In support of Andrew Romanoff Dave Anderson is right when he describes the choices for anti-Trump voters as being “Big change or stability” (Re: The Anderson Files, Feb. 20, 2020), though I’d describe it as center-right versus center-left. Likewise for Coloradans in our 2020 senatorial race: center-rightist John Hickenlooper versus center-leftist Andrew Romanoff.
For many, former two-time governor John Hickenlooper seems the safe, “responsible” choice. But “Hick” hardly got reelected, winning by only 3.35 points. His short-lived presidential campaign flopped and made Hickenlooper seem less than honest with his claims of being responsible for Colorado’s landmark legalization of cannabis.
Hickenlooper is a bought-andsold politician with a background in the oil industry. America and the world need to eschew fossil fuels — anyone with foresight and intelligence realizes this. Hickenlooper apparently doesn’t, and like most enablers of fossil-fuel addiction, he advocates a “balanced” approach to energy — in practice, continuing to use and develop fossil fuels indefinitely.
That’s the policy of both Republicans and establishment Democrats. It’s their only way to create jobs, and as a matter of principle, they ignore the possibility of using the public sector to nurture the economy; Hickenlooper has actually compared the Green New Deal to Stalinism.
No inexperienced amateur, no mere protest vote, Andrew Romanoff is highly electable. He won four terms in the Colorado House and spent two of them as Speaker. His campaign isn’t beholden to Big Oil, the fracking industry or the very rich in general. He’s a people’s candidate with great positions on the issues: for Medicare for All; strongly for the Green New Deal and serious about protecting the environment; for fighting tax breaks for the super-rich and a fair economic system; against unnecessary wars; pro-choice, for sexual equality and against domestic violence; for social equality in general; for an assault-weapons ban; for fully
funding public education.
The problem with business-asusual establishment Democrats is that they fail to inspire; Americans have become so cynical about them that they often fail to vote. Andrew Romanoff does inspire. John Hickenlooper may not beat reactionary Cory Gardner, but with our support, Andrew Romanoff can and will. He’ll be a senator of whom Colorado can be proud.

Thank you, Joaquin Phoenix In case you missed it, Joaquin Phoenix accepted the Oscars award for best male actor and used this platform and his voice to say this. “We go into the natural world and we plunder it for its resources. We feel entitled to artificially inseminate a cow and when she gives birth, we steal her baby. Even though her cries of anguish are unmistakable. Then we take her milk that’s intended for her calf and we put it in our coffee and our cereal.”
A cow’s milk, just like any other mammal, is intended for their young and not for humans. The “World Health Organization recommends mothers worldwide to exclusively breastfeed infants for the child’s first six months to achieve optimal growth, development and health. Thereafter, they should be given nutritious complementary foods and continue breastfeeding up to the age of two years or beyond.” After this age of growth, humans should discontinue their intake of breast milk from humans or non-human animals. There are now over 30 plant based milks available and various plant-based cheeses and ice cream flavors. Next time you’re in the grocery store try reaching for the plant based milk or cheese and spare the mother cow the pain of having her babies stolen. Additionally, reducing your dairy consumption significantly reduces your carbon footprint at the same time as cows are the no. 2 source of methane emissions in the United States.
Thanks to Joaquin Phoenix for using his voice and platform to share some truth.

How will we get around Boulder County in the future? by Matt Cortina

It’s 2040. You take the light rail from Longmont to Boulder Junction. Maybe you hop on a shuttle to work downtown. Or maybe you ride on the multi-use path and buffered bike lane to the Space Force recruitment center, inspired by President Eric Trump’s fireside chat the night before. (In 2040, all presidential addresses are technically next to a fire. There’s fire everywhere.)
Or maybe the changes aren’t so monumental. Maybe you drive — in a car you own and still operate — from Weld County and take an overpass at IBM instead of waiting at the light for 20 minutes. Maybe you just take a good oldfashioned bus from Lafayette to Longmont, and it’s free, and the ride takes less than 10 minutes.
Either way, planning today for the transportation needs of tomorrow is not easy: You have to plan projects without knowing exactly how or if they’ll be funded. You have to coordinate with myriad agencies at the local, state and federal levels. And you have to account for exponential technological, societal and environmental changes.
“What’s fascinating about transportation is there’s what we’re working with today and then there’s the forecasting of how are we going to travel in the future,” says Kathleen Bracke, Boulder County deputy director of transportation planning. “It seems that pace of change is accelerating. And so I don’t know what the technology will be. I don’t have that crystal ball.”
But the County does have a plan, which it approved last month, for how to accommodate the extra 260,000 trips people will take through Boulder County by 2040. And there’s a price tag for implementing that plan: $2.46 billion, of which about 93% is unfunded at the moment.
So: What projects will get priority? From where will the funding

