Radium brew pub gets bylaw amendment

By Steve Hubrecht steve@columbiavalleypioneer.com Radium council gave third reading to and then adopted a zoning bylaw amendment that allows for a brew pub to be built in the village, at its most recent meeting.

The council meeting, on Wednesday, July 8th, followed on the heels of a public hearing on the topic at which the potential brew pub’s co-owner Steven Gale answered questions about his operation. The members of the public who attended the public hearing had questions about potential noise and odour from the brew pub.

A couple who run a restaurant quite close to the planned brew pub “have put a lot of effort into building a new deck (on their restaurant) and they didn’t want their customers looking from that porch out at a three-story metal building,” Radium mayor Clara Reinhardt told the Pioneer, speaking two days after the meeting. “But the proponent (Gale) was able to address those questions.

He’s not building a brewery like Arrowhead at the crossroads, but instead a brew pub, which is different. And he still needs to follow village guidelines (on building appearance and structure, etc.).”

Brew pubs, such as the one proposed in Radium, brew beer to sell specifically and only at the pub itself, whereas craft breweries, such as Arrowhead, brew beer to sell and distribute at as many pubs, restaurants and liquors stores as they can. Reinhardt said council supported the zoning amendment because “the proponent gave reasonable responses to the concerns at the public hearing” and “as a council we are generally supportive of starting businesses and developing the downtown.”

Gale told the Pioneer that getting the zoning amendment was “a big relief...it’s a big step in the process.” But he outlined that much work remains to be done, including sorting out financing (which had tentatively been in place months ago, but which has changed with the COVID-19 pandemic) and getting government licensing (which can take up to four to seven months in some cases).

Still Gale is optimistic that if things continue to head down the right track, he and his partner Jacob Houghton can start construction soon. “The goal is to starting building later this summer. We really want to open in spring 2021,” he told the Pioneer.

Gale has been a Radium resident for the past five years, but still works as a paramedic in Alberta along with

Steve Galen and Jacob Houghton.

Houghton (who has been visiting the valley since he was a kid). The pair are enthusiastic home brewers and conceived of the brew pub as “an exit strategy from working in emergency medical services,” as Gale puts it.

“It’s quite a jump to go from passionate home brewing to doing it as a business, but for Jacob and I, brewing our own beer has always been a way to relax. We decided why not try it as a career,” said Gale. “Brewing is quite involved. There’s different hops schedules, different grains, different boil times. But for me there’s just something intriguing yet relaxing about the science of brewing. And in the end you get something you can enjoy, and can share with people.”

Gale and Houghton had noticed that nearby East Kootenay towns such as Golden and Kimberley have brew pubs, while Radium and Invermere had only a brewery, and so realized there was a niche that they could fill. “It will not be an industrial establishment by any means,” said Gale, pointing out that most craft breweries produce 15,000 brewing barrels a year, while the Radium brew pub is limited (by bylaw) to no more than 1,500 brewing barrels a year.

“We want to keep it super small,” he said, adding the building will only be one story high plus a basement, that the siding will be fireproof concrete that looks like wooden planking, and that the building will be painted in tones of forest green and mountain brown to blend in with Radium’s mountain town feel. The pair are also working hard to make the building as close to net zero (carbon emissions) as possible.

And the beers? Gale said he and Houghton plan to offer their takes on all the traditional favourites: IPAs and porters, dark ales in the winter, and lagers, pilsners, kolsch, and lighter ales in the summer.

This past week, July 6th through July 12th the Columbia Valley RCMP responded to 108 calls for service. The following is a summary of some of the files our officers responded to.

On July 6th, Police attended Spilimacheen for a report of a Break and enter where batteries were stolen from a Telus building that occurred over the weekend. The investigator processed the scene. The matter is still under investigation. If you have any information regarding this crime, you can contact the Columbia Valley RCMP or Crime Stoppers.

On July 6th, a report was received that one female hiker was injured as her group were coming back from Goldie Lake, near Panorama. Police requested the assistance of Columbia Valley Search and Rescue who located the female and assisted in getting her some medical assistance. On a side note, thank you to all of our Search and Rescue Volunteers for your hard work this past week!

In the early evening of July 6th, 2020, Police attended a collision in between a deer and a vehicle approximately 2 km North of Fairmont Hot Springs. The vehicle had non-structural damage to the front end. The occupants of the vehicle were un-injured but the deer was located deceased in the ditch.

While making patrols on July 9th on Highway 93/95 in Invermere, an officer queried the license plate on a GMC truck. The query showed that the license plate information was attached to a Chevrolet Cavalier.

A traffic stop was completed and the driver was found to be unlicensed and needed to be served a driving prohibition from the Superintendent of Motor Vehicle. The vehicle was impounded for a period of 7 days and the driver was issued a violation ticket for Driving without a driver license.

In the evening of July 11th, 2020, police officers from the Columbia Valley RCMP completed a traffic stop with Chevrolet Silverado towing a boat in Canal Flats.

The officers completed a traffic stop. Breath samples were obtained from the driver. The samples obtained from the driver was found to be above the provincially set limit. The driver was issued a driving suspension of 3 days in British Columbia. A sober friend drove the vehicle home.

On July 12th, at around 5:00 p.m., a two-vehicle collision occurred on Highway 93/95 and Timber Ridge Rd., Windermere. During the investigation, it was found that the two vehicle were following each other on the highway when the front vehicle slowed down.

The second vehicle rear-ended the front vehicle. There were no injuries to report and the driver of the second vehicle was issued a violation Ticket for Following too closely as per the Motor Vehicle Act. Columbia Valley Detachment will be returning to accepting criminal record checks for processing. Forms can be obtained at the Detachment front counter. Once the forms are filled in and submitted along with a copy of photo identification and any paperwork, there will be a two-week turnaround to complete the check. Please note that if fingerprints are required, an appointment will need to be booked as fingerprints are only being taken one day a week.

