Five-year framework for Columbia Wetlands conservation

• Shower Doors Columbia Wetlands Stewardship Partners Due to the biological and ecological importance of the Columbia Wetlands and their complex mix of federal, provincial, First Nations, municipal and private ownership, their management involves many jurisdictions. In 2006, to help coordinate the conservation of the wetlands, the Columbia Wetlands Stewardship Partners (CWSP) was created. The CWSP is a non-profit society consisting of over 30 partner organizations representing governments at all levels, local First Nations, conservation, hunting, recreation, farming, business and tourism interests.

The CWSP is, in effect, local people taking responsibility for a natural landscape that they care deeply about.

CWSP facilitates information sharing and collaboration on research, habitat protection and restoration, and assists governments to make decisions on issues affecting the river and wetlands. Since its creation, the Partners have conducted over $2 million in projects including wetland and tributary assessments, dump cleanups, and waterfowl inventories.

The Partners recently authored the “Columbia Wetlands Conservation Action Framework for 2020 - 2025,” a five-year strategy to strengthen CWSP’s leadership and effectiveness in conserving the exceptional ecological and cultural values of the Columbia Wetlands.

The document identifies six categories of threats to the wetlands; most are due to direct or indirect human actions. These include: direct loss or impairment of habitats and species (such as dredging, land clearing); transportation and utilities (rail and roadways); invasive species; increasing human use pressure; and the effects of climate change. Often these threats to habitats and species interact and are cumulative.

In response to these threats, the Partners have identified five strategic directions (partnership, awareness, research, stewardship, and management) that will guide CWSP activities.

The Columbia Wetlands The Columbia Wetlands are a large wetland and river system located on the Upper Columbia River. Stretching 180 kilometres from Canal Flats to Donald (north of Golden), the Columbia Wetlands are one of the largest intact floodplain systems in North America. Comprising 26,000 hectares, these wetlands support a high biodiversity of plants, animals and habitats. Its 16 habitat types include marshes, open waters, shrub levees and floodplain forest, providing homes to elk, deer, wolves, cougars, grizzly bears, fish, amphibians, insects, more than 260 bird species and nearly 40 threatened animal and plant species.

The wetlands also support human well-being. Like a giant sponge, the Columbia Wetlands filter and store water for flood and drought control, groundwater recharge, store carbon and other nutrients, provide erosion control, and benefit local livelihoods such as agriculture, economic development and outdoor recreation. The wetlands will help buffer the anticipated impacts of climate change by providing micro-climates and moist refuges for fish, wildlife and plants as warmer and drier conditions increase in the coming decades.

Internationally Important Landscapes In 2005, the Ramsar Convention recognized the Columbia Wetlands as internationally important for their ecological diversity and waterfowl habitats. These wetlands and adjacent lands include the provincial Columbia Wetlands Wildlife Management Area, the Columbia National Wildlife Area, and provincial and national parks.

The Columbia River Wetlands are Canada’s only area with international Living Lake Network designation.

VALLEY NEWS Windermere woman takes on the world

By Lorene Keitch lorene@columbiavalleypioneer.com Windermere’s Courtney Hoffos is raking in the medals in her first World Cup heats this year.

Last weekend in Montafon, Austria, the ski cross competitor raced to a bronze medal finish, a week after earning both a silver and a bronze over two days of races in Val Thorens, France.

Courtney was able to speak by video chat with the Pioneer a few days after her double-medal win in Val Thorens.

“It was pretty amazing. I was definitely not expecting it,” she said. “It was such a fun feeling, racing with some of the best that I always look up to. Being right in there was pretty unreal.”

Not only did she make the podium two times in two days at Val Thorens, it was also Courtney’s first-ever official World Cup heats, setting the bar high for the local athlete. She has raced in the Canadian World Cup the last two years, but did not qualify for the heats. Last season, she raced in the Nor-Am, European, and Australian New Zealand Cup tours. This year her goal was to race in the Cross Alps tour, and hoped she would be invited to participate for Canada in some World Cup races.

The 22-year-old chalks up the early season success to a lot of hard work. Last summer, she opted to stay at her training base and continue working on and off the slopes on her skills and strength. She and her teammates skied 11 of the 12 months this year.

“It was a good summer for getting stronger, and kind of proving myself to be able to race the World Cup circuit this year,” she said.

For Courtney, the weekend wins do not change her perspective on how to face the 2019/2020 season.

“I’m still going into every race with not a lot of expectations, taking one heat at a time,” she said.

Courtney said she is grateful for the support back home in the Columbia Valley, from her parents who have always cheered her on, to the whole community standing behind her. She grew up in the Columbia Valley, skiing at Panorama Mountain Resort and racing with the Windermere Valley Ski Club as a kid. Helmut Spiegl was Courtney’s coach in the Windermere Valley Ski Club for four or five years before she moved into the ski cross discipline. To become a great ski cross skier, explained Mr. Spiegl, “You have to be technically a very strong skier to carve turns. You have to be able to glide fast . . . and you have to be super comfortable in the air.”

