It’s shaping up to be tasty summer — Ribfest, Food Truck Fest approved

BWG Events Group has been given another chance. A fourth one, to be exact.

Council gave the go ahead for the fourth annual Ribfest to take place July 22 to 24 in front of Zehr’s, after BWG Events Group founder Rick Brooks came forward at a meeting on May 3 to ask that permits be accepted, even though they were late.

Counillors expressed their frustration with Brooks and his team, saying they were

disappointed that the proper applications were not prepared and submitted ahead of time, as promised by Brooks late last year.

Though three councillors chose not to support the continuation of the event for this summer, the rest wanted to see it go forward, putting both the BWG Events Group and town staff on a tight deadline.

Deputy Mayor James Leduc was one of the three who did not believe Brooks should be given another chance.

“I don’t think I’m going to change my

opinion about this. I’m not supporting the application,” he said.

“I’ve seen Mr. Brooks come late to the table for four years in a row. It puts pressure on our staff and I don’t think it’s fair.”

Others showed a little leniency, saying that though they are very unhappy about the tardiness of the applications, Ribfest has become a staple event for the community and surrounding areas.

“Like I said before, I’m disappointed, but, in saying that, it’s an event that thousands of residents attend. I think it should go on,” said Councillor Mark Contois.

“My only concern is whether or not Mr. Brooks has enough time to make sure everything is implemented on time for the event, without cancelling.”

Councillor Gary Lamb also supported

the event, but suggested a late fee be put in place starting in 2017 for any event applications that are submitted past deadline.

Aside from Ribfest, BWG Events Group also asked for event permits to be accepted late for the inaugural Food Truck Fest, expected to take place June 25, which leaves a very short timeline for all documentation and event plans to be put into place.

Council was caught in a tie vote, with four against and four in support of the event.

Mayor Rob Keffer was the deciding vote, saying he would like to see the festival take place, as long as Brooks could get the paperwork submitted as soon as possible.

Council also agreed to extend the town’s noise bylaw from 10 p.m. to midnight, to allow for longer hours at both events.

What is the Move Over Law? This started back in 2003, and was amended in September 2015 to include tow truck drivers and public utility workers. It is aimed at improving safety for officers and others performing their duties on the road. If you’ve seen flocks of pink flamingos popping up around Bradford, you may want to get in on all the fun.

Liz Annand and her sister, Stephanie Fudge, are the duo behind the fundraising initiative. At the beginning of May, as a means of fundraising for Liz’s upcoming mission trip to Haiti in October, they began offering the rental of plastic flamingos that could be put on an unsuspecting person’s lawn for a day.

So how does it work?

For a $10 donation, you can send a flock of 10 bright pink flamingos with a sign that reads, “You’ve been flocked!” onto a family member’s, friend’s or co-worker’s front lawn. If you want to make a bigger impact,

Though all proceeds were originally going to go toward Annand’s trip, a decision was later made to give half of what is raised to the Red Cross in the wake of the Alberta fires.

“With the timing of it all, we knew that’s what we wanted to do,” Annand said.

“They need our help out there and this is the least we could do.”

As of last week, Annand and Fudge have raised more than $500 with their efforts, but it certainly won’t end there.

“We are fully booked up until August.

This has really caught on and very quickly,” Fudge said.

“We’re even calling in a few family and friends to help out on weekends. It’s going to be a very busy summer, but it’s great to see how much people love the idea.”

A big win for seniors’ housing incentives came out of town council on May 17.

The approval for a formal seniors’ housing community improvement plan will now help prioritize housing for local seniors in years to come, something Mayor Rob Keffer had been pushing for since being elected in 2014.

The CIP will offer a grant of 100 per cent coverage toward development charges for the first year of a project, though staff originally suggested the number be set to 50 per cent during a council meeting earlier this month.

After some deliberation, Keffer and Deputy Mayor James Leduc asked staff to create a CIP that included 100 per cent coverage of development charges, to see what the financial implications would be like.

After some research, it was determined that the annual taxation created from any given project would more than cover the cost of what was lost from eliminating the DC’s.

One of the only downfalls to the CIP? That it be taken away once nearly 100 seniors housing units have been built in BWG. Councillor Gary Lamb urged council to request it be increased to 200 or 250, as the town’s population is expected to increase to 50,000 by 2031.

