A

colossal “Kapamilya” party, headlined by the stars of ASAP — the longest running Philippine weekend variety show — shook and rattled the city of San Jose on Saturday (August 3) as The Filipino Channel (TFC) celebrated its 25th anniversary. Fans and supporters had the chance to party with ASAP’s mainstays Gary Valenciano, Martin Nievera, Zsa Zsa Padilla, Piolo Pascual, Ogie Alcasid and Regine Velasquez at the SAP Center, home of the San Jose Sharks of the National Hockey League. Filipino American and/ or Filipino US-based artists that included: AJ Rafael, Jeremy Passion, Josephine “Banig” Roberto, Angelica Hale, Jasmin Trias, Jej Vinson, the Str8jacket Dance Company and the Fil-Am boy band Filharmonics also took part in the grand show.

Among the guests were 2018 Miss Universe Catriona Gray and 2015 Miss Universe Pia Wurtzbach. The ASAP production also brought along its dancing crew led by Maja Salvador, Kim Chiu and Kathryn Bernardo. “This is the birthplace of TFC. They couldn’t have started anywhere else if they didn’t sense there were kapamilyas right here,” Gary V told mediamen during a press conference held at the TFC studio in Daly City a day before the ASAP concert. The Filipinos who have given so much of their lives to make SF Bay area what it is today.” Martin, by the way, is not only an original ASAP mainstay but as well as the brain who thought about taking away ASAP’s original abbreviated meaning (as soon as possible) and made up a new phrase in its lieu (Allstar Sunday Afternoon Party.) Or, Martin jested (and to the delight of those present at the press conference), ASAP could also be translated as “As Sexy As Pops,” — obviously referring to his estranged wife Pops Fernandez who was also an original cast of the successful show during its early years. “For as long as ASAP and ABS-CBN and TFC will have me, I will be there,” Martin also said. ASAP, the show, has been around February 5, 1995 or just one-year younger than TFC. “Every Sunday is memorable. Every Sunday we just really get to hang out with each

other. Usually Sundays is a family day, relax-day, and to us it's the same thing, but while working,” Billy Crawford recalled when each of the stars were asked about their fond memories of ASAP. The Philippine-based stars were given a warm welcome by Nerissa Fernandez, ABS-CBN Global Corporate Affairs Head, who called them up one by one on stage. The other ASAP stars around during the press conference were Zsa Zsa Padilla, Ogie Alcasid, Regine Velasquez-Alcasid, Piolo Pascual, Erik Santos, Daniel Padilla, Billy Crawford and Kim Chiu. The designer thanked the models for their participation and added that the occasion was an “opportunity for them to strengthen their portfolios and as well as gain experience and improve their skills as models.”

Law extends LA County DCBA’s help on foreclosures, real estate fraud

F

or more than 20 years, the Los Angeles County Department of Consumer and Business Affairs (DCBA) has administered the County’s Homeowner Notification Program. This program has successfully allowed DCBA to help thousands of Los Angeles County homeowners and tenants avoid costly real estate fraud or foreclosures and stay in their homes. This week, Governor Gavin Newsom signed into law Assembly Bill 1106 (Smith), which will allow the County’s Enhanced Homeowner Notification Program and DCBA’s Foreclosure Prevention Program to continue serving County homeowners for another 10 years. The Homeowner Notification Program was instituted in 1996 in collaboration with the Los Angeles County Registrar-Recorder/County Clerk (RR/CC). Under the Program, homeowners are notified by mail any time a document that changes ownership is recorded with the RR/CC; this includes: deeds, quitclaim deeds, and deed of trusts. In 2013, the Homeowner Notification Program was expanded to include recorded documents involved in a foreclosure, including notices of default or sale. These enhanced notification services provide homeowners the best opportunity to review the real estate documents to be sure they are legitimate and to avoid fraud or foreclosure. Each mail insert provides the homeowner with information explaining what type of transaction is occurring and instructs them to immediately call DCBA for free information or help. “Keeping hard-working families in their homes is an effective way to

combat the housing and homelessness crisis in Los Angeles County,”said Los Angeles County Supervisor Hilda L. Solis. “The County's Homeowner Notification Program often serves as a strong line of defense between vulnerable homeowners and bad actors, and ultimately helps residents keep a roof over their heads and more of their hard-earned money in their pockets.” “I applaud the Governor for reupping this important measure,” said Los Angeles County Supervisor Mark Ridley-Thomas. “We are in the midst of an affordability crisis when it comes to housing in California, so every tool that protects homeowners in our state from losing their homes through real estate fraud and unnecessary foreclosure is a tool that we must fight to keep.” “Los Angeles County is stronger when families remain safe in a place they can call home,” said Los Angeles County Supervisor Janice Hahn. “This law will allow our County departments to continue to assist homeowners in fighting fraud and foreclosure abuse.” “The Department of Consumer and Business Affairs’ Foreclosure Prevention Program has saved over 475 homes from foreclosure and helped homeowners save more than $30 million in successful loan modifications or helped with fraud avoidance. I thank Assemblymembers Smith, Bloom, and Muratsuchi, and Senator Stern for championing this program and ensuring the homeowners of Los Angeles County access to this important service,” said Joseph M. Human rights body wants a stop to US arms sale to Hong Kong

I

n response to the deter iorating human rights situation in Hong Kong, Reps. Christopher H. Smith (R-NJ) and James P. McGovern (D-MA), Co-Chairs of the Tom Lantos Human Rights Commission, issued a letter calling upon Secretary of State Mike Pompeo and Commerce Secretary Wilbur Ross to suspend future sales of munitions and crowd and riot control equipment to the Hong Kong police force. The Tom Lantos Human Rights Commission is a bipartisan caucus of the United States House of Representatives. The two co-chairs stated that this was “a necessary response to credible reports of excessive force being used by the Hong Kong police targeting individuals engaged in peaceful demonstrations against the Hong Kong Government’s proposed extradition bill and the fast-eroding space for political participation.” Noting that the United Kingdom has suspended future sales of tear gas and other crowd control equipment until human rights concerns are addressed, Smith and McGovern called for further scrutiny of relations with the Hong Kong police.

In their letter, the two co-chairs said: “Human rights groups in Hong Kong have assembled evidence about attacks on journalists, the beating of subdued protestors, and the inappropriate use of tear gas, pepper spray, rubber bullets, and other crowd control equipment.” “The United Kingdom has suspended future sales of tear gas and other crowd control equipment to Hong Kong until human rights concerns are addressed, and the British government has urged the Hong Kong Government to establish an independent investigation into the violent scenes that have been observed. In addition, given events of the recent days, we ask you to push back, in the strongest terms possible, against the Hong Kong and Chinese governments’ efforts to characterize the demonstrations as “riots” and to blame the U.S. for political instability which they alone created.” “We look forward to working with you to advance U.S. interests in maintaining Hong Kong’s autonomy and the rights g u a r a nte e d to Hong Kong’s citizens by the Hong Kong Basic Law and international agreements, including the Sino-British Joint Declaration.”

