Department to announce this week when school will resume Students and school pupils are still in the dark about their schooling as the update by both ministers of higher education & training Blade Nzimande and basic education Angie Motshekga which was meant to take place on Monday has been postponed. The two ministers were supposed to give an update on their areas of work in relation to the Covid-19 lockdown. The update was due after President Cyril Ramaphosa announced on Thursday last week that the country will move from level 5 to level 4 on Friday May 1 and it also comes after weeks of speculation on the re-opening of schools and institutions of higher learning. Basic education spokesperson Elijah Mhlanga said the briefing has been postponed for later this week. “The postponement is necessitated by the need to align with other interventions that are to be taken by the national command council later this week. We have noted the debate and discussion on the postponed briefing. At this stage we are tracking the infection rate of the coronavirus. We are monitoring the behaviour of the people in relation to the regulations. We said from the start that compliance with regulations would determine the next course of action,” Mhlanga said. He said the decision on education will be based on the assessment done daily. “Whatever criticism you level against the department, do keep in mind that we are dealing with a dangerous virus which has killed people already. The department had never published a date for the re-opening of schools.

We are in a situation where we are expected to reconcile clashing views into a position that will serve the interest of everyone. For now let's allow the national coronavirus command council to deliberate on these matters and also lead us,” he said. Coronavirus: 1.5 Million South African Workers Set to Return to Work Level 4 to commence on 1 May 2020

About 1.5 million more South Africans will from 1 May return to work as the government begins to lift a fraction of COVID-19 lockdown regulations. This comes as the government gradually eases the economy back into activity, as announced this week by President Cyril Ramaphosa. The regulations were introduced last month as the government sought to counter the spread in the country. Trade, Industry and Commission Minister Ebrahim Patel presented the details contained in the Risk-Adjusted Strategy, which is out for public comment and consultation. During the briefing, the Minister detailed the classification of industries as part of the risk-adjusted strategy on re-opening the economy. When the lockdown came into effect on 27 March, several sectors and industries were deemed essential and continued to function. These included all energy, water and sanitation, telecommunications infrastructure, the health sector, food production, healthcare and hygiene products. All critical public sectors were also classified as such. Most financial sectors including mining, construction, communications, media, call centres and parts of the public sector have also been working during the lockdown. Level 4 will see all agriculture, hunting, forestry, fishing and related services, including the export of agricultural products, permitted to operate. Automotive manufacturing, including components, will be scaling up in phases to 50% employment. Stationery production will be scaling up in phases to 50% employment. Cement, other construction material, and hardware will from next month also scale up in phases of up to 50% employment. All other manufacturing will scale up to 20% employment. In construction and related services, road and bridge projects, other public works civil engineering projects; and critical maintenance and repairs will commence. From next month, restaurants will be able to sell hot cooked food for home delivery. Sit down or pick-up are still not permitted. While the ban on the sale of alcohol will remain at level 4, stationery and educational books, as well as tobacco product sales,

will commence. Personal ICT equipment, including computers, mobile telephones and other home office equipment, will be permitted under the relaxed regulations. The updated regulations will also lift a ban on ICT services for all private and business customers. Regarding transport, public rail, minibus taxi and bus services will resume at levels and on terms as will be set out in directions, based on the progressive increase in commuter numbers during the various phases. The mining sector will see opencast mining scaled up to full employment. All other mining, starting in batches will scale up towards 50% employment. Patel said recycling of glass, paper and metal, including by informal recyclers, will be permitted at 50% capacity. Fitness enthusiasts will breathe a sigh of relief as they will from Friday be able to to exercise under certain restrictions yet to be announced. These include no training in groups and a ban remaining on recreational facilities and gyms. Patel reiterated that all COVID-19 health and safety protocols will still have to be followed at all times. This, he said, includes the observance of guidelines for social distancing, sanitation and hygiene, and use of appropriate personal protective equipment, like cloth face masks, as determined by the National Department of Health. During level 4, people will be permitted to travel to perform and acquire services only where such services cannot be provided from the safety of one’s home. New alert system In determining which sectors to open, Patel said the government was considering a new alert system to measure the degree of risk and an industrial classification system to indicate economic activities that will commence either completely or in part. Said Patel: “The purpose of the new approach is to calibrate the level of openness with the level of risk. If we have high risk, there are fewer economic activities and social movements. If we have lower risk, the economy is able to expand and more movement becomes possible. It allows us to restart or increase as many

