Calls for LA county’s juvenile justice system reforms tHE Board of Supervisors voted to explore moving Los Angeles County’s juvenile justice system out of the Probation Department into another agency, with the goal of creating a rehabilitative, health-focused and care-first system. Acting on a motion by Supervisors Mark Ridley-Thomas and Sheila Kuehl, they called for creating a Youth Justice Work Group to make recommendations for creat-

ing a system that truly meets the needs of young people in the justice system, noting almost 90 percent of them have an open mental health case. “Shifting towards a rehabilitative and healing model that builds on a youth’s strengths is not just ideal but necessary,” Supervisor Ridley-Thomas said. “This Board must ask itself if the structure of the Probation Department itself is limiting and even counter CALLS

S

he was the Chairman of the ABS-CBN Foundation, the socio civic arm of the ABS-CBN. Under her leadership, Gina launched Bantay Bata 163 – the first rescue hotline for children in Asia. In 1997, Bantay Bata was the United Nations Grand Awardee for Excellence besting 187 countries all over the world. Gina founded Bantay Kalikasan, a program that advocates for the protection of the environment. Its most notable achievements include the successful reforestation of the La Mesa Watershed and the rehabilitation of 17 esteros of the Pasig River. For her efforts in rehabilitating the river, she was appointed in 2010 by President Benigno S. Aquino as the Chairperson of the Pasig River Rehabilitation Commission. Gina pioneered Educational Television (ETV) in the Philippines which put in place video libraries in 10,000 public schools. ETV aired in the span of 15 years, 16 educational television which include shows on Science (Sineskwela), Math (Math Tinik), Values (Hirayamanawari), History (Bayani) and English (Epol /Apple). For Sineskwela, Gina was honored with the Unesco Kalinga Award, the first Southeast Asian to earn such a distinction. She was also the Vice-Chairperson of ABS-CBN Bayan Foundation, which provides microfinance assistance to micro-entrepreneurs and Chairman Emeritus of Southeast Asian Children’s Television. In June 2016, Gina was appointed by President Rodrigo Duterte as Secretary of the Department of Environment and Natural Resources in an ad interim basis. On May 3, 2017, the Commission on Appointments formally rejected her appointment as Environment Secretary. Gina hosted an environmental show on ABS-CBN, entitled “G Diaries,” which premiered on June 4, 2017. The show focuses on environmental conservation, area development, and innovations. She became the first Filipino to be awarded the prestigious Seacology Prize on October 5, 2017 at Berkeley, California for her “exceptional achievement in preserving island environments and culture.” Gina attended Assumption College and Newton College of the Sacred Heart in Boston. She has a Master’s Degree in Development Management from the Asian Institute of Management and a Doctorate Degree in Humanities, Honoris Causa from the Ateneo de Naga University and another Doctorate Degree in Humane Letters, Honoris Causa from the Palawan State University. She had two sons, Roberto and Benjamin.

T

oday, we lost not just a family member but a person we deeply admire and respect. My cousin Gina Lopez, chairman of ABS-CBN Foundation, lived her life with overflowing love and passion to serve. At an age when people are just figuring out what they want to do in life, she already knew her purpose. She left a comfortable life to devote her time and energy to help uplift other people’s lives. When she returned to join ABS-CBN, she instilled in her people the same drive to help. For her, nothing cannot be done, no effort is too small, anybody can — and should — do their part in making the world a better place. Like only she could, she would unite private

organizations, local government units, the police and military, to join her projects and campaigns. May it be to rescue victims of child abuse, save a watershed, stop the destruction of the environment, clean a river, or help communities stand on their own by turning them into eco-tourism sites. All of these she did out of love, and with love, as she believed love to be the strongest force for change. We will miss Gina’s light, as a private person, as a leader, and as a crusader. While she left us a void that cannot be filled, we take comfort in knowing that with love, like she had shown us, there remains hope and beauty in the world we live in.

ot everyone is given a chance to start all over again. At least that’s what most people think. A lot of people are imprisoned by their limiting beliefs that deny them of possibilities. Take the case of online dating. There’s still so much stigma and raised eyebrows. Some still find it a desperate effort to find a date or partner. I think differently. I saw online dating just like any other opportunity made possible by technology. The internet has changed the way we shop, order food and send money. It has also changed dating. When I started online dating, it was not really to find a relationship -let alone marriage. After all, I came to America to explore career options. It was a way to expand my network of acquaintances - I didn’t want to be confined to my small circle of friends And then I started having fun. Nothing serious. I learned what men want to talk about (and no its not sex). Men want to talk about themselves. I also realized that there are a lot of men who are really looking for serious relationships. When I tell people that I met my husband online, I get mixed reactions- mostly, surprise and curiosity. I also get askedWhy did you do it? Were you scared? Ultimately, it’s about control. I wanted to be more proactive in meeting people instead of leaving things to some random chance. Online dating, just like anything in life has risks and must be approached with an open mind but cautiously. It has advantages and can be safe if you know how. 1. You can screen potential dates without the awkwardness of person to person meet up. If you don’t like them—it’s easy to drop them and block them. That’s easier

Community than getting rid of someone you’ve met in person. 2. It is efficient. You can specify exactly what you are looking for in terms of – age, race, faith, even height. You want blue eyes? You feel more comfortable with height not less than 5’10? You can specify those details. How cool is that? It is also important to ask yourself- what are you looking for? Casual dating? Serious relationship? Marriage? Or maybe just friendship. These things can be specified on the site too. 3. It was fun. You get to meet men from all over the world without leaving the comfort and security of your home. If you think only desperate losers go online dating- think again. I met really interesting men. There was a Dutch banker and a British engineer who was also an actor for medieval movies. There was a German CEO. He is a celebrity in his own right in his industry. There is even a report of him by Forbes. On one of my company trips to London, he toured me around the city. Who would think that men of this profile go online dating? Why did they go online dating? They wanted to meet Asian women! But make no mistake, online dating scams are real. An article on scams says, that these syndicates, usually based in Nigeria, operate as a group. They use profile names and photos of white men. The modus operandi is to target more mature women – they are lonely and they have money. I once chatted with an “engineer” who worked on an oil rig. His wife died in a plane crash. His parents died in a car accident. His adoptive parents went fishing and never came back! After a week, he had to go the Middle East and even sent a photo of him on site. And then, he texted that he was robbed! He lost everything. Can I send him money please??? You get the drift? This is a typical scam scenario. They win your sympathy around a story where they have no one in this world but you. Eventually, I got good at identifying the red flags. When friends tell me they are online dating, I would run them through the list. In one or two sentences I can tell if it’s a scam.