Homeowners, others to save $620M in property tax bills Homeowners and nonprofits across Los Angeles County will see record savings of $620 million on their 2019-20 property tax bills, Assessor Jeff Prang announced this week. Growth in L.A. County property values means this year’s property taxes will deliver about $20 billion in essential funding for schools and other vital public services,” Assessor Prang said. “Equally important are the saving programs which bring down the cost of home ownership while allowing nonprofits to continue improving quality of life in communities across our county.” This new record is driven by a substantial number of people taking advantage of the saving programs offered by Assessor Prang’s office. As an example, the 2019-20 local property assessment roll includes $62.04 billion in exemptions, which will provide a reduction in taxable value and more than $620 million in savings. Key among the savings are the disabled veteran exemption, where participation jumped over 2018-19 and now sits at $5.25 million in savings, and the homeowners’ exemption at $7.16 million in savings. Exemptions for nonprofit institutions provide savings of $467 million for schools, hospitals, libraries, museums, religious organizations and community service providers. In addition to these figures, the Assessor offers tax relief for victims of natural disasters such as earthquakes and wildfires, as well as exclusions from re-assessment for eligible homeowners, producing significant and ongoing savings. “There are valuable resources available through my office that may be able to prevent potentially costly increases in a property’s tax burden,” said Assessor Prang. “I encourage everyone to get in touch with us to learn more and take advantage of these many saving opportunities.”

T

he Los Angeles C ou nt y B oa r d of Supervisors, upon a motion by Super v isor K at hr y n Barger, has directed the Department of Animal Care and Control (DACC) to report back in 90 days with updates on its adoption of Socially Conscious Animal Sheltering operating practices. DACC has been practicing Socially Conscious Animal Sheltering as a responsible and humane practice to best protect and serve animals and residents in Los Angeles County. Socially Conscious Animal Sheltering is an acclaimed best practice in animal welfare, and is being adopted by many animal welfare organizations and animal welfare industry associations across the nation. “DACC is proud to stand with these forward-thinking, responsible, and compassionate organizations and will continue to provide innovative solutions to making our communities safer and more humane for animals and residents” says DACC Director, Marcia Mayeda. Socially Conscious Animal Sheltering practices have been developed in response to the negative consequences of nokill operating practices that have been repeatedly reported across the country. In order to meet an artificially established live release rate of animals, many no-kill practices require

agencies to refuse admission to animals they cannot subsequently offer for adoption, denying these animals a safe haven; overcrowd their animal shelters, with resulting disease outbreaks and suffering; and release dangerous dogs for adoption into the community in order to meet the statistical live release goals, seriously jeopardizing public and animal safety. Many animal welfare organizations, including People for the Ethical Treatment of Animals (PETA) have expressed deep concern over the negative results of no-kill practices. For these reasons and others, the Department of Animal Care and Control (DACC) has instead adopted the Socially Conscious Animal Sheltering term for expressing its operating principles. First coined by animal welfare thought leaders in Colorado, and subsequently endorsed by the Colorado Veterinary Medical Association, Socially Conscious Animal Sheltering strives to create the best outcome for all animals by treating them respectfully and alleviating their suffering. The mission is to maximize live outcomes for animals, while also balancing animal well-being and public safety. Fundamental goals of Socially Conscious Animal Sheltering are provided through DACC and its animal care centers to: • Ensure every unwanted or homeless pet has a safe place to go for shelter and care. DACC care centers will not turn away animals in need of assistance.

• Making every healthy and safe animal available for adoption. DACC will not offer for adoption animals that are irremediably suffering or dangerous to the community. • Assess the medical and behavioral needs of homeless animals and ensure these needs are thoughtfully addressed. DACC, through its medical team and its animal behavior and enrichment team, provides a holistic approach to ensuring each animal's needs are properly addressed. • Align DACC policy with the needs of the community. DACC recognizes its responsibility to the public trust, and ensures its programs and policies reflect and support this obligation. • Alleviate suffering and make appropriate euthanasia decisions. DACC often accepts animals that are irremediably suffering and cannot live without experiencing severe, unremitting pain or other serious health challenges. In these situations, it is most humane to relieve an animal's suffering with compassionate euthanasia. • Consider the health and wellness of animals for each community when transferring animals. DACC participates in many animal transport programs where animals are taken from DACC's care centers to areas of the country that are experiencing a shortage of shelter animals. These win-win programs save thousands of animal lives each year. However, it is also important that animals transported through

these programs do not suffer from physical or behavioral defects that could endanger animals or people in their new communities. DDACC transferred 7,763 animals last fiscal year to low-intake animal shelters. • Enhance the human-animal bond through thoughtful placements and post-adoption support. DACC works with potential adopters to ensure animals they select are suitable matches for their lifestyles, the adopter is able to properly care for and handle the animal, and other factors to make certain the placement is successful. DACC provides post-adoption support to adopters to ensure the placement thrives. • Foster a culture of transparency, ethical decision-making, mutual respect, continual learning, and collaboration. DACC remains committed to upholding the highest ethical standards in meeting its mission of protecting people and animals. DACC’s live release for dogs is 88%, and cat live release has increased from 26.5% to 50.5% in the past five years. “Through collaboration with strategic partners, especially the American Society for the Prevention of Cruelty to Animals (ASPCA), DACC has been able to greatly improve outcomes for animals in its care” noted director Marcia Mayeda. “We are committed to continuing our efforts through Socially Conscious Animal Sheltering to save animals’ lives and protect our communities."

It’s very different from the spirit of “Aloha” that prevails in her home state, she said. “Our current president is dividing our country and undermining core principles of who we are as Americans…” she said. “We are strongest when we stand united.” Call moderator Jaya Padmanabhan of India Currents asked how she planned “to rise above” such divisiveness and Gabbard responded that the challenge is “staying focused on why we are here” and “understanding what unites us as we continue to fight the good fight.” Leading off the ethnic media’s questions

in the hour-long event, Henrietta Burroughs of East Palo Alto Today referred to the congresswoman’s work on the House of Representatives’ Foreign Affairs and Armed Services committees and cited the morning’s news of the U.S. withdrawal from the INF, the Intermediate-Range Nuclear Forces Treaty, signed more than 30 years ago by President Ronald Reagan and his Soviet Union counterpart, Mikhail Gorbachev. “You have supported nuclear disarmament,” Burroughs said to the congresswoman, a military veteran. Did she fear that the failure to renew the treaty would trigger a new arms race,