come? And when can Boulder County residents and visitors expect improvements to happen?
WHAT NEEDS TO BE IMPROVED?
To address the sizeable increase in people traveling to, through and from Boulder County by 2040, County planners (in conjunction with local and state agencies) recognized a need to create a system that offers bus, rail, car, bike and pedestrian options. Applying that “multi-modal” system to five main corridors in Boulder County — east/west, north/south, U.S. 36, Highway 119 and the mountains — would provide the biggest bang for the buck (or, in this case, 2.5 billion bucks). Data that anticipated job and population growth around the region — for instance, development in south and west Longmont — was used to pinpoint and forecast areas of need.
There is local precedent for planning and executing some of these big projects. The express lanes and expanded service on U.S. 36, for instance, took 20 years of planning, fundraising and coordinating with multiple levels of government, says City of Boulder Senior Transportation Planner Randall K. Rutsch. But the result of that expedited bus service between Denver to Boulder consolidates travelers, which will be key to moving large numbers of people through the county in the future.
“When you provide service that is faster than driving during the peak hours and is more reliable than driving because it has its own lane, you see a significant increase in ridership,” Rutsch says. That U.S. 36 expansion is being used as a de facto model for improvements to Diagonal Highway/119 between Boulder and Longmont. Bracke says the County has been working with Boulder, Longmont, Colorado Department of Transportation (CDOT) and Regional Transportation District (RTD) to create and fund express lanes, bus rapid transit in those lanes and a commuter bikeway.
Combined, the organizing agencies have raised about $93 million for the project. Good, but not enough to cover the project’s $250 million tab. “No one agency or one community is going to come up with 100% of the money to make that happen, and we also recognize that it’s a long haul, “ Bracke says. “You have to get momentum going on projects, because they’re big and they’re complicated and they’re hard and they’re expensive. But if we can get the momentum going, it helps bring more resources.”
(See the map on the next page for project details.)
HOW ARE WE GOING TO PAY FOR THIS?
Take the proposed Northwest Rail (see sidebar) and its $1.6 billion,
currently unfunded price tag out of the equation, and you’re left with a $540 million deficit to accomplish the key regional transportation upgrades the County has outlined. That’s on top of $100 million needed to implement just the City of Boulder’s own transportation plan, and the money needed to fund Louisville’s and Longmont’s plans for more localized improvements.
And funding for all those capitol projects are likely only to come after the millions of dollars of maintenance to the County’s roads, bridges and paths are made. Each city has maintenance projects to fund too, about $22 million in the City of Boulder, for instance.
Funding “is a hide-and-seek game,” Rutsch says. Cost sharing has proven fruitful when agencies are aligned on a project — U.S. 36, as mentioned, but also the Hop, which provides bus service between the 29th Street Mall, CU and downtown Boulder. The City of Boulder, CU and RTD share the costs, and Via Mobility Services runs it. Another example is the Flex Express bus that runs between Fort Collins and Boulder and is funded by the cities (and Boulder County) it serves.
With RTD cutting services, those models are likely the future for transportation. The City of Boulder’s recent transportation plan explicitly claimed RTD is “unable to provide the level of service needed to meet our goals.”
“So over time, we need to negotiate and take over service from RTD. There is lots of negotiation and bridges that would need to be crossed to do that,” Rutsch says, but adds that other communities have taken similar steps to municipalize public transportation.
Taking in the public transportation system might also allow local governments to offer fare-free travel, similar to what an EcoPass provides. “Long-term survey data shows if you have an EcoPass in your pocket, you’re five, six times more likely to ride the bus than somebody who doesn’t,” Rutsch says.
That would mean far fewer cars

HELP MY OFFER GET ACCEPTED!
Question: Adam, I put in an offer on a property, it was rejected… then another and I was outbid. I’m over it. Any advice? Answer: Yes, but it takes more time/ space than we have here. There are ways to strengthen your offer and it starts with a real estate agent like myself who calls the listing agent. There’s a LOT to discuss and rapport to establish before the offer is even presented. It’s also not a bad idea to get fully pre-approved for a mortgage (if not an allcash buyer). I’ve helped clients beat better offers by communicating with the listing agent and showing their seller my buyer clients were serious, good people, easy to work with, had a legit mortgage pre-approved, and that I would also do my part for a smooth transaction.

