West Coast resorts won’t be sprinting into the type of bustling tourist season the region has come to expect next month, but they will be opening their doors in hopes of restarting the successful tourism marathon their towns’ economies have depended on for the past two decades.

“We’re keeping our fingers crossed, we’re going to take it one day at a time and we’re going to make sure that we do everything in our power to keep our staff and our guests safe,” JJ Belanger told the Westerly News.

“If, at anytime, something changes, if something went awry, we would obviously go right back to ground zero, to stopping tourists from coming to town, shuttering our businesses et cetera. But, we need to reopen. We need to get the tourist economy in our communities back up and running.”

Belanger is the general manager of Tofino’s Crystal Cove Beach Resort, which is expected to reopen at roughly 30 per cent capacity on June 1 with an aim to be up to 50 per cent by the end of June and for the remainder of the summer.

The Pacific Rim Hospice Society (PRHS) is offering free, 30-minute counselling sessions with Registered Clinical Counsellor Tara Souch to residents of Tofino, Ucluelet and surrounding First Nations communities.

“One of the most difficult things for people right now is just the unknown, whether that be the unpredictability of their employment or they don’t when they are going to be able to see family members again. I think that the unknowns are understandably uncomfortable for people,” said Souch.

“We are back in this place where we are experiencing new information, wondering what’s going to happen. Just like we were wondering about the shut down now we are wondering about the opening and what that means,” she said.

Generally speaking when it comes to self-care, Souch notes the importance of being mindful of all the realms of wellness: physical, mental, relational, emotional and spiritual health.

For herself, she started taking herself for a short run every morning since the novel coronavirus upended the world.

“It’s the first thing I do. I get up and I go outside and I move,” Souch said.

“Through movement we process so much.

Even if it’s the last thing you want to do because you just want to stay inside and hide from the world, if you are able to just get up and move your body, you know get up and go for a walk maybe go for a run maybe throw some rocks, the catharsis that we have through movement is very important for our healing.”

The spiritual element is especially important in times of uncertainty, Souch continues. She

recommends creating a personal healing ritual like spending time in nature, meditating each day, or even reading something inspirational.

“I created a practice for myself where each night I lit a candle and just sent love to all the families and people suffering,” Souch explains.

“I knew these candles aren’t going to change the world, but for me I feel like it’s something I can connect to that’s bigger than myself.”

During her sessions, Souch explores all these facets of life and discusses with her clients which areas of wellness they may need to nourish or amplify with healthy practices.

“You don’t need to identify as having some sort of problem to reach out,” Souch notes.

“If you are someone who loves and cares for someone who is suffering, reach out because it’s really hard to be alone with that. I wouldn’t want that for anyone.”

She said her sessions through the PRHS are meant to be accessible “check-ins” for everybody.

Wild Pacific Trail inspires online Video series helps connect out of towners and self isolators

TIDES & WEATHER With COVID-19 keeping tourists away from the West Coast so far this year, the Wild Pacific Trail Society is bringing Ucluelet’s outdoors to them through a series of popular videos showcasing and explaining the trail’s many wonders.

“Because of COVID-19, we could not do in-person naturalist programs, so we decided to take the plunge into brand new territory and produce these videos, which not only reach out to locals but people all over the world,” society president Barbara Schramm told the Westerly News.

The society has posted three unique videos to its new YouTube channel through the Learn Where You Live series it launched last month and, Schramm said, the reception has been “huge” out of the gate, with many organizations reaching out to commend the society and add their input to the videos.

“It’s phenomenal,” Schramm said. “Organizations we’ve never reached out to are coming to us…

It was never our goal to raise our profile, it was our goal to reach people and help them connect with nature, but a side benefit has been it’s increased our profile.”

The trail has long been revered as the jewel in Ucluelet’s ruggedly West Coast crown and the society that maintains it has remained steadfast to the mission of inspiring environmental stewardship.

“Once you learn to love nature you will do anything to protect her,” Schramm said. “After this pandemic, the next big crisis, of course, is the environment. So, it’s very important for us as a society to do what we can to inspire people for the future, to be better stewards of the planet.”

She suggested Ucluelet’s “phenomenally impactful location”

– Barbara Schramm makes the town uniquely positioned to inspire admiration of the outdoors and the society interprets that position as an inherent responsibility to create connections.

