Atherton is worried that more bike lanes and wider sidewalks on El Camino Real will cause more traffic on roads and not fit the town’s aesthetic.
The changes proposed to make El Camino safer for bicycles and pedestrians are not tailored to the needs of Atherton, Mayor Elizabeth Lewis said on Wednesday during a study session.
“I can see that what … other cities are wanting because they have retail (along El Camino), they have housing. We don’t,” Lewis said during the meeting.

A volunteer who provides religious services to inmates was present when a 30-person fight broke out at the Maguire Jail in Redwood City, according to a captain.
Capt. William Fogarty told the county’s Independent Civilian Advisory Committee on Wednesday that the volunteer was in the room when the fight that left six inmates and four deputies injured broke out.
The Post contacted Fogarty for fur-
ther information, but he referred any further questions to sheriff’s office spokeswoman, Gretchen Spiker. The fight happened on the same floor where religious programming was taking place, according to Spiker. Spiker

Co-workers of the man who was killed when his pickup truck hit an elevated median on Alma Street at the University Avenue over crossing in Palo Alto are raising money through GoFundMe to cover his family’s funeral expenses.
Daniel Meda Jr., 40, of Valley Springs in Calaveras County, died as a result of the collision at 11:57 p.m. on Saturday.
Officers and personnel from the Palo Alto Fire Department responded immediately and found Meda in a pickup truck. The man was extricated
from the truck and rushed to the hospital. But Meda succumbed to his injuries.
Police said their preliminary investigation revealed that the pickup truck was traveling northbound on Alma Street when the vehicle left the roadway and collided with the elevated median. Personnel from the Specialized Traffic Accident Reconstruction (STAR) team responded to the scene to continue the investigation.

A man who is accused of raping a woman in a tunnel at Palo Alto’s California Avenue Caltrain station has been restored to mental competency so that he can be prosecuted again, court records show.
The charges against Daniel Condronimpuno, 34, of Palm Beach, Fla., include a previously unreported case of him fleeing from custody at a hospital in San Jose in August 2023.
Condronimpuno has been in a state hospital in Napa for the last year so doctors can treat him until he’s fit for a trial.
He’ll have a hearing in Santa Clara County Superior Court on Nov. 3 for a judge to review the evidence against him.
Alleged tunnel rape
Around 2:45 p.m. on April 9, 2023, Condronimpuno allegedly passed a woman walking her bike in the opposite direction through a tunnel.
Condronimpuno allegedly turned around, snuck up behind the woman and shoved her to the ground, police said.
The woman hit her head on the pavement. Condronimpuno then allegedly raped her and choked her as she tried to call for help, prosecutors said.
The attack was interrupted by another person walking into the tunnel, at which point Condronimpuno al-
legedly took the woman’s phone and fled.
The next day, UC-Berkeley police contacted Palo Alto police about a man matching Condronimpuno’s description who was inappropriately grabbing women on campus, according to prosecutors.
Campus police arrested Condronimpuno for one of the alleged assaults and turned him over to Palo Alto police on April 11, 2023.
Santa Clara County Sheriff’s Office deputies brought Condronimpuno from the Elmwood Jail in Milpitas to Valley Medical Center in San Jose for medical treatment on Aug. 23, 2023.
While he was there, Condronimpuno managed to get out of his waist chains and ankle shackles and ran down 12 flights of stairs as Deputy Efrain Zamudio chased him, according to Zamudio’s police report.
Zamudio grabbed Condronimpuno’s hospital gown, but Condronimpuno slipped out of the gown and kept running naked into the parking lot, the report said.
Three deputies caught up to Condronimpuno on the street and brought him back into custody, the report said.
Two doctors evaluated Condronimpuno in February 2024 and found that he couldn’t understand the nature of the criminal proceedings against him nor help his lawyers in a rational manner.

