Invermere Council on financial plan, discussion on decisions, and bag ban

By Dauna Ditson reporter@columbiavalleypioneer.com The District of Invermere’s (DOI) council members want to meet you on your turf to get your feedback on their proposed financial plan.

“We found when we took it to them on their territory . . . we got to talk to more people,” said Mayor Al Miller about why council is venturing out of the chambers and into the community’s coffee shops. “If they don’t come to us, we’ll come to them.”

Up for discussion is the DOI’s proposed plan to spend $9,004,827 this year and run a surplus of close to $600,000. Chris Prosser, chief administrative officer, said those numbers were chosen because staff strive to present council with a proposed budget that can be balanced without requiring a tax increase.

From there council will need to determine what items to add or delete from the shopping list to fill the community’s cart. If council needs more money to fund their chosen projects, they’ll ask property owners to open their wallets. Historically tax increases have run around two to three percent, Mr. Prosser said.

“There will be a tax increase but we haven’t formally decided on just what that’s going to be,” Mayor Miller said.

First, council wants to hear from residents to see where they want their money spent and what they’re willing to pay to enable council to move forward with their priorities.

Significant proposed projects include potentially purchasing the Lake Windermere Resort Lands in Athalmer, which council is considering after receiving support from residents in a public-opinion poll conducted during the municipal election in October. Large projects also include road, sidewalk and trail improvements, water and sewer work, a transit shelter at the hospital and adding lighting at Kinsmen Beach.

Council is collecting feedback from residents on the proposed financial plan.

Council representatives will attend the lunch for seniors at the Legion on Thursday, February 14th, where

they will be available for questions and conversations.

Informal Coffee With Council events are planned at the Invermere Bakery, The Bistro Restaurant and Circle Cafe. All of the coffee meetings are tentatively scheduled during the morning on Wednesday, February 20th. That evening council will also welcome the public to their chambers for a budget open house at 6 p.m.

A budget survey is also available online at www.invermere.net. The survey is scheduled to run until Friday, February 22nd.

All voices welcome Mayor Miller stands by listening to anyone who wants to share their thoughts after the Pioneer ran a letter to the editor on January 24th that questioned whether council should open their ears to youth.

“Did any elected official stop to think, let alone ask, should we be listening to minors who have no right to vote to lobby us?” Ben Sillem asked in his letter after a grade 6/7 class from JA Laird went to council to request permission to paint a rainbow crosswalk to support LGBTQ students.

Whether or not residents are of voting age, Mayor Miller is adamant that he wants to hear them out.

“I will listen to the youth any day,” he said. “Those young people that were in the council chambers that day were our future.”

The students were so well prepared and gave such a compelling presentation that Mayor Miller said he agreed not only with their request but suggested the District of Invermere partner with them in bringing colour to the street.

“I listen to all citizens. They’re all important,” he said.

Bag ban not forgotten Plastic bags are still an issue for Invermere council after a public-opinion poll in the October election showed resident support for banning bags.

“We’re not forgetting about it,” said Mayor Miller, but no timelines are set for council to decide how to proceed.

Council aims for smoke-less Canal Flats

By Lorene Keitch lorene@columbiavalleypioneer.com The Village of Canal Flats is the latest in a string of communities about to pass a Clean Air Bylaw in light of the legalization of cannabis this past fall.

The bylaw is designed to promote health and safety in Canal Flats’ public places, with the aim of controlling smoking or vaping of tobacco, cannabis, and other substances. It also prohibits smoking at recreation facilities and parks in the village, including playgrounds, playing fields, beaches and trails within the village. The bylaw prohibits smoking within seven metres of any recreation facility or transit shelter or inside village-owned or leased vehicles. For special events, organizers will need to apply for an exemption from Council to allow smoking at their event, if they so desire.

Council held a public information session prior to the regular Council meeting Monday, January 28th. With a handful of people in attendance, there were only a few questions asked by the public. Jerome Froehlich asked for clarification on smoking in certain areas, such as on private lawns or the arena.

Smoking is already not allowed in the arena, or six metres around the building by provincial law, Adrian Bergles, Canal Flats CAO, said.

“This creates even more of a buffer in or around the arena,” Mr. Bergles ex-

plained. As for private property, residents are still allowed to smoke on private property as they would like.

No smoking on the beach could become a problem, Mr. Froehlich commented.

“People will do it anyway,” he speculated. “I think you’re opening yourselves up to a whole lot of hurt there.”

Mayor Karl Sterzer responded to Mr. Froehlich: “There’s always going to be issues,” he said. “We hope that what we’ve crafted will be something that there won’t be a bunch of problems with, but time’s going to tell.”

The bylaw was recommended by staff, and Council readily agreed with all voting in favour of the first three readings at the December 10th meeting.

According to the summary of information by Mr. Bergles, compliance will be mostly education-based and voluntary. Penalties can be up to $2,000 as well as legal costs.