economic activities as possible given the level of risk.” He said the state had considered the expected impact on the sector for a continued full-on lockdown, how it affects the vulnerability of the sector and its economic impact. “Third factor was the contribution and economic linkage of every sector on the economy. GDP, number of jobs, the multiplier effect on the broader economy, export earnings, supply chain linkages, industrial policy goals. The promotion of community wellbeing was the fourth factor,” he said. These factors, he said, have been applied to each of the different sectors. “We took some numbers, quantitative measures and judgemental calls, which are qualitative factors in this assessment. It’s been a difficult and complex process and hard balancing act,” said the Minister. “Every industry, every workplace, every worker, wants to return to work. We all want to get South Africa working fully. But we need to strike a careful balance between getting to work as rapidly as possible and containing the spread of the virus as saving lives.” He emphasised the risk of spreads needing to be lowered as this would see the lockdown further eased, allowing the economy to gradually return to full operation. A return to work in an increasing number of sectors will bring greater levels of testing. Larger companies will be able to test workers, giving government comprehensive indication of the state of the virus in the country. “In this particular area, we are confident that the risk levels are low and we can move that area to a lower level of risk and more activity can open,” he said. The minister said the phased approach would also be used to prepare firms to have workplaces ready for a period of the virus. Researchers have advised that the government needs to prepare itself as the virus will be active over the next six months. Focus on level 4 is about starting the core sectors of the economy. “We must move forward with a degree of caution,” he said. – SAnews.gov.za

'Don't try to beat system': Dlamini Zuma urges SA to abide by eased lockdown regulations Co-operative Governance and Traditional Affairs Minister Nkosazana Dlamini Zuma has warned South Africans not to break the eased national lockdown regulations, or face even stricter measures. Dlamini Zuma and Trade, Industry and Competition Minister Ebrahim Patel on Saturday announced measures that would come into effect on May 1 as part of easing the lockdown and reopening the economy, as announced by President Cyril Ramaphosa this week. "This is in our hands, all of us, collectively and individually,” said Dlamini Zuma. To ease the lockdown, which started more than four weeks ago to fight the Covid-19 pandemic, the government had adopted what it called a risk-adjusted approach, she said. The government’s approach took into account the advice of the ministerial advisory committee headed by epidemiologist and infectious diseases specialist Professor Salim Abdool Karim, that the high point of the virus spread was likely to be in September. Dlamini Zuma said this approach was developed by the health and economic cluster departments, incorporating comments made by business organisations, political parties, unions and

commentators. The risk-adjusted approach would incorporate three different systems, with the first having five alert levels. Ramaphosa announced on Thursday that the country was currently under level 5 - full lockdown - but that this would be eased this coming Friday, although restrictions would still be high. Dlamini Zuma said if South Africans wanted to go to lower levels of the lockdown and return to normality, then everyone must make the necessary sacrifices and rise to the collective challenge. "Let us stick to the rules and don’t be like others who want to beat the system,” she warned. According to Dlamini Zuma, some rogue elements in society had even tried to bypass the national lockdown restrictions on movement across provinces by carrying empty coffins, as mourners were allowed to travel across provincial boundaries. "This is not the time to try and beat the system; this is the time to work together,” she said, adding that if the regulations were not followed, the country would revert to level 5, or even stricter measures. From Friday, it is going to be mandatory to wear a cloth mask for anyone leaving their place of residence. Dlamini Zuma suggested that home-made masks

