Blooming World set to blossom

By Dauna Ditson reporter@columbiavalleypioneer.com Invermere will almost certainly be home to the Valley’s first retail cannabis shop after council unanimously voted in favour of letting Blooming World Cannabis light up their store. The Provincial Liquor and Cannabis Regulation Branch will have one last chance to review the file, which they previously approved, before the shop can take root.

At the DOI council meeting on Tuesday, January 22nd, council members praised the applicants for their professionalism at their public hearing the previous week.

Councillor Greg Anderson said Blooming World Cannabis provided the best and most comprehensive public-hearing presentation he has heard during his eight years in public service. He was followed by councillor Ute Juras who was likewise “thoroughly impressed.”

Next up was councillor Kayja Becker who supported Blooming World Cannabis but said, “either way, there is going to be some sore individuals.”

Councillor Gerry Taft and Mayor Al Miller said that the members of the public who opposed the application generally raised fears about the unknown, while councillor Juras said, “the same was probably true when they made alcohol legal.”

Once council voted in favour of allowing Blooming World Cannabis to open its doors, Shawn Wernig said one and a half tears slipped out of his eyes.

“We’re excited to be the first people to break ground,” he told council, thanking them for their support.

Marjorie Fournier, who will manage the business, told everyone present that “we’ll do all possible to minimize all the concerns that people have.”

Public support the shop but have concerns with its location A week earlier Invermere’s council chambers bulged like the fattest of blunts as residents debated the pros and cons of allowing Blooming World Cannabis to set up shop in Parkside Place on 7th Avenue.

Council chambers were so packed on Tuesday, January 15th that approximately 60 audience members filled all of the seats, stood along the walls and squeezed in behind councillors to voice their support or opposition or simply inhale the moment.

“People sometimes become too enthusiastic or emotional,” Mayor Miller cautioned

as the public hearing began.

Twenty-nine people offered their thoughts, with the vast majority – including two health providers, a former councillor, a former council candidate and all three entrepreneurs whose own retail cannabis proposal was rejected – offering their support to Blooming World Cannabis.

A handful of participants were opposed to the shop’s location, which is near a children’s clothing shop and next to a bike store, while others were concerned about devaluing their properties in Parkside Place.

One resident said some of her neighbours “have invested their life savings” to live in Parkside Place and that she probably wouldn’t have purchased her property if it been located near a business like a liquor store that is restricted to adults.

“I would hate to see the businesses already operating (in Parkside Place)... hindered in any way,” she said, adding that retail cannabis is so new that the DOI needs to be cautious.

Another opponent who was connected with Green Peak Medical – which DOI staff said is also in the process of applying to open a retail cannabis location – was concerned with traffic issues and parking on 7th Avenue if Blooming World Cannabis received permission to operate.

Other concerns included security and keeping children away from the shop.

During the meeting, the local trio behind Blooming World Cannabis and their supporters addressed concerns that opponents raised.

Supporters said that Blooming World Cannabis would: help liven up the downtown, increase foot traffic for downtown businesses, give residents access to alternative health choices, give people a reason to come downtown in the evenings, attract tourists, prevent another downtown vacancy, and keep the community from being left behind as recreational cannabis stores sprout up across the country.

Former councillor Justin Atterbury said neighbours were initially worried when he added a deck and distillery at The Station Neighbourhood Pub but that their concerns vanished when the plans were implemented. He expects that residents’ concerns about Blooming World Cannabis would likewise fade away when the shop moves from theoretical to tangible.

In advance of the hearing, council also received roughly 46 letters on the matter.

Two thirds were in support, while one third were opposed.

Cannabis shop proposed for Athalmer Road

By Dauna Ditson reporter@columbiavalleypioneer.com The Regional District of East Kootenay is holding a public hearing on a proposed retail cannabis store. This will be the Valley’s second hearing on proposed retail cannabis stores since recreational use of the drug was legalized in October 2018.

The proposed shop would be located at 4884 Athalmer Road in the empty storefront where Bavin Glassworks used to be. It would be located next to a coffee shop, art store and pet-care provider. It would also be steps away from the Invermere Liquor Store.

The Valley’s second shop to make it far enough through the application process to come forward for public scrutiny is just up the hill from the District of Invermere and less than three kilometres away from where Blooming World Cannabis intends to open on 7th Avenue.