Burroughs asked, and what did she believe must be done to avoid it? “We need to get back to the negotiating table,” said Gabbard. “These treaties are critical.” Gabbard also cited the imminent need to renew the START treaty and, she said, immediately abandon any “thinking wrongly that a nuclear war can be won. That’s what’s at stake here. Nuclear proliferation being kicked off by Trump. The only alternative to diplomacy is war.” Pilar Marrero of La Opinion followed Burroughs’ question with more foreign policy concerns, asking about the U.S. role in addressing “the massive refugee movement, specifically from Central America and also about “the Venezuelan crisis.” “This really gets to the core of why it’s necessary to learn from the mistakes of the past,” Gabbard replied, citing “efforts at regime change, whether covert or overt,” and how some of the countries from which people are fleeing – Guatemala and Honduras, for example – “are suffering the consequences of short-sighted and failed policies, even those made with the best of intentions.” A recent policy mistake, she said, is the current president’s decision last year to withdraw from UNHCR, the United Nations Human Rights Council, the UN’s refugee agency, which the president said had been too critical of Israel. Joe Orozco, of Hoopa Tribal Radio, turned the conversation closer to home. Did the congresswoman intend to address shortcomings in the Bureau of Indian Affairs’ management of its federal government trust responsibilities? Specifically absent, Orozco said, is any consideration of the importance of media such as newspapers and radio or of the need to support and sustain these outlets. Gabbard said she’d made two visits to Standing Rock, North Dakota, where plans to construct a fossil fuel pipeline running through tribal lands in proximity to their water supplies inspired virulent protests in 2016 and 2017. Hassan Abbas, of Arab American News,

asked Gabbard about her “diplomatic strategy for achieving peace in the Middle East and at home.” Gabbard said it was unlikely that she’d be able to parse the region’s issues in this brief question-and-answer session but reiterated her position that politicians and leaders must sit down with people they may have nothing in common with and “be willing to have those tough conversations.” But for the United States she said, beyond misguided efforts at regime change, “we have to end this U.S. foreign policy of being the world’s police.” She grew more specific in speaking of Iran. The current administration says it doesn’t want war with Iran but “every single thing it does points directly toward a path to war, continuing to escalate the crisis.” Among many mistakes, she said, is “sending and deploying more U.S. troops to the region, “leading up to a war that would be far more devastating than anything we saw with the war in Iraq, and further exacerbate the refugee crisis that exists because of these conflicts and regime-change wars across the Middle East.” Sing Tao Daily reporter Ke Xu in New York, in the last of the opening questions, asked Gabbard how current trade disputes with China might affect Asian Americans. “I’m very concerned about escalating tensions” between the United States and China and the “irresponsible trade war,” she said, and characterized the president’s strategies as “unpredictable, shoot-from-the-hip.” “An economic war can very easily escalate into a hot war,” she warned. The current dispute has harmed U.S. small businesses, farms and manufacturers, she said, and “they’re all caught in the “counter-productive effect.” Calling for diplomacy and cooperation rather than conflict, her closing statement lamented the lost potential for good from countries “uniquely positioned to play a leadership role” in combating climate change.

I think everyone should try living abroad- at least once. More than the logistics of buying a ticket and having a place to stay, moving to a new country requires a whole new set of skills. The experience can be amazing. But when you make a midlife move - like I didyou can’t leave a lot of things to chance. There is so much at stake. Family. Career. Money. And most importantly, time. Successful migration is a combination of game plan, skills, time and chance. I am sharing what worked for me. 1. Do a test drive. Spend time in the new country several times before you decide. 2. Be curious. Don’t be scared of untraditional jobs. There are so many industries in America we have not even heard of. I came to the US to join the insurance industry – a job I had for 16 years. But I saw an opportunity in medical legal marketing for the personal injury business. 3. Shine! Know what you are good at and aggressively market yourself. This is not the time to be modest. 4. Forget your fancy title in the Philippines. You may have to start at least a rank lower. Be ready to take one step backward if it means two steps

forward. If you work hard, it’s difficult not to be noticed. 5. Be careful of employers who will take advantage. Relearn English. I listened to podcasts and paid more attention to how words were said, even words that I already know. To this day, I still ask my husband (and Alexa!) how to pronounce words. I want to learn how Americans say it. 10. Learn the taboos. Make sure you know what is and isn’t acceptable. In a culturally diverse country like America, people we need to be extra careful. It was very embarrassing when I told one of the paralegals that I liked her chinky eyes. I didn’t realize that the word “chinky” as well as “oriental” are considered

‘The time has come’: Duterte to invoke PH arbitral ruling with Xi PRESIDENT Rodrigo Duterte will finally “invoke” the historic arbitral ruling that asserted the Philippines’ sovereign rights in the West Philippine Sea (South China Sea) when he goes to Beijing this month, his spokesman said on Tuesday. Spea k ing to reporters, Pa lace spokesman Salvador Panelo said Duterte would raise the ruling in a “one-on-one dialogue” with Chinese President Xi Jinping. “That is pursuant to what he said the first time we visited China that there will be a time that I will raise this issue and talk about it but not now. The time has come,” Panelo said during a press briefing. Panelo, who also serves as the President’s top legal counsel, said that Duterte has decided to invoke the international ruling because he was nearing the end of his term. “He (Duterte) said, ‘Remember that I said before that there will be a time when I will invoke the arbitral ruling. This is the time that’s why I’m going there,'” he said. Duterte is set to meet with his Chinese counterpart by the end of the month but no specific date has been set. Asked how Duterte would raise the issue with Xi, Panelo said, “Let’s see how it goes when he goes there.” “It’s enough that you know that he will be raising those issues. That’s precisely [why] he’s going there,” he added. Panelo also bared that Duterte was interested in bringing up the 60-40 sharing arrangement on the proposed joint exploration for oil and gas in the West Philippine Sea in his meeting with Xi. The Palace said the government

would always consider what would be beneficial to the Philippines in so far as what the terms of reference on the proposed joint oil exploration would be. Duterte will also raise the June 9 Recto Bank (Reed Bank) maritime incident where a Chinese vessel allegedly rammed and abandoned a Philippine fishing boat at sea, according to Panelo. “Sinong responsible doon? Ano bang compensation doon? Kasama yun (Who’s responsible for that, what will be the compensation there, that’s included),” he said. The Palace official said the two leaders both agreed to meet in China. “I asked the President last night like you were asking me, under whose initiative? And I asked him, sabi ko, ang sagot niya sa’kin, ‘That was our agree-

ment with the President of China,'” Panelo said. Asked if there would be an agreement to be signed between Philippines and China on the joint oil exploration, Panelo said: “Let’s see. Whatever agreement they enter into, that will be reduced into writing.” Despite Xi’s previous warning to Duterte that there would be “trouble” if the Philippines would undertake oil explorations in the disputed sea, Panelo said Duterte was ready to face it. “Ibig sabihin, ready na siyang humarap (That means, he’s ready to face it),” the Palace official said. ” The President is always firm. There is no doubt about it.” Since assuming presidency, Duterte has sought to downplay Manila’s maritime dispute with Beijing in exchange for improved ties with the world’s sec-

ond largest economy. Duterte has also refused to flaunt the Philippines’ victory against China in a United Nations-backed arbitration court in 2016 which invalidated Beijing’s expansive claims to the waters. But the President defended his approach, saying Manila cannot yet stand up to Beijing, whose military and economy were far superior. Duterte said he would invoke the Mutual Defense Treaty with the US and ask the country’s long-time ally to send its Seventh Fleet to the disputed waters for a confrontation with Chinese forces. The Philippines claims parts of the South China Sea within its exclusive economic zone and calls it the West Philippine Sea. (TMT)

