Ginny Walker has so many pets that besides her dog, named Kitty, she can’t begin to count them.

“I’d introduce you to them all, but there’s so many that I can’t,” she says with a laugh.

Thousands of worms from the length of a fingernail to the length of a finger live in her home in two structures, one like a condo tower and the other like a canvas tent. She recently unearthed her outdoor worms and moved them inside to be cosy and warm for the winter.

A handful of pearly-white babies writhe as she scoops them up. They’ve just hatched, she says, adding that she saw the cocoons when she carried the worms inside.

A cocoon that looks like a pea rests in her palm about to split open to allow the babies inside to break free, eat a lifetime worth of her leftover veggies and graciously turn them into super-charged compost.

“They like things like eggshells and toilet paper rolls . . . Sometimes you can pick them up and they’ll all be squirming around inside an eggshell,” Ms. Walker says. “I just think they’re really cute.”

She also finds her red wrigglers endlessly fascinating.

Once her bin went mouldy when the family added more food than the worms were able to eat before it spoiled.

But it wasn’t a problem: her unfinicky eaters gobbled up the mould too.

Worms are such efficient composters that she’s been

inviting them into her home off and on for the past 25 years.

“Bob (her husband) is a vegan, so there’s a lot of vegetable waste in the house,” she says. “We make dinner, then we’ve got this pile of vegetable waste and then it goes into our compost bin.”

Once a week, she opens the lids on the worm homes, digs a hole in the dirt and fills it with kitchen Ginny Walker digs for her squirmy scraps. From there, little darlings. the worms do the Photos by Dauna Ditson rest, digesting the waste and turning it into compost.

“You get good soil from it, and we do like to garden,” she says. “It’s like the best recycling you can do.”

This summer she collected around 40 litres of compost from her little helpers and credits their castings with helping her plants grow.

Worm composting is easy, she says, adding that “you really just need a handful to start.”

Volunteers wanted for housing task force

By Dauna Ditson reporter@columbiavalleypioneer.com What if the Smurfs didn’t have their mushrooms, SpongeBob didn’t have his pineapple and the Ninja Turtles didn’t have their sewer?

Anyone with a pencil could draw a new home for them.

It might take more imagination to sketch out a plan to address the lack of affordable and attainable housing within the District of Invermere (DOI), but council is looking for volunteers to join the Mayor’s Task Force on Housing to brainstorm how to make sure residents can afford the roofs over their heads.

“A big part of this job is to try and search out the things that have been tried in the past in other areas and get creative and bring that forth,” said Mayor Al Miller. “It’s been identified over and over – the importance of having attainable housing, social housing, a place for people to come and be able to live and work and have that housing – and so we’re going to move forward with it. We’re going to get the job done.”

Housing has been an issue for years, with Chris Prosser, the DOI’s chief administrative officer, referencing a report from 2007 – before the 2008 recession – that said a figure around $247,000 was an attainable housing price based on income levels in Invermere back then.

But pinpointing a reasonable price wasn’t of much practical value because he said “at that point in time in 2007 there were zero at that price range.”

Now the DOI is looking for action – or at least an action plan – with the task force to be charged with providing recommendations to Council “to increase the supply, diversity, affordability and attainability of all forms of housing in Invermere.”

That includes housing for those with low or moderate incomes, attainable home ownership, affordable rentals, social housing and staff and workforce accommodations.

The impact short-term rentals have on housing availability will also be up for discussion.

Councillor Gerry Taft, who is a realtor, said the task force’s work is going to be

complicated because everyone has a different definition on reasonable costs to buy or rent.

“Attainability, affordability – those are relative terms. It depends what you’re making per hour or where you are in your life and your age. Those terms are very different for very different people, and defining those terms is going to be very challenging,” he said.

He also isn’t sure the DOI has the capacity to offer an abundance of all kinds of homes to suit everyone’s needs.

“There’s definitely a clear line between social housing and attainable (ie. people who are working but are not necessarily starving but would like to buy a place) and how do you decide what’s more important? How do you decide that you’re going to put money into one basket and not the other? That’s going to be a really hard decision, and I don’t know where that answer is,” he said.

The DOI is looking for members of the public to join the task force to find those answers and many more.

The group is to represent a broad swath of interests and backgrounds and is to be comprised of residents, First Nations band members, developers and those involved in housing, social services and the business community. A youth member may also be welcomed to the committee with their voice but not their vote.

Councillor Ute Juras said she would like the group to reflect “a good cross section from the community.”

While the task force looks for ideas and solutions, the DOI will also be conducting a Housing Needs Assessment simultaneously. The assessment is a provincial requirement, but Mayor Miller doesn’t want to wait for the answers to the issues the assessment will raise.

“I think we’ve got a pretty good idea – right here, right now – what some of our needs are,” he said. “I don’t want to wait around . . . I think we’ve got some talented people in the Valley here that can help us put together a plan to move forward in this community.”

Charges laid following a targeted knife assault

By Lorene Keitch lorene@columbiavalleypioneer.com Two suspects were arrested following a knife assault in Radium Hot Springs.

On Wednesday, October 9th, RCMP responded to a report of a knife assault that took place in a building along Forsters Landing Road in Radium at approximately 12:10 p.m. A bystander transported a 24-year-old assault victim to the hospital for medical treatment. According to RCMP, his injuries were not life-threatening in nature.

