BUDGET MESSAGE

Dear Mayor Shaw, Members of the City Council and Citizens of Oakley:

It is with great pleasure that I present to you a balanced budget for the fiscal year 2025/26. FY 2025/26 brings a new year full of anticipation and excitement of what lies ahead. This budget continues to provide for the core service operations while also strategizing for what the future can hold for our community. Prioritizing quality of life and high-quality service for our citizens remains at the forefront without losing sight of fiscal responsibility and the importance of appropriate reserves.

This year will begin the design phase of our Library and Community Center project, with construction to immediately follow. Our community has long outgrown our current library, and we are excited to get started on this project. When completed, the Library and Community Center will provide a beautiful space that this community deserves.

East Cypress Road continues to be a priority for the City Council. This project is a highly complex, three-phase project widening the roadway to address safety concerns. During FY 2025/26 all three phases of the project will be under construction. The City has funded approximately $30 million to cover the cost of the first and second phases of this project. The third phase will be funded significantly by the East Contra Costa Regional Fee Financing Authority (ECCRFFA). All three phases are expected to be completed at the end of the calendar year 2026.

Last year the first phase of our new financial software was in the beginning stages. Today, we have completed Phase I Finance, and Phase II Human Resources/Payroll. Looking forward, we anticipate completing the implementation in FY 2025/26 with our Permitting and Licensing Phases going live in October and our Asset Management Phase going live near the end of the fiscal year. The ultimate goal of the new EERP software is to expand the everyday services offered to our citizens as well as providing more transparent reporting supported by the technology that new software brings. Staff have shown a significant commitment to not only the implementation but also to ensuring this new software is set up with future growth in mind.

FY 2024/25 proved to be a year of growth as it relates to development within the City of Oakley. As we approach FY 2025/26, we do so cautiously as the status of our current economy remains in question. Two years ago, the slowing of the economy forced us to pause some capital improvement projects. The budget presented for FY 2025/26 is more conservative than usual when it comes revenue related to development. With the uncertainties surrounding the economy in the coming months, a conservative approach allows us to present a budget that continues to address the needs highlighted in our strategic plan while ensuring we are not overcommitting on capital projects.

BUDGET MESSAGE

The proposed budget has been developed with fiscal restraint and with a strategic focus on core services. We have taken great care to evaluate the recurring revenues and have ensured that recurring expenditures do not exceed the available and expected recurring revenues over time. As further explained in the budget document, there continues to be transfers of one-time revenues to important capital projects.

Home sales have been good in the current fiscal year and development-related revenue projections remain stable in FY 2025/26. Acting conservatively, the budget assumes revenue related to development to remain flat. With about a month remaining in the fiscal year, single family home permits are expected to end the year at approximately 119 permits issued. In addition to single family permits, fiscal year 2024/25 includes 6 commercial permits and 8 multi-family permits.

The City’s General Fund 30% reserve is maintained not only in the current year budget, but also throughout the ten-year plan. Staff has looked at our future needs and have included additional positions as well as maintenance expenditure increases as they relate to the completion of a new library building in the ten-year plan. While revenues continue to exceed expenditures in the current ten-year plan, it is important to note that new revenue sources remain a priority as it will be difficult to maintain a balanced budget as the needs of the City continue to grow.

I would like to thank the City Council for their leadership, conservative fiscal management, and support of our City staff. I would also like to express my sincere appreciation to our employees. Your hard work, dedication and commitment to excellence is reflected every day in your service to our community. We all can take great pride in the successes, which includes a solid foundation of sound fiscal management, a committed staff, and a forward-thinking City Council. Fundamental Factory Basketball

The DMV allows teens to receive their Learner’s Permit at age 15 1/2, and a license at age 16. This class is the FIRST, required step that must be completed. This is a virtual Driver’s Education with a live instructor. Students will enjoy a series of Driver’s Education lectures including understanding the responsibilities of having a driver’s license, learning the rules of the road and accident avoidance procedures. Independent assignments will also be completed during the week. Course also includes practice questions, defensive driving movies and written test prep for their certificate of completion.