“The village does have the power to issue tickets if it so chooses,” Mr. Bergles said.

Clean Air Bylaw No. 211 is scheduled for final adoption at the next Council meeting Monday, February 11th. Should Council adopt the bylaw, it will go into Continued on page 20 . . .

• On Monday, January 28th, officers were alerted to a possible stolen vehicle parked near a liquor store in Radium Hot Springs. Officers located the parked vehicle with two occupants in it. When officers compared the VIN on the vehicle registration to the VIN on the vehicle they confirmed the truck was stolen. Both occupants were arrested for possession of stolen property. During the search of the vehicle officers also located a quantity of controlled substances. Both occupants were released on conditions to appear in court at a later date to face charges of possession of stolen property and possession of a controlled substance for the purpose of trafficking.

• On Wednesday, January 30th at about 8:45 a.m., officers received a report of a suspicious vehicle on Pontoon Road in Invermere. Officers located a maroon Ford F250 running with two occupants in the truck. The driver was determined to be a prohibited driver and the licence plate attached to the truck was discovered to be

stolen. The driver was arrested for prohibited driving, possession of stolen property and failing to comply with a probation order.

• On Saturday, February 2nd at about 7 a.m., police received a report of a vehicle fire at the north end of Kootenay National Park. Banff Fire Department, Parks Canada and RCMP responded. The vehicle was identified as a 2004 Infinity FX35 stolen out of Calgary. The vehicle was unoccupied and no suspects were located in the vicinity.

• On Saturday, February 2nd at 2:40 p.m., a single vehicle rollover was reported on Highway 95 at the Edgewater Approach Road. The driver reported hitting a patch of ice in a curve and rolling his vehicle into the ditch. While police were at the scene, a second vehicle lost control in the same area and slid into the ditch. No injuries were sustained in either incident.

• On the afternoon of Saturday, February 2nd, the owner of a grey Subaru Impreza returned to her car which she had parked at Numa Falls in Kootenay National Park for the day, only to discover someone had smashed her driver’s side window and stolen a number of items including jewelry, a garage door opener and her friend’s wallet. The owner of the wallet learned his credit card had been used in Banff on the same afternoon. Police continue to investigate.

More wizardry from The Woodcarver

By Dauna Ditson reporter@columbiavalleypioneer.com Rolf Heer sits before a woodstove inside a teepee made of tarps. Outside a wooden sign says OPEN, inviting customers to check out his latest wooden wares.

In November a fire consumed Mr. Heer’s Home Of A Thousand Faces, which doubled as his shop.

Now, two and half months later, the wizard is back in business. A trailer next to his teepee is lined with boards that hold a selection of the new faces he’s been making since his life’s work went up in smoke. He has business cards now too, ones where the background is a photo of the inferno destroying his home.

It’s not the only fire Mr. Heer has been far too close to lately. When he turned his back on a cozy fire, his red La Senza robe – one of the few items he saved from the house fire – started to smoke. Mr. Heer twirls in his worn robe, showing off the missing chunk at the back.

He’s in good spirits and feeling well, he says, so well that he’s heading out to a party and making all kinds of plans for his future, plans that include bringing goats back to his land and going to council to request permission to build a small place.

“I don’t want to be living fancy,” he says.

Photo by Dauna Ditson Instead he envisions building a tiny shop, maybe 12 feet by 30 feet, with a shelf where he can sleep.

“I hope to have a building there by Easter,” he says.

That’s longer than the terminally-ill wizard expected to live even a few short months ago.

“I still have lots of cancer that’s alive,” he says, but he’s hopeful that a new medication he will be starting this week will buy him more quality time.

“Right now I feel like I’m probably going to live another 10 years,” he says.

Council pay, sewage say, and fire crew hooray at Council meeting

By Lorene Keitch lorene@columbiavalleypioneer.com Council Remuneration A touchy subject came up at Canal Flats Council, on just how much council members should be paid for their service to the community. On January 1st, the longstanding one third exemption of federal income tax to the remuneration to elected officials ceased. All of Council’s remuneration is now taxable, meaning there is less take-home pay now than before. Council voted to direct staff to compare Council remuneration rates in the village to other B.C. communities of similar size and taxation levels.

“In almost every municipality across the province, especially in rural B.C. I would say, we are not paid very much. If you’re a councillor that’s out there doing what you’re doing, and / or mayor, you do not do this for money,” said Mayor Karl Sterzer. “We do this because we love the community and we care about what’s going on.”

Lift Station Assessment Urban Systems conducted an assessment of the lift stations in Canal Flats. The village owns and operates two sewage lift stations: Shaugnessy and Main. Both have been identified as approaching the end of their service lives, and were given a ‘poor’ condition rating. The assessment included recommendations, such as replacing the pumps, replacing corroded and poorly functioning components, bringing stations up to current standards and installing a dedicated standby power system at both locations. Urban Systems estimated the total cost of replacement for both pumps to be over $1.2 million.

