‘Lapu-Lapu’ fish or Grouper

benefit Concert “Friends … Passing the crown to the new queen unplugged” in September A production by non-profit partners PeDRO and ABS-CBN Foundation International LOS ANGELES – The Philippine Disaster Relief Organization, an organization whose mission is to extend relief assistance to victims of natural disasters and to mobilize resources to rebuild and restructure their communities, has partnered with ABS-CBN Foundation International, a non-profit organization dedicated to improving the lives of the Filipino people especially those affected by natural disasters, to produce its first benefit concert entitled, “Friends …Unplugged” to be held Sunday, September 22, 3 p.m., at the Japanese American Cultural & Community Center’s Aratani Theater, 244 S. San Pedro Street, Los Angeles, CA 90012. The Philippine Disaster Relief Organization was formed in Los Angeles, Calif., in 2004, as a result of the call from the Philippine Consulate General seeking help and donations for the victims of typhoons that wreaked havoc in Quezon province in December of that year. The FilAm community in the Greater Los Angeles Area responded positively to this appeal. Together, PeDRO’s efforts helped raise $42,000 towards the cause and also collected various relief items. In 2005, due to the successful relief efforts, a decision was made to permanently organize Philippine Disaster Relief Organization for future relief efforts. The formation of this group has been a historic milestone in the FilAm community of Southern California, as this is

the first time that such a community-wide relief effort was mounted. “Friends…Unplugged!” will feature the music of award winning singer/songwriter Odette Quesada, Nashville recording artist Kevin Click, the jazz stylings of saxophonist Ner de Leon, the music of actress/singer Becca Godinez and classic songs from international recording artist Morris Albert. In historic first, LA County earns AAA credit rating

G

lobal ratings agency Standard & Poor’s today raised Los Angeles County’s credit rating to AAA, the highest possible credit rating available in the financial markets. In announcing its decision, the agency attributed the upgrade to the County's “long-term trend of robust local economic performance from an already strong and very diverse tax base, and an associated strengthening in revenue and tax base that have improved its capacity to meet capital and service priorities.” Today’s action marks the fourth time that one of the three major credit rating agencies has increased L.A. County’s ratings under the leadership of the current Board of Supervisors and Chief Executive Officer Sachi A. Hamai. Standard & Poor’s AAA rating is a significant achievement shared by only twelve other California counties. “As Chief Executive Officer of Los Angeles County, I am deeply gratified by this recognition of our longstanding commitment to responsible fiscal practices,” Hamai said. “This unprecedented credit ratings upgrade for the County validates our guiding principle: that it takes strong fiscal discipline to realize our vision for ambitious and creative solutions to our most challenging social issues. We are the social safety net for more than ten million residents, and this credit upgrade will help us save public dollars that can then be re-invested in housing the homeless, treating the mentally ill, building a more sustainable region, and creating real and positive social change so that our residents can live their best lives.” In announcing the upgrade, Standard & Poor’s noted that the County has grown and maintained very strong reserves in

both the general fund and the Department of Health Services fund. "The upgrades reflect our view of the county's long-term trend of robust local economic performance from an already strong and very diverse tax base and an associated strengthening in revenue and tax base that have improved its capacity to meet capital and service priorities," Standard & Poor’s Global Ratings credit analyst Jen Hansen said. This marks the second notable increase for Los Angeles County in two months. In June, another leading global credit rating agency, Fitch Ratings, increased the County’s long-term credit rating from AA to AA+. Fitch attributed that credit ratings upgrade to the combined strength of L.A. County’s continued solid revenue streams, strong economic base, moderately low long-term liability burden and the ongoing progress toward addressing unfunded pension liabilities. The three major rating agencies— Standard & Poor’s, Fitch and Moody’s— provide independent assessments of the creditworthiness of the County as a borrower, which investors use as a guide to evaluate credit risk. Government credit ratings are similar to consumer FICO or credit scores. The County’s status as a low credit risk means the interest rate it pays to borrow money is lower than it would be otherwise, thus providing flexibility and security in funding vital services for the County’s constituents. When the County obtains a low-interest rate loan, all County residents benefit.

Metro takes... From PAGE 1 develops. Metro is the largest American transportation agency to endorse such a goal. In a first step, Metro awarded two contracts on Thursday totaling approximately $108 million for manufacture and delivery of 60 forty-foot zero emission buses and 35 sixty-foot zero emission articulated buses as part of Metro’s move toward a 100 percent zero emission fleet by 2030. In March the agency awarded a contract for 5 sixty-foot electric articulated buses. Contracts will go to BYD for the 40foot buses to run on the Silver Line and to New Flyer for the 60-foot articulated buses, which will be assigned to the Orange Line. In March, the agency awarded a $6.6 million contract to BYD for 5 sixty-foot articulated buses that will run on the Metro Orange Line. The new buses will replace retirement-eligible compressed natural gas (CNG) buses currently operating on the lines. “We’re making bold investments in new technology because Metro is serious about making our air cleaner and communities healthier,” said Mayor Eric Garcetti, Chair of the Metro Board. “This purchase of 100 electric buses is a down payment on a more sustainable future, and a big step toward our goal of having a fully electric bus fleet by 2030.” Since 1993, the Metro Board has been committed to buying alternative energy buses and retired its last diesel bus in 2011. Metro currently operates a fleet of 100 percent CNG buses but in 2016, the Board directed Metro staff to create and implement a plan that would move the agency to electric buses on the Metro Orange Line by 2020, with the Silver Line to follow. These projects include both the purchase of electric buses and the implementation of an electric infrastructure on the Orange Line in the San Fernando

Valley and the Silver Line between El Monte and San Pedro, via downtown Los Angeles. New Flyer was also awarded a $68 million contract for 65 sixty-foot CNG articulated buses. This award will be used to replace CNG buses that have passed the end of their useful lives and are slated for retirement. The contract includes the cost of optional vehicle features, spare parts and training aids. “As we continue our transportation revolution, we must continue to make sustainable practices the norm,” said Metro CEO Phillip A. Washington. “We hope our move toward a zero emission fleet will inspire other transit agencies across the nation to consider this as a possibility and investigate how they can transition toward greener fleets for the benefit of patrons, as well as the cities and towns they serve.” The CNG purchase does not contradict Metro’s move toward a 100 percent zero emission fleet. Rather, it is part of Metro’s bus fleet replacement plans for fiscal years 2018 to 2022, which dictate minimum retirement eligibility age and mileage of Metro buses and confirm Metro’s commitment to lowering the average age of its fleet to ensure that passengers experience travel that is safe, reliable and comfortable. “I want future generations to live in a Los Angeles where people have safe and convenient connections to transportation options that don't cause traffic gridlock and doesn't poison our air,” said Metro Board and L.A. City Council Member Mike Bonin, the motion’s author, along with Mayor Garcetti and Board Members Ara Najarian (who serves on the Glendale City Council) and L.A. County Supervisor Janice Hahn. “Electric buses are a game-changer because they help move more people to where they need to go, without adding harmful fossil fuel pollution to our air.”