But the good news comes just in time for the development of an exciting new seniors’ housing venture beside St. John’s Presbyterian Church. The full reduction of DC’s will allow Bekerman Properties Inc., which will be building a highly modern facility, to save $2.8 million.

Jonathon Scott, a consultant for Bekerman Properties Inc., says the CIP is a real example of leadership.

“We are pleased to see amendment to the staff report of 100 per cent to cover DC’s. We really do know that we need more seniors housing here and there are far too many examples to name of seniors who have had to relocate outside of Bradford,” he said.

“It’s really a win-win-win situation. There will be 90 new jobs, 150 new seniors housing facilities in place and you’re getting tax revenue every year.”

Mayor Rob Keffer says he looks forward to the completion of the new facility, which is planned for completion within the next 18 months.

Body pulled from river

York Regional Police has concluded its investigation related to the body found in the Holland River on Friday, just as the Victoria Day long weekend began.

On May 20, South Simcoe Police responded to the report of a body in the river behind Bradford’s Riverview Restaurant. York Regional Police also joined in on the investigation, which was handed over to them once it was determined it was in York’s jurisdiction.

YRP Duty Officer Russ Bellman confirmed the body was pulled from the canal and the corner attended the scene.

“The investigation has wrapped up and it has been determined there was no foul play,” he said.

Bellman also confirmed that the body had been identified, though the cause of death and name of the deceased have not yet been released.

Those passing by the restaurant located in the south part of Bradford saw a large police presence, fire service vehicles and EMS on site as yellow police tape surrounded the scene.

Many residents took to Facebook, asking one another what was going on. The incident did not close down any major roadways while police investigated.

Those working at Riverview Restaurant that day declined to comment.

Take action on affordable housing

alk of affordable housing — or, more specifically, the long overdue, immediate and vital need for affordable housing in York Region and across the province — is nothing new.

Governments, at all levels, have been talking and talking about how desperately affordable housing is needed in Ontario communities for 20 years or more.

But that’s all it has been: talk, talk and more talk.

That’s why there is shared but reserved optimism after the province introduced unprecedented legislation last week giving Ontario municipalities the necessary tools to force builders to include more affordable housing options in all residential developments.

Like most government decisions, this one comes years too late, as the need for affordable housing in Ontario reaches crisis mode.

In York Region, alone, more than 10,000 people were on a waiting list to get subsidized rental units in 2013 — many of those will have to wait 10 years.

This list grows longer every year— 12,000 today — as our populations and our cost of living rise.

As part of the province’s proposed law, municipalities will be expected to contribute by offering development charge rebates, density incentives and property

tax breaks.

If passed and effectively utilized by Ontario municipalities — it’s an individual choice — this legislation would be a first in Canada.

Other provinces have paid lip service to the idea of “inclusionary zoning”, but none have held any builders’ feet to the fire. Manitoba, Vancouver and Montreal, for example, have put laws in place, but none have exercised the power.

Ontario’s new proposal, introduced by Housing Minister Ted McMeekin, is expected to be passed late this year or early in 2017.

Let’s hope York Region municipalities use this new act to actually create affordable housing — bricks and mortar, not reports and studies — that reflects the reality of thousands of citizens being outpriced of a ballooning real estate market.

There will be costs involved, partnerships needed and glitches to iron out, but no one could disagree that we need action on this issue; one that has been analyzed to death, but has seen minimal progress.

Senior citizens, who are living longer and many of whom may run out of money, and our younger citizens who are mobile and perhaps can’t afford a $700,000 home, really need us to make this work.

Concern grows for rising risk of Lyme disease

T

here are so many health concerns to worry about that it may be tempting to ignore or downplay fears of Lyme disease.

After all, news coverage with photographs of newborns with tiny heads in South America make us fear the Zika virus, especially with experts predicting it will make inroads in Florida and many southern states in the U.S. where many snowbirds spend their vacations.

Yet Lyme disease is here — now — and has been called the “fastest growing infectious disease in Canada”. One researcher predicts that 80 per cent of the population in eastern and central Canada would be at risk of Lyme disease by 2020 because of climate change.

Health Minister Dr. Jane Philpott kicked off a national conference last week in Ottawa on developing a federal framework on Lyme disease — a national strategy to better prevent, diagnose and treat the disease.

Sadly — and frighteningly — infected ticks that carry this debilitating, multisymptom disease are here now, in forests, parks and even private yards.

How do we know this?

Veterinarians in municipalities throughout Ontario are finding infected ticks on pets.

