| Schuylkill County Office SCHUYLKILL COUNTY GENERAL 4-H LIVESTOCK & DAIRY RULES Amended March 2021 by 4-H Educator

The following general 4-H livestock & dairy rules apply to Schuylkill County 4-H members and supersede all prior rules. General 4-H rules in the Schuylkill County Fair book shall apply in addition to: 1. Members must have passed their eighth (8th) birthday as of January 1st of the current year and must not have passed their 18th birthday as of January 1st.

2. 4-H Enrollment: members must be registered with the extension office by March 31st for NEW or RETURNING club members in order to exhibit animals at round-up (Schuylkill County Fair). All 4-H members must attend 75% of their clubs scheduled meetings by June 30th. In order to exhibit, meeting attendance requirements must be met. New members will be accepted after March 31st, but these members may only be allowed to exhibit in the general entry building at round-up (Schuylkill County Fair). They will not be permitted to exhibit an animal.

You must pay your required membership fee at the time of enrollment.

3. All livestock and dairy members must attend one quality animal management training (QAM) annually whether it is in their project county or in another county prior to their Round-up each year.

If the member does not, they may not exhibit that year. This is a state 4-H rule, not a county rule.

4. Any person wishing to exhibit in livestock and/or dairy must complete the online registration for livestock and/or dairy July 1st.

5. Members must carry a 4-H record book for each type of animal project exhibited in 4-H livestock and dairy.

6. Members who exhibit 4-H projects in fairs and/or round-up shall compete in all 4-H classes for which they are eligible, including fitting and showmanship classes.

7. The total number of market animals that can be exhibited, shown, and sold is 4, with the following limits for each species: a. Swine-2 b. Market Goats-2 c. Market Lambs-2 d. Pen of Rabbits-1 e. Market Steer-1 f. Dairy Beef-1 g. Roaster Rabbit-1 8. Weight allowance: Upon weigh in at the fair, livestock (market steer, hog, goat, lamb and dairy beef) animals will be given a 5-pound weight allowance under and over the minimum and maximum required weight. As for market meat pens of rabbits, they will be given 4 oz. weight allowance per rabbit. The roaster rabbits will be given an 8 oz. weight allowance.

9. Dress Code for Round-up: Must wear boots- no open toed shoes; long pants or skirt below the kneesno shorts; club shirt or appropriate button down (this is each club’s decision); no hats. Each member is expected to wear appropriate attire. Certain classes (i.e., dairy classes) may require specific attire.

10. The member is to be caring and fitting his/her animal for the duration of the project. Limited assistance will be permitted. If there is an issue with this, please contact the 4-H Educator immediately.

11. To set a good example for 4-H, your animals are expected to be clean and well-groomed upon arrival and throughout the fair.

12. All members are expected to attend fair set-up and tear down. Each club will be responsible for certain areas of set-up and tear down. It is your responsibility to assist your club. Check with your club leader to learn more about your club’s responsibilities.

13. Livestock animals will be hauled away by private buyers and the packer on Sunday following the fair. Members are responsible for caring for their projects up until their release from the fairgrounds. Members are expected to assist with the loading of animals. Regarding market Swine: All overweight and underweight hogs must stay for the week. However, exhibitor may choose to send the hog to a private processing facility (4-H will provide approved processing facilities list) on Sunday following the fair, or exhibitor may choose to send the hog to the packer for packer value. All market hogs must have a terminal destination. Exhibitor must notify 4-H/FFA staff of your decision by Saturday 4pm, the day hogs weigh-in. Additionally, underweight and overweight swine may show in the showmanship and fitting divisions. They may not show in weight divisions. For all other livestock other than market swine: If an exhibitor has an overweight or underweight animal, the exhibitor can either choose to take the animal home the night of weigh-in or show the animal in the showmanship and fitting divisions.

The animal will not have a market division class and may not compete for champion or reserve.

There is an exception in the dairy beef show, please see the dairy beef specie specific rules for showmanship and fitting divisions.

