ISI Certification ISI stands for the Indian Standards Institute, a body set up when India gained Independence to create standards needed for orderly commercial growth and maintaining quality in industrial production. By the mid of 80’S the country’s socio-economic climate had changed, triggering the need to set up a stronger body, the Bureau of Indian Standards (BIS), which then took over ISI. But the term “ISI mark” continues to be used to mean that a certain product conforms to the quality standards set up by the government.ISI mark is a certification mark that is one of the most recognized sign of quality and safety in the Indian Subcontinent. The ISI mark is an indication of the fact that the product is in compliance with the related quality standard that is developed by the Bureau of Indian Standards which is the national standards body of the country. The ISI mark signifies that product is safe to use and has a good quality. The role of BIS is to maintain the best quality of products for consumer safety. It allots ISI mark certification to the businesses as a third party guarantee after the product has been checked for its quality, safety, and reliability.

The mark certifies that a product conforms to the Indian Standard, has 7-digit license number (CM/L-xxxxxxx) ,developed by the Bureau of Indian Standards (BIS), the national standards body of India. The ISI mark is mandatory for certifying products to be sold in India, like many of the electrical appliances, switches, electric motors, wiring cables, heaters, kitchen appliances etc. The companies need to get their products certified for ISI mark so that they could win the confidence of the customers and provide the best quality products to them for the best level of customer’s satisfaction and safety.

The ISI mark certification is granted to the companies and products by the BIS which is the standardization authority of India. The main objective of the institution is to ensure that the products that are delivered to the customers are safe for their use and are in attachment with all the quality and safety standards set by ISI. The ISI mark is granted to a product after it has been thoroughly tested by an approved laboratory of BIS. In India, the ISI mark is the synonym for better quality and safety hence it is essential for the companies to have ISI mark certification for their products to increase their business.

The product testing for the ISI certification can be performed in any of the laboratories that have been approved by the BIS. The BIS has a vast network of approved laboratories that can be approached for product testing for ISI marking. The testing procedure is not only best for ISI certification but it is also good for the manufacturers as it tells about the quality and accuracy of the manufacturing process and ensure best response in market.

ISI Certification Process ISI mark is a certification mark that is one of the most recognized sign of quality and safety in the Indian Subcontinent. There are two procedures for ISI certificationNORMAL PROCEDURE- In this process applicant is required to submit the filled application form along with documents required and demanded fee to the Branch Office under whose dominion the manufacturing unit is located. Thereafter an initial evaluation is carried out by BIS officer to verify the capability of the applicant, in accordance to process according to the relevant Indian Standard and to confirm the availability of technical workforce and testing facility. Samples are then tested in the factory as well as it goes through independent testing. Passing independent test is essential to get license. If Preliminary evaluation is satisfactory and the applicant agrees to operate the defined Scheme of Testing & Inspection and pay the prescribed marking fee then the license is expected to be granted within 4 months of recording of application by BIS and 6 months in case of all India first license for a product.

SIMPLIFIED PROCEDURE- In this procedure, the applicant is required to submit test reports from specified laboratories along with the application. Then there is verification visit by the staff members and if it is found to be satisfactory and the applicant agrees to implement the defined scheme of testing and inspection and pay the marked fee. Under this method license is expected to be granted within 30 days of submission of BIS Certification application with required document and test reports.

ISI Certification for Foreign Manufacturer Bureau of Indian Standards (BIS) has been operating a product certification scheme for foreign manufacturers (FMCS) since year 2000. In this scheme, a license to use the Certification Mark of the Bureau of Indian Standards, called the Standard Mark, can be granted by BIS for any product against an Indian Standard, which is persuadable to certification.

The BIS license is granted indicating location as the manufacturing address at which the manufacturing takes place; final product is tested as per the relevant Indian Standards .The responsibility of objection of the Standard Marked product, completely on the manufacturer. The role of the Bureau is limited as third- party in boosting information to consumers that the product has been manufactured under a precise system of inspection and testing to establish its conformity to the corresponding Indian Standard. Here “Manufacturer� is business enterprise engaged in the manufacture of any article or process, situated at a stated location that carries out and controls such steps in the manufacture, assessment, handling or storage of a product, that enables it to accept responsibility for continued compliance of the product with the relevant Indian Standard and undertakes all obligations in that connection, with regard to grant of ISI license to foreign manufacturer, under the Scheme.

Those willing to obtain the ISI licenses shall have to apply to ISI in the Application Form along with necessary Application Fees. At the time of submission of the application, the documents given in the list shall also be required to be attached.

Product List for ISI Certification ISI stands for “Indian Standards Institute�, a governing body formed by Indian government and created standards for products to maintain quality and safety measures. There are 107 products which are mandatory and require ISI certification before to be sold in Indian market.These mandatory products fall under the following categories: * Cement * Household electrical goods * Foods and related products * Oil pressure stoves * Automobile accessories * Cylinders, valves and regulators * Medical equipments * Steel products * Electrical transformers

Documents and Fee Required for ISI Certification Those willing to obtain the ISI licenses shall have to apply to ISI in the Application Form along with necessary Application Fees. At the time of submission of the application, the documents given in the list shall also be required to be attached.

Documents and Information required to grant license under Product Certification scheme of ISI are listed below.

• Self Evaluation -cum- Verification Report.

• Copy of test report(s), duly authenticated, from independent BIS recognized laboratory indicating conformance of the product to relevant Indian Standard(s). It shall not be more than one month old.

• Document authenticating establishment of the firm, such as Registration

by Company Registrar or State Authority or Memorandum of Article in case Applicant Firm is a Limited Company or Partnership Deed in case the applicant firm is under Partnership.

• Certificate from concerned regulatory agencies like Central Insecticide Board (CIB), Chief Controller of Explosive (CCE) and Drug Controller etc., as applicable.

• SSI Certificate in case firm is a small scale unit (if concession in Marking Fee is required).

Drawing of the product (as applicable).

• Pay Order/Demand Draft in favor of Bureau of Indian Standards payable at New Delhi for: * Rs. 1000/= + Taxes, as applicable (Application Fee) * Rs. 4000/= + Taxes, as applicable (Preliminary Inspection Charges).

• Undertaking and Indemnity Bond on non-judicial stamp paper of the value of Rs. 100/- along with the application with a request for blocking license number. Specimen of the undertaking/bond is enclosed. Furnishing of such undertaking-cum-Indemnity Bond by the Proprietor/Partner of the form is a must for the products under mandatory certification

ISI CERTIFICATE FEEISI certification fees is categorized in three parts1) Official fees for Application, Registration. Testing etc. varies product to product and normally lie around USD 1500 to USD 2500 for foreign manufacturers.

2) One BIS Audit officer will be assigned to visit the manufactures and all cost of lodging, boarding and auditing fee may lie between USD 1500 to USD 2500 ( depending upon countries it may change) 3) Consultancy and liaison expenses lies between USD 1000 to USD 2000.
