Blue CabinSafeguardingPolicy

ThisdocumentoutlinesBlueCabin’spolicyonidentifyingandrespondingtoconcerns regardingthesafeguardingandprotectionofchildrenandyoungpeople,witha specificsectionontheprotectionofadultsatrisk Thispolicy,withtheassociated procedures,appliestoallstaff,freelancers,volunteers,boardmembersandanyone workingonbehalfofBlueCabin.

Policyoverview

BlueCabinbelievesthateveryonehastherighttogrowupinasafeandcaring environment,whichincludestherighttoprotectionfromalltypesofabuse.Theyhave therighttoexpectthatadultsinpositionsofresponsibilitydoeverythingpossibleto upholdtheserights.Thispolicyaimstoensurethatanyoneparticipatinginactivitiesor eventsdeliveredbyBlueCabinwilldososafely,withrespectandunderstanding,andbe freefromanyformofabuse

BlueCabinwilltakeallreasonablestepstoprotecttherights,healthandwell-beingof peoplewhotakepartinanyactivitiesoreventsorganisedbythecompany.Theexact definitionofwhatisareasonablelevelofcarewillbefurtherdefinedintherisk assessmentforanactivity,andwillvaryaccordingtotheageofthechildren/young peopleinvolved,thecircumstances(includinglength,intensityandlocation)ofthe activityoreventandtheextenttowhichitisapartnershipwithotheragenciesor schools Theadditionalvulnerabilityofsomechildrenandyoungpeopledueto disability,neuro-diversity,communicationneeds,previousadverseexperiences, exposuretodiscrimination,LGBTQ+childrenandyoungpeople, exclusionfrompositive opportunitiesbyvirtueofsocialorenvironmentalfactorswillalsobeconsidered.

IfanyparticipantsofBlueCabineventshaveconcernsaboutoursafeguardingpolicyor procedures,wewouldencouragethemtocontactustodiscussthisandweare committedtolisteningandrespondingaccordingly.Inaddition,ifstaff,freelancersand /orvolunteershaveanyconcernsaboutoursafeguardingpolicyorprocedures,we wouldencouragethemtocontactthenamedDSOinthisdocument.

TherearethreemainelementswithinourSafeguardingPolicy:

1 Preventionthroughthedevelopmentofsaferrecruitmentandselection processes;theappointmentofadesignatedsafeguardingofficer,deputy,and leadtrusteeforsafeguarding;safeguardingriskassessmentandrisk managementofallouractivitiesinvolvingchildrenandyoungpeople,whether onlineoroffline;inductionandtrainingprogrammesforourworkforce; staff/volunteermanagementandsupervision;clearcodesofconductforstaff andyoungpeople;informationsharingandempowermentofourchildren,young peopleandtheirparents/carers;thedeliberatecultivationofasafeguarding cultureinourorganisation,sothateveryoneknowswhomtospeaktoiftheyhave aconcern,andfeelssafetodoso.

Protectionbyfollowingagreedproceduresandensuringthatweputinplace robustproceduresforrespondingtoconcernsaboutachildwhomaybeatrisk; ensuringthatwedevelopandembedproceduresforrespondingtoconcerns thatamemberofourworkforceoranotherchildandyoungpersonlinkedtoBlue Cabinmaypresentarisktoothers;takingstepstocheckthatoursafeguarding proceduresarefollowedandareeffectiveindealingwithconcernsthatarise; regularlyauditingandupdatingoursafeguardingpoliciesandproceduresso thattheyremainfitforpurpose;ensuringthatweworkactivelyandinpartnership withchildren,youngpeople,parentsandcarersandotherorganisations, includingstatutoryauthorities;ensuringthatwehaveprocessesinplaceto escalateconcernswithintherelevantauthoritiesifwetaketheviewthatthey havenotbeenfullyinvestigatedand/orthatachildremainsatrisk;ensuringthat ourrecording,informationsharingandinformationstorageproceduresand processesareeffectiveandcompliantwithoursafeguardingresponsibilitiesas wellasdutiesunderdataprotectionlegislation

Categoriesofabuse

Thispolicycoversfourpotentialareasofabusethatachildoryoungpersonmay encounteriftheyarebeingabused-

PhysicalAbuse

Physicalabusemayincludetheactualorlikelyinjurytoachild,orfailureto preventphysicalinjuryorsufferingtoachild.Physicalharmmaybecausedwhen aparentorcarerdeliberatelycausesillhealthtoachildtheyarelookingafter,or whentheyfeignorfalsifythesymptomsofhealthorillhealthinsomeone.

