Invermere debates buying waterfront property; end use and ultimate price tag remain TBD

By Dauna Ditson reporter@columbiavalleypioneer.com Around 50 people gathered at the Columbia Valley Centre on Wednesday, March 20th for a public hearing to talk about the District of Invermere’s (DOI) plan to spend up to $5 million to purchase the Lake Windermere Resort Lands in Athalmer and to share their support or voice their concerns.

“I personally am very, very excited about our future,” Mayor Al Miller said in his opening remarks, adding that despite his enthusiasm for the potential purchase “it’s ultimately going to be up to you folks to make that decision.”

The DOI is seeking public feedback to determine if the plan can proceed. If fewer than 10 per cent of eligible voters send in a form to oppose the purchase, council can buy the land. But if 239 or more submit their forms, council will have to abandon the land deal or carry it forward for a referendum.

Those in favour of buying the land don’t have to do anything but wait to see the results. Those who would like to register their opposition can do so by filling out the Alternate Approval Process Form, which is available at the DOI office and online at www.invermere.net/documents/Elector%20response%20form.pdf. Responses must be received

by Monday, April 15th at 4:30 p.m. and need to include proof of residency.

A few people at the hearing were frustrated that the DOI doesn’t have a specific plan for what do with the land if the sale goes through. Would it become a park? A hotel complex? A commercial space where the DOI sells or rents the land to those who would further the yet-to-be-determined vision? It’s anyone’s guess. If the sale is approved, the DOI would embark on a public-engagement process to determine what the community wants them to do with the land.

Chris Prosser, the DOI’s chief administrative officer, said that when the property owner unexpectedly dropped the price last August, the opportunity “kind of caught us off guard.”

From there, council opted to survey the public about the proposed $5-million-dollar deal during the October municipal election. When the response came back with 66 per cent in favour, he said the DOI was “genuinely shocked... about how much support there was at that price point.”

Others at the hearing were concerned that the price tag for the land doesn’t include the costs to provide services – such as for water and sewer – to the land or other costs for whatever the community ultimately wants to put on the waterfront plot.

One woman said she “would never pursue a venture without knowing what it’s going to cost me” and that “it’s hard for me to make a decision yes or no” without knowing the financial implications.

“I had the same questions you had,” councillor Ute Juras told the audience. “(But) how much money are we going to spend to make a plan if we don’t even know if it’s ours?”

Getting concrete answers to those questions could cost hundreds of thousands of dollars, said Mr. Prosser, adding that the responses are necessarily up in the air because they will depend on what the DOI ultimately chooses to do with the land. If the land is used as a park, for instance, he said there would be no need for additional water and sewer services. But it would be an entirely different story if the area included a commercial development.

Councillor Kayja Becker, who recently purchased a home, said paying for all of the answers before buying the land would be like a prospective homeowner shelling out for a planner and designer before taking over the title to a house.

People generally don’t regret the opportunities they take but regret the ones they miss, she said.

A few of those in the audience raised concerns about ongoing water and sewer issues in Athalmer and were told that the DOI intends to hold a planning process for Athalmer whether or not the community supports the land purchase.

Others stated their desire for the land to be turned into a park or returned to its natural wetland state, while others – including councillor Greg Anderson – are concerned about implications for the marina if the DOI doesn’t purchase the land.

Still others asked why the DOI thinks it could make the property viable when those who own the land have been unable to develop it. Mayor Miller responded that the owner brought forward plans to build low-density housing that council rejected out of concerns that it would further restrict public access to the lake.

Another audience member claimed that the land hadn’t been developed “because it’s a swamp” and asked if it “would be responsible to have a building development on a flood plain.”

Mayor Miller said there would be grade requirements.

Building on the land would be an option for the waterfront property like it was for the neighbouring Lake Windermere Pointe condos.

Also concerned about water levels, another participant asked: “Do we have sufficient faith in the Columbia River Treaty to even consider doing this?”

“It’s obviously a consideration,” Mayor Miller responded, “but I don’t think they’re going to flood us out.”