“We have a big impact on connecting people to nature. It’s not good enough for people to just walk the trail and stare at the ocean, we want them to have a personal connection, be it with a slug or a tree. It’s sometimes the first time people have ever had that relationship,” she said. “That’s why we’ve pivoted from building trails into education. We’ve realized more isn’t better. We’re going for quality connection to nature. We’re not just trying to bring in as many bodies as possible through the trail, that’s not our goal, our goal is to actually have an impact on the visitors, including the locals.”

In order to maintain a vibrant

and impactful presence, however, the society relies on donations dropped into boxes set up at trailheads and, Schramm said, those boxes have seen a “jaw-dropping” decline, plummeting from hundreds of dollars a month to just $7 in April.

“We’ve lost 99 per cent of our income at the trailheads,” she said.

“With no money coming in, we’re spending down our bank account.”

She said the society has been meticulously saving up for over 20 years with eyes on big projects like a heavily desired nature centre facility near the Amphitrite Lighthouse, but is now having to dip into those savings to stay afloat.

She hopes the online videos will motivate viewers to begin dropping dollars into the society’s online donation platform at www.wildpacifictrail.com.

“The donations on a normal dayto-day were just a couple of dollars for anyone walking the trail,” she said. “We’re seeing thousands of people playing the films, if every one of them just gave $1, we’d be

sitting pretty…We’re not asking for big, big, donations, there’s a lot more important things going on in the world, but very small donations multiply rapidly.”

She added the videos have also strengthened the society’s relationship with local First Nations and those partnerships have infused each video with fascinating traditional knowledge.

“We’ve always had a good connection with the local First Nations and they are really stepping up with inputting content into our videos,” she said. “We’re really appreciative of the partnerships we’re forming with the [Ucluelet First Nation] and the Tla-o-qui-aht…

That relationship is wonderful.”

The videos are hosted by the Wild Pacific Trail’s Tanya Nestoruk and, Schramm added, Arya Touserkani of Waterlogue Creative has been vital to the video series’ success.

“By happy chance, this videographer team happened to become Tanya’s roommates just before the lockdown, which made filming possible,” she said.

VOICES DYING TREES ARE IMPORTANT HABITATS FOR WILDLIFE Think you’ve got a hazardous tree? According to Wildlife & Trees in British Columbia by Fenger, Manning, Cooper, Guy and Bradford (Lone Pine, 2006), some arborists are over-cautious and unaware of wildlife needs when it comes to hollow, damaged, standing dead or dying trees. Rather than young, healthy ones, in fact dying trees are the best for wildlife.

They provide more nesting, feeding, roosting, denning, perching, hiding from predators and sheltering from the elements. Some bird and mammal species depend on what we might see as faults: a split in the trunk, a loose flap of bark, cavities, anything a bit different. Flickers, pileated woodpeckers, creepers, mergansers, goldeneyes, owls, swifts, chickadees, wrens, nuthatches, tree swallows, bats, marbled murrelets, martens, and sapsuckers are a few of the dependent species.

The first thing to do is to stop calling the tree dangerous and start calling it a Wildlife Tree.

Because a hollow trunk takes a long time to develop and generally does so infrequently, it is extremely important to retain hollow trees.

It is vital to protect them from blowdown, most importantly by leaving adjacent trees to act as windbreaks.

What’s been happening around town is the opposite: folks are thinning their trees and making them vulnerable to the wind. In addition, people are trimming lower branches, which makes trees top heavy and susceptible to falling in storms.

A creative way of securing Wildlife Trees is to install a prop, brace, or other support structure beneath or around them. Trees can also be expertly topped and still be useful to eagles, ospreys, herons, etc. Almost all trees have the potential to become Wildlife Trees, but only a relative few will eventually perform this vital ecological role, due to specific conditions. Tofino’s accommodation providers are expected to reopen their doors to tourists next month as the province moves into Phase 3 of its BC Restart Plan and begins allowing non-essential travel.

The town’s residents, however, are divided on how fast the halted wheels of Tofino’s tourism economy should start churning again and mayor Josie Osborne noted a ThoughtExchange process conducted earlier this month revealed diverging opinions.

“Many are concerned that going too fast will result in too great a risk of an outbreak on the West Coast and an unacceptable strain on the

Regardless of people’s thoughts about the pace of restarting, however, we saw that there is strong agreement that health and safety remain the priority, that the advice and

guidance of public health officials be followed, and that the region should follow BC’S phased Restart Plan.”