But there are ways to avoid the horror stories. 1. Check out the profile photo. If the photo is too good, like a magazine shot, it is a fake. Real men take bad photos of themselves. 2. Check out the job stated. Scammers commonly use jobs such as military, military doctor or engineer. Plots vary but it always involves overseas posting or travel. 3. Check the status. Scammers usually say they are widowers. The wife usually died of something really tragic—cancer or accidents. 4. How are they communicating? Scammers will only communicate with email and text. They won’t do voice call or video call. The best way to know if you are really talking to real person and not a scammer in Nigeria? Do a video call. I approached online dating in a very academic way. I read and researched - and made an excel sheet! (I know that sounds weird- but that’s me.) I made a scorecard of these men, based on what I was looking for. I wanted to make sure that I was making educated and calculated choice. These are the factors I considered in order of importance. 1. Faith 2. Adaptability to my culture 3. Financial stability 4. Humor 5. Looks After my first meeting with Dave, my friends invited him to a couples dinner and several more group dates. I wanted my friends’ collective opinion. I had to make sure I was not too optimistic about him. And then I met his boss/friend. I wanted to know people he hangs out with. Birds of the same feather – are of the same breed! So that’s my online dating story. I realize I could have ended in London or Amsterdam. Yes, Virginia, there is a Santa Claus. These days, it’s called online dating. Dave insisted I say this…online dating is like playing the lottery- if you don’t play you’ll never win. He thinks I won the mega lotto. If the County is to meet its obligation of adequately addressing the rehabilitative needs of the youth in its care, it must acknowledge that the juvenile camps and halls model is fundamentally flawed, and that housing supervision and services within an agency oriented toward law enforcement may be the wrong approach.” “All the recent research on juvenile justice points to the need for a care-first approach,” Supervisor Kuehl said. “Punitive approaches have not been shown to make things any better, but rather to worsen them over time. This motion asks an inclusive group of County and community stakeholders to meet and develop guidance, along with a consultant with appropriate expertise, to think through whether this work might be

moved out of the Probation Department, and, where it might better be housed. The care-first approach, if done right, can be transformational in the lives of some of our most vulnerable kids, and this motion will provide us with the thoughtful advice we need to consider our options and achieve our goal.” The motion is consistent with one of the newly released recommendations of the Probation Reform and Implementation Team (PRIT) which, after 14 public hearings, determined the Board should “remove the Juvenile Services Division from the jurisdiction of the Probation Department, thereby separating youth and adult probation services in L.A. County.” Noting 9 out of 10 Probation youth suffer from mental health issues, the PRIT said in its report, “It is truly remiss of L.A. County

not to place these youth with an agency staffed with people who are subject matter experts in mental health diagnosis, assessment, education and treatment. This shift in responsibility and care would support youth in their ongoing healthy and safe development, and best prepare them to return to their families and communities, and deter them from penetrating further into the juvenile justice system and/or entering the adult justice system. Such an approach ultimately ensures public safety.” To date, 38 states have organized or reorganized their juvenile justice systems to be separate departments, or to fall under a health or youth development agency. Governor Gavin Newsom recently reorganized California’s Division of Juvenile Justice, transitioning it out of the Department of Corrections and Rehabilitation and into the Department of Health and Human Services. LA County 2nd District Probation Commissioner Jan Levine, a retired juvenile court judge and longtime volunteer at Central Juvenile Hall and probation camps, said she has both witnessed and participated in efforts to reshape the current juvenile justice system from a punitive to a rehabilitative model over the last 20 years. “Today, when I inspect our juvenile halls, I am shocked by the deterioration of staff morale, and the evidence of youth acting out through vandalism and assault – on each other as well as on staff. I live with the fear that it’s only a matter of time before someone – youth or staff – will end up severely injured or worse. I know first-hand that there are hundreds, if not thousands, of hardworking, well-meaning, dedicated Probation employees. However, I have reached the conclusion that the juvenile arm of this department, as currently structured and staffed, cannot accomplish the structural changes necessary to become a place that supports either the youth whose care it is responsible for, or

the employees who are to deliver that care. For those reasons, I strongly support the Supervisor’s motion.” “This is the right time for transformative redesign because Probation caseloads in LA County have dropped by some 50 percent or more to historic loads, and eight camps and one juvenile hall have closed,” said Patricia Suong, youth justice policy director at the nonprofit Children’s Defense Fund-California. “We can further reduce our reliance on the Probation system by imagining another system of care altogether.” Judge Mike Nash (ret.), director of the County’s Office of Child Protection, said, “It's important that we have a system that focuses meaningfully on serving our young people in a way that is different from adults… one that is meaningfully able to focus on the language and spirit of the Welfare Institutions Code, which mandates that we create a system that's designed to provide care, treatment and guidance consistent with the best interests of youth and the public.” Los Angeles County Superintendent of Schools Debra Duardo, who oversees educational services at juvenile justice facilities, said, “The LA County Office of Education already works hand-in-hand with Probation, the Department of Mental Health, and many other community organizations to better serve our students. I think that it's important that we take time to explore what we're doing, to evaluate whether or not it's working, and to think about how we may be able to improve the services that we're providing to our children and families.” Currently, Los Angeles County’s Probation Department has a budget of almost $1 billion and supervisory responsibility for more than 40,000 adult clients and about 8,000 youth, more than 900 of whom are in juvenile halls, probation camps, and other facilities.

tHE U.S. Census Bureau recently launched the so-called address canvassing, the first major field operation of the 2020 Census. Address canvassing improves and refines the Census Bureau’s address list of households nationwide, which is necessary to deliver invitations to respond to the census. The address list plays a vital role in ensuring a complete and accurate count of everyone living in the United States. “The Census Bureau is dedicated to ensuring that we are on track, and ready to accomplish the mission of the 2020 Census,” said Census Bureau Director Steven Dillingham. “We have made many improvements and innovations over the past decade, including better technologies for canvassing neighborhoods and developing complete and updated address listings and maps.” The Census Bureau created new software called the Block Assessment, Research and Classification Application (BARCA). It compares satellite images of the United States over time, allowing Census Bureau employees to spot new housing developments, changes in existing homes and other housing units that did not previously exist. Reviewers also use BARCA to compare the number of housing units in current imagery with the number of addresses on file for each block. “We were able to verify 65% of addresses using satellite imagery — a massive accomplishment for us,” said Census Bureau Geography Division Chief Deirdre Bishop during the briefing. “In 2010 we had to hire 150,000 people to verify 100% of the addresses in the field, this decade we will only have to hire about 40,000 employees around the nation to verify the remaining 35% of addresses.” Census Bureau employees (listers) have started walking through neighborhoods across the country checking addresses not verified using BARCA software. In-field address canvassing will continue through mid-October.

