. Nearly $76 million in infrastructure improvements were completed

during the past six years. These included arterial street enhancements, traffic signal modifications, landscaped median renovations, facility improvements, new playgrounds at all parks and slurry seal roadway maintenance. While giving his report, Measure I Oversight Board Vice Chairman Lee Olsen said, “We can verify that all funds were dedicated to infrastructure improvements, the City continued to fund other projects at the same levels and, of course, the tax did sunset after five years. Promises were made, and promises were kept.” Serving on the Measure I Oversight Board with Lee Olsen were Chairman Hal Makin and Members Philip Massey, David Morfin and Scott Watkins. “We appreciate the great work completed by the Oversight Board and are pleased that our neighborhood streets are now in excellent condition with additional neighborhood improvements planned for later this year and next,” says Mayor John Lewis. “We can also report that La Mirada now has the lowest sales tax rate in Los Angeles County.” The Measure I Oversight Board’s Final Annual Report will be included in an upcoming issue of the City’s newsletter and posted on the City’s website at cityoflamirada.org.

Residents could run their own race or obstacle course at their own pace and time themselves. Residents’ choice whether to run or walk with members of their household, with the neighborhood or even on the treadmill at home. Residents could schedule their race anytime between July1st and July4th. A free downloadable race bib was available for the City’s website and participation certificates were mailed to the first 199 registrants. A patriotic family photo contest was next on the list of activities. Residents were asked to take a family photo dressed in patriotic attire or fashion and tag @ OfficialCityofArtesia on Facebook or Instagram for a chance to win. The grand winners were the Anand Family who received gift a $50 prize Taking chalk art to a whole new level was the Independence Day Chalk Art

Contest. Showing their patriotic side, Artesia residents were asked to get creative, grab some chalk and create a Fourth of July masterpiece in their driveways or on the sidewalk. Entries received by 11:59 pm on Saturday July 4th were taken into consideration. Three winners were chosen and also received $50 gift cards. And lastly but certainly not least was the city-wide call for residents to enter the home decorating Red, White & Blue contest. Applications were available through City hall or could be downloaded with contest rules and eligibility instructions. Judges were able to view each home from the socially distanced street. The contest was for exterior decorations only. Winners were chosen by the unique design and creativity of decorations; storyline or theme; display of décor and overall presentation. The Parks & Recreation Department also supplied downloadable instructions for a Patriotic Star Wreath and a Starburst Ribbon hairclip craft.

The city of Cerritos reported seven petty thefts; three residential burglaries and two domestic assaults. There was 19 part one crimes reported, down from 35 the week before; 2020 running average stands at 28 per week, down from the 2019 average of 33.2. Miscellaneous crimes were 11, up from 8 the week before; 2020 running average is 7.6, down from 8.8 in 2019. Alarm calls were 31, up from 30 compared to the week before; 2020 running average is 38.3, down from 47.9 in 2019, down hefty 20%. Calls for service were 261, down from 305 compared to the week before; 2020 running average is 267.7 calls per week down from 317.2 calls in 2019. Three drivers were arrested for DUI while conducting a DUI checkpoint on Friday, July 3, 2020, by LASD Norwalk Station. The checkpoint was held on Alondra Blvd at Longworth Avenue from 6:00 pm to 2:00 am. Five drivers were cited for operating a vehicle unlicensed or with a suspended/revoked license, and five vehicles were towed. An aggravated assault with a dangerous weapon was reported July 14th at 17300 block of Bellflower Boulevard; four reported vehicle breaks in and one vehicle theft. The unprecedented release of the Andres Guardado autopsy report on July 10th, by Medical Examiner-Coroner, Dr. Jonathan Lucas, has the potential to jeopardize the investigation, the filing of the case, and any possible future criminal or administrative proceedings. This move will now force the Sheriff’s Department to use court orders to enforce security holds that exist for only one purpose – to prevent tainting witness

testimony. Dr. Lucas has acknowledged succumbing to pressure from the Board of Supervisors and the Office of Inspector General, and has now made the admission that he sacrificed the integrity of the investigation in a bid to satisfy public curiosity. Andrés Guardado was an 18-year-old Salvadoran American man shot in the back and killed by a Deputy Sheriff from the Los Angeles County Sheriff's Department near Gardena and West Compton on June 18th. Guardado ran from two uniformed police officers into an alley, where he died after being shot by deputies. If you receive a demand for payment by telephone, email, or other means of communication, to be made in any form for any reason, from someone portraying themselves as a deputy sheriff or other Los Angeles County Sheriff’s Department employee, do not comply. Los Angeles County Sheriff’s Department personnel will never ask for payment over the phone or by email. If you believe you were a victim of this type of crime, contact your local law enforcement agency and report the incident. Detectives from the Los Angeles County Sheriff’s Department Internal Criminal Investigations Bureau (ICIB) conducted an investigation into an allegation of a department employee engaging in sexual misconduct with a detainee(s) at the Century Regional Detention Facility between August of 2017 and January of 2018. The allegations occurred under former Sheriff Jim McDonnell’s tenure as Los Angeles County Sheriff. Pursuant to this investigation, 29-year-old named Jim Bass surrendered to ICIB investigators on July 7th. Bass was assigned to the Century Regional Detention Facility as a custody assistant. He was charged with four counts of Engaging in Sexual Activity with a Detainee.