Ryan Haynes, who is behind the application, said the proposed location is ideal since it’s away from homes, parks and schools and since it’s in close proximity to the Columbia Valley RCMP station.

The public hearing related to the store on Athalmer Road will take place at the Columbia Valley Chamber of Commerce at 7 p.m. on Wednesday, January 30th.

Anyone who supports or opposes the plan is welcome to share their thoughts at the hearing before the RDEK directors vote on whether to approve the shop.

RCMP Report Submitted by Sgt. Darren Kakuno Detachment Commander Columbia Valley RCMP This past week, January 14th through January 20th, the Columbia Valley RCMP responded to 51 calls for service. The following are some of the more notable files our officers responded to.

• On Thursday, January 17th, a theft was reported at the Kootenay Park Lodge on Highway 93 in Kootenay National Park. Sometime between December 17th and January 16th someone stole a red Honda snowblower from a shed and attempted to make entry into the building. No access was gained. Efforts are being made to retrieve video surveillance footage.

• On Friday, January 18th, the Canadian Martyrs Church on 12th Avenue in Invermere reported someone had tagged the church with graffiti. An officer attended and photographed graffiti on the wall and window of the building. Evidence was also seized from the scene for fingerprinting.

• On Sunday, January 20th at about 9 a.m., Columbia Valley RCMP responded to a two vehicle collision on Athalmer Road near the Athalmer bridge in Invermere. The driver of a Ford Ranger had lost control of her pickup and crossed over the centre line, colliding with an oncoming Ford Escape. The driver of the Escape and the driver and passenger of the Ranger were transported to the hospital with minor injuries. Both vehicles were towed from the scene.

Rural health opinions wanted

By Lorene Keitch lorene@columbiavalleypioneer.com When it comes to health care in the Columbia Valley, everyone has an opinion. And now, you don’t just have to vent with your morning coffee crew.

There is a team of researchers actively seeking out your opinion on rural health care priorities.

The rural evidence review is being conducted by a team of researchers from the Centre for Rural Health Research in the department of family practice at the University of British Columbia, under the tagline ‘Local evidence for health service planning through a rural lens’.

“Our work is really patient-oriented, from the ground up,” explains coordinator Christine Carthew. “We’re very concerned with the priorities and concerns of rural British Columbians.”

The overall project is four years long, with community outreach efforts, gathering survey responses and identifying themes, and creating research questions out of those priorities. The team compiles the information and presents it to a provincial expert advisory committee comprised of health administrators, policy makers, and rural clinicians.

“Those individuals will help to inform the way that we try and push that evidence into policy,” says

Ms. Carthew. “The panel doesn’t change the topics.

We remain true to the priorities and needs or issues that emerge through our community outreach efforts.”

Other studies the rural evidence review team has already undertaken include looking at community-level strategies for recruiting and retaining health care providers in rural communities, and community leadership in health care decision making or delivery through boards of health.

This survey, which takes under 10 minutes to complete, has already had good response, Ms. Carthew says.

“People have been responding positively to our efforts and the survey, and are interested in participating and sharing this information with us,” she comments.

She urges all residents to fill out the survey.

“Every rural community is different. it’s really important to hear from as many rural communities as we can,” she says. “We’re reaching out to as many communities as we can . . . to make sure we are hearing from and reflecting more than just the voice of one group or one community.”

Education squashes bias and bigotry

By Lorene Keitch lorene@columbiavalleypioneer.com The Yellow Vest movement has been a controversial topic in this town since a small group donned the yellow vests and started a weekly protest in downtown Invermere, with another group beginning in downtown Canal Flats (see story page 20). Online debates rapidly flared over the protests, with many heated emotions.

People are strongly opposed or strongly in favour, without much middle ground found on which to meet.

The role of a community newspaper is to give you the facts of a story and leave it to you to decide for yourself where your opinion falls on any topic. So, to the best of our knowledge, we have presented the facts of why the local Yellow Vest protestors are taking a stand every Saturday. Whether you agree or disagree with why they are protesting is up to you.