14. All 4-H exhibitors must have their books (digital and/or printed copy) up to date through July of the current year in order to exhibit and sell animals at the fair. Club leaders are responsible for checking the books prior to fair week. If the books are not up to date, the exhibitor will not show and/or sell.

If an exhibitor is found not doing his/her own work or is allowing another person to do his/her work, the exhibitor will not be permitted to show and/or sell. If a member has extenuating circumstances, contact the 4-H Educator. Accommodations may be made.

15. All livestock animals must show and place in a weight division in order to sell at the fair. If an animal cannot walk on its own free will through the sale, it may not be sold. If death occurs between show day and sale day, the animal or products of that animal may not be sold.

16. All livestock ear tags naming the farm, sale, or origin in which the exhibitor purchased or bred the animal must be removed prior to fair. Required ear tags are specific to each specie. Read specific specie rules for requirement. If an exhibitor needs an ear tag or needs assistance interpreting the rules, contact the extension office.

17. There are three age divisions for livestock and dairy showmanship. Junior (8-12), Intermediate (1315), and Senior (16-18).

18. There are two age divisions for livestock fitting. Intermediate (13-15) and Senior (16-18). There will be a junior “cleanliness” award for livestock. This class will not be judged on the fitting of the animal but on how clean the animal is for show.

19. If an animal becomes unruly in the show ring and the owner is unable to control the animal, the animal will be removed from the show ring for the safety of all involved. It will be up to the show committee and judge as to whether to place the unruly animal or not. It is recommended that when selecting a larger animal, the member be an older 4-H’er or have some prior experience.

20. The Extension Educator will make final judgments about unforeseen exceptions. The Educator may seek advice from the 4-H Livestock Advisory Committee and review both sides of the situation before making the final call.

21. Specific Specie Rules: refer to specific specie rules.

22. Animal Health Rules: refer to the front of the fair book for all animal health requirements.

23. Any animal not meeting class guidelines by weigh-in will be disqualified.

24. If the member does not own the animal (ie: dairy cattle, breeding sheep, dairy goat, etc.-does not include market animals), the member must lease the animal and fill out the proper papers prior to May 1st of the project year. The member may obtain these papers by contacting the 4-H Educator.

25. GROOMING for Livestock: Use only grooming products that are approved for use on meat producing animals when fitting any animal for show. Unapproved products may contain ingredients that result in unacceptable residues in the meat. If it is not certain that a product is residue safe and approved for use on meat animals, don’t use it!

26. GROOMING for Dairy: Use only grooming products that are approved for use on meat and milk producing animals when fitting any animal for show. Unapproved products may contain ingredients that result in unacceptable residues. If it is not certain that a product is residue safe and approved for use on meat and milk animals, don’t use it!

27. The 4-H Livestock Program holds a Livestock Sale Buyer’s Reception prior to the start of the sale, Thursday evening of fair week. The banquet will be organized and run by a committee representing a minimum of one adult individual from each livestock club. Each club will have reception responsibilities prior, during and following the reception. It is the club representative’s responsibility to correspond reception details to their respective club. Check with your club leader to learn more.

SCHUYLKILL COUNTY 4-H ALPACAS RULES Amended March 2021 by 4-H Educator

The following Alpaca Rules apply to Schuylkill County 4-H members.

1. Project animals must be identified by May 15th of the current year with the Extension Office unless the project animal is born to the member’s dam following that date.

2. Two or more 4-H members may not use the same animal as their 4-H project animal.

3. Only 4-H project animals may be shown.

4. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward.

5. Each animal must be individually identified by an official method (i.e. USDA issued ear tag, 15 digit animal identification number ear tag with “840”, or electronic implant). All projects must be registered with the member’s club leader and the Schuylkill County Extension Educator by May 15th.

SCHUYLKILL COUNTY 4-H BREEDING BEEF & DAIRY CATTLE RULES Amended March 2021 by 4-H Educator

The following Breeding Beef & Dairy Cattle Rules apply to Schuylkill County 4-H members and supersede all prior rules.

1. The Pennsylvania Junior Dairy Show Rules apply to the dairy project. The rules may be found at: http://www.das.psu.edu/4h/dairy/ 2. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward.