STARTING OVER AGAIN Part 1

Do you believe in midlife crisis? It happened to me. I woke up one day, looked at my “life accomplishments” and asked myself this question - Is this all there is to it? I felt stuck and I wanted to be unstuck. When you ask the right questions, the universe responds. I found myself in Florida, having coffee with vice presidents of two large US insurance companies. I casually asked – “If I want to move to the US, will you hire me?” It was a yes. Moving to the America was my version of midlife crisis. I didn’t buy the proverbial car, or get the crazy tattoo – I decided to start my life all over again. People were shocked when I left a successful career in the Philippines. Who starts all over past the age of 50? You may not be going through midlife crisis but maybe you’re looking at choices. A lot of people have sent me private messages asking me about migrating. Why did I do it and how I did it. If you are at this point in your life, I would like to share some of the questions I asked myself and the lessons I’ve learned. First, get a pen and paper and answer these questions. Be honest. No one is reading your answers. 1. Why are you dissatisfied with your current situation?

Starting over is an exercise in self-analysis. Away from my usual environment, and comfort, I was forced to challenge 50 years worth of beliefs, attitudes and way of life. We had a family meeting and for several months, we talked about this big idea. Together with my sons, we actually wrote a game plan. We did our numbers, looked at all the pros and cons, delegated responsibilities and prayed. I gave myself a time table. Six months or my savings running out -whichever comes first. Within six months, I can still go back to my job. This backup plans helped ease our anxiety. It gave us the confidence to execute our plan. I had six months worth of savings to sustain my cost of living both in the Philippines and in the US. I was fortunate to have a career that allowed me to take a paid sabbatical. I also had my retirement money if I decided to quit my job. The first six months were tough. I didn’t even have a car so I took the bus to LA everyday. It meant two hours commute one way. People thought I was crazy. Nobody lives in Orange County and commutes to LA. It’s just not done. But I didn’t know that. All I knew was I had to make it work. I adapted new ways. I learned to shower at night, put my coffee in the microwave to be heated in the morning. I had to be at the

bus stop by 6.30am so I can be in LA before 9am. My friends felt sorry for me. But I looked at my life through a different lens. Everything was exciting. I was in iconic LA. Scenes and places from movies and TV shows I’ve watched all my life became part of my daily reality. I also looked at the economics of the whole exercise - when you are working for the same number of hours but 52x the money, it has exponential effect on what you can afford. The key to successful migration is not measured solely by the money you make. It is how well you have assimilated in your new country and if it has improved the quality of your life. To some, this simply means living in a place where the air is clean and enjoying clean rivers and beaches without having to take the plane. The real cost of migration, though, is relationships. Missed birthdays and moments that we can never recapture. Reading FB posts from friends back home about long holidays spent with family was always painful. These were days when I would question my decision to migrate. But the benefits are not just economics either, it is the new doors we open for the next generation. It is showing our kids how to take risks and live fearlessly. I missed the baby years of my grandson Franco, but I know that he will always thank me for giving him the chance to live in a country where the hawks can soar in the city and where the rivers are still clean. Of course, Pops Fernandez, herself a queen in her own right, showed she was still the perfect partner to such a talent as Martin (at least on stage). Equally rewarding for those who spent time and dime to be at the theater was the astounding performance by another Filipino music icon, Gary Valenciano, a.k.a. Mr. Pure Energy. His medley was a spellbinding journey back to those younger years in the homeland. Another great moment in the show was brought about by another trio of past pageant’s Best in Talent winners. The trio of Caitlin San Diego, Juanne Aquino and Maireen Barnachea had the crowd roaring for more after singing a medley of popular songs from Broadway musicals such as Miss Saigon, The Phantom of the Opera and Les Miserables. San Diego was 2014 Best in Talent and Binibining Pilipinas USA 1st runner up, Aquino was 2015 Best in Talent and Binibining Pilipinas USA 2015 and Barnachea was 2018 Best in Talent and Miss Teen Filipina International 1st runner up. This year’s Best in Talent winner was Mia Canah Tamarra. The great show culminated in the crowning Ella Tesoro, 23 of Irvine as Miss Filipina International and of Thereze Dacanay, 15 of Fremont, both from California. Cheyanne Knight was crowned Miss Filipina International-Tourism. She was also picked to represent the Philippine Air Lines (PAL). Other winners in the Miss Filipina International were Keisha Abelgas (1st runner up), Andie Valera (2nd runner up) and Lucy Ann Lacdan (3rd runner up). For the Miss Teen Filipina International, the other winners were Samantha Ballesteros (1st runner up), Leigh Labaclado (2nd runner up), Mia Canah Tamarra (3rd runner up) and Sara Burres (4th runner up) Candidate no. 15 Samantha Bautista was picked Miss Best in National Costume. This year 45 beautiful and talented Filipinas participated in the pageant. Baclaran sidewalk vendors decry clearing ops maNIL a — Sidewalk vendors in Baclaran were among the casualties of clearing operations that local governments have been given 60 days to complete. On Tuesday, Pasay City Mayor Emi Calixto and Parañaque City Mayor Edwin Olivarez conducted clearing operations in Baclaran in line with President Rodrigo Duterte's directive to clear the roads in Metro Manila of all kinds of obstructions. The clearing operations was overseen by Metro Manila Development Authority Chairman Danny Lim and General Manager Jojo Garcia. The move was, however, opposed by vendors who were made to leave. One of the vendors lamented how the operations were done without notice and how they were not even given an hour to gather their wares and leave. “Hindi niyo kami pinagbibigyan! Paano ‘yung pag-aaral ng mga anak namin? Nakakasama kayo ng loob kasi kayo may mga pera kayo na inaabangan, kami wala. Kung hindi kami magtitinda, wala,” the vendor said.