Authorities investigate glider crash in the Columbia Valley Submitted by Cpl. Jesse O’Donaghey A glider pilot remains in hospital in critical condition, after crashing his aircraft in a remote area outside of Invermere Friday evening.

On July 10, 2020 at 6:45 p.m., Columbia Valley RCMP received a report that a glider aircraft had crashed near Pedley Pass in a remote area near Invermere B.C. The pilot of a secondary glider aircraft flying in the area made the discovery, reported the crash site to airport operations who called 911.

Columbia Valley Search and Rescue, who was activated by Emergency Management BC, reached the crash scene and managed to remove the pilot from the

aircraft’s cockpit. The pilot, who was breathing, was attended to by a physician who is part of the search and rescue team.

The pilot, a Kelowna man in his 70’s, suffered serious injuries and was rushed to hospital aboard the search and rescue aircraft. Police have been told that he has since been airlifted in critical condition to a larger centre for further medical treatment.

RCMP has notified and continue to support the Transportation Safety Board of Canada who has also launched an investigation into the aviation incident.

By Breanne Massey Local Journalism Initiative Reporter While the shortage of drug supplies on the street dwindles amidst the COVID-19 pandemic, addicts and recreational drug users are faced with unprecedented risks resulting in a growing number of fatal overdoses around the globe.

With the supply chain of international drug markets being dramatically transformed as movements are limited and opiates are not being harvested in Afghanistan this season amidst the outbreak of the Novel Coronavirus, the World Health Organization (WHO) anticipates dealers will produce and distribute their own harmful drug alternatives, triggering a series of fatal overdoses.

The East Kootenay Addiction Services Society (EKASS) team has felt the rippling effects first-hand and has been receiving regular community feedback about the unexpected consequences as the global pandemic transforms the supply chain of the international drug market.

“Before COVID-19, there was a lot of uncertainty with the products people were buying,” said Dean Nicholson, EKASS executive director. “That’s when the supply chain was somewhat stable, but now it’s not, so it could easily be that much more complicated.”

He added the Interior Health Authority (IHA) has issued two public safety alerts in the East Kootenay region over the last three months due to drug users experiencing adverse reactions when they bought one substance, but were deceived and sold another.

“I think what’s out there right now is pretty lethal,” said Deb Summers-Sims, EKASS harm reduction co-ordinator. “There have been overdoses where people survive, but there seems to be a lot more accidental overdoses happening right now.”

In fact, there’s currently an ongoing coroner’s investigation in a First Nations community of the Upper Columbia Valley regarding an alleged fatal overdose.

The Columbia Valley Local Health Authority (CVLHA) has already responded to 19 overdoses in the last six months, resulting in a spike of calls to the B.C. Emergency Health Services (BCEHS) dispatching paramedics for overdoses and poisonings.

There were a total of 18 calls reporting overdoses in the CVLHA during the whole of 2019, according to BCEHS. In 2019, 24,166 overdoses and poisoning events

Concerns about the financial aid provided through Canada’s Emergency Response Benefit program being abused by vulnerable populations coupled with provincial safety measures of COVID-19 urging citizens to self-isolate have lingered for some.

“One study I read was finding people over (the age of ) 55 are drinking more now when they’ve never had a problem before, so I was surprised and I probably shouldn’t have been, but this reflects on how people are coping with isolation,” explained Summers-Sims. “Having to do that, and self-isolate, just puts them more at risk of developing an addiction, or worsening one that they may have already had. Loneliness is a strange thing.

It’s an uncomfortable place for a lot of people to be.”

EKASS, which offers counselling services, harm reduction kits and community outreach programming for consumers, has two substance abuse counsellors available for teens and adults in Invermere. Their clients can pick-up naloxone kits, fentanyl test strips and, for those looking at recovery, there is an Opioid Agonist Therapy Program to receive Methadone or Suboxone to cope with the reality of withdrawals during the recovery process.

Royal Canadian Mounted Police Staff Sgt. Darren Kakuno indicated a dark purple, pebbly substance that contains highly toxic levels of fentanyl and benzodiazepines being sold in the Cranbrook area has sparked concerns for his team at the Columbia Valley detachment.

He added prevention of drug use and trafficking would be high on the list of local priorities in the coming year.

However, the EKASS team noted practising harm reduction measures while physically distancing during the COVID-19 pandemic has been complex for EKASS clients.

Summers-Sims added, “the message was mixed for our people. We tell people to have a buddy system because they recognize using alone, they could die.”

She believes there hasn’t been heroin in the East Kootenay region for a long time, adding that EKASS clients often buy what they believe to be heroin only to experience adverse side effects of harmful alternatives.

Summers-Sims concluded the community doctors in the Columbia Valley should be praised for helping drug users access the Opioid Agonist Therapy Program rurally to encourage recovery and rehabilitation in their patients.

“That’s a good thing,” she said. “It helps people get off of street drugs and street opiates.”

Bringing out the Best Three months ago the directors of the Food Bank met to determine how to deal with the COVID pandemic and more particularly our rapidly emptying shelves.

The demand for our services had increased dramatically! Since then, we have been overwhelmed by how this Valley and its businesses, organizations and residents, both fulltime and seasonal, have responded so generously. Thanks to the following for what they have done to ensure our coffers and shelves remain full.

Mike Gray from Horsethief Creek Pub organized a valley-wide food drive with assistance from Valley Ziplines, CV Escape Room, and Scootin’ Kootenay Tours.