The hearing stretched on for two hours as residents expressed their hopes and concerns and as councillor Gerry Taft’s preschooler quietly shared his concern with how long the proceedings were lasting.

While most participants had more-complex opinions about whether or not the DOI should invest in the property, one man kept his sentiments concise. As he left toward the end of the hearing, he called out simply: “Buy it.”

“Paradise is where you have some room to move”

By Dauna Ditson reporter@columbiavalleypioneer.com You used to be able to ride your horse all around Lake Windermere, Bob Campsall told those gathered at the Lake Windermere Resort Lands hearing on Wednesday, March 20th.

Speaking as a private citizen, the former council member and principal later told the Pioneer that while he had a “wonderful experience” representing the community, “you can certainly see where sometimes hindsight would have been more satisfying, would have been better for the people of the Valley.”

“When I moved here in 1962, you could go almost anywhere in any direction. There were not a whole bunch of no-trespassing signs and fences. It was a free country to move in... and people could go down and use the lakeshore for a picnic or whatever they wanted and now those areas are all fenced off and privatized and we no longer have free access to an awful lot of the lake.”

While the public should have access to the shoreline up to the high-water mark, he said that’s not often what they get with docks stretching down to the water and rendering the shoreline impassable.

“You’ve got people who have signs up there telling you to ‘keep off; private beach.’ And what I’m saying is this beautiful area, we’re losing access to huge parts of it, and I don’t think that’s right.”

“This is what happens in a modern society, a prosperous society, it gets bought and developed.

But every piece that gets bought and developed by individuals is lost to the general public. Where do we draw the line? Should the general public have access to the lakeshore, or should the property owners around the lake control that? That’s all I’m asking.”

“I would see nothing wrong with buying this property and turning it into a park, strictly a park, because that would draw all kinds of people here.

And you know what they’re talking about? That’s 30 cents a day for property, and people are making a big fuss over it. It just doesn’t make sense. The key to it though is that if you don’t take this opportunity, you won’t get a second chance. It’s grab it while you can and let the next generation enjoy it. Because if you don’t take it now, somebody else will and there will be your fences and your no-trespassing signs.”

“Paradise is where you have some room to move, and we have to make sure that we maintain room to move for ourselves and for our future generations,” he said.

This past week, March 18th through March 24th, the Columbia Valley RCMP responded to 50 calls for service. The following are some of the more notable files our officers responded to: • On Wednesday, March 20th at 3:15 p.m., Columbia Valley RCMP received a report of a single vehicle collision on Highway 95 south of Brisco. The driver of a grey Pontiac Grand Am went off the road and down an embankment. The driver and passenger were transported to the hospital to be assessed.

IHA responds to seniors group petition for CT scanner The Pioneer asked Interior Health for an interview in regards to a petition by the Invemere Seniors Association for a CT scanner, as well as a letter-writing campaign coordinated by the local organization (see story March 21st). Interior Health emailed this response after last week’s Pioneer’s press deadline: Each year, local and regional teams, which include clinical staff, look at the priorities for each facility and the East Kootenay overall. Equipment and projects are approved based on priority and the available funding for the year. Larger equipment purchases and equipment like a CT scanner would also be weighed against broader priority needs across the health authority.

Generally, CT scanners are located at regional hospitals like East Kootenay Regional Hospital in Cranbrook. There are a number of challenges in looking at CT scanners outside of larger regional facilities. One is the costs associated with setting up a CT scanner service – a basic scanner is roughly $600,000 and a CT scanner suite (room) can run

• On Thursday, March 21st at 9:20 a.m., police were called to a single vehicle rollover just north of Invermere on Highway 93/95.

A southbound Toyota Tacoma left the highway and rolled a number of times. The driver, who was alone, was uninjured.

• On Friday, March 22nd at 8 p.m. police were advised that a tracked vehicle had become disabled in a remote area near Radium Hot Springs after one of the tracks broke.