Mayor Isko grants amnesty to delinquent taxpayers FULFILLING a campaign promise, Manila Mayor Francisco “Isko Moreno” Domagoso on Wednesday signed Ordinance No. 8566 granting a general amnesty on all delinquent business taxes, real property taxes, regulatory fees, and other service charges. “Mga negosyante, pwede na kayo sumuko. Wala na magchecheck ng libro niyo. This is the time to finally correct your books,” Domagoso said after signing the order. Tax amnesty is an “effective response” that gives delinquent taxpayers a “fresh clean start,” the ordinance read. “A rising number of taxpayers affected by economic misfortune have experienced hardships in paying their basic taxes, fees and charges,” the ordinance added. “As a consequence, these unpaid impositions have incurred surcharge and interests, making it even more difficult for taxpayers to settle their obligations.”

“An effective response to the clamor of our constituencies for an immediate relief is in order to give stakeholders a fresh clean start with the assumption of a new administration,” it said. “Ang bilis kasi ni Vice Mayor eh, dapat September pa ito,” the Mayor quipped during the signing ceremony. Philippines population grew by 9 million since 2014

maNILa — Five years after the country’s 100 millionth baby was born, Philippine population has increased by almost nine million, the Commission on Population (PopCom) said Monday. According to PopCom executive director Juan Antonio Perez III, Chonalynn Sentino, the 100 millionth, and 99 other babies nationwide who marked the 100-million population in 2014, celebrated their fifth birthday yesterday. He noted that the birth of Sentino “remains a challenge to the government as they are expected to demand an increase of the family’s capacity to provide for the needs of their children.” “Half a decade ago, we welcomed these babies in our society. Everyone must do their part in the achievement of these children’s total well-being,” he said in a statement. When the babies were born, the country’s population was pegged at only 100.9 million based on the 2015

Census of Population (POPCEN). Perez told The STAR that the country’s population growth rate (PGR) between 2010 and 2015 was around 1.7 percent. Based on projections, the population would reach almost 108.8 million by middle of this year, representing an increase of eight million babies since 2014. “So the annual increase in five years is about 1.6 million to 1.7 million per year... Countries in general (will) have stable populatioon size with PGR of one percent,” he added. The official urged everyone to “work together to ensure that their basic rights on social services are provided, for them to be productive members of the society.” He cautioned that the number of Filipinos has been consistently growing since the 1970s and the population issue that the country is facing “serves as an institutional reality check which calls for the involvement of everyone in the society.” (The Philippine Star)

Almario formally opened on Monday the celebration of “Buwan ng Wikang Pambansa” (National Language Month) this August. This, as he joined the flag-raising ceremony of Manila City Hall officials at the Bonifacio Monument in Ermita, Manila on Monday morning. In a speech, he noted that this was the first time the country will be adopting a theme for the upcoming celebration highlighting the importance of indigenous languages used in different parts of the country. “Bakit natin ito ginagawa? Dahil nais nating pagpugayan at patunayan na mahalagang bahagi ng pagkabansa ang mahigit isang daan at tatlumpong katutubong wika ng Pilipinas,” he said. Almario said these languages should be taken care of so as to maintain and preserve the country’s national identity. Lacson hits Duque in privilege speech for alleged payment scam, conflict of interest THe Senate leadership Monday referred to its two committees the privilege speech of Senator Panfilo M. Lacson alleged multi-billion-peso medical payment scams at the PhilHealth and a questionable medical supply contracts between the Duque family and the Department of Health (DOH) headed by DOH Secretary Francisco Duque. Tasked to undertake the probe were the Senate Blue Ribbon Committee chaired by Senator Richard J. Gordon and the Senate Committee on Health chaired by neophyte Senator Christopher Lawrence ‘’Bong’’ Go. Senate Minority Leader Franklin M. Drilon was able to convince his colleagues that the lead committee should be the Gordon committee because the issue is on malfeasance, misfeasance, and nonfeasance. In winding up his privilege speech, Lacson stated that his privilege speech be referred to the Go health committee. Duque had denied the charges against him and members of his family, claiming he had divested himself during the period his family corporations entered into contracts with the national government. Before the actual Lacson privilege speech, Go said he is willing to investigate the conflict of interest charge against the DOH Secretary if such an allegation has basis. ‘’Subalit I still trust Secretary Duque until it’s proven sufficiently na meron talagang ebidensya at antayin na lang natin ang privilege speech ni Senator Lacson,’’ Go told Senate reporters. A pharmaceutical firm owned by the Duque family, identified as Doctors Pharmaceuticals Inc (DPI), allegedly earned millions of pesos from the DOH for the supply of medicines in public hospitals that lasted until October 2017 when Duque was appointed as DOH chief for the second time. Duque claimed he had nothing to do with DPI’s contract from April to October 2017 because he assumed office on November 6, 2017. Duque is the ex-officio chairman of PhilHealth were overpayments to vari-

ous hospitals that are leaving the government agency in financial difficulty. Former DOH Secretary Janette Garin, then concurrent Food and Drugs Administration (FDA) head, had issued an order recalling all medicines manufactured by DPI because they are not in conformity with ‘’pharmaceutical inspectorate cooperation scheme-good manufacturing practice.” Garin had ordered DPI to discontinue delivering its drug products because they present safety risks and potential adverse health consequences and ordered it to discontinue its manufacturing operations. She had likewise directed all medicine distributors, retailers, hospitals, pharmacies and clinics to stop selling drugs manufactured by DPI. DPI earlier delivered to DOH more than 920,000 capsu les (500 m i lligrams) of Amoxicillin, an antibiotic, for P23.5 million in October 2014. It was still awarded by DOH P3.7 million worth of Amoxicillin in April 2017 and another contract for 235,000 bottles of Amoxicillin syrup and 34,000 bottles of Amoxicillin drops worth P3.8 million. Drilon pushes Tolentino to disclose Duterte’s verbal agreement with Xi Jinping SeNaTe minority leader Franklin Drilon on Monday pushed administration ally and neophyte Senator Francis Tolentino to disclose to the Senate President Rodrigo Duterte’s verbal agreement with Chinese President Xi Jinping in 2016. Drilon issued the challenge after Tolentino delivered his first privilege speech in the Senate where he said it is unnecessary for the Senate to concur to the verbal agreement between Duterte and Xi Jinping since it falls within the exclusive authority of the President and is recognized under international law. But the minority leader stressed it is necessary to first “exactly know the parameters of the verbal agreement” before the Senate can debate whether or not the Senate should concur on the pact. “Can the gentleman spread into the record exactly what the verbal agreement is between the two Presidents? Because other than media reports, I

