Menlo Park has not spent a $4.5 million state grant that covers residents’ costs to replace natural gas home appliances with electric models, and has to face the fact that it has failed, Mayor Drew Combs said.
Program not getting applications
The program was meant to help Belle Haven residents get rid of their gas appliances and replace them with electric ones to reduce greenhouse gas emissions. But only 17 homes in the neighborhood have used the program, leading the council on Tuesday to open up the program to the entire city after a tense conversation.

Council voted unanimously Tuesday to approve a five-year, $570,000 contract with Axon Enterprise to use its “drone as first responder” program. Los Altos police will get two drones, which each come with a docking station, along with training and access to Axon’s video storage system.

A proposal to consolidate fire agencies in San Mateo County caught supervisors and fire officials by surprise.
Supervisors on Tuesday were asked by the firefighters’ union, Local 2400,
to fund a $30,000 study on the benefits of consolidating the county’s fire agencies, but decided to form a subcommittee instead to reach out to cities to see if they would be interested.

Local leaders are asking Stanford to provide housing near transit and for all its employees, not just faculty, as it asks the county for permission to expand following a 2019 permit application process that blew up over housing concerns.
The Stanford Next Advisory Committee, a group of local officials and nonprofit leaders advising the university on its General Use Permit application, met with Stanford representatives Wednesday to discuss the application’s most pressing issue: housing.
Stanford withdrew its last application for a GUP, a catch-all permit the university uses to build on its unincorporated Santa Clara County campus, in 2019 amid county supervisors’ concerns expansion would bring in more employees than the area could house. The university is currently operating on a GUP approved in 2000.
Several members of the group told Stanford on Wednesday it should consider how an expansion could negatively impact the region’s housing crisis before finalizing plans. The group includes
Palo Alto Mayor Ed Lauing, Palo Alto School board member Alison Kamhi and Alta Housing head Randy Tsuda.
The committee split into groups and spoke with Stanford representatives about their concerns around housing.
One table asked Stanford to make sure it builds enough housing for its lowest-paid employees and make sure its existing subsidized housing goes to those employees.
Consider the cities
Another asked the university to consider each city’s Regional Housing Needs Allocation, a housing demand estimate determined by the state, when deciding where to build off-campus staff housing.
Transportation came up several times as well amid concerns the university’s expansion would contribute to traffic, with one table asking Stanford to consider building housing near Caltrain and expanding its free transit pass program for employees. Currently, the program doesn’t cover employees who work less than 20 hours a week or undergraduate students.
Before the group split into its
smaller discussions, Stanford Associate Vice President of Real Estate Jean Snider asked it to discuss the region’s highest area of need for housing and what Stanford needs to consider as it expands and looks to house new hires.

It was the second meeting for the group, which had an introductory session Oct. 23 on Stanford’s campus. The committee, which university officials said won’t make any decisions regarding the GUP and is just there to give feedback, will meet next in February to discuss transportation concerns. It will meet one more time after that before the university submits a GUP application, which it’s hoping to do by mid-2026.
Stanford plans to call the group together twice during the approval process. It aims to have the GUP approved by early 2028.
The university will host two open houses in at Palo Alto’s Lucie Stern Community Theater in next month to discuss the GUP with community members. The first will be Dec. 10 from 6 p.m. to 8 p.m. while the other will be Dec. 13 from 1 p.m. to 4 p.m.

Hit-and-runs lead to pair of injuries
In the span of a day, two drivers in Palo Alto hit people crossing the street and then fled the scene.
At 11:24 a.m. on Nov. 15, police received a report that a driver had hit a pedestrian going through the crosswalk at the intersection of University Avenue and High Street, Lt. David Lee said in an email.
The driver fled the scene, but police later identified a suspect, Lee said. The pedestrian, a man in his 30s living in
Menlo Park, had minor injuries, according to Lee.
Less than six hours later, police responded to another hit-and-run, this time on the corner of Pasteur Drive and Welch Road.
Around 5 p.m., a driver hit a bicyclist in a crosswalk, Lee said, before driving away. Police haven’t identified a suspect yet, according to Lee. The cyclist, a man in his 40s who lives in Palo Alto, suffered minor injuries, Lee said.
Man charged in gun ring
A Sunnyvale apartment manager has been charged with allegedly operating a gun- and drug-dealing operation next door to an elementary school, prosecutors said.
Brett Maxwell, 51, faces 25 felony charges related to possessing firearms, assault weapons, ghost guns, explosives, and narcotics for sale. The Santa Clara County District Attorney’s Office said the alleged operation involved heroin and meth worth an estimated $100,000. The charges stem from a Nov. 13 search at Maxwell’s apartment in the Fair Oaks Park area and at a storage unit several miles away.

