Thousands of people gathered at Royal Roads University, on the traditional lands of the Lekwungen (Songhees) and Xwsepsum (Esquimalt) ancestors and families.

They were there for National Indigenous Peoples Day celebrations which included a canoe landing protocol and canoe challenge; drumming, singing and dancing; children’s field games, Indigenous foods, craft workshops and artists and vendors.

The canoe landing protocol and welcoming ceremony, which took place at 10:30 a.m. on the shore of Esquimalt Lagoon was led by Lekwungen Elder Butch Dick

and Elder Elmer George.

Seventeen canoes participated in the protocol with individuals in the canoes stating where they are from and asking for permission to come ashore.

Premier John Horgan, who was on one of the canoes, has participated in the protocol before and said it will never get old. He said 14 years ago, it was difficult to find an event like this to participate in.

“National Indigenous Peoples Day has absolutely taken hold,” Horgan said. “It’s a great day in June to remind ourselves of how fortunate we are to live here on the unceded territory of Indigenous people.”

Both work with Royal Roads and were looking out onto the Lagoon thinking it would be nice to have canoes there.

“The first year we had a few canoes, and then we had a few more and now today we had about 17 canoes and lots and lots of people which is pretty exciting,” Dick said.

Several school groups and community members joined in on the celebrations and observed the canoe landing protocol, learning about traditions that have been around for many years.

Dick said it was “overwhelming” to see how many people were there.

The province is reviewing West Shore RCMP staffing concerns after receiving a resolution from Langford, Colwood and View Royal in March.

The resolution asked the province to increase funding for West Shore RCMP in order to hire more officers and meet immediate and projected needs within the detachment.

A 2018 West Shore RCMP General Duty Service Assessment (GDSA) identified that the current 81 officer detachment needs to have an additional nine officers immediately and another four by 2023.

Premier John Horgan has also provided a letter of support for additional RCMP officers in the West Shore.

In a June 17 letter addressed to the three municipality’s mayors, Brenda Butterworth-Carr — assistant deputy minister and director of police services for the province — said “it is imperative that resources provided by each partner in an integrated municipal/provincial detachment are commensurate to the workload demand of the respective jurisdiction(s).”

However, Butterworth-Carr also said the GDSA is a tool originally intended for single jurisdiction, urban detachments.

Rangers’ creed of community support taken to heart Rick Stiebel News Staff

You could say that giving back is ingrained in Bill Spiller’s DNA. Although Spiller’s grandchildren moved on from Wishart Elementary to Dunsmuir Middle School a couple of years ago, he still helps out at the Colwood school in a variety of ways.

Stuart McLatchie, who teaches Grade 4 and 5 at Wishart and taught Spiller’s grandchildren, said Spiller’s volunteer efforts and those of his wife, Trudy, have not gone unnoticed by the students and staff. One example of Spiller’s commitment to volunteering is that he cooks hotdogs and makes hot chocolate for Wishart classes during the school’s annual trip to Goldstream Provincial Park in the fall for the salmon run, McLatchie said.

“Bill’s a member of the South Vancouver Island Rangers and has opened up the club grounds and barbecued hamburgers and hot dogs for my classes’ annual bike trip along the Galloping Goose Trail as well,” McLatchie noted.

“This year he provided bicycles for two of my students. He’s a very unassuming gentleman and a big part of what makes our school community so successful. Everyone at Wishart is so

Supporting the community and the school his grandchildren no longer attend is all part of the pledge attached to being an S.V.I. Ranger that Spiller takes seriously.

“We’re a men’s social club with a long history of giving back, being ready to serve,” he said regarding the

group that has been a fixture on the West Shore since 1953. The club has a large bucolic piece of property in the Happy Valley and Luxton area of Langford that includes trap and skeet shooting facilities, and a covered area for cooking and dining. The Salvation Army, St. Vincent de Paul, Help Fill a Dream, The Goldstream Food Bank and Christmas hamper funds, and Triangle Baseball receive contributions from the S.V.I. Rang-

ers annually. Memorials held on the grounds contribute to heart and cancer research. Proceeds from an annual fishing derby are donated to the Sooke Salmon Enhancement Society, and the club provides a bursary every year for a Belmont Secondary student pursuing a career in the trades.