Councillor Bill Lake asked if the Village had applied for any grants for this potential project. CAO Adrian Bergles pointed out that this assessment report was actually the product of another grant, and can be used as a tool to leverage further grant funding. The mayor added that the village is “always searching” for more grant opportunities.

Infrastructure planning grant Council is looking to assess the sewage treatment plant, and approved an infrastructure planning grant application for the assessment. They also allocated $5,000 in the 2019 budget for the village’s one third portion of the project.

“Given its current, visual condition and age, there is a risk of eventual failure of the sewage treatment plant.

A plan for its reconditioning / replacement should be undertaken,” reads the report to Council. If the village gets the grant, it will cover two thirds of the cost of the project.

Fire Chief ’s Report Council received the fire department report prepared

by Chief David Ferguson for November and December, which showed several incidents in which the department responded. However, Mayor Sterzer used it as an opportunity to commend the chief and his crew for their response to the fire that razed the steel fabrication shop at the Canal Flats Technology Centre Thursday, January 24th.

“Chief Ferguson and his team, I think, did a standup job,” said Mayor Sterzer. “You could argue this was the biggest fire in 100 year history of Canal Flats.”

He said with data pods only being 50 metres away, the damage done could have been far more significant had the fire department not responded as effectively as they did.

“They responded incredibly well,” he concluded.

Regional Economic Operations Branch Council heard a presentation from Gerri Brightwell, the regional manager of economic operations in the Ministry of Forests, Lands, Natural Resource Operations and Rural Development.

Ms. Brightwell shared a little about her role in economic initiatives in the area, explaining she is one of about a dozen people across the province working with rural communities on economic development.

“We try to provide support with whatever goals you have,” she said, whether that be in tech initiatives, agriculture, manufacturing, or any number of other economic driver goals.

Ms. Brightwell’s department works on helping communities transition through difficult circumstances such as the closing of the mill in Canal Flats. A lot of Ms. Brightwell’s work is helping communities access rural dividend funding, of which Canal Flats has received $180,000 over the last three years.

“That has supported some of the new marketing and branding materials in the community, investment attraction work that profiles different opportunities here, business retention and expansion - so outreach to the business community - and then some of the new strategies and policies around downtown mixed use / the industrial land, looking at hotel feasibility,” said Ms. Brightwell.

“These are all things that Canal Flats has completed, and that have been supported by the rural dividend program.”

Canal Flats is currently waiting to hear about the latest funding intake for this program, with another $80,000 requested. The village expects to hear this month whether that funding has been approved.

Mayor Sterzer commended Ms. Brightwell for her support during a challenging time in the Flats.

“Gerri is one of the all stars that came in and really helped us a lot surrounding around the mill closure.

There was a ton of work that went on on her behalf and I think she represented our community really well. We’re eternally grateful for that,” said Mayor Sterzer.

Grant in Aid Applications The Village of Radium Hot Springs is welcoming applications for municipal grants in aid to community groups for endeavors, events or programs for the 2019 budget year. Cogs in a political water wheel

The Radium hot springs is one of Canada’s gems and we are lucky to have it in our Valley.

It is treasured for its historic value, its therapeutic waters, and stunning setting. Sitting in the hot pool, looking at the craggy canyon walls or up into the clear skies above, there is always a moment where I exhale deeply and feel at peace in the natural surroundings. Much like Fairmont Hot Springs, the natural beauty around the pools engages the senses in a way that an indoor pool never could.

The hot springs in Radium are run by Parks Canada, a government agency tasked with protecting our national parks, historic sites, and marine conservation areas of Canada. While Parks Canada staff have a huge mandate, they also have a conundrum. Parks Canada’s funding comes from two sources: tax dollars and user fees. Tax dollars fund Parks Canada’s conservation efforts, while user fees help pay for visitor services and facilities. How do you effectively run the treaures you are tasked with preserving and updating, without control over the funding? There is no giant pot of money to reach in and grab in order to keep the doors open and the lights turned on.

However, staff do not have permission to increase fees to cover increased expenses. And, as a government agency, they are certainly not allowed to run a deficit. So area management makes decisions based on the limited choices they do have, such as opening hours, to keep the pool operating.

Parks Canada nationally is asking the public’s opinion right now on fees for places like Radium’s pools.

“Public engagement plays an important role in the fee-setting process, and Parks Canada wants to ensure that Canadians, as well as partners and stakeholders, have an opportunity to contribute to these conversations,” says the website (https://www.parkscanadaconsultations.ca/).

According to the site, feedback will be used to help inform future price decisions on optional, value-added facilties and services not typically included with admission. However, even if everyone who fills out the survey thinks rates should increase to help cover, for example, added hours at our local pool, it does not mean it will actually happen. The decision to raise rates ultimately falls in the hands of politicians in Ottawa, who may or may not follow the survey results. Local parks staff, and Parks Canada as a whole, are smaller cogs in a large political wheel.