on the road in the future. But Rutsch says every time the City and County have gone to RTD with proposals to implement a community-wide EcoPass, they haven’t been able to reach a deal — yet another reason communities are looking outside the agency (which did not respond to multiple requests to comment for this story) for its transit future.
One final component in the funding discussion is the likely increase in taxes. Revenue typically spent on transportation projects garnered from a gas tax has dwindled in recent years as cars have become more fuel-efficient. And so there has been thought given to raising sales tax, but also charging drivers based on how much they travel and businesses on how much travel they spur. Rutsch says the City of Boulder might look at enacting a transportation utility fee, like Denver has done, that taxes businesses based on how much traffic they generate. For instance, a restaurant would be taxed per square foot at a tax rate that’s based on the average number of people that visit similar businesses.
Bracke also suggests that mileage fees may be used to generate revenue. Technology already exists to track cars coming in and out of Boulder County (cell phone pings are used to determine how many trips were coming in and out of the county and from where). Automatically charging drivers per trip would be ideal, Bracke says, even if it does sound a little 1984. “A lot of the feedback we hear from people is, ‘Well, I don’t want you to track my vehicle,’ but if you have a phone, that’s already happening,” she says.
Rutsch agrees: “A lot of people that are in the field would say ultimately that’s where we will go.”
Even if it’s not your cell phone being tracked, your new car will likely be able to be tracked automatically.
HOW LONG DO WE HAVE?
The cost to complete these local and county-wide projects is likely to increase. Since 2012, the cost of construction in Colroado has gone up 72%, while the County’s transportation revenue has increased only 53%. In Boulder, a project that cost $10 million in 2012 would cost $14.5 million today. “That’s why we look at how can we accelerate implementation of these things,” Bracke says. “The more funding we can find sooner the better because we can implement these at a lower cost than what they might be in five or 10 years.”
You have likely experienced an increase in traffic driving throughout Boulder County in the last five years. Rutsch says anecdotal evidence bears that out. When the City asked business owners in 2014 if travel and transportation was impacting their ability to hire and retain employees, by and large they said no. When they were asked last year, “We heard very strongly that they are having an issue.” Rutsch says the local transportation system “may have reached a breaking point,” and that businesses may now be willing to help fund projects like a takeover of the bus service, which would help them retain and accommodate employees. The impacts of inaction could spread even farther, Bracke says: Boulder County and its cities have climate and cultural goals and fixing the transportation system is a critical part of meeting so many of them.
“We can’t just keep chipping away at this for the next 20, 30, 40 years,” Bracke says. “We need to figure out how to accelerate the pace of progress. Things need to happen sooner because we’re running out of time. And we know we have climate goals, we have air-quality goals, affordable-living goals... and we’re not going to get there if we don’t keep moving.”
So when will these projects be complete, if at all? The untidy answer: Whenever there’s funding. And a collective desire across multiple government agencies and taxpayers to get it done.
“You have to build local support,” Rutsch says. “You have to get agreement. You have to ask and be persistent and be united.”
The U.S. 36 expansion, remember, took 20 years — the same timeframe we’re talking about for dozens of these projects. And in the grand scheme of things, adding an HOV lane did not fundamentally change our lives.
Time will only tell how exactly we’ll get around Boulder County in the future. It helps to have a plan, though.

Where there’s drilling, there’ll be spilling by Angela K. Evans
Toxic spills related to oil and gas production in Colorado increased about 7% in 2019 compared to 2018. That’s according to a new report from the Center for Western Priorities (CWP), a conservation policy organization based in Denver. This increase occurred despite the passage of SB-181 last year, an effort intended to better regulate the industry in the interest of protecting public health, safety and the environment.
The report is part of a broader look at the industry’s impact across the West’s largest oil-producing states: Wyoming, New Mexico and Colorado. Across the three states, there were 2,800 reported spills in 2019, accounting for 230,000 barrels of oil and wastewater.
“Where there is drilling, there will be spills; it’s inevitable,” says Jesse Prentice-Dunn, policy director at CWP. “[This report] really helps get a little more of a sense of the impacts.”
Despite their close geographic proximity, there is no standard process for reporting oil and gas contamination in the three states covered by the report. For instance, Colorado is the only state that requires companies to report how close spills are to occupied structures and water sources.
In Colorado, CWP analyzed selfreported spill information from the Colorado Oil and Gas Conservation Commission’s website, like it’s done every year since 2012.
Since then, there have been 60% more spills across the state, largely concentrated in Weld County, with significant numbers out west in Rio Blanco and Garfield counties as well. Adams and Las Animas counties also reported between 16 and 25 spills each. Not only did the number of spills grow, but the volume of material released increased significantly: 55,000 barrels of produced water, oil, condensate and other materials in 2019.
Also concerning, Prentice-Dunn says, is the proximity of these reported spills to occupied buildings and water sources. In 2019, a total of 98 spills happened less than 500 feet from an occupied building, while 63% of all spills were less than a mile from an occupied building. What’s more, 77% of the spills occurred within 5,000 feet of surface water and 70% within half a mile of a well. “[This report] shows a continued need for public health and environmental safeguards, and enforcing those well,” says Prentice-Dunn. “Colorado certainly has made strides in inspections and enforcement and that’s something other states can learn from. But I think the message is the job’s not done, that there’s a continued need for it.”