don’t think anyone has a record of what the agreement was. Would the gentleman be kind enough to spread this into the record, if he knows?” Drilon said when he interpellated Tolentino. But Tolentino denied having any knowledge of the verbal agreement, saying the basis of his proposition was “related to several anecdotal reports” pertaining to Duterte and Xi’s verbal agreement to allow Chinese fishermen to fish within the West Philippine Sea. At the same time, Tolentino again, likened the Duterte-Xi verbal pact to the Enhanced Defense Cooperation Agreement (EDCA) between the US and Philippines signed in 2014 which was never subjected to Senate scrutiny for concurrence because it is an executive agreement. He also argued that verbal agreements fall under the United Nations Convention on the Law of the Sea (UNCLOS), which the Philippines has ratified.

“Since it’s an oral agreement, I don’t have any records of that saliva tic agreement,” the neophyte lawmaker said. To which Drilon retorted: “So if we do not know exactly the parameters of the oral agreement, how can we say that this is valid under international law? That this is valid under our Constitution? When we do not even know the parameters of this agreement?” “So before we get into a debate, what exactly are we debating on?… The reason why we did not pick it up, Mr. President, because we did not know what exactly to ratify, or what exactly to revoke because we do not know the agreement—the parameters of the agreement,” Drilon pointed out. “So I think it is incumbent upon the gentleman from Cavite, who so wisely and judiciously brought this issue on the floor of the Senate to first tell us what the President exactly agreed upon so we can debate, for one, is it a valid agreement under our Constitution? No. 2 can we ratify this? Or should we leave it at that because we do not know exactly how it’s done?” Drilon pointed out. Since senators have no record on what exactly this verbal agreement stands for, Drilon suggested to Tolentino, being a close ally of the President, to ask the Chief Executive to ask him officially on what the agreement is all about. “Is it too much to ask the Office of the President to inform him officially on what the agreement is all about so that we have something in writing to rely upon in our debates?” the minority chief asked. At this, Tolentino suddenly suggested that the Senate craft into law a legislation that would require the Department of Foreign Affairs (DFA) to “place it in black and white, all agreements whether informal, formal, verbal, oral, implied or what have you, in writing, so as to comply with the Vienna Convention on the law of treaties, which would require that all agreements be

placed in writing.” Tolentino said doing so would guide future administrations regarding oral agreements between heads of state. He pointed out there is no existing law requiring the DFA to put into writing any verbal agreement between heads of state. But Drilon reminded that while there may be no law governing such procedure Congress can still exercise its powers to conduct a legitimate congressional inquiry and eventually summon officials of the DFA to a public hearing. “There may be no existing law but the power of Congress and its committees, to issue a subpoena is in the Constitution and this is a legitimate congressional inquiry brought up by no less than the gentleman from Cavite himself,” Drilon said. “And, therefore, an inquiry is perfectly within the bounds of the Congress, and the power to subpoena the secretary of DFA does not need an enabling law. It is an inherent power of Congress as sustained in a number of decisions for Congress to exercise, and failure to comply would expose the witnesses to contempt and deprivation of liberty,” he warned. Drilon noted Sen. Richard Gordon, who chairs the Senate committee on blue ribbon committee, was able to rightfully jail a number of people for refusing to heed a subpoena of the Senate. Sen. Aquilino “Koko” Pimentel III, chair of the Senate foreign relations committee, agreed with the minority leader and said that once Tolentino’s privilege speech is referred to his committee, his panel will conduct a hearing in order to ask the DFA to disclose the nature of the verbal pact. “We will call for the cooperation of the Duterte administration in order to shed light on the Executive Department’s position on the nature of the agreement,” Pimentel assured. On a slightly different tack, Belmonte to dialogue with stakeholders in rush to clear QC public roadways HeLL bent on meeting the 60-day deadline set by the Department of Interior and Local Government (DILG), Quezon City Mayor Joy Belmonte on Wednesday inspected the Murphy Public Market in Cubao to interact with the vendors on the plan to clear all public roadways in the area from all forms of obstructions. To recall, President Duterte during his July 22, 2019 fourth State of the Nation Address (SONA) ordered the DILG to lead the move to reclaim all public roads being used for private purposes. Belmonte spoke to several stakeholders in the area and revealed plans to clear the sidewalks and roads from all forms of obstructions. She also made plans to conduct possible future dialogues with vendors. Earlier, Belmonte has formed a task force that “addresses the complex problems hounding the city’s public and private markets.” Describing it as taking baby steps, Belmonte brushed off critics who chided her administration for its supposed inability to totally and permanently fend off illegal sidewalk vendors from public properties. She declared that she has no intention of competing with the other

