Halverson sentenced to 5½ years for manslaughter

A mid-day act of violence in downtown Nelson that led to a man’s death and a community demanding answers came to a resolution over two years later on Friday.

Miles Halverson was sentenced to five years and six months of jail time in Nelson’s Supreme Court after he pled guilty last September to manslaughter in the 2018 death of Matt Reeder.

Halverson, 55, has been in custody since his arrest on June 5, 2018, when he kicked Reeder in the head on Baker Street, Nelson’s main thoroughfare. Reeder died 30 hours later in a Kelowna hospital.

Deducting time served, Halverson has two years and three months left on his sentence.

In his decision, Justice David Crerar said Halverson was sober and conscious of the choice he was making to kick Reeder on the 600 block of Baker. Nelson police had already broken up a fight between the two men earlier in the day over a popular panhandling spot, and Halverson was incensed to find Reeder still at the location when he later returned.

Halverson, Crerar noted, was wearing steel-toed shoes at the time and likened the act to an assault. Crerar acknowledged Halverson’s remorse as genuine — Halverson wept as he apologized to the court — but sided with the Crown request of five years in his final decision.

ily’s meeting with Halverson in his decision. He also cited Halverson’s 43 previous convictions, many of which included assaults and breaches of conduct for failure to attend rehabilitation.

Although Halverson was sober when he assaulted Matt Reeder, Crerar said Halverson’s alcoholism and aggression are traits he downplayed following his arrest. Defence counsel Blair Suffredine had previously said Halverson was living on the street because of a domestic argument about alcohol.

Reeder was sitting against a wall and was under the influence of ethanol when Halverson spotted him from his bicycle, stopped and kicked him soccer-style once in the head. A pathology report found Reeder died due to an artery tear in his neck.

Reeder’s death stunned local residents, both its violence as well as when and where it occurred. Members of the city’s street community also mourned the 45-year-old Reeder, who was a talented musician and trained animator but struggled from substance abuse.

Ken Reeder said his family took solace from knowing his son’s organs helped save four lives in the days after Matt’s death.

“If Miles can benefit in some way from the custody and the programming, that’s going to help us,” he said.

“But I don’t believe in closure.

I don’t think you ever get over the loss of a son.”

Woman found not criminally responsible in stabbing

Fiona Coyle was suffering from a psychotic episode when she stabbed and seriously injured two people on the street in Nelson in September 2019, a judge said Friday in Nelson court.

Because of her mental state, Coyle thought she was defending herself from a lethal threat and was not capable of knowing the attack was wrong, Justice David Crerar of the B.C. Supreme Court ruled.

“Given the degree of severity in Ms. Coyle’s psychosis … it appears her ability to understand the moral wrongfulness of her actions was gravely impaired,” Crerar said. “It was fear and confusion engendered by the delusions that lead Ms. Coyle to commit the offense.”

Coyle, 50, was arrested after she stabbed local resident Ramita Kedia many times with a 10-inch hunting knife as passersby attempted to restrain her in a busy downtown pedestrian intersection. Kedia was hospitalized for several weeks and has still not fully recovered.

Coyle, who isn’t from Nelson, and Kedia did not know each other and the attack was unprovoked.

The other victim, Stephen Fowler, one of the people who intervened, was stabbed in the leg.

Coyle has since been in custody at the Forensic Psychiatric Hospital in Coquitlam, where she is still undergoing treatment for schizophrenia and schizotypal personality disorder.

The court decision will put

Coyle’s future in the hands of the provincial Mental Health Review Board, who will decide if, when, and under what conditions she will be released from the hospital into the community.

Coyle’s lawyer Blair Suffredine said this can be more onerous than a prison sentence.

“It’s a sentence that can last your whole life,” he told the Star. “It does not go away. If I commit manslaughter and get five years in jail, I get out in five years. When you get referred to the Mental Health Review Board, you are there until they are satisfied you are safe to be out. Some people stay in the hospital their entire life.”

The judge’s decision was based on a report by psychiatrist Dr. Andriy Kolchak, and came after a short trial on July 22 in which the Crown and the defence presented the

judge with an agreed set of facts, making it unnecessary to call witnesses to the incident.

The only witness to testify was Kolchak.

‘A crescendo of physical and psychological anxiety’ In his decision, Crerar outlined the circumstances of the attack based on police and psychiatric reports.

Coyle, who is from England, was travelling around Western Canada after unsuccessful applications for academic positions in two universities.

She has a PhD in human geography.

She told police that for several weeks she had been moving around a lot because she was being targeted by people in the underground drug trade who were hacking her personal data and had their own secret lan-

She believed she was being spied on, that people were putting paint thinner in her coffee, and that Nazis were targeting her because of her dark skin.

She had an intense fear of black mould, which she said covered many of the rooms she stayed in.

The day before the attack she purchased a large hunting knife in Nelson. She said she was planning to go camping and it was to protect her from bears.

Just before the attack she was on the sidewalk outside the former Wait’s News on Baker Street, anxious and fearful that she was being trolled and targeted, afraid for her life. Witnesses said she appeared tense and angry.

She knew she desperately needed to get out of the downtown area for her own

safety and started walking very quickly down the south side of Baker Street toward Stanley Street, through a crowd of late afternoon pedestrians, all of whom she believed were dark forces out to destroy her.

Witnesses said she appeared fiercely angry, erratic and delusional.

She drew her knife, thinking this would make people move out of her way. By the time she got to Stanley Street she was increasingly afraid and broke into a run. In the intersection, her anger and anxiety peaked and something snapped. She remembers shouting at Kedia to stop trolling her. She told the court that she doesn’t remember attacking Kedia or the ensuing struggle with several others.

After the attack, she thought people on the street were laughing at her. “[During] the weeks leading to the attack Ms. Coyle’s psychotic mental illness and paranoia that she was being stalked and targeted by various sinister forces intensified,” Crerar said. “These paranoid delusions reached a crescendo of physical and psychological anxiety, [culminating in the knife attack].”

The judge outlined Coyle’s life in the several years leading up to the attack as a “somewhat eccentric lifestyle of spontaneous educational pursuits and global travel,” in which Coyle moved often while being plagued with a variety of paranoid delusions. In 2018 she spent three months in a psychiatric hospital in England

Coyle has no history of alcohol or drug use nor criminal activity.