To help identify address listers, employees will have badges and briefcases indicating their affiliation with the Census Bureau. They will knock on doors and ask a few simple questions to verify the address and any additional living quarters on the property for inclusion in the census. Employees will introduce themselves as a Census Bureau employee, show their official government ID badge, and explain the purpose of the visit. People may also ask them for a picture ID from another source to confirm their identity. The 2020 Census: In-Field Address Canvassing (IFAC) Viewer provides county information on areas that listers will visit. This operation is one of several activities the Census Bureau conducts for an accurate and complete count. The Census Bureau also partners with the U.S. Postal Service and tribal, state and local officials to update the address list. “Ultimately, the success of the census depends on everyone’s participation,” said Marilyn Sanders, Chicago regional director. “And it’s important to remember, when you respond to the census you shape your future and the future of your community.” The 2020 Census officially starts counting people in January 2020 in remote Toksook Bay, Alaska. Following the count of people in remote Alaska, most households in the country will start receiving invitations to respond online, by phone or by mail in March 2020. The U.S. Constitution mandates that a census of the population be conducted once every 10 years. Census data is used to determine the number of seats each state holds in Congress and how more than $675 billion in federal funds are distributed back to states and local communities every year for services and infrastructure, including health care, jobs, schools, roads and businesses. Fire dep’t adds new basic life support equipment tHE Los Angeles Fire Department recently announced the addition of three new pieces of basic life support (BLS) equipment to its inventory: • Fingertip Pulse Oximeters: These blood oxygen monitors will greatly assist our emergency medical technician (EMT) providers in recognizing hypoxic patients. • Glucometers: This device will allow our EMT providers to conduct proper testing of glucose levels in patient’s blood. • Nasal Naloxone (Narcan®): Nasal naloxone is a medication administered through the nasal passage of the patient and can reverse the effects of opioid overdose. The equipment, according to the fire department, “will greatly assist and provide our EMT providers with additional resources to identify and assess patients, while also continuing to enhance the LACoFD’s emergency medical services (EMS) mission.” “Additionally, the introduction of this new equipment is part of Los Angeles County’s multi-agency and multi-level approach to bring comprehensive solu-

tions and innovative treatment options to the vast number of residents within our communities facing an opioid crisis. For 19 consecutive years, these events have put public housing youth and their families in good spirits for the new school year. The LACDA was honored to have Congresswoman Maxine Waters celebrate her birthday by participating at the Harbor Hills event in Lomita. During the Back to School Jams, roughly 73 exhibits provided educational and health-related resources to some 750 families. Lacson: Time to Revisit, Make Anti-Graft Laws More Implementable InsteAD of giving public servants gifts that may be perceived as valuable in appreciation for a job well done, why not make an official donation to the institution they work for? This could be one of the ways our present anti-graft laws could be revisited or refined so they are more attuned to Filipino culture, Senator Panfilo M. Lacson said. "Our laws should take into account Filipino values such as 'utang na loob,' as there are Filipinos who may be offended if their gesture of gratitude is declined," Lacson said. "To be clear: Revisiting the law is not about providing excuses for accepting 'gifts.' This is about making our laws implementable and more attuned to our Filipino values. What good is a law if it cannot be implemented properly?" he added. Lacson cited his experience in August 1981, when as a Lieutenant Colonel with the Philippine Constabulary's Metropolitan Command (PC-Metrocom), he led a team that rescued now-tycoon Robina Gokongwei from a kidnap-for-ransom gang. Robina's grateful family offered Lacson and his team a hefty reward, but Lacson - who has a notake policy - declined it, pointing out he does not want his men to have the mentality of not helping "poor" complainants who may not afford to give them a reward. To show their gratitude, the Gokongwei family decided to donate mobile patrol vehicles to the PC for Robina's successful rescue. The donation was coursed through then PC chief Maj. Gen. Fidel V. Ramos via a deed of donation in favor of the PC Metrocom. "The donation therefore carried in the inventory of government properties owned by the command, after I declined the reward money that they offered," Lacson recalled, adding he was not issued any of the donated vehicles. "But at least the donation was to the government," he pointed out. Lacson, who headed the Philippine National Police from 1999 to 2001, founded the PNP Foundation in 2000, as a way for civic-minded people to give contributions for the benefit of the PNP as an institution. Also, Lacson stressed the need to draw a clear line

between "gratitude" and "bribery" for laws such as Republic Acts 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) and 3019 (Anti-Graft Act). Under RA 6713, a public official or employee may accept a "gift of nominal value" as a souvenir or mark of courtesy. But without the needed refinements to the law, it may be impractical to interpret and implement the current laws to the letter, Lacson said. "Our present laws have no clear definition of what is nominal. What is nominal for one person may be of value for another. That is something we have to address so our authorities can implement the law," he said. "If the present laws were implemented to the letter, how many people would be left in government?" he added. Are you paid for sleep time? If not, read this article CAreGIVers for the elderly are regularly required to provide overnight care to their clients when working 24-hour shifts. In fact, many caregivers provide full support and assistance to their elderly patients throughout the night, as well as general supervision and companionship. Overnight care is necessary for many patients who suffer from dementia, wake up confused or disoriented, or have trouble going to the bathroom on their own. The label of “sleep-time” is often inaccurate, because patients get up so often that the caregiver must wake up several times each night, thereby getting inconsistent sleep. Without overnight care, many patients would need to be institutionalized in a care facility or placed in group homes. In the caregiving industry, unfortunately, it is common for private employers to deduct sleep time and other non-active time from the caregiver’s hours worked. Many private employers incorrectly believe that since a caregiver is allowed to sleep, and is provided a place to stay, they do not have to pay caregivers for the overnight supervision and coverage they provide. However, this practice is illegal under California law. In-home caregivers must be paid for all hours they are required to remain on the premises, subject to the control of their employers, even to the extent that they are sleeping, inactive, watching television or surfing the net. Accordingly, if a caregiver is not allowed to leave a patient’s home at night, the caregiver must be paid for all

