Masilonyana district well prepared for dry season fires WINBURG: Residents of Winburg have seen numerous devastating running-away veld fires in the past. Usually when the season turns and winter approaches, the area becomes dry and vulnerable to these fires. Working on Fire Winburg has already prepared for the dry-season and helping, especially landowners and farmers for this. According to a spokesperson: fuel load reduction and fire breaks in the Masilonyana Local Municipality. The Working on Fire Winburg team in the Free State has been very productive

in assisting landowners with fuel load reduction and fire breaks in the Masilonyana Local Municipality. This type of proactive approach to Integrated Fire Management in the area will ensure that the risk of runaway veld fires is minimized in the area.” On behalf of all Masilonyana residents, landowners and farmers, we would like to thank the team from Working on Fire for their dedication and hard work in ensuring we prevent damage due to fires and also for protecting our eco-system.

R416 million allocated for Free State ailing municipalities FREE STATE: More than R416 million has been allocated to the Free State Department of Cooperative Governance and Traditional Affairs to help ailing municipalities. According to Finance MEC Gadija Brown the department will have to ensure the improvement of audit outcomes, the establishment of water laboratories in municipalities, and make provision for the House of Traditional Leaders. Tabling the province’s 2021/22 Budget at Gariep Dam on Tuesday, Brown confirmed that the state of municipalities in the province is still a cause for concern. She further confirmed that the challenges experienced in many municipalities are aggravated by the Covid-19 pandemic. Her statement on the state of municipalities comes amidst growing concerns over their escalating debt to Eskom and water boards. This, coupled with their inability to generate revenue, fill key vacant

positions and provide services to residents. “We note with appreciation the financial recovery plans and the administrative stabilization that have been achieved as part of your intervention in Mafube and Mangaung municipalities. The intervention of COGTA in Maluti-A-Phofung, Mafube and Masilonyana in relation to the catch-up plan on the submission of Annual Financial Statements is highly appreciated” she said. Brown’s statements regarding municipalities in the province comes just a day before the Public Account and Finance Committee is set to brief the media on municipalities’ reports. The Committee led by the Chief Whip of the Free State Legislature, Vusi Tshabalala, is on Wednesday expected to outline audited financial statements of various municipalities including the troubled Mangaung Metro Municipality and Maluti-APhofung Local Municipality among others.

Free State will start losing analogue television signal

Picture: dennysantennaservice.com

FREE STATE: In March, the more rural parts of the Free State will start losing analogue television signal, the Department of Communications says, as part of an "aggressive" new approach to getting digital migration done. According to Business Insider, South Africa had originally intended to move to fully digital television signals before the end of 2010, and had an international commitment to complete the process by no later than mid2015. Digital TV signals use scarce radio spectrum far more efficiently than analogue signals, yielding a dividend of frequencies that can be used for "high demand" services, most notably next-generation mobile data systems such as 5G. President Cyril Ramaphosa announced the first switch-off "from next month" in his State of the Nation Address last week, saying the anticipation was for it to be completed before April 2022. On Thursday he cited digital migration, alongside moves to increase renewable energy generation and monitoring water quality, as "concrete demonstrations of progress". In the first details to be shared of this new progress, communications minister Stella Ndabeni-Abrahams and her department told Parliament this week that the Free State would be first on the list, and Gauteng last. In between, cities would be passed over at first in favour of more rural areas, so that Bloemfontein is likely to be the last part of the Free State to have

072 757 0514

its analogue signal turned off. The government started to distribute set-top boxes, which convert digital TV signals for older analogue television, in 2015. That process has seen stops, starts, and a number of missteps. There are now 7,000 such boxes installed in the Free State, said Ndabeni-Abrahams. But the Department of Communication expects to speed up the process of getting analogue TVs ready for digital signals by switching off the analogue signal, in what directorgeneral Nonkqubela Jordaan described as an "aggressive but controlled hard switchover process" to create demand. The parliamentary oversight committee being briefed about this plan had some concerns. In a statement, chairperson Boyce Maneli pointed out that the department of communications is still waiting for the Cabinet to finalize a "project rapid response team and the governance structure". The committee said it would like to have a clear roadmap of the switch-off sequence, and "encouraged" various parts of the government to sort out funding for digital TVs "so that learners from disadvantaged backgrounds can have access to online learning." The Universal Service and Access Agency of SA (Usaasa) believes it may be handing out up to 3.2 million free or at least heavily subsidized, television sets to indigent households, in a massive voucher scheme.