would be allowed, including the use of scarves and T-shirts to cover one’s nose and mouth. Companies that would be allowed to gradually open from Friday had also been warned to follow all health guidelines - or not open at all. Employees would have to be screened when entering workplaces and also be tested to ensure that no asymptomatic people slipped through the cracks. From Monday, Cabinet ministers would brief the nation on the guidelines to be followed in the reopening of schools, universities and various sectors of the economy, culminating in the publishing on Thursday of the regulations to govern level-4 lockdown. Through the programme, informal traders, small and big businesses will receive pro bono business expertise, financial assistance, legal advice as well as mentorship. From Monday, several Cabinet ministers will brief the nation on the guidelines to be followed on the reopening of schools and universities, and various sectors of the economy. ■ MALUTI-A-PHOFUNG Struggle for water not over HARRISMITH: Residents of Qwaqwa in the Maluti-a-Phofung municipality in the Free State say the struggle of water is not over. This despite assurances by the provincial government from earlier this month that residents will have running water in their taps. The Fika Patso dam levels - which is the main supplier to Qwaqwa - was set to be 40 percent full. In some areas residents say water is not consistent, while others say there is no water at all. The area has been battling with chronic water shortages for over a decade. Residents say the situation has not changed. Free State MEC for Co-operative Governance, Thembeni Nxangisa says his department is addressing challenges of water supply in Maluti-a-Phofung. Residents claim that they were not given running water as was promised. Earlier, this month provincial government assured residents that they will have running water in their taps for the next six months. Nxangisa says pipe bursts are the main challenge in the area.

■ PROVINCIAL Security beefed up at Schools FREE STATE: The Free State department of education has beefed up security around schools after incidents of vandalism during the coronavirus lockdown. The department says it is worrisome that it has received reports of vandalism and burglaries from all districts in the province. Provincial education spokesperson, Howard Ndaba, says they are concerned that this might affect teaching and learning after the lockdown.

to his injuries after he was stabbed in the chest with a knife. The two allegedly had an argument before the stabbing.

■ MANGAUNG UFS ready to assist students, SRC not convinced BLOEMFONTEIN: The University of the Free State says it is aware of challenges students might be facing with the online learning. The university say it is doing all in its power to mitigate difficulties, in an effort to complete 2020 academics. Following the nationwide lockdown higher institutions are opting for online learning. UFS Vice Chancellor, Professor Francis Petersen says the university will use low cost material that students can access. The SRC at the University of the Free State says it is not in support of the online learning approach taken by the University. It says many students from poor backgrounds will be disadvantaged. The university has announced that it will switch to online learning and teaching due to the Coronavirus pandemic and the lockdown. The institution says it will provide students with data. My liefde vir diere het my aangesppor om troetldierkos in te samel en dit so te help versprei. My hart het gebreek om te sien hoeveel diere kry as gevolg van die omstandighede nou vreeslik swaar. So kom ek by ‘n huis aan waar die twee pragtigste honde toegesluit in ‘n kampie my met vriendelikheid groet. Die eienaar bars in trane uit oor die skenking en kan nie wag dat die honde wat soos ek vertsaan 2 dae laas kos gekry het kan eet nie. Honey Garlic Steak Bites on Noodles Recipe Ingredients 400g egg noodles 5 cups boiling chicken stock 300 g SPAR Rump Steak, cut into cubes 1 Tbsp cornflour 2 Tbsp sunflower oil 4 x cloves of garlic, peeled and crushed 1/4 cup soya sauce 3 Tbsp honey 1/4 cup beef stock 1 x bunch of spring onions, chopped 200 g sugar snap peas, sliced in half 2-3 Tbsp sesame seeds (to serve) fresh coriander and sliced red chilli (to serve) Recipe Method Soak the noodles in the boiling-hot chicken stock for 15 minutes. Heat a pan until smoking. Toss the steak cubes in the cornflour and add to the pan. Brown all over. Set aside. Add the onion to the pan and cook until golden (approx 10 minutes). Add a splash of oil if needed. Add the garlic and cook for 1 minute. Add the soya sauce and honey and cook for 5 minutes, until it thickens slightly. Add the steak and coat in the sauce. Add the spring onion and sugar snap peas. Cook for 2 minutes. Stir the noodles through and add the stock. Serve with sesame seeds and fresh coriander/chilli (optional).

Fortuner Epic – More Freedom, More Expression The Toyota Fortuner – SA’s top-selling SUV - is a name that needs no introduction. Suzuki to sharpen its focus on affordable vehicles Suzuki Auto South Africa this week committed itself to increasing its focus on affordable mobility in the wake of the economic impact of the coronavirus. The company recently launched South Africa’s new affordability champion in the form of the Suzuki S-Presso and has committed to extending its promotional 5year/200 000 km mechanical warranty beyond the initial launch period. At an entry price of R134 900, the S-Presso is one of the most affordable new vehicles on the market, especially considering the fact that its price includes a two-year service plan, as well as one year’s comprehensive insurance. Suzuki Auto launched its all-new S-Presso urban SUV in mid-March via webcast shortly before lockdown. It hopes to distribute additional stock to dealers once the lockdown has lifted. “We are very excited for customers to see and test-drive the new S-Presso. It has the space and ride height of a compact SUV, it is built on our light and rigid HEARTECT platform and it is South Africa’s new affordability champion. Suzuki Auto’s sales performance is 8% better than in the same month last year, despite a massive decline of 29.7% in the overall new-vehicle market.