One of two occupants was able to walk to a residence to call for help while the other remained with the vehicle. RCMP requested the assistance of Columbia Valley Search and Rescue who utilized snowmobiles to access the area and provide the remaining passenger a ride back into town.

Another is having the trained technologists to operate a service – we need a bare minimum of three technologists with CT training to provide consistent coverage for emergency cases. We also have to look at the patient volumes and see if the number of CTs done in a community would provide technologists with enough work to keep their skills up on the equipment.

CT scanners in smaller communities may also create challenges for patient care. Waiting for a CT at a smaller facility may delay getting patients to larger centres for the definitive higher level of care that is not available in smaller facilities.

We recognize that residents in Invermere are passionate about local health services and appreciate their advocacy for additional services. IH will continue to have discussions about how we invest in medical imaging equipment to support patients in the East Kootenay – this includes discussions with physicians in communities like Invermere.

Canal Flats seeks to rename

By Pioneer staff The Village of Canal Flats will soon have a new name.

The initiative comes as part of the overall economic redevelopment strategy that was put in place shortly after the mill closure in late 2015.

The decision to rename the Village is based on the results of a 2017 marketing survey that showed that the name Canal Flats does not “conjure images of breathtaking mountain scenery, pristine alpine lakes or the wealth of outdoor recreational opportunities for which British Columbia is known.” Further, the village name ranked in the low 20th percentile when respondents were asked whether Canal Flats reflects “a mountain modern lifestyle.”

According to village staff, the frontrunner in the Name Our Village contest is McGillivray’s Landing, the original name of the settlement. The name of the village was changed to Canal Flats in 1913 coinciding with the opening of the first post office. While the final list of

choices has been finalized. Also under consideration are Molly’s Reach, Danger Bay and Kimberly North. Derivations of other popular municipal names, which included Victoria and Whistler were considered then stricken, as they were not considered “British Columbian enough.”

The cost of the village re-naming is estimated to be approximately $770,000 and includes changes to signage, logos, letterhead, and existing map templates. The largest expenditure will be a $285,000 payment to the Province that will cover legal costs and the name change being formalized though an act of the provincial legislature.

In the last 25 years, three B.C. communities have moved forward with municipal name changes and have incurred budget overruns of between 68 to 172%.

By Lorene Keitch lorene@columbiavalleypioneer.com The Kamloops Chamber of Commerce made a questionable hiring choice when they brought a man by the name of John Perks onboard as their new executive director.

Mr. Perks was set to begin his new role on Monday, March 25th. On Sunday, March 24th, the Chamber president stated they had reversed their hiring decision.

Shortly after the hiring announcement was made, a series of controversial Facebook posts by Mr. Perks were brought to light. One post denied climate change is real; another refered to Prime Minister Justin Trudeau as an “idiot”; another refered to substance-abuse addicts as junkies; another cliamed that the migrant caravan from Central America to Mexico was staged for the media.

Mr. Perks defended the posts by saying he did not know his Facebook posts were public.

In response to all the letters and jeers about dog poop: Nestled here in our beautiful Columbia Valley, it can be difficult to keep in touch with the real issues facing the greater world around us.

Earlier this year for example, the United Nations released its 17 Sustainable Development Goals for 2019, with emphasis on areas such as; poverty, health, equality, clean energy and sustainable consumption with a strong focus on plastic solutions, to name just a few.

Do you know what didn’t make the list? Dog poop.

In fact, dog poop doesn’t even make the list of the top 100 most pressing environmental issues facing Canada and the world today.

Nope, no dead whales washing up on beaches, stomachs bloated with dog poop.

Haven’t heard of a single bird sanctuary being wiped out because of a huge dog poo tanker spill.

While unsightly and a little gross, dog poop is, as yet, of zero real threat to life on this planet. Yes, we would all like it if dog owners everywhere would take responsibility for their pets, but an environmental crisis this is not.

The life span of a pile of dog doo is relatively short. Depending on the time of year and the animal’s diet, it varies from a few weeks to a few months. When you collect that same organic waste product in a single use plastic, hermetically sealed “biodegradable” doggie bag, it can last longer on this planet than you and your dog put together.

