When you’ve been dropped into open water in the dead of night somewhere in middle of the Salish Sea, there is no time to doubt yourself.

Or give in to the “C-word.”

“It’s not that cold,” says distance swimmer Cheyenne Furlong Goos. “My body temperature regulates, I’m already used to the cold water…You just push through it.”

“Cold” and “freezing” are unspoken words for the Spirit Orcas – a group of Greater Victoria swimmers with varying developmental disabilities. The group is working their way up to swimming the English Channel – but the next stop in their journey is in the Great Bear Rainforest.

Coach Susan Simmons – an

accomplished marathon swimmer who lives with multiple sclerosis – worked with some of the athletes during her role as a trainer for the Special Olympics. She says many of the swimmers weren’t being challenged enough, and soon began coaching a small group of six athletes interested in trying out endurance swimming outside the pool.

The Spirit Orcas were born.

“There’s no reason that we shouldn’t challenge people with disabilities,” Simmons said. “I think it’s life-changing for them.

For most of their lives they’ve been told, ‘You cant do this,’ and for someone to turn around and say, ‘How can I help?’

They have a lot more confidence in themselves and they feel more respected and heard and valued.”

Goos, Dixon McGowan, Drew Sabourin, Maria Sharock, Ben Vanlierop and Aly White meet three to four times a week for training.

And the group has made some incredible achievements already – including swimming the length of Cowichan Lake in 2018 – the same distance as the English Channel.

Now the swimmers are heading north to swim a 25-kilometre relay through the Gunboat Passage near Bella Bella - Heiltsuk territory in the Great Bear Rainforest – the team’s first major swim in the ocean.

After that milestone, the Spirit Orcas will swim the Strait of Georgia between Sechelt and Nanaimo where the water temperature – about 9 to 11 degrees – is similar to what they will experience in England.

“I want to work on being a better person,” convicted drug trafficker Horst Fransico Schirmer told a Victoria courtroom during his sentencing hearing Tuesday afternoon.

Crown is seeking a seven-year sentence for Schirmer’s crimes: five convictions of possession for the purpose of trafficking.

Crown counsel Oren Bick said Schirmer is a high-level drug trafficker, sophisticated enough in his operation to use another person’s home to stash drugs.

Bick said Crown came to that conclusion based on the trial and conviction of Schirmer’s accomplice, John Turner, whose Qu’Appelle Street apartment was used as the stash house and who claimed Schirmer was the “principle” of the operation. Schirmer had been under surveillance by police, who said he was seen at the stash house numerous times, in what they described as behaviour consistent with that of a drug dealer.

Bick told the court that Schirmer was found to be in possession of one of only two keys to a large safe located within the Qu’Appelle residence. Within that safe, police located and seized various drugs including methamphetamine, cocaine, MDMA, heroin and heroin mixed with fentanyl, along with several notebooks that contained score-sheets and a white envelope containing $1,000 in cash with the words ‘Attention, attorney trial retainer Donald McKay’ hand written on the outside.

Secretary treasurer helped SD61 navigate growth Travis Paterson News Staff

For some parents, Mark Walsh was the scapegoat who delivered facts they didn’t want to hear. For others, he was refreshingly pragmatic and proved highly adept at negotiating mutually agreeable outcomes for parties on either side of a difficult situation.

After spending the better part of 17 years with the Greater Victoria School District 61, Walsh worked his last day as SD61’s secretary-treasurer in early June. A lawyer, Walsh is now pursuing his legal career in labour and employment law based in Victoria.

Upon leaving, Walsh reflected on what has been one of the most complicated and challenging times SD61 has experienced since it started in the 1860s. He worked for four superintendents, three boards, two chairs, and in that time the district has done some pretty amazing things, he said. Among the challenges SD61 continues to meet are the swelling student population, millions in seismic upgrades, and inflationary costs of building and maintenance due to a boom in the competing construction industry.