Fill out the survey. Make your voice heard in support of local staff doing their best with what they have to work with. If you don’t like it, lodge your complaint with the crank turner, not the fee collector at the front door.

Changing the stigma of Alzheimer’s Dear Editor: The Alzheimer Society of B.C. thanks the people of the Colombia Valley and the entire East Kootenay region for their encouraging response to January’s annual Alzheimer’s Awareness Month and to our campaign intended to challenge stigma surrounding the disease: “Yes. I live with dementia. Let me help you understand.”

Recently, the Canadian Academy of Health Sciences released a report by a panel of dementia experts highlighting priorities for a national dementia strategy, work undertaken by the Public Health Agency of Canada in 2018. The authors emphasized the importance of adopting healthy lifestyles that might prevent or delay dementia, as well as overcoming stigma and fear of living with dementia. They stressed that it’s possible to live well with the disease.

Increasingly, when we talk about raising awareness about Alzheimer’s disease and other dementias, we need to talk about challenging stigma. Negative attitudes about the disease mean that when someone begins to suspect that they – or someone close to them – might have dementia, they are less likely to seek out a diagnosis. They’re less likely disclose their situation to others. Worrying that someone will judge them or

think of them as being less of a person means people are less likely to ask for help.

The dementia journey can be incredibly isolating.

When we talk openly about the disease and challenge preconceived notions, people living with dementia begin to feel like they aren’t alone and can ask for help.

They can better prepare themselves for the challenges ahead. Communities play a key role in helping people living with dementia, their families and caregivers feel like they belong, just by being aware of the disease and actively engaged with learning more about it.

With over half a million Canadians currently living with dementia – a number that will only grow as the population ages – it has never been so important to be open to having a conversation about dementia.

It’s never been so important to change the conversation.

Though Awareness Month is now over, you can still visit ilivewithdementia.ca. Find tips on how to be more dementia friendly, as well as resources to take action against stigma and be better informed about a disease that has the potential to affect every single one of us. You can also use the hashtag #ilivewithdementia to help spread the word.

What kids should learn Dear Editor: I am writing to say that I don’t share Anne Morin’s confusion regarding the letter from a “perturbed” reader (Pioneer January 31st). In fact, I found Ben Sillem (Pioneer January 24th) to be reasonably clear in the points he was trying to make.

I could be wrong, but here’s my take on the gist of what Mr. Sillem was trying to say: • It would be better to teach our children about all aspects of the political process in Canada instead of taking them out of the school to participate in a protest or demonstration.

• Teacher’s salaries are funded by

taxpayers, therefore it is inappropriate for teachers to encourage or support the participation of students in activities or events during school hours that could be considered political or controversial.

• There are multiple forums for participating publicly in the community: did the teachers also encourage, for example, the students to write letters to the Pioneer?

I believe our education system has become more politicized over the years, so I tend to agree with Mr. Sillem. That said, I would love to hear the perspective of the students and teachers that participated.

Governments are dividing communities with their finger-pointing.

“You did it! You the townspeople caused the urban wildlife crisis yourselves. Not just in your town but across the province. Bad people.” Nice try.

Likely townspeople aren’t doing anything different now then they always have. If there indeed is an epidemic of animals moving into towns, there are other causes. But governments won’t look.

Five woodland caribou herds in NE Alberta are in trouble. An emergency protection order has been requested. Eighty-one percent of Canada’s woodland herds are in decline, one third of which are feared doomed. In Southeast B.C., two mountain caribou herds are virtually extinct. And in a 10 year span, half of B.C.’s elk population were lost to predators and starvation.

Remember when Stephen Harper gutted the Wildlife, Fisheries and Species at Risk Acts, then gagged or fired all the scientists and biologists?

Well Trudeau never hired them back.

Harper’s plan to commodify and make money off our defenceless animals is costing us dearly.

Depleted habitat is likely why animals are in town. But instead of governments investigating, they hire private contractors to destroy evidence that we have a problem. It’s for-profit wildlife “management.”

It doesn’t seem to bother hunters that government-funded private contractors are getting millions to bag more game than they’ll ever see. And in town yet.

Keeping afloat on Radium hot springs renovations

By Lorene Keitch lorene@columbiavalleypioneer.com Renovations continue as the Radium hot springs, with Parks Canada anticipating final completion of the overhaul by 2020.

In December, the temporary ramp was removed thanks to the new wheelchair-accessible ramp. The ramp has built-in heating powered through the cool pool runoff.

“We’re really pleased with the snow-melt system,” says Julian England, Parks Canada chief operating officer for the Canadian Rockies hot springs. “It’s fantastic.”

Next up is the change rooms, scheduled for a complete upgrade this spring.

“It’s time they were overhauled,” he says, elaborating it will be a complete gutting and rebuilding of the change rooms that have not seen a renovation since the 1990s. Mr. England adds there is likely to be a short closure when that happens, though they will not have more details until the work is contracted out. Right now, Parks Canada is anticipating a late spring start for that particular project.