The vast majority of biodegradable plastic bags do break down…but not in . . . ‘Cost-effectiv from 6 Cranbrook is not the best option (no neurologist and no endovascular thrombectomy capability). The importance of endovascular thrombectomy (ET) is as follows: Thrombolysis works best in small clots, not big ones.

It might interest you to know that Canada is at the very top of the list for most wasteful counties in the world. We seem to recycle like crazy but in actual fact 91% of plastic used in this country never makes it to a recycling centre and ends up in local landfills. Here my friends, is something to write letters and jeers about!

We are killing our natural world at an alarming pace and I rarely read of or hear anyone say a thing about this, but the dog poop activists are amassing daily.

Let this be the year that we get our priorities straight, and start seeing the real issues. In other parts of the world people are marching by the thousands to protest the lack of action made by their governments toward climate change.

If you are that concerned about waste management and a clean environment, instead of taking the easy route and pointing out the piles of poop on your morning walk, take a tour of our local landfill and see the bags upon bags of personal and production (mostly plastic) waste that is poisoning our beautiful environment.

Ask questions about the tons of oil and gas that is pumped into our lakes and wetlands by recreational crafts every year. If you did some research, you might even find that human poop makes its way into our water systems on occasion.

I urge you to try and see the forest and the trees. Be concerned about the larger picture along with the small.

Dog poop on your shoe sucks, but plastic islands and dead zones in our oceans are beyond the pale.

By Lorene Keitch lorene@columbiavalleypioneer.com Invermere’s Tyler Powell is headed to the curling nationals next week after taking home provincial gold at the U18 championships.

“It was an amazing feeling, I was at a loss for words,” says Tyler, adding it “felt great for all the hard work and practice to have paid off.”

The gold-medal team included skip Erik Colwell (Vernon), Mitchell Kopytko (Kamloops), Ben Morin (Vernon) and Tyler. The team won five games in the round-robin tournament and lost two at the Vancouver Island Provincial tournament, held March 12-17th. The competition was strong; the team they beat in the finals (Team Sato) earned gold for Team BC at the Canada Winter Games.

But Team Colwell was able to steal two points in the fourth end and four points in the eighth for the 9-4 win.

Tyler, 17, shares that reaching this level of competitive curling takes a lot of effort.

“It’s a lot of practice, and I go to the gym quite a bit personally – a lot of strength training and cardiovascular,” he says. “You’ve also got to believe in yourself and your ability.”

Tyler was introduced to the sport by Dave Gaspar, who used to run a junior curling program in Invermere.

Mr. Gaspar is proud of Tyler, commenting, “Tyler is a great example of what you can accomplish in your life.

Practice. Positivity.”

Tyler says he did not really like curling when he first tried it but eventually found it to be a lot of fun, and worked hard to improve his game. Four or five years ago, Tyler became interested in competitive curling. He used to curl with a local team but eventually the other members moved on to different activities. This past year, Tyler joined a team out of Vernon. Approximately every other week, he drives back and forth to Vernon for practice.

Tyler’s goal is to one day reach the Olympics, like fel-

low Valley resident Christine DuBois. In the meantime, Tyler has his sights set on high school graduation then to Calgary for university, where he plans to play in the U21 league.

Ms. DuBois (nee Keshen) brought home a bronze medal for Team Canada in the 2006 Winter Olympics as team lead. She says there is definitely potential in the young Invermere curler. She has given him tips and sees him apply what he learns in practice to his game.

“I watch him practice and he’s diligent. He’s always looking to take that extra step to go a little bit further,” says Ms. DuBois. “He understands the process of changing little things to make a big difference long term and one thing I love about Tyler is his constant desire to grow as a curler. He is great curler, but there is no ego for Tyler in this game. He knows he can always improve and he is not afraid to ask for help.”

Of his Olympic dreams, Ms. Dubois says if he continues on the path he is on, with the continued patience and determination he has shown, “if that is his dream, he will make it happen.”