lawsuit looking for repayment on what they alleged were improperly collected taxes.
The city of Menlo Park owes over $4.7 million in refunds on a utility tax, a San Mateo County Superior Court judge has ruled, although the court hasn’t decided how those funds will be distributed.
Judge Nancy Fineman issued a decision on Sept. 4 in the second phase of a class-action lawsuit against Menlo Park over the collection of the tax even after its city council failed to renew the levy. The court affirmed its earlier estimate that Menlo Park owes $4,709,536.85 in refunds and ruled that residents won’t have to submit a claim to receive a refund if there’s a suitable alternative.
Fineman’s ruling is a departure from her tentative ruling, which would have made the city issue refunds through a claims administrator.
The lawsuit centers on Menlo Park’s utility user tax, a levy on gas, water, electricity and telecommunications services, established by a 2006 ballot measure.
The measure required the tax to be reviewed by Menlo Park’s city council every two years. The city stopped taking that step in 2016, although it continued to collect the tax.
In October 2021, a trio of plaintiffs — David Fogel, Kirill Pertsey and Caitlin Darke — represented by attorney James Pistorino filed a class-action
After the first phase of the trial, Fineman ruled that the UUT expired at the end of 2016, and Menlo Park owed residents refunds on taxes collected since October of 2020 — the statute of limitations for refunds is one year.
The second phase of the trial occurred in April to determine the amount owed in refunds.
Fineman issued a tentative ruling in June that the city owed its residents just over $4.7 million, which would be paid through a claims administrator. Both sides objected, with the defendants arguing residents should have to submit a written claim to receive a refund and plaintiffs claiming the refunds should be issued directly to residents.
The court awarded Fogel $4.71 from the pool based on individual claims he presented in court. The other plaintiffs filed both as individuals and class members but provided no evidence of individual claims. The ruling states that none of the plaintiffs are eligible for the remaining amount.
Menlo Park estimates that 12,000 residents and businesses are owed refunds while the plaintiffs claim that number is over 40,000.
Fineman requested that the judgment not be entered until a decision is made on how to distribute the claims.

San Mateo County Sheriff Christina Corpus will remain sheriff for two weeks even if the Board of Supervisors votes to remove her.
Corpus and her lawyers asked Superior Court Judge Nira Shapirshteyn to halt the supervisors from removing her for alleged corruption.
Shapirshteyn ruled yesterday that since the board has not had its final vote, she can’t issue a halt to Corpus’ removal at this point. However, the county will not fill Corpus’ vacancy for at least 14 days so the sheriff’s legal team can try to stop her removal and reinstate her.
Previously, it was understood that if the supervisors vote to remove Corpus, the action will be immediate, meaning she will have to surrender her gun and badge and leave her offices at 330 Bradford St. in Redwood City that day.
The Post asked the county for further clarification about what will happen during the 14 days, including if Undersheriff Dan Perea would automatically become acting sheriff, but did not get a
response. Once the supervisors receive the recommendation of Hearing Officer James Emerson, their next step is to vote on whether to remove Corpus.
The last day for Emerson to issue his ruling is Monday, Oct. 13. Both sides have filed briefs at Emerson’s request.
The Post has requested those briefs from the county and has not yet recieved them.
Voters OK’d change
The voters, in a special election in March, changed the county charter to give the supervisors authority to remove Corpus with a four-fifths vote.
The process of giving her an opportunity to make her case has been slow, with a 10-day appeal hearing occurring last month.
Meanwhile, the county has been paying Corpus’ legal fees related to the removal.
However, the county has refused to say how much it has spent in legal fees for her or the county, which hired outside counsel to handle the case.
A well-known quinceanera planner in the San Jose area is charged with stealing tens of thousands of dollars from families who hired him to plan their daughters’ celebrations, prosecutors said yesterday.