3. All animals entered in the breeding classes must be recorded or accepted for registry in the recognized books of their respective U.S. Breed Association. Exhibitors must have registration papers available for inspection at all times.

4. Members shall compete in all 4-H classes for which they are eligible, including fitting and showmanship.

5. All animals must be identified by an official ear tag or other unique identification device approved by PDA. Official identification includes: USDA-issued National Uniform Ear Tagging System (NUES) ear tag having a US shield, a 15 digit Animal Identification Number (AIN) ear tag starting with “840” and having a US Shield. Brands and breed registrations with tattoos are not acceptable. However, identification must correspond to the animal’s papers.

6. Appropriate clothing customary to the dairy classes should be worn for all dairy classes.

7. If the member does not own the animal, the member must lease the animal and fill out the proper papers prior to May 1st of the project year. The member may obtain these papers from the extension office. (Dairy and Breeding Beef) 8. A member may exhibit up to two entries per class except for group classes. If an exhibitor has more than one entry, it is his/her responsibility to find a substitute showman.

SCHUYLKILL COUNTY 4-H BREEDING MEAT GOAT RULES Amended March 2021 by 4-H Educator

The following Breeding Meat Goat Rules apply to Schuylkill County 4-H members and supersede all prior breeding meat goat rules.

1. Project animals must be does or bucks for the breeding meat goat project.

2. All goats must be in member’s possession by May 1st of the project year unless kid is born to the member’s doe following this deadline. If animals have papers, they must be registered in the name of the exhibitor in order to show unless project lease papers have been completed and turned in by May 1st.

3. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward. Member is to be caring and fitting his/her animal for the duration of the project. Limited assistance will be permitted.

4. All goats must be ear tagged with an official USDA scrapies program ear tag or bear a breed registration tattoo if the animal is accompanied by a registration certificate and the tattoo is legible.

5. Goats shown in the breeding project cannot be shown in the market classes and vice versa.

6. Boer goats must be registered as full bloods or purebred Boer goats to show in Full blood classes.

Percentage Boer goats must have papers listing the animal as a percentage Boer to show in percentage classes. All non-papered animals will show in crossbred classes.

SCHUYLKILL COUNTY 4-H BREEDING SHEEP RULES Amended March 2021 by 4-H Educator

The following Breeding Sheep Rules apply to Schuylkill County 4-H members and supersede all prior breeding sheep rules.

1. Project animals must be ewes or rams for the breeding sheep project. All sheep must be docked.

2. All sheep must be in member’s possession by May 1st of the project year unless lamb is born to the member’s ewe following this deadline. If animals have papers, they must be registered in the name of the exhibitor in order to show unless project lease papers have been completed and turned in by May 1st.

3. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward. Member is to be caring and fitting his/her animal for the duration of the project. Limited assistance will be permitted.

4. All sheep must be ear tagged with an official USDA scrapies program ear tag or bear a breed registration tattoo if the animal is accompanied by a registration certificate and the tattoo is legible.

5. Lambs shown in the breeding project cannot be shown in the market classes and vice versa.

SCHUYLKILL COUNTY 4-H DAIRY BEEF FEEDER STEER RULES Amended March 2021 by 4-H Educator

The following Dairy Beef Rules apply to Schuylkill County 4-H members and supersede all prior dairy beef rules.

1. Each member is allowed to raise, show and sell one male (1) dairy beef project animal for the Schuylkill County 4-H Round-up. However, the member may tag two animals and decide which to bring to round-up.

2. Calf must be of one (1) dairy breed. Crossbreds of dairy or meat breeds are not allowed. It is recommended that Holstein calves be used rather than a smaller dairy breed. The dairy breeds are as followed: Jersey, Brown Swiss, Guernsey, Holstein, Red & White Holstein, Milking Shorthorn, Ayrshire, and Lineback.

3. The calf must be born in January of the project year. It must be purchased and in the member’s possession within one week or less of birth. Therefore, all dairy beef project members must have their dairy beef within their possession by February 7th.