overnight hours. Although many employers require caregivers to remain on the presence at all times to ensure the client’s health and safety, when faced with a claim for unpaid overnight wages, they argue that the caregiver stayed at the client’s home for their own benefit, rather than for the client’s benefit. To limit liability, employers typically claim that the caregivers did not have a place to live, did not want to drive home or simply enjoyed staying at the residence. These claims are often untrue and tend to ignore the economic vulnerability that forces many caregivers to work overnight without pay. If you are a 24-hour in-home caregiver, paid a daily rate for the services you provide, then you likely have a very valuable claim for unpaid overtime wages. For example, if you are a caregiver working 24-hours per day, 5 days per week, for a day rate of $270.00, then your daily unpaid overtime claim is approximately $675.00. The day rate of $270.00 does not compensate you, at all, for the 15 overtime hours you work each day. Based on this example, the caregiver’s regular rate of pay is $30/hour and the overtime rate is $45/hour (15 x $45 = $675). Moreover, liquidated damages for a willful failure to pay overtime wages could add an additional $165.00 per day to the claim, as well as interest, attorneys’ fees, and penalties. In the above example, the hypothetical caregiver may claim over $4,000 in additional compensation per week. On a yearly basis, this claim would exceed $200,000. We have helped many caregivers whose claims exceed $500,000 in potential damages when working several years for employers who fail to pay them the requisite overtime compensation. The best way to keep your employer honest is document your time worked. Text or email your employer if you are woken up at night and required to assist your client during night time hours. Keep a daily time log, documenting the activities and work you performed overnight, when caring for the patient. If you have emails or text messages from your employer, you should always save them. Save every communication, no matter how trivial it may seem, because it may end up being the most valuable piece of evidence to prove your claim.

Caregivers working in Residential Care Facilities for the Elderly may also be entitled to compensation for sleep time when required to work at night or supervise patients while they sleep. There are limited circumstances where facilities are legally permitted to deduct sleep time. In reality, many facilities do not meet the requirements to deduct sleep time from hours worked and, therefore, owe the caregivers overtime compensation for hours worked providing overnight care. Palace to Chinese envoy: OFWs are in China to work mALACAÑAnG on Monday brushed aside the Chinese ambassador's remark that Filipinos working in China could also be accused of spying if Chinese workers in the Philippines are suspected of the same. Chinese Ambassador Zhao Jianhua had earlier sent presidential spokesperson Salvador Panelo a text message in which the ambassador pointedly asked, "What if we also think that your overseas workers are also spying on us. What can you say about that?" Zhao made the remark in response to Defense Secretary Delfin Lorenzana's concern that some Philippine Offshore Gaming Operations (POGO) hubs near military camps could be used for espionage purposes. Panelo said overseas workers in China deserve to be apprised of their host country's reaction to the issue as it concerns them. "The Office of the President shares the sentiment of Secretary Lorenzana and [Socioeconomic Planning] Secretary [Ernesto] Pernia when they said that the OFWs went to China for the purpose of work. Moreover, there is no place where they converge to work," Panelo said at a news conference. "Gaya ng paliwanag ni Secretary Lorenzana at Secretary Pernia, eh wala namang lugar iyong overseas workers, nagkalat naman siya sa buong Hong Kong and China di ba. It was thus not far-fetched that Chinese workers could be compelled to do so.

And unlike in the Philippines, there were no POGO-like centers in China that could be operated purely by Filipinos near Chinese military camps, according to Lorenzana. Some lawmakers have sought an investigation into the effects of POGOs on the local economy, national security, and the public amid issues on revenue monitoring and the entry of foreigners who they said work for offshore gaming operations without valid work permits. Senator Risa Hontiveros also decried Zhao's remark as a "veiled threat" in response to the Philippines' "simple and reasonable desire to strictly regulate Chinese POGO operations in the country and ensure the country's national security." The Philippine Amusement and Gaming Corporation has proposed to transfer Chinese online gambling workers to self-contained communities or hubs, prompting apprehension from the Chinese Embassy that the move may infringe on Chinese citizens’ rights. Palace disagrees with Urban Dictionary's definition of 'duterte' mAnILA — Malacañang Tuesday sought to counter the meaning of "duterte" in a crowdsourced online dictionary, where the president's surname was defined as fake, scam, and treacherous, among other negative words. The definition of "duterte" was uploaded last month by an internet user in the Urban Dictionary, which posts definitions of slang words based on votes it gets from volunteer editors. "Duterte" as a verb was defined as "to scam, trick, con, or use unscrupulous means to an end; to betray." As an adjective, it was defined as deceptive, sly, fake, corrupt, crooked; treacherous; of low quality." The word, as a noun, was defined as "a scam, sham, or rip-off; a traitor." Another Internet user went as far as defining "duterte" as "that leftover sh** that you wipe off your anus after pooping." A neutral user of the website defined it as "a colloquial word for anything that relates to Philippine President Rodrigo Roa Duterte." Presidential spokesperson Salvador Panelo said the definitions of "duterte" are "exact opposites" of the traits of President Rodrigo Duterte.

"Well, if that dictionary definition refers to the president, then we have our own definition of the man which is exactly the opposite of what that dictionary means," Panelo said in a press briefing. "'Duterte' to us means honest, incorruptible, politically-willed person, courageous, selfless, honest, transparent, and all good things...and other synonymous terms," he added. Zhao’s supposed text message was a response to the concerns raised by security officials and lawmakers. Some of them earlier expressed worries over the presence of some Chinese-dominated Philippine offshore gaming operators near military bases such as the headquarters of the Armed Forces, the Navy and the Philippine National Police. He also feared that some of the Chinese investors and workers could be spies. On Sunday, Lorenzana reacted anew to Zhao’s supposed statement and said that “that’s the most preposterous statement I heard in a long while.” The defense chief stressed that “POGO workers here are not comparable to Overseas Filipino Workers in China.” He cited that OFWs have legitimate work purpose and are widely dispersed in China “far away from military camps.” (Philstar.com)

House approves bill on higher beer, liquor taxes mAnILA — The House of Representatives, voting 184-2 with one abstention, last night approved on third and final reading a bill increasing excise taxes on beer, gin, wines and other intoxicating drinks. The House, under the leadership of Speaker Alan Peter Cayetano, passed it just one month since the convening of the 18th Congress last July 22. It is the first measure the larger chamber approved. Cayetano said his chamber has to prioritize tax measures to support the proposed P4.1-trillion national budget for next year. The alcohol tax increase measure will now be transmitted to the Senate, which failed to pass it in the last Congress. The committee on ways and means chaired by Albay Representative Joey Salceda endorsed the bill. Under the proposed law, for distilled spirits, starting 2020, there will be a 22 percent ad valorem tax on the net retail price (excluding excise and value-added taxes), plus a specific tax of P30 per proof liter. In addition to the 22 percent ad valorem tax, a specific tax per proof liter of P40 will be imposed, which will go up to P40 in 2021 and P45 in 2022, and then by seven percent annually starting in 2023. The ad valorem tax will remain at 22 percent. For sparkling wines, the bill proposes an ad valorem tax of 15 percent of the net retail price per liter, plus a specific tax of P656 per liter. The specific tax will increase by seven percent in 2021 onwards. For still and carbonated wines, the levy will be P60 per liter in 2020, to be increased by seven percent starting 2021. The tax on beer and other fermented liquors, and mixed drinks with 10-percent alcohol content will be P32 per liter starting 2020, P34 in 2021 and P36 in 2022, rising by seven percent starting in 2023. The proposed law also increases