Metro Manila local government units (LGU) in being the fastest city to remove all obstructions from public places. The goal according to Belmonte is to achieve the clearing of obstructions on public lots within the 60-day frame set by the DILG saying that being the fastest to do this is not in the plan. During Monday’s meeting of the Metro Manila mayors at the DILG headquarters, Belmonte admitted to have requested for the 60-day deadline instead of the initial 45-day time frame for the removal of all obstructions in public places. The critics claimed the illegal vendors, especially along NIA Road and Agham Road, returned hours after the clearing operations were conducted. Belmonte assured that her administration is capable of meeting the DILG deadline of clearing all public lots especially those used for private purposes. Explaining further, Belmonte said there should be a semblance of balance in dealing with the predicament of the poor and implementing lawful clearing operations. PNA CebU CITy — Even before President Rodrigo Duterte ordered the clearing of public roads to solve the traffic woes in the country, the Cebu City Government has started clearing the city streets after Mayor Edgardo Labella assumed office last July 1. In an interview early this week, Cebu City Public Information Officer Razel Cuizon said the mayor emphasized in his inaugural speech that the traffic problem in the metropolis should be foremost on the City Government’s agenda. Cuizon said the mayor has tasked the Cebu City Prevention, Restoration, Order, Beautification, and Enhancement (PROBE) Team to conduct clearing operations on streets identified as heavily congested of vehicular traffic. Remando Madriñan of the Monitoring and Inspection Group of PROBE said they have already cleared more than 10 thoroughfares in the city since July 8. Among the streets cleared of sidewalk vendors and illegal structures by PROBE include the 3.9-kilometer stretch of S. Osmeña st. from SM City Cebu to Plaza Independencia which Labella ordered to be prioritized. The clearing operation on said street was conducted on the day of President Duterte’s State of the Nation Address last July 22 when he ordered local government officials to clear the roads and instructed the Department of the Interior and Local Government to suspend the mayors who fail to comply with the order. Cuizon said the mayor also personally checked the clearing operation of around 200 structures along M.L. Quezon St. in the Carbon Public Market last week. The DILG has already issued a memorandum circular giving mayors 45 days to clear obstructions on public roads and sidewalks, but Cuizon said Labella has not yet received the said memo. “Tambay” is a Tagalog term for an idler, which came from the English idiomatic expression “stand by.” It means to while away time, to spend a period doing nothing, to just stand and well bid for time. This is usually an undertaking by those without any task at hand, unemployed, evading responsibility and yes, retired. There is nothing sacred and sanctimonious about the act. As a matter of fact, there is nothing to it except spending precious time on anything trivial but which should have been devoted into something productive, or at best something that could generate more resources. Unless of course, it is one’s duty to wait, to stay on post, to act as if one is literally a bird watcher. Nonetheless, it is no longer making “tambay” but something resembles a part of working, which of course is beneficial. To make “tambay” does not constitute any useful activity whatsoever. It is actually another word for wasting time. For the younger set, for those physically endowed, making “tambay” is almost like committing a crime. There is so much to be done, so much to complete, so much to undertake. It does not require employment to do something fruitful. One can clean the house, help people, facilitate something that needs an extra hand. One can be anywhere else and still be responsible in completing a task, whether it is worth in terms of being paid, or just being tapped for extending a helping arm. For those who retired from, say, government service, to make “tambay” is almost synonymous to a rewarding period. It means leading a stress-free lifestyle. It means being unstructured and fulfilling. It means a time for relaxation. It is a given situation when one is no longer grilled, suspected, blamed or censured. It is equivalent to ascending a step closer to paradise. It is a grace period when one has accomplished so much and that he

For them, they can still work. They detested doing nothing and there is nothing more rewarding than to continue working or seek employment. They dread that instance when their absence in the field would attract oblivion. They still wanted to stay in the groove, to be counted, not to be forgotten nor snubbed. They can still earn their upkeep and never have the inclination to be dependent. Hence, a lot of them would rather maintain a work load, come up with an enterprise if not reinvent themselves to be employees once again. I remember my father. After he was handed over the compulsory retirement papers from government service at the age of 65, he still continued with his work in the academe. He even increased his load in the college so that what has been diminished in government, can still be recompensed. When he reached 70, the retirement age of Justices, of Churchmen, he was disheartened. He still wanted to extend his

work as faculty. But it was the formal end in the organization. He must stop working. He must reorient himself to a life of a “tambay.” But he persisted. He does not want to stay away from any activity. And so, he established a tutorial clinic for language until my sister stepped in. No more work for the old man, she said. Depressed, my father withdrew into his study and from there he weakened and his health deteriorated. He passed away at the full age of 86 and still dreaming of travelling as a form of work. The older generation had this ethos for exceptional work, which the present generation could not fathom. Work for the older set was fulfilling. For the youth today, work is exploitative and almost demeaning. The older generation had philosophy to make their day. In this generation, there is nothing except an empty unmelodious space between their ears. It is a pity. The present generation had everything made for them at the click of a mouse. The older set, given the same advantage would have craved for more time in this world. For me, whether I belong to the old or new generation, I still prefer to be a “tambay.”

CONSEQUENCES OF FAILING TO DISCLOSE MATERIAL ASSETS, INCOME, FACTS AND INFORMATION IN A DIVORCE CASE

There is a natural tendency among divorcing parties to hide their assets from their spouse and understate income. This is a common problem that I have observed from practicing law for many years. A common question I hear from clients is “my spouse doesn’t know I have an account in this bank, do I have to let him/ her know of this account?” Parties to a divorce proceeding have a duty to disclose financial information to each other. This duty arose based on California’s policy (1) to marshal, preserve, and protect community and quasi-community assets and liabilities that exist at the date of separation so as to avoid dissipation of the community estate before distribution, (2) to ensure fair and sufficient child and spousal support awards, and (3) to achieve a division of community and quasi-community assets and liabilities on the dissolution or nullity of marriage or legal separation of the parties as provided under California law. To promote the above public policy, the family code requires a full and accurate disclosure of all assets and liabilities in which the parties have or may have an interest be made in a divorce or a legal separation, regardless of the alleged characterization of the property as either community or separate. Parties are also required to disclose all income and expenses of the parties. The parties also have a continuing duty to update and augment that disclosure to the extent that there has been a material change to their financial position. The purpose of the duty to augment and update the disclosures is so that at the time the parties enter into a settlement agreement, stipulated divorce judgment, or trial, each party will do so with full and complete knowledge of all relevant underlying facts of the case. The disclosures are made by the parties by serving each other with a preliminary declaration of disclosure and a final declaration of disclosure. The preliminary declaration of disclosure should be served within 60 days of serving the divorce, separation, or nullity petition. The commission of perjury on the preliminary declaration of disclosure may be grounds for setting aside the judgment in addition to