A Richmond Hill naturopath who specializes in helping patients with lyme disease is seeing an ever-growing number of people desperate for diagnosis and treatment.

Stories posted to our website, such as heart-breaking features on a Thornhill woman who is convinced she picked up the disease from her own back garden and another young student from Richmond Hill who started a blog to help others cope with symptoms, get huge reaction and “hits” — as did a story just a few weeks ago about an vet sounding the alarm.

Nationally, 100 Lyme sufferers presented their own personal stories at the Federal Framework on Lyme Disease conference.

They highlighted maddening battles to get diagnosed, or frustrating negative diagnoses by doctors in Canada. Many Lyme patients feel like “lepers” or say they are “ridiculed” by doctors who say their symptoms are all imagined.

the house because of symptoms that are debilitating or that sometimes mimic diseases such as Multiple Sclerosis.

Locally, we can take some comfort that health authorities are presenting a much stronger awareness campaign for residents under the ‘Fight the Bite’ theme.

Sadly — and frighteningly — infected ticks that carry this debilitating, multi-symptom disease are here now, in forests, parks and even private yards.

But some local experts say the statement that there were “seven reported cases of Lyme disease in 2015 ... and all were found to be travel related” gives people enjoying our parks and forests a false sense of security.

Those who take the trouble to read about and follow Lyme disease will see that anyone who finds and removes a tick is encouraged to bring it to a public health office for testing.

We all want to enjoy the great outdoors this spring and summer, but we all need to do so safely.

Teenager charged with domestic assault On May 18 around 10:30 p.m., a concerned citizen called South Simcoe Police to report a domestic incident in a nearby apartment.

Officers arrived on scene and located a distraught woman, who told them she had

been pushed to the ground by her boyfriend during an argument.

The 18-year-old male suspect was identified and located a short distance away. He was held in custody for a bail hearing and charged with domestic assault.

Bradford driver charged with impaired On May 24, just before 2 a.m., a South Simcoe Police officer stopped a car on Holland Street

West, after he noticed the car speeding and weaving down the street.

After speaking with the driver and detecting a smell of alcohol, a roadside screening device test resulted in a failed reading.

After more testing at the south station, the 22-year-old Bradford driver was charged and his licence suspended for 90 days.

His car was also impounded.

Bradford Fire Services are on the hunt for an architect to design a new and improved headquarters.

During last Tuesday night’s council meeting, Fire Chief Kevin Gallant was given the go-ahead to seek someone to get the job done. Options into revamping the existing building along Melbourne Drive have bee discussed, though Gallant and town staff will still seek available land for an entirely new building.

On May 6, shortly before 8 p.m., South Simcoe Police were in the area of Orr Drive in Bradford West Gwillimbury, when an officer noticed a four-wheel ATV pass them on the roadway.

The male driver was not wearing a helmet and had a young child seated in front of him. The officer stopped the ATV to investigate

before a plot of land has been purchased. Gallant says the chosen architect will simply draw up designs and offer costing estimates, based on what he and the service are seeking in a new facility.

Bradford Fire also has intentions of pursuing a joint fire and paramedic facility with the County of Simcoe, which councillors also supported, pending approval and added support from the county, if they want to be part of the project.

Gallant says, if all goes according to plan, that an architect should have a design for the new facility completed by the end of the year.

and during a conversation with the driver, it was apparent he had been drinking alcohol.

A roadside screening test led to the 23-year-old Bradford man’s arrest. He was charged with impaired driving and drive over 80 mgs.

His license has been suspended for 90 days, while the ATV was impounded.

He will appear in court at a later date.

Simcoe County Forest is a four-season playground for recreational enthusiasts

W

ith shards of sunlight brilliantly slashing through a canopy of mature hardwood trees, Heather Stanley is all smiles as she prepares to pilot her mountain bike through the Simcoe County Forest.

“You can go out in the Simcoe County Forest and ride for six hours and never be on the same track in that whole time,” says Stanley. “You can go from one swath of land, cross the road and be in another tract, and have a change in scenery, a change in terrain and never do the same loop twice. It is unbelievable to have that in our area.”

That is part of the reason the Simcoe County Mountain Biking Club has enjoyed explosive growth since it started in 2013. Today, the popular club boasts more than 600 members.

Stanley, who serves on the club’s board of directors, is not surprised the forests are wildly popular for outdoor enthusiasts, ranging from hunters to hikers.