Then, as restaurants and bars starting shutting down we received an influx of produce, meat, dairy products and bakery goods from ULLR, Gerry’s Gelati, Stolen Church Coffee, Huckleberry’s, Rocky River Grill, Helna’s Stube, Kicking Horse Coffee, Grey Wolf Golf Course, FUSE, Fairmont Resort, Invermere Sausage and Meat, and all the Panorama Village facilities. At the same time Sysco Canada provided us with palettes of their ordered but no longer needed supplies.

For a few weeks we had to figure out what to do with the excess. One weekend we set tables outside the building and had a 4-hour produce giveaway which ended up lasting only half that time. Special mention must be given to Lara and Adrian McCormack from FROM SCRATCH. When confronted with 200 lbs of extra potatoes, they and their family offered their kitchen and skills to prepare and package potato wedges and chips to distribute to our clients. Every week since they have ‘shopped’ at the Food Bank and returned 7 days later bearing pizzas, meatballs, veal lasagna, Teriyaki Ginger tofu, and an amazing variety of soups and meals. Their delicious creativity has been amazing.

Others in the valley pitched in by donating portions of their sales to us, including Kootenay Clothing Company from their t-shirts, Columbia Valley Sign Artists with their ‘Valley Strong” stickers, Cleanline Automotive from their tire sales, Goertzen Contracting’s raised garden boxes, and Kelsey Verboom’s very successful Front Porch Photo Project. Live trees cut for reclamation?

Dear Editor: While I recognize Peter Christensen’s right to his strong, somewhat biased opinions on the topic of mountain biking in our area, I would sincerely ask him, and others interested in this topic, to take time to read the older article by Jeff Marion and Jeremy Wimpey entitled ‘Environmental Impact of Mountain Biking: Science Review and Best Practices’ and the newer, much more wide ranging and in depth study prepared for Parks Canada entitled ‘Mountain Biking: A review of the Ecological Effects’. Both are well written and researched and provide an insightful perspective on the topic.

Further to this topic, I wandered down the now closed Stinky Badger trail in the Coach Road/Dry Gulch area yesterday to see what the reclamation project looks like. I was shocked at the number of live trees that have been cut down with no other obvious goal other than to simply block the trail. I have no knowledge of trail reclamation or what the project’s intentions are moving forward, but what I observed appeared to be a somewhat environmentally irresponsible approach. Perhaps someone with knowledge or experience with trail reclamation could shed some light on this topic for readers of the Pioneer.

Tale of a tragic ending On July 5th, current and retired Columbia Valley Conservation Officers, Greg Kruger, Drew Milne, Matt Hall, Rick Hoar, Pat McHarg, Buzz Harmsworth and Ben Mitchell-Banks, attended the Windermere Cemetery to honour Game Warden Dennis Greenwood, who was murdered in Canal Flats 90 years ago on that date.

Game Warden Greenwood was shot point blank in front of the Canal Flats Post Office by a man that he had previously charged for poaching deer. Dennis Greenwood regained consciousness only once after being shot, asking to see his daughters, and would die less than an ‘Bringing out’ from page 6…

Food donations of much needed items were provided by both the Radium and Fairmont Mountainside Markets. The Old Blue Truck Organic Farm provided weekly greens and Saunders’ Family Farm arrived with jams and produce. The Fairmont Community Associaton held a successful food drive on our behalf.

The Golden Sikh community via the College of the Rockies delivered a æcarload of flour, rice and assorted beans. Feldman’s Farm passed along fresh ground beef and Rick from the Summit Hut donated boxes of cider.

Sobey’s, Joe’s No Frills, AG Valley Foods and Red Apple continue to support us by collecting and supplying food.

hour after the fatal gun shot. Dennis Greenwood saw service in the First World War with the Royal Artillery. After the war, he and his wife settled into the village of Canal Flats, where he became a member of the B.C. Provincial Police force.

In 1925, he was one of the few from that force that selected for game protection work. Two days after the murder, Dennis Greenwood was laid to rest in the military section of the Windermere Cemetery. He was only 37 years old. A new head stone to commemorate his life and tell this tragic story has been placed at his grave site. We salute your service to this country and the Province of B.C. Game Warden Greenwood.

Incredible paintings by Min Ma and exquisite jewellery by Martin Ebbers is being showcased at the Artym Gallery. Both artists are traditionally trained and have spent their lives refining their art. They are both recognized as masters in their field. This exhibition opens Saturday July 18th at 10 a.m. and will run until July 24th.

Ebbers started his career in the 1970s. After nine years of rigorous studies and training, he achieved his Master Goldsmith degree at the German Institute of Goldsmith Arts in Hanau. He has had shows across Germany, London, Paris and Helsinki. In 2001 he moved to British Columbia and will be having his first solo show at the Artym.

The theme for the Martin Ebbers jewellery exhibition is earrings, perfectly proportioned in their composition. They have been created in 14 karat and 18 karat gold with fine pearls, diamonds, Sri Lankan garnets, and rubies, just to name a few. Martin says “it is important

to me that each piece is visually enticing, with natural patterns, surface texture, colour contrasts and function.”

The Artym is honored to have another a solo show for Min Ma. Schooled at the prestigious China Art Academy, he was influenced by French, Italian and Russian impressionists. He became a University Professor, then in 1985 was invited to Regina, Saskatchewan as a visiting scholar. In 1986, Canada became his home.

The new paintings at the Artym were inspired by Canadian landscapes. “I love the lakes, rivers, mountains, the seasons and colour. Being an artist is part of my life, I am inspired daily by the smallest things, like a tree or a leaf on the tree. I think about them in terms of art and painting them. Mastering techniques, I am free to let the world inspire me.”

Submitted by the Columbia Basin Alliance for Literacy This summer the Columbia Basin Alliance for Literacy will be running the Book Bike to support and promote literacy in the Columbia Valley. The Book Bike aka “Book Fairy” has an array of free books for every age that will set up at certain locations in Invermere, Edgewater, and Canal Flats throughout the week. There are books for children, teenagers, and adults and all of the books vary in genre allowing everyone to find a book that suits them.