This type of racing also demands being comfortable racing shoulder-to-shoulder with other competitors, Mr. Spiegl noted.

Courtney is “very strong in all these elements,” he remarked. “She’s very athletic, and very diligent in her training routines.”

Describing ski cross, Courtney said, “It’s basically a huge adrenaline rush . . . You’re pulling out of the gate with three other girls right next to you, and you have to focus on the features in front of you. It adds a direct element of competition from right out the gate.”

Her favourite parts of ski cross are the big jumps, and the banked turns, she shared.

“I love the big tracks and the more open courses where you can actually ski.”

Aside from her technical skills, Mr. Spiegl said she Courtney has a very bright personality, and a positive attitude all the time. He cited a “horrific injury” Courtney suffered just over two years ago, and how she worked her way back to podium-performance.

“It was phenomenal to see her success,” he said. “It was great to see all that hard work pay off.”

Her mom Jenny Hoffos agrees with the coach, noting she has seen her daughter work very hard to get to this point in her career. Courtney broke her leg a few years ago, lost a whole year of skiing on recovery, then spent last season focused on racing again.

“She has been training really hard this summer,” said Jenny. “She’s motivated, and she’s feeling better health-wise.”

Courtney’s parents were up at 3 a.m. to watch the Van Thorens races, hearing the race commentary in Swedish as it was the only live feed they could find. Speaking briefly to their daughter by phone afterwards, Jenny said, “She was just so excited, she could hardly even talk.”

This past week, December 9th through December 15th, the Columbia Valley RCMP responded to 43 calls for service.

The following are some of the more notable files our officers responded to:

• On Wednesday, December 11th at about 1:30 a.m., Columbia Valley RCMP received a report of a suspicious black Nissan Armada driving around the Timber Ridge area in Invermere. An officer immediately attended the area and located the Nissan Armada. However, the vehicle fled northbound on Highway 93/95 when the officer activated his lights and siren. The officer did not pursue the vehicle out of concern for public safety. The vehicle was located later in the day abandoned in Kootenay National Park. The vehicle was confirmed to be stolen out of Okotoks, Alberta.

• On Wednesday, December 11th, a resident reported a grey Volkswagen Passat was stolen from his residence on Hilltop Road in Windermere sometime over-

night. Residents are reminded to lock their vehicles and remove the keys and valuables.

• On Wednesday, December 11th, a resident on Hilltop Road in Windermere reported his wallet was stolen out of his vehicle sometime overnight. There was no forced entry into the vehicle.

• On Wednesday, December 11th, a resident on Prospector Avenue in Radium reported someone had rummaged through her vehicle and stolen several items including a GPS unit and sunglasses. There was no forced entry into the vehicle.

• On Friday, December 13th at about 1:15 p.m., police, fire and ambulance responded to a single vehicle motor vehicle incident on Highway 95 near Edgewater.

The driver of a Suzuki SX4 was southbound when he lost control of his vehicle and slid into the ditch. The driver was uninjured but the vehicle had to be towed.

• On Saturday, December 14th at 4:45 p.m., a Columbia Valley RCMP officer conducted a traffic stop with a GMC Sierra on Highway 93/95 near Invermere. The officer determined the driver was prohibited from driving and, as a result, arrested then released the individual on a Promise to Appear in court at a later date.

Tiny tots and parking spots

By Dauna Ditson reporter@columbiavalleypioneer.com Charlotte Streicek, who is working to open Dragonfly Discovery Children’s Centre in the building on 12th Street that used to be Strand’s Old House Restaurant, paid for parking for the site but is now asking Invermere council to waive her parking requirements.

According to the district’s calculations based on the size of downtown businesses, her options are to provide five on-site parking spaces or pay the district a one-time fee of $22,500 for street parking. Her preference is to do neither.

“It is a finite budget that I’m working with,” she told council at their meeting on Tuesday, December 10th.

“There’s just some huge killer expenses that weren’t allotted . . . It puts the project at risk.”

Ms. Streicek is working to have the property renovated to turn it into a daycare with 72 childcare spots but said she has been running into unanticipated expenses bringing the 1912 building up to current code requirements for a daycare.

If she could have her $22,500 refunded, she said it would come in useful in getting the daycare ready to go.

“I don’t have money to pull from anywhere else,” she told council. “This is a massive economic development project, initiative, that I’ve taken on there and added to the community, to the whole valley. I’ve got a giant list of people wanting in . . . People will move here if there’s childcare. People will start businesses. People can’t go to work right now.”

When mayor Al Miller asked about using some of the lawn for parking to cancel or lower her costs, Ms. Streicek responded with a laugh.