When the Pioneer interviewed Tyler, he was working out how to best prepare for nationals. The ice is gone now at the local curling rink, so he was looking to drive to Kimberley for some practice, and possibly meet up with team once more in Kamloops.

There is an event this Friday, March 29th in support of Tyler and Team Colwell before they head to Sherwood Park. The event at the curling club includes a silent auction, archery tag, 50 / 50 and more. It runs from 7-11 p.m.

Silent auction items are listed on the Facebook event page, and include such offerings as two rounds of golf at Copper Point’s Ridge course, and two rounds at the Windermere Valley golf course. For more information, search for ‘Team British Columbia Sendoff’ on Facebook.

Judokas put it all on the mat J udo Jottings

Submitted by Coach Hermann Mauthner Invermere Judo I am way behind with the jottings, thanks to a nasty cold, but better late than never at all. Many events occurred recently, such as the Edmonton International Judo Championship, one of the largest Judo Tournament in Western Canada. Around 600 competitors were registered and the Invermere Judo Club was well represented with 9 judokas.

Bill Rainbow and Trevor Roskewich participated in a day of Kata. Both were impressed by the finesse of judo.

Mark Digney, Karen Sharp and Hermann Mauthner attended the referee symposium and were registered coaches.

It was the first tournament for Trevor Roskewich. He lost his first match against a higher ranking opponent. To make up for his first match, Trevor eagerly attacked but was countered with an ippon. Michael Johnston lost his first bout but used his skill and won the second one with a throw and an osae comi.

Maya den Otter and Vanessa Cortat were trying very

hard, but in trying were countered and lost both fights.

Casey Rainbow and Claire Stockley were in the same division with many competitors. Casey displayed skillful judo but lost and won and lost again. Claire did similarly but won one more fight and made it into the medal round, winning the bronze medal. Daniel Traverse, in the development division, showed his skill to return with a gold medal. Graham Norquay competed in U18 and Senior divisions. This is a highly skilled group, with many competitors from across Canada, USA, and Japan. Graham did not win a medal in those two days but like all participants gained valuable experience. This showed really well, as I watched live on the Internet, on March 16-17th at the Pacific International Judo Tournament in Vancouver.

Graham won silver in U18 and bronze in Senior -60kg divisions. Those tournaments are all qualifiers toward the Canadian Judo Championship in Edmonton in May this year.

At the present time, Graham is in Tokyo, Japan training at Kodokan. Graham is learning from the best in the judo culture and we are very proud of him.

Congratulations to all our competitors and a thank you to the parents for their effort and support.

A number of changes have been made to the Rules of Golf this year. Those who watch golf on TV you will already be aware that the pin can now be left in when putting on the green with no penalty. In years past having a ball on the green striking the pin would have resulted in a penalty.

Here is a list of the other rule changes that were officially instituted on January 1st, 2019: • Relief will now be a standard one club length, using the longest club remaining in the golf bag.

Clubs that have been deposited in trees or ponds are not eligible for use when claiming relief.

• When moving the golf ball due to course conditions or a penalty area, relief should always be taken by using the nearest washroom facility.

• The penalty for double hitting a golf ball during the course of taking a stroke has been removed, much to the relief of players with the yips and TC Chen.

Also, there will be no penalty for double hitting your opponent after losing a bet.

• When a ball has been lost or deemed to be out of bounds a new Local Rule will allow players to drop the ball in the vicinity where the ball is lost or out of bounds with a two stroke penalty being assessed. The out of bounds penalty will also apply to players who insist on discussing religion or politics.

• There will be no penalty for a ball that accidentally moves. A ball may not “accidentally move” more than 150 yards.

• Players may now repair damage to the greens including spike marks, pitch marks, animal marks and anything caused by bachelor parties.

• When playing from a bunker, plastic shovels and pails can now touch the sand with no penalty.

• a player’s integrity or reasonable judgment will be trusted when enforcing the rules. This rule will not apply to politicians.

