MANILA (Mabuhay) — The United States (US) has denounced China for its “dangerous actions” that could destabilize the region and disregard international law after Chinese Coast Guard’s (CCG) water cannon attack that severely damaged a Philippine vessel and injured its crew members during a routine resupply (RORE) mission to the country’s outpost in Ayungin Shoal.
The US State Department has also reaffi rmed its commitment to the Mutual Defense Treaty (MDT) between the US and the Philippines.

MANILA (Mabuhay) — India supports the Philippines’ defense of its national sovereignty amid ongoing South China Sea disputes, Indian Foreign Minister Subrahmanyan Jaishankar reiterated days after the latest harassment by China in Ayungin Shoal.
A much-larger China Coast Guard (CCG) vessel blasted a Filipino resupply boat with water cannon on Saturday.
The CCG also attempted to obstruct the resupply mission to troops stationed at BRP Sierra Madre by placing a floating barrier at the northwestern entrance of Ayungin Shoal’s lagoon.
The LA Food Equity Fund, managed by Community Partners, today announced $9.8 million in community grants to alleviate food insecurity and build a more resilient food system across Los Angeles County.

California Seeks Changemakers in Los Angeles Region to Join the Largest Service Force in the Nation

Josh Fryday, Cal State Los Angeles President Dr. Berenecea Johnson Eanes, Assemblymember Mike Fong and Dr. Alberto J. Román, East Los Angeles College President, announced the recruitment of thousands of people throughout Los Angeles County to join the paid California Service Corps, the largest service force in the nation. Members gain meaningful work experience while helping their communities and earning money.
Over the coming year, California Service Corps programs will be over 10,000 strong and members will serve nearly five million hours. Service members help communities by taking climate action, tutoring and mentoring students to help them succeed, supporting communities impacted by disasters, working to end hunger and connecting vulnerable people to vital resources and services.
“As Californians, the spirit of service and giving back is in our DNA – it’s why we have the largest service corps in the nation, bigger than the Peace Corps and a model for other states,” said Governor Gavin Newsom. “In the coming year, 10,000 service corps members will devote nearly five million hours to our communities as we work to build a California for all.”
California Service Corps is administered by California Volunteers, Office of the Governor and consists of four paid service programs: #CaliforniansForAll College Corps, California Climate Action Corps, #CaliforniansForAll Youth Jobs Corps and AmeriCorps California. Combined, it is a force larger than the Peace Corps and will be mobilized at a time when California is addressing the climate crisis, post-pandemic academic recovery and shaping the future of the state’s workforce.

In a press conference at a Pasay City hotel on Tuesday, Jaishankar emphasized the importance of abiding by the international law, specifically the United Nations Convention on the Law of the Sea (UNCLOS).
“We regard UNCLOS 1982 as very important. We regard it as the constitution of the seas. We believe that all parties must adhere to it,” he said.
“[W]e fi rmly support Philippines in the upholding of its national sovereignty -- our position is very clear.”
Jaishankar is in Manila for a bilateral meeting with his counterpart, Foreign Affairs Secretary Enrique Manalo. His itinerary includes a courtesy call on President Ferdinand R. Marcos Jr. and a meeting with the Department of National Defense.

Birthdays are about making memories & having fun
The Estaris-De Jesus families wrapped up 2023 with a ‘celebration luncheon’ at the Hyatt Regency Newport Beach on Dec. 30 – triple milestones for Josie and Marc: Josie’s 50 years of nursing excellence, their 50 years of marriage, and Josie’s birthday, too. (Son Marc J, who hosted the revelry, quipped, “Sorry, can’t tell you, her age is a well-guarded secret.”) Josie, who is a passionate community advocate, serving as founding president of various organizations, retired as an administrator from Cedars Sinai during the pandemic in 2020.
After Marc J’s welcome, the couple’s granddaughter, 6-year-old Thea Josephine de Jesus, played an endearing piano rendition of Fur Elise and Ave Maria. A toast to the celebrants preceded Rev. Crispina Estaris’ prayer (she’s Josie’s sister who recently passed on), followed by a special number by balladeer Manny Evaldez. There were testimonials from friends from different organizations and a surprise number from Elvis aka James Kruk, “California’s Number One Elvis Tribute,” who appeared in CBS’ “The Talk.”
Josie & Marc thanked everyone who made their day memorable. Special thanks go to Marc J (and his family) “for orchestrating the momentous event,” to Thea Josephine for “serenading us with her exceptional talent,” and to relatives Melody, CJ, and Joseph de la Paz, for the creative balloon decorations. The couple regrets that their daughter Mary Jo, her husband Donavan, and children Jaynyn, Elyjah, Kaylah, and Mykah missed the celebration due to illness. And lastly, Josie is grateful for Marc’s complete recovery from cancer.

Emcee was “Miss LA” Bo Carnation, the “most sought-after host, singer, dancer, and one of LA’s funniest comedians.”

“Baby France,” as Zeny Sabocor calls her, “is celebrating her 60th birthday tonight! Know why it’s 60? She looks gorgeous at 40, and her happy outlook radiates like she’s 20. Add that up and you get a total of … 60! Simple math, isn’t it?” Then Zeny remembered she was not roasting, but toasting, and got back her bearings.

Zeny continued on to tell Baby France that she cherishes her and wishes that she is the sister whom she never had and wished her a happy, happier, and happiest birthday. “In spite of all your achievements,” she said, “you have maintained your humility, kindness and simplicity. You’re also inspired us with your friendship and generosity.”
She concluded with a reminder that Baby France should find some time to look back at all the people whose lives
she has touched and all the wonderful things she has done. “And though it may be a very much used cliché…” added Zeny, “you have really made a difference in our lives and you should be proud of that… But remember, getting older can be a hard pill to swallow; nonetheless, in the company of your loved ones, with the pills also come the thrills of getting older.” (Just excerpts from Zeny’s toast.) And for entertainment, there was Zucchini, a Conure parrot, who swayed every time she heard “Baby Shark,” bobbing up and down when she heard doo-doo, doo-doo, doo-doo.
CHP Conducts Sting Operations Resulting in Arrest of Suspects Linked to Carjacking Rings and Gangs in Oakland
OAKLAND — Governor Gavin Newsom today announced the results of targeted law enforcement operations conducted by the California Highway Patrol (CHP) in Oakland and the East Bay that resulted in the arrest of suspects linked to gangs, organized crime, and carjacking rings. Including the initial surge last month, CHP has now arrested 168 suspects, recovered 360 stolen vehicles, and seized 16 crime-linked firearms as part of the agency's increased deployment in the East Bay.
“Through coordinated efforts
like this, state and local law enforcement are disrupting criminal networks, apprehending dangerous individuals, and making our streets safer for all Californians. We will continue to invest resources, collaborate with local partners, and take decisive action to combat crime and uphold the rule of law in Oakland and across the state,” Newsom said.
“The California Highway Patrol is committed to ensuring the safety and security of all Californians,” said CHP Commissioner Sean Duryee. “Collaborating with our law enforcement partners in Oak-
land, we are making a difference — and making the entire East Bay region safer.”
Suspects were arrested by the CHP for charges including possession of stolen property, auto theft, transportation of narcotics, DUI, and felony gun possession, as well as arrests for outstanding warrants. The arrests were a result of undercover operations and uniformed patrol and were carried out in coordination with allied local law enforcement agencies in recent weeks following the initial surge that was announced on February
14, 2024.
The CHP continues to have an expanded and visible presence in Oakland focused on high-visibility enforcement to deter, investigate, and respond to criminal activity and will conduct additional unannounced operations in the East Bay. There are currently 72 CHP officers assigned to the greater Oakland area assisting in this role. The announcement builds on Governor Newsom's efforts to improve public safety in the East Bay, including through a temporary CHP surge operation and increased
enforcement focused on combating auto theft, cargo theft, retail crime, violent crime, and high-visibility traffic enforcement. DMW INKS AGREEMENT WITH POLARIS TO ASSIST FILIPINO HUMAN TRAFFICKING VICTIMS IN THE US