Within half an hour, RCMP were able to track the two male suspects down inside a black BMW sedan, stopping them around Athalmer Bridge in Invermere.

“Due to the involvement of a weapon, both suspects were taken into police custody as part of a high risk take down,” stated Cpl. Jesse O’Donaghey, spokesman the BC RCMP Southeast District, in a press release.

In a follow-up email, Cpl. O’Donaghey said a high-risk traffic stop “usu-

ally involves a multi-officer response, where the officers provide clear verbal commands to the occupants of the motor vehicle, who are often suspected of committing a serious criminal offence and/or are believed to be in possession of a weapon.”

Cpl. O’Donaghey said as the matter is before courts, there are no more details RCMP can release. However, he did confirm the incident is believed to be isolated and targeted in nature.

Invermere resident Abdourahamane Dabo, 37, has been formally charged with the following criminal offences: break and enter with intent to commit an offence, assault causing bodily harm, assault with a weapon, possession of a weapon for a dangerous purpose, and three counts of uttering threats.

A 54-year-old man was later released from custody on strict conditions. He faces potential charges and is expected to appear in court at a later date.

RCMP Report Submitted by Sgt. Darren Kakuno Detachment Commander Columbia Valley RCMP This past week, October 7th through October 13th, the Columbia Valley RCMP responded to 50 calls for service.

The following are some of the more notable files our officers responded to. • On Monday, October 7th at 2:15 p.m., RCMP along with the Radium Hot Springs Fire Department and BC Ambulance Service responded to a single vehicle collision on Foresters Landing Road in Radium Hot Springs. The driver of a Toyota Tacoma left the roadway at a slow speed and struck a large boulder. The collision was believed to be precipitated by a medical event. The driver was not seriously injured. • On Tuesday, October 8th, BC Hydro reported a theft of copper from their yard on Athalmer Road in

Invermere. Two roles of copper were stolen sometime over the weekend. Police are in the process of obtaining video surveillance of the theft. Anyone with information is asked to contact the Columbia Valley RCMP or Crimestoppers. • On Wednesday, October 9th, the Spur Valley Golf Course reported theft of fuel from their equipment. An officer attended and seized items for forensic examination.

Surveillance video was also requested. The investigation is ongoing. • On Friday, October 11th at about 10:30 p.m., an officer stopped a Hyundai Sonata that was traveling on Athalmer Road without its headlights on.

The driver denied consuming any alcohol prior to driving, however, a roadside breath test indicated the driver did have alcohol in his system which was in contravention of his Class 7 driver’s license. The driver was issued a 12 hour driving suspension.

Monarchs without moats losing ground

By Dauna Ditson reporter@columbiavalleypioneer.com You might be the monarch of the castle at the top of a hill, but what happens if you forgot to build your moat?

Moats have many uses: as alligator habitat, as barriers to keep marauders out and as lovely water features. But they could also serve as drainage for the rain and snow that invade your territory from above.

Up at Castlestone Boulevard and Ledgerock Ridge, groundwater is causing the rock face on a hill on which around 36 condos are perched to crumble.

When the District of Invermere (DOI) expanded its boundaries in a peaceable conquest, it also claimed ownership of the roads leading to its new subjects’ castles.

Mayor Al Miller said the strata is responsible for its groundwater and the damage it is causing to the

rock face that leads to the road.

Part of the issue, he said, is that the condos were built too close to the slope. “The groundwater, after years of saturating the silt and dirt, has caused (the rock face and the ground below it) to break loose and start to fall,� he said.

He said council and their chief advisors are now asking: “How do we proceed?�

But Mayor Miller isn’t considering asking the strata to dig a moat or a drainage channel.

Instead he said the modern geo-tech solution could be another primitive-sounding idea: pounding huge nails into the hillside to hold it in place with an engineering technique called soil nailing. “We don’t want any further risk up there,� he declared. “We certainly want to get it resolved as soon as possible.�

The strata did not respond to the Pioneer’s questions by press time.

Panorama Mountain Resort ready for winter

By Lorene Keitch lorene@columbiavalleypioneer.com Panorama Mountain Resort is prepping for another winter season. The Columbia Valley’s top ski resort is already making snow and putting the finishing touches on a huge renovation in the resort’s restaurant offerings.

Steve Paccagnan, Panorama’s president and CEO, said the resort has put a focus on snowmaking technology over the last few years, taking over the reins from Mother Nature on when the hill opens and closes each season. This year, they have added some high-efficiency, automated, tower-mounted fan guns to the arsenal, as well as a new snowcat for grooming.

“We continue to reinvest in the resort. This past year’s (capital) investments are close to $6 million,” Mr. Paccagnan reported. “Every year we just keep reinvesting . . . It’s created real insurance for the mountain in terms of when we open on time and we close on time . . . We’re really able to give our guests, our customers, a great product.”

Panorama will have three or four new runs in Taynton Bowl by season opening, Mr. Paccagnan announced.

“Panorama’s now really rounded out and balanced the winter terrain with great beginner, lots of intermediate, and now a true big mountain experience in the alpine with the expansion of Taynton Bowl and the monster cat.”

After solid work on the slopes over the last few years, Panorama management is now turning attention to the village area.

“It’s going to be a complete refresh of our whole core food and beverage offerings,” said Mr. Paccagnan.