“I run on the trails and often see people walking their dogs, people riding horses and ATVs, and in the winter, people cross-country skiing or snowshoeing; it definitely opens up activities to a lot of people in all four seasons,” said Stanley. “We are so fortunate in Simcoe County.”

One of the primary roles of the County Forests is to provide a range of passive recreational pursuits for county residents and visitors alike.

“There are many studies that have shown substantial benefits to the health and well-being of those who spend time in our

natural environment whether it’s active pursuits or simply enjoying nature,” said Simcoe County Forester Graeme Davis.

“That’s why it’s so important to us to make sure the Simcoe County Forest remains healthy and vibrant.”

The more than 32,000 acres of forest tracts distributed throughout the sprawling county are a year-round outdoor playground – something the county strives to protect while also ensuring as many people as possible can enjoy them.

“A recreation policy and associated bylaw are in place to ensure all responsible users of the forest are able to enjoy their recreational pursuits,” Davis said.

That policy and philosophy is appreciated by the Barrie Sno Voyageurs, a 1,600-member strong snowmobiling club whose riders, say club official Barry Wilkinson, revel in the forested winter wonderland.

“What we love about the forest trails is you’re not disturbing any landowners, you’re in the woods, which is really nice, and they’re sustainable for us,” Wilkinson

said. “If you’re using a farmer’s field you’re relying on the landowner to provide access year to year. In the forest, we can use access roads and, generally, don’t have to do much maintenance which, for a volunteer club, is important.

We are so thankful for the role the County plays in sustaining the forests.”

That is a sentiment echoed

by Soren Klemmensen of the Central Ontario ATV Club; his 300 members rely almost entirely on the trails within the County Forest.

“The only trails we have are in the County Forest, so they have really opened up possibilities for ATVs in the County and have taken a lead role in kind of paving the way for us,” said Klemmensen.

He noted a successful alliance with the county is opening the door to growth for the sport. For example, Wasaga Beach recently passed a bylaw allowing ATVers use of municipal roads, a major breakthrough for the club that Klemmensen hopes other jurisdictions will follow. He likens ATV clubs like his to pioneering snowmobile

clubs of the past.

“The majority of our club members are in their 40s and just want to get out and enjoy nature much like snowmobilers,” he said. “They want to get some fresh air, enjoy nature...it’s families who go out with the kids and have a nice time. We want to ensure trails are family-friendly and safe and everyone has a good enjoyable experience.”

He says the emerging popularity of ATVs could create a shoulder-season tourism boon for the entire region.

“A lot of businesses in Simcoe County survive on tourism, so adding another element, especially in the offseason, is good news. It means more people enjoying the trails and more money when the economy is slow.”

Sue Downing of the Ontario Competitive Trail Riders Association said her equestrians appreciate the welcoming forests of Simcoe County.

“Trail riding is a very relaxing recreational pastime for a lot of pleasure riders who access the forest and

just head out for a nice hack,” she said. “Our members do a lot of training in the forest.”

She said access to the County Forest is more important than ever.

“Our roads – even side roads – are becoming more and more dangerous. As they become busier, we’re forced to find somewhere to train. I’d hate to think what we’d do if we didn’t have the County Forest.”

And while the club uses the trails for sanctioned races, even during competition, riders cede space to others and respect those in the forest at all times.

“If you’re cantering along a trail in a 50-mile race, and see a person walking a baby stroller, you’re going to break down to a walk,” she said.

Downing said other users are also learning to respect riders.

“I think we’re getting the message out there. We encourage ATV riders or snowmobilers to turn their machine off and say ‘Hello.’

As long as horse hears voice, they’re OK. Actually, mountain bikes are more frightening because they approach without any sound, so we’ve been working with them to ask them to yell out in advance.”

Those types of concerns are often aired and addressed at annual user group meetings organized by the County.

“That is so valuable,” Downing said. “The County is very supportive and tries hard to address concerns right away. We are really fortunate in Simcoe County to have access to these forests.”

Wilkinson agrees, “When you consider what they started with, which was sand dunes and clear-cut fields, they have done an awesome job with the Simcoe County Forest. It’s one of the best things the County has ever done. It’s an invaluable resource.”

Motorcyclist injured in crash

A motorcyclist was sent to hospital with minor injuries, after a driver in Bradford hit him May 21.