ARE YOU PAID OVERTIME? If you are employed as a 24-hour caregiver, working around-the-clock to provide care and assistance to an individual inside their home, you are most likely entitled to overtime compensation. If you are paid a fixed daily rate, regardless of the actual hours you work or the quality and quantity of work you perform, you are not receiving overtime compensation and likely have a valuable claim for wage theft. This is true whether you are hired directly by the care recipient or paid though a home care agency. In 2014 the Domestic Workers’ Bill of Rights (“DWBR”) became law in California. The law was passed as part of a movement to enhance the rights of domestic workers, whom the California Legislature deemed to be some of the most in- visible and vulnerable workers in the state. Now, under the DWBR, in-home caregivers are entitled to receive overtime wages for all hours worked in excess of 9 in a day or 45 in a week. In Los Angeles County, most 24-hour caregivers must be paid a minimum of $417.45 per day to comply with the requirements of the DWBR. The first 9-hours of work should be paid at the legal minimum wage rate in Los Angeles of $13.25 per hour, which equals $119.25. Then, for the remaining 15 hours, the law requires overtime payments at a rate of $19.88 per hour, which amounts to an additional $298.20. Unfortunately, in actual practice, most caregivers working in Los Angeles receive far less than the applicable minimum, often earning as little as $160 to $240 per day. A 24-hour caregiver in Los Angeles who is earning less than $417.45 per day likely has a very valuable claim for wage theft.

MVP, Isko ink deal for free WiFi

MANILA — Philippine Long Distance Telephone Co. (PLDT)’s mobile unit Smart will provide free WiFi access in six areas in Manila under a deal it signed with the city government yesterday. PLDT president Manuel V. Pangilinan and Manila Mayor Isko Moreno inked an agreement for the installation of free WiFi. Pangilinan said free WiFi can be accessed for 30 minutes per day in the following areas: Manila city hall, Ospital ng Maynila, Tondo Medical Center, Gat Andres Bonifacio Memorial Medical Center, Unibersidad de Manila and Museo Pambata. He said WiFi access would also be installed in other areas in the city. “We are happy to work with Mayor Moreno in helping provide connectivity to the city and bring the benefits of the internet to more Filipinos,” Pangilinan said. He said PLDT-Smart also supports the local government’s project to install closed-circuit television cameras all over the city. Pangilinan also offered to donate his personal money for the construction of a fountain near the Bonifacio Shrine. Moreno thanked Pangilinan for his generosity. The mayor said the free Wifi would boost the city’s efforts to ease doing business and processing of documents at city hall. (The Philippine Star)

Employers, who willfully fail to pay an employee the requisite overtime compensation, are also subject to liquidated damages, which could add an additional $165.00 per day to the wage theft claim. Plus, the law provides for interest, attorneys fees, and penalties. In the above example, the hypothetical caregiver is owed over $3,000 in unpaid overtime wages per week. DOH declares national dengue epidemic MANILA — The soaring number of dengue cases in several regions of the country has prompted the Department of Health to declare a national dengue epidemic Tuesday. DOH announced a state of national dengue epidemic less than a month after the agency had declared national dengue alert. From January 1 to July 20, 2019, there have been 146,062 cases of the mosquito-borne disease recorded, with 622 of those cases leading to death. This is 98% higher than the cases documented in the same period last year, DOH said. Figures from the DOH showed that Western Visayas had the most number of cases with 23,330. It was followed by CALABARZON with 16,515 cases, Zamboanga Peninsula with 12,317 cases, Northern Mindanao with 11,455 cases and SOCCSKSARGEN with 11,083 cases. Seven regions—CALABARZON, MIMAROPA, Bicol, Western Visayas, Eastern Visayas, Zamboanga Peninsula and Northern Mindanao—have exceeded the epidemic threshold for the past

Duterte approves P4.1-T 2020 budget MANILA — President Duterte has approved the P4.1-trillion national budget proposal for 2020, paving the way for its timely submission to Congress and possibly its enactment by October this year as planned. Presidential spokesman Salvador Panelo announced the approval of the national budget proposal following the 40th Cabinet meeting the other night. “We wish to inform the public that President Duterte, together with the members of the Cabinet, approved tonight (Monday) the P4.1-trillion national budget for fiscal year 2020,” Panelo said in a statement before dawn Tuesday. “We assure everyone that our people’s money, with education receiving the biggest slice of the budget, followed by public works, transportation and health, will be spent wisely to reach a state of vibrant economy that will be felt by the citizenry,” Panelo said. Newly appointed budget chief and former Davao City administrator Wendel Avisado was at the Cabinet meeting – his first – when the allocation program for next year was approved by the President. The proposed appropriation is higher than the P3.757-trillion budget for this year. “This budget proposal is designed to respond to the needs of the majority of our countrymen longing to be uprooted from the decades of want of basic necessities, inadequate supply of basic services, lack of infrastructure required to spur economic growth, absence of accountability on government coffers, vexing bureaucratic rigmarole, deprived education and unchanged poverty and geared to achieve a more peaceful and progressive Philippines where the living standards of Filipinos are raised,” Panelo pointed out. Speaker Alan Peter Cayetano said Congress expects to receive the budget program from Malacañang next week or between Aug. 16 and 20 as previously agreed upon with executive officials. At the Cabinet meeting on Monday, Land Bank of the Philippines’ president and CEO Cecilia Borromeo and Finance Secretary Carlos Dominguez III discussed the bank’s action plan to intensify lending to the agriculture sector. The President wanted the National Economic and Development Authority to do a study – together with the Department of Agrarian Reform – on the impact of amending Memorandum Circular No. 28, which allows farmers to use their Certificate of Land Ownership Award as an instrument to obtain loans but with restrictions. Also at the meeting, Bureau of Internal Revenue (BIR) commissioner Ceasar Dulay and deputy commissioner Arnel Guballa shared updates on the tax collection from Philippine Offshore Gaming Operations (POGO). Ungab said his committee would hold one hearing on the macro-economic parameters President Duterte’s economic managers used in putting together the P4.1-trillion budget proposal. “After that, we could ask the subcommittees to go full-blast on their examination of the proposals of their assigned agencies. We will definitely pass the budget on time,” he said. “The House will try to approve the budget by Oct. 5,” ways and means committee chairman Rep. Joey Salceda said at a press conference after Monday’s meeting. THE Metro Manila Development Authority ordered the dry run of Yellow Lane Policy to ease the traffic, however, buses were seen hardly moving in EDSA on Wednesday. “That’s the policy that we need to implement so we could discipline the drivers to stay on their lane.” said MMDA EDSA traffic chief Bong Nebrija. Both city and provincial buses instructed to stay on the yellow lane only, causing buses to occupy several lanes, blocking several lanes for motorists as a result. The policy instructs the bus drivers to only use two lanes to ease EDSA congestion. The MMDA started the implementation of the policy on Monday despite the halt order issued by Quezon City court. PRIVATIZING CORRECTIONAL SERVICE RA 10575 otherwise known as the Bureau of Corrections Act of 2013 should be sent back to Congress for amendment. While the law has not yet been fully implemented as a result of deficient technical requirements, there is wisdom in reviewing the legislative piece if only to enhance the mandate for which it was intended to be. The amendment should include options by national government to privatize a part, a segment or the whole of correctional agency. As it were, while the entire correctional administration is governed by government, there were certain areas which eventually became privatized like food preparation and security consultancy. This may also expand into technical and certain important part of correctional service to include even the principal mandate of safekeeping and rehabilitation. These should be legislated. There is truth in the increase of efficiency and competence when private sector management is applied in an exclusively public sector domain. At most, when private management is applied, there is no politics of accommodation noted. As a matter of fact, there will be no politics at all in the entire configuration of the activity. Well, except for the fact that the head of the institution is duly recommended by the Department of Justice and subsequently to be appointed by