Working with FRANK Architecture (based out of Calgary and Banff), Panorama is creating a brand new

restaurant named Alto. The current facility is more than 45 years old and is “long overdue for a refresh,” Mr. Paccagnan said.

Before, the resort was trying to be all things to all people. Now, they are going to focus in on providing a “full-service, boutique-type restaurant, with artisan pizza as the anchor – great wines, and food, and fun for the whole family.”

The feature element in Alto will be a Forno pizza oven, straight from Italy. The gas and wood-fired oven has a rotating deck that will pump out a fresh pizza every 90 seconds. They are also building a new coffee shop, Farside Cafe, for the mountain village.

Kristen Lien, principal architect at FRANK, told the Pioneer it has been an amazing collaboration with Panorama to work on this project.

“Panorama came to us with the idea that they wanted the food and beverage spaces elevated to the level of the world-class terrain that’s there right now,” said Ms. Lien. “We were challenged with the idea of making an amazing food and beverage offering.”

She described Alto’s atmosphere as a comfortable, eclectic mountain vibe that will give patrons a homeaway-from-home feel.

“The detailing of the space has a lot of wood tones, and the materiality of the space gives a nod to mountain culture,” said Ms. Lien.

For the final touch to Panorama’s food and beverage revamp, they welcomed a new executive chef this year as well as a food & beverage leader.

“We have a strong, dedicated professional food and beverage team as a whole,” said Mr. Paccagnan. “I’m very proud of the team, and I know that they are going to be able to execute and deliver exceptional food, culinary experience and service.”

Bringing Canada’s voting numbers up

Take time this weekend to complete your research: figure out which party / candidate / issues matter most to you, read up on the local, regional and national issues, and be ready to make an informed choice this Monday. All party platforms are easy to find online, and local candidates have information on their various webpages / Facebook pages and more.

You would think that Canadians would pour to the polls. After all, politics is always a heated topic of conversation, and national politics affects Canadians at a very real, local level.

But voter turnout in Canada is embarrassingly low. From Canada’s very first election in 1867, where 73.1 per cent of eligible voters cast a ballot, to 2015 where 68.3 per cent did so, there has been little change in overall voter numbers. The highest percentage was 1963’s election, where 79.2 per cent of eligible Canadians voted, bringing in Liberal Prime Minister Lester Pearson. The worst voter turnout in a federal election (referendums excluded) was in 2008, when only 58.8 per cent cast a ballot, bringing in Conservative Prime Minister Stephen Harper.

By comparison, according to worldpopulationreview.com, Belgium tops the democratic charts with more than 87 per cent voter turnout in their last national election, followed by Sweden’s 82.4 per cent.

Runners-up were South Korea, Israel and New Zealand.

The good news is it looks like this federal election might see a higher turnout. Advance poll numbers were up by 25 per cent compared to the 2015 general election.

“More and more, Canadians are taking advantage of early voting opportunities to cast their ballots,” says Chief Electoral Officer Stéphane Perrault. “Having extended voting hours at advance polls gave Canadians more flexibility to use this option. I want to thank returning officers for their careful planning and the thousands of election workers who made that possible.”

Each vote absolutely matters. The Kootenay-Columbia riding was decided by a hamlet’s worth of votes (282 votes put NDP’s Wayne Stetski to the top over Conservative’s David Wilks). By casting a ballot, you exercise your democratic right. You get to be part of the process and, as a bonus, get to complain if things don’t go your way. If you don’t participate, you forfeit the right to whine.

So on October 21st, do your part in getting Canada’s voting numbers higher than ever. Make your mark this Monday.

Farewell to Strands Dear Editor: As a former resident reading the Pioneer from afar it saddened me to learn that Strand’s restaurant is no more. I understand that health reasons have forced chef/ owner Tony to retire but felt I must thank him (and former owner Tim Strand) for the many happy memories and reasonably priced fine dining they made possible.

80th birthday they opened their doors in the afternoon for the occasion; when I had the privilege of being the Valley’s first Welcome Wagon hostess, one of the most appreciated gifts newcomers received was a complimentary “early bird” dinner at the restaurant. Submitted by the Kootenay Conservation Program The Kootenay Conservation Program (KCP) has recently been awarded $2 million over four years in a federal Environment and Climate Change Canada grant to protect and restore species-at-risk habitat and ecological connectivity in four biodiversity hotspots in the Kootenays.

“We are so delighted by this news,” says Marcy Mahr, KCP Stewardship Coordinator. “This Canada Nature Fund ‘Community-Nominated Priority Places’ grant allows us to fund multi-year projects that put our collective efforts on the ground to conserve important habitat and help grizzly bears, northern leopard frogs, western screech owls, American badgers, Lewis’s woodpeckers, and many other important species.”

In a region-wide project funded by B.C.’s Fish & Wildlife Compensation Program coined “Kootenay Connect,” 12 areas were identified by Dr. Michael Proctor with the Trans-Border Grizzly Project and Mahr as being important wildlife movement corridors and biodiversity hotspots.

“When large terrestrial and aquatic ecosystems are connected they are more resilient to climate change because ecological processes important for ecosystem stability are able to function and species are able to move and shift their ranges to adapt to new habitat and climates,” adds Mahr.

From the dozen landscapes identified

by Proctor and Mahr, the Canada Nature Fund grant allows on-the-ground conservation activities in four of them that focus on valley bottoms.