The Department of Migrant Workers (DMW) through Philippine Ambassador Jose Manuel Romualdez, has signed a Memorandum of Collaborative Agreement with Polaris to assist Filipino victims of human trafficking in the United States. Polaris is a non-profit, non-governmental, US government-supported organization serving victims and survivors of human trafficking. Polaris Chief Executive Officer Catherine Chan signed the agreement on behalf of the organization.
Ambassador Romualdez noted that “the Philippine Embassy will not waver in extending protection to overseas Filipinos, which is one of the pillars of foreign policy. We work closely with Philippine government partner agencies to ensure that the directive of President Ferdinand Marcos Jr. of addressing the needs of Filipinos abroad is carried out. We truly appreciate the support of Polaris in pursuing our mandate.”

The Los Angeles County Office of the Public Defender, in partnership with the Alternate Public Defender’s Office, Los Angeles City Attorney's Office, and Mayor Karen Bass’ Office of Community Safety announced the official launch of the Community Outreach Court (COC) to assist individuals experiencing homelessness in resolving various legal matters, effectively removing obstacles hindering access to housing, employment and social services.
“Today we celebrate the launch of the Community Outreach Court. This comes out of years of prior work listening to our houseless neighbors, understanding the challenges they face, and wanting to lift every barrier and obstacle out of the way so they can get an equitable chance to do better and more,” said LA County Supervisor Hilda L. Solis, First District. “This is a great example of what happens when there is teamwork, collaboration, and a unified goal between community and government to increase access to justice for all.”

Cacdac also said that the agreement was initiated at the instance
on implementing part of the $78 billion in funds to be used from the Inflation Reduction Act through 2031 by expanding helpline and on-site help center hours, reducing call wait times to three minutes or less and adding customer callback — “though we’re not offering a lot of it right now, because we’re answering calls so quickly,” continued Morehead.
The IRS began accepting 2023 tax returns on January 29. As of March 8, the IRS had received 62.8 million returns and processed 61.9 million, issuing nearly 43 million refunds totaling more than $135 billion.
Those filing for an extension have until October 15 — “but remember that an extension to file is not an extension to pay,” he said.
Free ways to pay
For those who haven’t yet paid, “my best tip is to file electronically, and choose direct deposit if you’re getting a refund,” Morehead explained. “Why? Most taxpayers who file electronically and choose direct deposit have no need to contact the IRS, because E-filing reduces errors that can delay refunds. Making these two choices alone avoids most of the challenges people face when filing or getting a refund.”
Most people have several ways to E-file for free — and,

The agreement outlines the various services that can be provided to Filipino victims of human trafficking by the DMW through the Migrant Workers Office (MWO) in Washington, D.C., and Polaris. These victims may avail of repatriation, legal, accommodation assistance as well case evaluation and referral to US law enforcement agencies. Polaris is also prepared to provide training to Philippine Embassy and MWO personnel on assisting human trafficking victims.

On March 12, the IRS launched a full-scale Direct File pilot program for eligible taxpayers in 12 states to file their returns for free, directly through the IRS. Direct filers typically get a refund in less than 21 days if they choose direct deposit. After submitting a federal return through Direct File, taxpayers in states with a state income tax — Arizona, California, Massachusetts and New York — will also be directed to the direct E-file page for their state return.
Those who don’t use Direct File have other free options. Taxpayers who made $79,000 or less in 2023 can also E-file through Free File Alliance, a group of commercial tax com-
panies in partnership with the IRS. This year, the service is available through one partner, ezTaxReturn.com, in Spanish.
Getting help
Those who need help filing taxes also have a range of options.
For instance, those making a low-to-moderate adjusted gross income — generally under $64,000 — are eligible for free tax help by IRS-certified volunteers through Volunteer Income Tax Assistance, while those 60 years or older are eligible for Tax Counseling for the Elderly.
For military and some veteran households, The Department of Defense has MilTax, offering free preparation help and electronic filing software for federal income returns and up to three state income tax returns, with no income limit.
Taxpayers looking for in-person aid can go to a Taxpayer Assistance Center, many of which now have extended hours on Tuesdays and Thursdays, alongside Saturday events where people can get help from IRS employees, make payments by check or money order, get help with identity theft, authenticate their identity, ask about account adjustments and get help interpreted in multiple languages.

The tool is available in English and in Spanish, and provides IRS confirmation of receiving a federal tax return, approval of the tax return and refund, and an issuing date of the approved refund. Information for returns from tax years 2023, 2022 and 2021 is also available.”
Avoiding scams
“If we’re talking about refunds, we need to address scammers that try to mislead taxpayers into believing that they’re owed a refund,” he continued. One new scheme involves a mailed cardboard envelope with an enclosed letter of “notice relating to your unclaimed refund,” that includes the IRS masthead with contact information not belonging to the IRS.

The primary objective of COC is to facilitate the housing of individuals experiencing homelessness while alleviating the complexities associated with navigating the criminal legal system. Key services provided by COC include the clearance of eligible bench warrants, expungement of eligible convictions, resolution of eligible misdemeanor cases and citations, addressing outstanding fines and fees, and connecting participants with reentry and job opportunities.

Those suspecting tax fraud should remember that the IRS does not initiate contact with taxpayers by email, text message or social media, or ask for personal or financial information through these channels like scammers do.

