Message from OJCF Leadership The Oregon Jewish Community Foundation balances the dual roles of serving as an investment manager of our community’s charitable assets and a resource of Jewish communal knowledge, inspiration and vision. The work we do is varied yet every facet is vital to our community’s long-term success and strength. We hope you enjoy reading this 2017 Annual Report, which shares OJCF’s recent impact. Perhaps the most exciting accomplishment of this past year was launching the Endowment Book of Life, a permanent display at the Mittleman Jewish Community Center. This digital and physical book, showcases our community’s history and family stories through our legacy donors’ personal statements. Thank you to the MJCC for collaborating with OJCF to give this beautiful display a home in our community’s living room. As of February 28, 2018, OJCF and its 10 LIFE & LEGACY partner organizations successfully concluded the formal, four-year legacy initiative with the Harold Grinspoon Foundation, having met our community goals. Over the course of the four years, OJCF provided a total of $280,000 in incentive grants to our ten partners. See pages 6-7 for more details. We look forward to continuing to support the community with legacy development and stewardship in the years to come now that legacy giving is a part of our philanthropic culture. In fiscal year 2017, the OJCF Board of Trustees completed key governance initiatives including an update of the Foundation’s articles and bylaws. The Trustees also voted in favor of a new Equity Statement, formalizing the Foundation’s commitment to inclusion and to creating a community where all people are valued and welcomed to join us in safeguarding Jewish communal life. Further, in the current fiscal year, the board has undertaken in-depth strategic planning to set an effective roadmap for the next three to five years of Foundation activity. OJCF’s Community Endowment Fund distributed grants to support creating opportunities for philanthropic experiences and confident grant makers – especially among teens and young adults. See page 11 for more details on the development and impact of the Community Endowment Fund. In closing, we are honored to serve as the Jewish community’s philanthropic partner. We face similar challenges as other American Jewish communities, with changing giving patterns among younger generations and our diaspora relationship with Israel. However, we study national and international trends that impact Jewish life and philanthropy in order to provide you with meaningful knowledge and outstanding services so your personal philanthropy can be easy and rewarding. First and foremost, however, is our relationship with you and our shared Jewish values of creating a just world and passing these values from generation to generation, l’dor v’dor. Working with OJCF Donor Advised Funds Donor Advised Funds at OJCF offer donors ease of use and flexibility. They also provide the opportunity to memorialize loved ones, to engage multiple generations in philanthropy and, when used in conjunction with another charitable tool, such as a trust, to ensure one’s generous legacy is realized.

Jerry & Helen Stern Grandchildren’s Fund Established in 2016, the Jerry & Helen Stern Grandchildren’s Fund honors the philanthropic legacy of Jerry z”l and Helen Stern, two individuals whose generosity has greatly benefited Portland’s Jewish community. As the name of the fund implies, the grandchildren of Jerry and Helen and their spouses recommend grants from the fund to benefit the Jewish community in Oregon. Through regular meetings, the grandchildren are able to positively impact the community while also honoring the legacy of their grandparents. Furthermore, the fund illustrates a commitment to intergenerational philanthropy and the passing of values from one generation to the next.

Herman, Rose & Jean Frances Grossman Memorial Fund Otto Grossman’s path to Eugene, Oregon, was arduous and indirect. He was born in Kosice, Czechoslovakia, where he lived for most of his teenage years. In 1944, the Germans occupied the city and while the majority of the Jews were transported to concentration camps, Grossman’s family was able to evade capture. After many moves and the loss of his father and one brother, the family was liberated while living in Budapest in 1945 and then immigrated to the United States in 1948. While living in Los Angeles, Grossman married his wife Jean and the couple moved to Eugene in 1977, becoming members of Temple Beth Israel. They lived in Eugene for four years until they moved to Australia where Otto Grossman still lives. The Herman, Rose and Jean Frances Grossman Memorial Fund honors Otto Grossman’s parents Herman and Rose (pictured left) and his late wife Jean. The fund continues to support Jewish education, cultural enrichment and religion-related activities benefitting children under 18 throughout Oregon.