There were some controversial topics raised during the gamut of interviews the Pioneer conducted for this story, and it led down some rabbit holes of reading along the way. One such line of questioning had to do with immigration raising crime levels in communities. The argument was more immigrants equals more crime, especially violent crime such as rape. This particular rabbit hole led to a paper put out by the Canadian Labour Market and Skills Researcher Network through the University of British Columbia. The paper identified the causual linkages between immigration and crime, using data from the Uniform Crime Reporting Survey and the Canadian Census. The ultimate findings of the study, outlined over the 58-page report, is that new immigrants do not have a significant impact on the crime rate, but with time spent in Canada, a 10% increase in recent and established immigrants actually decreases the crime rate by 2% to 3%.

“This suggests that immigration has a spillover effect, such as changing neighbourhood characteristics, which reduces crime rates in the long run,” writes author Haimin Zhang in the abstract. The hard data proves that overall, more immigrants leads to less crime, not more.

This is a country founded on immigration, and it continues to prosper and grow stronger because we open our arms to people of all backgrounds into this land. I would argue one of the founding principles of our true north strong and free is our willingness to open our doors to people who want or need a fresh start.

Right now, the countries facing the most strife happen to have strong Islamic populations. But the individuals and families risking it all to come here are not looking to start a war; they are looking to live in peace, in a country that I hope continues to promote our beautiful multicultural tapestry.

Date decades out on historical lens photo A photo from the Windermere District Historical Society (at right) in the January 17th Pioneer caused a kerfufle as it appears the labeled date is decades out from reality. We received a number of letters on the matter.

Dear Editor: I don’t mean to be a stickler, but the dates on this photo of a mixed train passing Canal Flats are a long way “off the rails”! The locomotive type on the pictured train came into use in the late 1950s/ early 1960s as diesel replaced steam power in the Kootenays. This type served mainly as a road switcher when there were literally hundreds of spur lines serving everything from fruit sheds to oil company bulk plants. I can remember waving to them from my parents’ place when I was 5 or 6 years old and, although people may suspect I am old, the 1914 or 1915 date is about 40 years too early for me!

Greg Constable Invermere Dear Editor: Read the Pioneer online today. The Southbound Train Picture in the Flats is most likely not circa 1914. The engine is clearly a diesel and diesels were not introduced until the late 1920s and the type shown in picture maybe not until the 1950s.

Dear Editor: This photo can not be 1914 or 1915, in the lower right hand corner the train is being pulled by a diesel. Diesels did not arrive on the Windermere subdivision of the Kootenay Central until 1952 or 1953.

It’s questionable that this is Canal Flats because there is no passing track nor is there a wye with the spur going over to the mill. It does appear to have the highway in the approximate correct location near the top of the photo.

If the location of the highway and the railroad track is correct, there should be houses etc. where the piles of lumber are.

‘Perturbed parent’ questions student learning Dear Editor: It was with deep disappointment I read the January 17th Pioneer article relating to 11 and 12 year old elementary students “advocating” and “lobbying” local government during school time (‘Students lobby for rainbow croswalk’, page 3).

When did journalists stop asking critical questions? Did the reporter stop to ask whether it is appropriate for 11 and 12 year old children to be taken to lobby local government during school time? When did advocating and lobbying become a purpose of education? Two months of 1 10 month school year spent on a project about lobbying and advocating government? Really? This is where 11 and 12 year olds should be focusing their attention?

It is one thing to learn about government. Perhaps, some examples. What different types exist in which countries? What form of government does Canada have? How did Canada’s current government structure come to be? How do division of powers work?

How many levels of government are there in Canada? This would seem to be a starting point, no?

Having an opportunity to see government in action by observing a council meeting or going to the House of Commons in Ottawa to witness Question Period would help students get perspective and a deeper understanding of how government works.

Perhaps, encouraging them to look forward to honouring their civic duty by taking the time to vote when they become 18 would be a good idea.

Once all this is done, and educational time was still available, perhaps, then, students could be taught about how they could become politically engaged. How can they become active for a cause they identify as being important to them? Some options like

writing letters or sending email to a government advocating for a position could be presented. If a student then comes forward and says I have this deep urge compelling me to do something for cause x, can we do something? What should a teacher do here?

Perhaps, encourage the child to explore options and suggest they spend time on it outside of school.