• Players will only be allowed 3 minutes to look for a lost playing partner. This rule will be strictly enforced during Senior events.

These rules modifications should result in an improved pace of play and more enjoyment for the players. Have fun!

MINOR HOCKEY MINUTE

Provincial win for Bantams and Midgets Submitted by Windermere Minor Hockey Society wo Windermere Valley Minor Hockey teams had spectacular BC Provincial Hockey Tier 4 wins in their final games of the season. The Bantam team won the first provincial win in 22 years, beating Prince Rupert 4-1 in the final game Wednesday, March 20th. The Midget team team followed their lead 1 1/2 hours later, beating Creston 3-2 in overtime. There will now be two banners to hang at the Eddie Mountain Memorial Arena. The Bantam team also won the Fair Play Trophy, awarded to the team that displayed the best sportsmanship on and off the ice throughout the tournament. This trophy will be placed in the trophy case at the arena.

The Bantams, representing the East Kootenays, travelled to Prince Rupert for their tournament. Their first game was on Sunday, March 17th against the host 2018 champions Prince Rupert. They lost that game 11-2, with only Luke Schaal and Carson Jefferson scoring and Evan Tsadilas breaking his wrist in his second shift. The parents hoped that Monday would be a different day. The team came out stronger against Summerland, tying that game 4-4, but with no lucky bounces…the team missed an open net goal, and Summerland went back on the next play to tie with seconds left. The game on Tuesday was against Prince George – another close game until the middle of the third period when the Rockies leapt ahead, winning 5-3. Goals were scored by Lucas (2), Braxton, Kyle (assisted by Zack), and Brydon. The Cinderella story continued as that win put the team into the gold medal finals against Prince Rupert.

Again the arena was filled with a partisan chanting, hometown crowd. The final game was 1-0 for the Windermere Valley after 1, with Brayden Mastroianni scoring on a pass from Luke. Braxton scored the second goal on a pass by Paddy, making it 2-0, but Prince Rupert scored almost immediately to make it 2-1. Then Luke scored on passes from Carson and Kyle ending the second. In the third Brydon scored the last goal, with the final being 4-1.

Rex Baxendale make some spectacular saves throughout the game. Both goalies were stellar in the games following that first game. Throughout the tournament the team played with four defensemen, Ryan Neal, Jake Bradley, Paddy and Braxton, who all played their hearts out. Their short shifts and strong play made a difference in every game.

The 2018-19 Midgets were a team that believed in themselves and trusted each other when it counted most, having one magical ride to win the BC Hockey Tier 4 Midget Championship. It all started with Game 1 comeback Sunday, March 17th in Creston. A slow start and a sloppy second period found the team in a 6-3 hole against Summerland starting the third. Spencer Dubois and Kyle

Frasca applied puck pressure causing many fumbles. Datton Durning scored two goals in the final minute, giving him a hat trick. The game final was 6-6.

Coming off the high of the previous game, and having Tristen McIntosh back in the lineup, the team came out flying and secured a 3-0 lead in the game against Elk Valley Monday, March 18th. Another soft second period and Elk Valley tied the game. The teams exchanged goals but Datton popped in the game winner with 03:25 left and then Mathew Cable scored. Sunny Langton and Arvin Rana were stellar on defence, with the final being a Rockies win at 6-4.

Against 100 Mile House Tuesday, March 19th, there was complete domination. An injury to Emily Gervais ignited the team. Johnny Postlethwaite had a hat trick, Skeeter Langton shut the door, and Nolan Douglas and others contributed four goals in the third for the 8-1 victory. The second period was the first penalty-free period for the team this entire season. Against Creston in Game 4, Isabella Palumbo was as solid as usual between the pipes, but the game ended in 4-2 in favour of Creston.

The gold medal game Wednesday, March 20th was played in front of a cheering hometown crowd. The first period ended 0-0 with Skeeter making several key saves and Morgan Clarke setting the tone not only on the ice with his physical play, but with his words of wisdom off the ice helping to keep the players motivated and on task.