‘It is not punishment, it is care’ Kedia sustained stab wounds to her upper torso and arms.

The judge said she still experiences pain and will likely need further surgeries to repair damage to her arm.

Shazad Shah, who witnessed the incident and whom Coyle attempted to stab, told the court that he has been forced to leave a professional training program and move away from Nelson due to post-traumatic stress. He regularly has flashbacks and suffers from depression and anxiety, he said in a victim impact statement.

Shah, who is Black, stated that he believed Coyle’s attempted attack on him was racially motivated.

Fowler, who was stabbed in the leg, told the Star his leg is still sore but otherwise he is doing fine. He said he was pleased at the outcome of the court process.

“It was not adversarial,” he said. “Everybody went into that [courtroom] to make sure that she is not a danger to herself or others, and that hopefully she will receive the help she needs to get better if that is possible, and if not, she will be kept where she can’t hurt anybody.

“And it is not prison, it is not punishment. It is care. They took care. Everybody did.”

Charges pending after Salmo drug bust

A 39-year-old woman is facing charges after a drug bust in Salmo last week.

RCMP say they executed a search warrant on two homes owned by the same person on July 23.

The lone occupant of one of the homes was arrested. Police seized what they call a “significant” amount of meth, magic mushrooms, and money.

Body recovered after man drowns in Kootenay Lake

Two witnesses to a drowning in Kootenay Lake are warning others of the dangers of swimming at a popular beach on the North Shore.

A 23-year-old man drowned July 18 after venturing out onto a popular sandspit at Six Mile Beach.

The man’s body was recovered by the RCMP divers the following day. The death is not considered suspicious.

Rachel Swan and Onami LeeHem were at the beach together when they saw a man and woman approach on a kayak late on the Saturday afternoon.

The pair left the kayak on the beach, took off their life jackets and walked to the point, which extends out under shallow water into Kootenay Lake.

Lee-Hem said the sound of the woman’s screams alerted the beach, which at the time she said was busy with visitors.

She saw the man’s head go under the water three times before failing to surface again on the fourth time. The woman meanwhile was also struggling.

“She was the one screaming and calling over and over,”

She said she knew right away the man had likely drowned.

“I couldn’t see anything. The water was so dark and murky and it drops off so fast,” said Swan.

“I knew pretty quick it was a recovery mission at that point but I just personally couldn’t get out of the water. I just wanted to stay in there and make some efforts. … I just felt so helpless.”

Lee-Hem said she hadn’t been aware how dangerous the point can be. The beach, which is on Crown land, has a sign approaching the spot warning about a sharp drop and undertow at the point.

But the sign — installed after a previous drowning in the late 1990s — is also covered in graffiti, and there are no further signs on the beach.

Abbotsford police officer assaulted in Nelson dies

Const. Allan Young is being remembered for his smile and sense of humour, after the Abbotsford police officer died in hospital last week following an assault in Nelson.

Young had been on life support in hospital since the incident, which took place July 16 while he was off duty. Nelson police say Young was struck with an object after approaching a 26-year-old man who “was causing a disturbance in the roadway.” Police haven’t identified the type of weapon used.

“It appears that one male was causing a disturbance in the roadway when the victim approached him and a physical altercation ensued,” the Nelson Police Department said in a news release. “The two parties did not know each other.”

The man, whose name still has not been released, was arrested and charged with aggravated assault, the Nelson Police Department said. He could face more charges now that Young has died.

It had been known for several days that Young wouldn’t likely survive.

Navy as a marine engineering mechanic. In Abbotsford, Young spent time in patrol and the force’s drug enforcement unit.

Serr got acquainted with Young’s sense of humour first-hand two years ago, while travelling with him across the country to attend the funeral of two Fredericton police officers killed in the line of duty. Serr, Young and two other officers encountered significant travel problems that derailed their trip.

“In that real difficult situation …

Allan was absolutely an incredible person to be around,” Serr remembered.

He said he has been hearing many stories in recent days about Young’s sense of humour.

Young’s death comes with the memory of Const. John Davidson’s still fresh in the minds of many. Davidson was killed in 2017 while trying to stop a gunman who had opened fire at an Abbotsford strip mall. The trial of his killer only concluded last fall.

Serr said he is thankful for the support shown in recent days by members of the community, and by other police forces. He said the department is aware of the psychological toll on officers, and that members are encouraged to get mental health help and to assist each other in the days ahead.

The community gesture was made after Young died in hospital from injuries sustained during an altercation downtown July 16.

Debbie Sabourin suggested in a Facebook post that residents light candles for Young, inspired by Canadians leaving candles in their windows following the shootings in Nova Scotia that killed 22 people in April.

“It’s something that doesn’t happen in our little town of Nelson and I know a lot of people are feeling pretty dev-

astated,” she said.

Nelson police said in a statement Young approached a 26-year-old man who was causing a disturbance on Baker Street. The alleged assailant, who has not been identified, was arrested and taken into custody, while Young was hospitalized in critical condition.

Sabourin, who has lived in Nelson for 20 years, said she was shocked by the incident and wanted to let Young’s family and friends know they have the city’s support. She considered organizing a vigil at city hall, but opted for the candle idea because of COVID-19 restrictions on gatherings.

“It’s an easy way for people to show their support,” she

said. “I know with COVID19 people have been putting hearts in their windows and it just makes people feel good and know you’re not alone in your support.”

Young’s death came the same week as Nelson’s Supreme Court prepared to deliver verdicts on two previous acts of violence on Baker Street (see related stories pages 2 and 3).

Sabourin said she was touched by the solidarity showed in Nelson for Young’s family.

“I was very happy just to see all the positive comments and people showing Abbotsford, the community and police department and his family, that we’re thinking of them and we’re really saddened by it.”

Income in Canada is also distributed along racial lines. For every dollar a white man earned in Ontario in 2015, men of colour earned only three-quarters of a dollar and women of colour fared far worse, earning a little over half a dollar. In 2016 in Ontario, 11.5 per cent of white families were found to live below the before-tax low-income cut-off compared to 18-to-40 per cent of people in other non-white racial groups. These families that have to spend 70 per cent or more of their income on food, shelter and clothing are forced to live in abject poverty.