4. The bull calf must be castrated and have horns removed. The only acceptable forms of castration that will be permitted are banding or surgical removal of the testicles. Every effort possible is to be made to properly dehorn the animal as to eliminate occurrence of scurs. These procedures should be completed at about 1 month of age. No clinical signs of castration or dehorning should be visible at fair arrival.

5. All animals must be identified by an official ear tag or other unique identification device approved by PDA. Official identification includes: USDA-issued National Uniform Ear Tagging System (NUES) ear tag having a US shield, a 15 digit Animal Identification Number (AIN) ear tag starting with “840” and having a US Shield. Calves must be registered with the 4-H club leader and the Schuylkill County Extension Educator by February 10th.

6. Minimum weight at Round-up to be eligible for competition in the weight classes is 400 pounds. All underweight animals may not sell during the sale but go for the packer price. If an exhibitor has an underweight animal, the exhibitor can either choose to take the animal home the night of weigh-in or show the animal in the showmanship and fitting divisions. The animal will not have a market division class and may not compete for champion or reserve. The calf must show in a weight division in order to sell at the sale during Round-up week. Please see the rule # 9 on showmanship and fitting.

7. Members shall compete in all 4-H classes for which they are eligible, including fitting and showmanship. Since there are many weight divisions, we will have division champions. Division champions will compete for selection of overall grand and reserve grand champion.

8. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward.

9. Due to large numbers of dairy beef, there will be two dairy beef judges (a type and a showmanship/fitting judge). The judges will judge simultaneous with the exhibitors showing to the

type judge (judge #1). The show and fit judge (judge #2) will determine which exhibitors will come back in for placement in their respective age categories prior to the selection of champion.

Underweight dairy beef will be shown in their own showmanship and fitting class prior to the first weight division. Should the show/fit judge choose for them to come back, they will come back with the rest of the other dairy beef in their respective age categories prior to the selection of champion.

10. The dairy beef project is to be raised, shown, and fitted as a beef animal, not a dairy animal. This is a beef project. This animal will be judged as it is going to a feed lot, not a terminal show. This is not a terminal show for the animal.

SCHUYLKILL COUNTY 4-H DAIRY GOAT RULES Amended March 2021 by 4-H Educator

The following Dairy Goat Rules apply to Schuylkill County 4-H members and supersede all prior dairy goat rules.

1. The dairy goat classes follow the American Dairy Goat Association rules. A copy of these rules may be found at the ADGA website. They are listed in the *year* Guidebook at: http://www.adga.org/ 2. As recognized by ADGA, the approved 9 breeds of dairy goats are as followed: Alpine, LaMancha, Nigerian Dwarf, Nubian, Oberhasli, Saanen, Sable, Toggenburg, and Recorded Grade. However, for exhibitors that do not have papers on their dairy goat, all non-papered animals will show in crossbred classes.

3. Non-papered dairy goats must be 100% of a dairy breed(s). No crosses with meat goat genetics will be permitted.

4. Project animals may only be does for the dairy goat project and may not show in the market goat classes.

5. All goats must be dehorned.

6. Appropriate clothing customary to the dairy classes should be worn for all dairy classes.

7. All goats must be in the member’s possession by May 1st of the project year unless the kid is born to the member’s doe following this deadline.

8. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward. Member is to be caring and fitting his/her animal for the duration of the project. Limited assistance will be permitted.

9. All goats must be ear tagged with an official USDA scrapies program ear tag or bear a breed registration tattoo if the animal is accompanied by a registration certificate and the tattoo is legible. If you have a non-papered doe, they must bear an official scrapies tag/tattoo.

SCHUYLKILL COUNTY 4-H MARKET GOAT RULES Amended March 2021 by 4-H Educator

The following Market Goat Rules apply to Schuylkill County 4-H members and supersede all prior market goat rules.

1. Each member is allowed to raise, show and sell two (2) market goat project animals for the Schuylkill County 4-H Round-Up. However, the member may tag up to four animals and decide which to bring to fair.