“Oh no, we need that for a playground. I don’t want cars in our yard,” she said.

Councillor Kayja Becker said she expects that a daycare would have parking needs comparable to those of her dance studio. She finds that drop offs and pick ups happen quickly and that minimal parking is required.

“Children don’t drive,” she said.

Councillor Ute Juras conceded Ms. Becker’s point but added to it.

“As much as children don’t drive, their parents do,” she said.

Mayor Miller said the decision on whether or not to forgo the daycare’s parking requirements is not an easy one and could set a precedent for other organizations wanting to save cash.

“I’ll be the devil’s advocate and just say that if we let one go it’s going to be a constant battle going forward,” he said.

The district will reach out to the daycare’s new neighbours to get their thoughts on the parking situation before making a decision early in the New Year.

Ms. Streicek hopes to open in February. She said she’s getting emails every day from those interested in registering their children.

Despite the costs of renovating the old building, she said it’s an ideal location for a large daycare centre.

“The mature yard space will create an excellent outdoor classroom in downtown Invermere, with several large solid shade trees, a garden space and a well maintained lawn,” she said. “Spending an abundance of time outside exploring, discovering, creating, and playing is so great for a child’s health and well-being and inspires so much play, discovery, and connection. Our bunnies and guinea pig will also be thrilled to have an on-site yard.”

By Dauna Ditson reporter@columbiavalleypioneer.com Invermere’s council meeting on Tuesday, December 10th was packed with everyone from seniors concerned about a road that would go too close to their homes, to those encouraging council to ban plastic bags to a baby with slight concerns that weren’t clearly articulated.

“We appreciate having a gallery that is committed to our community,” mayor Al Miller said. “We do appreciate when we have a good full house.”

Mayor to keep talking about bags Steph Van de Kemp spoke at council after gathering more than 1,000 names on her petition to ban plastic bags and develop a strategy for dealing with single-use plastics.

“I’m actually here on behalf of 1,055 people,” she told council. “How can it not be a priority?”

Back in October’s municipal election, more people supported banning plastic bags than purchasing the Lake Windermere Resort Lands in Athalmer, she said, adding that she’s confused why council proceeded with the land purchase while plastic bags have “fallen by the wayside.”

A permanent resident, who is from Belgium, also spoke in support of banning plastic bags as has been done in her home country.

“If they can do it, we can,” she said. “This is just a small, simple step.”

When her European friends come to visit, she said: “they are shocked . . . to see how many plastic bags we give for a pack of gum or really nothing at all.”

Season of giving never stops Black Press The festive season in December is sometimes described as the season of giving.

It’s a time when many will support food and gift drives to help those less fortunate in our communities.

And, it’s a time when many will include charitable giving in their holiday activities.

This is the time of year when people take time to consider those who are in need among us.

The faces of those in need are as diverse as the faces which make up our communities.

We have some who are living in poverty in every community in our province. For them, the holiday season is difficult. In addition to the costs of food, warm clothing and shelter from the elements, this is also the time when there are other expenses.

In many communities in British Columbia, there are transients and homeless people who are in need of food, shelter and warm clothing, especially on cold winter nights. These people are ignored, marginalized and too often judged. But their needs are real.

While some have addictions or mental health issues, they are still in desperate need, not only in December but all year.

There are others among us who have needs which are not as easy to see. Some are earning low wages and are struggling to cope with the essentials at this time of the year, let alone the seasonal festivities. Others are seniors on fixed incomes, struggling with rising costs.

Some have been hit with unexpected expenses or a medical emergency.

And while the needs are more acute at this time of the year, there are always people among us who are struggling.

While this time of year is the season of giving, there is a continuous need.

The faces of those in need are present with us throughout the year. They must not be ignored or forgotten.

Turkey lunch much appreciated Dear Editor: I am writing to tell you and the rest of Invermere something you probably already know: we live in the most amazing community.

Every year, for many many years, our community comes together and provides a turkey lunch at J. A. Laird for all the grade 4-7 children and their teachers and support staff. This year that was 280 meals.

We are grateful for Valley Foods that donated all the food (14 turkeys and all the vegetables to go with lunch), Edibles Catering, who then prepared and brought the cooked meal to the school, Quality Bakery who provided the buns, the thrift store for finding us 40 forks last minute, and all the parents and community members who came to volunteer.

And thank you to the Rockies for helping with setup and tear-down. Our School District Superintendent, Paul Carriere, led the room in a thank you and then helped serve the turkey dinner.

The overarching message is that the school, the students and the community are connected. There is a continuity, a sameness and a tradition. It binds the three groups and blends us all together. This is so

important for our children, as they are the future of our community. Growing up with special traditions brings these children to the heart of the school and the greater community, giving them a sense of place.