She said “health and safety matters to everyone” and that business owners, staff and the tourists themselves will be expected to follow stringent COVID-19 protocols and guidelines.

She added those protocols must be clearly communicated and commended local businesses for their significant efforts so far.

“People can clearly see this from their shopping experiences from the Co-op to smaller local stores and services, and the support and collaboration businesses are providing each other through the [Tofino Long Beach] Chamber of Commerce’s sector roundtables is really

encouraging,” she said, adding that she hopes residents will be kind to one another, as well as the town’s guests, as the process unfolds.

“As we take baby steps back into our tourism economy, it’s important for everyone—residents and visitors alike—to be kind and gentle with each other, and recognize that not everyone is comfortable, each for their own valid reasons,” she wrote. “This summer will be unlike any we’ve experienced, and we all need to be patient, to go at our own pace, and to remember all the things that are under control, such as physical distancing, wearing non-medical masks, or shopping or beach walking during the quieter times of day. This will help those of us feeling anxious about seeing new faces.”

B.C.’s campsite reservation service for provincial parks is seeing more than its usual surge in demand as people restricted from travelling in the COVID-19 pandemic try to book their getaways.

The B.C. Parks discovercamping.ca website didn’t crash when it opened after a shutdown of provincial parks that took effect April 8, Environment Minister George Heyman said May 25, but it has been slow enough that browsers may time out. People should keep trying the

website, or consider the option of the Discover Camping call centre (1-800-689-9025) that has a $5 surcharge to book, he said.

“Every year when we open reservations there is a flood of people on the website,” Heyman told CFAX radio station in Victoria. “And this year because people’s travel options are restricted, people obviously are really desperate to get out, to get close to nature, to be out with their family and they know they’re in all likelihood not leaving the province.”

Provincial campgrounds themselves reopen June 1, and Heyman notes that about 45 per

cent of the campsites in B.C. are still operated on a first-come, first-served basis. The booking window has also been shortened from four months in advance to two.

“We know in some cases people can’t make those plans that far in advance, so today we’re open for two months from today,” Heyman said. “Tomorrow there will be another day added and it will go on like that.”

Not all campsites and trails in provincial parks will be reopening. A review of the more than 10,000 B.C. Parks sites has determined that some are too confined to be safe under the

province’s public health guidelines for maintaining physical distance.

“Not every campsite will be open, like the double campsites with one driveway,” Heyman said. “We are also encouraging people to bring their own hand sanitizer.”

B.C. joined Alberta, Saskatchewan and Manitoba in restricting new campsite reservations to in-province residents only as part of the reopening plan. Heyman said he “heard loud and clear from British Columbians” that if they are expected to stay close to home, they should have priority for parks and campsites.

Hospital Foundation grateful for support Restaurateur pays generosity forward ANDREW BAILEY andrew.bailey@westerlynews.ca

When Tofino restaurateur Duane Bell received a break on his rent last month, the desire to pay that generosity forward was immediate, as was where to send it.

“The first organization that came to my mind was the Tofino General Hospital Foundation,” Bell told the Westerly News. “I’m a big advocate of what they do and of the energy that Arlene McGinnis throws into this community.”

Bell is the owner of Rhino Coffee House in Tofino and had opened his business for take-out service in April when he heard from his landlord Bruce McDiarmid that no rent would be due that month.

“I thought I should pay it forward,” Bell said. “With having the business open for take out, I felt like I could afford to contribute a little bit.”

The Hospital Foundation took a huge financial hit when its annual April spring gala was cancelled this year due to the coronavirus pandemic. The event traditionally brings in around $100,000 for the foundation’s efforts to purchase modern equipment for the West Coast’s only hospital in Tofino.

“It was a huge loss to us,” Foundation chair Arlene McGinnis told the Westerly. “At the moment, we are just biding our time. It’s one of those things where I find it very hard to ask people to donate at this time because I don’t know what their situation is and not everybody can afford to donate.”

She added refunds are available to anyone who purchased a ticket to the gala, though many have declined that refund or have asked to remain on the list for the next event, currently scheduled for 2021.

“We will gladly refund it to them, that is not a problem. I don’t want people feeling bad if they can’t leave the money in there,” she said. “We really do appreciate people understanding the situation and supporting us. It’s a very good feeling and it’s also very nice to have people who do not feel they can afford to leave the money in there, ask to remain on the list because they want to come next year to support us…We’ve already

actually sold out for next year because most people have asked to stay on the list.”

