Building owner wants changes to improvement plan process

Changes are coming for Bradford West Gwillimbury’s community improvement plan application process.

The initiative, which financially assists business owners with façade, landscape and signage costs to improve overall appearance, has recently come under scrutiny.

Wanda LeBlanc, whose family owns property at 95 Holland St. W., housing businesses including Pioneer Restaurant, Bradford Works and numerous apartments on the upper level, shared her disappointment in a lack of funding given to them through the CIP program.

In recent years, the family has put hundreds of thousands of dollars into fixing the external appearance of the property.

It wasn’t until recently, LeBlanc says, that she learned of the CIP program through a friend of a friend.

She has done a lot of work on the building and has incurred all costs, she said.

“I was disappointed to learn that we would only receive just over $1,600 for a base asphalt we want to put in, which costs substantially more than that.”

She says she is perturbed as to why they aren’t receiving more assistance when it is the town’s vision to help improve the downtown core.

“Our family has owned the property since 1976,” LeBlanc said.

“My parents have been in Bradford since about 1958. It’s a struggle for us. We’re asking for council to reconsider the amount we are given, considering how much work we have already put into our building.”

LeBlanc requested that council consider taking a look at what her family has recently done and paid for, hoping a reimbursement of some kind could be given back.

“I understand where you’re coming from, but I’m a councillor on the revitalization committee who reviews applications

based on the criteria council endorsed,” Councillor Raj Sandhu said.

“All applications go through the same process. No matter how many times you do the application, you’ll still get the same score and same funding amount, unless we change the scoring method and application process.”

In regards to accepting applications for work already completed on a location, which has not been done since the inception of the CIP program in February 2013, BWG program co-ordinator and downtown facilitator Paul Pirri said it is in council’s power whether or not they wish to consider a reimbursement option.

Councillor Gary Lamb was quick to jump on the topic, saying it may not be a wise decision to do such a thing.

“The danger of revisiting work already done is, how far do you go? We’ve had quite a number of applications from other businesses for work they’d like to do in the future,” he said.

“If we accept an application for work

already done, and you do it for one business, you may have to do it for a lot more.”

Councillors nodded in agreement, leading to the decision that council would begin to consider reimbursing a portion of façade costs to businesses with work completed between February 2013 and now.

Town staff is also expected to come back to council in November with a revision to the 10 sections of criteria used to determine how much grant funding a business or landowner can receive through the CIP program.

For now, however, LeBlanc’s family will only receive the $1,600 as determined by their recent application results.

“We encourage you to come back with all of the payment information of projects completed since February 2013, if you have it,” Deputy Mayor James Leduc said.

“I’d like to do something, if at all possible, because I know you’ve done a lot of work to your property. If there’s a way we can help you with the CIP program, we will try our best.”

A

ccompanied by a great deal of fanfare, several new changes for Ontario motorists came into effect last week.

Under the various components of Bill 31, also known as the Making Ontario’s Roads Safer Act, drivers found guilty of “dooring” — opening the car door suddenly and into the path of a passing vehicle or cyclist — could be hit with a fine of up to $1,000 and three demerit points, while failing to give cyclists at least one metre of space when passing will cost a driver $110 — $180 if the infraction occurred in a community safety zone — and two demerit points. Penalties for distracted driving also jumped to a set fine of $490 and three demerit points, although the cost can reach a maximum of $1,000, with novice drivers also receiving a 30-day licence suspension for the infraction.

Intended, as the legislation’s name suggests, to make the province’s roadways safer, the changes will hopefully achieve their desired aim of making travelling around the province a little less perilous for drivers and cyclists alike.

However, with the good came the bad in the form of higher vehicle registration and driver licencing fees that also came into force Sept. 1.

The money collected through such fees isn’t dedicated to road repairs or transit improvements, meaning they could just as easily end up paying for health care administration rather than asphalt.

One also has to take into account the rate at which the vehicle licencing fees have increased.