the President. Furthermore, if this particular field is to be privatized, it pays to review the law that defined other corrective services too like the jail system, probation and parole supervision. In other countries especially in Texas, USA and Canada, most of the county jails are administered privately. In Japan, probation and parole supervision is conducted by volunteers. These countries, developed as they are, have economized and at the same time made efficient correctional services. In the mid-1990s, our correctional system explored the possibility of a semi-privatized approach. South Korea picked it up as one of the best practices. We have never extended, much more so improved on it. Meanwhile, South Korea is in the full privatization scheme already. In some African states, there were even alternative approaches, mostly along community based, where imprisonment is no longer effectively applied for some offenders. Some countries went further by decriminalizing offenses especially victimless crimes. Over here, we act as if we have unlimited resources to contain and sustain correctional administration to its successful end. Govern-

ment pays for everything as if it has a generous resource brimming with funds. Worst, it could not even increase the salary and allowances of its workers beyond what is required as standard. Government even pledged to build a multibillion-peso structure, a state-of-the-art prison to address congestion when it could not even sustain the rehabilitation of storm ravaged provinces in the Visayas. In fact, prison congestion can be resolved simply by transferring prisoners from congested penal establishments to other penal colonies with less financial exposure on the part of government. Over here, we have a penchant for cornering infra projects one after another without contemplating on economy. Our sense of problem resolution at times is diluted by our weakness for transactional considerations. Privatizing correctional service is not only economical and efficient; it is even more preferred when it comes to an effective delivery of criminal justice services in the field of corrections. It is, as a matter of course, the proper step towards a more efficient correctional administration.

Are Interest Rates and Yields the Same Thing? They can be. "Yield" has a very specific meaning, while "interest rate" is used more loosely. A bond's yield is its annualized return, depending on its coupon rate, the time remaining until it matures, and the price paid for it. "Interest rate" is sometimes used to refer to a bond's coupon rate, which is fixed. But "interest rates" can also refer generally to the cost of money, which will differ depending on the borrower and the term of the loan, and which are indicated by bond yields. When bond prices are rising, lowering their yields, interest rates are falling. Here is the link between the two uses of the term: Yields, which are a function of market prices for existing bonds, determine the coupon rates that borrowers will have to pay on new bonds. Treasury yields are the most basic (and

the lowest) of all interest rates because for all intents and purposes, there is no creditworthiness component. The U.S. government, which issues Treasury bonds, notes and bills, is considered a safe bet to make all payments in full and on time. How is the Bond Market Affected by the Stock Market, and Vice Versa? There are no hard and fast rules here, just guidelines. And the markets don't play by all of the guidelines all of the time. Depending on the circumstances, investors pick and choose. Typically, 1: Low interest rates are good for the stock market, and high interest rates are bad for the stock market. So, when bond prices rise (yields fall), stock prices should rise too, and when bond prices fall (yields rise), stock prices should also fall. Typically, 2: Rising stock prices can lead to higher inflation and falling stock prices can lead to lower inflation. So, when stock prices rise, bond prices should fall (yields rise), and when stock prices fall, bond prices should rise (yields fall). Consumer confidence is key because spending by consumers (as opposed to spending by companies or the government) is the majority of U.S. economic activity. Typically, 3: When stock prices are falling quickly and hard, investors may "park" money in the bond market, causing bond prices to rise. Yahoo! Finance offers reasonably good daily and intraday charts of Treasury yields. The quotes are actually based on options listed on the Chicago Board Options Exchange, but they match the Treasury yields. Normally, investors demand higher yields on long-term bonds than on short-term ones because over a longer period of time, inflation can have a larger impact. But if investors believe that the inflation rate will drop, and maybe even turn into deflation, in which prices are falling, they may be willing to buy long-term bonds at lower yields than short-term ones. If you believe that the economy is entering a deflationary phase, in which prices will fall because demand is weak, you probably expect that the Fed will aggressively cut short-term interest rates to stimulate economic activity. In that case, short-term bond yields should fall in tandem, once again dropping below long-term yields. Investors in short-term bonds would face the prospect of reinvesting at those new lower rates. If they had bought long-term bonds, they would not face that problem. IN a divorce proceeding, people sometimes have a misconception that the only assets or properties that have to disclose assets and properties situated in California. Even worst, sometimes parties even think that since an asset or property is situated in a different country or state, that property is not community property and not subject to division in California family court. One has to understand the general community property presumption in California. Property acquired before marriage is the acquiring spouse's separate property, as is property obtained during marriage that can be traced to a premarital acquisition. Family.Code. § 770(a). Rents, issues and profits” of separate property are separate property. All property acquired during marriage and before separation, other than by gift or inheritance, is presumptively community property. Family Code §§ 760, 771(a), 772; Marriage of Bonds (2000) 24 C4th 1, 12, 99 CR2d 252, 258; Marriage of Lehman (1998) 18 C4th 169, 177, 74 CR2d 825, 828. Pursuant to Family.Code. § 760, community personal or real property is consistently defined no matter where situated. Family Code §760 defines “Community property” as “Except as otherwise provided by statute, all property, real or personal, wherever situated, acquired by a married person during the marriage while domiciled in this state is community property.” As such, out-of-state community property is community property for all purposes, including intraspousal management and control fiduciary obligations. It does not matter if the property is located in another state or another country. For the same reason, the parties to a divorce case is required to disclose all property, separate and community, including those outside the state. During the marriage, the parties' fiduciary duties require full and accurate disclosure of true and full information affecting community property transactions. FamilyCode. §§ 721(b), 1100(e). In addition, disclosure duties arise upon separation in anticipation of dissolution, nullity or legal separation. The post-separation disclosure duties extend to all assets and liabilities in which either party has or may have an interest or obligation, regardless of community or separate property characterization, and to current earnings, accumulations and expenses. These duties “arise without reference to any wrongdoing.” Family.Code. §§ 721(b), 2100(c), 2102(a)(1); Marriage of Feldman (2007) 153 CA4th 1470, 1475–1476, 64 CR3d 29, 33; Marriage of Brewer & Federici (2001) 93 CA4th 1334, 1342–1344, 113 CR2d 849, 854–855. Long Beach-Bacolod Association Celebrates