The books will be set up on tables for people to take home with them and to enjoy.

Due to COVID-19 there will be certain protocols that CBAL will be following with giving and receiving of books.

Books will be quarantined, and sanitized, and social distancing rules will apply. The facilitator, Brooklynne, will give everyone information on what the protocol is before browsing. It is asked that people use the hand sanitizer that will be provided before they touch any of the books. Every Monday, Wednesday, and Friday from 10:30 a.m. to 12:30 p.m. the Book Bike will alternate between locations in Invermere including Pothole Park, Spiderweb Park (behind the Invermere hospital), Mount Nelson Skate park, and downtown at the Cenotaph. On Tuesday mornings throughout the summer the Book Bike will be set up at the park adjacent to the Edgewater Community Hall. On Thursday mornings the Book Bike will be set

up at the playground near the Canal Flats Civic Centre. This is the third summer the Book Bike program has been run, with last year showing wide success as 30 to 40 books were handed out to people a day. CBAL distributed more than 700 free books last year through a variety of programs and literacy initiatives. Watch for Brooklynne on the Book Bike this summer and get your free book!

The Book Bike accepts donations of used or new books for all ages. We are short of books for ages two to six years old, but are happy to take any type of donation. There will be a donation bin outside of the CBAL Office at 712B 10th Street, if you want to drop them off there. Mounties say the valley is not exempt from provincial overdoses record highs

By Breanne Massey Local Journalism Initiative Reporter With the rate of fatal overdoses increasing in B.C. this spring, Royal Canadian Mounted Police (RCMP) Staff Sgt. Darren Kakuno says the Columbia Valley is no exception.

“I’m aware of one recent death within a local First Nation community and this remains a Coroner’s investigation so I’m not able to confirm the cause of death,” said Royal Canadian Mounted Police (RCMP) Staff Sgt. Darren Kakuno.

There were 24,166 events pertaining to overdoses and poisonings recorded by the B.C. Emergency Health Services (BCEHS) paramedics in 2019, resulting in an average of 66 potential incidents per day in the province.

“Vancouver, the largest centre for overdoses, averages about 23 overdose calls a day to BCEHS paramedics,” said Shannon Miller, BCEHS spokesperson. “The greater area of the Columbia Valley averages about one or two overdose calls a month. The bulk of the overdose calls in the Columbia Valley are based in Invermere.”

However, the BCEHS acknowledges the data available about overdoses occurring in B.C. may not capture all opioid overdoses, including alcohol intoxication and ingesting positions, it can be helpful to identify provincial trends to develop mitigation strategies for future incidents.

Between January and June of 2020, the BCEHS responded to six reported incidents for overdoses in Invermere.

“BCEHS paramedics and dispatchers have saved the

lives of many overdose patients,” Miller told the Pioneer.

“When BCEHS paramedics respond to a potential overdose patient, the patient has a 99 per cent chance of survival.”

During the first six months of this year, there were no calls for paramedics to respond to overdoses in Canal Flats, Fairmont Hot Springs and Panorama.

The Columbia Valley Local Health Area, which serves Invermere, Athalmere, Canal Flats, Edgewater, Fairmont Hot Springs, Panorama, Radium Hot Springs and Windermere, have a total of 19 requests for paramedics this year as opposed to 18 recorded in the entire year of 2019.

However, the highest rate of calls of overdoses in the Columbia Valley Local Health Area in the last four years was a total of 35 calls to paramedics during 2018.

“Drug issues and overdoses are sadly occurring throughout the province and we are by no means immune from these issues in our community,” Kakuno said on July 2. “I recently read an article on the Castanet website, which indicated last Friday was the busiest day ever in B.C. for overdose calls with ambulance crews responding to 131 calls. I’m also aware of a recent Drug Alert issued by Interior Health, which indicated drug checking has found a dark purple pebbly substance sold as down in the Cranbrook area is contaminated with highly toxic levels of fentanyl and benzodiazepines.”

Going forward, Sgt. Kakuno and his team are hoping to get involved with prevention and awareness programming for the Columbia Valley community.

“The Columbia Valley Detachment has identified drugs and drug trafficking as one of our local priorities over the coming year,” said Kakuno. “Although I cannot

provide specific details on drug investigations for obvious reasons, I can confirm we do have active investigations.

The public can assist police by reporting suspicious activities at the time. Current information from the public can greatly assist police investigations.”

Kakuno’s team will be targeting drug trafficking in both the valley as well as throughout the region thanks to the support of Mounties collaborating with the Columbia Valley Detachment in surrounding communities “Our local detachment also works closely with neighbouring detachments to address multi-jurisdiction trafficking,” said Kakuno. “Going after drug dealers is only one aspect of the work that we’re doing to address drugs in our communities. We also try to assist those suffering from substance abuse by encouraging them to seek help with their addictions from medical professionals and counsellors. Prevention is extremely important and this is one of the reasons we’ve identified youth as another strategic priority. We’re making efforts to engage with our youth, build on relationships and encourage healthy choices.”

However, the challenges of addressing drug-use and overdoses in a community of any size is a substantial undertaking and Kakuno acknowledges it will require a lot of time and effort to be successful.

“Drugs are certainly not an easy issue to tackle,” said Kakuno. “It requires a multi-faceted approach from the community, including prevention, treatment and enforcement. The Columbia Valley Detachment is committed to addressing this issue, and we’re thankful to the community for supporting our efforts.”

IHA recommends safety precautions

By Breanne Massey Local Journalism Initiative Reporter In an effort to reduce mortality rates stemming from overdoses, the Interior Health Authority (IHA) encourages community discourse.

