One of the bonuses of buying a new home in B.C. is that home warranties are mandatory on all new homes (with a few exceptions), thanks to the provincial Homeowner Protection Office, a Crown Corporation. Created in 1998, the HPO was formed under the Homeowner Protection Act as a result of the province’s many problems with leaking condominiums.

“Leaky condos were the driving force behind the legislation,” says Pacific Home Warranty business development manager Mike Garritty. “The industry was in a position – from a reputation standpoint – where something had to be done.” At National Group of Companies Home Warranty, spokesman Ray Windsor explains further. “Warranty providers must be licensed CONTINUED ON P.2

encouraged to start new projects in the months ahead.” CMHC is forecasting a pick-up in housing starts later this year and continuing into 2010, Adamache notes. In its third-quarter Housing Market Outlook, CMHC says new home construction will increase later this year and next, thanks to increased home sales, stronger demand and fewer homes for sale. The federal housing agency is predicting builders will break ground on 22,000 new homes in B.C. in 2010, a 35 per cent increase over the 16,250 starts expected by the end of this year in the province. Although the 2009 figure is less than half the province’s starts in 2008, CMHC senior market analyst Robyn Adamache says key drivers of housing demand are showing signs of improvement. “Housing demand from underlying population growth supports more housing starts than the numbers for the Robyn Adamache first half of the year suggest,” Adamache says, noting that low mortgage interest rates, population growth and tighter resale market conditions will boost new home construction. “We are predicting that most of the slowdown has already occurred,” she says of the housing market. Resale prices have stabilized following three quarters of declines. Prices will trend higher during the second half of this year, says the CMHC, as resale market conditions improve. Builders will likely pour more foundations as they see the resales market continue to rebound, Adamache says, while overall higher consumer confidence, improvement with the economy and continued population growth should encourage higher starts numbers in 2010. In Metro Vancouver alone, CMHC forecasts 11,000 new-home starts for 2010, compared to the 9,500 it expects to see by the end of this year. In the meantime, Adamache says the CMHC is conducting research on the HST and how it will affect the housing market, but the national corporation has no comment on the tax as of yet.

and all new homes must have a warranty. It is consumer protection legislation...it’s about ensuring every home is properly built,” Windsor says. “Buying a home is the largest investment most people make.” National, Pacific and Travelers Guarantee are the only licensed warranty providers in B.C. All are members of the Greater Vancouver Home Builders’ Association. Different coverage is available for new homes, such as Travelers’ building envelope repair warranty and deposit protection insurance, and the RenoPro warranty package that Pacific plans to launch in the near future. All agree the 2-5-10 home warranty plan is the most popular, a package Windsor says is the “best, strongest and most effective” warranty in Canada. In the first two years, items such as home finishings and some common areas (e.g. sidewalks) are covered, as are any defects in materials and labour. For up to five years, any defects in the building envelope are covered, including a defect that permits unintended water penetration, or water ingress. Over 10 years, structural defects in materials or labour are also covered, if the defects cause a failure of a load-bearing part of a new home, or if a defect causes structural damage “that materially and adversely” affects the use of the home. “It is comforting to have the security of knowing that your investment is protected with a comprehensive warranty covering the essential components of your home,” says Pacific Home Warranty membership sales representative Norm Hayes. Builders are contractually obligated to register every home built with B.C.’s war-

ranty program, so every new-home buyer will receive a confirmation of their warranty. There are some exceptions to the warranty rule, however. Owner-builders do not necessarily have to register in a warranty program, but they must sign a declaration with the HPO that will match the terms of the 2-5-10 package, “or else, no licence,” says Garritty. Other exceptions include manufactured housing – although some builders are offering home warranties even though it is not a ‘must’ – and complex situations, such as a long-term lease on First Nations land. But for the most part, Garritty says warranties are about minimizing risk to both homeowners and the companies that build homes. Pacific, Travelers and National all offer online services and maintenance tips, since there is some onus on the homeowner to keep their property properly maintained, from the granite countertops to the rain gutters. For example, if a property owner does not keep his gutters cleaned and experiences flooding or water damage, he may not be covered because he did not conduct the necessary, common-sense maintenance. There are some advantages if homebuyers purchase a nearly new home as well. “The warranty belongs to the house, not the owner,” Windsor says. While all three warranty providers supply

homeowners with vast amounts of information, there is another GVHBA member that is related to home warranties. At Conasys Home Information Packages, CEO James Christensen explains his company is an extra resource for homeowners. Conasys offers an online database that compiles all the information about the home, its materials, the contractors that did the work and even the colour of the paint used. “What happens by the time a new home is finished is that there are literally hundreds of documents relating to products, suppliers and trades,” Christensen says. “We step in and we’ll take all that information and create a guide book for the homeowner.” From a paint chip to a tile break in the foyer, Christensen says all the customer has to do is use Conasys’ service to find “everything specific to that home.” As well as the warranty resource, the company offers ‘maintenance advisor’ (“like when the service light goes on in your car”) and ‘service concierge’ (allows the homeowner to request service from the builder) programs to help the homeowner. Home warranties vary from province to province, and while a 2007 Consumer Council of Canada report calls for more similarities in how coverage is offered across the country, Garritty says B.C. is leading the way. “Alberta, the Maritimes...across the country, everyone is looking at this B.C. model. It has become the ‘go-to’ solution,” he says.

So do the adults,” Adams says. The mini-home is valued at more than $40,000 and will be on display at Guildford Town Centre from Oct. 1 to Oct. 24. The twostorey character home will be fully landscaped and on display in the centre court until the draw date on Oct. 24. For Kenorah owners Graham and Kathy Collins, the decision to put the effort into the petite building was a natural. “We always look for ways to be involved in the community...it was creative, and a fun challenge for our design team,” Graham says, and adds there’s another reason. The project manager working on the wee house – John Stipec – built it with family history in mind. “His dad was one of the first surgeons at Surrey Memorial Hospital,” Collins says.