Province seeks input on proposed hunting changes A number of proposals in the Kootenays will affect whitetail doe, elk, turkey hunting seasons

By Trevor Crawley Cranbrook Townsman The provincial government is proposing to shorten the white-tailed doe hunt to 10 days next hunting season within some specific regions — or eliminate it entirely in others — within the Kootenays.

The current regulations allow for an antlerless hunt between October 10-31 in much of the region; however, proposed changes in some Management Units (MUs) will see the window shorten to October 21-31, while white-tailed doe hunts in other MUs are eliminated entirely.

“Recent harvest estimates from 2018 became available and these results were consistent with previous years’ data pointing to a precipitous decline in harvest in the West Kootenay,” reads the section of a report outlining the rationale for the proposed changes.

“Harvest did not change substantially in the East Kootenay between 2017 and 2018, but observations from aerial surveys and anecdotal reports suggest a decline in abundance in the East Kootenay.”

In the West Kootenay, white-tailed buck harvests are down by more than 50 per cent between 2017-2018 and are 60 per cent below the 30 year average, according to the report. It also noted that recent harsh winters, as with ones in the late 1990s, contributed to substantial population declines.

“Removing the white-tailed deer antlerless GOS (General Open Season) in the West Kootenay may reduce mortality pressures on the population and may allow for a faster recovery. MUs with a large proportion of the zone falling within the range of Mountain Caribou range would retain the antlerless season to help meet caribou re-

“It is official,” exclaims Debra Fisher, the Chair of the Eva Joseph Learning and Cultural Society Board of Directors.

“Registration is open for the Indigenous Early Years Certificate Program.”

This long-awaited program will be launched thanks to support from the BC Aboriginal Child Care Society and the federal government’s commitment to the Indigenous Early Learning and Child Care Framework. Although registration is open to individuals with and without indigenous ancestries, students with First Nations, Inuit, and Métis ancestry receive priority placement in the program until mid-January.

“The ?Akisq’nuk First Nation’s abil-

ity to address the worst crisis in early learning and child care within the B.C. Interior is a game changer for the Columbia Valley,” says Katherine Bonell, the lead instructor in the program and senior executive officer for the Rural Communities Early Childhood Institute.

“I am thrilled to be a part of a community-led initiative that sets a new standard of practice for early childhood educators in British Columbia.”

Individuals interested in this program confirm their willingness to learn to research, write, interpret, and reflect at a first-year college level. High school graduation is not required. Students must have consistent access to a computer, the internet, Microsoft Office, and Adobe Reader.

The program runs from February 3rd until December 17th, 2020.

covery objectives. Hunters will still be able to harvest antlerless deer during the youth season and the December archery-only season.”

In the East Kootenay, the report proposes to modify the antlerless season dates to address enforcement challenges that are present during a 10-day overlap of the six-point elk season and white-tailed deer antlerless season.

The proposed changes to the antlerless white-tailed hunt are just one of many initiatives being examined by the Ministry of Forests, Lands, Natural Resource Operations and Rural Development.

One significant proposal includes cancelling all antlerless elk Limited Entry Hunt (LEH) opportunities across Region 4, as survey results from the East Kootenay Trench in 2018 suggest elk populations are 32 per cent below targets.

Additionally, a proposal suggests shortening the bull elk season in the West Kootenay, while also removing some MUs from the General Open Season. Some MUs will remain a six-point bull elk hunt from September 10 – October 20, while other MUs will have a shortened season from September 10 – October 5.

The report notes that much of the bull elk harvest happens after Oct. 5th, so by shortening the season, it would reduce harvest levels to maintain the current bull/cow ratio, which averages 20 bulls to 100 cows.

Another proposal would prohibit the intentional feeding and baiting of ungulates (deer, elk, moose) in the Kootenay region, due to concerns about transmission of infectious parasites, as well as the potential for digestive tract upsets.

Other proposed changes include opening up turkey hunting opportunities and increasing the bag limit, closing the wolverine trapping season, creating LEH sub-zones for bighorn sheep hunting in Bull River and removing compulsory inspection for wolf.

The proposals also include a number of proposed changes and tweaks to motor vehicle access in certain MUs across the Kootenays.

All proposed hunting changes can be viewed at https://apps.nrs.gov.bc.ca/ahte/ hunting. The changes are being targeted for 2020-2022.

Tickets on sale for Banff Mountain Film Festival Submitted by Toby Creek Nordic Club

The Banff Mountain Film Festival is taking the show on the road, and thanks to the Toby Creek Nordic Ski Club (TCNC), it will be returning to Invermere on Sunday, January 5th. The annual screening brings mountain-inspired cinema to our area and is the nordic club’s biggest fundraiser of the year, with proceeds going toward the grooming and maintenance of the Lake Windermere Whiteway and the club’s junior programs.