“We filled two and a half pickup loads with $3,700 worth of toys for the Christmas hamper program alone last year,” Spiller added. “We make our property available to Cubs and Scouts for free as well.”

The facility is also a designated meeting area in the event of a disaster. “It could serve as a helicopter landing and takeoff area if necessary in the event of a forest fire,” he explained.

“I grew up here at the corner of Latoria and Happy Valley and played on the Rangers grounds a lot when I was a kid. We used to have Cubs and Scouts father and son banquets here,” Spiller added. The club, which also puts a strong focus on maintaining its reputation as a good neighbour, held its annual meet and greet and picnic in May. “More than 300 people showed up for games and activities for families, hot dogs, burgers, corn on the cob and ice cream. Langford considers regulating sale of spray paint Shalu Mehta News Staff

Regulations around the sale of spray paint might make their way to the City of Langford following a string of graffiti vandalism cases.

Langford’s Protective Services Committee resolved to look into and research a regulatory bylaw that would restrict the way spray paints are stocked and displayed at retail stores.

The staff report submitted to committee said there has been an increase in reports of graffiti vandalism on city property and private property like walls, sidewalks and vehicles.

“This type of widespread damage is unusual for Langford,” the report reads.

Coun. Lillian Szpak, who is chair of the Protective Services Committee, said city staff want to work with business owners to find out what the challenges may be for them before bringing the resolution to council. She noted some stores have faced outright theft with spray paint being stolen off the shelves.

“The graffiti vandalism has been on an upswing in the last few months in Langford and we’re noticing it,” Szpak said.

“We don’t consider it to be art, we consider it to be vandalism.”

Regulations around the sale of spray paint could involve excluding minors as purchasers or stocking the spray paint behind counters or locked display cases.

Szpak said a bylaw was created in 2008 to hold parents

accountable if their children are caught vandalizing property.

However, she said many cases recently involve adults as well.

She said evidence provided by Langford’s bylaw department also proves how large the problem has become.

Paul Lambert, a bylaw enforcement officer with the City of Langford, said the bylaw department keeps a record of various graffiti tags that are reported. Officers take a photo of the vandalism and place the photo in a catalogue that is shared with different municipalities and police.

“It allows us to track patterns,” Lambert said. “Criminals don’t recognize borders… we’ll see the same tag in Langford that could appear in Colwood.”

Lambert said seeing graffiti vandalism on buildings makes things feel uninviting and even derelict. City staff try to remove graffiti from surfaces as quickly as possible in order to deter more from taking place in the same spot.

“Look at how beautiful Langford is and how hard the city works to make it such a pretty place to live, and then to have someone defacing it,” Szpak said. “That’s really upsetting

for people.”

Szpak also noted that taking care of smaller crimes early on is effective in keeping the community safe.

RCMP fine man for campfire in Mill Hill Park Shalu Mehta News Staff

A man has been fined for camping in an undesignated area in Langford and lighting a campfire.

On Wednesday, West Shore RCMP were patrolling the area of Mill Hill Regional Park and discovered a man camping in an undesignated zone. He also had a campfire going which is prohibited at all regional parks except designated campgrounds.

West Shore RCMP took down the camp and issued the man a violation ticket under the Wildfire Act for light, fuel or use a fire against regulations, which carries a fine of $1,150.

“We all play a role in protecting our communities from wildfire risk,” said Const. Nancy Saggar of West Shore RCMP. “The potential for wildfire is increased with the summer season and is currently rated as high in Southern Vancouver Island.”

In the last two days, Langford Fire Rescue has also put out six fires. Five of them were attributed to discarded cigarette butts. Langford Fire chief Chris Aubrey said wind and dry ground factored into the fires.

Liquor store targeted by thieves twice in one night Nina Grossman News Staff

Just hours after RCMP responded to a call that a thief had smashed the front door of a Langford liquor store, another group of thieves decided to try their luck at the same business.

