DECENTRALIZATION OF GOVERNMENT AGENCIES For real estate agents, the government decentralization proposed by President Elect Andres Manuel Lopez Obrador represents a promising reactivation of the real estate market. It implies more transactions, more construction of homes and highway infrastructure and equipment – all of which signify greater benefits for the real estate industry.

Mr. Alejandro Kuri Pheres, National President of the AMPI [Mexican Association of Real Estate Professionals] emphasized that the project must have public/private investment due to the need to build additional residential as well as office real estate properties. Such properties are needed in order to house large-scale government agencies in selected cities, for which real estate activity could grow 7% to 8% in each locality.

He emphasized that he is working with real estate professionals throughout the Mexican Republic to analyze the cities where government agencies can be relocated. This is due to the fact that some cities are able to accommodate a government ministry and its ensuing demands on local real estate, while other cities do not have the capacity to do so.

DESCENTRALIZACIÓN DE DEPENDENCIAS GUBERNAMENTALES La descentralización propuesta por el Presidente electo, Andrés Manuel López Obrador, significa para los inmobiliarios la reactivación del mercado pues implica más transacciones, mayor construcción de vivienda e infraestructura carretera y de equipamiento, lo que implica grandes beneficios para la industria inmobiliaria.

El Lic. Alejandro Kuri Pheres, Presidente Nacional de la AMPI, destacó que el proyecto deberá tener una participación público–privada ante la necesidad de edificar inmuebles tanto de vivienda como de oficinas, necesarios para albergar dependencias de gran magnitud, por lo que la actividad inmobiliaria podría crecer entre 7 % y 8% en cada una de las ciudades. Puntualizó que está trabajando a lo largo de la República Mexicana con los profesionales inmobiliarios para analizar en qué ciudades se puede llevar a cabo la reubicación, ya que hay ciudades que pueden albergar cualquier secretaría y otras que no tienen la capacidad para ello.

Business Tourism, also called MICE Tourism, represents important figures in cities such as Guadalajara, where it makes up to 30% of the income generated from tourism. During 2017, this city registered an economic spillover of 3,300 million MXN, meaning income from lodging of up to 1,000 million MXN. In two of the most important expos in the city of Cancun, Exphotel and Deconarq, the spill per exhibitor exceeds 100,000 MXN in lodging, food, car rental, transportation services, freight and logistics, among other expenses. To estimate actual results, this same figure must be multiplied by at least two, for short and mid-term sales, and another one for the long term. These results may vary according to the type of product, its demand in the market and the luck of having made an important contact during the event.

Business Tourism is a multiplying factor for promotional efforts. In addition to economic spillover, it contributes by triggering general commercial activity, not only that of providers of tourist services. It also helps to regulate the seasonality of tourist demand, improving occupancy in low seasons.

It is for these reasons that the Consejo de Promoción Turística [Tourism Promotion Board], the state tourism trusts and, above all, the representatives of the state and municipal governments, must consider the importance of encouraging and boosting this effort made for Quintana Roo's Business Tourism, both today and in the coming future.

En Cancún, particularmente en eventos como Exphotel y Deconarq –dos de las más importantes ferias en el estado–, la derrama por expositor supera el orden de los 100,000 pesos en rubros como hospedaje, alimentos, renta de autos, renta de servicios de transporte, carga y logística, entre otros viáticos. Para estimar resultados efectivos, se debe de multiplicar por lo menos por dos esta misma cifra en ventas al corto y mediano plazo, y un tanto más a largo plazo. Estos resultados pueden variar según el tipo de producto, su demanda en el mercado y la suerte de haber obtenido un importante contacto durante el evento.

Además de la derrama económica, el turismo de negocios contribuye a detonar la actividad comercial, no solamente de los prestadores de servicios turísticos. También ayuda a regular la estacionalidad de la demanda turística, mejorando la ocupación en temporadas bajas.

Constituye pues un factor de multiplicación de esfuerzos promocionales.

Por estas razones, el Consejo de Promoción Turística, los fideicomisos turísticos del estado y, sobre todo, nuestros representantes de los gobiernos estatal y municipal, deben considerar la importancia de incentivar y repotenciar este esfuerzo realizado en el turismo de negocios en Quintana Roo, tanto hoy día como en el futuro próximo.