The evening will feature two and a half hours of film pieces, from four-minute shorts to longer features, selected especially for the local audience. Penny Powers, who helps

coordinate the Invermere stop on the tour, says there will be anywhere from 10 to 15 movies, depending on length. They range from focus pieces on something specific like snow sports to humour, environmental films, adventure pieces, kayaking, climbing, base jumping, culture and inspirational films… There’s a pretty wide selection.

Tickets sell out every year, Ms. Powers added. Tickets are being sold at Crazy Soles for $25 for Toby Creek Nordic club members; $30 for non-members (cash-only please).

Doors open at 4:30 p.m.; films start at 6 p.m. and run until approximately 9 p.m.. Pizza and salad will be served for an additional cost, and a cash bar will be set up.

The Christmas letters Fresh old ideas

By Arnold Malone Pioneer Columnist Like almost everything else, Christmas has changed.

Among the many changes are the way we connect with family and friends.

Our mother and dad had taproots in to the red soil of Prince Edward Island. For them, Prince Edward Island was home. It was where early friendships were made and extended families remained.

Our dad traded his PEI potato farm for his first western farm near Consort, Alberta. Our mother received a note written with pencil on scribbler paper inviting her to come west to join in a farming venture. At the time she was working in Brockton, Massachusetts. She gave up electricity, indoor plumbing and telephones to start a new life living in a granary then in a sun-baked house resting squat on the treeless prairie. For her this was an exciting new venture even though her forever friends were far away.

In mid-November each year my mother would open a cupboard drawer, shuffle some doilies, move some spare teatowels and gather pages upon pages of names and addresses.

It was her Christmas letter list.

Night after night by the light of a coal oil lamp she would write long letters home. Paragraphs about crops, cows, and how each of her six children were getting along.

She told – sometimes to our embarrassment – how we were doing in school, 4-H, at track and field events and what part we played in the school Christmas concert. There were the usual comments about church and local fundraising events.

Each day the pile of envelopes grew higher as letters

were completed. The intention was to have all letters ready to be mailed on the 10th of December. These letters were intended to arrive just prior to Christmas.

Close to Christmas, letters from far away would arrive at our home. It was an exciting time. “Oh good, here is a letter from Aunt Marie, she is always the first to write.” Pages of writing allowed a story on Marie’s family over the past year.

Then there was the letter from Edna. “We wish you a Merry Christmas and a Happy New Year.” “Good grief, could she not have written a few words? It wouldn’t have killed her to write something.” Mother often read the letters aloud, sometimes with editorial explanations.

In the 1940s we children knew of our relatives like characters in a storybook. They were people we had never met.

Yet, we assigned a personality to each. We knew the names of those who were musical, educated, struggling or whatever.

While unseen, they were living characters in our mind. As we entered the 1950s Christmas cards adorned our living room wall. Ribbon was stung from one end of the room to the other. Christmas cards hung side by side, slung over a row of ribbon as a tribute to our friends.

Today, if you get a Christmas card, it is likely from your car dealer or an insurance company. Now, a Christmas message is likely an email that arrives mere seconds after being auto-reflected. Friends are likely to be a recent acquaintance and the message is a paragraph or two. Anticipation about receiving another’s annual news scarcely exists.

These observations are not made as a judgment. The whole world is changing and how we hold on to our friends is a matter for each generation to practise. However, there was a special magic in those long ago days when letters from far away friends was a family’s moment of joy.

Change happens, but it is still Christmas. So may the spirit of Christmas and our heightened desire to spread joy and kindness be with us all throughout this special season and may we spread goodness across all of 2020.

When Ms. Van de Kemp pressed to hear about the district’s next steps for plastic bags, mayor Miller said staff don’t have time to work on the bag issue, but that he’s going to personally consult with business owners.

“I’m going to sort of do my own thing out there,” he said. “I want to make sure that everybody is on side.”

Plastic bags are expected to be back on the council agenda in January.

Road frustrations Victoria Gordon, who lives in Fieldstone Glen, implored council not to grant Highland Crossing Development permission to build a road off 14A Crescent that would run close to her seniors’ complex.

“I understand that a road is supposed to be built right behind my deck. Now in my declining mobility, I am limited to pretty well the fresh air and sunshine on my deck. If a road goes by there, I won’t be breathing fresh air any more; I’ll be breathing gas fumes and dust,” she said. “I am begging the council to reconsider where that road will go – not past our senior complex, please, but somewhere else so that we can continue to live our old age in reasonable comfort and fresh air.”

Council considered alternative road access, but wasn’t prepared to allow a side road to extend off the busy 7A Avenue, which runs down to Kinsmen Beach.

Councillor Ute Juras wondered if the district could allow the owner’s plans for 15 new units to proceed without letting them build the road.

“If we deny access,” she asked, “will that kill the project?”

In response an audience member chanted: “deny, deny, deny, deny” and another audience member on the developer’s side muttered, “we’ll sue.”

Rory Hromadnik, director of development services, said that “access needs to be available.”