“I do very little frankly [in terms of decisions],” Walsh said. “The school boards that I’ve worked for have had progressive visions that are easy to get behind. It’s been an honour to work for them and with great superinten-

Walsh was indeed a key facilitator, a relationship builder, and someone who made things happen, said second-term trustee Jordan Watters, chair of the SD61 school board. It’s been Walsh’s job to network with partners across town and across various levels of government to move the school district’s initiatives forward, she added. “He has vision, he has the relationship skills to build connections and relationships to move things forward,” Watters said.

And he was cherished for it. His vision and his work will continue to impact SD61 in the coming years, she added. “Where some people would see challenges or problems he’s able to see opportunities,” Watters said.

“It’s always about connecting people to move forward with a mutual benefit. He’s not only been a huge asset to the district but also had positive impacts in the community.”

Walsh’s route is unique. He first served as an elected SD61 trustee from 2002 to 2008, during which time he started a law degree at the University of Victoria. After a stint in Vancouver

to practice law, he returned about six years ago to act as SD61’s manager of labour relations. He soon moved into the secretary treasurer role, quite likely the only lawyer to hold the position in B.C. or Canada.

The oscillation of the student population is currently the most demanding task for SD61. In the 1970s the population reached 30,000 though it later subsided to just 17,500. It is now at 20,000, increasing to a projected 22,000 in the next eight years. The real challenge with the growth, however, is it’s mostly within Victoria’s core area.

“We’re seeing disproportionate growth to other areas and we’re not seeing growth everywhere,” Walsh said. “George Jay and Oaklands [elementary schools] have gone up multiple hundreds of kids in a few years.”

However, SD61’s proposal to build a new downtown school was turned down by the Ministry of Education.

The consensus is that SD61 has the facilities and space, but needs to reallocate it, which brings it to its current place in the ongoing Catchment Boundary Review proposal.

“When you undergo declining enrolment you get financial troubles and facilities issues and that’s what happened,” Walsh said. “One thing I’ve tried to do is make budgeting as transparent as I possibly can. That means explaining how a $200 million budget is put together and how the changes occur.”

Volunteers urgently needed for dementia helpline Kevin Menz News Staff

The Alzheimer Society of B.C. is in “urgent need” of more volunteers for its Greater Victoria dementia helpline.

The number of calls to the helpline is rising dramatically, according to the charity, and the group expects an increased need for volunteers as the province’s population ages and the number of people diagnosed with dementia increases.

“Whether people are calling for general information or they are caregivers in need of support, people just need a starting point to get information. They just need someone to talk to,” said volunteer Christy MacLean in a news release. “You can feel like you’re the only one going through it when you’re caring for someone living with dementia. I see a lot of parallels in caring for my mom.”

MacLean’s mother was diagnosed with dementia two

years ago. She didn’t know of the Alzheimer Society’s helpline, at the time.

“My sister and I spent a lot of time dealing with doctors and trying to navigate the health-care system,” she said.

“If I had been aware of the helpline, I would have called for help.”

MacLean, as a volunteer, now acts as a resource to others facing dementia or caring for loved ones with dementia. She answers calls for the helpline — the First

Link Dementia Helpline — out of the charity’s Victoria Resource Centre in Saanich.

The line is for anyone who lives with dementia or cares for someone with the disorder, but also offers help to those concerned about their memory, those who work with people living with dementia and anyone interested in knowing more about Alzheimer’s disease, dementia or memory loss.

“Volunteers are compassionate listeners who offer in-

formation that supports callers who are on the dementia journey,” Caroline Herbert, a provincial coordinator with the Alzheimer Society, said in a news release. “For volunteers, it’s a meaningful role with a direct impact that also provides valuable experience in the social services field.”

Care aide awaits verdict in trial for sex assault Kendra Crighton News Staff

The B.C. Provincial court heard closing arguments Monday in the case of the health-care aide accused of sexually abusing patients at Aberdeen Hospital.