Ten dollars may not seem all that steep, but the cost of that little plate sticker has jumped more than 46 per cent since 2011, when it was $74.

In labour relations, a lockout is the managerial equivalent of a strike. Its purpose is to impose economic pressure on the union, just as a strike is intended to impose economic pressure on management. It has absolutely nothing to do with whether a union can continue to operate or retain its members.

To lock out teachers and allow them to return to work only upon surrendering their union memberships would be purely, blatantly illegal.

There isn’t a nicer way to say it.

Local businesses now have a powerful tool to connect them to shoppers who are planning to buy their products.

On behalf of Metroland Media and your community newspaper, Pulse Research has surveyed our readers and collected in-depth information about what shoppers are planning to buy in the next 12 months.

Even though classes just resumed following summer break, students at Holy Trinity Catholic High School have already been given a day off from classes.

The doors were closed yesterday after reports of an electrical fire, according to a statement released by the Simcoe Muskoka Catholic School Board.

Students who arrived to the school by bus were returned home shortly after their arrival. The minor incident was resolved within hours of its occurrence and teachers were let back inside the building.

Are all custom foot orthotics made the same? Why so much variance in prices and incentives?

New LED streetlights will save town money

Streetlights throughout Bradford West Gwillimbury will soon become an environmentally savvy and cost-efficient addition to the town.

BWG recently partnered with Honeywell Limited to identify opportunities of reducing energy costs, with the idea of using the savings to fund new infrastructure.

Earlier this year, staff reported on an energy management proposal to retrofit streetlights, along with minor upgrades to mechanical equipment at BWG’s wastewater treatment plant.

Phase one of the implementation, reported to council Tuesday night, includes the retrofit of 2,600 LED streetlights around the community.

The need for such a change is now becoming urgent, as several types of fixtures being used within BWG — high-pressure sodium lights, as well as some mercury vapour lights — are reaching the end of their life cycles.

The cost of the project is estimated at $2.2 million over an 11-year payment agreement, however projected energy savings through the use of new lighting will offset execution

costs, ultimately having no financial impact on the town.

In fact, it is estimated the town could see a positive cash flow of more than $1 million after 15 years.

“Everything that gives us a greener footprint is fine by me,” Councillor Mark Contois said.

“Especially something like this with a guarantee from Honeywell. I would like to see them put in as soon as possible.”

As an added bonus, BWG is also eligible for a $220,000 grant program through the Independent Electricity System Operator if all LED fixtures are in by next spring —Honeywell has expressed its desire to move ahead with implementation as soon as possible.

Councillors agree the change should happen sooner rather than later.

“We are all quite excited about seeing some savings in energy costs,” Mayor Rob Keffer said.

“There will also be savings in maintenance and replacement costs, too, ensuring less time will be spent trying to fix our lights.”

Town staff and consultants at Honeywell will report back on phase two,, which is related to improvements at the wastewater treatment plant, next year.

As classrooms begin to fill up for another school year, South Simcoe Police is out on the street to ensure your kids are staying safe.

Until Sept. 18, officers will conduct a back-to-school safety campaign throughout Innisfil and Bradford West Gwillimbury – monitoring school zone areas in marked and unmarked cruisers.

“Kids are really excited to be back at school with their friends, so drivers need to be extra cautious,” said Const. Richard Williamson, who was on patrol during the first day of school, Sept. 8.

“If everyone obeys the safety laws, we won’t have any problems.”

Unfortunately, Williamson says a few drivers were already stopped for speeding near schools on the first day back to class.

Though he says an excessive amount of tickets weren’t handed out, speeding could still lead to an unnecessary accident.

“It just takes one time to make people realize how important it is to watch your speed,” he added.

The primary focus of the two-week campaign will be based around educating drivers and pedestrians about school safety, as well as raising general awareness.

Police will be enforcing school zone speed limits, as well as laws, which require drivers to stop for pedestrians at crosswalks and for school crossing guards.

SSP is also reminding drivers that new, higher fines are in effect for distracted driving.

“People can put down their phones while they’re behind the wheel,” said Williamson.