“Valley bottom habitats are extremely important for grizzly bears and other large mammals to travel through in order to get from one wild area to another,” says Proctor. “The riparian and wetland habitats in these areas make them even more important for biodiversity and adapting to a changing climate.”

Many partner organizations will be managing the projects including the Slocan Lake Stewardship Society, Creston Valley Wildlife Management Area, Nature Conservancy of Canada, Nature Trust of BC, Wildlife Conservation Society Canada, and Columbia Wetlands Stewardship Partners, to name a few.

“This project demonstrates the level of collaboration that we have in the KCP partnership,” says Mahr. “We are a network of organizations that do conservation work across multiple jurisdictions and know that we can achieve so much more by working together.”

Local funders are also extremely important partners in this grant because their investment in projects helped leverage matching funds. These funders include the Columbia Basin Trust, Fish and Wildlife Compensation Program, Habitat Conservation Trust Foundation, and the provincial government.

Valley Makerspace finds its place

The Columbia Valley MakerSpace Society is setting foot on a solid foundation.

The society has been mobile since it started a few years ago, transporting tools for workshops in a trailer throughout the Columbia Valley. Now, the District of Invermere has offered space for the local non-profit society, leasing out the garage next to the Summit Youth Centre Hub as well as the basement.

The five-year lease will open up opportunities for the MakerSpace Society, says cofounder Brian McIntosh.

“This is really the tipping point. Because now we can do those longer projects; we have a place you can work on stuff, leave it there, lock it up. Now we can have proper memberships, we can give people access to the facility outside of hours,” says Mr. McIntosh.

The Columbia Valley MakerSpace Society brings together people with a passion for learning, making, and working together to problem solve. The society has hosted soldering classes, household item repair events, wearable tech workshops, computer programming, stained glass, and mechanical building events. They have worked with area businesses and individuals, and have offered clinics in Invermere, Radium Hot Springs and Canal Flats.

“It’s very much a think tank, and the tools that we have at our disposal are physical tools, but we also have all the brain power, the resources, of all those brains that are floating around, driving golf carts,” Mr. McIntosh comments. He speculates that retired professionals in the Valley likely have an interest in helping others still and this society is a way to tangibly connect knowledge holders with learners.

Mr. McIntosh’s son Ryan graduated from DTSS in 2018 and is currently in film school. Ryan says MakerSpace is a huge asset in the community for youth like him who want to have a more in-depth, hands-on experience with skills.

“When something like this comes, I think it’s really exciting for people interested in technology because they have a place to go now. And a place to actually learn,” Ryan says.

The Makerspace Society takes over the lease November 1st for the garage, which has not been used by the Summit Youth Centre Hub. They will also occupy the basement, left empty with the Columbia Valley Food Bank moving into new digs next door.

For a hands-on, interactive, diverse weekend of entertainment and education, sign up now for the 2019 Headbanger Festival.

The annual celebration, held in Radium Hot Springs, honours bighorn sheep and the mountain culture found within this unique Columbia Valley community. This year, organizers are putting a new spin on this event, said Erin Palashniuk, Radium Chamber of Commerce president.

“It’s a few more hands-on type experiences we’re trying to offer,” said Ms. Palashniuk. “We received a lot of feedback that people like the outdoor hikes and natural experiences.”

Ms. Palashniuk said they specifically wanted to tailor the Headbanger Festival to be more interactive. With this model, attendees will walk away with a good learning experience in hand. The plan was made easier thanks to the talented pool of local instructors in the Valley able to bring a more hands-on focus to this year’s festival. For example, Ms. Palashniuk said, they are offering an ‘Eat Like a Sheep’ culinary workshop, with local chef Andrea Salzbrenner.

Ms. Salzbrenner, chef teacher at David Thompson Secondary School in Invermere as well as occasional chef instructor at the College of the Rockies, said this should be a fun, interactive workshop.

“It’s going to be a vegetarian-based menu, trying to use as much local product as we can,” said Ms. Salzbrenner. ‘Eat Like a Sheep’ will group students to make various components to the meal – an Indian-spiced kale burger with cheese, freshly baked buns, and more. At the end of the morning, the class will enjoy the results of their labour, and everyone will walk away with full bellies and some new recipes to bring home. Attendees do not need any cooking training to be a part of this workshop.

“If somebody is interested in cooking, then they’ll enjoy this class,” Ms. Salzbrenner said.

Outside the kitchen, the Headbanger Festival is opening up to the great outdoors with photography workshops

tracks and wildcrafting with Kalista Pruden. And what is a bighorn sheep-themed weekend without a solid educational component? Look no further than the bighorn sheep experience with experts Kent Kebe and Irene Teske.

Also, be sure to check out the urban wildlife session, where you will learn how to minimize conflicts between humans and wildlife. Find your inner Katniss Everdeen or Robin Hood at the archery for beginners session with the Lake Windermere District Rod & Gun Club. Let out your creative side at the ‘Paint it Wild’ session with Blackstar Studio, or take part in a morning drumming session with Columbia Valley Drumming.

The Headbanger Festival always brings in a keynote speaker for Saturday evening’s dinner. This year, the special speaker is renowned conservationist Brian Keating.

Mr. Keating is the head naturalist of ‘Going Wild with Brian Keating’, an honorary conservation advisor for the Calgary Zoological society, and an assistant professor of anthropology at the University of Calgary.