City settles suit

East Palo Alto has paid $80,000 in a settlement with its former HR manager, who claims she was discriminated against, fired for an injury and retaliated against.
Sandra Floyd, who worked as the city’s HR manager for nine months in 2022, was on leave after a work-related injury when she claims she received a call telling her she was fired. Patrick Heisinger, who recently became the city manager for Redwood City, was Floyd’s supervisor as interim city manager at the time and said he fired her because she failed to respond to his calls or make time to meet with him, the lawsuit said.
Floyd’s attorney, Moira McQuaid, filed a lawsuit against the city on Jan. 8, 2024, in San Mateo County Superior Court. City council agreed to settle the lawsuit for $80,000 on July 29.
Clashes with Heisinger
Floyd started the job in March 2022, when Jaime Fontes was city manager, but was shortly thereafter replaced by Heisinger as interim city manager, the lawsuit said. Heisinger didn’t interact with Floyd as much as her male co-workers, according to the lawsuit.
After a one-on-one meeting with Heisinger in May 2022, Floyd asked her male co-workers whether they would also meet with Heisinger. All
her male co-workers said no because Heisinger was frequently communicating with them, according to the lawsuit.
“Mr. Heisinger was always too busy to speak to her,” the lawsuit said.
When Floyd asked Heisinger for guidance, he told her to just “Google it” and provided no support, the suit stated.
When Floyd was approved for bereavement leave on Aug. 24, 2022, Heisinger told her he was extending her probation period to evaluate her performance to Sept. 16, the lawsuit stated.
Floyd had her last meeting with Heisinger to discuss her evaluation on Sept. 15, 2022, yet she received another version of her evaluation on Oct. 16, 2022, stating her probation period was extended again until Nov. 28, 2022.
Injury, firing
Floyd attended a conference in Monterey from Nov. 15 to Nov. 18, 2022, where she injured herself. She then requested to work from home on Nov. 28, 2022, and her request was approved by HR technician Irma Martinez.
Later that same day, Heisinger fired Floyd for not responding to him or making herself available to meet with him. Floyd was fired during her leave without receiving a five-day notice, which was the city’s policy, according to the lawsuit
Heisinger declined on July 31 to comment on the settlement because he is no longer employed by East Palo Alto.

2 execs guilty in Adderall scheme
A federal jury has convicted the CEO and clinical president of a San Francisco-based digital health company in what prosecutors called one of the most brazen telehealth schemes ever discovered.
Jurors found Ruthia He, CEO of Done, and Dr. David Brody, the company’s clinical president, guilty of conspiring to distribute controlled substances and committing health care fraud. He was also convicted of conspiring to obstruct justice.
Both face up to 20 years in prison on the most serious charges when they are sentenced on Feb. 25, the U.S. Attorney’s Office for the Northern District of California said in a statement.
Stimulant pipeline
Federal prosecutors said He and Brody turned their Silicon Valley telehealth platform into a high-volume stimulant pipeline, one that dispensed more than 40 million pills of Adderall and other stimulants and made more than $100 million in illegal prescriptions.
“(They) built a business model based on addiction, deception and disregard for patient safety — flooding the market with controlled substances while defrauding federal health care programs,” said Deputy Inspector General Christian Schrank of the Department of Health and Human Services.
‘Profit off addiction’
According to evidence presented at trial, He and Brody poured more than $40 million into social media ads that encouraged vulnerable people, including those struggling with pandemic isolation, to believe they had ADHD. They also paid for targeted search ads aimed specifically at people seeking Adderall without a legal prescription.
Inside the company, federal prosecutors said, medical judgment was systematically suppressed. He reportedly told employees that successful tech companies “profit off addiction,” and even offered a luxury electric car to staff who broke the law, according to trial testimony.

