The Discovery Bay Community Services District (CSD) Board recently addressed the concerns of citizens over new water meters and plans for the future. On Wednesday, Feb. 1, the board held its regular meeting and a large audience of about 75 residents came to vent their feelings on the town’s water-meter project. The following day, the board held its annual planning workshop, during which it created an ad hoc committee to take another look at the meter undertaking and bring feedback to the board at their next meeting on Feb. 15. At that meeting, the board will revisit its controversial decision to finance the project with a 10-year, $3.11 million bond, the cost of which would be borne by residents. Rod Attebery, district general counsel, said that if the board chooses to continue with its plan to finance the project with the bond, it must do so on that day. “Due to the wastewater improvements that are in the bond, the board needs to act on inclusee Meter page 30

executive order that accelerated key deadlines necessary for approval of the project – dashing the hopes of some activists who hoped the previous administration could shut it down before

handing over the reigns. Specifically, the order speeds up the research needed for the biological opinion (BO), conducted by the Department of Fish and Wildlife, and calls for the final results to be published in April. The BO is a key link in the long list of permitting, approvals and signatures needed to break ground on the roughly $15 billion project. see WaterFix page 30