With regards to police enforcement, there is ample data on racial profiling and bias within policing. Being Black or Middle Eastern in Ottawa earned drivers a stop by police in frequencies disproportionate to expectations based on their representation in the population: more than double for Black people, more than triple for Middle Easterners, more than eight times greater for young Black men and a shocking 12 times higher for young Middle Eastern men.

And once Black, Indigenous and people of colour are arrested, they are more likely to find themselves in pre-trial detention than their white counterparts.

And once convicted, Black people who comprise only 3.5 per cent of the general Canadian population disproportionately make up 10 per cent of the incarcerated population in Canada.

More alarming still is that 35 per cent of women sentenced

in Canada are Indigenous despite this group representing only around four per cent of the population.

Ejaz Choudry, Rodney Levi, Chantel Moore, Regis Korchinski-Paquet: they are just the last few Black, Indigenous and people of colour who have died at the hands of Canadian law enforcement. The numbers do not add up — a recent CTV analysis demonstrated that while Black, Indigenous and people of colour comprise approximately a quarter of the population they represent more than half of the deaths involving police.

It is undeniable that the Canadian institutional system of racial discrimination seeps into all areas of our lives. We are born into it, we go to school within it, we attempt to secure gainful employment through it and we sometimes tragically die as a result of it.

As Anaïs Nin wrote, “We do not see things as they are, but as we are.” Those of us who have racial privilege need to start to see things through the eyes of those who have to swim against the current of entrenched racism. We need to acknowledge that systemic racism exists and that we are all part of this larger system.

As Dr. Martin Luther King said “We have to repent … not just for the vitriolic words and violent actions of the bad people, but for the appalling silence and inaction of the good people.” Let’s break our silence so that the colour of our skin no longer defines our place in Canadian society.

Seeking good news from city Ah, climate change. With so many positive news items lately from sub-national jurisdictions, I am hopeful that Nelson too will soon have some good news about policies and practices to address the many climate disruption issues.

It’s not only about reducing our consumption of fossil fuels; it includes upgrading existing buildings, creating integrated electrical systems, improved forestry practices, public transport and a political will to affect the necessary change. It is with great anticipation that I await the report from our climate change co-ordinator and how the city will respond.

Ron Robinson Nelson Pop-up meetings inadequate Re: “MP should have West Kootenay office,” Letters, July 23 I thoroughly agree with Wayne Stetski that our MP Rob Morrison should open an office in the West Kootenay, and that it is within his budget to do so. His answer, that so-called “pop-up” meetings are adequate, gives me the impression that he wants to have control of the times his constituents can meet him face-to-face.

Having never met Mr. Morrison until last week on a Zoom call with a group I’m with, I asked him the same question about an office specifically in Nelson. He assured me he’d inform me when his next “pop-up” meeting will be and I’ll get on the list.

This is not adequate, I say. Offices throughout the riding would also provide jobs for a couple of folks who would have to become informed about the issues that are important for the people of the different areas in his clearly very large territory. It will also prevent all the air pollution Mr. Morrison will create driving his car from one pop-up place to another. Or perhaps, we’ll just get to meet with him for his whole term in office on Zoom.

Charles Jeanes Nelson Cooper Creek Cedar lacks community support Re: “West Kootenay logging blockader files police complaint, is sued by company,” June 29 Regarding the indirect quote “The company further states it discussed its plans with the community in pub-

lic meetings and assumed it had local support.”

I find it surprising that Cooper Creek Cedar assumed it has local support when individuals in our communities, and our Argenta-Johnsons Landing liaison committee have stated many residents do not support plans to log our hillside.

On June 13, Cooper Creek Cedar held a community meeting in Argenta to communicate plans regarding logging up Salisbury Forest Service Road. The communities of Argenta and Johnsons Landing have since held meetings to discuss how to respond.

From the minutes of one of those meetings: “Those present decided to set up a community committee to liaise with Cooper Creek Cedar about plans for the Argenta–Johnsons Landing hillside.

We started a description of work we would like the committee to do. We decided on this first item: ‘Keep Cooper Creek Cedar aware that many members of our communities do not approve of logging the slope – especially not when significant changes to legislation are pending.’”

In October 2019 the majority of adult members in our two communities signed a petition to Forests Minister Doug Donaldson and other members of government requesting a moratorium on logging this hillside. I believe this request should communicate to a logging company that they

do not have community support.

On Feb. 29 the liaison committee sent an email to Bill Kestell of Cooper Creek Cedar asking for increased retention. The email included the sentence “One comment received by the liaison committee sums up a common attitude: ‘Under all circumstances, I support leaving as many trees as possible (preferably all of them).’ While we acknowledge ‘leaving all of them’ is not a realistic goal, we strongly urge that you implement the above requested increase.” I believe the liaison committee fulfilled that initial job description. I believe Cooper Creek Cedar has been made aware they do not have community support to log.

At the liaison committee’s most recent meeting with Cooper Creek Cedar, Kestell was asked about the letter requesting increased retention.

He replied “We have been responsive to people who want us to do nothing.

Where is the line? Will there be a place where it is enough? Are there enough concessions? Is there a point where social benefit will actually be significant?” This response suggests Kestell is aware that community members do not support plans to log our hillside.

Is it therefore reasonable to question how it is possible the company “assumed it had local support.”

Cooper Creek Cedar does not have my support.

Nelson Police Board asked to acknowledge systemic racism

Two representatives from the West Kootenay People for Racial Justice asked the Nelson Police Board to recognize systemic racism exists during a meeting last week.

Shelina Musaji and Zaynab Mohammed also requested the board create a process that allows for people to confidentially submit incidents of discrimination by the Nelson Police Department, which would in turn be subject to public review.

Mohammed said the board agreeing on the existence of systemic racism creates a starting point for more complex discussions about race in Nelson.

“If we don’t acknowledge there’s a problem, we can’t change it, and it needs to be changed,” she said.

Examples of systemic racism in Canadian history can include the residential school system or the internment of Japanese Canadians during the Second

World War. It can also apply to inequities in income, education and health care faced

by Black, Indigenous and other peoples of colour.