2019 "Masskara Festival"

T

he “Masskara Festival� has long been one of the Philippines' most highly attended festivals since its inception in 1980. It became an annual tourist attraction in Bacolod and on April, 2018 the Bacolod City Council "passed a resolution approving the re-activation of the sister city relations with the City of Long Beach, California whose own legislative council endorsed its long-awaited revival through a similar process." Last year, a delegation of Bacolod city officials visited the World Trade Center for the re-launching of the Long Beach Bacolod Sister Cities Association. The delegation was led by this writer's friend, former Los Angeles Department of Tourism head, John N. Orola, who is now Bacolod's City Administrator, along with Councilman Caesar Distrito and Councilwoman Em Legaspi-Ang, and they met with Tyler Curley, legislative deputy of Mayor Robert Garcia and Incoming Long Beach Sister Cities Chair, Richard Madeira. Thus, the Masskara Festival celebration was revitalized last year, by members of the Sister Cities Association led by Filipino community leaders in Long Beach, such as: Joe and Peggy Gamboa, Joey Montalvo, who was the head of a Negros-based advocacy group, Peter Ramirez, Anne and Angel Arambulo, Mary Barton, Sandy Orola and Albert Gamboa. GERALD ANDERSON IS NOW PART OF THE ARMY’S RESERVE FORCE MANILA—Gerald Anderson is now part of the Army as a reservist after completing a short training course at Camp Tecson in San Miguel town, Bulacan, it was revealed this Friday. Experts say kids under 2 must have ‘zero screen time’

SYDNEY — The average time that children under two are spending on electronic devices such as mobile phones and tablets is getting out of control, according to new research by Australian health experts. Released on Wednesday in the Medical Journal of Australia, the University of Queensland study found that some young children are spending around 50 minutes a day in front of screens. But according to guidelines laid out by the World Health Organization (WHO), the Australian government and many other international bodies, children with developing brains aged under two years old should have zero screen time. “We were surprised to see the rapid increase in screen time from the first month of infancy,” author of the study Associate Professor Leigh Tooth from UQ’s School of Public Health warned. “Children are spending almost an hour per day in front of a screen before they turn one. Children under two who should not be spending any time in front of a screen,” Tooth added. The study found that for children around three years of age, the average time spent on digital devices was 94 minutes per weekday. “We need to let people know that young children should not be in front of a screen for long periods because there is emerging evidence this could be detrimental to their development and growth,” Tooth said. “Screen time represents a missed opportunity where children

Sans Rival which means without rival lives very true to its name. With scrumptious layers of nutty meringue, creamy French buttercream, and chopped cashews, this Filipino dessert cake is far from ordinary! Inspired by the French Dacquoise which is made of almond and hazelnut meringue, the Sans Rival has been adapted to fit local tastes and availability of ingredients such as the use of cashews.

How to Make Sans Rival Preparing the Meringue Batter The meringue layers are made of whipped egg whites with finely chopped cashews folded in. • In a bowl of a stand mixer, beat the egg whites on medium-high speed for a minute and then sprinkle the cream of tartar. Continue beating until soft peaks form. • Gradually add sugar while beating continuously until stiff peaks form. • Pour in the vanilla and add about 1/3 of the finely chopped cashews. • Gently fold in using a rubber spatula. Fold the remaining cashews in two more additions. Baking the Meringue Layer • Invert three 9-inch round cake pans and grease and flour the bottoms. • Scoop equal amounts of the meringue batter on the surface of the prepared pans and using a spatula, spread until smooth and evenly flattened. • Bake in a 325 F oven for about 15 to 20 minutes, or until the meringues are lightly browned. • Remove from oven and while still hot, use a wide spatula to gently lift the meringues and transfer to a cooling rack. • The meringue will expand during baking but will shrink back to their original sizes as they cool. There is no need to trim them. Making the French Buttercream French Buttercream is made of whipped egg yolks, sweetened with a cooked sugar syrup, then made rich with softened butter. • In a medium saucepan, combine the sugar and water and stir. Let the mixture boil over medium heat. Once boiling, place a candy thermometer in the pan to monitor the temperature. • Meanwhile, beat the egg yolks in a stand mixer on high speed until the mixture starts to thicken and become pale in color. Continue to beat while the sugar/ water mixture cooks in the pan. • Once the temperature of the sugar mixture reaches 238 F, turn the heat off and slowly pour the sugar syrup in a thin, continuous stream into the yolks with the mixer still running. • Continue beating the yolks until the mixing bowl is cool to the touch. • With the mixer still running, add the softened butter, about a tablespoon at a time. Beat until a fluffy buttercream forms. Assembling the Cake • On a serving platter, place one meringue layer. Spread a thin layer of buttercream over the surface of the meringue and sprinkle with some of the chopped cashews. • Place the second meringue layer on top. Spread a thin layer of the buttercream and sprinkle with cashews. • For the final layer, place the last cake wafer with its bottom side up on top of the buttercream layer. Cover the top and sides of the cake with the remaining buttercream. • Garnish the top and sides of the cake with the remaining chopped cashews.

Cold butter can make your buttercream curdle, and if it’s too warm or almost melting, the buttercream will be grainy. Take the butter out of the fridge ahead of time; I usually let it sit at room temperature for 3 hours ahead. • Although cashews are traditional for this cake, you can also substitute almonds, pistachios, hazelnuts or macadamias for variety. And there you have it, a stunning masterpiece for your everyday celebrations. Sans Rival takes a bit of time to make, but so worth the effort. It’s a rich and decadent dessert that’s sure to impress!