Around 2:30 a.m. on Sunday, a single thief was spotted on surveillance video smashing the glass front door of Cascadia Liquor Store and stealing alcohol before running off. Store managers called both RCMP and an emergency glass repair company. The door was fixed and RCMP completed their investigation, leaving the manager to lock up the business.

But only a few hours later – at 5:50 a.m. – RCMP received word of a second theft at the same store.

The Cascadia Liquor Store manager, who had stayed behind to make sure the door was replaced, was inside the store when three teenagers approached and smashed in the glass for the second time that night.

The teens fled after being scared away by the manager, but video surveillance captured one male in a white hoodie and two females wearing Spencer Middle School hockey jerseys.

Around 6:15 a.m., police learned the two female teens – both 15-years-old – had broken into Spencer Middle School and stolen jerseys and hockey gear. They were identified and arrested for break and enter and possession of property obtained by crime.

On June 24 the West Shore RCMP posted a photo of the male suspect and sought the media and public’s assistance to identify and locate the outstanding male. Later that evening, the male suspect (16 years old), turned himself in to police. He was arrested for break and enter. nina.grossman@blackpress.ca

Langford Fire puts out six fires in two days Shalu Mehta News Staff

Langford Fire Rescue put out six fire in the last two days, five of which were caused by discarded cigarette butts.

Chris Aubrey, Langford Fire Rescue chief, said four of the fires took place on Wednesday with wind and dry ground being a factor.

“It’s been good for the last little bit and now all of a sudden we’ve had a spike,” Aubrey said. “It hasn’t gotten any wetter, it’s still dry, so it is disappointing that these incidents are on the rise.”

Aubrey said the fires took place in dry flowerbeds near businesses such as West Shore Town Centre and Costco. He suspects individuals are discarding lit cigarette butts before entering a business and a lack of ash trays outside the area causes people to toss them on the ground.

the ash off it is not enough to extinguish it, Aubrey said.

“The heat is still there and if the wind picks it up it can blow into a combustible area like nearby grass,” Aubrey said.

He noted that anyone who lights a cigarette needs to have a plan in place to properly extinguish and dispose of it.

“The world is not a personal ashtray,” Aubrey said.

Incidents like these are typically a problem every summer, Aubrey said. But as the wildfire situation gets more intense, people begin to recognize how dangerous they are. These situations are more prevalent in early to late spring because people get in the habit of tossing their cigarette butts on the ground in the winter.

“Once we start seeing massive evacuations of homes it typically gets better,” Aubrey said. “People know they shouldn’t be doing it but shouldn’t be waiting until it gets dry to stop.”

GDSA initially meant for one jurisdiction Continued from A1 “While the GDSA is a beneficial tool for examining certain aspects of General Duty deployments, there are significant shortcomings and methodological concerns when it comes to applying the tool in more rural settings, interpreting within the integrated detachment structure and assessing resource levels in isolation of understanding the full context of resourcing and service to the West Shore detachment,” the letter reads.

West Shore municipalities are funding an increase in officers and civilian employees with West Shore RCMP but View Royal, Colwood and Langford are also asking that the province pay for at least three more general duty officers.

The West Shore RCMP detachment has 81 offi-

cers that police Colwood, Langford, View Royal, Highlands, Metchosin, Esquimalt Nation, Songhees Nation, portions of the Juan de Fuca Electoral Area and the Trans-Canada Highway.

Currently, the province is providing 40 per cent fewer officers per capita, equating to an approximate $720,000 shortfall.

“As long as you fund your police force to the strength that they require, they’ll do a good job,” said Langford Mayor Stew Young in a previous statement. “We just have to make sure that the politicians support the RCMP and make sure they can keep our community safe.”

In the letter — which was set to be received by the City of Colwood at Monday’s council meeting, after the Gazette’s press deadline — Butterworth-Carr said

ministry staff are working with the RCMP to “ensure a comprehensive review of resourcing is conducted to address your concerns and expedite this review as timely as possible.”