Matthais D. Kemeny Charitable Fund Born in 1942 in France in a concentration camp to a Hungarian father and German-Polish mother, Matthias Kemeny z”l came to the United States at the age of seven when his father began teaching at an American university. After serving in Korea and graduating from Portland State University, Kemeny dove headfirst into a very successful career in design. During his life, he supported a number of causes in the community, including the Rotary Foundation and Portland State University Foundation. The funds from the Kemeny Trust created the Matthais D. Kemeny Charitable Fund of OJCF. This donor advised fund will provide generous support for the nonprofits that were important to Kemeny during his lifetime as well as OJCF’s Community Endowment Fund. 4


Ways to work with OJCF Donor Advised Funds (DAF) • DAFs enable donors to simplify their giving and control the timing of gifts and grants. Fund advisors recommend grants from a single philanthropic fund with monthly grant cycles. This is important for maximizing charitable deductions under the new tax law. • Fund holders can involve family members in grant recommendations and by naming children or grandchildren as successor advisors. • DAFs can be opened with $1,800; however, a balance of $5,000 is required for grant making privileges.

Endowment Funds • Endowment funds can be established during one’s lifetime or after and are permanent, offering donors the opportunity to support charitable organizations in perpetuity. • An endowment fund can be established with a minimum of $10,000 and earnings are granted to the donor’s selected nonprofits.

OJCF manages the permanent endowment fund that supports OJMCHE’s Holocaust Memorial that is located in Washington Park.

Charitable Gift Annuities (CGA) • CGAs provide donors with income for life and a partial charitable income tax deduction on the original gift. • The minimum age to open a CGA is 65 and the minimum gift is $10,000. • Upon a donor’s passing, the residuum funds create a permanent endowment that supports the OJCF partner organization of the donor’s choice as well as OJCF’s Community Endowment Fund.

Charitable Remainder Trusts • Donors retain an income interest for a specified period of time while OJCF serves as a trustee and/or beneficiary. • OJCF receives the remaining principal upon the death of the last income beneficiary or at the trust expiration and those proceeds are used to create a restricted or unrestricted named endowment fund.

Supporting Foundation • A supporting foundation has its own mission statement and guidelines and is a separate entity that benefits from OJCF’s public charity tax status. • OJCF facilitates the supporting foundation’s charitable activities, enabling the donors to enjoy the benefits of the supporting organization without the management burdens of a private foundation. 5

LIFE & LEGACY has motivated our Jewish organizations to prioritize building their endowments so they will be financially secure for generations to come. LIFE & LEGACY promotes after-lifetime giving to benefit local Jewish day schools, synagogues, social service

organizations and other entities. Through training, support and monetary incentives, LIFE & LEGACY encourages Jewish organizations to integrate legacy giving into their philanthropic culture in order to assure Jewish tomorrows. 6


Jennifer & Ken Zeidman Both Jen and Ken Zeidman grew up in philanthropic homes with parents who always found the time to volunteer and support the Jewish organizations important to them. Ken, a native of Portland, learned this from his grandparents, Nathan and Annie Director, as well. “Having grown up in Portland, I consider the Jewish community to be my family,” shares Ken. “Maybe that is because I am related to so many Jews here! Seriously though, our community is very special.” When Jen, a native Californian, moved to Portland twenty years ago she didn’t have ties to anyone and soon the Jewish community became her home. Over the years, the Zeidman family has formed bonds with many local Jewish organizations. “My grandmother lived at Cedar Sinai Park before she passed away. Our daughter, Ruthie, has been attending PJA since Kindergarten, she calls BB Camp her second home and she will become a Bat Mitzvah at Congregation Beth Israel this summer. The MJCC is a place for us to visit with friends and attend events and I support those in need through my board service at Jewish Family & Child Service,” reflects Jen. Both Ken and Jen feel that leaving a legacy gift through LIFE & LEGACY is a way to say thank you to organizations that have touched their lives after they are gone. “With our legacy gift, we hope to ensure there is a strong, vibrant, supportive Jewish community for generations to come,” shares Jen. Ken adds, “We will continue the legacy our parents and grandparents started and teach Ruthie what it means to care for the community.”