They also believed that it might prevent the development of certain age related conditions, including high blood pressure, heart disease, and atrial fibrillation.

ew research suggests that using controlled electric currents to stimulate certain parts of the ear could readjust the body’s metabolic balance, thus reducing the risk of age related health problems. Can ‘tickling’ the ear with electric stimuli improve health later in life? Scientists from the United Kingdom believe that it can. Vagus nerve stimulation is a practice that has lately gained a lot of attention from medical researchers. The vagus nerve is the longest of the nerves that connect the brain with other parts of the body. It provides a direct link between the brain and the gut, and it also interacts with the parasympathetic nervous system. The parasympathetic nervous system and the sympathetic nervous system together make up the autonomic nervous system, which regulates automatic bodily functions, such as breathing and heart rate. For these reasons, researchers have looked into using vagus nerve stimulation to support health by reducing inflammation, improving blood pressure, and even fighting anxiety. Vagus nerve stimulation often requires surgical intervention, in which doctors implant small electrodes in different regions of the body — usually the neck — so that they can deliver the electric stimuli. However, one extension of the vagus nerve, which reaches some parts of the skin of the outer ear, is more accessible than the others. Doctors can stimulate this branch of the vagus nerve without the need for implants. Recently, researchers from the Universities of Leeds

The researchers developed a therapy that they call “transcutaneous vagus nerve stimulation,” which works by delivering small electrical stimuli to the vagus nerve through its branch in the outer ear skin. In their study paper — which appears in the journal Aging — the investigators explain that as an individual ages, their parasympathetic and sympathetic nervous systems become imbalanced, with one starting to be more active than the other. This imbalance, they say, contributes to a greater vulnerability to health problems later in life. The current research involved three different studies, all of which recruited participants aged 55 years and above who had no hypertension (high blood pressure), heart disease, diabetes, or epilepsy at baseline. In the first study, a group of 14 participants received one session of transcutaneous vagus nerve stimulation and one session of simulated nerve stimulation. For the second study, the researchers worked with 51 participants who agreed to undertake only one session of transcutaneous vagus nerve stimulation. Finally, in the third study, 29 participants received vagus nerve stimulation daily for 2 weeks. The first two studies allowed the researchers to define response rates in participants, giving them a more in-depth look at how vagus nerve stimulation via the ear would affect health. U.S. STUDY REVEALS CRUCIAL MECHANISMS CONTRIBUTING TO ALZHEIMER’S LOS ANGELES -- Researchers at the University of California, Irvine (UC Irvine), have developed a way for human brain immune cells, known as microglia, to grow and function in mice, which offers an unprecedented view of crucial mechanisms contributing to Alzheimer’s. The breakthrough also holds promise for investigating many other neurological conditions such as Parkinson’s, traumatic brain injury, and stroke, according to a university release on Wednesday. The study was published in the journal Neuron on Tuesday. The scientists dedicated four years to devising the new rodent model, which is considered “chimeric.” The word, stemming from the mythical Greek monster Chimera, describes an organism containing at least two different sets of DNA. To create the specialized mouse, the team generated induced pluripotent stem cells, or iPSCs, using cells donated by adult patients. Once created, iPSCs can be turned into any other type of cell. In this case, the researchers coaxed the iPSCs into becoming young microglia and implanted them

into genetically-modified mice. Examining the rodents several months later, the scientists found about 80 percent of the microglia in their brains was human, opening the door for an array of new research. “Microglia are now seen as having a crucial role in the development and progression of Alzheimer’s,” said Mathew Blurton-Jones, research team leader and associate professor of neurobiology and behavior at UC Irvine. “Recent research has identified over 40 different genes with links to Alzheimer’s and the majority of these are switched on in microglia,” he said. “However, so far we’ve only been able to study human microglia at the end stage of Alzheimer’s in post-mortem tissues or in petri dishes.” “This specialized mouse will allow researchers to better mimic the human condition during different phases of Alzheimer’s while performing properly-controlled experiments,” said Jonathan Hasselmann, one of the two neurobiology and behavior graduate students involved in the study. Sustainable tourism is all about human assets and protecting the environment, and these are translated well with the recent makeover and rehabilitation of Boracay Island, drawing more interest to the Philippines as a staunch advocate of preserving a destination’s pristine condition. Boracay’s six-month closure didn’t negatively affect the overall tourism industry of the Philippines. In fact, the Department of Tourism even reported an increase of 7.68 percent in tourism arrival for 2018 compared to the previous year. As it turned out, tourists were able to turn their attention toward other travel gems in the Philippines, such as Cebu and Siargao while the resort island was temporarily closed. Aside from the responsible development of destinations, DOT also invested on people. According to the “Duterte Administration Year III: 2019 Key Accomplishments” report, the government was able to provide and facilitate the training of about 2,100 tourism frontline workers for the island’s soft opening last October 26, 2018. Despite ring deaths, boxing is here to stay

P

erhaps the most pivotal event in recent boxing history that resulted in moves to lessen the danger of boxing was the fateful and infamous bout between Ray Mancini and Deuk Koo Kim in November 1982. I watched that bout on a delayed basis and since there was still no social media at that time, there was no way we could know who won until the television news announced that. While watching the fight, I admired Kim at how he fought gallantly against one of the most feared punchers in the lightweight (130 pounds) division, and his lasting 14 rounds proved that he was willing to die just to snatch the World Boxing Association title from Mancini. And that may have been literal. Hours after the bout, news came in that Kim died from head injuries. Up to this day, many boxing analysts still believe Kim could have survived the fight if championship bouts during his era were limited to 12 rounds. After the Mancini-Kim bout, the duration of championship bouts was reduced to 12 from 15 rounds, albeit gradually. There were also calls to abolish boxing. There were other safety measures put into place to make boxing supposedly safer, or “sanitizing” it. Among these are administering a standing eight-count right after a boxer is knocked down, giving the referee more freedom to stop a fight, and weighing the fighters at least 48 hours before a bout, which I still find debatable since that gives bigger fighters an advantage. However, up to this day, ring deaths have not been arrested with two fighters recently getting their lives snuffed out. On July 19,

Russian boxer Maxim Dadashev died of brain injuries after fighting Subriel Matias. Both fighters entered the fight undefeated for a bout between two knockout artists, with Dadashev sporting a record of 13-0 with 11 knockouts and Matias, 13-0 with 13 KOs. Matias, who won by stop-

page, refused to take his prize money after the bout. And on July 20, Hugo Santillan of Argentina succumbed to brain injuries after figuring in a draw with Eduardo Javier Abreu. Unlike Dadashev, Santillan looked like a journeyman since his record was a spotty 19-6-1 with 8 KOs prior to

this bout with Abreu, who is now 10-1-1 with 6 KOs. It turned out Santillan was not allowed to fight by Germany’s boxing federation, supposedly after getting beaten by decision in that country only in June 15. Even with the two recent ring deaths, however, there is no way boxing would disappear from the sports world. In fact, while the number of championship rounds has been reduced, the number of “alphabet soup” world boxing sanctioning bodies has increased from two in the 1970s to more than five today. Also, boxing has at least 17 divisions with its numerous “junior” and “super” divisions of which some are still “bastards” or without a rich history like the flyweight and heavyweight divisions, among others. Also, the rise of mixed martial arts (MMA) clearly demonstrates that the fighting sports will remain mainstream. So whether we like it or not, deaths in the ring and Octagon would not result in stopping boxing and MMA. MALINO GEAR Maybe, another set of “sanitization” measures for boxing and MMA should be in order, like reducing the duration of rounds and the number of rounds. But who calls the shots for boxing and MMA nowadays? Obviously, it’s the moneyed parties like promoters/promotion outfits, managers, broadcast companies, and the established fighters. (TMT)