To the dismay of some of those in the gallery, council voted to allow the development and the access road.

“That was pretty useless, wasn’t it?” one woman said before leaving the gallery.

Overambitious dream deflated Once upon a time, back in 2005, land around Invermere’s arena was meant to become a spectacular development featuring a 97,000 square-foot hotel and conference centre, commercial and residential space, a waterfront boardwalk and financial contributions to support the community.

According to a report prepared by district staff, “this comprehensive development plan was a true reflection of the optimism of the day . . . This obviously did not occur as the market conditions declined with economic corrections and the property has remained vacant but with the very restrictive zoning requirements remaining in place.”

While the Waterside lands project seemed achievable in the beginning, councillor Taft said it became essentially “a real-estate scam” and “morphed into this monster project.”

Now the new owner wants to revert the zoning back to essentially what it had been in the beginning before the land dreams became too big to reach.

“It’s a lender trying to get back some of their money,” councillor Taft said. “Hopefully this is the start of something better.”

Mayor Miller agreed and said: “I can see us getting a good fresh start.”

Even so, council had concerns with plans for the undeveloped triangle-shaped piece of property between 4th Avenue, another 4th Avenue and 14th Street.

Mr. Hromadnik said that rezoning the triangle wouldn’t have much of an impact because the land is such an awkward shape.

“When you apply the setbacks, there’s not really anything left,” he said.

Richard Haworth, a development consultant for the project, said that he would like the triangle plot to be rezoned so it could possibly be joined to a property across the street at some point.

“We don’t see it being buildable at this time,” he said.

Council agreed to send the rezoning proposal forward for a public hearing.

Big tent “probably not very pretty” Rocky Peak Enterprises wants permission to use the buffer zone at the edge of their property on Industrial Road #3 so they can have a larger storage facility than would normally be allowed.

Councillor Gerry Taft said the proposed tent-like structure is “really big and probably not very pretty.”

His other concerns with the proposal were that there is limited industrial space in town and that a structure for boat storage is “not necessarily creating a lot of employment.”

Council directed staff to notify the neighbours.

Housing task force Mayor Miller said there have been “a good bunch of applicants” for positions on the Mayor’s Task Force on Housing. He is hoping to “hit January flying” and have the group in operation in February.

“From a quick look (at the applications received), it’s looking very good,” he said.

By Blair McFarlane Community Outreach Intern Here we are on the cusp of a new decade and what perfect timing for our new Invermere Public Library Director, Anne Rogers to step into the role. Anne has been working at the library on a casual basis since September, so maybe she has already helped you find a book or use the computer. From her short time with us so far it’s clear that Anne’s warm and friendly personality makes her a great fit for this position. She has a calm, welcom-

ing energy that helps maintain the safe, accessible environment we strive for as a library. While it’s hard to say goodbye to Nicole Pawlak, our director for the past nine years, we are excited for her new journey, as well as the library’s with Anne at the helm.

Anne moved to Invermere full-time this summer, after three years of commuting from Medicine Hat to the valley.

Anne’s family includes her partner, Peter Magee, who works as a contractor, and her two children, Amy and Will. Currently, Amy is based in Calgary and Will is studying in Kingston, Ontario. It is so great that Anne has joined our wonderful valley community, and is now part of our little library family.

“Marquee” show coming to the Flats

Canal Flats will be hosting a big, loud party over the holidays with Arcana Kings coming to town and with a long-dormant local band – Finagin – coming back to life for the night.

Rory Sinclair, an organizer and Finagin band member, said his three-piece alternative punk band used to play throughout the valley around a decade ago.

“We thought we’d get the band back together for this show to have an awesome Christmas holiday event,” he said. “(We) wanted to get something going on over the Christmas holidays that’s going to be absolutely killer.”

He said Arcana Kings, which was formerly called Jonny McCuaig Band, offers a unique blend of rock and bagpipes.

“They’re amazing. They’re top-end talent,” he said.

He also raved about The Flats Stage and Venue where they’ll be performing. The building, which used to be a high school gym, has been “converted into something very saloon-like so it’s a really, really cool new venue,” he

said. In addition to the performers, the location will also be a star of the show.

Organizers are arranging a shuttle option for the licensed event and will have a food truck on site.

Mr. Sinclair is interested in running the party “to test the waters” and see what the future could hold. The summer Flats Fest, which is not affiliated with the upcoming show, has raised his aspirations. “(Flats Fest) has taken right off, so we want to see if in the winter there’s something that we can do that would be one night for now and do something really big and fun and see how it turns out,” he said.

“It will be a marquee event for the Christmas holidays for the valley. Definitely it’s going to be one of the bigger events that the valley or the holidays have to hold.

And it’s definitely going to sell out so make that sure you get your tickets.”