Mr. Keating has traveled the world, exploring wildlife areas, is a weekly guest on Calgary’s CBC Radio, and speaks at approximately 40 events a year.

“This is an opportunity a lot of people otherwise wouldn’t get to experience,” Ms. Palashniuk said of Mr. Keating’s presentation. He’s going to speak on the alpine highlife. Mr. Keating’s website says this presentation is a ‘high-energy adventure that blends and compares wildlife adaptations to our own every day survival abilities. It’s a story that passionately illustrates the pure joy of life in high places’.

Also new this year is a set of films from the Vancouver International Mountain Film Festival on Friday, November 1st.

The Headbanger Festival runs Friday, November 1st to Sunday, November 3rd. Ms. Palashniuk said with a family-friendly weekend at an affordable price, she hopes to see many locals come out for this year’s event. An adult whole weekend ticket (including Saturday’s dinner, but not the photography workshop or forest therapy) is only $100. Students offer a taste of Diwali Submitted by College of the Rockies Students in College of the Rockies’ Invermere campus’ Mountain Hospitality program are hosting a Diwali celebration on Thursday, October 24th from 4:30 to 7:30 p.m.

Diwali, known as the ‘festival of lights’, is India’s biggest and most important holiday, traditionally celebrated over five days. Now an international festival, it is marked by a display of lights, dancing, and celebration.

“This event is largely being coordinated by our Mountain Hospitality diploma students from India,” said Michelle Taylor, Invermere campus manager. “It will be an

exciting, family-friendly event held at our campus. Activities will include dancing, crafts, henna tattoos, cooking demonstrations, and videos. Of course there will be lots of lights as well.”

In addition to activities, attendees to this free event will be treated to traditional Indian appetizers, sweets and chai tea.

Simply put, a bull market is defined as a period of generally rising stock prices, up at least 20 per cent from the previous low. Colloquially, the market is charging forward.

On the other hand, a bear market is a general decline in stock prices over a period longer than two months. Any time where stock markets decline for two months or less is considered a correction, not a bear market. During a true bear market, stock prices essentially hibernate.

Historical trends There are two questions many people ask about bull and bear markets: How long do markets usually stay in a bull or bear state, and what is the average gain or loss during the period?

Mackenzie Investments have compiled data from 1956 to August 2019 in which they define a bull (bear) market as a positive (negative) move greater than 15 per cent for a period of at least 3 months.

Using these parameters, the S&P/TSX Composite index has experienced 11 bull and 12 bear markets since 1956. On average, the length of a bull market is 54 months and the gain during the period is 129 per cent.

Conversely, the standard bear market lasted just 9 months, with an average loss of 28 per cent. True to form, the 2008 financial crisis lasted just 9 months, but its severity caused a decline of 43 per cent.

The S&P 500 index in the U.S. posted slightly more exaggerated results. Typically, a bull market lasts 55 months and gains 144 per cent, while a bull market loses 27 per cent over 14 months. This illustrates that, compared to Canada, the average bull market in the U.S. sees higher stock prices, but their average bear market lasts over 50 per cent longer.

Current trend The S&P/TSX Composite is currently experiencing a 126-month bull market, with a gain of 176 per cent.

Compared to historical bulls, this one has lasted longer than normal with a much larger gain. This, among other things, has caused some analysts to speculate that a bear market, or at least a correction, is imminent.

This is not an unrealistic prediction; however, stock prices in Canada are only slightly expensive. The current P/E ratio of the TSX is 17x earnings, versus a historical average of about 15-16x earnings. Also, with bond yields at record lows and real estate prices still high in most major markets, there are really no suitable alternatives to the stock market at this time. In other words, there will be a correction or a bear market eventually (there always is), but the stock markets may have a little room to go before they would be considered truly overvalued.

Final thoughts According to Mackenzie Investments’ data, the markets spend more time in positive territory than negative. In fact, the typical bear market in Canada lasts just 18 per cent as long as a bull. Investors might say, however, that bear markets seem to last forever!

To successfully navigate market downturns, remember that pullbacks can create opportunities. Though it may seem counter-intuitive, softer markets are often the best time to deploy cash. Think of it as buying something while it’s “on sale”.

Market corrections are due to short-term events. To get a true bear market, there has to be a catalyst. For example, the credit crisis of 2008 caused a widespread shortage of cash in the economy, prompting a stock market selloff.

Remaining disciplined during bear markets is crucial. Significant investment bargains can be found, but emotional mistakes can easily be made. It helps to keep in mind that over time, the markets always go up, and a diversified portfolio of high-quality investments is often the best way to participate.

Columbia River Treaty meeting to come to town Watershed Wanderings

The Columbia River Treaty has been a hot topic over the last year with ongoing negotiations, public meetings, and the recent Transboundary Conference held in Kimberley. We are going to take a brief look at the status of the Treaty in this article.

To start with, let’s define the Columbia River Basin.

The basin extends across the US and Canada border. Approximately 15% of the Bbasin land is located in Canada, with roughly 35% to 38% of the annual flow volume originating in Canada. That number can climb up to about 50% during high water years. The Columbia River is North America’s 4th largest river by volume and has been described as its most powerful, losing 2,600 feet of elevation between the headwaters in Canal Flats and the mouth in Oregon.