Amado Cenzia pleaded not guilty to three counts of sexual assault and three counts of sexual exploitation of a person with disabilities.

The court heard from witnesses last week, who were patients of Aberdeen Hospital, who say Cenzia touched their genitals without their consent. The first witness described how Cenzia was supposed to put lotion on the top of her legs and inner thighs. Once he finished applying lotion to those areas the courts heard how he moved his hand into her vaginal area and applied the lotion there for about half a minute.

The witness told the court the same event took place the next day but for about half the amount of time. The witness did not report the incident until later when police approached her after speaking with someone else at the hospital.

The second witness described how the accused was supposed to put lotion on her legs and abdomen but instead put the lotion in his hand and used a sawing motion to apply it to her vaginal area.

Stating that it hadn’t registered that she had been assaulted yet, the second witness noted the accused then tried to hug and kiss her multiple times while saying that she would never see him again.

The next morning, a roommate of the second witness told her that she thought she had been raped and recounted a very similar story to her that involved the same care aide. The pair decided to report the incidents to a social worker at the hospital the next morning.

Both witnesses pointed to Cenzia when asked if the person who assaulted them was in the room.

Judge Dwight Stewart is expected to deliver a verdict on July 22.

Less than 24 hours after the death of a 13-year-old boy attending Lansdowne Middle School, the focus lies on supporting the affected family, and helping the larger school community in any way possible, says the superintendent of School District No. 61.

“It’s an incredible tragic event,” said Shelley Green. “We certainly extend our condolences to the family, and [we] want to let them know that our hearts are with them.”

The 13-year-old Grade 8 student died Wednesday afternoon at the scene of a field trip to Camp Barnard near Sooke after a tree struck and pinned him. The teen received CPR on scene, but later

The parents of both students have chosen to withhold their respective names, said Green. The parents of the deceased have also chosen to withhold any information about whether he had siblings.

The two students were part of a larger field trip group from Lansdowne Middle School scheduled to remain at the camp for three days. All remaining students have since returned home.

It is officially not clear what caused the tree to strike and pin the boy. Winds gusts of up to 80 km/h blew through the area with its rough terrain, which took responders – aided by students – some time to reach.

Green said the incident remains raw, but added that the school would launch a full investigation to find out what happened. With one week left in the school year, the focus is on supporting the fam-

A scorpion that turned up in a Vancouver resident’s home last month following a recent trip to Cuba has now given birth.

Staff at the Victoria Bug Zoo confirm in an online post that the scorpion has produced about 20 offspring, and the whole family

is doing well.

The scorpion, named Gail after the woman who spotted it in her kitchen and had the courage to capture it alive, was initially identified as a potentially deadly species found in the Caribbean.

Victims lose $20K in ‘lawyer scam’

Victoria police are warning the public to be mindful of a potential scam, following two reports within 24 hours in which a person claimed to be a lawyer representing friends of the victims.

According to police, the victims were called by a person who claimed to be representing a friend who’d been involved in a serious collision that left a young girl dead. The caller then asked the victims to deposit money into the accounts of the “lawyer” to help cover the friend’s bail.

“Both victims contacted officers after discovering that their attempts to assist friends were,

in fact, frauds,” police said in a news release.

In one case, the victim realized they’d been scammed after speaking with the friend mentioned by the caller. The other victim became aware of the fraud after contacting a family member, who urged them to contact police.

Police said the combined losses, which are unlikely to be recovered, are more than $20,000.

Anyone who receives a call in a similar scenario is advised to insist on speaking with the mentioned friend or family member, to search for local news coverage of the mentioned collision, to speak to a family member or friend about transferring funds, to speak to a banking representative and to speak to a police officer or call the police’s non-emergency line.

anxiety disorder and you are placed in open water in the middle of the ocean…I’ve watched them tackle one fear after another.”

For Simmons herself, MS never stopped her from distance swimming – in fact she’s swam over 100 kilometres collectively since her diagnosis.