In the second, Austin Charette scored, assisted by John P. Then Davis Tenta was ejected, spurring on the team.

Early in the third, Nick Irons scored, assisted by Mathew.

Ninety seconds later, a bad bounce led to Creston’s first goal of the game. Then the tying goal by Creston had the home crowd cheering. There was a slashing call to Andrue Durant with less than three minutes left. The penalty killing came through yet again and the game was tied 2-2 at the end of regulation. “Finally, finally we have one in town,” she said about her DermaLase IPL. While her clients feel like the machine is snapping elastic bands on their skin, the treatments can leave them with less hair, smaller pores, rejuvenated skin or minimized scars and more. And in altering these changeable things, she said her clients feel more confident.

“Ladies who have removed beards, they lose weight and feel better about themselves,” she said.

Ms. Gordon knows all about how hair removal can raise self-esteem. When she was 19, she felt self conscious about her bikini line and went in for electrolysis.

“I just know how it made me feel,” she said. “It just made me feel beautiful-ish. It made me feel good.”

In 2001 she began offering electrolysis to help others feel better about themselves too.

“I like to change people’s lives, impact them somehow and make things better,” she said. “I like anything that can make somebody else happy. Always have.”

But until she ordered her DermaLase IPL, she said her customers had to travel to Cranbrook, Banff or Calgary if they wanted laser treatment. And since many of the treatments require multiple appointments, her clients would have to make a series of trips to access the services she now provides in Invermere’s downtown.

Because she tries all of the treatments she offers on herself, Ms. Gordon said she can empathize with what her clients experience during their appointments.

Since her high-tech machine arrived this winter, Ms. Gordon has given herself a facial, lasered a scar on her leg from a cat scratch and done her own Brazilian hair removal treatments.

While the laser leaves many of her clients flinching, herself included, Ms. Gordon said it’s mercifully brief.

“It’s quick. It’s quicker than waxing.”

Presentation on water and crop health Kootenay & Boundary Farm Advisors Water at the right time and in the right amount is essential to crop health and productivity; too much or too little not only negatively impacts production, but can also lead to environmental degradation.

Andrew Petersen, Water Management Specialist with the Ministry of Agriculture, will discuss with farmers the importance of optimal irrigation for crop productivity at a free a presentation in Invermere, April 2nd. Farmers can expect to learn irrigation principles such as how much water can be applied to land at one time, how often to irrigate, and how crop and soil types influence water demand.

Optimal water management is particularly relevant as the Kootenay and Boundary regions currently undergo a climate adaptation planning process for agriculture. Drier summer conditions have been identified as an impact for the agricultural sector which will increase crop water demand for tree fruits, forage, field crops, berries, and other commodity crops. Improving tools and resources for irrigation efficiency and water management best practices have been identified as a strategy to ensure the availability of sustainable water supply for agricultural production.

The climate adaptation planning process is led by the BC Climate Action Initiative for Agriculture (bcagclimateaction.ca) and will result in an adaptation plan for agriculture.

The upcoming water management presentations are free and supported by the BC Ministry of Agriculture with coordination support from the Windermere and District Farmers’ Institute and the Kootenay and Boundary Farm Advisors (kbfa.ca). CVCF now taking award applications Submitted by Columbia Valley Community Foundation The Columbia Valley Community Foundation (CVCF) is currently accepting applications from students seeking financial support for their post-secondary education for the 2019-2020 school year.

Because of the generosity of our donors, the Columbia Valley Community Foundation has distributed over $255,000 in student awards over the last five years. Last year, 41 local students received $1,200 each.

Student award details, including eligibility requirements and an online application form, are available on the Columbia Valley Community Foundation website, at https://valleyfoundation.ca/student-awards/apply/.

In addition to the Arnold Ellis Scholarship, Bidder Bursary Fund and the Erwin Kloos Memorial Fund, this

year will mark the first bursary from the Alan J. Witherspoon Memorial Fine Arts Fund. This bursary will be awarded to one student pursuing a fine arts education.