The Columbia River Treaty is an international agreement between the US and Canada that was implemented in 1964. The purpose of the treaty was to regulate the joint development and management of the Columbia River, in order to coordinate flood control and optimize hydroelectric energy production on both sides of the border.

A devastating flood in 1948, along with an increased demand for power from the industrial development boom following the end of World War II, led to the demand for a coordinated plan for water management between Canada and the US. The plan was to address the concern of flooding, and energy generation through the creation of dams.

After the catastrophic floods, and almost 20 years of studies and negotiations, the newly developed Columbia River Treaty was signed by President Eisenhower and Prime Minister Diefenbaker in 1961. In 1963, Canada and British Columbia came to FEDERAL ELECTION

an agreement that most treaty benefits, rights, and obligations would fall on the province of BC. The treaty was ratified and came into full effect in 1964.

As a result of the treaty, the Mica, Duncan, and Keenleyside dams were constructed in B.C. to provide approximately 16 million acre-feet of primary flood control storage. This essentially doubled what storage was available in the US, and greatly improved flood control for our southern neighbours by being able to capture the high spring flows, and then release them gradually over the remainder of the year. Additionally, B.C. made 67 square kilometres available for the reservoir for the Libby Dam, which today is operated by the US, creating the Koocanusa reservoir.

In exchange for the flood control and power generation storage provided by B.C., the US agreed to provide one half of the potential (not total) US downstream power benefits. These benefits are calculated using old formulas set out in the treaty. This is known as the “Canadian Entitlement” (CE). At the time, our power demand was much lower, and the CE was sold at a fixed price of 254.4 million USD for the first 30 years. Today, CE Values are much higher at 100 to 130 million USD per year.

When the treaty was ratified the US also paid for flood control benefits, called “primary” flood control, which was a lump sum of 64.4 million USD. This paid for 60 years of flood control for the US, which is set to run out in 2024. As a result, regardless of what happens with the treaty moving forward, this primary flood control will expire in 2024 and switch to “called upon” flood control. Called upon flood control is not well-defined in the current treaty, but is essentially an ad hoc flood response regime that will require the US to make effective use or drain their reservoirs before calling on B.C. to help to avoid/minimize flood damages.

Currently Canada and the US are working to modernize the Treaty. As of 2014, the treaty can be terminated at any time by either party with 10 years’ notice.

Based on provincial review in 2011, BC has identified the below themes as being important moving forward: 1. Create and share benefits fairly.

2. Reassess value in today’s terms, including (but not limited to) irrigation, and recreation/tourism.

4. Discussions on salmon and salmon re-introduction (currently there are limitations to fish passage around some of the dams).

May 29th of 2018 began the Canada and US negotiations in Washington, DC. Since then there have been eight rounds of negotiations. Updates on each round of negotiations can be found on the government website at engage.gov.bc.ca/columbiarivertreaty. There is another round of community meetings to seek input and provide updates about the treaty and ongoing negotiations.

A plant-based meal requires 96 percent fewer resources than one including animal products. I do not use animal products in my diet or lifestyle.

Fifty percent of plastic trash in the oceans is fishing nets. I have cut down on as many single-use plastics from my life as possible — I carry a travel mug for hot liquids and bring my own water bottle to events. I’ve stopped buying plastic bags of any sort, putting kitchen garbage into bread and other bags or paper ones on-hand when there are no plastic ones to repurpose. I have long hair that it takes a while to condition and I turn the water off for this.

I believe personal change is climate change and that each of us will have to examine our own habits to see whether or not they’re ultimately environmentally sustainable. Thank you!

This is an important question. We often hear about corporate responsibility, and that is very important. However, contributions at home multiplied by Canada’s total population would have a meaningful impact.

All of my time is spent campaigning right now so I’ll approach my answer from that perspective. Our campaign, at my direction, purchased reusable and recyclable lawn signs. More expensive, but we do need to lead by example. I was happy to see that all but one of the candidates chose to do the same and I applaud them for that. I live in Creston and our campaign office is in Cranbrook so I am back and forth quite a bit. We also have a number of volunteers from the Creston area who frequent the office.

Wherever possible we commute together to reduce the number of vehicles used.

When and where to vote on Monday General voting day is Monday, October 21st. In the Columbia Valley, polls will be open from 8 a.m. until 8 p.m. All voters should have a voter registration card that came in the mail, which lists where your voting station is located. It’s easiest to vote if you take your card with you, but you can still vote without it.

Wayne Stetski NDP Fighting climate change requires everyone to take action to reduce their carbon footprint. I walk or cycle to work as much as possible and I am also trying to reduce plastic usage and energy consumption at home.

Individual actions alone, however, will not be enough to solve the climate crisis without systemic change. That’s why I believe education and advocacy are also critical. I will continue to promote climate solutions and success stories and advocate for policies so it’s easier for people and businesses to make more sustainable choices.

CO2 is a life-giving gas and I will not be bullied by a complicit media and highjacked science to support the “climate crisis” theory.

Carbon taxation and the imposition of any “green plan” monitored by the UN will erode Canadian sovereignty, shut down our natural resource industries and derail our economy. I refuse to “stand by” while our country

is sold out from under us by disingenuous politicians whose only measure of success is the number of votes they get. That’s the primary reason I stepped forward to be your MP and stand with the People’s Party of Canada.