Elizabeth & Ruben Menashe Elizabeth and Ruben Menashe are true believers in the importance of legacy giving and they made their commitment to support the future of our Jewish community years ago. Therefore, having Liz serve on OJCF’s LIFE & LEGACY Leadership Council was an asset not only to the program but to the greater community as well. “LIFE & LEGACY revived our community’s dormant discussion about legacy giving,” shares Liz. “Knowing that we were part of a national movement and receiving the training, support and incentive grants from OJCF and the Harold Grinspoon Foundation was the impetus that Portland’s Jewish community needed.” Both Liz and Ruben feel that there is a satisfying completeness to making a legacy gift that is very rewarding. “Its everlasting quality helps to instill a peace of mind and a confidence in the future that is very gratifying,” says Ruben. “The necessary annual gift is an immediate short-term response to needs in our community that doesn’t invoke the same intensity of gratification as a legacy gift,” adds Liz. The Menashes encourage everyone, regardless of age, to commit to making a legacy gift to help secure a strong future for Jewish Portland. “We can build a strong Jewish community in perpetuity by increasing the endowment funds of all our organizations.”

OJCF Legacy Society In June 2017, Harold Pollin was named OJCF’s Legacy Society Honoree of the year. Not only was Harold instrumental in the establishment of the Foundation but his decades of service to OJCF since have helped guide the organization to where it is today. “Harold’s contributions to OJCF over the years can’t be overstated,” shares President & CEO Julie Diamond. “We were thrilled to have the opportunity to acknowledge and thank him for his dedication.”

Endowment Book of Life In June 2017, OJCF launched the Endowment Book of Life to recognize and honor individuals who have committed to leave a legacy gift or establish an endowment to support our community’s Jewish organizations. Located in the lobby of the Mittleman Jewish Community Center, the Book of Life is an evolving collection of legacy donors’ personal messages about what inspired and motivated them to leave a legacy gift. At the first signing ceremony, book signers, friends and family gathered to hear Rabbi Michael Cahana, Senior Rabbi, Congregation Beth Israel, speak about the significance of leaving a legacy and planting the seeds for future generations. Following his remarks, 19 members of our community read their statements aloud and signed their pages in the Book of Life. If you have made a legacy gift to support organizations in our community and you would like to be a part of the Book of Life, please contact the Foundation. We would be thrilled to include you. The Endowment Book of Life is also available via OJCF’s website and www.ojcfbookoflife.org.

Community Endowment Fund Launched in 2000, OJCF’s Community Endowment Fund (CEF) makes annual distributions to support both local nonprofits as well as OJCF programs that engage the community in philanthropy. Grants from the Community Endowment Fund address capacity building, education and outreach, and seeding new community initiatives. Over the last 17 years, the CEF has been growing as well. Some of the largest gifts to the fund have come from legacy gifts in community members’ estate plans, such as Ron Tonkin z”l and Matthias Kemeny z”l. In addition, the Chuck Karsun Memorial Fund of OJCF makes annual distributions to the Community Endowment Fund, and a portion of donors’ charitable gift annuities will flow into the CEF upon their passing. For those wishing to leave a legacy gift to the Jewish community, OJCF’s Community Endowment Fund is a rewarding choice as it benefits Jewish people from across Oregon and Southwest Washington.

Established in 2016, the OJCF Giving Council is a community of young Jewish professionals who come together to connect, engage in philanthropy and make grants to support local and international nonprofits.

The OJCF Giving Council is a part of a growing movement of giving circles that are making a difference across the country. These grassroots groups empower members by pooling their resources to demonstrate that individual donors don’t have to be wealthy to have significant charitable influence in their communities. Since its founding, OJCF’s Giving Council members have recommended grants that have truly made an impact upon local nonprofits. In addition to awarding grants, the OJCF Giving Council also hosts pop-up social gatherings, parties and educational events for members. Two pop-ups were held in the last year, resulting in funds raised for Tivnu: Building Justice and Jewish Family & Child Service’s Café Europa. Currently, our third cohort is in full swing with a fourth scheduled to begin in June 2018. This new cohort will meet during the day to provide an alternative for working parents and busy professionals who can’t attend evening meetings.