2. Project animals must be wethers or does for the market goat project. Larger breeds of Boer and Boer crosses are recommended. Some meat breeds you might also want to consider are: Boer, Spanish, Kiko, Tennessee, and Crosses.

3. Goats must be born after November 1 of the year prior to the project year and be in the member’s possession by May 15th of the project year.

4. All animals must be castrated. Castration wounds and scrotal sacs must be fully healed and dry.

Goats may either be dis-budded or tipped. These procedures should be completed at about 1 month of age. No clinical signs of castration or dehorning should be visible at fair arrival.

5. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward.

6. All goats must be ear tagged with an official USDA scrapies program ear tag. All projects must be registered with the member’s club leader and the Schuylkill County Extension Educator by May 15th.

7. Market goats must weigh a minimum of 60 lbs. and may not exceed 120 lbs. to be eligible for competition in the weight classes. All underweight and overweight animals may not sell during the sale but go for the packer price. If an exhibitor has an underweight or overweight animal, the exhibitor can either choose to take the animal home the night of weigh-in or show the animal in the showmanship and fitting divisions. The animal will not have a market division class and may not compete for champion or reserve. The market goat must show in a weight division in order to sell at the sale during Round-Up week.

8. All market goat bodies must be slick sheared with leg hair being optional.

SCHUYLKILL COUNTY 4-H MARKET LAMB RULES Amended March 2021 by 4-H Educator

The following Market Lamb Rules apply to Schuylkill County 4-H members and supersede all prior market lamb rules.

1. Each member is allowed to raise, show and sell two (2) market lamb project animals for the Schuylkill County 4-H Round-up. However, the member may tag up to four animals and decide which to bring to round-up.

2. Project animals must be wethers or ewes for the market lamb project. All lambs must be docked and wethers must be properly castrated. The only acceptable forms of castration that will be permitted are banding or surgical removal of the testicles. This procedure should be completed at about 1 month of age. No clinical signs of castration should be visible at fair arrival.

3. All lambs must be in member’s possession by May 15th of the project year.

4. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward.

5. All lambs must be ear tagged with an official USDA scrapies program ear tag, which may be obtained through the extension office. All projects must be registered with member’s 4-H leader and the Schuylkill County Extension Educator by May 15th.

6. Market lambs must weigh a minimum of 80 lbs. with no maximum weight to be eligible for competition in the weight classes. All underweight animals may not sell during the sale but go for the packer price. If an exhibitor has an underweight animal, the exhibitor can either choose to take the animal home the night of weigh-in or show the animal in the showmanship and fitting divisions.

The animal will not have a market division class and may not compete for champion or reserve. The market lamb must show in a weight division in order to sell at the sale during Round-up week.

7. All market lamb bodies must be slick sheared with leg wool being optional.

SCHUYLKILL COUNTY 4-H MARKET STEER RULES Amended March 2021 by 4-H Educator

The following Market Steer Rules apply to Schuylkill County 4-H members and supersede all prior market steer rules.

1. Each member is allowed to raise, show and sell one (1) market steer project animal for the Schuylkill County 4-H Round-up. However, the member may tag two animals and decide which to bring to round-up.

2. The beef steer must be owned by the member by January 1st of the project year. All animals must be identified by an official ear tag or other unique identification device approved by PDA. Official identification includes: USDA-issued National Uniform Ear Tagging System (NUES) ear tag having a US shield, a 15 digit Animal Identification Number (AIN) ear tag starting with “840” and having a US Shield. All steers must be registered with the member’s club leader and the Schuylkill County Extension Educator by January 1st.

3. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward.

4. Minimum weight at Round-up to be eligible for competition in the weight classes is 1000 pounds.

All underweight animals may not sell during the sale but go for the packer price. If an exhibitor has an underweight animal, the exhibitor can either choose to take the animal home the night of weigh-in or show the animal in the showmanship and fitting divisions. The animal will not have a market division class and may not compete for champion or reserve. The steer must show in a weight division in order to sell at the sale during Round-up week.