Want To Buy A House Someday But Too Much Credit Card Debt? Like most people, you’ve probably heard that filing for bankruptcy when you are in debt will ruin your credit forever and that you will never be able to buy a car or a home again. Nothing could be further from the truth. Is it actually possible to improve your credit rating by filing for bankruptcy? Or does filing always make your credit worse? First of all, most people (not all) who are considering bankruptcy already have a tarnished credit rating. Unpaid bills, lawsuits, judgments, tax liens, etc. If you have any of these items on your credit report, the credit bureaus can retain this type of information for 7 years under federal law. When you are in debt and can’t pay, your creditors continue to report your accounts to the credit bureaus so long as you remain delinquent. Filing for bankruptcy automatically stops this reporting of negative information. While the bankruptcy itself will be reported for 10 years, in the long run, you will be better off because now you have the opportunity to be debt-free and rebuild your credit. Let me give you two possible scenarios: Let’s say you owe $30,000 in credit card debts and are paying a total of $600 per month in minimum payments. You and I know that with the outrageously high interest that the credit card companies are charging you, you will never get out of debt by just making the minimum monthly payments. But since the minimum payments are all you can afford to pay with the income you have, this is all you are paying. Paying $600 a month is costing you $7200 per year and most of this is going to interest alone. In the next 5 years, you would be paying a total of $36,000! And how much do you think you are going to owe in 5 years? I guarantee you that it will be about the same amount that you owe now, perhaps a little bit less. Do you see where I am going with this? Now let’s say you decided to file bankruptcy now because you realized that it’s your only way to start fresh. Your landlord (or the mortgage company) is harassing you because your payments are always late. Your relatives have stopped answering their phone because they know it’s you borrowing money again. You’re afraid to come out to your car in the morning because it may not be there anymore. Your life is miserable because your income is insufficient to pay for food, rent, clothing, car payments, let alone pay your credit card and other bills. Well, you decided to do something about it. You said “Enough is enough. I will file for bankruptcy because I see no other way out. I will start fresh and rebuild my credit.

Someday I want to buy a home and start saving for retirement.” So you decided to file after finding out that bankruptcy can only make your situation better, not worse. You started saving the $600 that you used to throw in the “bottomless pit” when you were in debt. In one year, you could potentially save $4200. In 5 years, you could have $36,000, enough for a down payment on a house! Five years from now, your bankruptcy will be 5 years old. And if you make an effort to rebuild your credit right after bankruptcy, there is a good chance that you would qualify for a home loan in just a few years if other credit factors are appropriate (you know, a stable job, money for a down payment, maybe a co-signer). See, filing for bankruptcy should be a beginning for most people, not the end of the world. Now if you were the bank 5 years from now, who would you loan money to? The person who owes too much money, has no money for a down payment, and has delinquencies on their credit report? Or the other person who has a 5-year old bankruptcy, has zero debts and can afford to put $36,000 as a down payment on the home they are buying? I think you already know the answer. The point is this: In a lot of cases, believe it or not, filing for bankruptcy can actually improve your credit. But to realize this, you need look at the bigger picture and not let your current situation limit your vision. Don’t look at how things are now, but how they could be in the future! What you do about “now” determines what “future” is going to be. Now is nothing more than the future in the making. other remedies available under the law. The preliminary declaration of disclosure is not filed with the court but only exchanged by each party. The preliminary declaration of disclosure shall set forth 1) the identity of all assets and liabilities which the declarant may have an interest regardless of the characterization of community, quasi-community, or separate property; 2)The declarant’s percentage in the asset or liability; 3) the declarant’s characterization of the asset or liability. In addition, the declarant shall also provide the other party with a completed income and expense declaration. The declarations may be amended without permission from the court. The parties shall serve each other with a final declaration of disclosure at the time the parties enter into a settlement agreement, stipulated divorce judgment, or if the case goes to trial, at least 45 days prior to the first assigned trial date. The final declaration of disclosure shall include (1) All material facts and information regarding the characterization of all assets and liabilities(2) All material facts and information regarding the valuation of all assets that are contended to be community property or in which it is contended the community has an interest. (3) All material facts and information regarding the amounts of all obligations that are contended to be community obligations or for which it is contended the community has liability.(4) All material facts and information regarding the earnings, accumulations, and expenses of each party that have been set forth in the income and expense declaration. The parties may agree to mutually waive the final declaration of disclosure requirement but not the preliminary declaration of disclosure. A party who fails to comply with the disclosure requirements under the family code may be held in breach of the party’s fiduciary obligation to the other spouse under family code section 721, 1100, and Marriage of Feldman. The party that failed to disclose material assets, income, facts, and information may be sanctioned by the court by awarding attorney’s fees and sanctions to the other spouse under family code section 271. A week after the whole Gerald Anderson-Bea Alonzo, Julia Barretto-Joshua Garcia “cheating” and “third-party” allegations and insinuations erupted, there’s no sign that rumourmongers are giving it a rest. Julia faced the media Aug. 1 at the airport, and she seems to be unruffled when ABS-CBN reporter MJ Felipe asked how she is. The actress and other Kapamilya stars were on their way to San Francisco for a road show. Amid the persistent questions about her alleged romance with Gerald, Julia merely replied she’s excited over “ASAP” in San Francisco. “It’s actually my first time in San Francisco. I’m excited that I’m going to be with other artists also,” she said. Julia’s ex-boyfriend, Joshua Garcia, reportedly arrived at the Ninoy Aquino International Airport just minutes before her. Unlike Julia, the young actor took time to comment on the

he Supreme Court on Friday launched a mobile application designed to enhance public access to the judiciary. Called “Supreme Court of the Philippines,” the application has four features -- the Judiciary Memorabilia Hall, a court locator, lawyers’ list, and a Court directory, said Chief Justice Lucas Bersamin. Some of the information about the Court and its history can be unlocked by scanning QR codes installed at the Judiciary Memorabilia Hall in the SC’s Old Building along Padre Faura St. in Manila, a feature that Court spokesman Brian Hosaka hopes would encourage the public to visit the hall. The application was introduced to the public three months after the Court launched a revamped website that mainly featured a new e-library containing decisions of the SC and of the Court of Appeals, laws, executive issuances, treaties, and other references. The application is available on the Google Play Store and will be available on the Apple App Store soon, the Court’s Public Information Office said. Hosaka said future features of the application may include the earlier launched e-library and information on whether or not the lawyers listed in the database have faced administrative sanctions. There are also local gaming organizations that are world-renowned. Esports, or competitive video games, is one of the new crops of sports in this decade. Our local government has been issuing professional licenses for our players, and the country also included it as a medal sport in the upcoming 30th SEA Games that we are hosting. While the popularity might have seemed out of nowhere for some, computer gaming has been steadily and consistently getting attention for a while now.