taxes on e-cigarette products. For instance, the tax on heated tobacco products will be P45 per pack of 20 units, going up to P50 in 2021, P55 in 2022, and P60 in 2023. For vapor products with nicotine salt, the levy will be P30 tax per milliliter in 2020, rising to P35 in 2021, P40 in 2022 and P45 in 2023. For conventional “freebase” or “classic” nicotine products, the tax will be P4.50 per milliliter in P2020, P5 in 2021, P5.50 in 2022 and P6 in 2023. It will increase by five percent every year starting 2024. The bulk of additional revenues from the proposed law would go to the universal health care program, which aims to provide PhilHealth insurance coverage to all Filipinos. The House-approved rates are lower than what the Department of Finance (DOF) had proposed. For instance, in the case of beer, the DOF wanted a P40-per liter (about three bottles), P8 more than the House-approved P32. DOF Undersecretary Karl Kendrick Chua told reporters last Thursday that they were not happy with the House version of the alcohol tax increase bill. He said the DOF version would bring in P33 billion in additional revenues, nearly half of incremental collection from the House measure. “We are not satisfied with the House version, but it’s a starting point. We hope to convince senators to go for higher rates for the universal health care program,” Chua said. He said had congressmen adopted the DOF version, the expected additional revenues from alcohol levies would be P33 billion a year. Responding to questions, Chua said the P30-billion funding gap for expanded health care would mean that the program would cover fewer Filipinos or health services would be scaled down. Either way, he said it is the targeted beneficiaries who will suffer, he said. (The Phiippine Star)

HUMANIZING THE PRISON ENVIRONMENT

otic animals are given a treat to live in a condition much like where they came from, the fact that they are physically restricted and have committed no offense is virtually a tragic arrangement. For man in prison, it is different since the law not only presumed but convicted the person to suffer the pain of segregation through incarceration for a period. And so an artificial environment is created for offenders as if they are a sector different from that of humanity. They are pushed to the limits of their sanity, forced to live in a congested enclave mixed with all types of persons with extreme expression of behavioural excesses. Death and fatalities as consequence of massive uprising in the prison community would define what imprisonment was during the 60s. There was no period which would allow a prisoner to see the light of his release, unless he becomes despondent and eventually become insane in the process. Prison was for a time a hopeless place, a step closer to cemetery, a pseudo hospital where those terminally ill were confined and subsequently would unfold into a time when they are nearing extinction. The entry of political prisoners in bulk during the Martial Law years remarkably changed the complexion of imprisonment. Suddenly, the prison community would find voices, courageous spokesmen, those who can also write, petition and make redress, fool hardy enough to confront adminis-

trators, stare them directly in the eye and seek relief. Suddenly, the prison community would pulsate with life and a social direction in life. Suddenly, the world view for violence would be transformed into a spiritual, nay, a philosophical one. And then, the prison volunteers who were once activists would find solace visiting their peers and friends. And then a representative or two from the organization, trained in a militant university would acquire a post within prison administration. The combination of all these traits would result in the humanization of the prison community. Those with criminal proclivity would be sent into a period of contemplation. Abuses at times would be curved and a set of fundamental tack would be introduced into the consciousness of the prison community. The adage “honor among thieves” would evolve into a single attribute that would further enhance interpersonal relationships among prison denizens. It would also lay the foundation of a decent bond for collective maturity and peace. Respect would be born and introduced into the language of the prison community. Being disrespectful means being subjected to mob justice. With this communal development is the humanizing condition of the correctional environment. Even if government is lackluster in its role to sustain the infra and facility requirements of the prison community, it is the prison community itself and what was retained as an influence by progressive thinkers who were once upon a time a denizen in the field of incarceration that made prison a part of humanity.

Decide how you’ll finance it Once you research the types of financing available, determine which is best for your financial situation when buying a home: 15-year mortgage or 30, adjustable or fixed. If you are looking for security and a guarantee that payments won’t increase, a fixed rate mortgage might be the way to go. If you believe mortgage rates could still fluctuate and you want more flexibility, consider an adjustable rate mortgage. 7. The larger your down payment, the wider your options See number 4, it’s important to be realistic. Do I need a Premarital Agreement before getting married? In the absence of a premarital agreement, the general community property presumption under California family code section 760 controls which provides “ ….all property, real or personal, wherever situated, acquired by a married person during the marriage while domiciled in this state is community property.” Family Code §760. This becomes a problem if you are the spouse that has the substantially higher income or the one who accumulates the majority of the assets during the marriage. You are called in family law lingo “the in spouse.” The other spouse (or in our lingo also called the “out spouse” gets a half interest on everything accumulated during the marriage even if the asset is under your name alone or it was accumulated solely due to your sweat and hard work. The out spouse, who stayed at home most of the marriage, gets a one half interest on all the accumulations during the marriage under California community property law. For example, if you opened a savings account during the marriage under your name alone for which you religiously and diligently stash away 25% of your earnings during the marriage while your spouse blows away his/her salary during the marriage, your spouse still gets a half interest in the money you saved in your savings account. Another example would be if you purchase a piece of real property during the marriage under “your name alone” and have your spouse sign a “quit claim” deed, your spouse may still have a claim for a half interest in your real property. Another example would be if you owned a business prior to marriage, but due to your hard work, long hours of labor, and efforts, the business grew exponentially during the marriage, your spouse may still have a claim for an interest in the business. Signing a premarital agreement may serve as added protection to the future “in spouse” and a hurdle for the future “out spouse” by avoiding or altering the applicability of California community property law to assets 1) already owned by each and 2) to property and income to be acquired or earned during their marriage. Marriage of Dawley (1976) 17 C3d 342, 349, 131 CR 3, 7; Marriage of Grinius (1985) 166 CA3d 1179, 1186, 212 CR 803, 807 Premarital agreements may validly provide that the earnings and accumulations of each party during marriage will remain that party's separate property, free of any claims, community property or otherwise, of the other party.Marriage of Dawley, supra, 17 C3d at 350, 131 CR at 8; Cheney v. City & County of San Francisco Employees Retirement System (1936) 7 C2d 565, 569, 61 P2d 754, 756. Premarital agreements may also serve to preserve a person’s estate for his or her heirs, free of the other party's inheritance claims. Estate of Wamack (1955) 137 CA2d 112, 115, 289 P2d 871, 872. Pursuant to Family Code §1612(c ),“ Parties to a premarital agreement may contract with respect to all of the following:(1) The rights and obligations of each of the parties in any of the property of either or both of them whenever and wherever acquired or located. (2)