But agreeing that systemic racism exists, especially within the justice system,

has become a point of contention among federal and provincial leaders.

Although Prime Minister Justin Trudeau has said he recognizes it as an issue, a joint statement by the federal and provincial governments condemning racism released in June did not include any mention of the word systemic because Trudeau said not every premier agreed on its usage.

RCMP Commissioner Brenda Lucki also previously disputed systemic racism exists in the police force, but backtracked in a June statement.

“As many have said, I do know that systemic racism is part of every institution, the RCMP included,” said Lucki. “Throughout our history and today, we have not always treated racialized and Indigenous people fairly.

“Systemic racism isn’t about the behaviour of a single individual or the actions of one person.

It’s in the institutional structures that reflect the inequities that persist in our society. And it shows up in policies, processes or practices that may appear neutral on the surface, but disadvantage racialized people or groups.

The Nelson Police Board, which is chaired by Mayor John Dooley and includes civilian directors, provides independent oversight and governance of the municipal force. Directors said they would consider Musaji and Mohammed’s requests and address them at a future meeting.

Nelson is one of many cities throughout Canada that have hosted public forums on racial justice after George Floyd, a Black man, died in Minneapolis on May 25 during an attempted arrest.

Musaji also requested a confidential reporting system be created for discrimination complaints against the Nelson Police Department.

Such systems do already exist. The Office of the Police Complaint Commissioner (OPCC) handles complaints against municipal forces in B.C. such as Nelson’s department, and there is also the Civilian Review and Complaints Commission for the RCMP. But those organizations require complainants to disclose their full names in submissions. Musaji said she knows people of colour in the city who are too scared to speak out about interactions with police they considered to be discriminatory.

“We all thought that having a formal of process where those of us who could help represent them, or they themselves came to a safer place where they don’t have to file an official complaint for that, we might be able to have a process where this can be discussed openly so that the police and police board are aware,” said Musaji.

“We can come to some sort of solution and the people can feel heard.”

OPCC data provided to Black Press Media earlier this month showed 20 per cent of complaints against 14 B.C. departments, including 12 municipal forces, were made

by Black, Indigenous and Middle Eastern peoples.

Those same groups account for just eight per cent of the province’s population.

Leafs deal Violette to Summerland in 6-player deal

When, or if, the next KIJHL season starts, the Nelson Leafs will play without their star goaltender.

The Leafs have traded Anderson Violette to the Summerland Steam as part of a six-player deal. Nelson also sent forward Tyler Badger, defenceman Logan MacDonald and a player development fee.

In return, Nelson acquired Ethan McLaughlin, Matthew Byrne and Liam McLaren, all three of whom have Junior A experience.

“All three of these kids wanted to come to Nelson, so that really aided in our ability to get them all,” said Leafs general manager Lance Morey. “I did get texts and messages from a number of different teams wondering how the hell I got all three of them.”

The Leafs paid a big price to make the deal.

Violette had a 20-8 record with a 2.88 goalsagainst average and a .903 save percentage in his debut KIJHL season. The 19-year-old Calgary native was also dominant in the abbreviated playoffs, going 5-0 with a 1.40 GAA and .959 save percentage.

Morey agreed Violette was key to the team’s success last season, but he’s confident in backup Tenzin Mint as well as another player from Calgary he said the team has signed.

“We felt comfortable with what we have coming,” said Morey.

Badger had three goals and 13 assists in 32 regular season games, while MacDonald chipped in with three goals and 21 assists in 42 games at the blueline.

“It’s tough to replace guys like Wilson and Campbell, but it’s certainly a step forward that’s for sure. To add to what we have coming back, I think that was a really solid pickup.”

McLaren, a 20-year-old forward, scored five goals and had 13 assists in 17 games last season with Summerland, and also played 29 games with Drayton Valley. He’s recorded 20 goals and 24 assists in three seasons with the Steam.

“He’s just a big, tough forward,” said Morey.

“He loves to bang the body. He’s one of those guys who makes room for everybody else on the ice.”

The KIJHL’s season is tentatively set to begin Oct. 2.

The Regional District of Central Kootenay has reopened its indoor weight room and fitness centre in Nelson.

Drop-ins are prohibited and gym-goers are required to make a workout reservation online or over the phone, up to five days in advance. Each centre will offer specific time slots for bookings.

“We are working hard to provide the best experience while keeping everyone safe and healthy,” said Joe Chirico, the general manager of community services at the RDCK. “This is an important step toward many opportunities the RDCK could potentially offer moving into the fall.

The goal is to expand the programs, facilities and get people moving while remaining safe.”

Workout sessions are limited to 75 minutes, and each facility will operate at a max-

Champion highliner talks balance and fun in the park

Mia Noblet says you don’t have to walk a highline 400 metres above a wilderness waterfall.

Instead, you can walk a line that’s a foot above the grass in Lakeside Park in Nelson on a sunny summer afternoon with your friends.

“You don’t need to put a highline between peaks and mountains for it to be beneficial for balance,” she says.

“You can just have it one foot off the ground, and it is just as great, and it is there for anybody to do.”

Noblet, 25, born and raised in Nelson, shares the world highlining record of two kilometres with Lukas Irmler of Germany, set in Quebec in 2018.

She says the difference between slacklining and highlining is a matter of debate. It’s simply a question of height, and Noblet’s take on it is that slacklining becomes highlining at the height where you need a safety harness.

On the occasional late afternoon at Lakeside, Noblet strings a few slacklines between trees at different heights,

spreads the word among a slackline community in Nelson, and a group ranging from beginners to experts gathers to try the lines, practise their balance, learn from Noblet, socialize, and do some juggling and frisbee.

Asked why they like slacklining, the members of this relaxed and convivial group all tend to use the same words: meditative, focus, balance.

“I am an intermediate slackliner,” says Justine Gareau, who was at the park practising with her two young children last week. “You have to concentrate to be able to do it, and you need to have good breathing. It is meditative. You have to be present.

You have to pay attention to both your body and your mind. And it is just fun.”

The gathering is not a class or a workshop.

“I am always happy to give pointers and tips,” Noblet says. “But I don’t teach in a formal way, just keep it fun.”