“Interior Health can’t speak to specific cases but we continue to warn anyone who uses any kind of drug that there is a highly toxic drug supply in our communities and people are dying in record numbers,” said Karl Hardt, IHA spokesperson. “We appeal to parents to speak to their children and ask any person who uses drugs to get their drugs checked and never use alone.”

He added it’s important to be aware of the risk of mixing medications such as pharmaceuticals, alcohol and street drugs.

According to statistics from Interior Health Authority, there were approximately 119 suspected illicit drug toxicity deaths with fentanyl detected in May 2020.

Hardt explained that if you cannot avoid using, it’s important to make an effort to stay safe while doing so by carrying a Naloxone kit and learning how to recognize signs of an overdose such as loss of breathe, gurgling or gasping, becoming difficult to rouse and becoming non-responsive. In some cases, a user’s lips and fingertips will turn blue.

While it is preferable for users to seek treatment options through their medical provider, Hardt encourages those in the early stages of recovery to pace themselves and take advantage of the Lifeguard app to fast-track reaching out to paramedics in the event of an overdose.

Tips from Interior Health Authority • Don’t mix different drugs, including pharmaceutical medications, street drugs and alcohol.

• Don’t take drugs when you are alone. If you must, leave the door unlocked and tell someone to check on you.

• If you feel you must use, while alone, consider using the Lifeguard app, which can connect you with emergency medical dispatchers in the event of an overdose.

• Use less and pace yourself. Do testers to check strength – take a small sample of a drug before taking your usual dosage.

• Keep an eye out for your friends – stay together and look out for each other.

• Carry a Naloxone kit and know how to use it. A list of locations to get a kit can be found on the Interior Health website or on the Toward the Heart website.

• If someone thinks they may be having an overdose or is witnessing an overdose, follow the SAVE ME steps and call 9-1-1 immediately, do not delay.

• Consider treatment options – talk with your health-care provider or contact one of our Mental Health and Substance Use offices in IH, which offer a full range of services to improve the health and well-being of people with substance use problems. In addition, you can contact HealthLinkBC / 8-1-1 or visit the provincial government website, which offers information about recovery services and treatment support to learn about substance use during COVID-19.

Valley Strong video has gone viral Just in time for Canada Day, The Columbia Valley Chamber of Commerce (CVCC) invited everyone to “Check out our dance moves” with the release of the #ValleyStrong Video. When the CVCC volunteer team who spearheaded this project had their first meeting, only three weeks prior to launch date, Chamber Membership and Events Coordinator Pat Carrick arrived with “a song to share just how much we care” that he had written especially for the video.

The team believes that this original #ValleyStrong song was integral to the video’s success.

Pat stated his motivation was “to create a song that focused on inviting our visitors to the area but more importantly: to unite our Valley with a positive message” The vision was to also include many of our talented Valley musicians in the recording process who have also been affected by the pandemic. Participation within this project allowed them a new vehicle to share their gift.

Town Councilor Kayja Becker (United Dance) who created the choreography explained “I wanted to make sure the dance routine had an element of fun and silliness. Everyone did so great! It’s hard not to smile when watching it.”

“I am very inspired and proud to be part of this initiative” said CVCC Board member Kyla Lam (Aspire Professional Corporation) “It was so uplifting to see how the community rallied behind it and the positive response from our visitors.”

Columbia Valley Community Foundation seeks applicants for COVID-19 funding

By Steve Hubrecht steve@columbiavalleypioneer.com The Columbia Valley Community Foundation is seeking applications from charitable groups and nonprofits hoping to use the Emergency Community Support Fund.

The fund was launched by the federal government in late May with the aim of helping out Canadians impacted by the COVID-19 pandemic. The total amount of the fund is $350 million, distributed through the various Community Foundations of Canada as well as the Canadian Red Cross. The local Columbia Valley Community Foundation (CVCF) has been allotted up to $40,000 of that $350 million. So far only one qualified successful application has come in to CVCF

and the foundation still has $35,000 left to distribute to local charitable organizations and non-profits serving vulnerable Canadians during the pandemic.

CVCF executive director Caitlin Hall-Sharp told the Pioneer that the definition of vulnerable is fairly broad, and includes (but is not limited to) youth, seniors, isolated people, those with disabilities and others, and consequently many groups that might not think they qualify for the funding may in fact qualify. She encouraged any such groups to apply.

The only qualified application so far saw $5,000 go to the Blue Lake Forest Education Society, to help the society hold alternatives to the overnight summer camps it typically holds at the local Blue Lake camp.

“Of course, with COVID-19, they cannot do those overnight camps this year,” said Hall-Sharp, adding that

instead the society is holding several week long-day camps throughout its drawing area, including one camp in Invermere.

“So our funds will help support the additional costs the camp will incur as a result of COVID-19, such as dealing with added safety precautions, extra supplies, extra staff, etc.,” said Hall-Sharp.

Hall-Sharp clarified that the Emergency Community Support Fund is different than and separate from the Community Response Fund (which also helps those affected by COVID-19 and which is also administered by the CVCF). The deadline for local applications for the Emergency Community Support Fund is July 27th.