Jaguar I-PACE named 2020 Autotrader South African Car of the Year

The all-electric Jaguar I-PACE has added to its growing tally of international awards by claiming the coveted 2020 AutoTrader South African Car of the Year title. The nomination represents two historic firsts, as it was the first time an electric vehicle has won the event in its 34-year history, and the first time a Jaguar has taken overall honours. The award was presented in another first for the competition, as due to the COVID-19 crisis and lockdown regulations the ceremony was held virtually with a live video stream. In addition to winning the overall Car of the Year, the Jaguar I-PACE EV400 AWD SE was also named best Premium Car by an expert panel comprising members of the South African Guild of Motoring Journalists (SAGMJ).

Since its reveal in 2018, the Jaguar IPACE has collected nearly 100 global awards including 2019 World Car of the Year, World Car Design of the Year, World Green Car, European Car of the Year, and

German, Norwegian and UK Car of the Year. All of these titles recognise the technical excellence of the I-PACE’s zero emissions powertrain, which was designed and developed from a clean sheet of paper, inhouse. Aside from being the best premium electric vehicle in the world, it’s a true Jaguar driver’s car with a combination of sports car performance, exceptional refinement, advanced driver technologies and all-wheel drive SUV usability and practicality. A 90kWh lithium-ion battery enables a range of up to 470km (WLTP) and is capable of charging from 0-80% in just over an hour (60kW DC). The two light, compact and efficient Jaguar-designed motors generate a combined output of 294kW and 696Nm of instant torque, delivering 0-100km/h in an exhilarating 4.8 seconds. In 2018 Jaguar South Africa introduced a R30-million public charging infrastructure investment in partnership with electric vehicle charging authority GridCars. The network includes nearly 100 charging stations nationwide, making day-to-day travel and even long-distance journeys by EV and plug-in hybrid vehicles even more convenient. The grid comprises stations positioned along frequently-travelled holiday routes including the N1, N2 and N3, as well as various points of convenience such as shopping centres in the country’s major city hubs. Every Jaguar Land Rover dealership also has publicly accessible charging stations installed. Jaguar also recently announced its partnership with e-Movement, the Cape Town Formula E Bid Company, which plans to host an all-electric Formula E World Championship round on a street circuit in the heart of Cape Town. As the Founding Partner of the bid, Jaguar is reaffirming its position as the leading motor manufacturer in South Africa’s future of electric mobility.

Update on SA Rugby Competitions for 2020 SA Rugby has confirmed the cancellation of a number of events and continued contingency planning for others in the wake of the COVID-19 pandemic it was announced on Tuesday, following extensive consultation between members of the local rugby industry. “These are unprecedented times, not only for rugby in South Africa, but across all spheres of life all over the globe,” said Jurie Roux, CEO of SA Rugby. “Unfortunately, we had to make some very tough calls in terms of our local competitions, but we have the buy-in and support from the local franchises and unions, SAREO, MyPlayers and our broadcaster, SuperSport, in this regard. “The decision to cancel certain competitions and tournaments is in line with what has been happening across various sporting codes all over the world – we are not shielded from this in South Africa. “In terms of other teams’ participation in certain competitions, and the hosting of other tournaments, we are currently on a return to train and play readiness plan, but this is dependent on Government advice and decisions as the pandemic evolves.” The tournaments which are still part of the planning for 2020, are: Local franchise and union competition

The following tournaments and competitions have been cancelled for 2020: All SA Rugby Youth Weeks SA Rugby Provincial U13 and U17 Sevens SA Schools U18 Competition SA Rugby Provincial U19 Week SA Rugby Provincial U20 Competition SA Rugby Provincial Sevens Competition All club and community rugby is still postponed until further notice and SA Rugby reiterated its plea to all clubs, teams, players and coaches to adhere to the lockdown rules.