Noblet’s mother, Ev Lynou, was also in the park, helping out. Asked if she is nervous about her daughter’s high-

risk exploits, she says, “I am not scared because I trust her very much. She’s always been a very careful, co-ordinated person and so enthusiastic, so I’m just very happy.”

Noblet has walked some very high lines across wilderness and urban landscapes in a dozen or more countries including China, Australia, Brazil and Tunisia. She’s even done 60 metres in high heels and 420 metres blindfolded.

Blindfolded?

“Your mind thinks it will be harder than it is,” she says casually. “You only base yourself on what you feel in that present moment.”

Noblet traces her highlining career back to a moment when, at age eight, she saw a poster of a highliner in a sports store in Nelson.

“I decided I have to get into that.”

She tried it for the first time in 2015.

She was terrified.

“But I wanted to put in the time so I could learn to put the fear aside and concentrate on the technical and mental – I had the will to put the fear in the back of my mind.”

Households pilot counter-top organics recycling method

From April to June, 151 Nelson area residents used a counter-top machine to process their household organic waste.

The FoodCycler does not actually compost organic material, but turns it into a soil amendment by grinding and dehydrating it. The resulting material can then be added to garden soil or to compost.

The pilot project was part of the city’s lead-up to the Regional District of Central Kootenay’s plan for curbside organic waste collection expected to come into effect in Nelson in 2022.

Under that plan, organic waste will be collected at curbside and taken to the former landfill site near Salmo for processing.

Last year when council decided to join the program, it resolved to “explore the opportunity for residents to opt out of curbside collection of organics waste on the condition that they participate in an approved alternative organics diversion strategy.”

The FoodCycler is one such potential alternative, hence the pilot project.

To recruit participants for the pilot, the city reached out to people who had enrolled in its EcoSave program and subscribers in the solar garden. City councillors and staff also participated.

The results presented by city staff member Ginger Lester at council’s July 20 meeting included: • Overall, participants gave the FoodCycler a rating of 4.4 out of 5, and 83 per cent said they would recommend it to others. Of the remaining 17 per cent, only one person said they would not recommend it.

• Most participants joined because they wanted to reduce wildlife and pests attracted by backyard composters and by garbage.

• The 151 participants processed a total of 30,000 litres of food waste, or 15 tonnes.

• Seventy one per cent mixed the soil amendment into their garden or into their compost.

• Problems identified were noise, odour, and capacity (33 per cent), no problems (52 per cent) and other (14 per cent).

• Average daily result was 1.1 buckets (2.5 litres) per household.

Presenting the results, Lester explained throughout the pilot project the participants formed a Facebook group, took part in a ThoughtExchange process (structured online discussion) and a survey.

“They were a very engaged group,” Lester said.

“I was really impressed with the feedback we got all along. Positive or negative, we heard it all.”

She said the two predominant themes were positive: the simplicity of the unit and the amount of waste that was being reduced.

The city got a discounted price from the manufacturer that allowed sale of the units to the

pilot group for $250 plus taxes. From there, the city gave a $125 rebate to all who did all the requirements such as tracking and answering surveys.

So far the city has paid out 147 rebates, which amounts to $18,375.

In the future, potentially the units could be offered for discounted sale to residents for $250 to $280 plus taxes. But no decision was made at the meeting as to whether the city will proceed with this.

The issue of comparative greenhouse gas emissions for organic waste processing is complex because it must take into account transport of organic materials as well as the transport and manufacture of technology.

Alex Hayman, representing the manufacturer of the FoodCycler, presented the following information to council on greenhouse gases.

These numbers do not include the footprint of transporting the material to the processing site.

• C02 to produce and ship FoodCycler unit and four filters to Nelson: 122 kg (worst case scenario, depending on transportation routes, is 275 kg) • Co2 diverted from landfill annually with one FoodCycler unit: 280 kg • Net saving (280 minus 122): 158 kg (worst case is break even) • Central composting produces approximately 150 kg of CO2 per tonne of food waste, not including transport • FoodCycler produces about 71 kg of CO2 per tonne of food waste, from the manufacture and shipping of the machine.

Nelson’s Low-Carbon Path to 2040, written in 2011, envisions Nelson as a zero waste city, and reducing organic waste is one of the goals of the plan.

Reduction of organic waste in landfills is also a goal of the provincial government, which estimates that 40 per cent of material currently dumped in landfills could be composted.

As organic material decomposes in landfills it generates greenhouse gases, which increase global warming and contribute to climate change.

Placing organic material in household garbage is prohibited in three regions in B.C.: the Capital Regional District (Victoria), Greater Vancouver, and the City of Nanaimo.

Decorative globe blamed for starting Nelson fire

Damage is estimated at $5,000 following a fire at a home in Fairview on Sunday afternoon.

Nelson Fire and Rescue says it responded to a report of flames and smoke coming from the house around 3:25 p.m.

Nelson Police also responded and determined the fire was burning outside the home, and used the owner’s garden hose to put out most of the visible fire.

When firefighters arrived, they checked inside the home.

Once satisfied that the fire had not spread, they removed pieces of the wooden siding and deck railings to finish putting the blaze out.

In a news release, assistant chief Mike Daloise said the fire started on the deck, burnt part

of the wooden railing, as well as some wooden siding and trim.

The cause was determined to be a decorative globe concentrating the sun’s rays onto the wooden railing, which ignited and spread.

“Glass objects, or anything else that can refract light, can magnify the sun’s rays and ignite objects such as decking and siding,” Daloise said in a news release.

“This is especially important with the heat wave warning issued by Environment Canada.”

Daloise thanked a member of the public who noticed the fire and called 911, as well as the quick actions by police, which “significantly reduced the amount of fire damage and prevented it from extending into the soffit.”

There were no injuries.

On an early April morning in 2019, not long after the sun rose, Lorraine McGregor went to see her mother’s body.

McGregor found Evelyn Murray in a Castlegar nursing home where she had passed away in the night. She expected to see Evelyn, but was surprised to discover one of her quilts draped over her mother by the staff.

“It was a very peaceful thing,” says McGregor. “She just looked like she was sleeping under the quilt that I made for her.”

McGregor has been making quilts for nearly half her life.

She started quilting on her own in 1985, and for the last 20 years has been part of a local group whose quilts are sent around the world.