5. The steer must be castrated and dehorned. The only acceptable forms of castration that will be permitted are banding or surgical removal of the testicles. Every effort possible is to be made to properly dehorn the animal as to eliminate occurrence of scurs. These procedures should be completed at about 1 month of age. No clinical signs of castration or dehorning should be visible at fair arrival.

6. All market steers must be of a beef breed. No dairy cattle crossbreds will be accepted.

SCHUYLKILL COUNTY 4-H MARKET SWINE RULES Amended March 2021 by 4-H Educator

The following Market Swine Rules apply to Schuylkill County 4-H members and supersede all prior market swine rules.

1. Each member is allowed to raise, show and sell up to two (2) market swine project animals for the Schuylkill County 4-H Round-up. However, the member may tag four animals and decide which to bring to round-up.

2. Project animals must be barrows or gilts. All swine must be in the member’s possession by May 15th of the project year.

3. All animals must be permanently identified by an official 840 series radio frequency identification (RFID) ear tag and the ear tag number is recorded on the CVI. A CVI must be issued within 14 days of the fair.

4. The member is to be the only person handling the animal in the show ring during competition. Any assistance required during the competition will be provided by the ringmaster or steward.

5. Market hogs must weigh a minimum of 225 lbs. and may not exceed 285 lbs. to be eligible for competition in the weight classes. All underweight and overweight animals may not sell during the sale but go for the packer price. If an exhibitor has an underweight animal, the exhibitor can either choose to take the animal home the night of weigh-in or show the animal in the showmanship and fitting divisions. The animal will not have a market division class and may not compete for champion or reserve. The market hog must show in a weight division in order to sell at the sale during Round-up week.

6. Market swine must have a minimum of ¾ inch of hair. Hair length will be inspected at weigh-in and immediately prior to show. Pigs with less than ¾ inch of hair will be disqualified and returned to the exhibitor. Exhibitors are responsible for removal of disqualified animals from fairgrounds property.

Trimming of ears, tail, face, and underlines are permissible.

SCHUYLKILL COUNTY 4-H MARKET RABBIT, ROASTER RABBIT & BREEDING RABBIT RULES Amended March 2021 by 4-H Educator

The following Market Rabbit, Roaster Rabbit & Breeding Rabbit Rules apply to Schuylkill County 4-H members and supersede all prior rules.

1. Meat pens will consist of 3 rabbits of all the same breed and variety. Weight limit must be between 3.5 and 5.5 pounds for each rabbit. The pen will be disqualified if any one rabbit is disqualified because of breed or weight. Meet pen age limit may not exceed 10 weeks.

2. Roaster Rabbit Division- all rabbits entered in this class must be under 6 months of age. Minimum weight over 5.5 pounds. Maximum weight 9 pounds. Exhibitors may only exhibit one roaster rabbit per year.

3. Each member is allowed to raise, show and sell 1 meat pen for the Schuylkill County 4-H Round-up.

However, the member may tattoo eight (8) animals and decide which to bring to round-up.

4. Each member is allowed to raise, show, and sell 1 roaster for the Schuylkill County 4-H Round-up.

However, the member may tattoo eight (8) animals and decide which to bring to round-up.

5. 4-H’er must breed the pen of three rabbits and roaster from their own doe.

6. All rabbits must be in member’s possession by February 1st of the project year unless born to the member’s doe following this deadline. (For roaster rabbits) 7. All rabbits must be in member’s possession by May 1st of the project year unless born to the member’s doe following this deadline. (For meat pen rabbits) 8. The standards and guidelines for judging meat classes and showmanship will follow The Standard of Perfection established by The American Rabbit Breeders Association (ARBA). A copy of these rules may be obtained through the extension office or ARBA at http://www.arba.net/index.htm 9. The four factors, in the order of their importance in judging meat pens, are as follows: (1) Meat Type (2) Condition (3) Uniformity (4) Fur. The three factors, in order of their importance in judging roaster rabbits, are as follows: (1) Meat Type (2) Condition (3) Fur 10. The meat pen and roaster must show & place in a weight division in order to sell at the sale during Round-up week.