Have these students been introduced to any of these topics? As a parent of a student that used to be in this class, I understand the answer, unequivocally, to be NO. How can it make sense to introduce advocating and lobbying before objective facts associated with a basic, elementary understanding of how government works?

Where were our elected officials here? Did even one of them stop to think, let alone ask, any of these questions of the teacher before they allowed the students to advocate and lobby? Did any elected official stop to think, let alone ask, should we be listening to minors who have no right to vote lobby us? Did any elected official stop to think, let alone ask, should students lobby and advocate during school time? Did any elected official stop to think, let alone ask, what do these students know about Canada’s government? Sadly, from the article it would seem no such questions were entertained by any elected official. Did any of the elected officials or teachers involved in this fiasco stop to think, even for a millisecond, about the perception, let alone the propriety, of Provincial employees bringing students to lobby local government that is funded from the same purse as their pay cheques? Is this what education has become?

“This is a community person that needs help,” explains Walker’s manager Mike Bidinger. “We’re going to step up and try and generate some funds for his family.”

The fundraiser takes place Friday, February 1st and Saturday, February 2nd. Come get your oil changed (by appointment only), with 100 per cent of the cost going to the cause. NAPA Auto Parts will be donating the oil change supplies, and Walker’s employees are generously donating their wages for the two-day event to the Warriner family. Every oil change will be entered to win door prizes as well.

The Warriner family is incredibly grateful to Walker’s and the overall community for the support and love they have had through this challenging season.

The banquet happens Saturday, March 16th at the Columbia Valley Centre. The dinner always features delectable wild game options; this year the menu includes bear, mountain sheep, cougar, and Zender-raised beef.

For people who have never attended, Rick Hoar, club president, encourages them to come out this year.

“It’s the club’s major fundraiser,” he says, adding it is designed as a fun, family-friendly event.

As usual, there will be trophies awarded to club members for various accomplishments through the year and a Worker for Wildlife recipient recognized. The evening includes a live and silent auction. With the club celebrating its 100th anni-

versary this year, attendees will be able to buy a $10 commemorative program. That program gives access to a number of deals and prize opportunities including a grand prize of a two-night stay at Tinhorn Creek Vineyards.

For the 100th anniversary celebration, special guests in attendance will include some previous past presidents of the club, as well as the current BC Wildlife Federation president.

The club is bringing in a live band, Smarty Pants, this year for the dance starting around 9 p.m. At 10 p.m., there will be a special historical presentation to honour the club’s 100 year history, followed by a toast and appetizers.

Renos close thrift shop for two weeks

Submitted by Invermere Health Care Auxiliary Society The Invermere Thrift Store will be closing for renovations from February 3rd until February 17th. These renovation plans are the result of over a year’s long process that included input from the over 80 hard working volunteers and a consultant specializing in all aspects of retail charity stores. The new store layout will allow for better traffic flow and as a result, improved customer satisfaction. To make room for the changes the thrift store will be have a store wide sale January 31st, February 1st and 2nd. The grand re-opening will be February 21st.

The Invermere Health Care Auxiliary Society is well-known for its commitment to health care at the Invermere, Cranbrook and Golden hospitals and the community at large. Its biggest source of funds is the Invermere Thrift Store and its team of volunteers.

The following is a list of where most of the $453,791.38 in donations disbursed in 2018 went. Members of the community that support the thrift store by way of donating and shopping should be extremely proud of what their participation is giving back to the community.

2018 projects included: • STARS Air Ambulance ($36,000) • Hospice Society of the Columbia Valley ($13,000) • Akisq’nuk First Nation ($6,500 for electric stair lift, ensuring accessibility for walkers at Columbia Lake Recreation Centre) • JA Laird School ($10,000 towards an outdoor gathering space as part of a bigger accessible outdoor learning space project for students and community health) • East Kootenay Foundation For Health ($100,000 for Project MALDI TOF, a piece of equipment that is used to rapidly identify organisms and blood cultures from patients who are critically ill.

Fishing for a good cause

As with all Kinsmen Club fundraisers, money raised goes to help with the community’s greatest needs, says organizer Steve Kuffler.

Last year saw record numbers of participants, with about 150 fishermen, women and children fishing for a good time and good cause. Mr. Kuffler says, like the snow golf tournament, this event was started to help raise funds but also to beat away the January blues.