The right to buy, sell, use, transfer, exchange, abandon, lease, consume, expend, assign, create a security interest in, mortgage, encumber, dispose of, or otherwise manage and control property.(3) The disposition of property upon separation, marital dissolution, death, or the occurrence or nonoccurrence of any other event.(4) The making of a will, trust, or other arrangement to carry out the provisions of the agreement.(5) The ownership rights in and disposition of the death benefit from a life insurance policy.(6) The choice of law governing the construction of the agreement.(7) Any other matter, including their personal rights and obligations, not in violation of public policy or a statute imposing a criminal penalty. However, the right of a child to support may not be adversely affected. Family Code §1612(b). Premarital agreements that are entered into voluntarily by parties who are each represented by independent counsel and aware of the effect of the agreement, a post 1985 premarital waiver of post dissolution support does not offend contemporary public policy and is not per se unenforceable. Fam.C. § 1612(c); Marriage of Pendleton & Fireman (2000) 24 C4th 39, 53–54, 99 CR2d 278, 288–289; Marriage of Facter (2013) 212 CA4th 967, 981, 152 CR3d 79, 90. Under both the Uniform Premarital Agreement Act and prior law, the spouse claiming the agreement is invalid or not enforceable bears the burden of proof on that allegation. Family Code. § 1615(a); Marriage of Bonds, supra, 24 C4th at 27, 99 CR2d at 269; Marriage of Iverson (1992) 11 CA4th 1495, 1502, 15 CR2d 70, 74–75; However, the UPAA (as amended effective 1/1/02) deems that a premarital agreement was not executed voluntarily unless the court makes five prescribed findings provided for under Family Code. § 1615(c) (1) The party against whom enforcement is sought was represented by independent legal counsel at the time of signing the agreement or after being advised to seek independent legal counsel, expressly waived, in a separate writing, representation by independent legal counsel. (2) The party against whom enforcement is sought had not less than seven calendar days between the time that party was first presented with the agreement and advised to seek independent legal counsel and the time the agreement was signed. (3) The party against whom enforcement is sought, if unrepresented by legal counsel, was fully informed of the terms and basic effect of the agreement as well as the rights and obligations he or she was giving up by signing the agreement, and was proficient in the language in which the explanation of the party's rights was conducted and in which the agreement was written. The explanation of the rights and obligations relinquished shall be memorialized in writing and delivered to the party prior to signing the agreement. The unrepresented party shall, on or before the signing of the premarital agreement, execute a document declaring that he or

she received the information required by this paragraph and indicating who provided that information.(4) The agreement and the writings executed pursuant to paragraphs(1) and (3) were not executed under duress, fraud, or undue influence, and the parties did not lack capacity to enter into the agreement.(5) Any other factors the court deems relevant. In addition, the parties are required to provide each other with full disclosure of all material financial information. A premarital agreement may be unenforceable if found to be unconscionable when it was executed and the requisite disclosures were lacking and not waived Additionally, a spousal support provision in a premarital agreement executed under the UPAA, whether before or after January 1, 2002, is not enforceable if found to be unconscionable at the time of enforcement. Family Code § 1612(c). If you are the higher earning spouse and have assets to protect, it is important to seek the representation of experienced counsel in drafting a premarital agreement to make sure that all statutory requirement are met which increases the likelihood that your premarital agreement will be deemed enforceable when attacked in court in case of a divorce. No therapy-related bone marrow suppression, organ dysfunction or delayed treatment-related adverse events were observed. Survival analysis 10 years after treatments showed a 5.0% overall survival rate in patients treated with DeltaRex-G alone, and 18.8% with the combination of DeltaRex-G and DeltaVax. MANILA, Philippines — Now there is also free WiFi in the West Philippine Sea. The Department of Information and Communications Technology (DICT) recently launched the Free WiFi for All program in Pagasa in the Kalayaan group of islands. With the initiative, the DICT said the 184 inhabitants of the remote island no longer have to spend thousands of pesos per month to connect to the rest of the world. The municipality, one of the most remote in the country, is located west of Puerto Princesa at the disputed territories in the West Philippine Sea. “Free WiFi is a huge help for us, given our situation here at Kalayaan, how isolated it is,” said Ana Rhea Bania, officer-in-charge for tourism at the municipal office of Kalayaan. “We get to save a lot since we used to pay almost P300 every day, adding up to around P9,000 monthly, just so we can connect to in-

MANILA, Philippines — The automation of bank transactions should mean lower fees and not increased charges for depositors, Partido Manggagawa said recently. Some banks have applied to adjust their ATM transaction services from the current P10-P15 for interbank withdrawals and P2 for interbank balance inquiries, prompting a call for a House inquiry over concerns that the fees could increase to as much as P30 per transaction. PM said that technology has allowed ATMs and other systems to replace human tellers, which would mean savings on the banks’ labor costs. “[T]he more the system is becoming smart and efficient, which is what automation achieves, the more the services become widely available and cheaper, if not free. The banks’ plan to impose higher fees on ATM transactions and other charges simply violates the economics of automation,” PM Chair Rene Magtubo said. The Bangko Sentral ng Pilipinas issued a moratorium on fee hikes in 2013, saying that while banks have to recover the costs of putting up and maintaining the machines, the amount and timing of a fee hike should be studied to avoid burdening the consumers. That moratorium has been lifted. Aside from putting up the ATMs, banks also have to spend on things like electricity, security and even disaster recovery measures so the machines can serve their customers 24/7. According to an ANC report, banks seeking approval to adjust their fees— some have asked to lower charges— have cited the rising cost of transporting cash as well as security issues to justify the proposed increases. Vice Ganda wants separate LGBTQ+ restrooms, Anne says trans women are women MANILA — Comedy superstar Vice Ganda, who is an outspoken advocate of LGBTQ+ (lesbian, gay, bisexual, transgender, queer) rights, believes that the solution to the debate on the use of public, gendered restrooms is to allot a separate area for members of the community. t may seem like a vast expanse of green from above, but underneath the Pinaglabanan Memorial Shrine in San Juan City is the cavernous El Deposito. Made of volcanic tuff, the underground reservoir held water pumped from Santolan before it flowed to various fountains and hydrants in Manila. It was part of the larger Carriedo waterworks designed by Spanish engineer Genaro Palacios and built from 1878 to 1882. The infrastructure project was named after Francisco Carriedo y Peredo, a Spanish official who bequeathed a financial grant to the City of Manila in 1733. El Deposito was also used as an armory during American and Japanese rule, a hospital for tuberculosis patients, and a firing range. It was chosen as the site of a national shrine for Filipinos who fought during the Battle of San Juan del Monte on August 30, 1896. The shrine, which features a sculpture by Eduardo Castrillo, was inaugurated on February 4, 1974. The Museo El Deposito narrates the rich history of the underground reservoir and the Carriedo waterworks as a whole. It aims to inspire everyone to value water as a natural resource and appreciate the people who make access to it easier for everyday Filipinos. The museum has three galleries – Life Before the Waterworks, The Carriedo Waterworks, and The National Shrine – which feature various artifacts recovered from the site, scale models, and interactive modules. Tips for Buying the Perfect Chandelier