Oh buoy, how to properly secure your boat Do you know where you can legally place a mooring buoy in Lake Windermere or the required Wanderings specifications of your buoy and how to keep it secure? This is important knowledge to have and the

Buoys that cannot withstand the elements, have been improperly installed, or disrupt navigation, have the potential to disturb or damage both personal property and the surrounding environment. We wanted to highlight some actions that can help mitigate these risks: •All mooring buoys should have an anchor that will keep your boat secure in large storms •If you are out of town, have someone check your boat regularly or make use of resources such as a webcam •Create a regular monitoring and maintenance schedule to ensure your buoy is in good condition •Have a plan in place in case an accident happens (eg. have someone in another boat tow you to the nearest boat launch for removal) Buoys are regulated by the Private Buoy Regulations under the Canada shipping act which have specific requirements for your buoy, including: •Must meet the size requirement of being at least 15.25 centimetres (6 inches) in width and 30.5 centimetres (12 inches) in height above the water •Must have “PRIV” on opposite sides of the buoy in large letters meaning privately owned •Must have owners name, phone number and address •Must be suitably anchored to the lake bottom to prevent movement Important things to know when considering buoy location: •Buoys cannot interfere with boat navigation •James Chabot Provincial Park extends 100 metres into the lake from the high watermark making it illegal to have buoys in this area Elsewhere on the lake, mooring buoys must be placed 12-30 meters away from the high watermark and 12 m from other mooring buoys Do not attach your boat to anything other than a mooring buoy (ie. Cautionary or Navigational buoys) The Ministry of Transport and Infrastructure can remove any buoys not following these guidelines or you can be fined up to $200 under the Canada Shipping Act. In event of an accident, private owners may be held liable for any damages that occurred due to negligent mooring For specific regulations refer to either Upper Columbia Valley Zoning Bylaw No. 900, 1990 (Water Zoning for Lake Windermere South, Middle or North) or District of Invermere Bylaw No. 1460, 2012 depending on the location of your property. These zoning maps will inform you of the mooring buoy requirements for the region you will be placing your mooring buoy.

Go green: stay eco-friendly on the trail Submitted by Lukas Saville There’s nothing better than getting out on to the trail and into the great outdoors. With both the Rocky Mountains and the Purcell Mountains just on the doorstep, a hiking or backpacking trip can be just the thing to get closer to nature, especially after the recent long period of lockdown.

Now more than ever, we’re all looking for ways to be more eco-conscious, making sure that we protect our national parks and natural spaces, as well as the trees, plants and creatures that live within them. If you’re thinking of taking a hiking or backpacking trip, there are plenty of small changes you can make to ensure that you’re eco-conscious and environmentally friendly out on the trail!

Here’s our list of top tips for how to be more eco-friendly on your hiking trips this year.

1. Take It Home With You The principles of ‘leave no trace’ hiking and camping are simple – bring what you need on your hiking trip and take absolutely everything back with you. It may sound obvious, but this can be harder than it seems, and it’s easy to drop small pieces of litter or food if you’re not diligent.

According to Leave No Trace Canada, hikers should aim to leave the trail and campground exactly as you find it. This means packing out all garbage, ensuring that you create no damage to the terrain, and making sure you leave plants, flowers, rocks and wood exactly where they lie.

Human waste should be carefully buried (well away from any water sources). In some specific areas (such as narrow river canyons) you may also be required to pack out human feces, so make sure to come prepared and check the rules with local rangers and park authorities before set out.

2. Stick To The Path When you’re out for a hike, you might feel as though you want to get off the beaten track and explore the wilderness. However, it’s crucially important that you stay on marked trails.

According to Richard Campbell, Founder of 10adventures.com and an experienced hiker and backpacker, “when large numbers of hikers stray from the paths in national parks this can seriously upset local eco-systems. Unwitting hikers can cause soil erosion, destroy delicate plants and flowers, and disturb animals in their natural habitat.”

Resist your urge to explore the wilderness and stick to the paths – they are there for a reason, usually to protect the beautiful landscape you are enjoying!

3. Buy Environmentally-Friendly Kit Hiking usually requires a lot of equipment, from lightweight, waterproof clothing to tents and packs. Try to

Richard suggests, “to find eco-friendly hiking gear, look out for the bluesign® trademark, which indicates that each stage of the manufacturing process has followed ethical and environmental standards.”

There are plenty of small changes you can make to your hiking routine that will ensure you minimize your impact out on the trail. Opt for gear made with recycled materials, make sure your electronics use solar-powered or rechargeable energy sources, use bamboo plates and cutlery instead of plastic ones, and make sure to buy eco-friendly sunscreen!

4. Protect Water Sources Most hikers and backpackers are usually concerned with finding clean water sources along the trail, for either washing or drinking. However, it’s easy to forget about the profound impact that human presence can have on essential water sources in natural wilderness areas. Simply touching the water in rivers, streams and lakes can have many unintended consequences for local wildlife, as many of our products and cosmetics contain pollutants that can harm local ecosystems.

When you’re out on the trail, make sure to camp at least 200m from any water source, in case overnight rains cause rubbish to drain into them. Wash dishes and equipment at a safe distance, using collected water, to avoid polluting water sources with detergents and toxic pollutants.

File photo 5. Eliminate Single-Use Plastics Hiking is a wonderful opportunity to immerse yourself in nature and to enjoy all of the physical and mental health benefits of being out on the trail. However, hikers and backpackers can often use a surprising amount of single-use plastic, especially bottled water and plastic wrap.

Try to avoid using single-use plastics on your hike.

Make sure to buy your own washable water-carrier and purification kit instead of bottled mineral water, and opt for lightweight bamboo plates and cutlery instead of plastic ones. Many trails and national parks across North America are now aiming to go plastic free, so get ahead of the trend and source alternatives for your next trip!

6. Go Local Eco-conscious hiking isn’t just about adopting good practices out on the trail. Try to reduce your carbon footprint on your trip by avoiding unnecessary plane and car journeys. Explore your local area, by foot if possible, and use public transport whenever it’s available.

If you do have to travel further afield to get your hiking fix, make sure you use the opportunity to support local businesses and communities. As Richard suggests, “buy from local outlets, stay in ethically and environmentally-conscious guesthouses, and only use local tour companies that pay staff fairly.” Do your research in advance and source reputable local companies that adopt ethical policies that respect their human employees, local communities and the natural world.