Supply-chain resilience groups receiving funds include Prosperity Market, which has created a distribution hub for small local farmers and underrepresented food businesses, and Special Services for Groups/Asian Pacific Islander Forward Movement, which supports BIPOC farmers by creating better markets for culturally relevant crops like cassava and taro.
Food access grants range from SÜPRMARKT’s campaign to provide nutritious meals to 2,500 South L.A. residents living in so-called “food deserts” each week to El Nido Family Center’s partnership with the Pacoima Community Center to teach local residents how to sustain their families by planting, harvesting, and cooking their own organic produce.
Nutrition education awardees include Antelope Valley Partners for Health, which offers food outreach to vulnerable populations such as foster youth, justice-involved youth, and parenting students, and Mujeres Extraordinarias Foundation, which aims to empower 800 Latino families with the hands-on skills and knowledge needed to make healthier food choices year-round.
Benefits enrollment grantees aim to increase the number of eligible families who complete applications for government food assistance programs. Some 322,000 L.A. County residents are eligible for monthly CalFresh benefits but do not receive them, according to the California Department of Social Services. SACRAMENTO (March 27, 2024) – Today, the California Department of Public Health (CDPH) launched the “Never a Bother” campaign, a youth suicide prevention public awareness and outreach campaign for youth, young adults, and their parents, caregivers, and allies. The campaign to address youth suicide was co-created with input from California’s youth, with oversight by CDPH’s Office of Suicide Prevention.
“Young Californians are facing a mental health crisis like never before,” said CDPH Director and State Public Health Officer, Dr. Tomás J. Aragón. “While this crisis has been growing for years, the pandemic put a spotlight on the issue, especially those in marginalized and underserved communities. This campaign directly addresses this crisis with education, tools, and resources informed and co-created by diverse young people across the state."
“The ‘Never a Bother’ campaign utilizes one of the most important tools we have to address the youth mental health crisis: the voices of young people,” said First Partner Jennifer Siebel Newsom. “The youth who partnered with us to create this campaign provided invaluable insight into the resources, knowledge, and support needed to best address their needs. “Never a Bother” was created with input from more than 400 youth from diverse communities across the state, as well as the Youth Advisory Board and 34 youth-serving community-based organizations and tribal entities from across California. With support from The Center at Sierra Health Foundation, all of these groups are working hand-inhand on youth suicide prevention initiatives. Insights from in-depth research, focus groups, and listening sessions were also incorporated into all aspects of the “Never a Bother” campaign concept and strategy.
Suicide was the second leading cause of death among youth ages 10-25 years in California between 2018 and 2022, with youth ages 10-18 experiencing a more than 20% increase in suicide rates
from 2019 to 2020. The “Never a Bother” concept was chosen by youth due to the inviting and welcoming look and feel of the campaign, which includes approachable icons and language. The campaign resonates with youth as it validates their feelings of not wanting to be a burden to others. It speaks to their need to know that they are never a bother, that no problem is too small, and that it is important to check in with one another before, during, and after a crisis.
“As we continue to prioritize the future of our youth and their mental health, California continues to invest in a significant, multi-year overhaul of our mental health system,” added Dr. Aragón. “This campaign focuses on really listening to our young people and putting resources in the hands of those who need them most."
ABOUT THE CAMPAIGN: The multilayered “Never a Bother” campaign will use traditional advertising, social media content, and community outreach strategies to reach young people across California up to age 25.
The campaign focuses on youth populations disproportionately impacted by suicide, who may also face more systemic barriers to resources and support. An additional focus includes youth who identify as 2SLGBTQIA+, have experienced mental health and/or substance use challenges, and/or have been impacted by the foster care system.
The “Never a Bother” Campaign will:
l Increase knowledge and awareness of suicide warning signs, crisis lines, and other sources of support among youth, young adults, and their caregivers.
l Help young people ask for help, know that they deserve help, and they are not a “bother,” and communicate that they are not alone in supporting themselves or a friend before, during, and after a crisis.
l Support young people reaching out for help, for themselves or for a friend.
l Strengthen parents and caregivers’ abilities to recognize warning signs of suicide and intervene

Awards Support Efforts by Local Organizations to Promote Equity, Prioritize Youth Needs, and Empower Caregivers and Communities
SACRAMENTO – To support the mental health of California's young people, the California Department of Public Health (CDPH) awarded $25 million to 28 tribal and community-based organizations across the state. The awarded organizations, as part of the state’s Children and Youth Behavioral Health Initiative (CYBHI), are working at a community level to address youth mental health challenges throughout California.
“The need to support the mental health of our children and youth is more urgent than ever,” said Dr. Tomás J. Aragón, CDPH Director and State Public Health Officer. “With these grants, California is supporting efforts to address the diverse mental health needs of California’s young people, particularly those in underserved communities who face the greatest systemic barriers to wellness.”
“These awards, along with the efforts of other CYBHI projects, have the potential to make a significant and lasting

MANILA (Mabuhay) — President Ferdinand R. Marcos Jr. expressed appreciation to the government of India for its “swift and decisive action” in rescuing Filipino crew members of MV True Confidence, the merchant ship attacked by Houthi rebels while plying the Gulf of Aden on March 6.
Marcos extended his gratitude through Indian Minister of External Affairs Subrahmanyam Jaishankar, who paid a courtesy visit at Malacañan Palace in Manila on Tuesday.
“I express my profound gratitude to the Indian government for their swift and decisive action in rescuing Filipino seafarers involved in the MV True Confidence incident,” Marcos said in a Facebook post.
“I look forward to further strengthening our bilateral relations for the mutual benefit of our nations.”

NSC unaware of PH, China ‘gentleman’s agreement’ on WPS
MANILA (Mabuhay) — National Security Council (NSC) Assistant Director General Jonathan Malaya said on Wednesday they were unaware of any “gentleman’s agreement” that the Philippines entered with China during the past administration regarding the West Philippine Sea (WPS).
“We are not aware of any ‘gentleman’s agreement’ between China and the Philippines referred to by former secretary Harry Roque. The good former secretary should be one to explain to the public his statements since such an agreement, if it exists, infringes and violates our sovereignty as a nation,” Malaya said in a statement forwarded to reporters.
Malaya, also National Task Force for the West Philippine Sea (NTF-WPS) spokesperson, was referring to Roque’s claims that former president Rodrigo R. Duterte reportedly had a verbal agreement with China not to construct and repair Philippine facilities in the WPS, including refraining from sending
construction materials for BRP Sierra Madre (LS-57).
Roque also clarified that this agreement does not involve the towing or removal of the BRP Sierra Madre from Ayungin Shoal.
“China has repeatedly claimed that there was an alleged promise to remove or tow away BRP Sierra Madre from Ayungin Shoal. In so far as the NTF-
WPS is concerned, we have not seen any document from the former administration that validates or confirms the existence of this so-called ‘gentleman’s agreement’ and the terms of such agreement under the previous administration,” Malaya noted.

Malaya also emphasized that the Philippines has not violated the Declaration of Conduct (DOC) as claimed by China.
“As has been seen by the world, the Philippines has acted with self-restraint in the conduct of activities and has not acted to complicate or escalate disputes that affect peace and stability,” he added.
Also, Malaya said it was China that has been continually violating the DOC by interfering with a routinary resupply mission to a long-standing Philippine outpost in the WPS by water-cannoning, dangerous maneuvers, and other aggressive and illegal actions which have increased tensions in the vital waterway. NSC Assistant Director General Jonathan Malaya cited the persistent attack from “foreign sources” as reported by the Department of Information and Communications Technology (DICT).
For his part, Comelec spokesperson John Rex Laudiangco said the AES is not connected to telecommunications (telcos) providers during the period of voting and counting.
“May I add that in the terms of reference, specifically that of the technical specifications of the Full Automation System
with Transparency Audit and Count (FASTrAC), you’ll find that the automated counting machine (ACM) and our servers are standalone the whole period of voting and counting, and connected to the telcos only at the point of transmission, which is after the Close Voting and Printing of the 1st 8 Election Returns (ERs), assuring everyone that the digital results cannot be altered in any way,” he said.
Laudiangco said poll stakeholders in voting precincts can use printed ERs to verify the transmitted ERs real time at the election results website which they would put up on Election Day. He added that “multiple data centers and servers will simultaneously receive transmissions from the ACM”.