The ramp and change rooms are part of a $6.1 million investment by Parks to upgrade the aging infrastructure at the pool, which sees an average of 250,000 visitors per year from the local area, across Canada, and around the world.

“There is a long-term plan to rehabilitate the site.

That long-term plan really starts from the fabric of the building,” says Mr. England.

Whiteway Report After the ice melted and then re-froze earlier this week, conditions on Lake Windermere are smooth in many places, making for good skating conditions. Unfortunately, the Whiteway needs to be re-cleared. This will only happen before the weekend if we receive more snow because the tractor is unable to clear only the small amount present.

Conditions at Lake Lillian are icy in areas due to the melt and subsequent rapid re-freeze of snow last week.

For the rest of the season when the conditions are good, our Whiteway Ambassador will be at Lake Windermere on Saturdays holding free events. These events will include giant jenga, a nordic skate clinic, and more.

The Peewee A team played two league games against Fernie last weekend. They won the first game 4-3 with Ryan Tamelin making two last second saves to seal the victory. Tyler Collis and Kaydn Chasse each scored a goal and Caden Williams had two. The second game also counted as a Provincial playdown game, and the team played very well earning a 4-2 victory. Tyler Collis had a big game scoring 2 goals and an assist and Ethan Spencer also had a goal and 2 assists. Caden Williams rounded out the scoring. The Peewee A team will now play Kimberley in a best 2 out of 3 series to see who qualifies for the Provincials.

The Bantam team also played Fernie on Saturday, February 2nd and it was a hard fought contest, ending in a 2-2 tie.

Zack Smith and Jake Bradley both scored.

This team is now fundraising for its trip to Prince Rupert for the Provincials.

The Invermere Novice team played in the Kimberley Tournament this past weekend against teams from Cranbrook, Creston, Fernie and Trail. The hard work, team play and action packed games made the weekend a spectator’s delight. The goal

Do you have a legal will? If the answer is no, you’re not alone. According to a 2018 CTV poll, 51 per cent of Canadian adults do not have a Last Will and Testament. Further, Legalwills.ca conducted their own survey in 2016 and estimates the number is closer to 62 per cent!

This article explores the basics of a legal will and other supplementary documents, and why it’s important to have them in place.

What is a Will?

Formally referred to as a Last Will and Testament, a will is a legal document that expresses a person’s wishes about what is to happen to their property and any other assets in the event of their death.

In a will, a person will choose their beneficiaries, their executor (also called an estate administrator) and a guardian for any minor children.

For citizens of Alberta, Saskatchewan and Manitoba, a handwritten will (also known as a holographic will) is legally sound. However, the rest of Canadians must use a standardized will form. These can come in the form of a will prepared by a lawyer or notary public, or a legal will kit which a person would complete themselves. Most industry experts warn, however, that in the case of an important document such as a will, it’s worth spending a couple hundred dollars to get a proper will drafted by a legal expert.

What should I do with my will?

A will should always be kept in a secure place where it can be easily found, such as a safe or in a safety deposit box. One’s executor and family members should be aware of the existence and location of the will. As an added measure, or to maintain privacy, a

person can file a Wills Notice with the Province of BC for a small fee. The registry is maintained by the Vital Statistics Agency and details the location and existence of a will but does not keep a copy of the will on file.

A will should be revisited every 5 years or whenever there are major changes in one’s life such as a marriage, death, divorce or new children. For simplicity and to keep costs low, a Codicil (change form) can be completed rather than writing a new will from scratch.

What if I don’t have a Will?

If a person dies without a legal will they will have died “intestate”, which means that the Intestate Succession Act governs their estate. This can cause headaches for one’s next of kin, as this method often leads to extra costs, delays and frustration in the settlement of one’s estate.

Additional directives In addition to a legal will, there are two common directives that often accompany a will: the Enduring Power of Attorney and the Representation Agreement.

The powers of both documents are triggered by an incapacity caused by a serious unforeseen health event, such as a stroke, heart attack or accident.

An Enduring Power of Attorney allows for the appointment of an individual(s) to manage one’s legal and financial affairs if they are no longer able to do so.

The Enduring Power of Attorney is essentially one’s agent, and can manage one’s investment accounts, maintain or sell a house or vehicle, pay their bills, take care of their pensions, and even apply for benefits or supplementary income to which the person is entitled.

A Representation Agreement is invoked after a health crisis that leaves a person unable to make decisions about their health. In addition to important decisions such as medication, hospitalization and living arrangements, this directive also details a person’s wishes to be - or not to be - kept alive by any artificial means.

Final thoughts The fate of one’s assets and personal care are too important to be left to chance and should be properly documented to ensure one’s wishes are carried out properly.

Those who do not have a legal will, Representation Agreement or Enduring Power of Attorney in place or fear their current documents may be out of date should visit a lawyer to ensure their affairs are in order.