Celebrating green thumbs at Groundswell Submitted by Groundswell The Groundswell Board of Directors hosted a volunteer appreciation gathering at the Community Garden and Greenhouse on June 23rd. It was a beautiful evening to pay tribute to the many volunteers who have ensured the success of the gardens and greenhouse at the Groundswell site, as well as the new community garden at the Mount Nelson site.

Over 650 hours have been put in so far this spring by 40+ volunteers at the Groundswell outdoor garden alone, in addition to hundreds of hours spent inside the greenhouse. Their fantastic work is a true testament to the strength of our community and deserves to be seen to be appreciated fully. The community greenhouse is open 10am - 4pm Monday to Friday, located at the corner of 15th Ave and Westridge Drive. Pick up some fresh produce, or just say hi and explore

the lovely outdoor garden.

Groundswell is also excited to welcome Melissa Maslany as the 2020 Sustainability Intern for the summer. She finished her Bachelors of Science in Biology last year at the University of Victoria and brings experience and knowledge in ecology, planning, educational programming, and more.

Melissa interned at Groundswell in 2018 and co-created Invermere’s successful Apple Rescue Program. She will be coordinating the program again this year. Reach out to her if you would like to volunteer or to sign your trees up for harvesting, starting late August. The objective of the program is to reduce human wildlife conflict and food waste, and to promote food security. Participants in the program get to keep some of the harvest! Think of all the delicious baking you can do with apples.

The BIG Book Sale, pandemic style Submitted by Friends of the Invermere Public Library In response to popular demand, the Friends of the Invermere Public Library have devised a plan to hold their annual BIG Book Sale in safer, simpler 2020 style!

On August 1st, from 9 a.m. to 1 p.m., volunteers will display a treasure trove of books outdoors, in the parking lot beside the Court House at the corner of 7th Avenue and 4th Street, across the street from the Invermere Public Library. In the event of rain, the sale will be re-scheduled for August 8th.

To shop safely, all participants must wear masks and will be provided with gloves as they enter the BIG Book Sale compound. Those without masks will have the opportunity to purchase them at the entrance for $2. Hand sanitizer will be on hand and everyone will be urged to observe physical distancing while shopping.

As always, the Friends will be selling gently-used and generously-discounted books of every imaginable genre: best sellers, mystery, adventure, Canadiana, ro-

mance, history, historical fiction, science, science fiction, fantasy, health, travel, biography, picture books, chapter books, and youth fiction. Volunteers will replenish the supply of books throughout the sale. “Top Picks”, books in excellent condition by best-selling authors, sell for $5, adult books for $2 and children’s books for $1.

This summer, the Friends have a new book bargain: $5 Sealed Mystery Bags of 3 or 4 books labelled according to genre - thriller, romance, adventure, crafts or gardening, for example. Take a chance and discover a treasure!

The Friends can accept only cash, so search out your stash of five-dollar bills, toonies and loonies that you’ve been hoarding while you’ve tapped your plastic at stores the last few months. It’s for the overcomer.” - Unknown The East Kootenay has the third highest percentage of small business in BC with the second highest growth rate for small business in the province. Provincially, close to 45 per cent of workers are employed by small business.

Local businesses play a huge role in creating the communities we have chosen to live and work in. It will take years for them to recover from Covid-19’s massive impact on the economy. Kootenay Employment Services recently asked some business owners in Invermere, Fernie, Kimberley, Cranbrook and Creston to share their stories for a video project. These two productions focus on how local businesses have coped and adapted. It is a glimpse inside the biggest hurdle a they will experience professionally and personally. Their words were honest, emotional, and informative. Tourism and seasonal revenue are key factors to our regional economy and Covid-19 has halted this source. Visitors and secondary homeowners

that spend time and money here face limited travel. The locations, events and attractions that draw people in are closed, cancelled, or postponed under Covid-19 restrictions. Employers also struggle with staffing shortages as these positions are typically filled by now shut-out non-local seasonal workers. Local businesses were forced to abandon existing practices and find new ways to serve customers and get cash in the register. Online and phone shopping, curbside pickup and delivery were quick fixes that are now standard practices for most companies. This is challenging our habits of frequently ordering online from out of area corporations to seeing what is available down the street. A common theme from the local business owners is the noticeable shift in customer relations to a more personable experience. They are talking and connecting more, despite the lack of in-person interaction, and changing the face of customer service. Business owners are stressing the importance of collaborating and communicating together, the chance to share what is and isn’t working, where to access resources, re-opening plans is now a regular occurrence because it ‘makes sense to work together’.

Maintenance Worker Reports to Director of Housing The Maintenance Worker provides a variety of fix-it jobs related to carpentry, electrical, mechanical and plumbing systems. ?AKISQ’NUK FIRST NATION EMPLOYMENT OPPORTUNITY Workforce Development Coordinator Full-time – Term Position ?akisq’nuk First Nation (AFN) is seeking a reliable, selfmotivated and highly organized individual to fill the full-time position of Workforce Development Coordinator (WDC) to report to the Economic/Business Development Officer and to work directly with the AFN Community members. The WDC will handle a wide variety of service and administrative functions in order to contribute to the AFN Economic Growth Vison by the supporting employment plans of AFN community members specifically focusing on matching those individual plans to the employment roles in new and expanding AFN businesses.

The WDC is responsible for translating the pillars of workforce development and employment retention into direct supports for AFN members seeking progressive employment and/or training for current/future employment. The WDC will work closely with AFN departments including Financial Services, Housing, Health and Education in carrying out this responsibility. The WDC will keep the Economic/Business Development Officer, AFN and the Business Development Assistant, AFN advised of current and future employment aspirations of AFN members to assist with human resources planning for growing and new businesses and social enterprises within the Nation.

Other duties will include support in the building and maintenance of potential and current business relationships outside the community to facilitate employment off-reserve, employment grant writing, training project coordination, as well as assisting the E/BDO with specific and ad hoc reporting, project management, communications and strategic plan implementation.