Emotionalabuse

Emotionalabuseisthepersistentemotionalilltreatmentofachildsuchasto causesevereandpersistentadverseeffectsonachild’semotional development Itmayinvolveconveyingtochildrenthattheyareworthlessor unloved,inadequateorvaluedonlyinsofarastheymightmeettheneedsof anotherperson Itmayinvolvecausingchildrenfrequentlytofeelfrightenedorin danger,orinvolvetheexploitationorcorruptionofchildren

Sexualabuse

Sexualabuseinvolvesforcingorenticingachildoradolescenttotakepartin sexualactivities,whetherornotthechildisawareofwhatishappening.The activitiesmayinvolvephysicalcontact,involvingpenetrative(e.g.rapeand buggery)ornon-penetrativeacts.Theymayincludenon-contactactivitiessuch asinvolvingchildreninlookingatortheproductionofpornographicactivitiesor watchingsexualactivities,orencouragingchildrentobehaveinsexually inappropriateways

Neglect

Neglectisthefailuretoprotectachildfromtheexposureofanykindofdanger andmayincludethefailuretomeetachild’sbasicphysicalandorpsychological needs.Itmayinvolveaparentorcarerfailingtoprovideadequatefood,shelter andclothing,orthefailuretoensureaccesstoappropriatemedicalcareor treatment.Itmayalsoincludeneglectoforunresponsivenesstoachild’sbasic emotionalneeds.

FemaleGenitalMutilation

Bullyingandcyberbullying

Bullyingiswhenindividualsorgroupsseektoharm,intimidateorcoerce someonewhoisperceivedtobevulnerable(OxfordEnglishDictionary,2021). Itcaninvolvepeopleofanyage,andcanhappenanywhere–athome,schoolor usingonlineplatformsandtechnologies(cyberbullying).Thismeansitcan happenatanytime.

Onlineabuse

Technologyisanintegralpartofchildren’sandyoungpeople’slives Ithas transformedthewaytheylearn,play,connectandcommunicate Buttheseopportunitiesdon’tcomewithoutrisk Childrenandyoungpeople mayexperienceabuseonlineandtheymaybeexposedtoharmfulcontent And thiscanhavealong-lastingimpactontheirwellbeing

CountyLines

Countylinesisaformofcriminalexploitationwhereurbangangspersuade, coerceorforcechildrenandyoungpeopletostoredrugsandmoneyand/or transportthemtosuburbanareas,markettownsandcoastaltowns(Home Office,2018).ItcanhappeninanypartoftheUKandisagainstthelawandaform ofchildabuse.

Other

Therearealsoothertypesofabusesuchasforcedmarriage,honourbased violence,radicalisation,andlivingwithmultipleadversitiesthatcouldinclude domesticabuse,parentalmentalhealthissues,and/orparentalsubstance misuse

1.Measureswetaketohelppreventabuse

Inadditiontogoodhealth&safetypractice,thereareanumberofpreventative measuresthatcanbetakeninordertopromoteeffectivesafeguarding

RolesandResponsibilities

AllmembersoftheBlueCabinworkforceareobligedtofollowthispolicyandour codeofconductinordertomaintainanenvironmentthatpreventsexploitationand abuse,andwhichencouragesreportingofbreachesofthispolicyusingthe appropriateprocedures.Someofourworkforcehaveadditionalresponsibilitiesfor safeguarding:

DesignatedSafeguardingOfficer(DSO)

TheDSOisresponsiblefortakingtheleadon:

● ensuringtheorganisation,withrelevantHRsupport,practisesasafer recruitmentprocessandthatallstaff,volunteersandworkershavethe appropriatelevelsofDBScheck.

● receiving,recordingandrespondingtosafeguardingconcernsthatachildor adultmaybeatriskofabuse;

● receiving,recordingandrespondingtoconcernsorallegationsthatastaff memberorvolunteeratBlueCabinmaypresentarisktochildrenoradults;

● ensuringchildrenandadultsatriskwhoareinvolvedinactivitiesatBlue Cabinandtheirparents/carers/familiesknowwhotheycantalktoifthey

haveawelfareconcernandunderstandwhatactiontheorganisationwill takeinresponse;

● ensuringrecordingproceduresareimplementedandthatrecordsarestored andretainedaccordingtolegalrequirementsandtheorganisation’s safeguardingandchildprotectionpolicyandprocedures;

● workingcloselywiththemanagementteamandsafeguardingtrusteetoalert themtorelevantconcernsandallegationsasnecessary,andtoensurethey arekeptuptodatewithsafeguardingissuesandarefullyinformedofany concernsaboutorganisationalsafeguardingandchildprotectionpractice;