We will end the export of Canadian tax dollars to fund climate change in other countries and maintain Canadian prosperity through energy independence (Energy East) and tidewater exports of oil (except raw bitumen) and gas. These royalties will in turn fund the meaningful research and development of alternative energies as we move into the future. Canada has the people and talent to make this happen but currently lacks the necessary leadership in Ottawa, and as your MP I will always support our natural resource industries and “Made in Canada” solutions.

Kootenay conservation

The Kootenay Conservation Program held their annual Fall Gathering event in Invermere recently. It was a two-day event, with a conference at Copper Point Resort on Friday, October 4th. On Saturday, October 5th, a field tour visited the new Nature Trust of BC Columbia River Wetlands – Edgewater property and the Brisco wetlands. This gathering takes place in the fall each year and moves around each time, alternating between East and West Kootenay.

This year’s opening presentation was by Shuswap Band councillor Mark Thomas on the salmon culture that was lost when the river was dammed, and the goal to have salmon return, followed by a traditional welcome by Shuswap Band Language and Cultural Advisor Mike Archie. The evening of the conference saw storytelling by Akisqnuk Chief Alfred Joseph who told his version of the Ktunaxa Creation Story. The Transfer Station will be closed Tuesday and Wednesday and all users will be required to take solid waste to the Columbia Valley Landfill located on Windermere Loop Road. The Columbia Valley Landfill is open 7 days a week 9 am - 6 pm. Household garbage is free.

Haunted by claustrophobia

By Dauna Ditson reporter@columbiavalleypioneer.com “It’s fun to be scared once in a while,” said Richard Matthews, one of the spooktacular forces behind the annual Invermere Haunted House that changes location and themes each year to keep your frights fresh.

This year’s haunted house is in the alleyway between Lambert Insurance Agencies and Birchwood Restaurant at 722 13th Street to play off claustrophobia fears and allow for “more scares in a shorter period of time,” he said.

The “family friendly” version of the haunted alleyway will run from 7 p.m to 9 p.m. on Friday, October 25th.

While organizers will hold back with the scares and gore, Mr. Matthews warned: “bring your kids at your own caution.”

The full scare will take place the following night from 8 p.m. to 10 p.m. on Saturday, October 26th. It’s not for kids or the faint of heart, and anyone under 18 needs to be accompanied by a guardian.

“We go full bore. There’s gore. There’s more intense scares,” he said.

“It’s all an adventure. Every time you turn around you’re seeing an ancient Viking settlement that’s 6,000 years old in the Shetlands, and then the next time you turn around you’re looking at an old Roman wall in London, and then you’re riding on a pony through some hills in the Netherlands, and it’s fantastic,” she said.

Pharis and Jason, who have won two Junos for their songs, enjoy listening to music from the ’20s, ’30s and ’40s and bringing the old-time flavour to their new tunes.

“We really love early roots and blues and folk music, really old, old scratchy stuff,” she said. “All the banjos that we bring with us on the road are ones that Jason has made, and a lot of our music is formed around that idea that we can make instruments to suit the tones and textures that we can imagine in our heads when we’re writing songs.”

The pair will be performing at Pynelogs Art Gallery and Cultural Centre on Thursday, October 24th.

An up-tempo old-timey love story

Pharis and Jason Romero’s love story started with a beat.

“Playing music together was the first thing we ever did. We met in 2007 at an old-time fiddle jam and we played music together before we even had a conversation,” she said.

They were married two and a half months later.

“We just knew,” she said. “We live at home and live out rurally and get firewood and run the gardens and stuff together and then write music together as well. I think we just were compatible right from the get go.”

Now the duo have four albums together and two children, 3 and 5, who travel the world with their musical parents.

“We love old cowboy songs and we love songs about wanderers and people who are roaming around all over the planet having adventures,” she said. “I have this kind of inextinguishable joy in roaming and wandering and exploring.”

It’s a paradox, she said, because as much as she craves

travelling, she relishes the quiet community life in Horsefly, B.C. “The best thing about living in small towns is that you need to leave in order to really appreciate sometimes how truly special they really are. Me anyways. I like to go out and adventure and then I like to have this as my home base,” she said.

120 kilometre race and a cracked rib

By Kody Brunner and Pioneer staff While running down a mountain, Jed Cochrane took a tumble that may have left him with a cracked rib, but he picked himself right back up and kept going, completing 120 kilometres at the Golden Ultra, where he took off at dawn and found the finish line with the glow of his headlamp flashlight.

His race carries in it a lesson he wants his kids — Juliette and Jude — to learn: that it may be hard and uncomfortable to achieve their goals but that they can reach them anyway.

Mr. Cochrane has been running for about 25 years and has raced ultra marathons for the past 3 years.

“When you get races that are that long, most of the race is mental, and not physical,” he says.

He runs mainly for the challenge and enjoys pushing his limits to see what he’s capable of. He also appreciates the peace and quiet on the trails. Mr. Cochrane’s passion for running has helped him realize his limits and to find ways to work around them. He has realized the harder he works, the more he is capable of doing.

To get around those limits, Mr. Cochrane prepares for the worst.

“You know ahead of times there’s going to be good times and there’s going to be bad times.”