“That’s because people

around me believed I could do it,” she said. “When we think about people with disabilities and how we can help them – it’s by believing in them.”

Score-sheets matched Schirmer’s photocopies

Continued A1 Bick stated the total value of the drugs seized was between $68,600 to $89,200 and that the score-sheets found in the safe matched photocopies found in Schirmer’s bedroom at his house on Admirals road in Esquimalt. Bick also stated that police seized 827 grams of a cutting agent from Schirmer’s apartment along with two car jacks that had been modified to press substances.

According to Bick, aggravating factors of the case include Schirmer’s criminal history, the nature and quantity of the drugs seized and the sophistication of the crimes — citing the stash house as a method used by Schirmer to put distance between himself and the operation.

Schirmer was arrested Feb. 9 2017 and has been in custody for 694 days which have been credited at time and a half – totalling 34 months in jail.

Schirmer’s defence attorney Chris Johnson agreed the offenses were serious, but said seven years was too severe a punishment for his client, who he asked to have sentenced as a “mid-level trafficker.”

“There’s a doubt between being a mid-level and high-level trafficker here,” Johnson said.

“And that doubt ought to work in Mr. Schirmer’s favour.”

Johnson’s argument was based partially in the ‘principle of totality’ which states that while sentences may be fit for each count, they are too harsh when applied consecutively.

Johnson described Schirmer’s “disorganized and transient childhood” which saw him allegedly abandoned in Brazil by his mother and displaced numerous times before arriving in Seattle at 15 years old, where he “started to associate with the wrong people” and became involved in drug use – moving to Victoria the same year, where he’s stayed since.

Schirmer had a chance to address the courtroom and said that if he can find schooling and better himself, then he might be able to “turn this around and become something different than what I am right now.”

“I want to apologize to the court and everybody else,” he added. “I want to work on being a better person.”

Schirmer is to be sentenced July 9.

Time for action on pharmacare plan It’s time for action. Actually it’s past time.

For years politicians have batted around the idea of a national pharmacare plan to replace the patchwork of uneven coverage Canadians have now. Coverage is different in every province, with drugs covered or not covered depending on where you live.

This can be a big problem for people with a variety of conditions should they want to, or need to, move from one province to another. And with every jurisdiction negotiating prices individually, we all pay a lot more too, though in their last budget the federal Liberals pledged to create an agency to buy drugs in bulk to help cut medication costs.

A new report called “A Prescription for Canada: Achieving Pharmacare for All” recommends the move to a universal, single-payer, public system. The expert panel behind the report estimates a universal system will save approximately $5 billion, or about $350 per year for every Canadian.

The report also calls for a basic plan for essential medications by 2022, and a comprehensive list by 2027.

And here’s where it gets sticky. Three years until we see even a basic plan? And eight years until a full plan? Sounds like we’re just putting off doing anything so we can find some way to talk ourselves out of it, yet again. And that’s only if the government accepts the findings of the panel, and moves to implement them.

Whenever we hear about governments kicking anything this far down the road, we get skeptical that it will ever come to pass.

All too often governments are short-sighted (as in, they can’t see past the next election), and their ability to stick with a long-term project, even if the same political party remains in power, is dicey. It’s one of the biggest things wrong with how our governments tend to work: short-term results win over big-picture ideas.

So while it’s good to have this new report (even if it does tell us what we already knew), we’ll believe it when we see action.

Horses’ well-being should guide decision on carriage tours

I’ve seen letters talking about economy and business in regards to horse carriage tours, if they are hazardous or loved. But what about the interest of the horses themselves. Not our interest – their interest. Who speaks for the horses?

The businesses who own the carriage companies? That doesn’t seem like an impartial voice.

The locals who don’t want things to change?

Perhaps the horse carriages represent some kind of security: “This is what I’ve always known and it makes me uncomfortable to imagine something different.” Maybe even bringing up a sadness for the fact that the places we live always change.