The Romanian Quilters, as McGregor, Betty Millar, Shirley Johnson, Sandy St. Denis, Ina Infeld and Catherine Filbert are called for the quilts they’ve sent to Romanian orphanages, meet once a week during the school year at the First Baptist Church where they can make a finished product in two to three hours.

While other members also practise knitting or sewing, McGregor is a quilt loyalist.

Her grandmother quilted, although she never saw her work because the door to the sewing room would always close to children during visits.

McGregor once sewed clothes for herself and her children.

“But once I started quilting I never sewed another pair of pyjamas,” she says. “And they’re not award-winning quilts. They’re made to please me and they’re made to keep people warm.”

McGregor estimates she has made 70 to 80

Rose Anderson, activities co-ordinator at Nelson Jubilee, said staff had been considering what more they could do for palliative patients.

One of their initiatives is what they call the pal cart, a small trolley provided to families staying with patients in their final moments. The trolley has items such as candles, a tea kettle, toothpaste, blankets, a CD with calming music — whatever they think will relieve grief.

Anderson said she got the idea for the quilt after reading about a facility in America that does an honour guard whenever a patient leaves. A quilt draped over a patient who has passed away, she reasoned, might add some dignity to their death.

“We just thought

that would be a really nice symbol to acknowledge our residents,” says Anderson.

Anderson reached out to her former neighbour, McGregor, who remembered how she felt seeing a quilt covering her mother and was enthusiastic about the project.

After some consideration the Romanian Quilters used design blocks made Audrey Stevenson, another local quilter who passed away in 2018.

McGregor wanted a quilt that was calm, no bright colours, and settled on a blue and white theme.

The quilt was completed in June. Soon it will be taken to Nelson Jubilee Manor, where it will provide one final comfort to people who lived, loved and passed away.

“It’s going to be such a beautiful surprise when we see it,” said Anderson.

Nelson seniors and youth connect through photography

Seniors and teenagers have more in common than they think.

That’s one of Mike Stolte’s conclusions after the completion of his CLICK project, which brought a Grade 10 English class together with a group of people from their grandparents’ generation.

The project involved a mix of photography and cross-generational discussions.

“CLICK is the sound of a camera shutter releasing,” Stolte says. “It’s also that warm feeling you get when people truly connect. That’s what people are often missing in their lives in an age where communication technology can often isolate.”

Stolte has just created a video documenting the two seven-week projects from the spring and fall of 2019, a collaboration between Kalein Hospice and L.V. Rogers Secondary.

One of the seniors in the video also says he found that taking photos shifted his awareness.

“Going out and trying to capture an image of something every day awoke me to those themes. And it was delightful to meet the students — they responded so well with the photos, with their poetry, their musicianship, their comments.”

The students’ teacher, Emily Browning, says that interaction with the seniors on such subjects “makes

[the students] more confident and more likely to engage with the deeper things in life.”

She says her favourite part is the small group interactions.

“Everyone was always really engaged.

The seniors took on the role of the wise sharers of knowledge and the students were really able to connect with that, and talk about their personal experiences.”

Stolte says the atmosphere was both serious and light.

“There was a lot of fun and laughter,” he says. “There was way more going on between the elders and the young people than we anticipated. That

was really rewarding and rich.”

He said some seniors seemed surprised at how much they enjoyed spending time with the students.

“I really enjoyed being around the energy of the young people,” says one senior.

The project was funded by the Columbia Basin Trust and New Horizons Canada.

Stolte says the future of such projects will depend on funding and the pandemic, but there is much interest from other communities in B.C. and Canada after he spoke on CLICK at conferences in Vancouver and Ottawa.

On Wednesday July 22, 2020 Neal Harry Wood passed away peacefully at the age of 86, at Kootenay Lake Hospital in Nelson BC. If you asked 100 people who Neal Wood was, they would all give you a dierent answer.

He is a Husband, a Father, a Father-in-law, a Grandfather and a Great Grandfather.

He is also Dad, Papa, a Best Friend, a Teacher, a Role Model, a Superhero, a Gardener Extraordinaire, a Fisherman, a Collector, a Comedian, a Story Teller and to us he is all of this and more.

Neal was born in Stettler Alberta and lived in Alix for his early years. He lived in many places throughout his life from Edmonton Alberta to Peterborough Ontario and ďŹ nally came to BC where he made Nelson his forever home. All his life he worked in the Service Industry where he started working at a young age for Alberta Fruit where he met his wife Joan. Neal owned and operated A&W’s in Camrose, Peterborough and Lindsay, was an area supervisor for KFC in Edmonton and ďŹ nally came to Nelson to manage KFC. Upon retirement Gardening was his true passion and it showed in his love for growing Tomatoes, Begonias and soft pink Geraniums for his wife Joan. His love of Collectibles and the hustle of the Saturday morning Garage Sales brought to him a wonderful group of friends that shared many stories and laughs. He greatly missed his dear friend Donna and his best friend Earle but now they are all together once again.

Neal is survived by his caring wife Joan, he is the loving father of Judith Wood (St. Clair Morris) of Peterborough, Tracey (Reid) Walper of Calgary, Trevor Wood of Edmonton and Shannon Wood (James Haight) of Nelson. He is the cherished Grandfather of Jessica and Katie Walper, and Christopher, Brandon and Breanna Wood. He is the proud Great Grandfather of Cecilia Baty.

Neal is predeceased by his Father Samuel and Mother Irene, his brothers Barry, Ken and Larry Wood and his son-in-law St. Clair Morris.

At Neals request a Cremation has taken place and a burial to take place at Fort Steele near Cranbrook BC. A celebration of life will take place at a later date due to current restrictions.

Kootenay Co-op announces 2020 scholarship recipients SUBMITTED BY KOOTENAY CO-OP port of its vision of thriving

The Kootenay Co-op values community dialogue and empowerment through education about food, health, the environment and social justice.

Each year, the co-op offers one $1,000 scholarship in sup-

communities with resilient food systems, where all people have access to affordable food that is healthy for our bodies, our communities and the Earth.

This year, however, the

co-op recognized how many have struggled because of the COVID-19 pandemic. In an attempt to ease that economic stress, they decided to offer two $1,000 Member Scholarships in 2020.