“You need to remember that children are vulnerable.”

But officers aren’t the only ones responsible for the safety of children – they’re also looking to you, the parent, to keep kids out of harm’s way.

If you regularly drive your children to school or take a route that involves a school zone, slow down and be patient. Most areas in BWG and Innisfil have been designated as community safety zones — meaning fines are doubled.

Obeying all parking and traffic regulations should also be high on drivers’ priority lists.

Many schools experience high volumes of traffic due to parents parking their vehicles in ‘no parking’ zones.

Doing so obstructs the visibility of crosswalks and corners — something Williamson sees on a regular basis and is quick to point out to parked drivers.

As an added precaution, it also may be in your best interest to talk to your children about some of the dangers they may face and how to avoid them.

“Parents can always walk the route their children will be taking, if they are walking themselves,” Williamson said.

“They can also point out some of the hazards, such as main roads and how to

cross safely.”

Kids of any age should also be taught the danger of talking with strangers.

Though it may be one of the oldest tricks in the book, it may still be wise to pick a code word for family and friends to use when picking up your child.

BWG resident Nicole Gifford says she has already reached out to her daycare provider and school bus driver, alerting both of the people she’s authorized to drop off or pick up her child.

“I also inquired about the procedure, should someone else need to pick my child up, in the case of an emergency and extenuating circumstances,” she added.

With kids now out and about in large groups, it is crucial for parents and drivers to obey the rules of the road to avoid any unwanted accidents or fatalities.

“We need to work together to keep everyone safe,” said Williamson.

“Hopefully this year will be a safe and happy one for all students.”

Age 29, Ellen passed away Thursday, August 27, 2015 following a tragic motor vehicle accident. Much loved daughter of Dianne Pappas (nee Keilty) and Stephen Chris Pappas. Will be sadly missed by her brother Philip Pappas. Also her grandmother, Martha Pappas, her Aunt Ann, Uncles David Keilty and Nick Pappas and cousin Andrew Pappas, as well as many friends and colleagues.

Predeceased by her loving grandparents Betty and Ross Keilty and grandfather Peter Pappas.

Ellen graduated with an Honours Degree in Criminology Criminal Justice from Carleton University, Ottawa, Ontario. She loved to spend time in Gatineau Hills with her boyfriend Dan. Ellen was an avid Maple Leafs fan. She played hockey as a feisty center as a youngster and an adult. Also, an avid soccer fan and player, having played at high school and university levels including playing with the University of Leeds in England. Ellen’s most recent love was kayaking on the Mississippi River, a stone’s throw from her home in Carleton Place, Ontario. A heartfelt Thank You goes out to all friends and family for their support during this difficult time. Ellen gave a generous donation to the Gift Of Life.

Ellen’s wonderful spirit, joy and talents will be celebrated Sunday, September 20, 2015 at King Valley Golf Club, 15675 Dufferin Street, King City, Ontario from 2-6 p.m. Friends and family are invited to join in our remembrance of Ellen’s short but full life. STREETER, Alec January 7, 1927 - September 8, 2015 (Served with the RAF in WWII) Passed away peacefully at Chartwell Aurora Long Term Care on Tuesday, September 8, 2015 at the age of 91.

Loving husband of the late Peggy and beloved father of Julie (husband Ross). Proud grandfather of 3 and proud great grandfather of 5.

Alec was born in England and moved to Canada in 1952 with his wife and daughter. As a result of hard work and a willing, agreeable spirit he advanced from floor sweeping to Manager of Quality Control at Westinghouse Canada for 31 years. After retirement he and his wife Peggy travelled each summer until Peggy’s ill health forced them to stay home. After Peggy’s death in 2003 he moved to Newmarket to live with his daughter and son-inlaw.

A funeral service will be held at the St. Paul’s Anglican Church, 227 Church Street, Newmarket on Saturday, September 12, 2015 at 2 p.m. with one hour of visitation prior. Private interment will take placed in Brantford, Ontario.