DMW tells heirs of unpaid Saudi OFWs to confirm familial ties
MANILA (Mabuhay) — The Department of Migrant Workers has advised heirs and beneficiaries of deceased overseas Filipino workers (OFWs) who were previously employed by Saudi Arabian companies that declared bankruptcy between 2015 to 2016 to submit documents that will confirm their familial ties.
In a news release on Wednesday, the department said Advisory No. 5, series of 2024, which was released on Tuesday, outlined the steps for processing and check encashment for the families of deceased unpaid OFW.
“This process involves the submission to the DMW of legal affidavits and public documents, such as birth and marriage certificates, to confirm identities and familial ties to the deceased Saudi OFW claimant,” the release read.
The DMW said beneficiaries are also required to create a special power of attorney (SPA) designating the person to whose bank account the funds shall be deposited once the indemnity checks are processed and cleared.
Upon receiving and verifying these documents, the advisory states that the DMW shall identify the rightful executor or heirs of the deceased Saudi OFW claimant and facilitate the endorsement of checks for deposit and processing.
The DMW shall also facilitate the deposit or encashment of checks.
The DMW previously entered into a memorandum of agreement (MOA) with the Landbank of the Philippines (LandBank) and the Overseas Filipino Bank (OFBank) for the efficient handling of indemnity checks issued by the Kingdom of Saudi Arabia to these unpaid OFWs.
Advisory No. 5 complements the MOA, as the former provides for the implementing guidelines that will simplify the process for the encashment of indemnity checks of widows and survivors of deceased OFW claimants.
“It also provides a mechanism that will prevent the checks sent to deceased OFW claimants from November to December last year from going stale, disenfranchising their widows and heirs from collecting what was due them,” the DMW said in the advisory.
All necessary documents for verification and identification must be submitted to the Office of the Director for Internal Audit Services, located on the third floor of the Blas F. Ople Building, Ortigas Avenue corner EDSA, in Mandaluyong City.
The deadline for submission by the first batch of recipients is April 15, 2024, while the deadline for succeeding batches shall be announced later.
PH welcomes ‘long overdue’ UN Security Council reso on Gaza ceasefire
MANILA (Mabuhay) — The Philippine government, through the Department of Foreign Affairs (DFA), on Tuesday welcomed the adoption of a United Nations Security Council (UNSC) resolution demanding an immediate ceasefire in Gaza for the holy month of Ramadan.
In a statement posted on X, Foreign Affairs Secretary Enrique Manalo said the resolution is “long overdue and must be implemented by all parties immediately”.
He underscored that the humanitarian crisis in the besieged enclave demands a “swift and unified action” from the international community.
“I welcome the Security Council’s decisive adoption of a resolution for immediate ceasefire, unconditional release of all hostages, and unhampered humanitarian assistance in Gaza,” he said.
“The prompt implementation of the measures contained in the resolution will urgently relieve the suffering of innocent civilians caught in the crossfire, and bring forth prospects for lasting peace,” he added.
The UNSC on March 25 called for the immediate ceasefire in Gaza during Ramadan “leading to a lasting sustainable ceasefire”.
It also demanded the immediate release of hostages and for ensuring humanitarian access to Gaza.
Fourteen voted in favor while one member, the United States, abstained.
Before this, the Council rejected a Russia-proposed amendment that would have called for a permanent ceasefire. (MNS)