t is no secret that some of us have a little crush on beautiful chandeliers. A chandelier is like a beautiful piece of jewelry that adds the perfect finishing touch to an evening gown. It is that one thing that takes the look from beautiful to absolutely gorgeous.

A chandelier can add a new dimension of beauty to a standard room. But how do you know what the right chandelier is for you and your space? Is it too big? Too small? Or the wrong style all together? To answer these questions and more, here are three tips for choosing the perfect chandelier to make your home shine.

1. Size Matters

We tend to go big or go home when it comes to chandeliers. When trying to figure out if big or small or two or more are called for – you can use this simple guide. A large crystal chandelier can add a lot to a room – but could it be too much sometimes? Chandeliers for a Dining Room: Your chandelier should be about 12 inches narrower than the dining table surface. The design should also have at least 4 feet of distance from the room walls. Making sure that your chandelier ‘floats’ with enough breathing around it is key. Chandeliers for a Living Room or Entryway: For every foot of ceiling height allow 2-3 inches in chandelier height. To find your perfect size-

add the length and width of your room and convert the total to inches. For example, a room that’s 12feet x 14-feet would require a design that’s around 26-inches wide (12 plus 14 gives you the width of 26).

2. Double or nothing

Sometimes one chandelier is the perfect size above a dining table or island. But sometimes, 2 or even 3 are better than one. If you have a long table for example- think length in lighting. You want to make sure to illuminate the center 2/3 of the table. A favorite way to get the look and right light is to go with several smaller chandeliers rather than one large chandelier. Having two chandeliers instead of one large one creates a unique juxtaposition to a dining area. In our dining room, for example, a 9′ long table has two 23″ chandeliers which illuminate it perfectly without feeling too heavy.

3. Style your room pretty

Whether you go with vintage inspired, modern luxe, industrial, or something in between, think about the style of your space and

what message you are trying to send with your chandelier choice. Is it simple and elegant? Show stopper? Blending in and getting along? There are so many ways that your chandelier can make your room feel different — and the choice is all yours. If your room if full of architectural interest and charm, something elegant, classic, and traditional will compliment perfectly. If it is spare and modern in design, you can add more bling to make a statement or keep it simple to keep the look. Sharing a bed with your pet could help you sleep

o you allow your pet to snuggle up with you in bed? If not, you might want to reconsider; new research finds that, for most people, the presence of a pet in the bedroom could benefit sleep. Lead author Dr. Lois Krahn, of Mayo Clinic’s Center for Sleep Medicine in Scottsdale, AZ, and colleagues publish their findings in Mayo Clinic Proceedings. It goes without saying that the US is a nation of animal lovers; almost 65% of American households own a

pet, the most common companions being dogs and cats. There have been numerous studies hailing the benefits of pet ownership. A recent study, for example, found that children with pet dogs experience less stress. But according to Dr. Krahn and colleagues, there is limited quality research on how the presence of a pet in the bedroom may impact an owner’s sleep. To address this research gap, the team surveyed 150 patients at the Center for Sleep Medicine, of whom

74 reported owning at least one pet mostly dogs and cats. The researchers gathered various information, including whether they allowed their pet to sleep in the bedroom and on the bed, and whether their pet is disruptive to their sleep. Around 56% of pet owners reported allowing their pets to sleep in the bedroom or the bed. Disruptive behaviors - including wandering, whimpering, and snoring - were reported by 20% of owners who allowed their pet to sleep close by. However, 41% of owners said their pets were not disruptive, with some - particularly individuals who were single - saying their presence even helped them sleep by providing security, companionship, or relaxation. One woman described her two small dogs as “bed warmers,” while another woman described her cat as “soothing” when it slept on her bed. A single 64-year-old woman said she felt more content when her dog slept under the covers by her feet. “The value of these experiences, although Medical News Today poorly understood, cannot be dismissed because

sleep is dependent on a state of physical and mental relaxation,” say the authors. These findings may help doctors counsel patients with sleep problems, according to the researchers: “Health care professionals working with patients with sleep concerns should inquire about the home sleep environment, and companion animals specifically, to help them find solutions and optimize their sleep.” The authors note some limitations to their study. For example, they did not gather data assessing whether individuals being treated for sleep disorders - such as sleep apnea - find a pet sleeping nearby beneficial or more disruptive. Additionally, the team notes there may have been some response bias from pet owners. “Respondents appeared eager to disclose whether they owned a companion animal and where it slept but seemed more reluctant to reveal any undesirable consequences,” they explain. “This response bias may have resulted in these data underreporting the frequency of disrupted sleep.” Still, the researchers conclude further research investigating how having pets in the bedroom impacts a person’s sleep is warranted. Crispy Garlic Parmesan Chicken CRISPY Baked Parmesan Chicken has a crispy crunchy coating with a tender juicy chicken breast inside. Nobody will ever believe that this is baked and not fried! Perfect to enjoy on its own or in a chicken sandwich! INGREDIENTS 250 grams chicken thigh fillet salt and pepper 4 cloves garlic, minced 1 tablespoon smoked paprika 1 ½ cups milk 1/2 cup Maya All-Purpose Flour 1/2 cup Maya Cornstarch 3 tablespoons garlic powder 2-3 pieces eggs, beaten 2-3 cups panko bread crumbs 1 cup grated parmesan cheese oil for frying PROCEDURE 1. Put the chicken thigh fillet in a medium-sized bowl and season with salt and pepper. 2. Add the garlic and paprika and gently massage chicken. Add the milk and marinate for at least 4 hours. For best results, marinate overnight while massaging the chicken every now and then. 3. Drain the chicken and let dry for a few minutes. 4. In a separate bowl, mix flour, cornstarch, and garlic powder. In another bowl, beat eggs, and set aside. 5. Mix the panko bread crumbs and parmesan cheese in another bowl. Dredge the marinated chicken with flour the mixture then dip it into the beaten eggs and coat with panko bread crumbs mixture. Set aside. 6. Heat the oil in a frying pan over medium heat. Fry the breaded chicken fillet until crisp and golden brown. 7. Transfer the cooked chicken onto a plate with paper towel to remove excess oil. Serve with potato wedges and buttered French beans on the side. Yield: 3-4 servings