There are people who may think that asking such a question as who speaks for the horses is for bleeding hearts, perhaps even ridiculous, rolling their eyes to cover up their feelings of hostility towards those who challenge them with the idea that animals have a right to autonomy.

I don’t believe these horses are mistreated.

And I don’t believe this particular issue is life or death. But the view behind this issue is. And we have to be shaken free of it for ecological, moral and emotional balance to return planet wide.

There is a much larger belief that most people don’t bother to think about. taken as truth. That human beings are superior to non-human animals, that we are at the top of a delusional hierarchy, and therefore have the right to decide what levels of freedom other beings possess and what happens to their bodies.

That model is sounding a little familiar in the human-to-human world too, isn’t it?

Science itself, in the past responsible for promoting and adopting speciesism, is now endlessly finding evidence of previously unknown and mind-blowing levels of intelligence, cognition, feelings, organization and awareness of pretty much the entire natural world.

So who speaks for the horses? What do they want? I don’t know. I propose a view of harm-reduction at minimum. If we don’t have to use them, don’t.

I for one have never felt comfortable watching their enforced service. And I definitely would want to know from council, what is going to happen to the horses if the carts are retired and that they would live a life of well-being.

City lacking neighbourhood pools Why do we need a large costly swimming pool and leisure facility serving one neighbourhood when we could build several

small pools in Victoria serving more neighbourhoods? The equity argument needs to be applied fairly.

The city should decentralize what is the only public leisure facility in the city and instead look at building smaller neighbourhood pools.

A large single, multi-use leisure facility places a huge demand on energy resources. It places even more demand on transportation.

Victoria’s Climate Leadership Plan aims to reach an 80 per cent reduction in greenhouse gas emissions and transition to 100 per cent renewable energy by 2050. So how does rebuilding the Crystal Pool fit into the city’s Climate Leadership Plan?

The convenience of small neighbourhood pools, perhaps located at schools, will encourage and enable more people to lead healthier lives and reduce their carbon footprint by walking or cycling to these local facilities. By the way, why don’t we have an outdoor pool in Victoria?

Council should be serving all residents and not just a particular group north of Pandora Avenue.

Filipino community celebrates heritage Kevin Menz News Staff

A celebration of Filipino culture filled Victoria’s Centennial Square on Saturday.

Filipino-Canadians from the community were celebrating Mabuhay Day, an event to mark Filipino Heritage Month in Canada.

“Because of the new generation coming, I want to encourage them to learn about their roots,” said artist Editha Chung, who showcased some of her paintings at the event.

“My kids, now that they’re grown up, they say they wish I had taught them more Filipino culture.”

The event featured dancing, live music and several vendors.

Nelia Tamblyn was serving up spring rolls, fish balls, siomai and other traditional dishes for the event. She was proud to showcase her culture for the people of Victoria.

“It’s like remembering our culture,” she said. “We want to introduce the culture to the Canadian people.”

and their three children, Ben, Cole and Jack, were in Victoria from Sidney. They didn’t realize the event was going on until they heard the music.

“We totally just stumbled upon it,” Kate said. “The music is lots of fun and everyone is looking like they’re having a good time.”

This year marks the first national celebrations of Filipino Heritage Month, after the House of Commons unanimously adopted June as the heritage month in October 2018.

Russell Books moving across street Nicole Crescenzi News Staff

Creaky stairs, a dizzying display of wall-to-wall book spines and the calming smell of ink on paper are some of the charming qualities of the maze-like make up of Russell Books. The long-term downtown staple has been at its location at 734 Fort St. for nearly 30 years, but now the two-building, three storey business is moving out.

“It’s a bit bittersweet, we like what we have and we’re a little sad that we’re leaving,” said owner Andrea Minter.

“But, our new spot will be a lot better for inventory.”

The bookstore originated in Montreal, Minter said, thanks to her grandfather’s penchant for collecting books.