MANILA (Mabuhay) — The Philippines and India have agreed to accelerate maritime cooperation and hold an inaugural dialogue soon, which will cover potential partnerships from marine environment protection down to security.
The Track 1 or government-to-government maritime dialogue was formally announced by Foreign Affairs Secretary Enrique Manalo after his bilateral meeting with visiting Indian Foreign Minister Subrahmanyan Jaishankar on Tuesday.
“Our cooperation is growing in the sense that not only are we pursuing newer activities, such as training and joint committee meetings, but also exploring other ways where we can contribute to the security of both our countries as well as to ensure that the Indo-Pacific region remains open and
peaceful, and is a region of peace and development,” he said in a joint press conference at Sofitel Manila.
Manalo said Manila also hopes to collaborate with New Delhi on ensuring the safety of Indian and Filipino seafarers, especially those manning the merchant vessels plying the Red Sea.
No specific timeline has been set yet, but Manalo said the inaugural dialogue will take place in Manila.
Jaishankar, for his part, emphasized India’s readiness to build on its existing maritime partnerships with Manila.
“There’s a lot of work to be done here —there’s environmental work, there’s ecological work, there’s security work,” he said.
“At the end of the day, every country has the right to uphold and enforce its national sovereignty and I think that is something that we have also discussed,” he added.
The upcoming talks follow the Track 2 or informal dialogue among
Filipino and Indian maritime stakeholders in September last year, which laid out potential areas for India-Philippine collaboration, including on maritime domain awareness, shipping and seafaring, search and rescue, law enforcement, and environmental protection, among others.
‘Samudra Paheredar’
Also on Tuesday, Jaishankar hosted Filipino government officials on board the Indian Coast Guard Ship Samudra Paheredar, currently docked in Manila to enhance cooperation on coast guard functions and maritime pollution response with the country.
The Indian top diplomat said this visit alone shows India’s commitment to work with Manila on marine environ - ment protection as well as search and rescue.
In a speech, he said Manila and New Delhi share a number of maritime challenges not only on these domains but also on illegal, unreported, and unregulated (IUU) fishing.
“Like-minded countries of the Indo-Pacific should be doing more with each other,” he added.
On top of maritime, India and the Philippines continue to bolster ties on defense, development, agriculture, food security, affordable healthcare, and infrastructure.
Manalo said the Philippines is also keen to begin closer cooperation with India on science and technology, space and financial technology, particularly on financial inclusivity.
On tourism, he said Manila is planning to launch the e-visa system for Indian nationals “in the very near future”. (MNS)
First Couple recovers from flu symptoms, to resume public duties
MANILA (Mabuhay) — President Ferdinand R. Marcos Jr. and First Lady Liza Araneta-Marcos have recovered from their flu-like symptoms and are set to resume public duties, Malacañang said Monday.
In a statement, the Presidential Communications Office (PCO) said the First Couple is “now in excellent health” and has been cleared by the doctor to resume regular duties.
“Their attending physician has confirmed that they are free from all symptoms, enabling them to promptly return to their regular duties, effective immediately,” the PCO said.
“The President has been in meetings today and will resume his public duties tomorrow,” it added.
Marcos and the First Lady developed flulike symptoms on March 20 and were advised to get some rest, prompting them to call off all their public schedule since then.
The President is expected to preside over a meeting on El Niño mitigation in Malacañan on Tuesday morning. He will then meet the United States Congressional delegates and the Indian External Minister in separate gatherings in the afternoon. (MNS)
PH security exec to Reds: Consider gov’t amnesty grant
MANILA (Mabuhay) — National Security Adviser (NSA) Eduardo Año on Tuesday renewed his call for remnants of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPANDF) to avail of the amnesty program offered by the government.
Año, also chair of the National Security Council (NSC), said this invitation is open to all rebels wishing to reunite with their families and loved ones and integrate with mainstream society.
“The National Amnesty Commission has begun accepting applications for amnesty after Congress concurred with the Amnesty Proclamation of President Ferdinand Marcos, Jr. This is a significant development and a game changer in ending the more than 50-year communist armed conflict in
the country,” he said in a statement. Año also said the amnesty program will allow these rebels to build a peaceful and brighter future for themselves and their families.
“We encourage all the remaining active members of the armed rebel groups to seize and embrace this chance for reconciliation and renewal of hope as we all work together towards lasting peace and development,” he added.
The NSA also noted that thousands of former NPA members and their Militia ng Bayan have already surrendered in 2023 alone, marking a major success to integrate former rebels into the society.
He also noted that the National Task Force to End Local Communist Armed Conflict is on track to dismantle all remaining
weakened guerilla fronts before the end of the year.
“Choosing to apply for amnesty by laying down arms and returning to the fold of the law is in itself an act of courage that stands to benefit not only former rebels individually, but also contributes to the healing, progress, and stability of our country,” he said. (MNS)
SC to remove judges’ power to conduct preliminary probe — DOJ official
MANILA (Mabuhay) — The Supreme Court is set to remove the power of court judges to conduct a preliminary investigation or review the findings of the Department of Justice (DOJ) on whether there is sufficient ground that a crime has been committed, an official said Monday.
During the launch of the Dagupan City Justice Zone, Justice Undersecretary Raul Vasquez said the Supreme Court is set to amend Rule 112 of the Rules of Court by removing preliminary investigation, which means that the court will immediately hold a trial following the filing of an information.
“Ah, mapapabilis dahil ‘yan ay wala na ‘yung tinatawag na motion for judicial de-
termination of probable cause... Pagkatapos ng preliminary investigation, trial na,” Vasquez said in an ambush interview. “Hindi mo na pwede ibalik pa ‘yan para i-determine na kung meron bang ebidensya na isampa ‘yung kaso. Kasi ‘yung pagsampa at hindi pagsampa ng kaso ay katungkulan na eklusibo at nakalaan na lamang ‘yan sa Department of Justice (DOJ),” he added.
Under the rule, officers who are authorized to conduct preliminary investigation include judges of municipal trial courts and municipal circuit trial courts.
“Hereafter, and true to its purely executive character, preliminary investigation will be the sole and exclusive domain of the
DOJ,” Vasquez said.
Aside from this, the DOJ official said they are also looking into the possibility of releasing persons deprived of liberty (PDLs) through medical parole.
He said the agency will form a technical working group composed of representatives from the DOJ, the Department of Health, and other non-governmental organizations.

MANILA (Mabuhay) — President Ferdinand R. Marcos Jr. has expressed support for Catherine, Princess of Wales, who earlier announced that she had been diagnosed with cancer and was in early stages of chemotherapy.
Marcos took to social media on Monday to send his well wishes to Catherine, joining world leaders, celebrities and the public in cheering the Princess of Wales.
“The Filipino people have Catherine, the Princess of Wales, in our thoughts and prayers throughout this challenging time,” Marcos said in an X (formerly Twitter) post.
“We pray for her good health and continued healing, and for the strength of her family during this difficult period,” he added.
In a video message posted on March 23, Catherine, 42, revealed to the world that she was undergoing preventative chemotherapy.
Catherine said her diagnosis came as a “huge shock” to her family, and appealed for “time, space and privacy” following concerns and rumors about her health and whereabouts after she step off from public sight for months. (MNS)
DMW to assist overstaying OFWs in Kuwait avail of amnesty program
MANILA (Mabuhay) — The Department of Migrant Workers (DMW) has assured overstaying overseas Filipino workers who wish to avail of the Kuwaiti government’s amnesty program that the Philippine government is ready to assist them.
In a news release on Tuesday, the DMW said that its Migrant Workers Office (MWO) in Kuwait is ready to provide information on the process and steps to be followed to avail of the amnesty, including securing new passports at the Philippine embassy in case they are expired.
Overstaying Filipinos without a valid passport but who intend to apply or regu-
larize their stay in Kuwait will need to apply for a new passport during the three-month amnesty period from March 17 to June 17.
DMW will also help in the repatriation of overstaying OFWs who will choose to return home.
“As of March 24, 2024, MWO-Kuwait provided advice to around 500 OFWs regarding their queries on Kuwait’s amnesty program,” the release read.
On March 14, the Kuwait Interior Ministry announced the three-month amnesty period for foreigners with residency violations, specifically those whose civil identification cards have expired or been canceled.
Under the amnesty, foreigners who illegally stay in Kuwait, including their family members, but wish to continue their residency may adjust their immigration status provided they pay for overstaying fines and comply with other requirements.
The interior ministry said residency fines are set at two Kuwaiti dinar per day, equivalent to about PHP365.
The DMW said the Kuwaiti government will allow overstaying foreigners to leave without paying immigration fines, but those with travel bans and pending criminal complaints can depart only after
the cases are resolved.
“Overstaying foreigners who depart Kuwait during the amnesty period may return after complying with entry requirements. After the grace period, those who refuse to depart will be subject to arrest and permanent deportation,” the DMW said.

Pinoy ST Nikolas crew home; PH works on release of 17 Red Sea hostages
MANILA, Mar 28 (Mabuhay) -- All the 18 Filipino crew members of the seized oil tanker ST Nikolas in Iran have returned to the Philippines, the Department of Foreign Affairs (DFA) announced Wednesday.
The agency said the 18 were repatriated in batches, with the last of group of six arriving in Manila last week.
“The Philippine government thanks the authorities of Iran for their understanding in this matter and appreciates the work of the manning agency which made this possible,” the statement added.
The DFA said the vessel is still being held in Iran months after its seizure by the Iranian Navy in January as a retaliation for the United States’ confiscation of oil it was carrying when it was still sailing under the name Suez Rajan in 2023.
Meanwhile, the DFA said coordination with foreign partners continues for the immediate release of 17 other Filipino seafarers held hostage by the rebel group Houthi in the Red Sea.
The DFA said the 17 are still on board the commercial ship Galaxy Leader, which was hijacked by the group in November 2023.
“The Philippines continues to work with our friends and partners, including through the UN (United Nations) system, to address the situation in the Red Sea involving 17 Filipino seafarers,” Foreign Affairs Secretary Enrique Manalo said in a post on X.
“We assure their families that all is being done so that the seafarers will finally be able to return home,” he added.
The DFA earlier confirmed that the Houthi’s demand was political, not monetary— an “end” to the war in Gaza before they release the ship or the seafarers.
Manalo’s statement came after the United Nations Security Council passed a resolution demanding a ceasefire in Gaza for the period of Ramadan.