Health Experts cautious on ‘fibermaxxing’
U.S. consumers who have had their fill of finding protein added to everything from cereal to ice cream are about to meet the next big food fad: fiber.
Americans have been boosting their protein intake for years; even Pop-Tarts and Starbucks are selling protein-enhanced products. But the number of new products promoted with high or added fiber saw a big uptick in the U.S. this year, according to market research firm Mintel. Hundreds of videos on social media celebrate the benefits of dietary fiber.
There’s even a term for trying to meet or exceed the recommended daily fiber intake: fibermaxxing.
Studies have shown that fiber lowers cholesterol levels, regulates blood sugar and promotes weight loss, since high-fiber foods tend to make eaters feel more full. It may also protect against heart disease, diabetes, diverticulitis and colon cancer, according to the American Heart Association.
How much fiber do we need?
Most people in Western countries could use more fiber because their diets are low in vegetables, fruits and whole grains, said Sander Kersten, director of the Division of Nutritional Sciences at Cornell University.
Under the U.S. Department of Agri-
culture’s guidelines, adults should aim for 14 grams of fiber for every 1,000 calories they consume. That’s about 25 grams of fiber for women and 38 grams for men each day.
Think twice about fibermaxxing
There is no defined upper limit for fiber intake, Kersten said. But increasing fiber can cause painful gas and bloating, especially if it’s done quicky.
Debbie Petitpain, a registered dietitian nutritionist, said people should increase their fiber intake gradually and drink plenty of water.
“You’re feeding gut bacteria a food, and you can’t break it down. You rely on them, and if you give them second, third and fourth servings, there’s not enough of them to handle the extra load,” Petitpain said.
Certain populations should also be extra careful about their fiber intake, Petitpain said, including people who are sensitive to gluten or allergic to foods like soy, shellfish or psyllium husk.
More broadly, Kersten questions the trend of focusing on one nutrient.
“We don’t need nutrients, we need foods. Ultimately, what you want to be striving for is a healthy diet, and you should choose foods that are considered to be an important part of a healthy diet,” he said.

The creation of CI-ION, the Care Indeed Institute of Nursing, didn’t begin with a business plan or a strategic roadmap. It began with an uncomfortable truth.
A long-time client- someone whose family had trusted us for years- shared a sentiment that landed heavier than any formal complaint. They felt that something personal had faded from our care. The warmth. The presence. The us. It wasn’t shared with anger, but with honesty. And it was the kind of honesty that quietly changes the direction of an organization.
I remember walking out of their home, replaying the conversation over and over. Growth had given us opportunities, but it had also stretched us thin. Somewhere between expanding teams, increasing caseloads, and the demands that come with serving more families, we had drifted from the very core that built Care Indeed: human connection.
There are moments in leadership that force you to choose between protecting your pride and facing what the moment is asking of you. We chose the latter. We paused. We realization that if we wanted to elevate the care we provide, we had to start by elevating the people who provide it.
That realization became the seed of CI-ION.
CI-ION was not created to be a new business venture. It wasn’t born out of expansion goals or revenue forecasts. It emerged from a responsibility to rebuild the heart of caregiving within our own organization. It grew from the simple, urgent truth that better care requires better preparation- not just in skills, but in compassion, judgment, and presence.
Today, CI-ION stands as a new beginning at 423 East Hamilton Avenue in Campbell, California, where future caregivers and aspiring nurses will walk through the doors and begin their training. This location isn’t just an address- it represents a return to our roots and a commitment to build something that will serve our communities for years to come.
CI-ION also answers a real need in our communities. Healthcare depends on workers who are trained not only to perform tasks, but to understand the deeper meaning behind them. Facilities, families, and agencies all feel the strain of workforce shortages. The creation of CI-ION is our commitment to being part of the solution, strengthening the caregiving workforce from within, and preparing people for careers that matter.
The institute is new. We are new at this. But we are approaching it with humility and determination. It represents a turning point- a moment when we chose to confront where we were falling short and build something stronger in its place.
The story of CI-ION is about responsibility. It is about growth. And most of all, it is about honoring the trust families place in us by preparing caregivers who can serve with both competence and heart.