“Meditation is quite easy, as a matter of fact,” said Michelle Beyer, a wellness coach who owns the Brooklyn women’s gym Alana Life & Fitness. “There’s one-minute meditations you can do to make yourself feel great.”
A pre-work pause
Commuters can consider getting to work a little early and taking a pause in their cars or a quiet location to decompress from getting out the door and to your destination, said Kathryn Remati, a meditation teacher and author of “Befriend Yourself.” If you only have a minute or two, that’s still enough time to try a quick reset.
Close your eyes and take a long,
Visualization is another technique that experienced meditators use. Picture yourself succeeding at the challenges you’ll encounter that day. If there’s an upcoming deadline, envision yourself finishing the task 10 minutes early. Jumping for joy. Get specific like a movie director and imagine the colors in the room or the feeling of wind on your face, Remati said.
Throughout the day, “you can bring up that image anytime you need it to refocus,” she said.

Another discreet meditation technique is breathing deeply and joining your pointer finger to your thumb to form a circle. You can do this if you feel your stress level rising.
“Say to yourself, whenever I put my finger and thumb together, I will be able to be peaceful and open-minded,” Remati said.

Benny Safdie’s “The Smashing Machine” isn’t what you think it is, especially if you think it’s a movie about a British guy who thinks his typewriter is the tops.
“The Smashing Machine” would seem to bear all the hallmarks of something grittier, darker and more disturbing than it is. It’s the solo directorial debut of the younger Safdie, whose films with his brother, Josh, have rarely not sprinted headlong into unsettling tumult. Yet “The Smashing Machine,” starring Dwayne Johnson as MMA pioneer Mark Kerr, is something simpler and less curious. And, despite its grainy, VHS aesthetics, the film is a surprisingly conventional and oddly untroubled movie, albeit one that gives Johnson an indie-film platform for one of his finest performances.
As Mark, Johnson has drained away much of his big-screen charisma. The part — brawny, often shirtless, frequently raging in the ring — is immediately so close to Johnson’s own professional wrestling background that early scenes look almost documentary-like. But gone is the megawatt grin and the dashing eyebrow lift. John-
son’s normally polished bald head is here covered with a closely cropped dark head of hair.
In the movie’s opening, Mark rhapsodizes about his feeling of domination. An opponent’s fear, he says, you can “smell in their scent.” At this point, Mark has known only victory in thumping triumphs that leave him feeling like a god. Losing, he confesses, is unfathomable.
The laws of moviedom decree, of course, that Mark will soon lose, and his well-earned sense of invincibility will shatter. “The Smashing Machine” bounces between Mark’s home and Japan, where the Pride Fighting Championship takes place. That’s where Mark, a much-celebrated champion, is taken
down by an illegal but nevertheless humbling move.
Troubles outside the ring
The real battle, in any case, is at home. Mark’s dependence on opioids for the punishing extremes he endures is becoming desperate. “The Smashing Machine” is based on John Hyams’s 2002 documentary of the same name, and part of the nature of that film was the curiosity of Mark’s extreme violence in the ring and his otherwise sweet passivity. In Safdie’s film, Mark is asked in the doctor’s waiting room if fighters hate each other during a bout. “Absolutely not,” he replies.
But while we don’t doubt Mark’s sincerity — he’s as earnest as he is
muscle-bound — Johnson also exudes an inner turmoil, and a struggle to keep his rage at bay while nursing mounting wounds to his ego. His body is so stiff, it’s like he could snap at any moment.
That’s the case for Mark, most of all, around his wife, Dawn Staples (Emily Blunt), a former Playboy model who’s shown as alternatively supportive and insensitive to Mark’s situation. They feud often, sometimes immediately before a match, sometimes over how to make his shakes. When he tries to give up opioids, he takes her late-night drinking as a provocation. “Treat me like a man,” he tells her.
Ultimately the potency of Johnson’s performance is let down by a movie that fails to really grapple with the violent world around Mark. What does resonate, though, is the portrait of a human colossus who learns to accept defeat — a mountain of a man who looks like he could, without barely trying, rip someone’s head off at any moment. Instead he takes a deep breath, and doesn’t.

