he Picerne Group, a commercial and real estate developer based out of San Juan Capistrano, has proposed to purchase part of the long abandoned center on the corner of Artesia and Bloomfield and build a five level-four story plus mezzanine- residential development with 198 luxury for-rent units built to condominium standards along with a fully screened parking structure. proposed ordinance that will raise the single family residential monthly fee for the collection and disposal of garbage from the existing $22.01 to $22.71 effective July 1, 2013 was approved 4 to 1 for second reading by the Artesia City Council during its regular meeting of May 13, 2013 For mobile home park units, the increase is from $19.72 to $20.35. The proposed 3.17% increase in residential garbage collection represents comes on top of the previous increase rate that took effect two years ago in 2011. “The rate changes

every two years and is primarily based on the prevailing Consumer Price Index,” said Mayor Sally Flowers. Four of the five-man City Council voted “yes” with Council Member Miguel Canales solely abstaining as Ordinance No. 13-794 moves to second reading and adoption for next City Council meeting on June 10, 2013. The City annually collects refuse and disposal charges from residential properties within the City using the County property tax bills. Pursuant to law, the City caused a written report to be filed with the City Clerk which contains a description of each single-family residential parcel and mobile home

La Palma Welcomes Sale of BP Carson to Tesoro By Brian Hews publisher@cerritosnews.net

F

or the past fifteen years, La Palma has benefited from the receipt of significant sales tax revenue from BP’s fuel sales group being located within the City. Then BP announced it was selling to Tesoro and could possibly move. The City learned this week that State and Federal authorities have cleared the way for the purchase of British Petroleum’s (BP’s) Carson refinery by Tesoro Corporation of Texas. The transfer will be effective June 1, 2013. In February, the City approved an operating agreement with Tesoro to locate offices within La Palma. City Manager Ellen Volmert said, “Approval of the sale to Tesoro is very good news for the City. The City welcomes Tesoro and looks forward to a long-term and

positive working relationship, just like the City had with BP.” Kamela Harris, the State Attorney General reports that Tesoro has agreed to preserve California jobs, help protect consumers from gas price spikes, and require environmental retrofitting of the state’s largest oil refinery. Harris had sought to preserve jobs and protect the environment in the agreement. The San Antonio company said that employees of BP’s Carson refinery and Tesoro’s smaller Wilmington refinery would have their jobs protected for two years. But others were not so lucky. BP -Arco