‘Rental Family’ mostly heartwarming

It sounds rather like a mixed compliment to say of an actor that he’s persuasive at playing, well, a mediocre actor.
But then, this is Brendan Fraser we’re talking about. The man seems to become more emphatically human with each role, each passing year, each new wrinkle. And what’s more human, or at least more vulnerable and relatable, than mediocrity?
It is this essential vulnerability that keeps Fraser’s latest venture, filmmaker Hikari’s Tokyo-set “Rental Family,” from inching over that thin line between heartwarming and totally sappy.
Intriguing premise
Certainly the film has a fascinating premise, one that would have worked well enough were it totally fictional — but works better with the knowledge that it’s based on fact. There are, indeed, companies in Japan like the one at the center of Hikari’s film — businesses that “rent out” actors to play roles in people’s everyday lives.
In “Rental Family,” these actors play lovers, parents, friends, admirers, people to cry at a funeral or cheer at a karaoke bar — whatever a client needs to address whatever they’re missing. There are scenarios that raise definite
moral questions. But these companies do offer something basic and essential: human connection.
Fraser’s Phillip Vandarpleog, too, is looking for connection, not to mention gainful employment. This middle-aged — and middling — actor originally came to Tokyo to star in a big toothpaste commercial. But that was seven years ago, and acting gigs have dried up.
After yet another fruitless audition, he makes his way home to a dark apartment where he eats takeout and gazes out into other apartments where people are living their lives, together.
Soon his agent calls with a quick gig: he needs a dark suit, and the role is “sad American.” He finds himself
not at a shoot but at a funeral. That’s strange enough, even before the man in the coffin lifts his head and reacts to one of the loving eulogies.
Turns out everyone’s an actor, hired by the man to remind him his existence is worthwhile. The head of the rental company, Shinji (Takehiro Hira) tells Phillip to come by the office. There, he explains what they do. “You sell people!” Phillip exclaims. “We sell emotion,” Shinji counters.
‘Rental’ gigs
Soon, Phillip’s a regular. There’s even a cute montage of his various “rental” gigs. In these transactional relationships, everyone seems to be getting what they want. But then a job
comes up that will expose the moral complications of this line of work.
Here he meets Mia (charming 11-year-old newcomer Shannin Mahina Gorman). The young girl’s single mother hires Phillip to pose as Mia’s long-absent father during the admissions process for an exclusive school, so they can present as a two-parent family.
The catch: Mia needs to believe the story to act truthful, so she can’t know Phillip is an actor. They will need to spend some bonding time together.
It’s not difficult to see where this is going. Some of these moments land more successfully than others. It’s not clear, though, exactly how we’re supposed to feel about the whole “rental family” phenomenon. In some ways, people get what they want and nobody gets hurt.
But other scenarios are fuzzier, and the broader message may simply be that genuine connection, that holy grail we all crave, can sometimes be found in the oddest of places — even in a bizarre no man’s land between fake relationships and real ones.

The Weeknd tour hits $1B in sales
The Weeknd’s After Hours ‘Til Dawn Tour has officially crossed the $1 billion mark, according to Live Nation.
The lengthy tour, which launched in Philadelphia in July 2022 and runs through September 2026, has officially grossed $1.004 billion with approximately 7.55 million tickets sold across 153 tour dates, the live entertainment company said yesterday.
Live Nation’s data is pulled from presales and ticket sales reports as well as VIP and platinum sales reports, collected from March 4, 2022 through Nov. 14, 2025.
The tour, which spans North America, Europe, Latin America, and Australia, ends on September 6, 2026 at Estádio do Restelo in Lisbon, Portugal.
“The Weeknd continues to redefine what it means to be a global touring artist,” said Omar Al-joulani, Live Nation’s president of touring, in a statement. “Crossing the billion-dollar mark is a testament to his staying power and the incredible demand for his live show.
Year after year, he sells out stadiums around the world, and the ‘After Hours ‘Til Dawn’ Tour now stands as one of the biggest of all time.”
In 2023, Taylor Swift’s Eras Tour became the first tour to cross the billion-dollar mark, according to Pollstar.
Diana unveiled in Paris in wax form
Princess Diana returned to Paris in wax yesterday as one of Europe’s oldest wax museums unveiled a new figure of the British royal in the so-called “revenge dress,” decades after her tragic death in the city.
The statue was ordered in Paris after the director of the Grevin Museum visited London and came away underwhelmed by the Diana likeness at Madame Tussauds, prompting him to commission his own version, museum officials said.
Grevin’s life-size — and very convincing — figure of the late Princess of Wales is dressed in a replica of the black, off-the-shoulder, figure-hugging cocktail dress Diana wore to a Serpentine Gallery event in London in 1994. It was the same night that King Charles III — at the time Prince Charles — acknowledged on television that he had been unfaithful with Camilla Parker Bowles, now Queen Camilla.
Lasting presence
For Paris, the tribute carried extra weight: Diana — “Lady Di” to the French, who still use the nickname affectionately even though she spent most of her public life as a princess — died after a car crash in a tunnel by the Seine in 1997, a death that helped immortalize her in the Parisian imagination, where she still remains present at informal memorials.
Museum officials noted that the unveiling came on the 30th anniversary of an explosive interview that Diana gave to BBC “Panorama,” which observers say dented the standing of the monarchy and the Queen.

New coin honors Freddie Mercury
Britain’s Royal Mint is celebrating Freddie Mercury with a new coin design that marks 40 years since his iconic Live Aid concert performance.
The coin features an image of the Queen front man, head thrown back and holding the microphone stand midperformance. A musical stave that runs around the edge of the coin represents his four-octave vocal range.
The first coin was struck by Mercury’s sister Kashmira Bulsara at the Royal Mint in Wales last week.
“As Freddie died young, he didn’t get the chance of being awarded a royal medal for his talents in the music world. So to have a royal coin this way is wonderful and very fitting,” she said.
The coins go on sale on the Royal Mint website on Tuesday. Prices start at 18.50 pounds ($24.4) for an uncirculated 5-pound denomination version. A 2 oz. gold proof coin costs 9,350 pounds ($12,315.)