OJCYF The mission of the Oregon Jewish Community Youth Foundation is to empower Jewish teenagers to take action that aligns with their Jewish values and establish a culture of giving as future community leaders. OJCYF encourages discussion and application of Jewish values by giving teens the responsibility to fundraise and grant money to Jewish and secular nonprofit organizations.

Oregon Jewish Community Youth Foundation Currently in its 15th year, the Oregon Jewish Community Youth Foundation continues to engage Jewish high school students from the Portland metropolitan area in philanthropy. This year saw the introduction of the OJCYF Leadership Council. Inspired by Hillel’s question, “If not now, when?” the OJCYF Leadership Council provides teens with a Jewish framework to explore their interest in social justice and advocacy while giving them the tools to build a better world. This year, the group has chosen to focus on the environment and issues facing immigrants to the United States. In 2018, the total dollar amount of OJCYF grants is likely to eclipse $500,000, a major milestone for a program that started as a b’nei mitzvah project.

Financial Year in Review Sustained economic growth across most major global economies helped the equity markets rally for the fiscal year ending June 30, 2017. Following the 2016 U.S. elections, a trifecta of a lower dollar, earnings growth and some political relief translated into solid quarterly returns. In 2017 the dollar declined to its lowest level since the 2016 election, as pro-European Union parties were successful in France and the Netherlands, which reduced European political risk, and helped drive the Euro up against the U.S. dollar. Meanwhile, the Federal Reserve, consistent with its announced intentions, raised interest rates three times in the fiscal year, citing strength in the labor market and its outlook for continued economic growth. Inflation was witnessed in rising home prices, however overall inflation has remained below 2% helping keep the Fed in a moderate mood. The OJCF Equity Pool returned 19.9% for the 12 months ending June 30, 2017, slightly beating the MSCI All Country World Index return of 18.78%. Performance can be credited to strong, active managers selected in the international allocation. International returns were also boosted by the stronger Euro. The Fixed Income Pool returned 1.49% versus the Barclay’s US Aggregate return of -0.43%. The fixed income outperformance

can be credited to the fact that the funds used in this pool have a shorter duration and larger exposure to corporate bonds than the index. It is the Investment Committee’s belief that a shorter duration portfolio will be better suited to hedge against potential inflation and raising rates. The Alternative Pool returned 5.59% for the fiscal year as a recovery in the MLP market boosted returns. Crude oil prices, as measured by West Texas Crude traded in a tight range between $42-$52/barrel for the year, even as OPEC extended its production cuts through March 2018. The most important fact during the fiscal year is that economic growth appeared to be stronger than many anticipated. Additional expected stimulus in the form of tax cuts and deregulation pushed the markets forward. A mild Fed agenda also calmed the markets thereby making this fiscal year one for the record books.

Support in Israel The Oregon Jewish Community Foundation continues to grant funds to organizations that support work in Israel. OJCYF continued its pledge of making a grant from their endowment to benefit an organization doing work in support of Israel; this past year it was Israeli Gay Youth (IGY), the only professional organization in Israel dedicated to serving all LGBT youth. IGY’s goal is to empower LGBT youth within the formal and informal education systems, creating strong youth leadership that can help build a better community, and eventually, a better Israeli society. In October 2017, OJCF President & CEO Julie Diamond travelled to Israel and visited with two organizations that have received funding from OJCF: Hand in Hand: Center for Jewish-Arab Education in Israel and Dror Israel. Hand in Hand, founded in 1998 by Portlander Lee Gordon, started with two schools and a handful of children. It has since grown to six integrated schools educating over 1,700 Jewish and Arab students side by side. Though the school was first met with resistance, there is now an 800 student waiting list and fourteen communities that are requesting that Hand in Hand open a school. (Hand in Hand students are pictured below.) Diamond also spent time with Dror Israel Movement. While the movement offers many programs, the organization is currently focused on its Educators’ Kibbutz in Akko. The kibbutz in Akko would join the other Educators’ Kibbutzim in working to affect change in Israeli society through education. Using a variety of formal and informal educational frameworks, Dror Israel reaches over 100,000 children and youth from every sector of Israeli society.
