Why and when we were founded, and how we’ve evolved into who and what we are today.
As owner of a boutique advertising agency with leading Medicare insurance clients, our founder, Sherman Rogers, saw firsthand that it was consumer confusion, not quality care, that flourished in the wake of the 2003 Medicare Modernization Act. Medicare beneficiaries had more insurance options than ever, yet the consumer shopping and enrolling experience was unwieldy and unreliable.
Bloom was founded in 2007 to offer Medicare health plans and their agents and brokers better ways to help older adults shop, enroll, and activate their health coverage.
Today, Bloom is a thriving customer engagement company serving private Medicare and other government-related insurance plans and their agents and brokers, propelled by an innovative and evolving technology platform and an unwavering belief that real conversations still matter.
We recruit, train, and develop the finest talent from coast to coast for our specialty telesales call center, still the heart and soul of our engagement model, to serve a diverse population of mostly older adults and meet the urgency of health equity needs.
Indeed, what started as a small operation in a midsized Indiana town called Bloomington has blossomed into a well-respected company with a nationwide impact.

These three offerings make up our core business. Through them, we help our health plan clients deliver Medicare shopping, enrollment, and engagement services to beneficiaries and their agents - that bring about healthier outcomes for all.

Helping people confidently shop and enroll in great Medicare health insurance plans through our telesales programs has been the cornerstone of our business since the beginning. Our telesales agents represent our health plan clients. That’s why we invest heavily in people skills and sensitivity training to help them bring empathy and compassion to every interaction. This is what we mean when we say we are “Powered by People who Care.”
Built on more than 10 years of in-market success, our Quote & Enroll software suite streamlines the process of plan selection for beneficiaries and their health insurance agents. We offer both a single plan and a multi-plan version of our technology, called Ascend Quote & Enroll and Ascend Broker, respectively.
We believe choosing the right health plan is just the beginning. We help health plan members (beneficiaries) stay engaged after the application by collecting crucial clinical and social data. This gives health plans a better idea of a member’s needs and results in better plan utilization and care support throughout their journey.
Bloom is what flowers do when they’re given the resources they need to thrive. When people are cared for, the same thing happens: We come into full health. We flourish.
For more than 15 years, we’ve been driven by a mission to help people with Medicare thrive by making the health plan shopping, enrolling, and engagement experience the best it can possibly be. We do this because we know our families, neighborhoods, and communities grow stronger when our parents, grandparents, and greatgrandparents are well. In other words, we believe everything blooms a little brighter when we take care of each other.