Yule is working toward a Red Seal culinary certification at Selkirk College. Yule plans to use this scholarship and her

education as a cook to showcase locally inspired menus which highlight seasonality and sustainability.

The co-op’s community giving review committee is made up of members, staff and board directors.

This scholarship is open to any active co-op member (or the child of an active co-op member) currently residing in the West Kootenay, for education at an accredited post-secondary institution.

Applications are due on April 25 each year. Preference is given to applicants who are pursuing studies in one or more of the following areas: food, agriculture,

co-operatives, community development, environmental studies, and alternative health.

However, the test button does not demonstrate the alarm system works, only the control. You will need to open the lid to physically test the float.

While reaching in to joggle the alarm float, take note of the level of corruption in the tank. We are talking floaties here. Once in a while, these should be hosed into submission lest they take your alarm float captive in the off position. Note the relative float positions; if the floats conflict with the piping in the tank, or each other. Also note how the float positions control the “pump down” volume of the tank. On/off cycling shortens the life of the pump.

by Margaret Stacey, Nelson Rotary Club Folks are talking a lot about leadership these days. There are loads of theories out there about it; there are different leadership qualities needed for different situations. Nobody quite nails what makes a good leader. We currently have a world crisis; identified as leaders needed for our strange times are people who empathize, engage, motivate, capitalize on talents in face of adversity, define reality, create new starting lines and accept loss, use urgency as an ally, celebrate all triumphs, deputize inventive team members, communicate really well, and see themselves and their teams as change agents.

Rotary focuses on leadership training intensely. Every new annual president has to chart a course and take training. District, regional and international echelons of Rotary service demand training and apprenticeship too. We have, during this leadership month in Rotary, a few stories of people who are courageously taking on positions in the face of our new realities: Tom Roy and Allison Alder are new club presidents. Sheila Hart, Lorne Westnedge, Wendy LaCroix and Norm McCarvell have all signed on to manage district wide programs (our district crosses the US Border). Congratulations to all!

Sheila Hart, Nelson Daybreak Rotary Club: A Myriad of Leadership Development Opportunities Most Rotarians come to their clubs with a tool-kit of leadership knowledge gained through work or community involvement and education. The vast workings of Rotary provide a zillion opportunities to utilize

one’s current skill set and also develop additional skills through involvement with club and district operations, community service projects, international service projects and Fellowships.

Sheila Hart draws on her leadership knowledge from careers in social work and health care administration. This has stood her in good stead through her involvement as a Rotary Club President, Assistant Governor, Group Study Exchange Team Leader to India, Rotaplast Ambassador on teams to Peru and Nepal, Friend ship Exchange Committee Chair, District Trainer and President of the thousand members strong International Travel and Hosting Fellowship. This year she has been presented with the new challenge of Chairing the District 5080 Service Committee and serving on the D5080 District Council. The Service Committee operates through a variety of Subcommittees based on the tenants of Rotary including Vocational Service, Club Service, Community Service and International Service. Special Resource Groups will be developed whose mandate will be to strengthening Rotary Club operations. By sharing ideas and experiences throughout the District, and building resource materials applicable to D5080, Hart hopes to see an enhancement of the Rotary experience for members, a strengthening of club operations and planning of district service activities.

Tom Roy, Nelson Rotary Club President: The Challenge “Rotary Opens Opportunities” the 2019/2020 Nelson Rotary year started off rather uneventfully, the road ahead appeared smooth, the weather was fair and it appeared as though it was going to be another promising year of continuing

positive community service achievements for Rotary. However things do not always go as planned as the dark clouds of COVID-19 started forming around the world in January and by March Canada was caught up in this unfortunate global health crisis that has impacted virtually every community in the country. The COVID-19 health event has presented some unique challenges to the Rotary Club of Nelson and our ability to carry out our local and international community service commitments as usual. In late May the world witnessed the tragic passing of Mr. George Floyd in Minneapolis. This event has reverberated and shaken the collective conscious of people around the globe and stirred community action in virtually every community in Canada.

One of the commitments of Rotary that is not mentioned enough is growing and diversifying Rotary membership to ensure we continue to reflect the communities we serve through Diversity, Equity, Inclusion and Respect. As we begin the 2020/2021 Rotary Year we face some unique challenges and accompanying those challenges some very critical discussions that will certainly continue through 2020 and well into the future collectively around the world.

However in Rotary we are very fortunate as we move forward to have a wonderful and dedicated group of people in both Nelson Rotary clubs who continue to step up to the plate who instead of looking at these most recent events as obstacles have instead embraced them as opportunities to continue to improve the quality of life in our communities locally and globally.

Although we have not had the opportunity to get together in person as Rotarians our commitment moving forward is to accept these challenges and turn them into opportunities to become better at everything we do as a community service organization especially as we approach the centenary of the Rotary Club of Nelson in 2022.

Wendy Lacroix: A Focus on Youth Rotarian Wendy Lacroix has been a Rotary Leader since joining The Rotary Club of Nelson in 2007. In 2012, Wendy was elected Club President.

Wendy has served on several committees including Membership, International, Group Friendship Exchange and has Chaired Youth Exchange and Interact. She is now co-chair for the Rotary District Interact Committee.

During her years leading the Youth Exchange Committee, she has been responsible for interviewing and selecting Youth Exchange students (15 to 17 years of age) for 10-month placements in foreign countries. These countries have included Japan, Brazil (2), Finland, Netherlands, Germany and Taiwan. Wendy has also coordinated the arrival and homestay placement in Nelson of Youth Exchange Student from the Netherlands, Sardinia, Switzerland, Brazil, Italy, Taiwan and Korea.

Rotary Interact students range from ages 1417 years old. Wendy started the Interact program at LVR in 2012 and remains in a leadership position as Chair. Under her guidance, the young students have volunteered for Grans to Grans, the Nelson Library book sale, raising money for Shelter Box, Fort St. John Fire Rescue and for Grand Fork families during the floods. Internationally, the Interactors have raised money to support nutritional foods for children in Guatemala, backpacks for children in Guatemala and the Malambo Grassroots Project which feeds hungry children.

Wendy’s focus has been on youth and her leadership and guidance has provided great and varied experiences for youth both locally and internationally.