2021 ROSE PARADE CANCELLED

The 132nd Rose Parade was cancelled this week, officials announced Wednesday morning. It’s the first time in 75 years that the parade has been canceled. The last time the parade was canceled was between 1942 and 1945 during World War II. A special report concluded that the parade would bring large numbers of people in close proximity, creating a high risk for viral spread, he said. On top of the risk, the Tournament of Roses is months behind in preparing the floats, due to a shortage of volunteers who are mostly older adults. Bands have not been able to practice, and international bands will not travel. “For 132 years, the Tournament of Roses has been able to bring the hope and joy of the new year to people

around the world,” Eads toldd the LA Times. The Tournament of Roses is looking to team up with its broadcast partners to host a televised event for worldwide viewers as well as a local, socially distanced celebration. Plans for those events will be announced in coming weeks. The Rose Bowl football game on Jan. 1, is still scheduled, either with a socially distanced crowd or an empty stadium Decisions regarding some other traditions, such as the crowning of the Tournament of Roses Royal Court, haven’t been made yet. A spokeswoman said “in the next few weeks, we’ll make an announcement about the Royal Court and the theme and the tournament leadership.”

Then in late 2018, Oskoui purchased a $1.5 million home in San Juan Capistrano, nearly twice the size of his former house, eschewing a move to Downey while adding an additional 15 miles to his commute. Toll Brothers and Montebello Hills In December 2019, Toll Brothers broke ground on a new master-planned community in Montebello that will feature over 1,200 luxury homes, a 10,000 sq. ft. resort-style recreation center, and a nearly six acre park. There are reports that most of the homes will sell for well over $1 million. Months prior to the groundbreaking, the Toll Brothers asked for a proposal from Central Basin to construct a recycled water pipe and pump station to supply water to the development during and after construction. In the proposal, a pipe would feed off of Central Basin’s current recycled water distribution system on Lincoln Ave., travel up N. Montebello Blvd to a pump station, with additional piping going to the entire site, including a reservoir. The proposal was separated into two parts; Part One was the pipe from Lincoln to the pump station; Part Two was the pump station, the additional water pipes to the development site, and the reservoir. According to the presentation, Part One cost over $725,000 while Part Two cost $1.15 million. Given that Central Basin had the

existing recycled water distribution system, the agency was in the driver’s seat when it came to negotiating funding for the system, Toll Brothers was in no position to demand anything. But when the project was first presented, former Central Basin GM Kevin Hunt strangely proposed that the Commerce-based water agency pay for Part One with ratepayers footing the $725,000 cost. Some on the CB Board vehemently objected including current Chair Leticia Vasquez, Vice-Chair Art Chacon, Director Phil Hawkins, and newly elected Director Martha Camacho-Rodriguez. They asked Hunt to refrain from re-considering the proposal until Toll Brothers paid for everything, but the other directors - Frank Heldman and Dan Arrighi – who have since resigned under a cloud of controversy – along with Bob Apodaca, and John Oskoui, allowed Hunt to bring back the proposal five times. Finally the board voted 5-3 with Apodaca, Heldman, Hawkins, Oskoui, and Camacho-Rodriguez voting yes. Central Basin ended up paying nearly $75,000 for an Environmental Impact Report. Conflicts are Rife The actions of Arrighi and Oskoui during the debate were alarming, particularly in the case of Oskoui. Sitting and waiting in the wings for the project to be approved was the San Gabriel Valley Water Company, which would supply potable water to Montebello Hills. Arrighi, who recently resigned his director seat after an HMG article pointed out an incompatible office situation, is a vice-president for the San Gabriel Valley

Water Company Since he has a financial interest in SGVW, under California Code and Fair Political Practices Commission conflict of interest rules, he was required to recuse himself from any open meetings or closed session discussions of Montebello Hills. Yet Arrighi participated in votes on the project and, according to sources, was in closed session meetings concerning Montebello Hills. That would arm Arrighi with confidential information which would be valuable to his boss Michael Whitehead, a known friend of Ron and Tom Calderon, and Montebello City Councilman Jack Hadjinian. Some board members were complaining but Central Basin’s law firm at the time, Nossaman, LLC, was surprisingly telling them Arrighi was not conflicted. When Olivarez Madruga took over as the agency’s law firm, after studying the situation Rick Olivarez told all the board members that Arrighi was conflicted. In a conversation later with HMG, Olivarez confirmed that he told the board Arrighi was conflicted, which is why at the final vote to approve the project Arrighi was “absent.” Back to San Juan Capistrano The home that Oskoui purchased in October 2018, just months prior to the recycled water debate, is quite a gem. Located inside the “Ocean Hills” part of the Pacifica San Juan development, the home boasts four bedrooms, five bathrooms and is a 4,000 square-foot home sitting on a 10,500 square-foot lot; it is 1,100 square feet larger than his former home.