By Breanne Massey Local Journalism Initiative Reporter The second fiscal year of Columbia Basin Trust (CBT) environment enhancements has recently begun at Shuswap Creek.

With $350,000 for a four-year project, the Shuswap Indian Band (SIB), the Government of B.C. and the Jon Bisset and Associates team is working toward identifying potential concerns with fish conservation and habitat restoration as a pilot project to help inform work on the Upper Columbia conservation initiative.

The restoration project at Shuswap Creek has a March 2023 targeted completion date.

“We’re using a multiple indicator approach to study fish populations, water quality, identify the total number of kilometres (km) of the stream that’s vegetative, channel morphology and to learn more about the stream habitat that’s available for fish movement as well as removing potential barriers for fish movement,” said Jon Bisset, Jon Bisset and Associates project lead.

Prior to receiving the funding

for Shuswap Creek restoration, Bisset indicated that his team was able to complete an instream flow study in close collaboration with the Government of B.C., which helped the team to identify tasks for the ongoing project between 2009 and 2011.

“The first phase (of the project) was to identify potential concerns with fish conservation and identify what’s changed since the assessment, instream work, fisheries and habitat restoration. We used that to identify areas for restoration,” said Bisset.

Bisset’s goal is to provide staffing resources, stewardship and knowledge transfer to the SIB, as well as assistance in the decision making process for restoration. The CBT funding helped his team to identify priority sites for the next two years.

“The idea was to use Shuswap Creek as a poster child, if you would, to use as a template for the rest of the creeks from the headwaters down to donald in the Columbia Valley going downstream in terms of restoration,” said Mark Thomas, SIB councillor.

“The 1.7 M is to look at the rest of the area for cutthroat and sturgeon to see what can be done to restore that habitat. That information is ul-

Thomas believes that the COVID-19 pandemic has only slightly hindered the progress of the restoration project but remains optimistic about the restoration efforts.

“The Shuswap felt it was imperative to utilize community’s efforts to build capacity and to build awareness and support in our community,” said Thomas. “Ultimately, the issues that are at hand at Shuswap Creek are the same all the way in our area.”

Bisset and Camille Des Rosiers-Ste. Marie who serves the project team as an independent contractor, project manager and biologist are studying fish populations for Westslope Cutthroat Trout, White surgeon, Bull Trout, Burbot, Mountain White Fish and Kokanee.

The ongoing conservation and environmental enhancement work being completed with this project is geared toward identifying which areas may offer the highest value from a restoration perspective by selecting 25 watersheds out of 300 from the East Kootenay region to focus on during the Upper Columbia Project in the future.

As TKL Preservationist, they will oversee the technical and cultural aspects of organizing and archiving the material acquired to date and will research, acquire, record further material for preservation. They will be responsible for the cataloging and conservation of important cultural and historic materials. In addition, they will work to incorporate TKL materials and lessons into curricula for AFN children in Early Childhood and Public School education streams. Other duties will include the building and maintenance of potential and current relationships with the language speakers in AFN and KNC, TKL/E projects planning and management, and promotion of innovation in language preservation.

Academic Preparation, Experience and Competencies;

1. Skill and knowledge attained by successful completion of a Post-Secondary degree or diploma in: community planning, lands and resource management or related disciplines, and at least 3 years’ experience managing reserve lands.

2. Preference will be given to those who have have successfully completed the First Nation Lands Manager training program.

3. Knowledge of land use and environmental issues as they affect First Nations.

4. Experience in administration and natural resource areas.

Have you ever heard someone claim that God spoke to them? Many people use that line to explain a spectrum of irrational behaviour. It used to be if someone did something wrong they would claim “The devil made me do it.” Now it’s “God told me to do it.” Despite all this, God is in fact talking to everybody, including you.

One way God speaks to us is through that sometimes annoying inner voice called conscience.

It is interesting that in every culture across the world, from modern cities to Stone Age tribes, some activities are considered wrong. There is an absolute standard of right and wrong that God has programed into each one of us. He hasn’t programed us to always do what is righthe leaves that choice up to us- but he has placed within

us a sense of right and wrong.

Another way God speaks to us all is through creation.

One of the Psalms explains it this way: “The heavens declare the glory of God; the skies proclaim the work of his hands. Day after day they pour forth speech; night after night they display knowledge. There is no speech or language where their voice is not heard.”

No matter where you are on this planet, there is evidence of God through creation. The world in all its elaborate detail, the powerful forces of what we call “nature” all tell us something about God. God speaks in other more specific ways to us, most notably through the Bible and ultimately through Jesus Christ. According to the Bible, the reason God speaks to us through these things is so that we will choose to “seek him and perhaps reach out for him and find him.” God’s talkin’ to you! Tale of a second chance: On July 3rd, Conservation Officers presence was requested by Panorama Mountain Resort Security to attend to the Grey Wolf Golf Course where a black bear cub was found in distress. The cub was doing its best to keep up with its mother. It kept falling and was dragging itself while bawling on the golf course. Panorama staff had been monitoring this cub for close to three weeks. Although it was with its mother and sibling, it appeared to be the “runt” of the two cubs as it was always considerably smaller.

COs attended and confirmed this cub was in dire health. Allowing nature to take its course or cap-

turing the animal and attempting to bring it back to health were the two choices facing the COs. The decision was made to save it from certain death. It was taken to the Invermere Vet Hospital where Dr. Mark Zehnder and his staff nurtured it to the point where he felt it would survive and be a suitable candidate for rehabilitation. On July 6th, the bear cub, affectionately named “Trapper” by a young girl familiar with this little cub passing by her house on Trappers Road, was sent on its way to the Northern Lights Wildlife Shelter where it will grow and heal. It will be returned to the Panorama area and released back into its natural habitat next spring.