Local Cadet attends Cadets sports weekend in Castlegar

Submitted by Captain Lori-Lee Bott Cadets Army Cadet Jaxson Wojnski from Invermere was at the Kootenay Cadet Sports Weekend held at Selkirk College in Castlegar on January 25-27th.

The Sports weekend had 155 cadets from 13 cadet units from the East and West Kootenays. During the weekend, the cadets did a fitness assessment, team sports, orienteering and a dance. Jaxson’s favourite sport

Jaxson attends grade 11 at David Thompson Secondary School and one of his favourite hobbies is woodburning. He says that he joined cadets to make friends and participate in a variety of different activities.

April 10, 1927 - January 19, 2019 Frank was born April 10, 1927 in Vancouver BC. He passed away peacefully the morning of January 19 in the Shuswap Lake General Hospital at 91 years of age. Frank is survived by his four children; Mary-Ellen Schacke, Lyle Fortin, Cathy Spence (Ken), and Barbara Rogers (Brian); grandchildren Christopher Schacke (Erin), Ashley Meadows (Pat), Lindsay Brown (Nat), Kevin Rogers (Addison), Stephanie Schacke (Mike), and Kirsten Spence. Frank was also blessed with eight great grandchildren; Alex and Seamus Finnan, Isabella and Oliver Schacke, Eleanor Simpson, Keith, Nina, and Alice Brown.

Frank’s greatest joy was sharing life with Lorraine, his loving wife of 67 years who predeceased him in 2015. They went on many trips and enjoyed spending time together and with family at their summer home on Shuswap Lake. In his last years, Frank most enjoyed working in his wood shop and spending time with friends and family at his home. Dad/Grampa will be dearly missed.

A Celebration of Frank’s Life will be held Saturday, February 16, 1:00 pm at Fischer’s Funeral Services.

Redoing the roof membrane fixed some pesky leaks, while new decking brings the pool in line with its historic beginnings. The original roof decks were red, and designed to match the red wall in the cliff high above the pools. The recent renovation of the new roof decks returned the decking to the red colour, “to restore this interplay between the colours in the local geology and the facility,” explains Mr. England.

Parks Canada faces an added element of complexity when planning and undertaking renovations at the pool site. The building, called the ‘aquacourt’ in historical records, is a federal heritage building because of its historical associations as well as its architectural and environmental values. According to the federal registry, “The Aquacourt is associated with spa development within Canada’s National Parks. It was the first major postwar building project in the western parks. It contributed to the historical development of the region when it gained international reputation as a spa destination.

The Aquacourt’s construction provided the initial impetus for the establishment of the townsite at the Radium Hot Springs, and remained the primary attraction within the Kootenay National Park. The townsite was completely redeveloped over a 20-year period beginning in the early 1950s in response to highway reconstruction and increased Aquacourt visitation.”

What that means in practical terms is renovations need to keep the aesthetics of the building intact.

“It means we need to think hard about the impact on the building, and we have to involve the heritage building people,” explains Mr. England.

SELF-LOAD POLE TRUCK OPERATOR POSITION Brisco Wood Preservers Ltd., a major Canadian Pole Producer of CCA treated wood poles to Western utilities and communications companies, is seeking to hire a Self-load Pole Truck Operator.

Our main treating facility is located just north of Radium Hot Springs in the beautiful Columbia Valley in British Columbia. General Summary: Reporting to the General Manager, the Self-Load Pole Truck Operator is responsible for the safe operation of the truck, hauling throughout BC and Alberta as well as occasional hauls to Saskatchewan and the US. the historic local amenity. But he says it will make the building watertight, the exterior upgraded, and will allow the pool to continue much as it always has, as a Canadian gem worth preserving. He has been conscious of how the money is spent, and is working hard to ensure it stretches as far as possible through this renovation project.

“It’s really important to me that we deliver value to Canadians,” says Mr. England.

Pool fees Many pool users may not be aware that the pool is actually funded from the revenue generated at the site. Staff time, general maintenance and upkeep do not come from federal coffers, but from the fees collected upon entry, reports Mr. England. Staff also do not have the power to change fees to accommodate funding needs. Fee changes require permission from parliament.

“Going into a deficit is not an option for me,” Mr. England says.

As the pool is run as a business, there are sometimes hard decisions that need to be made to keep the business afloat. Mr. England says three years ago, they adjusted times to help manage expenses. They carefully tracked visitor times and when the people were coming, and changed the opening times to provide optimal service for the most amount of people. They extended weekend opening times throughout the winter, but it did mean a reduction in hours during weekdays.

“We have definitely seen an increase in visitation at weekends, which we were hoping to see,” says Mr. England.

Fees for the hot springs have not been raised since 2003. However, a new piece of legislation (the Service Fees Act) will begin to adjust fees to match the consumer price index, with the first fee adjustment scheduled for January 1st, 2020. For Radium’s pool, that fee will work out to less than 20 cents per adult entry.