Zubiri asks foreign lawmakers to help ‘facilitate peace’ in WPS
MANILA (Mabuhay) — Senate President Juan Miguel “Migz” Zubiri has appealed to fellow members of the Inter-Parliamentary Union (IPU) to be “facilitators of peace” in conflict-affected parts of the world, including in the West Philippine Sea (WPS).
In a news release on Wednesday, Zubiri said he rallied the IPU to build on its legacy of “bold thinking and brave action” to spur parliaments of the world today to craft strategies that will “silence the guns” this time.
“The raging strife that dot(s) the world underscore(s) the mission that we parliamentarians should pursue on behalf of mankind. And that is to mount a campaign to pause war, to stop the bloodshed, and end the suffering of innocent civilians whose lives have been disrupted, but whose hopes for peace have not been dashed, by war,” Zubiri said during his speech at the 148th IPU General Debate in Geneva, Switzerland on March 24.
“We in the IPU have a rich heritage that inspires confidence that, if united and determined, we can, as our predecessors had done, be facilitators of peace,” he added.
Zubiri appealed to the IPU to stand with the Philippines as it promotes freedom of navigation and adherence to international rules-based order in the WPS.
“In the WPS, a number of geopolitical analysts have predicted that it could be a major flashpoint in the region. Let me emphasize that the Philippines has consistently adhered to international rules-based order, ensured freedom of navigation in the area and practiced restraint in dealing with the harassment and provocations of our neighbor in the north,” he said, referring to China’s “constant bullying activities” in the area.
“It takes a community of nations to preserve and nurture peace, thus, we appeal to the international community to support and stand firm with us in promoting freedom of navigation and adherence to international rules-based order
in the West Philippine Sea,” he said.

MANILA (Mabuhay) — President Ferdinand R. Marcos Jr. calls for the construction of more high dams as a “long-term solution” to the water supply problem, the National Irrigation Authority (NIA) said Tuesday.
“Ang bilin po ng ating Pangulo at ito naman ang ating ginagawa sa ngayon, ang future solution natin diyan, ay magtayo ng additional dams (Our President’s directive, which is what we are doing right now, our future solution to that is to build additional dams),” NIA Administrator Eduardo Guillen said in a Palace press briefing.
According to Guillen, some of the existing big dams in the country, such as the Magat and Pantabangan are already aging and it is high time for the country to construct additional dams to address the problem of water supply and effec-
tively manage water resources.
“Ang gusto po ng ating pangulo ngayon ay matayo tayo ng mga high dam para may pang long-term solution tayo. Sabi nga niya, ‘pag may high dam ka, meron ka nang flood control, meron ka nang irigasyon, meron kang power generation, aquaculture. Saan ka pa? So, ito po ang focus ng ating Pangulo (What the President wants now is for us to build high dams so that we will have a long-term solution. He said, ‘when you have a high dam, you have a flood control, you have irrigation, you have power generation, aquaculture. What more can you ask? So, this is the focus of our President),” he said.
According to Guillen, there are three to five big dam projects that the government is looking to finish before
the President’s term ends in 2028, which include the Tumauini River Multipurpose Project in Cagayan Valley, the Panay River Basin in Panay Island, and other projects in the Ilocos Region.
These are on top of the more or less 20 medium-scale irrigation projects that the NIA aims to construct across the archipelago throughout the Marcos administration, Guillen noted.
The Irrigation chief also said that the agency continues to develop and construct solar-powered irrigation projects to help farmers at the socalled “tail-end areas” or those that have yet to be reached by the NIA’s irrigation systems.

In his message for the 10th anniversary of the signing of the Comprehensive Agreement on the Bangsamoro (CAB), Marcos said the national government remains committed to giving the Bangsamoro people a better future.
“Recognizing the importance of inclusivity and respect for diverse cultures, there were certainly many challenges but we persevere. Today, as your president, I stand before you, committed to fulfilling that promise,” Marcos said in a video message uploaded on his official Facebook page.
“We have seen progress and much needs to be done,” he added.
The CAB paves the way for the passage of the Bangsamoro Organic Law, an enabling law that establishes the BARMM.
Marcos, a former legislator, recalled that he was one of the lawmakers who drafted the Bangsamoro law.
He promised that as the country’s chief executive, he would continue working with the Bangsamoro government for BARMM’s prosperity and progress.
“A decade after the CAB brought hope in our nation, we remain committed to empowering the Bangsamoro to chart their own prosperous future by enacting vital legislation and ensuring fair elections in 2025,” Marcos said.
Marcos also stressed that the development of the Bangsamoro region is crucial in building a “peaceful and unified Bagong Pilipinas (New Philippines”.

Monday’s NSED scenario had a magnitude 7.2 earthquake occurring due to the movement of the West Valley Fault and heavily affecting Metro Manila, Calabarzon, and Central Luzon around 9 a.m.
In the scenario, Metro Manila suffered the most damage and experienced “regional separation”.
A camp-wide evacuation drill was conducted, followed by communication exercises, that showed and tested the government’s coordination mechanisms following this earthquake. (MNS)

DOH reports 568 pertussis cases, 40 deaths from Jan.1-March 16
MANILA (Mabuhay) — The Department of Health on Wednesday reported that the number of pertussis cases in the country reached 568 with 40 deaths from January 1 to March 16, 2024, with Metro Manila having the highest number of infections at 58.
Some 28 new cases were recorded from March 10 to 16, the DOH said.
“Regions with the most number of local government units showing case increases thus far are Calabarzon, National Capital Region (NCR), Western Visayas, Mimaropa, and Central Visayas. NCR accounted for 27 percent (58 cases) of the total confirmed cases among all regions,” the DOH said.
Of the total, at least six out of 10 cases (356 or 62.7 percent) were infants below six months old. Three out of four (270 cases or 75.8 percent) of
these infants were either unvaccinated or with unknown vaccination history.
Close to seven out of 10 (384 cases, 67.6 percent) of the total number of cases regardless of age either failed to receive any immunization or with unknown vaccination history, the DOH said.
“The number of new pertussis cases did rise from the weeks of February 4 and 11 (122 cases) to the weeks of February 18 and 25 (149 cases). This has gone down to only 73 new cases in the weeks of March 3 and 10,” the DOH noted.
Meanwhile, the DOH said the city health officers (CHOs) of Metro Manila local governments have discussed pertussis intervention.
DOH Undersecretary Nestor San-
tiago and Metro Manila Center for Health Development Regional Director Rio Magpantay on Tuesday discussed with the CHOs updates on the pertussis cases, actions taken by the LGUs, assistance needed by every city in NCR, implementation of heightened surveillance, and more aggressive routine immunization activities.
The DOH said pertussis starts as a mild cough and cold that lasts about two weeks and is followed by paroxysms or fits of coughing which lasts up to six weeks.
The disease is characterized by a “whooping” or high-pitched sound in between coughs, especially when inhaling; vomiting immediately after coughing; and low-grade fever.
Infants with pertussis may turn cyanotic or bluish when coughing.
“Pertussis is caused by bacteria –either bordetella pertussis, or bordetella parapertussis. Antibiotics are available and effective against them and depending on the antibiotic used and the age and condition of the patient, treatment may run from 4 to 14 days,” the DOH said.
The agency advised everyone to consult a doctor and not self-medicate in case of symptoms. Pertussis transmission may be prevented by covering coughs and sneezes, regular and proper handwashing, and vaccination.
Meanwhile, in Negros Oriental, health authorities are monitoring three suspected cases of pertussis or “whooping cough” cases in the capital city of Dumaguete, an official said Wednesday.
Dr. Liland Estacion, Provincial Health Office (PHO) chief, said two of the patients are already “out-ofthe-loop” but are still closely monitored while a third case, not from Negros Oriental, is being treated at a local hospital.