CHICKEN and CUCUMBER SALAD SANDWICH INGREDIENTS ½ cup mayonnaise 2 pieces hard-boiled eggs, mashed 1 tablespoon pickle relish 1 tablespoon yellow mustard 2 tablespoons honey Salt and pepper to taste 1 piece small-sized red onion, sliced 1 cup roasted chicken breast, chopped or shredded 1 piece cucumber, lightly peeled, seeded, and chopped 2 pieces hard boiled eggs, roughly chopped toasted bread, as needed lettuce, as needed PROCEDURE 1. Mix together mayonnaise, hard boiled eggs, pickle relish, mustard, and salt and pepper in a bowl. Add in honey and set aside. 2. In another bowl, combine shredded chicken, cucumber, and egg. Mix well. 3. Pour the mayonnaise mixture into the meat-cucumber mixture and mix until well blended. Set aside. How many caffeinated drinks does it take to trigger migraine?

W

hat triggers migraine headaches? Scientists studying caffeine consumption estimate that drinking three or more caffeinated beverages increases the odds of experiencing a migraine headache on the same day. According to the World Health Organization (WHO), headache disorders are some of the most common to affect the nervous system. Migraine is a form of primary headache disorder. The term “primary” refers to the fact that the underlying causes are unclear. In the United States, 12% of the population (39 million people) experience migraine. This includes adults and children. The majority of migraineurs say that they are aware of at least one trigger that can bring on their symptoms. Triggers include weather patterns, sleep, stress, hormones, drugs, exercise, and diet. When it comes to caffeine, the amount a person drinks may be the central factor in whether or not it is a trigger. According to the American Migraine Foundation, some people find it helpful to use a small amount of caffeine to stop some of their migraine headaches. Others may have more frequent

Biliran’s Higatangan Island offers new attractions

NAVAL, Biliran -- The local government took advantage of the Higatangan Island Summer Festival to promote other tourism assets of the island. On its third year, the recent Higatangan Island Summer Festival has introduced new attractions and activities for tourists to enjoy more their twoday stay on the island. These are the Capella del Mar, Manta Tow, Cliff Diving, and caving. Capella del Mar or the sunken chapel features a 12foot cross and eight benches that symbolized the eight towns of Biliran province submerged 25 to 30 feet deep within the site identified by the Department of Environment and Natural Resources as ideal for snorkeling and scuba diving. “The underwater chapel is not only meant to attract snorkeling and diving enthusiasts but will also serve as an artificial reef to increase the population of marine life surrounding the island,” Naval Mayor Gerard Espina said. Aside from snorkeling or diving at the sunken chapel, “manta tow” activity is a must-try in Higatangan. Using a small motorboat, the “manta tow” involves towing a snorkel diver make a direct observation on the distribution of corals and other marine life on a broad scale. The snorkel diver holds on to a “manta board” attached to the boat while the boat runs on the speed of 6 to 8 kilometers per hour. A maximum of eight persons can try the “manta tow” at the same time. In the western part of Higatangan Island, the local government unit installed a platform for the cliff diving. The platform is located at the highest part of the Higatangan rock formation that is about 10 to 15 meters high. Espina said putting a cliff diving spot in the western part of the island aims to distribute the population of tourists, who mostly stays at the shifting bar of the island. Another activity that tourists may do in Higatangan is spelunking or caving. There are three caves on the island. One of these caves is the Artem Cave, located about two kilometers away from the cliff diving site. Found inside the cave are hundreds of bats, fossilized giant clams and hundreds of hermit crabs

resting along walls of the caves. “In the past Higatangan Island Summer Festival, we only used 20 percent of the island. These attractions are offered to spread the movement of tourists and not just stay at the sandbar or do swimming. We wanted them to check other areas that Higatangan can offer,” Espina said. Earlier, the Department of Tourism con-

ducted a familiarization tour to assess safety measures for each activity. For this year’s summer festival, about 4,500 tourists visited the island to join the two-day festivities last week. The festival is organized by the LGU to promote local artists as they display their craft, and for Higatangan residents to unlock the tourism potential of the island. Higatangan Island is known for its shifting sandbar that changes its direction every two months. Baguio City launches car-free Session Road on Sundays BAGUIO CITY - The local government has banned cars from plying a part of Session Road every Sunday to allow pedestrians to enjoy walking along the famous road. The uphill part of Session Road will be closed to traffic from 6 a.m. to 9 p.m. on Sundays starting today, August 18, the city government said. The downhill part of the will still be open to taxis and private vehicles. The experimental traffic scheme is part of Mayor Benjamin Magalong’s plan to revitalize the environmental condition of Session Road. The road is lined with coffee shops, restaurants and other shops,

making it popular among tourists. Many Baguio residents approved of the measure and said it was refreshing to see Session Road as it was years back. “It’s good naman para ma-experience din ng mga bata yung mga ganito. NPDC to revive Rizal Park with more indigenous trees MANILA – The government aims to further showcase the richness and beauty of Philippine plant biodiversity at Rizal Park to help promote tourism that is enjoyable and educational while raising public awareness about the need to conserve the country’s natural resources. “We plan to have more indigenous trees in Rizal Park,” said Eduardo Villalon Jr., planning chief of National Parks Development Committee (NPDC), which has jurisdiction over the historic area in Manila. Among indigenous trees, he said the flowering types appropriate for Rizal Park are NPDC’s priority for planting and growing. “Such species’ flowers will help liven up the park,” he said. NPDC plans to mark the trees with signs identifying what these species are,

Manila Bay rehab to enforce compulsory waterway easement MANILA – The government will clear the banks of Manila Bay’s tributaries and “esteros” to facilitate the collection of garbage and to improve water quality. He filed SB 1801, noting the park “is a symbol not just of Manila but of the country’s heritage” but deteriorated already. “It’s no longer the garden of greens and trees as envisioned,” he said in SB 1801. “It no longer affords the respite needed by citizens. In recent years, there are reports that it has become the free refuge for vagrants, a haven for cheap flesh trade. Luneta must be revived again as a modern green park with lush and healthy environment. It is the objective of this bill to bring back the glory of Luneta Park,” he said.