On the eve of his sentencing, Sean “Diddy” Combs wrote a federal judge yesterday proclaiming himself to be a new man after realizing that he was “broken to my core.” Combs, 55, told Judge Arun Subramanian that with his mind clear of drugs and alcohol after a year in jail, he can see how rotten he had become before his September 2024 arrest in a case that led to his conviction on two prostitution-related counts. His sentencing hearing is set to begin this morning.
“Over the past year there have been so many times that I wanted to give up. There have been some days I thought I would be better off dead. The old me died in jail and a new version of me was reborn. Prison will change you or kill you — I choose to live,” he said. Combs’ lawyers say he should go free this month, arguing his year behind bars has been enough of a penalty, while prosecutors want at least 11 years.
Combs apologizes for attack Combs apologized for hitting, kicking and dragging then-girlfriend Casandra “Cassie” Ventura at a Los Angeles hotel in 2016 — an attack captured on security camera.
“The scene and images of me assaulting Cassie play over and over in my head daily,” Combs wrote. “I literally lost my mind. I was dead wrong for putting my hands on the woman that I loved. I’m sorry for that and always will be.”
That footage was shown repeatedly during his two-month trial, which also included testimony from women who said Combs had beaten, threatened, blackmailed or sexually assaulted them.
In jail, Combs said, he has been reading, writing, going to therapy, working out and teaching a six-week course to other inmates, “Free Game with Diddy,” imparting his business wisdom, as well as lessons learned from his mistakes and failures.
He vowed to never commit a crime again, telling the judge he’s gone through a “spiritual reset.”
Rather than make an example out of him with a lengthy sentence, Combs implored Subramanian to “make me an example of what a person can do if afforded a second chance.”
“If you allow me to go home to my family, I promise I will not let you down and I will make you proud,” he wrote.

Utilities Director Alan Kurotori jumped in to say that he appreciated the brainstorming from commissioners, but the city isn’t studying a sale to PG&E right now. He said the city is committed to continuing the gas utility.
Abendschein said if Palo Alto can’t figure out a way to “gracefully shrink” its natural gas system, then the state won’t be able to do so either. Palo Alto is trying to set an example for state planners, he said.
96% have gas appliances
Out of 13,077 single-family homes in Palo Alto, a consultant estimated that 96% have at least one major gas appliance.
Under changes to Palo Alto’s building code that took effect in October 2024, buildings may still have gas appliances. But new buildings and remod-
els that include gas appliances must be prepared for later conversion to electric appliances, through measures such as pre-wiring.
Regional regulations could speed up electrification, Abendschein said. The city is also working on incentives for residents such as on-bill financing, assistance with hiring contractors, permit streamlining and emergency replacement programs.
“I wouldn’t say that we’ve unlocked how to drive high levels of electrification yet, but we’ve certainly learned a lot in the last several years,” Abendschein said.
One home at a time
Abendschein said it’s likely that the city would initially have to retire gas service one home at a time until about half of homes on an individual block are disconnected. Then, remaining home owners — who at that point might have some electric appliances — could be “amenable to some kind of a program or effort,” he said. What those programs might be, and whether man-

There's currently no timeline for when the gas line abandonments might start.
The city might give priority to retiring gas lines made of steel or PVC that are due for replacement.
Looking for opportunities
The city is in the midst of a gas transition study that’s looking at different scenarios for building electrification throughout Palo Alto. The goal is to find opportunities for abandoning gas mains, while estimating costs and determining how to divide costs among utility customers.
One concern is that as the number of gas customers decreases, rates could skyrocket for the remaining customers to cover the utility’s fixed costs. The study will look at how much funding might be needed from other sources to keep gas rates from rising too much.
The study is expected to cost around $150,000 for the consultant, Energeia. Abendschein will return to the Utilities Advisory Commission with an update early next year.