The seller listed on title reports was Pacific Point Development Partners LLC, a Delaware Corporation registered out of a “corporation factory” office in Scottsdale, Arizona. A corporation factory is a one-person office where the lessee lists themselves as the agent for service for corporations, with hundreds or even thousands of people using the office as their corporate address and the lessee as their agent. No owner information was available related to Pacific Point Development Partners, LLC. The selling agent was TM California Services Inc., which was, by the strangest of coincidences, registered out of the same corporation factory in Scottsdale. Suspicious yes, but what might catch the attention of Los Angeles District Attorney’s Office of Integrity and the FPPC is the actual builder of the home, a home Oskoui bought just months prior to the Montebello Hills recycled water project came before him and the board for debate. The builder of Oskoui’s Ocean Hills home was the Toll Brothers. When asked about the house, Oskoui first told HMG, “ I have never purchased a home from Toll Brothers, I purchased my property from another developer not Toll Brothers. In fact, Toll Brothers did not start their project in my neighborhood until a year later.” But according to San Juan Capistrano City Council documents, the Toll Brothers first proposed the project in 2015, and built homes in the Pacifica San Juan-Ocean Hills part of the development in 2018; Oskoui subsequently purchased the house in October 2018. In addition, when driving into the development, a directional sign clearly indicates it is a Toll Brothers development. Similar to Arrighi, Oskoui was required to recuse himself from any open meetings or closed session discussions related to the Toll Brothers and Montebello Hills. But according to sources he was one of the most vocal supporters. “We were very frustrated with Hunt and that group of board members,” Central Basin Vice-President Art Chacon told HMG, “we kept telling Hunt not to bring the project back until Toll Brothers paid for everything, but he kept at it, and wanted us to pay for everything. At the time Nossaman was our law firm and they said it was OK that Arrighi sat in on the closed session meetings when we discussed the project. When Rick Olivarez came in, he immediately told Arrighi he was conflicted. None of us knew about Oskoui’s home or I am sure Olivarez would have warned Oskoui.” Central Basin Chair Leticia Vasquez did not mince words, “ I knew early of this dirty deal because it never made sense to me. I found it unusual that Oskoui would insist that Central Basin gift $1 million dollars of taxpayer money to the Toll Brothers. Oskoui has been a cancer to the Central Basin ratepayers since he was appointed to the Central Basin Board. Oskoui has refused to participate in board meetings and has essentially hijacked the operations of our board. The board has not been able to conduct a board meeting and Oskoui just this week ignored a request by Los Angeles County Supervisor Janice Hahn and Senator Bob Archuleta to conduct a special board meeting, his arrogance is intolerable.”

If postal distribution centers are running late, “they will keep the mail for the next day,” Postal Service leaders say in a document obtained by The Associated Press. “One aspect of these changes that may be difficult for employees is that — temporarily — we may see mail left behind or mail on the workroom floor or docks,” another document says. The changes come a month after Postmaster General Louis DeJoy, a major donor to President Donald Trump, took over the sprawling mail service. In a memo titled “PMG Expectations

The COVID-19 pandemic has put the Postal Service in a double crisis, said Mark Dimondstein, president of the American Postal Workers Union, which represents more than 200,000 postal workers and retirees. As many as 12,000 postal workers have fallen ill, with at least 64 fatalities, and the economic contraction has caused a dramatic drop in letter and other flat mail volumes.

A spike in package deliveries that has buoyed the agency during the pandemic is likely to be temporary, Dimondstein said, adding that the outbreak has sharply increased expenses for personal protective equipment, deep cleaning of facilities and temporary workers to replace postal workers who get sick. “Postal workers are tremendously dedicated to the mission of getting the mail out,” Dimondstein said, but the new policies could cause delays that will further drive down revenues. “It’s the customer who will suffer if the mail slows down,” he said.

Council members and staff are in the process of reviewing best practice for how to carry out the broader community dialogue. Initial input from the community at council meetings held on June 9th and June 23rd saw the attendance of 50 residents and many spoke about the issues of racial equity and law enforcement relations. The majority of those residents were African American residents, who all spoke highly of Lakewood as a community but recounted personal stories of racial discrimination. One longtime resident was a retired L.A. Deputy Sheriff who served at the Lakewood sheriff’s Station. He described times when he had been stopped by Sheriffs personnel while walking in Lakewood dressed as a civilian, because calls had been made about ‘ a suspicious black man walking in the neighborhood’. Another resident described her pain at having to tell her son never to walk to shopping areas with a group of other boys, because of her fear that they would be looked upon suspiciously. “We have to start the process of our community dialogue and action plan in Lakewood,” said Mayor Rogers, ”and we look forward to continuing to report back to residents and letting them know how they can get involved.”