Supervisor Ray Mueller questioned Canepa if he had reached out to any other cities. Canepa said no.
Supervisor Jackie Speier said it did not feel appropriate to have a study without reaching out to cities. “I don’t see why we would do a study unless it was something that was generated from the grassroots up,” she said.
District not included
The Menlo Park Fire Protection District said it was not included in the conversation during its Tuesday meeting.
Fire Chief Mark Lorenzen said he is now aware of the proposal and will be having more conversations about it in the future. The fire district, which is separate from any city, provides services to Menlo Park, Atherton, East Palo Alto, West Menlo Park and North Fair Oaks.
Lorenzen said it would be a very steep hill to climb because there are so many small districts, and cities generally don’t want to give up control over their fire departments.
No contact on purpose
Menlo Park Fire Board Vice President Virginia Chang Kiraly said she was upset that Lorenzen wasn’t contacted before the presentation.
Canepa said he didn’t reach out to any cities because he wanted to hear the board’s thoughts on the proposal first.
Supervisors will hear from the subcommittee at a future meeting to review what different cities and stakeholders think about consolidating all the fire departments.

Will they crash?
Councilmembers Neysa Fligor, Larry Lang, Weinberg and resident Jeanine Valadez all expressed concern over the risk of collisions, especially since the space above crime or crash scenes will occasionally also have a helicopter or news drone.
Skydio account executive Chris Morton said the drones rely on operators to avoid other objects but that the company is trying to implement a radar system.
Mayor Pete Dailey said he wasn’t concerned about potentially crowded airspace before calling for a vote on the contract.
“Since the Wright brothers flew 100 years ago, I think we probably have people who are on top of that stuff,” Dailey said.
Will be used often
Krauss estimated the department will use the new drones between five and 10 times a day, often for everyday tasks like scanning the scene of a car accident for injuries.
The drones can reach 45 miles an hour and carry 40 minutes of charge.
The city already has a pair of police drones but they can’t be operated remotely. Krauss said the department plans to keep the drones it already has since they can be swapped in once officers arrive on the scene if battery is running low on the new drones.
Krauss said police plan to station one of the drones on top of the city’s community center but haven’t decided where to put the second one. She expects it will take two to three months before they’re installed and
in use. Council also approved changes to the department’s drone-use policy. Officers are now allowed to use a drone to survey the scene before a high-risk search or arrest – previous policy only allowed drones to help with during operation.
The other new provision lets officers use their judgment to deploy a drone whenever they think it would “enhance public safety.”

Councilman Jeff Schmidt said if the city proposed to use the grant citywide, they would not have been given the grant.
“I would rather win the money and come to council six times to figure out how to spend it, versus not win the money and not have the problem,” Schmidt said.
The city received a $4.5 million grant from the California Energy Commission for community electrification. In September 2023, the city received the first half of the fund, $2.25 million, which has to be spent by March 31. The city has until December 2027 to spend the full $4.5 million.
Previous decision
Council decided to have the program focus on adding solar and battery systems to homes that already participated in the project.
It was proposed to put money toward rebates for e-bikes and electric cars. Schmidt said he liked the idea because he doesn’t want parents buying hazardous e-bikes for their children.
Vice Mayor Betsy Nash disagreed and didn’t believe the idea added to their goal. Nash said she wants Belle Haven residents to still be prioritized as the project is expanding to be citywide. Councilwoman Cecilia Taylor, who represents the Belle Haven neighborhood, was not at the meeting on Tuesday.
Who would benefit?
Combs disagreed because the program is currently prioritizing Belle Haven but is not meeting demand. Residents of the Flood Triangle neighborhood also say they have the worst air quality in the city, Combs said. Combs represents the Flood Triangle.
Schmidt said he has reviewed data through the Air Quality District, which shows Belle Haven is the most impacted.
The reason why they are deciding to go citywide is
so they don’t lose the money, not to change the intent of the program, Schmidt said.
“Maybe it’s that community (that) had just made a decision. That this is not something that they want, that’s possible and give them that respect,” Combs said. Schmidt said he didn’t see the program as unsuccessful, to which Combs said if it was successful, they wouldn’t have to go citywide.
Nash attempted to end the conversation because it wasn’t “fruitful,” but Combs rebutted that he has a right to say how he felt.
“We all have strong feelings about this. I just feel like it’s time to move on,” Nash said.