Rise of gaming and Esports

In the last decade or so, being a gamer (someone who plays video games) has transitioned from being nerdy, into cool, to now being normal. This trend is very parallel to how computer technology was perceived — from something very niche and expensive, to something everyone wants to have, to something everyone now has. Cybercafes sprouted all over the country starting the early 2000s. They were a source of fascination not only because the internet was relatively new in the country at that time, but also because it was still limited and expensive. These computer shops provided a new form of entertainment, a relatively cheap

one at that. Something unique that presented itself at that time is that the players were not playing against AI, nor were they switching controllers — they were directly competing with and against each other. It was a brand new experience for everyone. It was not a one-person thing. It was a social activity as much as it was for personal satisfaction. Players were going into cyber cafes, and they were going in bunches. Home internet gradually became reliable enough, and it paved the way for the playability of new kinds of games that attracted a new set of players. If playing at home was not convenient enough, the advent of smartphones and cheap data connection made gaming even more accessible. People can now play everywhere. With an enormous and still growing volume of players and the innate competitive nature of games, esports has grown naturally. This process lets the video game industry acquire new players year-on-year. So despite gaming and esports in the Philippines rising in popularity, I am confident that the best is yet to come. This new QC restaurant won’t call its food authentic, but darn it, it’s delicious!

n pretty much all accounts, it’s a bit puzzling to see the newly opened BOA Kitchen + Socials packed and buzzing with excitement on a random Thursday. It’s located inside an obscure, half-constructed building in Quezon City after all. And then we tasted the food. And almost immediately, we were blessed with clarity. BOA got its name from Antoine de Saint-Exupéry’s classic story of The Little Prince — how this figure that everyone assumed was a hat was actually an elephant inside a boa constrictor. And just like the giant snake, this restaurant is more than meets the eye. It’s alGMA news ways evolving and changing. The modern industrial decor was minimal but impactful, thanks to the edison lamps and neon lights on the ceiling. The walls and floor are unpainted cement — with the staunch gray walls featuring brightly colored designs, almost like built-in art installations. According to BOA’s founder and owner Joey Marcelo, the decor was deliberately sparse to make it easier to change motifs when the occasion calls for it. The 68-seater restaurant could even expand to 90 seats when needed. It took Joey and BOA’s executive chef Julius Necor about two years to put their concept into action, but only about a month to finalize their lunch and dinner menus. The two men describe their food as an interpretation of the dishes that captured their hearts (mostly on their travels), like Char Kway Teow and Laksa.

Fried Potato Skillet with Egg

If we may: The perfect hangover food! The fried potatoes are crisp on the outside but fluffy inside, it serves as the base of this umami-filled gift that keeps on giving. It’s then topped with chunky tomato sauce, creamy aioli, and lastly, the perfect fried egg — crispy edges, runny yolk. The creamy yolk adds richness to the dish that will erase all hazy memories from a long night of drinking.

Sisig Rice Bowl

Sisig rice bowls are proverbial for a very good reason: You can never go wrong with sisig. BOA’s version of this Kapampangan dish is crispy and flavorful, served on a bed of steamed rice and another crispy fried egg. I just wish there was more sisig because it’s a generous serving of rice. Also, because we just want more sisig. Period. They wouldn’t say it’s authentic cuisine, but it’s definitely straightforward and delicious. And they’re quite affordable, too. Dishes are priced between P180 to P500 a plate, while cocktails are from P260 to P300. The word “kitchen” in its name represents the lunch service, where they usually expect large groups of friends and families who want to enjoy great wholesome food away from the usual fast food chain. Here, BOA serves elevated Asian and Western cuisine with Chef Julius’ own twist.

This dish has fresh baby shrimp mixed with cucumber, onions, and cherry tomatoes then tossed in rich and tart lime-aioli dressing, served on top of a

Simple but not simplistic. Chef Julius’ Pasta Vongole is loaded with seafood and tossed in white wine sauce. It’s a light dish but the serving is hefty, so we highly recommend sharing (even if you don’t want to).

Blueberry Waffles with Homemade Ricotta Waffles for lunch? It’s a yes for us. The waffles are light and soft, the blueberry compote is tangy and sweet, the homemade ricotta is creamy with just a hint of sweetness and tartness. It’s breakfast for lunch and we think it’s genius. The only thing we could think of to make this great dish even better is to add a little bit of texture by making the waffles crisp on the outside and fluffy/airy inside. (GMA News)

Remove damaged tiles together with tile adhesive (cement under tiles). You may have to break the tile into small pieces and remove it. The biggest problem with this is that you can easily break some of the adjoining tiles. Using a grout saw or other tool, remove the grout from the tile joints surrounding the damaged tile(s). Be careful not to cut through any membrane waterproofing underneath or behind the tiles. Using a masonry bit, drill a hole through the middle of the tiles you need to remove. For large tiles you may need to drill several holes so the tile can be broken up to remove it. Again, be careful not to drill too deep, or the

The recipe can be easily halved for two or doubled for a large party. It makes for great leftovers. Store in airtight containers and they should keep well in the fridge for up to 3 days. 1. In a wide pan over medium heat, heat oil. Add onion and garlic and cook until softened. 2. Add ground pork and cook, breaking to pieces with the back of a spoon, for about 3 to 5 minutes, or until no longer pink. 3. Add fish sauce and continue to cook for about 1 to 2 minutes. 4. Add tomato sauce, banana ketchup, and water, stirring to combine. Bring to a boil. Lower heat, cover, and continue to simmer until meat is tender and fully cooked. 5. Add potatoes and carrots and cook until tender. 6. Add quail eggs, green peas, and raisins and continue to cook until completely heated through and sauce is reduced. 7. OOKING for more foolproof ways to cook fish? This pinaputok na tilapia is so easy to make and takes no time to prepare. In this recipe, a whole tilapia is stuffed with a mixture of tomatoes, onions, garlic, and ginger to almost “bursting” and bathed in tamarind and melted butter. The stuffed fish is then wrapped in foil to fully secure and baked until super moist and flavorful. For minimal tending, you may finish the fish parcels in the oven but you can also pan-fry, steam, or grill them over hot coals as you wish.

