SincethebreakoutoftheCOVID19, Chinahasbeenrespondingactivelywith diverseapproachestokeepthesituationin control.Comparedtothefullopeningup policiesinWesterncountries,China's governmentcouldnotaffordthemassive infectionsandconsequentunemploymentof thepopulationandtheenormouspressureput forceonthemedicalindustryduetoChina's relativelylowstatusofindustrialand commercialdevelopment,sothegovernment hadtomaintainandlockdowntheepidemic spreadwithinthestreetandevencommunity levelasmuchaspossibleThisshortlived healthofthepopulationattheexpenseof economicdevelopmentisquestionableandthe downsideisbeginningtoemerge:rising insecurityamongthepopulationleadstoa declineinsocialstability:familyand workplacestressbecomeaninevitabletopic, leadingtounemploymentandevendivorce andtheseparationoffamilymembers

Severalalternativesareproposedas followstoaddressthepandemicandmaintain anoverallhighlevelofpublichealth.Criteria chosenareeconomicpressure,society feedbackandeffectivenessByeconomic pressureitrefersnotonlytothestruggleof individualsandtheirfamiliesbutalso,more importantly,howmuchburdenthecentraland localgovernmentsareundergoinggiventhat inChina,politicalstabilityispivotalinpolicy makingSocietyfeedbackmainlyfocuseson howsocietymemberswillreacttoand evaluatethepolicyEffectivenesswillbe valuedbyhowmuchtheoverallpublichealth

statuswillbeimprovedwiththe implementationofthepolicyAlternativesand theirprosandconsarestatedinTable1.

Method

Thefirstalternativeisa48hourpolicy. situationofopeningupandbeingfreefrom NAATtestscantakeplaceinsomepartsof borderslikeYiliinXinjiangProvinceand specialadministrativeregionsHongKong andMacao(StateCouncil,2021)5Recently thegovernmentplanstoreinforceborder control6butintermsofprotectingand facilitatingtradeopportunitieswithother countries,theseregionsshouldchooseto directlycombatCOVID19.Whenevercases showup,noNAATtestsarerequired Becauseoftheirpositivefinancialstatus,these governmentsareabletotakeadvantageof resourceslocallyandabroadCitizensare allowedtoholdbusinessconversationsand partiesanywhereandanytimetheywouldlike toSocialfeedbackisthehighestunderthis policyAlso,economicpressurecanbe neglectedconsideringcontinuoustradewith foreigncountriesTheonlythingmatteris effectiveness:accordingtoarecentstudy, evenwithahighcoveragerateofvaccine: albeittheoverall2dosevaccinationcoverage was64%,mortalityinHongKongstillpeaked at38permillionpeople,reachingatotalof 5906deathsreportedduringJanuary6March 21,20226 .

Discussion

Tosumup,the72hourpolicyis comprehensivelythemostsuitableoneforthe currentsituationinChina.Withoutadoubt, NAATisoneofthemosteffectivewaysof detectinginfectedindividuals.Furthermore,a requirementofa72hourtestcertificatebefore enteringpublicspaceenablesastableand healthysocietyAlthoughthegovernment mighthavetogivefundstoamplifythehealth caresystemtomakeupfortheexpenseof takingtheNAATtest,thecostcanbealmost ignoredcomparedtoshuttingdownpolicyor 48hourpolicy.