The party, which can fit 200 guests, will take place on Saturday, December 28th at 4957 Burns Avenue. Doors will open at 7 p.m., but tickets need to be purchased in advance. To reserve your tickets ($20), call 250-2700134 or email events@theflatsstage.com

Canal Flats tables pavilion project

Mayor and council of the Village of Canal Flats held their final regular council meeting of the year on December 9th. The regular meeting was preceded by a public hearing for a zoning amendment in which some minor housekeeping items were formally brought before the public.

Council heard from Canal Flats Community Society spokesman Paul Marcil regarding progress on the pavilion and outdoor washroom project. Two designs are under consideration and the request from the Community Society was that council approve one of the designs so that engineered drawings can be created and the project put out to tender. During discussion later in the meeting, councillor Marie Delorme noted that of the two designs being considered she favoured the more expensive timber frame structure while noting the budget constraints under which the project is operating. After a period of respectful debate council voted to table the matter pending a review of the budget and some of the estimates

contained within. The $229,000 project is being funded by a Columbia Basin Trust Outdoor Spaces Grant in the amount of $174,900, a Community Initiatives grant and a Grant in Aid from the RDEK in the amount of $30,000 and $25,000 from the Community Society. The Village will provide an in-kind donation, providing some of the labour for the project.

Council moved forward with an initiative that would see the entrance signs at the west and south entrances to the village replaced. A number of designs were considered by council but overall council was dissatisfied with the current designs. Items that need to be integrated into the new sign design, including the new village logo and that Canal Flats is the source of the Columbia River, were discussed. Review of the project will continue in 2020.

Road improvements were discussed with research on the underlying soil type being requested prior to putting the contract out to tender.

The community intends to work toward qualifying for the FireSmart Community Protection Achievement Award by the end of 2020.

Weekly Whiteway Report As the lake officially froze on November 29th, the Lake Windermere Ambassadors and the Toby Creek Nordic Club have been switching gears to get ready for another Whiteway season. Although Lake Windermere is frozen, we are still anxiously awaiting the ice to thicken up to an appropriate level to get our machines out to track set. We have, however, managed to get out onto Lake Lillian. The ice at Lake Lillian is 7 inches thick.We

were able to use our new snowmobile (thanks to the Columbia Basin Trust for funding it) to set classic and skate ski tracks.

Relaxed entertaining From Scratch

By Lara McCormack Now, I know many of you are looking at the title of this article and thinking that this is an oxymoron. In many ways it is, but with some professional advice and know-how, my gift to all of you is a stress-less holiday season.

Whether you are entertaining a large family, local couples from your social crowd, or having a quiet night in, there is some degree to planning that has to go into creating that special meal. Planning your menu, shopping ahead of time, getting some prep done on the food items and setting up your dining room are obvious ways of keeping organized. But why on that day are there times of franticness?

There is a desire for perfection in many of us where we have an expectation on what things should look and taste like.

It’s very rare for your guests to notice there was something missing: a recipe was not quite followed or you wanted different flowers for the centerpiece. Go with the flow; don’t fight what presents itself as you are following through on your evening.

Remember it’s about who you are with, and the food is the accessory to what you are experiencing over that time.

Have a few recipes you are really good at preparing, love to eat and that are easy to find ingredients for. The only way to get good at them is to practice throughout the year. Keep them simple and learn to perfect them in your own way. In our household, the holiday season comes upon us during a very busy period at our restaurant. So I like to keep things simple, focus on little details like a fun table seating and

make a dessert that can be made earlier in the week so I am not exhausted getting ready for the evening. I also go around to other foodbased businesses in the holiday season and Christmas markets to fill up my pantry with locally made food that not only supports the local economy, but is often made with ingredients grown in our valley. Don’t forget: food items like these make great gifts for others visiting you from outside this valley.

The following meal has become a staple in our family that we enjoy usually with many others on Christmas Eve. It is a fabulous entertaining meal over the winter months that I usually theme with lots of ‘hygge’. Think lots of candles in the room, some soothing jazz or chill out tunes on the stereo, cozy slippers, soft blankets and warm drinks to create an overall experience in this meal. Dessert is usually local chocolate broken into bite size pieces, with Christmas baking from the markets, friends and family.

Cheese Fondue Serves 4 / prep time 40 min Ingredients: 1 clove garlic, peeled and crushed 250g Emmental cheese, grated 250g Gruyère cheese, grated 150g Vacherin cheese, grated or Swiss cheese, grated 2 tablespoons (30 ml) flour 1 1/2 cups (375 ml) white wine 2 tablespoons (30 ml) kirsch or white wine Nutmeg to taste Freshly ground pepper Continued on page 25 . . .

Garlic mushrooms New potatoes Preparation: 1. Rub the fondue pot with the garlic clove.