“In addition, I will raise the issue with RCMP Assistant Commissioner Eric Stubbs, core policing for British Columbia Division,” the letter reads.

The City of Colwood was recently rated one of the safest communities in Canada and the second-safest community in B.C. In a previous statement, Colwood Mayor Rob Martin said council intends to keep it that way.

Delays handcuff cannabis industry It’s been nearly six years since Prime Minister Justin Trudeau announced he would rather see cannabis legalized instead of just decriminalized.

Back then he was just plain old Justin, on the campaign trail trying to garner votes and reinvigorate the federal Liberal party. Two years later, the Liberals cruised back to power on that promise and others. It’s not entirely the Liberals’ fault that we’ve yet to see a thriving cannabis industry. Though it took three years in office, they did deliver on the legislation last October. But even though they had those three years, provincial and local governments didn’t really get started on their own legislation until, effectively, the last minute.

So far, relatively few cannabis retailers have been able to open across Canada. Notably, the first to open in B.C. was a provincial government-operated store in Kamloops. But most of the many applications from hopeful private retailers in Greater Victoria and around the province are still waiting for the dual approval they need from the province and their municipal government.

It’s not that getting a licence to sell cannabis should be easy. It shouldn’t, and there are countless obstacles and social issues that need to be dealt with. But with three years warning, there is little excuse for provincial and local governments not to have been better prepared to resolve those problems and implement legalization, which was a popular idea long before the Liberals decided to run with it.

After all, cannabis has been effectively legal for a long time. It’s just that all the money generated by the industry was going into the pockets of criminals instead of generating taxes. Governments should have had frameworks, laws and bylaws ready to go by the time legalization legislation dropped, only needing fine tuning to match the fed’s ideas.

By now, most of the applications should have been either approved or denied, with private operators starting to add to local and provincial economies, and driving the black market further underground.

You would think governments didn’t want the tax money that cannabis retail stores are going to generate.

Not everyone familiar with the driftwood birds dotting the Esquimalt Lagoon knows the story of the artist behind them.

Victoria filmmaker John Hilhorst hopes to change that with Birds of Bark, a documentary telling the story of Paul Lewis, the Langford man behind dozens of stoic avian driftwood forms, beloved by tourists and locals alike.

For his part, Lewis says he would be happy to share his story. Before he became an artist, Lewis dealt with drug addiction and went to prison for armed robbery. But he said that’s where his passion for art came alive.

“I had more time on my hands than most people do, so I took to painting and drawing,” he said. “I used to do portraits and drawings for other inmates, for their kids.”

Once he was released, Lewis continued making art. Last year he started creating the now famous driftwood sculptures.

“That just took off with the response from the community. It’s

a tourist attraction, people come from all around the world to see it,” Lewis said, bewildered. “Isn’t that crazy?”

Hilhorst, who co-founded Capture the Moment Media, also thinks it’s crazy – and a darn good story.

“I think Paul has an awesome story…I’m probably kinda of biased, but I really feel like it’s a Hollywood story,” he said.

“The whole character arc that he has in his life – I think has the opportunity to tell a really inspiring story to people who are struggling with addiction, and is finding a way to put their energy into something else – he’s a perfect example of that.

Here’s a person who had a really dark past but overcame it.”

Lewis is hoping the documentary gets the funding to move forward.

He said if his story has any lessons, it’s not to judge people who haven’t always had an easy life.

“I want people not to be so quick to judge,” Lewis said. “People can change. I’m a very positive person… Be positive, be kind to one another.”

No offence to the latest food fad, but I’m not about to say bon apPETAtit to “Beyond Meat” burgers any time soon.

Something about the way the contents are labelled as plant matter conjures up thoughts of a munch on mulch for lunch that doesn’t have the same appeal as 100 per cent Angus beef. Call me old fashioned, but I prefer fourlegged patties to the nouveau approach aimed at steering us away from the bovine buffet.

I wonder what the target demographic is now that A&W, White Spot, Tim Horton’s, Thrifty Foods and others have jumped on the meatless burger bandwagon.