The Columbia Valley Community Foundation is honoured to also manage two additional student award funds: the Tom Sanders Memorial and the Greg Constable Toyota Corolla funds. Details on these funds are available on the CVCF website under Students.

Donations to these funds can be made on an ongoing basis. Gifts will be gratefully received, well managed and wisely used to support our community’s students.

Hearts Beat Loud in upcoming Cinefest film Submitted by CV Arts The film Hearts Beat Loud is about Frank (Nick Offerman), who owns a record shop in Brooklyn where his passion for music is still felt through the torn posters on the wall and makeshift record crates. A widower, Frank has raised his daughter, Sam (Kiersey Clemons) alone for the last 11 years and he’s having trouble coming to terms with her imminent departure for university.

While Sam is taking summer school in preparation, Frank convinces her to take a study break for a jam session where they create their first original song, “Hearts Beat Loud”. Realizing the song’s potential, Frank uploads it to the internet. When he hears the song playing in a coffee shop he wants to pursue the band and Sam’s talents as a musician and songwriter.

While Sam discourages him, she struggles with leaving in her own way: her discovery of her passion for music and her relationship with her girlfriend Rose (Sasha Lane) creates an emotional turmoil that serve as inspiration for her songwriting.

Director Brett Haley moves the audience through emotionally charged moments with original music written by his longtime collaborator Keegan DeWitt.

At the heart of the film is a story about a family, saying goodbye and making way for new beginnings.

Temporary Use Permit – Windermere The Regional District of East Kootenay (RDEK) Board of Directors is considering an application by 814415 Alberta Ltd. for a Temporary Use Permit for a marketing and sales centre located at 870 Antler Ridge Road in the Windermere area. The proposed building will include a show home and sales area to promote the Antler Ridge residential development.

If the application is approved, the RDEK will issue a Temporary Use Permit to allow a real-estate sales centre use within a single-family dwelling on Lot 2, District Lot 7551, Kootenay District, Plan EPP71593, as shown on the attached map.

The Board will consider the proposed Permit at its meeting on April 5, 2019. Spring at the Radium Library

We have now passed the peak of winter, and the first signs of spring are beginning to emerge. To celebrate the start of this wonderful season, ‘Spring’ into the library to check out our new programs and pick up the latest new releases.

There is a lot happening at the Radium Public Library in the upcoming months. First and foremost, we have a visiting author coming to do a book talk and signing.

Author Gwenyth Snow, from Edmonton Alberta, will be making a stop at our library on March 30th to discuss her new book It’s About Luke. This novel is a biographical fiction story told from the perspective of nine-year-old Luke Poole who feels he takes second place to his older brother, David, who has a severe form of Cerebral Palsy.

The storyline follows Luke through humorous situations, difficult adjustments, and tragic loss as he discovers his purpose, value and importance in the world. The book talk will begin with a formal Q & A at 11 a.m., and the author will be available to sign books and answer questions until 12:30 p.m.

Our final weekly Melty Beads Club will be held on Saturday, March 30th from 2-3 p.m. After a successful

trial period, we have decided to establish Melty Beads Club as a monthly program. We are hoping to have more precise information about the future of this program in the weeks to come. Stay tuned by visiting our Facebook page or website for updates on dates and times.

We also have two brand new children’s programs coming to the library in April and May. The first program is an eight-week after-school program called Block Builders, presented by CBAL. This is a free program for caregivers and children ages 5-10 years. We will be doing fun activities with Lego creations, and an afterschool snack will be provided. It will run every Tuesday from April 9th to May 21st from 3:30p.m. to 5:30 p.m. The second program presented by CBAL is called Healthy Tech Tots, and it will run on May 2nd, 9th, 16th, and 23rd from 10 a.m.-12 p.m. This four-week program will provide caregivers with fun and educational ways to use digital devices with 2-5 year olds. Students started the program at the College of the Rockies in Invermere in September 2018 and completed the program in March 2019. The college plans to offer the program at the Invermere Campus in September 2020. The program is offered at the Cranbrook Campus each fall.