“We all want to get through January, so why not fill it up with some great events like the fishing derby and snow golf,” he says. “Come out and

have a great day and support the Kinsmen.”

Mr. Kuffler lures potential attendees with the promise of prizes. You’ll be hooked on this winter fishing tournament if you walk away with the grand $500 prize for longest fish (or second for $300 or third for $200 – though prize size does depend on the number of overall entries). Even the smallest fish gets a consolation prize, though that comes with a generous heaping of teasing on the side. And everybody walks away with something, making it especially fun for kids who love to win a prize just for participating.

Registration is at 8 a.m., with the derby on from 9 a.m. to 3 p.m. Tickets are $35, available at the Station Neighbourhood Pub.

As people approach or enter retirement, they begin wondering what they should do with their Registered Retirement Savings Plan (RRSP). Should they start withdrawing funds now, or wait until they are forced to? Should they draw from the RRSP or convert it to a Registered Retirement Income Fund (RRIF) first? And how much is it going to cost them, anyways?

Everyone wants to ensure they are getting good value for their dollar, especially when it comes to paying taxes. Here are some ideas.

Withdraw sooner Instead of waiting until age 72, people with large RRSPs may want to start drawing from them upon entering retirement. By spreading withdrawals over more years, it may be possible to avoid higher tax brackets, Old Age Security (OAS) claw backs, loss of income-tested benefits, and other potential tax problems down the road. It also helps avoid passing away with a large RRSP or RRIF all of which, if one’s spouse predeceased them, would be deregistered and taxed in the year of death at a rate of up to 49.8 per cent in BC.

Minimum RRIF payments are calculated according to the annuitant’s age and account size. For example, a man who is 72 at the beginning of 2019 with a $500,000 RRIF will have to deregister 5.28 per cent of its value during the year, or $26,400. If he feels this amount is too high and his spouse is younger, he could consider using his spouse’s age for calculation instead.

This can work very well in certain situations. If the annuitant’s income is on the cusp of a higher tax bracket, or if the annuitant has a younger spouse with a longer life expectancy and that spouse’s income will be greatly reduced upon his death, using this measure could be appropriate.

Pension tax credit Those who do not receive employer-sponsored pensions may want to consider converting some or all of their RRSPs to RRIFs by age 65 to receive the Pension Tax Credit. This credit allows people age 65 and older to deregister $2,000 annually from their RRIF, tax-free. 10 per cent withholding tax is payable at the time of withdrawal, which is refunded when one’s tax return is filed.

Pension splitting Up to 50 per cent of eligible pension income can be split between spouses. This may help reduce income taxes payable, reduce or eliminate an Old Age Security claw-back or even create a pension tax credit for a spouse.

RRIF withdrawals are considered eligible pension income but RRSPs are not, so those wanting to take advantage of pension income splitting will have to convert all or part of their RRSPs to RRIFs in advance.

Don’t need the money?

Those who don’t need their RRIF income to cover living expenses may wish to fund a Tax-Free Savings Account (TFSA) to shelter assets from further taxation.

Stocks, bonds and other securities may be transferred inkind, saving transactional costs. Others may choose to make charitable donations and receive the Donation Tax Credit, offsetting some or all of the tax payable.

RRIF income may also provide an opportunity to gift money to family. There is no gift tax in Canada, plus the money avoids probate fees. The gift may help one’s family pay off debts now, reducing or eliminating interest payments and other charges.

Final thoughts Nobody wants to pay more tax than they should, but people should never let their desire to pay less tax trump sound investment or financial planning decisions.

Remember, the entire RRSP or RRIF will be taxed eventually; the challenge lies in finding the best way to do so.

Be sure to discuss this matter with your financial advisor or accountant to determine which strategies work best for you.

Traveling organ brings jazz to town

By Dauna Ditson reporter@columbiavalleypioneer.com The BMC Organ Trio are so committed to their instrument of choice that they’re packing their organ and bringing it along for the ride when they come to Invermere.

No matter that the organ is around 450 pounds and needs a special dolly with wheels and ratchet straps to be shuttled into a hall – the sound it produces is too extraordinary to leave at home.

“We put it in the trailer with the rest of our gear and we’re gonna tow it across the country,” says drummer Morgan Childs. “It might sound a little crazy to people but... it has a sound like no other instrument. It’s kind of a labour of love for everyone in the band.”