The 50-year-old man was out for a ride

along Yonge Street near Line 8, when he was struck by a vehicle pulling out of a nearby parking lot.

The female driver of the vehicle was charged with careless driving.

The motorcyclist suffered minor injures and was released not long after the incident.

In 1994 Jim Jennings retired from a long and successful competitive career in karate. It was that same year that he started teaching for the Bradford Parks and Recreation Department (now Leisure Services). Since then, Jim also served eight years as Ontario’s Head Coach and was an assistant National coach for five years, and currently sits on Karate Canada’s High Performance Committee. Today Jim and Trish Jennings offer karate classes for all ages and levels of students along with a competitive program for their serious athletes.

Karate is a unique activity developing physical literacy and most of the physical parameters demanded by many sports. For this reason, karate is an excellent activity for children and is often the off-season activity for many kids who are serious about other sports. For those who are not competitive, it is a great way to stay in shape. One of the most notable features is that after every workout, you walk out a winner, whether you are five or 45 years old.

At Jennings’, karate is taught with a focus on its traditional roots, staying true to the values and beliefs of our founders from Japan and Okinawa. This is the format through which participants learn to value respect, courtesy, and the benefits of commitment and hard work. The constant pursuit of one’s own character development and physical well-being is a fundamental component of karate and is constantly encouraged.

Karate has many styles and we adhere to the style of Shotokan following the methods of Masami Tsuruoka, the founder of the first club in Canada in the 1950s.

Cherry Webster loved by students, friends

herry Webster’s notes will continue to ring true in the hearts of those who knew her.

To some, she was a loving wife and devoted mother of two. To others, she was a dedicated teacher and the community will remember her forever as the organist who played at the Ray Twinney Complex during Newmarket Saints games. She was an energetic and encouraging spirit who will never be forgotten by those who were fortunate enough to have crossed her path.

“She was a unique person,” her husband, Bill, said. “She was mystifying, talented, smart, funny and shared my love for music.”

They first met at the “Jolly” Miller Tavern in Toronto more than four decades ago. Both were musicians and teachers who were just beginning their careers. It was only six months later that the couple married. In 1974, the couple moved to Newmarket, a move they called the great white north at the time.

Over the years, Cherry taught primary and junior grades, music, special needs children and French at Park Avenue Public School, at schools in Aurora, but spent the majority of her time at Prince Charles Public School in Newmarket.

“The students who needed most, just gravitated toward her because of her empathy and because she was so giving,” he added. “She was just an amazing person in everything she did.”

career, raising her children, Darryl and Kim, and teaching private piano lessons. On top of that, she decided the Newmarket Saints games needed a certain spice so, for every game, she would lug her equipment, plus her children, to the second floor of the recreation complex to rev up players and fans.

“I still meet people today who knew my mom as the Leafs’ farm team organist,” Darryl said. “I have been to some faraway places and people know who my mother was; a beautiful person.”

But closer to home, he remembers his mother being someone who always put everyone else first, almost to a fault, as he wonders if she ever had time for herself. When he was 12, he attended a goalie school in Orillia, but was too shy to spend the night at the camp, so his mother crammed his hockey equipment into her IROC Z28 at 5 a.m. three times a week to allow him to have the experience.

“She would encourage any idea we had,” he laughed. “I wanted to travel with a band that made no money and she never discouraged me.”

When his sister, Kim, moved to Manchester, Cherry never discouraged her and remained close with her daughter.

Cherry always enjoyed travelling to see her daughter and felt very much at home there.

Her empathy for others began well before her family was established or before she became a teacher. When her classmates were choosing to go to Paris as part of French studies, she went to Africa where she could do mission work on top of teaching French.

In addition to her other talents, Cherry had written a children’s book, but had never done anything with it until she was diagnosed with a brain tumour that claimed her life in April. With help from her family, the book, The Amazing Adventures of Squeaky and Vashy, has been published.

The family is currently working on organizing a life celebration to be held in August.

“We want the celebration to be as unique as she was,” Bill said.

It will be a celebration with music and memories to pay tribute to a life that was taken too soon.

Loving wife to Russell Burns of 58 years. Dear daughter of the late Ernie and Kathleen Luff. Proud sister of John Luff and Kay Rumble (passed). Mary was a beloved mother to Shirley, Cathy, Kevin and Rob. A proud grandmother of 8 grandchildren and 2 great grandchildren.

He is a cherished great-grandfather of ten.