The current demand for eco-solutions to modern waste issues has generated a swell of green business opportunities.
Companies like The Hemp Plastic Company (THCP) in Boulder, offer alternative bio-plastics to replace conventional petroleum plastics. Hemp plastics use natural fibrous plant-material, instead of crude oil materials and are marketed as a greener option. THPC claims it could help “resolve the plastic issue for good” on its website.
“[THPC] has reduced plastic pollution down to a design decision,” says Kevin Tubbs, the company’s cofounder. “Hemp plastic materials are versatile, renewable, sustainable, they may also be biodegradable and in some cases even compostable.”
But some entrepreneurs and sustainability businesses remain skeptical when it comes to hemp bio-plastic. Is it as eco-friendly as producers would have consumers believe? Or is it sometimes just green-washed marketing?
As two sustainably focused entrepreneurs from Colorado’s cannabis industry point out, hemp bioplastic can be neither commercially composted in the U.S. nor can it be recycled currently.
“There’s a lot of misrepresentation,” says Cody Zeiring, one of the cofounders of PAQ Case, a sustainably sourced, reusable cannabis pre-roll case company. “When you think of it in sustainability terms, hemp plastic is actually a lot worse for the environment.”
PAQ cases are made from 100% recycled polypropylene plastic. The company has started using reclaimed ocean plastics, and plans to switch over entirely this year. PAQ’s cases are reusable and recyclable — but they were almost neither. They considered using hemp-bio plastic for its cases, but it became clear it was not quite the solution it’s often sold as.
To start, most hemp plastic on the market only partially consists of hemp biomaterial — as little as 5% and usually no more than 30%. The rest is almost always a polypropylene “plasticizer” (aka regular old petroleum plastic), which, Zeiring says, is needed for rigidity. Hemp is biodegradable; hemp plastic with polypropylene is not.
Notably, of the four hemp plastic options listed on THPC’s website, only one is “fully compostable bioplastic.” The other three all contain plasticizers, like ethylene, propylene and acrylonitrile butadiene styrene making them noncompostable. “We specialize in 25% fiber formulations,” Tubbs says, meaning that the main product is 75% polypropylene. When asked if THPC’s hemp plastics are biodegradable, Tubbs responds, “Some formulations may be biodegradable.”
Sana Packaging, a sustainable cannabis packaging company, also produces 100% hemp and biobased plastic materials, but the company steers clear of marketing its products as biodegradable because there’s no domestic facilities that can compost it, according to Sana cofounder James Eichner.
“If we were selling our same hemp plastic products in a country like Denmark or Sweden, it would absolutely be compostable,” Eichner says, “because their industrial composting infrastructure is light Hurdles of hemp plastic Hemp-based bioplastics present disposal challenges by Will Brendza

years ahead of ours.”
It’s why Sana intentionally uses the term “plantbased” instead.
“That inevitably gets our customers to ask about biodegrade-ability or compost-ability. And that becomes an opportunity for us to educate them on the larger challenges we’re facing with our broken waste management system,” Eichner says.
Domestic compostability is only part of the problem hemp bio-plastics present, though. According to both Zeiring and Eichner, hemp bioplastic products also cannot be recycled for the simple reason that they contain both hemp and petroleum-based plastic.
“When you mix a biomaterial with a petroleumbased material to create a plastic, there’s nothing you can do with that material at the end of its useful life other than send it to landfill,” Eichner says. “You’re just creating an unsolvable problem.”
That’s why both companies are moving toward reclaimed ocean plastic products. As Eichner puts it, “There’s absolutely no reason to be using virgin resins when there’s so much out there in the environment that needs to be cleaned up.”
While hemp-based bio-plastics represent an alternative to traditional plastics, the U.S. waste system must adapt to make it truly sustainable. Eichner likens it to the recycling movement of the 1970s — companies started to produce more recyclable materials, which led to a demand for more and better recycling facilities.
Tubbs with THPC notes that, “Hemp plastic is indeed a breakthrough,” but it is part of a far bigger solution, he says. “One that encompasses not just materials and process, but also public mindset and habit.”
Eichner and Zeiring seem to agree. “Our goal is to normalize circular and sustainable packaging,” Eichner says. “But that really includes everyone doing it, not just us.”