Parks Canada is seeking feedback about how fees are set across Canada. The engagement will explore three core principles of Parks Canada’s approach to pricing, according to the website: reasonable cost recovery for quality services, balancing public and private benefit, and aligning fees with market prices.

“That feedback will help inform us about future pricing decisions,” explains Mr. England. He urges people to fill out the survey to add their input to the discussion. The outcome of the consultation will go to the federal government. This survey ends February 15th.

Provincial regulations include a six metre zone around all doorways, air intakes and open windows of any public and workplaces in B.C. School properties are smoke-free grounds, as well as inside vehicles if someone under the age of 16 is present.

Invermere Council passed a public smoking bylaw in May 2018, which includes a ban on smoking in parks, playgrounds, public facilities, within 20 metres of most public or workplace doorways, whtin 10 metres of a bus stop, wthin the off-leash dog park, on any public and privte school grounds and within any area of any trail.

Radium council chose to not implement a smoking bylaw. Instead, the community decided to put up signs asking people to be respectul of others when they smoke.

Open Yurt open house

By Dauna Ditson What is an open yurt? It’s just like an open house except that yurts are nothing like houses. They’re hybrids somewhere between cabins and tents where being inside feels a lot like being outside.

Radius Retreat is holding a free Open Yurt experience from 9 a.m. to 5 p.m. on Saturday, February 9th, where guests of all ages can explore the centre’s seven yurts for themselves. Trekking from one yurt to the next, guests will

go on a scavenger hunt to find the yurts along the property and a variety of treats waiting for them. “We’ve been open for almost a year now and wanted to just invite the community out to come and meet us and to see what the yurt people are really about,� said Curtis Norman, who owns Radius Retreat along with Loren and Brian Braat.

At one yurt, the owners will be offering their guests mulled wine and marshmallows.

At another, Far Out Adventure Hub is giving visitors the chance to try out a fat bike and snowshoes.

Rockies invite fans to team’s last two home games Submitted by Columbia Valley Rockies The Columbia Valley Rockies played a couple of hard-fought games and came up a bit short. The Rockies are in the middle of a streak with a number of key players sidelined.

The Columbia Valley Rockies opened at home on Friday, February 1st against Kimberley. They were down four starting defence men at the start of the game, and unfortunately due to a game misconduct went down five starting defence men.

Even with this disadvantage your Rockies worked hard in front of the home crowd.

At the end of period one the Rockies were down by one goal, but the teams were evenly matched and the puck luck was not going the way of the home team.

After the second period the Rockies were down by two but putting on a terrific effort with many scoring opportunities.

Two goal posts were hit by the Rockies, which would have evened the score, but it was not to be.

Thirty seconds into the start of the third period the visitors scored, which put a damper on the spirits of the home crowd. The Rockies were not going to lay down however; they battled on. Finally with just over five minutes remaining the Rockies’ hard work was rewarded. Cooper Krauss with help from Logan MacDonald and Chase Hawkins brought the crowd to life. The Rockies pulled their goalie with over two minutes remaining and peppered the Nitro goalie but could not get one past. The game ended 3 to 1 for the

Saturday saw the Rockies hosting the Nelson Leafs in a conference game.

This game was a little chippy with both teams frustrated at times. Again the Rockies were without five starting players and they would have to dig deep. The first period ended with the visitors leading 2 to 1. Dylan Fontaine with help from Davis Tenta (who got his first KIJHL point as a call up for the Rockies) and Connor Woodworth closed out the assists.

The scoring was tilted in the visiting team’s favour with two unanswered goals in both the second and third periods. The Rockies would not get their two points this night.

Under the Land Code, any grant or disposition of a lease, license, easement or permit on Reserve to a non-Shuswap member requires the written consent of Shuswap Chief and Council (s. 30.5). Additionally, no interest in the Reserve can be transferred or assigned (by way of leasehold or otherwise) without the written consent of Council (s. 35.3). Moreover, any document which purports to grant or dispose of such interests without Council consent will be deemed void (s. 30.3).

Please be advised that when purchasing property interests located on Shuswap Indian Reserve No. 0 (the “Reserve”), those interests will be subject to the Shuswap Indian Band Property Taxation Law, 2008 (“Taxation Law”), and the Shuswap Indian Band Property Assessment Law, 2008 (the “Assessment Law”)

Furthermore, the Land Code requires that all interests in the Reserve be registered in the First Nation Lands Register, absent which they will not be enforceable (s. 28). As a result, “buckshee leases” (leases which have not followed the appropriate procedures set out in the Land Code and which have not been registered accordingly) are not enforceable and are strongly discouraged by the Shuswap Indian Band.

The Taxation Law also requires that all interests in the Reserve be registered with the British Columbia Assessment Authority (“BCAA”)

Finally, we note that pursuant to the Land Code, Shuswap Indian Band has the right to make laws on a variety of land related matters which may impact on the property to be purchased.