Corporations of that ilk thoroughly investigate every new marketing ploy, so I doubt if the goal is to convert lifelong vegetarians who shudder at the thought of eating an unidentified substance disguised to taste like pulverized particles of cow. Perhaps the aim is to attract those who recently turned over a green leaf, but still crave the beef that’s been purged from their menu.

Research probably predicted that profit margins will expand like a Sumo wrestler’s waistline now that new wave vegeterrestrials can join their carnivore acquaintances at the same table.

First question I would raise, based on years in food service, is whether the purveyors of this product have purchased new grilles for the vegan patties, or are they going to sizzle side by side next to their beefy brothers during the lunch rush? One of the last establishments I worked at in Victoria that offered all day breakfasts had quite a reputation for their vegetarian skillet. The fact the potatoes that formed the base were cooked in dollops

of warm, waxy bacon grease from a plastic bucket kept under the grille never made the fine print on the menu.

Once long ago in the faraway land of Vancouver, I shared a house with a charter member of the vegetarian movement. I committed the cardinal sin of cookRick Stiebel The Rickter Scale ing a chicken breast in what appeared to the untrained eye to be a communal frying pan.

Although I literally scrubbed a new surface onto it with steel wool, I’m still haunted by the look of disgust on Paul’s face as he dropped the pan into the garbage. This was the same fellow who reverted back to eating our feathered friends because of his son’s preference for the chicken dinners I occasionally prepared, which Dylan slathered with a sea of gravy. Those innocent Sunday dinners, with apologies to the fowls harmed, eventually led Paul astray from his die-healthy vegan ways.

I understand the cornucopia of ethical and environmental reasons that make eating meat a sensitive issue for many people much younger than me.

Unfortunately, I still fondly recall that childhood memory of my first drive-in burger on the way home from a day at the beach like it was last night. Six of us crammed into the Pontiac Strato Chief, the sultry aroma of French fries and vinegar wafting through the back seat like a forbidden perfume.

Racing enthusiasts celebrate release of Billy Foster book Shalu Mehta News Staff

Car racing enthusiasts and community members gathered at the Four Points by Sheraton hotel in Langford earlier this month to celebrate the release of a book about Victoria race car driver Billy Foster.

Foster raced at the Western Speedway and was the first Canadian to race in the Indianapolis 500. He was best friends with the popular and successful race car driver Mario Andretti.

In 1967, two years after Foster’s professional career kicked off, his car hit a wall at the Riverside Raceway in California and Foster lost his life.

Now, Foster’s legacy and the history of race car driving in Victoria can be remembered and recognized in book form.

Gordon Alberg, Foster’s friend and a Saanich resident, was at the book release and signed copies for those that purchased them. Alberg read a book about Art Pollard, an American race car driver, written by Bob Kehoe a few years back. Shortly after, Alberg reached out to Kehoe to get working on a book about Billy Foster.

“I went over and bought [a book about Art Pollard] and I said you’re just the guy I wanted to meet,” Alberg recalled. “I said you’re going to do a book on Billy Foster.”

Unfortunately Kehoe was unable to make it to the event from his home in Portland, Oregon due to an injury.

Alberg read a letter written by Kehoe to the crowd, adding in some of his own sentiments about Foster as he went along.

In the letter, Kehoe explains that as he did his research about Foster he discovered there was a rich history surrounding motor sports in Victoria. He was also able to learn more about Foster.

“The more people I spoke with and the more articles I came across the more I got to know Billy,” Alberg read from the letter, smiling slightly as he went on. “He was quite a guy, even as a youngster he was fully dedicated to the sport.

Beyond that he was a lovely husband and father…and he loved playing jokes on everybody.”

The book is more than just a biography of Billy Foster. It is a biography with Victoria’s

Langford Coun. Matt Sahlstrom said he received a phone call and e-mail from people who heard about the book as well.

“Anyone that is a fan of auto racing on Vancouver Island should take time to read this book,” the e-mail read. It was from Larry Pollard, a former Canadian NASCAR Busch Grand National Series driver.

“It was sad his career was ended at such a young age but in racing there are no guarantees.”