Fogarty was at the meeting on Wednesday to ask the committee to help the jails find more volunteers willing to provide religious services to inmates. This is because inmates are now being allowed more time for religious services.
He said that allowing volunteers into the jail provides an opportunity for transparency, so people can actually see what is happening inside the jail.
Unions representing sheriff’s deputies and sergeants said the fight was a result of a dangerous staffing shortage.
The sergeants’ union has warned San Mateo County Sheriff Christina Corpus that having the jails understaffed was unsafe for both inmates and deputies, according to a letter the union’s lawyer sent her on Sept. 3.
Could endanger lives
Corpus’s decision to reduce staffing in the jails would expose deputies to unsafe conditions that would endanger lives, union spokeswoman Briana Gallo said in a statement.
In May, Corpus announced that she was implementing a hiring freeze after receiving so many applicants for trainee positions. She stopped hiring new correctional officers and deputy trainees, Spiker said at the time.
Corpus is facing removal from the
board and the civil grand jury. Supervisors are waiting for the recommendation of the hearing from hearing officer retired Judge James Emerson on whether to remove Corpus on allegations including nepotism, conflicts of interest, retaliation, false arrest and using homophobic and racial slurs.
The civil grand jury has filed four “accusations” against Corpus that will lead to a trial and her possible removal.

The initiative itself involves nine different projects underway to make El Camino Real safer and prevent deaths and accidents, said Cassie Halls, manager of major corridors at SamTrans.
El Camino has a high rate of deaths and injuries involving bicyclists and pedestrians, Halls said.
The project, which is in collaboration with SamTrans and other agencies, proposes to widen sidewalks, separate bike lanes and have safer crosswalks, such as more signals or stoplights.
El Camino runs through Atherton for 1.6 miles, but unlike Redwood City, there is no retail along El Camino in Atherton, Lewis said. There is no plan for the town to add any retail and it just wants a safe corridor for residents to cross the street, she said.
Councilman Bill Widmer said Atherton’s streets don't have enough space to add more stoplights, have wider sidewalks, or add bike lanes. If speed limits are lowered, it may make more roads congested, Widmer said.
Atherton will have a say on their stretch on El Camino to make it safer, Halls said
Caltrans will makE the ultimate decisions on what is implemented on El Camino and is working with cities to address their concerns, Public Works Director Robert Ovadia said.
No decisions are being made and Atherton is only looking at options. One of the options being considered is to have three lanes and use the remaining space to make an unprotected bike lane and a sidewalk, Ovadia said. Another option is to eliminate a lane in each direction and have a protected bike lane with wider sidewalks, Ovadia said.
Councilman Rick DeGolia said he would be interested in narrowing the lanes to have a bike lane and reduce the speed limit, but doesn’t agree on having two bike lanes on each side of the street.
DeGolia said it was important to listen to residents and their concerns so they don’t rebel against the project. The two intersections that are in need of more safety measures are Shelby Lane and Atherton Avenue, he said.
Studies found Shelby Lane to be the most dangerous intersection in the whole county, Hall said.
Resident Zach Whitman said he was concerned that these changes would slow down traffic because the town heavily relies on cars to get to places.
“I think this takes away from some of the rural character of the town,” Zach Whitman said “And if there’s ever a power outage, every traffic signal becomes a stop sign. It further slows things down.”
Why does our city of Palo Alto pass ordinances it won’t enforce?
“No vehicle, including oversized vehicles, trailers, and RVs, can be legally parked or be left standing on any Palo Alto street for a consecutive period of 72 hours.”

This ordinance is not being enforced by the Palo Alto police department. As a result, approx. 290 RVs are parked illegally on Palo Alto streets.
Vanlords are investors who have purchased many RVs to rent. We know of two of them who have bought 15 and 9 RVs. They use free land, avoiding property tax, city fees and accountability.
The signs are posted. The laws are written. Without enforcement, they mean nothing!
Menlo Park (Feb. 25) and Cupertino (Sept. 3), recently restricted overnight parking. Our neighbors Los Altos, Atherton, Woodside, Los Altos Hills, Portola Valley do not allow RV parking.
Palo Alto deserves safe, clean streets. City leaders must enforce the ordinances already on the books and restore public trust. The law applies to everyone.