2. In a bowl, combine the cheese and flour.

3. Pour the wine and kirsch in the fondue pot. Heat. Add the cheese and stir over low heat until the mixture is smooth. Season with pepper and nutmeg. You can also make this in a pot on the stove and transfer it to the fondue pot for ease.

4. Place on the fondue stand. Serve with your favourite accompaniments.

The Columbia Valley Pioneer • 25 If the fondue is too thin, add some cornstarch mixed with white wine, or add more grated cheese. If, on the contrary, it is too thick, add white wine.

If it curdles, or appears to be broken, bring it to a boil it, whisking vigorously with a dash of lemon juice.

When the fondue has been eaten, there will be a golden crust at the bottom of the pot. It’s the “religieuse”. It was named so in honour of the nuns who wore several layers of clothing, called “crusts”. Fondue connoisseurs fight to eat the “religieuse”. Remove it gently and wait one minute for it to becomes slightly crispy. A delight!

Chapman , Katherina (Kathy) (Reimer-Bowers) August 10, 1936 – December 5, 2019 Katherina (Kathy) Chapman was born in Sandy Lake, Sask. on August 10, 1936. She passed away at the Kimberley Special Care Home-The Pines, on December 5, 2019 at the age of 83. She is at peace now.

Katherina (Kathy) is lovingly remembered and survived by daughter Dianne (Tony) Peterson, daughter Linda (Jerry) Hood, son Danny Bowers, 8 grandchildren and many great grandchildren, stepchildren and step grandchildren. Kathy will be deeply missed and forever remembered by all those who knew and loved her.

A memorial service will be held on Saturday, January 25, 2020 at the Wilmer Community Hall, Wilmer, BC at 1 p.m. Tea to follow.

FAITH If Christmas comes

By Pastor Wayne Frater Radium Christian Fellowship Church Well, the calendar says that in less then a week Christmas will be here.

I get a little uptight this time of the year because I realize the responsibility that is mine in presenting the Christmas message, in trying to encourage folks to think about how God loves us so much that He was willing to come into our world, become a part of our lives, and die on the cross for us.

I’ve titled my article today, “If Christmas comes.”

That naturally prompts the question, “Do you mean that it is possible for Christmas not to come?”

Yes, it is possible, for even with all the activities of the season, all too often and for far too many, when Christmas is over we’re not any better off than we were before.

Because, you see, when Christmas really comes, it changes us - it makes a difference in our life.

So every year, for millions of people, Christmas never really comes. Oh, I’m not saying that December 25th doesn’t come. It comes, and goes, but Christmas doesn’t really come into their hearts and their lives.

So my prayer is that somehow, this Christmas, God’s Spirit will come upon us and change us, peace, goodwill, Christmas will really happen the way it was intended to happen.

Will Christmas really come in your life? Oh, the earth will make its 359th revolution of the year and December 25th will come right on schedule. But will Christmas really come? That’s the question, for there are several things that have to happen before Christmas really does manifest in our hearts and in our lives.

When we read the Christmas accounts in Matthew and Luke, we read about Mary and Joseph making their way from Nazareth to Bethlehem. We read about crowds, and people who have come to pay their taxes.

Luke takes us through the whole process of shepherds and angels, “peace on earth, goodwill to all men”, of Jesus being born of the virgin Mary and then being

wrapped in swaddling clothes and placed in a manger.

Today let’s take a look at what Christmas means from a slightly different point of view. Paul tells us in Galatians 4:19 “My little children, of whom I travail in birth again until Christ be formed in you, Christ be formed in you.”

Christmas is a good time to remind us of our need for Jesus to be born again in our lives, our families, our relationships, our churches, of Christ being formed in us. Paul is praying, and I agree, that somehow over this Christmas time, and on into the new year, that we will be reminded of who Jesus Christ really is, and what He means to each and every one of us.

We sing about it in our songs.

“O holy child of Bethlehem, descend on us, we pray.

Cast out our sins & enter in. Be born in us today.”

And lest we forget - He is also called “Emmanuel, God with us!”

“God with us!”, if you don’t have time for God, then your schedule is just too cluttered. Take time, be still and know that Jesus Christ is God. If we want Christmas to really come this year we must desire it to come, we must be willing to let Jesus Christ, the reason for Christmas, come into our lives. We must be willing to make Him the Lord of our lives.

This Christmas, if you know Jesus, it might be a good time to recommit your life to Him. If you don’t know Him, it is quite simple, You just have to humble yourself before God, and as it says in Romans 10:9: “That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved,” and Romans 10:13: “For whosoever shall call upon the name of the Lord shall be saved.”

Repent of your sin, and ask Jesus into your life.

This Christmas, if you’re not a Christian, please realize that there is nothing that stands between you and God except yourself.

God has done everything to make it possible for us to be freed from our sin. God has done everything to make it possible for us to spend eternity with Him. This Christmas, let it be real to you, for the right reason. Our relationship with the Living God, our Lord Jesus Christ.