MANILA (Mabuhay) — The Department of Labor and Employment (DOLE) on Friday reminded employers to observe health and safety measures to prevent and control heat stress and minimize its impact at the workplace.
In a statement, the DOLE reiterated Labor Advisory No. 8, series of 2023, recommending measures to avoid heat stress, which includes reducing extreme heat exposure of employees through adequate ventilation and heat insulation in workplaces; and adjusting their rest breaks or work locations.
Workers should also be allowed to use temperature-appropriate uniforms and personal protective equipment; and should be provided with free and adequate drinking water.
The DOLE-recommended schemes include conducting advocacy campaigns on identifying and addressing symptoms of heat stress at the workplace and establishing procedures and information networks to address heat-related emergencies.
The health and safety measure advisory also urges employers, with the concurrence of the workers, to adopt flexible work arrangements that allow
work hours adjustments while maintaining the total number of work hours within the day or week until the weather condition has improved.
At the same time, employers are encouraged to coordinate with the DOLE Regional Offices and Occupational Safety and Health Center-Regional Extension Units for technical assistance in reviewing and developing safety and health measures related to heat stress prevention and

DA, FDA collab to expedite ASF, AI vax approval
MANILA (Mabuhay) — The Department of Agriculture (DA) on Friday said it collaborated with the Food and Drug Administration (FDA) to expedite the process for the approval of the African swine fever (ASF) and the Avian Influenza (AI) vaccines.
At the Bagong Pilipinas Ngayon briefing, Agriculture Assistant Secretary Arnel de Mesa said the move was in line with the directive of President Ferdinand Marcos Jr. to fast-track the vaccine procurement to combat the effects of ASF and AI.

Laurel and Zacate also discussed intensifying border control in partnership with the Bureau of Customs to combat the entry of illegal food products into the country.

MANILA – The Food and Drug Administration (FDA) on Monday warned the public over false endorsements of health products through social media platforms.
“The FDA reiterates that its officials and employees are without any color of right or authority to endorse health products regulated by the agency,” it said in a statement.
In connection to this, the FDA emphasized that Republic Act 9711 or FDA Act of 2009 prohibits the manufacture, importation, sale, offering for sale, distribution, transfer, promotion, advertising, or sponsorship of health products without proper authorization from the agency.
It also advised everyone to check whether the health products are registered or notified with the FDA through its verification portal.
Earlier, the FDA released public advisories urging healthcare professionals and the public to avoid purchasing certain products that claim to be endorsed by the agency. (PNA)

PH gets ¥250-B Japanese loan for Dalton Pass, ongoing subway project
MANILA (Mabuhay) — The Philippines and Japan on Tuesday formally signed the exchange of notes for the JPY250 billion or around PHP92.8 billion loan that will finance the construction of Dalton Pass East Alignment Road and the ongoing Metro Manila Subway (MMS) project.
Of the amount, JPY100 billion will be allocated for the construction of a bypass road for the Dalton Pass, which links Metro Manila and north-central Luzon.
The remaining JPY150 billion, meanwhile, will serve as the third tranche of Japanese financing for the MMS project.
“On behalf of the Philippines, I signed today diplomatic notes for Japan’s ODA (official development assistance) worth JPY250 billion in loan for the Dalton Pass East Alignment Road Project to enhance the connectivity of Regions I & II to the NCR (National Capital Region), and for the third tranche of the Metro Manila Subway Project (Phase I),” Foreign Affairs Secretary Enrique Manalo said Tuesday.
“Japan, a strategic partner of the Philippines, has been a strong supporter of our infrastructure development and the Build Better More projects,” he added.
In a separate release, the Japanese Embassy in Manila hoped the construction of a disaster-resistant and highly motorable alternative road for Dalton Pass would contribute to the “economic revitalization” of Luzon.
Meanwhile, it looked forward to the reduction of severe traffic congestion and air pollution in Metro Manila with the subway project.
The additional loan follows the 1st tranche of funding for the metro subway in 2017 (JPY104,530 billion) and second tranche (JPY 253,307 million) signed in 2021.
The Embassy said the interest rate for these ODAs is at 0.3 percent per annum, with 0.2 percent per annum set for consulting services.
The repayment period is 40 years, including a 10-year grace period. (MNS)

MANILA (Mabuhay) — Farmers have increased their rice and corn production despite the El Niño phenomenon through the use of a farming strategy which optimizes water use, the administrator of the National Irrigation Administration (NIA) bared on Tuesday.

During a harvest festival in Guimba, Nueva Ecija, this week, Guillen said one farmer harvested at least 12 tons of palay for every hectare, which shows increasing yield with the use of the alternate wetting and drying (AWD) planting strategy. Some farmers even harvested as high 19 metric tons per hectare, he added.

MANILA (Mabuhay) — President Ferdinand R. Marcos Jr. received an invitation for a state visit to India, as he looks to strengthen the Philippines’ partnership and economic cooperation with the South Asian giant in the areas of agriculture, infrastructure, and defense.
Indian Minister of External Affairs Subrahmanyam Jaishankar extended the invitation to Marcos during his courtesy visit in Malacañang on Tuesday.
“Prime Minister (Narendra) Modi looks forward to welcoming Marcos in India for a state visit,” the Indian official said, as quoted by the Presidential Communications Office (PCO) in a news release.
Jaishankar added that it would be nice if the President’s visit coincides with 75th anniversary celebration of the two countries’ diplomatic relations.
Diplomatic relations between the Philippines
and India were established in 1949. President Marcos welcomed the invitation, according to the PCO.
In their meeting, Marcos also expressed gratitude to India for its decision to export 295,000 metric tons of non-basmati white rice to the Philippines and said that he hoped that the two countries would “do better” in terms of cooperation in other areas.
“I’d like to thank you, and please extend my gratitude to your Prime Minister (Narendra Modi) for the timely provision of imported rice that we bought from India. The very critical… a very crucial time since we are in the right now suffering the effects [of] drought,” Marcos said.