Given this, we ask that all potential buyers or sellers of property on Reserve be aware of the Land Code authority. We further ask that you direct all interested in purchasing property on the Reserve to make an appointment with the Shuswap Indian Band Lands Department to discuss these matters at (250) 341-3678 (Ext. #1014), or landclerk@shuswapband.net. For the property assessment process, the Shuswap Indian Band has contracted with the British Columbia Assessment Authority (BCAA) to assess real property. BCAA uses the guidelines set out in the Shuswap Indian Band’s Assessment Law. Properties are assessed at actual value as of July 1 of the year during which the assessment roll is completed. The value is determined, considering the physical condition and permitted use of the property, on October 31 (December 31 for manufactured homes).

God guides those who trust Him

By Fr. Jojo Augustin St. Joseph’s Catholic Church ‘God guides who trust Him!’ We really need to let this truth sink in. It’s like the story of the rock climber. He was in the mountains, climbing alone (a bad idea). And it was getting late. The sun had just gone down, and the temperature was dropping fast. He was descending a section of rock that was inclined beyond the vertical, like the inside of a steep roof. He was deep in the shadows of cliffs. Suddenly, he slipped, lost his grip, and did a free fall of about forty feet before his rope caught on the last stay he had driven into the rock. He was hanging like a spider on a strand of web. He tried to climb up the rope, but at the end of the long day, he just didn’t have the strength. He was hanging there in the void. It was dark. It was cold. He had nowhere to turn. So even though he wasn’t a church-going

man, he said a prayer: “God, if you’re up there, please help me.” Much to his surprise, he heard an answer. It said, “Cut your rope.” He was surprised but overjoyed to get an answer, but he didn’t like the answer he got. He looked below him. Only darkness. It was getting colder.

He prayed again, “God, if that’s really you, please help me.” Again, he heard an answer, “It really is Me. Cut your rope. Trust Me.” He looked down again. It was getting colder. He couldn’t understand why God wanted him to cut his only support. He took out his knife. But he just couldn’t get himself to cut the rope. The next morning in the bright sunlight, a group of rock climbers found him hanging from his rope, frozen to death, ten feet above the ground.

So many times, we are at the end of our rope and we need the help of someone we can trust – someone who is faithful, like God. He won’t always explain everything to us, because we simply can’t understand it all – our eyesight is limited. But when we hear His voice in our conscience, we know that the One who is all-good and all-powerful is faithfully guiding us, as He guided the Israelites to reach the promised land, and He won’t leave us hanging – if we believe and trust in Him. He will be with us even when no one else is near to support us.

Politicians share progress

By Dauna Ditson reporter@columbiavalleypioneer.com The Valley’s politicians took the mic one at a time at the Columbia Valley Chamber of Commerce luncheon on Tuesday, January 29th to update the business community on their progress.

Mayors Clara Reinhardt, Al Miller and Karl Sterzer as well as Chief Barb Cote acknowledged their new council teams and praised them for their efforts.

Area F director Susan Clovechok, Mayor Sterzer and Mayor Miller – who all received promotions from the people in October – shared how they were already focusing on resolving their area’s challenges.

Director Clovechok said the area directors are concerned with transportation in the Valley and met with BC Transit to discuss a service review. She also said that water-main construction is on track to begin in the spring.

Mayor Miller said the new seating and sound system at the Columbia Valley Centre are ready for use and that the facility is “absolutely fantastic.” He also said council is deliberating over improvements in Athalmer, especially as they relate to the Lake Windermere Resort Lands that the District of Invermere may purchase.

Mayor Sterzer spoke about the January fire at the Columbia Lake Technology Centre and commended the emergency responders for a job well done. He said Canal Flats has much on the go and that council is jumping into strategic planning.

Chief Cote spoke about intentions to widen Highway 95 from the Crossroads to Juniper Heights to improve safety along the route. She also shared about a

water line to be added at the north end of the reserve, which will help address water needs in the Valley.

Chief Alfred Joseph said being in local politics makes him feel “like a ball in a pinball machine,” but that Akisqnuk First Nation is working on: building capacity for their youth, reviving the language, addressing housing needs and developing commercial land. He anticipates that the Akisqnuk Recreation Centre will open in February.

Area G Director Gerry Wilkie said he continues working with the Columbia Valley Wetlands Stewardship Partners. He is keen to see the Columbia Valley Recreation Access Management Plan move forward, but said currently progress is “painfully slow.” He also spoke of working more closely with the local First Nations bands.

Mayor Reinhardt shared about the Village of Radium Hot Springs’ signage strategy, moving the community rink next to the Radium Hot Springs Centre and plans to enhance river access with a picnic site and parking area to support river users and the businesses that cater to them.

Also on the upcoming agendas for local politicians are Official Community Plans, housing needs, regional solid waste management planning, supporting Columbia Valley economic development wildfire prevention and annual budgeting.