In the Golden Ultra, he broke the race into smaller chunks in his mind, and raced towards food rewards waiting for him on the way. Mr. Cochrane chatted with other

runners in the beginning, and listened to music to keep his spirits up. Difficulties on the race included struggling to eat enough calories every hour, two falls, and running in the dark. However, he worked past them with perseverance and a head lamp, finishing the race in 14.5 hours. He started at 7:30 a.m., and crossed the finish line at 10 p.m. Mr. Cochrane came third at the Golden Ultra this September, his latest and longest race.

“To some people maybe it is crazy. I enjoy the physical challenge of it, seeing what we’re capable of.”

“We had a tug-of-war for about 20 minutes,” she said. Her husband was fearful the skunk would spray, but Ms. Norcross said she did not care, her only concern was the safety of the skunk.

After the couple got the lid off the box and realized they would not be able to get the skunk unstuck, they brought the skunk to local veterinarian Dr. Mark Zhender. Dr. Zhender was able to sedate the skunk and remove it from the box. Dr. Zhender said this is the first time he has had to free an animal from this type of a trap, though he has had other wildlife get caught in various pieces of plastic; one time there was a deer whose antlers got tangled in a clothesline and required sedation to get untangled.

Dr. Zhender recommends if a resident encounters a scenario like this, to call the RAPP line to alert Conservation Officers (1-877-952-7577).

After the skunk returned home in the Norcross’s vehicle, it wandered away, seemingly unharmed by the incident, Ms. Norcross said, and all involved walked away spray-free. What could have been a terrible incident ended on a happy note thanks to the skunks’ fortuitous trip to their door.

“That poor skunk would’ve been bashing around until it starved to death,” she said. “That guy would’ve died, and he’s my skunk.”

Ms. Norcross said she wanted to share this story to encourage people to consider using other methods when dealing with unwanted rodents, or only use the traps like these in contained spaces where larger animals cannot access.

“I’m an animal advocate, and I don’t want to see anything like this happen again,” Ms. Norcross said.

The situation stunk, but it could have been far worse.

Angi Norcross lives on an acreage outside of Invermere down Westside Road. She was at home when she heard a banging outside her door. She opened it to a surprising scene: a skunk was standing on her porch with its head stuck in a box. The box was a commercial-grade mousetrap with poisoned pellets inside to attract rodents. In this case, it attracted the skunk, whose head was big enough to fit in the hole, but not get out again. The skunk somehow managed to make it to the Norcross property and up to their door.

“My husband and I go outside, and here’s this poor skunk thrashing around with this big box on its head,” Ms. Norcross described.

The stuck skunk was one of a pair that, as far as Ms. Norcross can tell, have made their home around the property’s woodpile. While the Norcrosses have two dogs, and many wild animals that roam around the rural home, Ms. Norcross said they have never had a conflict with the skunks and, in fact, are quite happy to have the pair around.

“First we only had one (skunk) on the property. This second one showed up last year,” she said.

“They’re quite comfy here.”

She believes the skunk knew where it could go to get help and made its way intentionally to her door.

Ms. Norcross and her husband worked to pry the lid off the box.

Submitted by Brett Holt, president Columbia Valley Rockies The Columbia Valley Rockies split the weekend games with a huge overtime win on Saturday, October 12th.

The Rockies took to the road this past weekend with their first trip to Beaver Valley to test the mettle of the Nitehawks on Friday, October 11th. The first period had both teams up and down the ice with very even opportunities. The home team was able to pick up the crowd with the first goal about 10 minutes in. That seemed to lift the home squad a bit but the Rockies fought back hard and although the shots on goal were even the Nitehawks squeaked a late goal in and departed the ice up 2-0.

The second period had the Rockies dominating as the home team took 2 early penalties. The Rockies power play delivered a blow with a goal by Tristan Lambert and a nice dish from Jace Paarup in the first minute of the period. The home team halfway through the period scored a shorthanded goal which set the Rockies back a bit. However Mason Robinson from Khale Skinner a minute later seemed to breathe fresh life into the legs of your Rockies. An unfortunate bounce gave the home team another advantage and left the teams heading to the rooms at the end of 2 with the Rockies down by 2. The third did not provide any other breaks for the Rockies as this one would end 5-2 for the Nitehawks.

Saturday night the Rockies were determined to come home with some points as they took to the ice in Castlegar against the Rebels. The Rebels were fresh off a win in Kimberley and determined to keep the momentum going. Your Rockies struck

the first blow less than three minutes in with Tristan Lambert finding the back of the twine on a sneaky feed from Loclyn Kabatoff. With 3:50 remaining in the opening period the Rockies took a commanding lead as Khale Skinner on a nice dish from Zachery Dovichek had your Rockies up by two as the period ended.

The second period was fairly even with shots on goal 9-6 in favor of the home team and they were able to narrow the score to 1.

In the third, penalties by the Rockies opened the door for the home team. On a power play early in the third the home team tied it up. Play was even for most of the third until there were 7 minutes remaining. The Rockies took a 5 minute penalty which allowed the home team to pressure for the winning goal. It was not to be for them this night as the Rockies held strong and silenced the home crowd by killing off the penalty and ending the period tied at 3. This gave the Rockies 1 point but they were determined for more.

Overtime is when special stories are made and this night would be no different. Gavin Feck skated up the ice and was determined to score the overtime winner on a feed from Kyle Boudreau. Gavin had recently lost a family member and this night would be the night he would honour that man with a huge goal! There were not many dry eyes on the bench or the ice as the Rockies took this one.