It was that shared devotion to the organ that brought the Toronto trio together in the first place.

“It seemed like the obvious thing to do since we all loved the Hammond organ,” Mr. Childs says, adding that bandmate Jeff McLeod already had the instrument.

Mr. Childs explains that style of organ was meant to be more portable and “replace the need for a huge pipe organ.”

Even so, he says, it’s a rare treat to hear the organ in person.

The BMC Organ Trio play soul jazz influenced by a mix of blues and gospel music.

“It’s really kind of funky and groovy music,” Mr. Childs describes.

And every note has each band member’s support since the trio is a collective where everyone has a voice and a veto and gets to shape the group’s sound.

“Everyone has contributed a piece of it and believes in the rest of it,” he says.

Mr. Childs grew up in Invermere before heading to Toronto but will soon be returning to the Valley with the BMC Organ Trio. The group will haul their organ into Pynelogs Art Gallery and Cultural Centre for a performance on Sunday, January 27th.

The opening act – Melissa Wall – will start at 6 p.m., with the main act to take the stage at 7 p.m.

“We’re getting excited to get this show on the road and just play our music,” he said. “It’s really fun to play in my home town.”

Movie night fundraiser Grownups are invited to the Columbia Valley Centre to watch Stealing Alice, a film about an Inuit and Quebecois woman who is an art dealer and thief.

The movie night is a fundraiser for Mountain of Hope. Admission is free, but guests are asked to provide cash donations to support those in need in the Valley.

The film, which bills itself as “an ode to love, vengeance and solitude,” will be shown on Saturday, January 26th. Doors will open at 7 p.m., with the show to begin at 7:30 p.m.

MINOR HOCKEY MINUTE Submitted by Windermere Minor Hockey Society Last weekend saw minor hockey action for multiple teams in the league. The Peewee A team played two league games against Elk Valley. On Saturday, the teams ended up tied 3-3 after a late goal by Elk Valley. Scoring for the Rockies were Caden Williams, Teagan Pike and Ethan Spencer. On Sunday, Elk Valley scored late again to make it a one goal game but the Rockies held on for a 6-5 victory. Kaydn Chasse and Ethan Spencer each scored one goal and Conner Brooks and Caden Williams scored two each in the victory. Those two goals for Conner were his first two goals of the season.

The Senior Girls played two league games against Innisfail. They won both games, and on Saturday, Maddy Roe got her first two goals of the season. Sunday morning was a very early game for teenage girls, but it was a game of smiles as they battled hard to secure their win.

The Peewee House team played in the Cranbrook House tournament last weekend. They lost all four of their games but never gave up. Players of the games were Keira Neal, Trinity Mariash, Maggie Sheltgen, and Tobias Andruschuk.

The Atoms played two games against Whitefish on the weekend, one at the Eddie and one in Canal Flats. In the first game, they led until partway through the third period, losing in the end. The first goal was scored by Myles Altmann and the second one was scored by Ryker Chasse off a “highlight” reel pass from Chase Kinsey. On Sunday, Laine Warriner got a hat trick and Jake Gramlich scored his second goal on a penalty shot. Chase Kinsey scored the other goal in the game but the team lost 7-6. Cohen Lawrick made many excellent saves to keep the score close.

The Bantam team also played Whitefish twice on the weekend. The two games were penalty ridden as the local team led most of the way and Whitefish decided to play

rough hockey. The first game was 7-1 for the local team, with Brayden Mastroianni getting a hat trick and Evan Tsadilas scoring 2. Other goals were scored by Jake Bradley and Carson Jefferson. On Sunday, the game was closer with Ryan Neal and Brayden each scoring 2. Braxton Gulliford, Jake Bradley, Brydon Flemming and Nikolai Feissel each scored 1 for the win. Both goalies, Parker Nichol and Rex Baxendale, were stellar in goal. This team will represent the East Kootenays at the BC Tier 4 Provincials in Prince Rupert in March. They will be fundraising for this trip.

The Midgets played three games vs their namesake on the other side of the Rockies from Cochrane. All games were good competition, with a short-handed Sunday squad putting up the best effort in a 3-0 loss. Next up for the Midgets, for the ones that really want to play, is the home tournament January 25-27th at Eddie Mountain.