“He was a banker who collected books so much that grandmother pushed him to do something with them,” Minter said. “So he rented a 300 square foot spot right next to the bank, and had

Eventually the business became one of Montreal’s largest book stores. In 1991, Minter’s grandfather encouraged her parents to move to Victoria and open up shop there, where the business has continued to thrive and form an integral part of the Fort Street community.

Russell Books’ current location is made up of two buildings, including one which houses BC Shave and Hobby

Ltd., another long-term store that is closing its doors as the owner retires.

“The owner is contemplating selling the building, so I had to make a decision as to what I was going to do to preserve our store,” Minter said.

Luckily enough, an opportunity opened up directly across the street at 747 Fort St., formally a Staples Office supply store.

The 18,000 sq. ft., two-storey space will offer Russell Books a much better oppor-

tunity to display more of its inventory, as well as accessibility for people who were not able to go up the store’s steep stairs to its basement and third-floor levels.

“It was a bit of a bite to chew off but we decided to take that leap and we’re so excited,” Minter said. “It’s just a better space; it’s bigger, brighter more modern and has the capability of holding more books… But, we want to keep the same sort of feel and use the same sort of colours.”

Minter said it will be no small task to move all the stock; she estimates over 1 million books will need to be moved, all while avoiding closing the shop if possible.

Russell Books signed a 10year lease at the new location, which Minter hopes will open in three or four months. The View Street location of Russell Books will also remain open for the time being, as the lease at that location is still good for three more years.

They are not blaming anyone for this situation. They are not looking for pity. For these business owners, their two biggest concerns are their staff and their customers.

Make no mistake, the Plaza Hotel fire made a huge impact, and the stress is real. Many will not take a salary but will keep staff working even though business is slower. These owners will still pay their suppliers on time, pay their rents, their mortgages, PST and GST remittances, property tax, health employers’ tax, telephone and hydro bills, and so on.

HarbourCats retire Eccles’ jersey The Victoria HarbourCats retired former pitcher Claire Eccles’ No. 8 jersey Monday night.

Eccles is the first female player in West Coast League history. She made 11 appearances for the HarbourCats in the 2017 and 2018 seasons.

“Claire Eccles has meant more to the HarbourCats — and for that matter, the entire West Coast League — than mere statistics can suggest, and this honour is wonderfully deserved,” the league’s commissioner, Rob Neyer, said in a January news release.

Eccles went 2-0 with two starts and nine relief appearances, striking out three batters, in her games with the HarbourCats. Her commitment to Team Canada limited her time with the Victoria team. She was part of the 2018 bronze-medal winning Canadian team at the Women’s World Cup in Florida.

“Hitters respected her, that’s for sure, tipped their caps, it was always interesting to watch the varied reactions, and I hope she taught something to us all,” Jim Swanson, HarbourCats’ managing partner, said in January, when the

The Vancouver Canucks take to the ice in Victoria this September.

The team will host a threeday training camp as well as a pre-season game against the Calgary Flames at Save-OnFoods Memorial Centre, the

arena’s operator, GSL Group, announced Tuesday.

“We are pleased to host the Vancouver Canucks at the SaveOn-Foods Memorial Centre for their training camp and an exhibition game this September,” RG Sports and Entertainment President Dave Dakers said in a news release. “These high profile events are great for not

only local hockey fans, but local businesses as well.”

All practices at the training camp, which opens Sept. 13 and runs until Sept. 15, will be open to the public for a $5 admission fee, with net proceeds going to charity. The pre-season game against the Flames is set for Sept. 16. Tickets for the game go on sale Aug. 7.

A new report finds average home prices in Victoria would need to fall by $413,000 to make housing affordable for a typical young person. Alternatively, typical full-time earnings would need to increase to $134,000 per year, more than double current levels.

These figures appear in a report Straddling the Gap: A Troubling Portrait of Home prices, Earnings and Affordability for Younger Canadians, which also includes a host of policy recommendations that target among other areas current tax regimes and the real estate industry itself.

While the authors acknowledge the recent softening of the Canadian housing market, they remain pessimistic.