Hidilyn Diaz gets P2-M sponsorship for 2020 Olympics preparations

eightlifter Hidilyn Diaz’s dream of clinching the Philippines’ first gold Olympic medal has been given a huge boost. On Thursday, Diaz went to Malacañang for the signing of a P2-million sponsorship agreed upon by the Philippine Sports Commission (PSC) and Phoenix Petroleum Philippines, Inc. The agreement stipulates that Diaz may use the P2 million as housing allowance, food allowance, strength and conditioning coach allowance, local transportation allowance, overseas training allowance. The 28-year-old military airwoman may also use the money for training uniform and equip-

ment, competition uniform and equipment and contingency fund. How Isko Moreno copied a Duterte anti-crime idea and made it his own Manila Mayor Isko Moreno forms his own mayoral anti-crime police squad, headed by a cop who grew up with him in Tondo MANILA, Philippines – It was a bright and cloudless morning in Manila on May 15 when mayoral candidate Isko Moreno called for an 8 am meeting. He barely had time to sleep, but there was no time to rest. He had just been elected the next mayor of Manila, and he had to meet with the men who would implement his vision of peace and order for the renewal of the city. At the lobby of the New World Hotel in Malate, he called his most trusted cop – Major Rosalino Ibay Jr – the chief of the District Intelligence and Operation Unit, a veteran operative, and his childhood friend. Ibay arrived on the dot, and just as he found his seat, was instructed by Moreno to call the chief of the Manila Police District (MPD), Brigadier General Vicente Danao Jr. When Danao arrived with his entourage and settled down, Moreno pointed to Ibay, and told the one-star general, “Gusto ko siyang maupo bilang chief ng pulis ko sa Manila City Hall (I want him to sit as my chief of police at Manila City Hall).” Danao had an idea. Moreno could get the squad he wanted. In fact, Danao said, it had Mayor Isko been done before. He was, after all, the top cop of then-mayor Rodrigo Duterte in Davao City, heading what was called a Special Mayor’s Reaction Team (SMaRT).

A team for the mayor

Mayors do not simply form their personal anti-crime team. While they are deputized by the National Police Commission (Napolcom) to manage cops, mayors cannot keep police teams for their own benefit. So Danao and Ibay crafted guidelines in the formation of SMaRT. These were finalized two weeks after the hotel meeting on May 28. The purpose of SMaRT was clear and itemized in a memorandum issued by Danao and obtained by Rappler: • To intensify the priority program of the City Mayor of Manila, Honorable Mayor Francisco “Isko” Moreno Domagoso against all forms of corruption in the City Government of Manila; • To clean the City of Manila from corrupt

practices involving police personnel and other law enforcers, and local government officials, both elected and appointed; • To eradicate all criminal activities involving gang/s, organized and syndicated groups operating in the City of Manila; • To rescue and save the youth of Manila from all forms of abuses, vices, and illegal activities; • To strictly enforce all City Ordinances, acts punishable under the Revised Penal Code, and all other prohibited acts as may be provided by the laws.

He didn’t limit himself to merely the group’s traffic enforcement mandate, and instead worked on crimes that involved vehicles such as carnapping, in the process expanding his intelligence operations portfolio. In 2013, he worked as the chief of the anti-carnapping group of the Manila police. Under President Rodrigo Duterte’s so-called

The SMaRT also investigates walk-in complaints from Manileños and assists in securing the city’s officials. But a caveat. Under its general guidelines, the memorandum says, “The administrative and operational control of the SMaRT office shall be directly supervised by the C, DID (Chief, District Intelligence Division) under the office of the District Director.” While SMaRT operates on the agenda of Mayor Moreno, its legitimacy depends on MPD headquarters. Because the team was created under the stewardship of General Danao, it would also only be Danao who could disband them. SMaRT is not a monolithic anti-crime group. It is manned by 64 people, consisting of two operations teams, administrative personnel, two deputy chiefs, and its commander, Major Ibay. Like Moreno, the commander of SMaRT is a proud “Tondo boy,” toughened by the harsh

His proudest achievement for the MPD was busting the Confederate Sentinels Group (CSG), a vigilante group that killed alleged criminals in Tondo. (Rappler earlier reported that there are strong indications that cops outsourced the CSG to carry out killings.)

Like his bosses, Ibay believes all the drug suspects shot down by cops in the anti-drug campaign fought back and threatened cops’ lives, despite the conviction of 3 cops in the killing of Caloocan teenager Kian delos Santos. When asked whether it was possible for cops to restrain themselves if there were no life threats, he responded, “Hangga’t wala kasi kayo sa posisyon namin sa sapatos na ginagalawan namin, madaling sabihin yun (As long as you’re not in our position and don’t walk in our shoes, that’s easy for you to say).” Under Moreno, Ibay has his drug-busting days behind him. At least for now. That Danao would disband the very idea he pitched is far-fetched, especially since he has shared the glory in presenting achievements, which span arrests as wide-reaching as Moreno’s ambitious promises. Every time SMaRT makes an arrest, Moreno holds a press briefing inside the historic Bulwagang Katipunan of the Manila City Hall, never forgetting to make special mention of Ibay and Danao. Both followed Moreno’s lead in presenting suspects, despite a ban from the PNP’s national headquarters – part of efforts to curb trials by publicity. Among the highlights of SMaRT operations are the arrest of the city’s most wanted rape suspect, the arrest of a dog butcher spotted through a social media post, and the arrest of so-called “jumpers” who stole electricity monitors from homes. SMaRT also tracked down the gun-toting barangay captain Amado Soriano who went viral on the internet. They also guarded and assisted Moreno in his much-publicized clearing operations in Binondo, Recto, and Divisoria. Moreno would even accompany them in operations, most recently in the shutting down of a gambling arcade posing as an amusement center in Isetann Recto. Asked why he joined the operation despite the security risk, Moreno said he “means business” in the capital. He also vowed that laws would be applied “equally” under his term. For Ibay and Moreno, their only goal in working together is to give Manileños something they never grew up with: a city that’s clean and safe for all. Can the boys from Tondo do it? (Rappler.com)