She said she was delighted by Bell’s donation, but added she does not want residents to feel pressured to donate if they cannot afford to.

“I was just very overwhelmed and impressed. It was wonderful,” she said. “His ability to pass it forward doesn’t mean that someone else can do that. Not everybody is in the same boat. This is my concern for

people out there that do support the Hospital Foundation, but are in a situation that they just can’t pass it forward at this time.”

The society raises funds to purchase new equipment for the hospital, last year’s big-ticket item was a brand new portable ultrasound machine, and anyone able to donate is encouraged to do so at PO Box 190 in Tofino.

“We are very thankful for the quality of care that we are getting from our doctors and nurses here. They are very dedicated and very compassionate,” McGinnis said. “We need that hospital and, frankly, we need a new and improved hospital…Thank you to everybody that is supporting the Hospital Foundation in any way that they can and that comes from all of us at the foundation.”

Bell said he hopes other community members catch hold of the paying it forward mentality and that residents do what they can to help strengthen their community through donations, time, or simply kindness.

“Whether their generosity is towards their staff, their tenants, their customers, the people down the street or foundations, we should all be thinking about others right now,” he said.

“I think those that can afford it should do it, especially at these times. It also adds to the community, whether it’s money or whether you’re taking your time to help out…Being kind and thinking of others is the main thing to do right now and that will just make it a lot better and easier for everybody in the long run.”

UNRESTRICTED LOG EXPORTS WILL BE A DEATH BLOW TO DOMESTIC FOREST INDUSTRY Mosaic Forest Management refuses to end its fivemonth shutdown while the rest of the Coastal forestry industry works. Why a company with the lowest stumpage and the best logs on the Coast is choosing to stay on the sidelines…

A new agreement by Mosaic Forest Management (Mosaic), the timberlands manager for TimberWest and Island Timberlands, and the United Steelworkers Union (USW), includes a proposal to the government to allow Mosaic to freely export the average volume of logs it has sold internationally over the prior five years.

A diverse group of Coastal Forestry Companies* that support more than 30,000 direct and indirect jobs object strongly to this proposal. Notice 102 that regulates log exports provides a fair mechanism to export logs while securing the fibre supply required by domestic manufacturers. Changing the current laws would betray domestic manufacturers and put the livelihood of thousands of forestry works in jeopardy.

Mosaic’s log exports over the last five years were at elevated levels, and therefore, their proposal would further skew the volume they would be able to freely export, and reduce the fibre volume available to domestic manufacturers that protects local jobs.

Mosaic has curtailed the majority of its operations since November 25, 2019, citing poor market

conditions, exacerbated by the impact of the corona virus and global supply chains.

We contrast this action, or rather inaction, by Mosaic against how the rest of the coastal logging industry is responding to today’s challenges. The majority of license holders are harvesting their licenses, many at full capacity. With the exception of Mosaic, the vast majority of the harvestable land on the coast is under public tenure, which attracts government stumpage.

How is the rest of the industry able to profitably harvest the logs on their lands, while Mosaic is unable to do so? Mosaic benefits disproportionately from not paying stumpage on their private lands, which constitutes the majority of their operations, their superior economies of scale, and the superior quality of their wood basket.

Given our own knowledge of coastal harvesting economics, we find it hard to believe that Mosaic could not have operated its business profitably for 2020 year-to-date, had it chosen to do so. The primary motivation behind Mosaic’s prolonged curtailment seems to be to ratchet up political pressure to change the log export laws.

Mosaic has chosen to keep their operations idle at the expense of thousands of direct and indirect jobs.

The time has come for Mosaic to stop pressing their advantage and to put their logging contractors and many employees back to work.

Our respective businesses span the full gamut of forestry products, including logs, lumber, veneer, plywood, pulp and paper, and a variety of other valueadded wood products. The District of Ucluelet has released a COVID-19 Community Recovery Plan “intended to promote community resiliency and guide the health and economic recovery of the community from the COVID-19 pandemic.”

Touted as a “living document”, Ucluelet’s fourteen-page recovery plan outlines specific actions through economic, social, and municipal lenses.

CAO Mark Boysen introduced draft three of the recovery plan during the May 12 regular council meeting. He said Ucluelet’s re-opening timelines mainly depend on the province depends on the Provincial Restart B.C. Plan.