BSP: Hot money inflows hit
$686
million in February
MANILA – Foreign portfolio investments or hot money registered with the Bangko Sentral ng Pilipinas (BSP) through authorized banks recorded net inflows of USD689 million in February this year.
Data released by the BSP late Wednesday showed that this resulted from the USD1.5 billion gross inflows and USD859 million gross outflows for the month.
The net inflow last month is a reversal from the USD76 million net outflows recorded in January 2024.
Foreign portfolio investments are also called hot money due to the speed with which they come in and out of the economy.
The USD1.5 billion registered investments for the month are higher by 25.3 percent compared to the USD1.2 billion recorded in January 2024.
During the month, 61.4 percent of registered investments were in Peso Government Securities (GS) while the re-
maining 38.6 percent were in Philippine Stock Exchange-listed securities most of which were investments made in banks, transportation services, holding firms, property, food, beverage, and tobacco.
Investments for the month mostly came from the United Kingdom, Singapore, the United States, Luxembourg, and Hong Kong.
The USD859 million gross outflows for the month meanwhile went down by 34.5 percent from the USD1.3 billion recorded gross outflows in January.
The US remains the top destination of outflows, receiving USD485 million of total outward remittances.
For the first two months of the year, foreign investments registered with the BSP, through authorized agent banks, yielded net inflows of USD613 million, a turnaround compared to the USD258 million net outflows noted for the same period last year. (PNA)

Tech industry leaders back int’l partnerships to expand smart cities
TAIPEI, Taiwan – Industry leaders in information and communications technology (ICT) are pushing for international partnerships to further expand the establishment of smart cities worldwide.
The stakeholders said partnerships with ICT companies and governments across the world will promote investments that will improve internet connectivity and address the demands of attaining a smart city.
“Public-private partnerships are important in attaining the demands for a smart city,” Dr. Non Arkaraprasetkul, Senior Expert in Smart City Promotion of Thailand’s Digital Economy Promotion Agency, said in a press briefing on the sidelines of the 2024 Smart City Summit and Expo (SCSE) held on March 21 at the Taipei Nangang Exhibition Center.
A smart city is an urban area which utilizes a network of sensors and devices to gather data on various concerns such as traffic flow, waste management, energy use, among others, to improve its operations and ensure a good standard of living for its residents.
Among the benefits of a smart city are improved services like public transportation, waste collection, or public safety through smart solutions and the promotion of environment-friendly practices such as renewable energy sources or reduced reliance on cars.

from Thailand were part of the delegation in the SCSE who were able to visit the exhibits featuring various solutions by Taiwanese enterprises utilizing AI and 5G technologies, particularly the modern buses.

He hopes that through the SCSE, Taiwan will provide grants to ICT enterprises in Thailand as well as provide opportunities for more international visits by foreign enterprises to Thailand.
For his part, Intelligent Community Forum Executive Director Matt Owen stressed the importance of providing internet access and connectivity in rural areas.
“One of the unfortunate things about tech is how quickly it is changing and constantly evolving. There is potential for some people to be left behind. Initiatives that can focus on going to rural communities and making sure their connectivity because if they don’t have connectivity, they can’t use any smart devices. We need to make sure they have access to devices and the knowledge of how to use it,” Owen said.
For instance, he cited that internet access in rural areas is important to
enable various applications such as sensors in fields to monitor water levels and crops that can be accessed by farmers through mobile devices.
Meanwhile, Ho Chi Minh City Computer Association President Lam Nguyen Hai Long said there is no uniform formula on setting up smart cities across various countries because of their differences in cultural contexts.
He urged enterprises that are interested in investing in smart cities to familiarize themselves with the culture and legal frameworks of each country worldwide.
“Everybody needs to get involved in city enterprises and understand the local area of your business operations,” Lam stated.
Ho Chi Minh City is focusing on digital transformation to develop itself into a smart urban area by 2030.
The southern Vietnamese city has earned high rankings in digital transformation in various aspects like digital institutions and infrastructure.
It has been implementing initiatives like smart traffic management through sensors and data analytics; smart parking; smart grid technologies for energy efficiency, and waste management.
The 2024 Smart City and Expo, held from March 19 to 22 in Taipei, presented Taiwan’s diverse range of smart city and net-zero city initiatives as it transforms into a tech island. (PNA)

This ended with two CCG ships water cannoning the UM4, causing severe damage to the boat and injuries to the Filipino crew members onboard.
The NTF-WPS said the Chinese vessels even attempted to obstruct the PCG escort vessels from providing immediate relief and assistance to the disabled UM4 and its crew, but the PCG ships were able to break through and provide medical attention to the injured crew.

The $50,000 prize is awarded annually to an individual who has made substantial contributions to their area of health education.

An elected member of the National Academy of Social Insurance, Ponce currently serves on the Data Disaggregation workgroup for the White House Asian American, Native Hawaiian, Pacific Islander Commission. She is also an associate editor for diversity, equity, and inclusion at JAMA Health Forum, on the editorial boards of Milbank Quarterly, Health Services Research and Health Affairs Scholar, and has served on the board of scientific counselors for the National Center for Health Statistics.
In 2021, Ponce served as a commissioner for the Robert Wood Johnson Foundation Transforming Public Health Data Initiative. In 2019, she and her team received the AcademyHealth Impact award for their contributions to population health measurement to inform public policies.
As a recognized leader in using data to advance health equity, in December the CHPR scaled its work nationally by launching the UCLA Data Equity Center. In “My Guardian Alien,” the Kapuso Primetime Queen is back after five years, taking on the creative challenge of playing an alien as well as a loving human mom named At the show's grand media conference at the Luxent Hotel in Quezon City, the Kapuso Primetime Queen said she really wanted to do do a series that her children, Zia and Sixto could watch.
“Sabi ko, ang ganda nitong gawin kasi bago sa akin, at sure na mapapanood ng mga anak ko. Kasi gusto ko gumawa ng isang serye na kayang panoorin ng mga anak ko at magiging proud ako,” Marian said.

"My Guardian Alien" is Marian's return to primetime. It revolves around an alien character named 11-1-20-8-5-22-9-12-5 who is is contained in a pod, and lands on planet Earth after an accidental crash from outer space. On Earth, the alien takes the form of a deceased woman named Katherine.
The lives of Katherine’s husband, Carlos (Gabby Concepcion), and their son, Doy (Raphael Landicho) will turn upside down because of the alien.
Titled "Hold Me Close," the project was shared by the film's writer and director, Jason Paul Laxamana, as he uploaded photos of Aquino and Barretto during their look test.
Award-winning director Zig Dulay is at the helm of the series. More cast members include Max Collins, Kiray Celis, Arnold Reyes, Tanya Gomez, Caitlyn Stave, Josh Ford, Sean Lucas, Tart Carlos, Christian Antolin, Kirst Viray, and Marissa Delgado.