Wat sal my antwoord wees? Volg Hom en Hy sal omdraai en sê: kom bly by My! Dié twee was natuurlik die eerste dissipels en hulle het nooit opgehou om Hom te volg nie. Om Jesus te volg vra ’n prys, dit vra opofferings, dit vra toewyding, dit vra deursettingsvermoë. Jesus sê self in Matt. 16:24: “As mense my volgelinge wil wees, moet hulle hulle hele lewe vir My gee. ~ Wilna Botha

Sun gazer Pilgrimage This photo was taken by photographers Lizette and Glenda Kemp who is currently doing the Sun gazer Pilgrimage . The photo was taken between Slabberts Farmer's Association Hall to Willowdene Guest Farm. The Sun Gazer Pilgrimage is an opportunity to break away from routines, away from the constant hustle and bustle and stresses of modern life. A chance to slow down, breathe and meditate. A circular walk of 170kms that begins, and ends, in our small village, Paul Roux. Follow the sandstone markers from one overnight stay to the next. Walkers will pass through such small towns as Slabberts, don’t blink else you might miss it, and quaint Rosendal. Sleep in comfortable bed and breakfast lodges such as Malutizicht and Uniondale Game Farm. More back packer style at Holhoek Game Farm and Moolmanshoek. Earthrise is an eco tourism farm that offers such things as picking fresh vegetables in season at the time of your walk and visit the local bakery for some homemade bread. Our lives are filled with moments of brilliance often overlooked. Meaningful travel illuminates those moments. Want to expierence the Free State like never before? Pet tip of the week

Vaccinations Vaccinating your pets is a vital component of responsible pet care. Soon after welcoming your new pet into your home, schedule an immunization appointment. During your first visit, the vet will set up an immunization schedule for your little pup or kitten to protect them from illness and disease. Vaccinations for puppies should happen early in your puppies first few weeks after you bring him home. Talk to your vet at your first appointment, on when a good time to schedule that visit. They help prevent diseases such as rabies, Lyme disease, and distemper. Cats benefit from vaccines that prevent feline herpes virus, feline leukemia, and rabies. If you've adopted an adult or senior animal, make sure they are immunized, too. Vaccinations do need renewal and aren't just for young pets.

EAAB under audit as REBOSA takes to court Having exhausted all other options to rectify ongoing service delivery issues from the Estate Agency Affairs Board (EAAB), the Real Estate Business Owners of South Africa (REBOSA) has officially engaged in legal action against the regulator. Friday 5 March saw the parties face off in court for the first time, signalling much needed hope for hundreds of estate agents around the country still struggling to get their Fidelity Fund Certificates for 2021. Court isn't the only arena in which the EAAB will need to defend its actions, however. REBOSA has today been made aware of a forensic audit of the EAAB ordered by the Minister for Human Settlements, Water and Sanitation, Lindiwe Sisulu. "We are extremely thankful to see that Minister Sisulu is taking the EAAB's failures seriously, and that she has initiated investigations into the regulators consistent inability to fulfil their mandate," says Tony Clarke, Chairman of REBOSA.

"This is a very powerful demonstration of support for our industry – support we are grateful to have as we continue to fight for the rights of real estate professionals.“ The scope of the Minister's audit will cover the last 24 months of Fidelity Fund transactions, investments and processes; EAAB staff appointments; tenders and procurement processes; and legal matters attended and financed by the EAAB. Clarke is hopeful that this will finally reveal the root of the regulatory body's service delivery issues which have persisted despite costs over R1.5 million which REBOSA incurred for salaries of people placed at the EAAB to assist with REBOSA member queries. "REBOSA wholeheartedly supports the intended role of the EAAB in implementing the Estate Agency Affairs Act and promoting better transparency, disclosure, accountability and governance in our industry. In its current form, however, the regulator is effectively achieving the exact

opposite." By shedding light on the underlying cause of the situation, Clarke says Minister Sisulu's audit could become the catalyst needed to transform the EAAB into the positive force it was supposed to be and we hope that the minister will allow transparency in its audit findings and make such available to REBOSA. In the meantime, however, REBOSA will continue its efforts to secure a court order forcing the EAAB to issue all outstanding FFCs to qualified agents. "This is not a matter that can wait," he says. "Without current FFCs, qualified property practitioners are having to choose between committing a criminal offence by working as usual, or not earning a single cent in income until the EAAB gets its act together. It's an untenable situation. Resolving it must be our primary focus for now. After that, we can look towards solving the broader institutional problems at hand."