“We’re in a marathon situation here, long-term,” said Boysen.

“There is new information coming at us all the time and I think it’s really important that we put this all together in one spot.”

“That’s really a key part for us and really a benefit for the district.

If we can align all our communications and put them into one plan, that will really help us to be able to recover,” he said.

Part of Ucluelet’s recovery plan involves deploying three district staff as COVID-19 Community Monitors to gather information and report on trends.

“They are essentially eyes and ears. It’s important to note that they are not bylaw officers,” said Boysen.

Ucluelet’s manager of recreation and tourism Abby Fortune concurred.

“These district staff observe the use of district owned public spaces, so the district can make informed decisions about re-opening and layout. You will see their friendly faces around town making sure we

are on the right track over the next couple of months. The community monitors are not bylaws officers,” said Fortune.

On May 19, 2020, Ucluelet’s skatepark and basketball courts were re-opened. Playgrounds have yet to be re-opened and the Vancouver Island Regional Library within the Ucluelet Community Centre is not yet open.

“We are in the process of preparing the Community Centre for a soft opening. The target date is June 15. We are currently exploring what summer programming might look like,” said Fortune via email to the Westerly.

“The library is not open at this time. I have been in contact with them – they are in the process of determining their process and timing for opening,” she went on to say.

A slice of Ucluelet’s recovery plan includes focusing on marine activities by liaising with COVID-19 Active Fishermen’s committee and “exploring harbour reserve fund options for supporting commercial harbour businesses.”

Amidst the ongoing threat of COVID-19, SonBird Refuse and Recycling continues to operate curbside recycling collection and depot drop off for West Coast residents on behalf of the Alberni Clayoquot Regional District (ACRD).

The global pandemic has shifted how cities across Canada and the United States manage their waste collection. However, companies like Sonbird have been able to continue regular service thanks to their open-air recycling depot and updated regulations.

With the increase in recycling generated during COVID-19, recycling services have become even more essential for ensuring the safety of terrestrial and marine ecosystems vulnerable to damage by mismanaged materials.

In addition to bi-weekly curbside recycling pickup, depots in Tofino and Ucluelet are open to the public to recycle plastic bags and overwraps, glass containers and foam packaging that cannot be placed curbside.

The reason they have been able to stay open, depot manager Robin Jackson states, is that unlike recycling depots in other municipalities across the country, SonBird features open air space. Large industrial sized garage doors on either end of the depot allow outside air to flow freely through the space. Furthermore, to continue to support the community and ensure the safety of the public and their team, a new workplace COVID-19 response plan has been put in place.

Newly introduced rules of engagement allow the facility to operate safely, maintain social distancing and to protect the health of workers and the public.

The updated regulations will only allow two people inside the depot at a time, requiring a minimum distance of six feet apart. Visitors unload their recyclable items into trays and are guided through the sorting process in the spirit of keeping like-materials together.

The virus has an exponential decay in virus titer—numerical expression of the quantity of the virus—across all recycled material surfaces.

Based on recommendations from research by the New England Journal of Medicine, SonBird’s sorted materials are left untouched for the determined number of days it will take the SARS-CoV-2 to lose stability on given surfaces.

Research shows that the virus is more stable on plastic than any other material. In order for plastics to surpass their possible contamination date, they are left untouched for five days to ensure there is no viable virus present when being handled.

When asked about the current volume of recycling generated by residents and commercial sectors in the Pacific Rim, Jackson stated that the amount has not gone down since the COVID-19 outbreak.

Curbside pickup has increased due to the amount of people shopping online and eating from home, while public drop off has remained constant.

The depot acts as a transfer station where recycling is sorted into categories based on materials, packed down into ‘bails’ by a compressing machine, and shipped out to Nanaimo where it is then distributed for further processing.

Approximately 30,000 pounds of material are collected, sorted, packed and bailed every week to be shipped out.

If recycling services on the West Coast had ceased to operate during COVID-19, every week, this significant volume of materials would diminish the lifespan of the West Coast Landfill and threaten the ecological integrity of surrounding terrestrial and marine environments.

West Coast resorts set to reopen in June From A1 “That might increase a little bit, but I really don’t see it at this point. It’s going to be a different summer and it’s a good thing too because none of us want to overwhelm our healthcare system. The number one priority is we’ve got to take care of Tofitians and Ucluetians,” Belanger said. “All of us are taking this very seriously…

We’re going to ease into this slowly and you have to understand that we are doing everything in our world to keep you safe as a local.”