RDCK delays bylaw changes for energy efficiency

Local politicians hit the pause button last month on promoting higher energy efficiency standards for new homes in the Regional District of Central Kootenay.

At its June meeting, the RDCK board voted to delay early implementation of stricter energy-code requirements for new homes. Staff had proposed making the changes effective at the end of July. The board will have another look at this at its December meeting.

“I voted against that with enthusiasm,” says Paul Peterson, the Area K politician who helped lead the push to delay. “In my opinion, the province has a onesize-fits-all rules for the whole province when it comes to building inspection, and with the building code changes they come out with every year, it seems to cost tens of thousands more dollars to build a new house.”

The changes were proposed to move the regional district’s building bylaws closer to matching upcoming provincial legislation, which sees a five-step process towards higher energy efficiency in new homes.

“Changes to the BC Building Code are coming,” staff noted in a written report for the board at its June 18 meeting. “The BC Energy Step Code has set a goal of Net Zero energy use buildings by 2032.”

To get to net zero energy emissions, the province has set deadlines for builders to meet progressively higher targets.

Travelling ladybugs bring smiles to Kootenay residents

If you’ve been hiking or shopping anywhere between Cranbrook and Kootenay Bay in recent weeks, you may have noticed a new kind of ladybug making their way around. Not the kind with wings, but ladybugs that have travelled around the Kootenay from the east shore of Kootenay Lake in the form of rocks.

Megan Rokeby-Thomas owns Ladybug Coffee at the Kootenay Bay ferry terminal. When COVID-19 left her with no choice but to close her coffee shop, she wasn’t sure what she would do with all of her free time. She decided to spread some cheer through a mix of art and nature.

“Before COVID, I was working at the shop for 14 hours a day, most days getting there at 4:30 or 5 a.m. to start baking,” said Rokeby-Thomas. “We were shut down and all of the sudden, I wasn’t sure what to do.

I went down to the shop on the first week and I was just kind of sad. Then, the second week, I decided I would paint a few rocks to put outside of the

When restrictions started to ease and B.C. residents were told to get outside and go hiking, Rokeby-Thomas decided she would place the ladybug rocks along trails and give them away to families to hide.

Since then, she’s painted, hidden and given away hundreds of ladybug rocks, bringing a smile to the faces of many past, present and future customers.

“When we were allowed to reopen, and the province encouraged travel close to home with Phase Three, we decided to expand our ladybug reach and bring them to Cranbrook,” said Rokeby-Thomas. “A lot of locals take the ladybugs home and so many kids become attached to them. Otherwise, most people find them and hide them for someone else to come across.”

She adds that keeping track of the ladybugs’ journeys is part of the fun. She encourages anyone who finds a ladybug to take a

photo and post it on the Ladybug Coffee Facebook page.

“We just started up an Instagram account (@kootenaybayladybug) to share their journeys,” explained Rokeby-Thomas. “We don’t really care where they end up, as long as they make people smile. So far they’ve been spotted in Nakusp, the Okanagan, Alberta and even on the Island. I think a lot of grandparents have taken them to bring to their grand children when visiting. We encourage anyone to do the same.”

Rokeby-Thomas says that her new goal is to paint 500 rocks per year, every year, and continue to see where they end up.

She has some of her employees painting rocks, and many people have volunteered to do so as well.

“We hope to have some painting parties down the road as well,” she said, adding that when travel starts to open up country-wide eventually, there’s no telling where the ladybugs may end up. She hopes this project can continue to bring

smiles to people near and far for years to come.

“My husband and I have owned Ladybug Coffee for 2½ years now. We’re open every day from 6:30 to 3, and our signature meal is our breakfast sandwich. We just love the East Shore, it’s such a magical place. COVID has been hard for all of us, there are so many artisans, campgrounds, tourism sectors, and not many people have been able to come and enjoy what Kootenay Bay has to offer.”

RDCK community heritage register adds 21 sites

The Regional District of Central Kootenay has added another 21 buildings and places to its community heritage register.

The register, established in April, helps preserve places “with aesthetic, historic, scientific, cultural, social, or spiritual significance for present and future generations,” planning officials say.

Nearly a third of the 21 sites added to the register are in the Slocan Valley, and remember one of the darker periods of Canadian history – Japanese internment camps. Six of the camps, which housed Canadians of Japanese descent during the Second World War, have been included.

Also making the list from this area are the historic townsite of Sandon, including its cemetery and museum; the City of Ainsworth shipwreck in Kootenay Lake; the Vallican Heritage Hall; the Merriwake, a Japanese-Canadian fishing boat being restored by the Slocan Valley Historical Society; and the Billy Clark cabin in Meadow Creek.

This is a second intake for the newly established community heritage register. An initial five locations were selected earlier this year.

Most of the listings are already on federal or provincial lists of historically important sites, says Dana Hawkins, a planner with the RDCK. They were chosen for inclusion now as a kind of housekeeping exercise, to get the RDCK’s efforts to preserve its heritage sites on solid ground.

“The advantage of also including these sites on RDCK’s local register is, should any change affecting them be proposed, lead-

ership around their conservation can come from the RDCK in collaboration with the identifier of the heritage resource and the land owner as well as interested/affiliated community groups,” Hawkins wrote in a report to the board. That means should local government receive a request to alter or demolish a structure on the register, staff will be immediately alerted of its historical importance.

As well, by being on the registry, the owners or stewards of those sites could have access to preservation funds.

“The other exciting thing is many of these are being maintained or restored by not-for-profits, so being on our register can open the doors to more funding opportunities for them,” she says.

More than 300 sites were identified as historically, culturally or socially important in the regional district during public consultations held in the fall of 2019. The process has been funded by the Columbia Basin Trust and Heritage BC. Hawkins says if residents are interested in learning more or want to get involved in preserving local heritage, they can visit the RDCK’s new planning and heritage commission web page. The site also has a map providing more information about all 300 sites already identified as important.

“It’s a big catalogue,” she says.

“Plus there’s a nomination form, so if you see something that we don’t know about already, you can nominate it and we can add to the ‘places that matter’ map.

“It’s not meant to be a static thing. We hope to keep it alive, so hopefully as time goes on, new sites will be raised and we’ll keep adding onto it.”