INGREDIENTS 2 whole tilapia, scaled and gutted 3 tablespoons tamarind base powder 2 tablespoons + 1 teaspoon butter, melted 2 large tomatoes, diced 1 medium onion, peeled and chopped 1 thumb-size ginger, peeled and minced 2 cloves garlic, peeled and minced salt and pepper to taste For the Dipping Sauce Calamansi juice to taste soy sauce to taste

DIRECTIONS 1. Wash tilapia well, rinsing cavity well. Pat dry. Make a two or three slits across the body of the fish on both sides. 2. Rub both fish all over (including cavity) with 2 tablespoons of the tamarind base powder. Let stand for about 10 to 15 minutes. 3. In a bowl, combine tomatoes, onions, ginger, garlic, the remaining 1 tablespoon of tamarind powder and the remaining 1 teaspoon of butter. Season with salt and pepper to taste. Stir well. 4. Stuff each fish's cavity with tomato-onion mixture. Liberally brush the outside of both fish with the remaining 2 tablespoons of butter. 5. Individually wrap stuffed fish with aluminum foil. To prevent from leaking, double wrap to ensure fish are secured nice and tight. 6. Place fish packets on a baking sheet. WASHINGTON – Learning new things can make older people’s brains 30 years younger in just six weeks, according to a new research from University of California Riverside (UCR). Scientists have discovered that taking up several new tasks at the same time boosts mental power and protects

people against Alzheimer’s disease. These skills range from studying new languages, using an iPad, writing music, to painting. UCR psychologist Rachel Wu says one important way of staving off cognitive decline is learning new skills as a child would.

Control group members, who did not take classes, showed no change in their performance. “The participants in the intervention bridged a 30-year difference in cognitive abilities after just six weeks and maintained these abilities while learning multiple new skills,” Wu said. “The studies provide evidence that intense learning experiences akin to those faced by younger populations are possible in older populations, and may facilitate gains in cognitive abilities,” she added. Worldwide, around 50 million people have dementia, and Alzheimer’s disease is the most common form that may contribute to 60 percent to 70 percent of the cases, according to the World Health Organization. hese words are the easiest way of describing what you’ll get once you visit Hidden Valley Springs in Alaminos, Laguna. One look at its brochure and you’ll instantly get what Hidden Valley is all about. It’s situated in between two of Laguna’s most famous mountains: Mount Banahaw and Mount Makiling. Spanning 110 acres, it’s a tropical forest that has three aptly-named spring pool areas, a majestic waterfall tucked away in the middle of the resort, and so much greenery that you’d find it difficult NOT to relax. Hidden Valley Springs has been around for 70 years, and has been kept pretty much the same way, save for a few revamps to its rooms and facilities. The pools have been kept mostly the same way since it opened, with only a few cosmetic changes to make them a bit more accommodating. The three spring pool areas at Hidden Valley Springs, however, are the true stars of the show. These natural spring pools have been featured in many TV shows and travel documentaries that it’s hard for you not to recognize some of them. One of the most striking ones by far is the Soda Pool, so-called because according to some people who have visited the resort, all it needs is sugar for it to taste like Sprite; a bit more food coloring and it becomes Coke. Another feature unique to Hidden Valley Springs, apart from its pools and hidden falls, are century-old trees that stand to this day. One of the trees serves as a pathway to the hidden falls after it fell during the wrath of Typhoon Glenda (international name Rammasun). Mark Higgins: Mixing history with fun and vibrant colors

A

rtist Mark Lewis Higgins’ studio is like a portal into different countries and centuries. Enter one door and you’re in The Last Emperor-era China, with its rich reds, curlicued opium bed and brocaded cloaks. Behind Door No. 2 is Venice and Istanbul, the walls an azure that evokes the Blue Mosque, a Venetian duke depicted in a Higgins painting above the bed and his peaked hat on a lampstand. Go to the loo and you are somehow transported to Provence, with lavender blooming on the counter and a French candle scenting the air. Antiques, curios and books mingle on every available surface, back-dropped by walls tinted in bright primary colors. It’s a heady, opulent mix — one that would be a hot mess in anyone but Higgins’ expert hands. “I have an allergy to white walls,” he says. “I don’t like seeing white walls anywhere except in the kitchen. I just find it boring. I love the idea that anywhere you look there’s something to look at, and a story.” The artist, who’s exhibited in galleries from New York to Manila, authored two books (one about his mother, iconic fashion designer Slim: Salvacion Lim Higgins and the more recent Fashionable Filipinas: An Evolution of the Philippine National Dress in Photographs 1860-1960), and is a fashion designer himself, filters objects with an eye for the exquisite. For example, chartreuse wouldn’t be most people’s first pick for a living-room wall color, but instead of the visual assault you might expect, Higgins makes it work. “I was working on the series of paintings that I’d just showed (“Gold In Our Veins” “I wanted a lot of blue and white at the Ayala Museum porcelain around so I bought this table last February), and the and my sister said, ‘Oh, my God it’s so inspiration was the antacky,’” Higgins says. My mom used to say, ‘Do other kids your age dress like that?’” When it came time to go to college, Mark took up fine arts in Canada before studying fashion design at Parsons in New York. “I was always painting but decided to do fashion because I thought, what living are you going to make being a painter? I thought fashion was more feasible as a career, so I did that for a while and worked with my mom, but then gravitated back to painting because it’s what I

It takes approximately 4 weeks for the eggs to turn salty. If you prefer less salty eggs, you can take out one egg to test for saltiness after three weeks. Boil the salted egg in water for ten minutes until it is hard-boiled. Let it cool and then remove the shell.

Tasting time

Taste and see if it is salty enough for your liking. If not, leave the eggs in the container for another week or two, depending on how salty you want them to be. When you are satisfied with the saltiness of the eggs, remove them from the salt water and store the eggs in the refrigerator until they are needed for cooking.

Serving suggestions