Tim Hackett of Tofino’s Long Beach Lodge Resort said the lodge was forced to let go of roughly 60 employees when the coronavirus pandemic caused tourists to vanish from the Coast in March and added that many local businesses have been braving the same economically terrifying waters.

“There’s a terrific number of people in the community who are out of work and haven’t had any work for over 10 weeks now. So, it’s had a devastating financial impact,” he said. “There’s literally hundreds of people that are out of work and businesses that are really suffering.

Some businesses, I think, may not recover from this. So, while we have to be very cautious from the health perspective, we also have to consider the economic fallout and we have to give it care as well.”

Belanger said he has been “living, eating, breathing, sleeping COVID” in preparation of reopening and has developed what he calls a COVID Playbook for his staff and guests, a snapshot of which can be found on Crystal Cove’s website.

“It changes daily and you have to be able to adapt,” he said, adding that the slower pace of summer will be “a great opportunity” for resort staff to be trained to the ‘new normal,’ but won’t be close to what’s needed to recoup the financial devastation caused by the tourism shut down.

“In the beginning, it was very nerve-wracking, so I do believe the community did the right thing by saying, ‘Don’t come here now, it’s not the right time,” he said. “There’s a lot of damage that’s been done to businesses in both communities. Some businesses have not survived. Some may choose not to open this summer.

It’s going to be a very different summer on the coast for sure…I don’t think we’ll ever make up the losses that we had. That money is gone.”

Hackett said his Long Beach Lodge team will consider the season a success if they can break even.

“It’s not a case of all of a sudden coming rushing back and we’re able to wipe out our losses quickly, we’ll be lucky if we can do it at all this year,” he said. “There’s not going to be thousands of people in Tofino, that’s not going to happen.”

to Hackett, who added guests may be subject to temperature checks.

“There’s a lot of protocols going in place for the safety of everybody.

It will not be business like usual,” Hackett said, adding keys will be delivered to guests’ rooms and no cleaning staff will enter their rooms during the duration of their stay.

“Business volumes are going to be down. I don’t think we’re going to see a great number of people coming during June. I think it’s good to get our systems in place and get our staff trained to the new regulations and protocols.”

He said the Lodge’s restaurant will remain closed to start, though may open at half-capacity later in the summer, while its outside patio will be open for takeout and room service.

Hackett believes Tofino is in a relatively good position because it does not rely on cruise ship traffic or large indoor attractions and is a very popular destination amongst British Columbians.

“I think a lot of people in Canada that would normally have gone to Europe or the States on holidays will change their plans and a lot of them will come to Tofino. Tofino just seems to be so popular and, I think, people

feel it’s safe,” he said. “And, even on the longer term, I think you’re going to see people avoiding big cities and big masses of population, coming to smaller places…I think, compared to other places, we’re going to do very well.”

Belanger noted that travellers have had their finances heavily impacted as well, so British Columbians will have smaller budgets causing them to more likely vacation in-province.

“The financial impact to most people has been dramatic, so they’re not going to be going very far away for vacations for the near future…Tofino is in a good place because we have a great reputation and we’re a great place to vacation. I think we will benefit from Canadians and B.C.’ers staying at home this summer and looking for places to go but, until international travel resumes, you’re not going to see Tofino be at 100 per cent occupancy anytime soon,” he said. “The most promising thing I’m seeing is that people haven’t given up on the thought of coming back to Tofino. From what we’re hearing from all our guests, they still love this place and they can’t wait return.”

In Ucluelet, the town’s largest resort doesn’t plan to open until June 15.

“We’re being overly cautious and we’re aware of how the community feels. We don’t want to have an influx of 300 people coming into town too soon and overwhelming everybody, so we’re holding off. Financially, it’s impacted us a lot, but we’re conscious of the impact that we’re going to have if we have an opening on June 1 and have all those tourists hit us at once,”

said Black Rock Oceanfront Resort’s general manager Ted Bailey. “We’re not going to make it so it’s Black Rock overwhelming the community…We’re helping the community ease into this.”

He said the resort plans to open at 30 per cent capacity and hopes to attract B.C. travellers looking to stay closer to home this summer.