TheTrusteesareultimatelyresponsibleforensuringthatBlueCabinworkforce membersareawareofthepolicyandproceduresandaresupportedtoimplement andworkinaccordancewiththem,aswellascreatingamanagementculturethat encouragesafocusonsafeguarding TheBlueCabinTrusteeBoardholdsultimate accountabilityforthispolicy.Theywill:

● ensure safeguarding policies and procedures are in place and being followed;

● ensuretherearecheckstoconfirmstaffaresuitabletocarryouttheirroles;

● ensure there is ongoing monitoring and review processes in place to check safeguards are being implemented in practice andthatthecontrolsinplace areeffective;

● actively promote a culture and environment whereby all staffareenabledto raiseconcernsandunderstandtheirsafeguardingresponsibilities;

● appoint a Safeguarding Trustee on the Board whose role is one of scrutiny, keeping up to date with the Charity Commission requirements for safeguarding and to support the DSO in assessing and managing safeguardingrisks;

● ensure that serious incidents are reported to the Charity Commission for EnglandandWales;

● support the Director in managing any safeguarding allegations against membersoftheworkforce;

● ensurethatBlueCabinallocatessufficientresources,includingtrainedstaff andtrustees,forthearrangementstosafeguardandprotectchildrenand adults.

ContactBlueCabin’sDSOandsharetheinformationwiththem.Theywilldecidenext stepsbasedupontheevidenceandinformationprovidedtothem.Onceadisclosure hasbeenmadeamultiagencyreferralmustbesubmittedwithin24hourstosocial services.BlueCabin’sDSOwillcontacttherelevantpersondetailedwithinAppendix2. Recordandmaintainarecordofthefactthatyouhavemadeareferraltothe DesignatedSafeguardingOfficer.

BlueCabin’sDSOwillarrangeafollowupcheckinconversationwithyoutodiscussany furthersupportyoumayneed.

WhatifIsuspectachildisbeingabused?

AmemberofstafforpersonworkingonbehalfofBlueCabinwhosuspectsthatachild oryoungpersonisexperiencingabuseshouldimmediatelyinformBlueCabin’sDSO (seeabove)oranothermemberoftheSafeguardingteamiftheyarenotimmediately available. Youshouldalsocompleteanincidentreportform(Appendix1)toensurea carefulrecordismadeofanyconcernorrelevantincidents.Appropriateactionwillbe discussed,andBlueCabin’sDSOwilltheninformtherelevantLocalAuthority’s SafeguardingOfficeoroutofhoursEmergencyDutyTeamMemberoftheincident (Appendix2).

WhatifIsuspectthatanadulthasengagedininappropriate behaviour?

Ifyouareconcernedwithaparticularbehaviourthatyouhavewitnessedortheoverall behaviourofapersonyoushouldcompleteanincidentreportform(Appendix1)and immediatelyinformtheDesignatedSafeguardingOfficerwho,inconjunctionwiththe relevantcolleaguesorappropriatememberofstaffintheschool/organisationthe eventoractivityistakingplacein,willdecideontheappropriateactiontotake.Thismay rangefromhavingadiscussionwiththepersoninquestiontoconductingan investigation,whichmayleadtoexternalparties(suchassocialservices)being informed(Appendix2)

Inappropriatebehaviourtowardsstaff

IfamemberofstafforpersonworkingonbehalfofBlueCabinexperiences inappropriatebehaviourfromchildrenoryoungpeople,includingapproachesofa sexualorprovocativenaturethiscanbeaddressedbyaresponsewhichisclearly discouragingwithoutbeinginsensitive,supportedbystrictadherencetotheprinciples ofopennessoutlinedabove,andbybehaviourwhichconsistentlyandvisiblytreatsall childrenandyoungpeopleequally.However,wheneverayoungperson,adultatriskor memberofstaff:

● experiencesinappropriatebehaviour

● ishurt

● isdistressed

● isinvolvedinamisunderstandingofapotentiallyseriousorpersonalnature

● issubjecttoanyotherincidentdeemedtoberelevanttothispolicy

Theincidentshouldimmediatelybereportedto:

● theDesignatedSafeguardingOfficer,and

● thepersonresponsibleforsafeguarding/childprotectionwithin the/organisationinwhichtheactivityoreventistakingplace

Thedetailsshouldberecorded,ensuringthatneitherthestaffmember,freelancer, volunteerorthechildoryoungpersonisleftunsupportedinavulnerablesituation The issueshouldbeaddressedwiththechildoryoungpersonand/ortheircarerorkeyadult whereappropriateandanincidentform(Appendix1)shouldbecompleted BlueCabin’sDSOwillarrangeafollowupcheckinconversationwithyoutodiscussany furthersupportyoumayneed.

4.SafeguardingandPartnershipWorking

4.5ContinuousImprovement