“We get most of the tourists in Ucluelet because we’ve got so many rooms,” he said. “It will make the residents feel a lot safer if they just see B.C. [licence] plates. We have to really be aware of how the community feels.”

He added the tourism void has had a “huge impact” on the resort and its staff.

“Basically, we went from 130 employees down to four,” he said. “Our staff, who are mainly local residents, are really anxious financially that they need to get back to work.”

He said the resort will be operating under strict COVID-19 protocols, will not be hosting any weddings in June and its restaurant will be open at half-capacity.

He hopes the community understands the steps the resort is taking to help prevent the spread of COVID-19 and suggested the resort’s staff will be key ambassadors.

“When they leave work and go home and let everybody at home know that we’re really being cautious and following the procedures, that might put everybody at ease a little bit more,” he said.

Bailey added that he’s been in the hotel business since 1969 and has

never experienced anything like the recent economic shutdown before, suggesting the pandemic has given him a new perspective on community health.

“My awareness for the community and the well-being of the community has never been to this heightened level before. My kids live here, my grandkids live here and I have to be conscious of their safety and their friends’ safety and, I think, it’s made me a new person to be more aware of everyone around me. And, how am I going to get my people back to work so they can make a living for themselves? How do I operate the resort so that everybody stays safe?

It keeps me awake at night,” he said.

“My awareness of the community and not just as the manager of the Black Rock, plays a big factor in all the decisions that I’m making here and I can’t remember when that’s ever happened to me before.”

He added Black Rock is a major contributor to Ucluelet’s Municipal and Regional District Tax—formerly known as the additional hotel room tax— which largely fuels the budget of the town’s Destination Marketing Organization, Tourism Ucluelet.

“Their budget is funded two-thirds by the Black Rock Resort and, if we don’t get the accommodation tax that they’re used to, their budget’s going to be one-third of what it was before and that’s going to affect everybody,” he said. “It’s a wait and see and I’m keeping my fingers crossed.”

Tourism Ucluelet executive director Denise Stys-Norman and Tourism Tofino executive director Nancy Cameron both declined to answer the Westerly’s questions about the upcoming tourist season and how each DMO plans to promote their respective destinations, but issued the following joint statement.

“Although the full impact of COVID-19 to our tourism economy has yet to be quantified, it has been staggering for our small region.

West Coast tourism businesses rely on spring visitor-generated revenue to cover overhead and operating costs until they reach the more profitable summer months. The COVID-19 crisis interrupted this and has placed many businesses in extremely difficult and stressful financial situations, and has put many people out of work.

For those businesses that were able to remain open, they have adapted to the new provincial health guidelines by being creative and collaborative.

This has provided a sense of normalcy during this unprecedented time,” the statement reads. “The Province of BC and both municipalities have led us expertly through this crisis. When non-essential travel restrictions are lifted, we will gradually be inviting visitors back to the West Coast to enjoy our natural environment and the vastness of special experiences that it offers.”

An all-star lineup of locals poets and authors are taking their talents online as the Federation of British Columbia Writers’ online, Zoom-based, Quite Determined series is coming to the West Coast.

The Quite Determined series was launched showcases creative minds whose book launches and speaking events have been cancelled by the COVID-19 pandemic, according to a media release from the FBCW. The West Coast’s event is scheduled for June 1 at 7 p.m. and will feature Tofino’s new and former poet laureates Christine Lowther and Joanna Streetly as well as writers from the Clayoquot Writers Group, including Shirley Martin, David Floody and Helen Mavoa.

Monday’s event is being organized by the FBCW Islands representative, and former editor of the Westerly News, Jacqueline Carmichael.

“Writers and readers around B.C., as everywhere else in the world, have had their voices muffled by the COVID-19 pandemic,” Carmichael said through the release. “In different times, there would be small readings and book launches and writer gatherings and book clubs, in person, over coffee. Writing is often a solitary endeavour as it is, and with health concerns prompting social distancing

Carmichael hopes the event will connect West Coast writers with readers around the province and said she is excited to see Tofino’s new poet laureate Christine Lowther in action.

“It’s wonderful to feature Christine Lowther. As Tofino’s poet laureate, she brings her gifts for writing and long-time commitment to the environment and to supporting fellow writers,” Carmichael said through the release.

“She’s an amazing writer, and I hope we’ll hear from her piece for the recently published Sweet Water anthology (2020, Caitlin Press) pulled together by Yvonne Blomer.”