Starlight Challenge returns

Submitted by Fairmont Hot Springs Resort Fairmont Hot Springs Resort welcomes skiers and snowboarders of all levels for the 36th annual Starlight Challenge, a recreational adult racing series at Fairmont Hot Springs Ski Area.

“This is a signature event and is another long-standing tradition for the ski area,” said Peter Harding, Ski Area Manager. “We are not aware of any other ski area in the Valley that hosts an event of this nature.”

The Starlight Challenge began in 1983 and started out as five nights of adult racing, where the winners were determined by their fastest time. Each team had to have three men and one woman, and the winners were the top three individual fastest male and female racers, along with the top three fastest teams.

In the early ‘90s we noticed that our Starlight Challenge participation was on the decline, so we started brainstorming with some of the long-time racers of the Starlight Challenge on how to bring the participation

back up. From all of these discussions, it was decided that the winners would be determined based on consistency between their first and second run, rather than speed.

Racers can now essentially compete against themselves; even though you are racing against somebody in a dual slalom format, you are trying to get as close to your first run’s time on your second run. We also now award prizes to all teams, not just the top three, which makes this event just a little more fun for everyone. There are lots of great prizes for teams and individuals.

“We’re not introducing anything new to Starlight Challenge this year, as we are pleased with the positive feedback from last year. We are looking forward to the 36th annual being another great success,” Mr. Harding said.

The month-long Starlight Challenge takes place each Friday in February.

Local loppet gains momentum

By Breanne Massey Special to the Pioneer The annual loppet at Nipika Mountain Resort returns this weekend.

Nipika Mountain Resort and the Toby Creek Nordic Ski Club have partnered up to host cross-country ski races between Saturday, January 26th and Sunday, January 27th.

“We cohost the whole weekend,” says Lyle Wilson, spokesman for this year’s all-ages loppet. “This has been an annual event for over 20 years and it’s always a highlight weekend in the whole year where we get about 300 people.”

According to Cross Country Ski de Fond, the term loppet originated in Scandinavia to carve out a name for events that encourage skiers to gather for competitions, while others view it as a way to socialize in the great outdoors with their peers.

Participants in this year’s event will be able to locate the schedule for races after picking up their bibs at the Nipika Barn between 8 and 10:30 a.m. The first race of each date kicks off at 11 a.m. with a wave to start off each category.

Saturday’s course will be a 15 kilometre double-tracked groomed course. Those racers who plan to compete in the 30 kilometre category will be asked to complete two-loops on the 15 kilometre track.

On Sunday, the skate ski race will be offered on a 10 kilometre skate-only, groomed track, while other races may complete two loops for the 20 kilometre race course.

“It’s skate skiing - it’s a different style where you skate ski instead of having your feet parallel,” Mr. Wilson says, adding the snow conditions are good for participants this year.

Participants can register right up until the day before the event online.

While the loppet is free for spectators who wish to watch the event this winter, Mr. Wilson adds that the Nipika Mountain Resort trails will remain open for those who wish to hit the slopes outside of the loppet.

It is a great opportunity to test your racing skills in a social atmosphere. All levels of skiers and snowboarders have equal opportunity to win,” Mr. Harding said.

People can either pre-register with our Snow School at 250-345-6037 or they can register at the Ski Hill on the night of their first race. Entry fees are $55 per person for all four weeks or $15 for a drop-in entry. Season pass holders receive discounted entry fees at $35 for four weeks or $10 for a drop-in.

S OBITUARY S Pauline Bartch December 30, 1920 to January 9, 2019

Our beloved Pauline passed away peacefully just one week after celebrating her 98th birthday.

Pauline lived a quiet, gentle life filled with gardening, nature, needlework, reading and kitchen table visits with friends and family.

Pauline was born in Rama SK, the youngest of five children in the Koturbash family. She eventually married George, settled in Preeceville SK and welcomed two sons. In the early 1950’s, the family migrated west to Radium Hot Springs—settling in Dry Gulch. George and Pauline moved to Invermere and then, after his death in 2006, Pauline moved to Columbia Garden Village.

As her needs increased, Ivy House became her home.

We thank Golden Life staff for their gracious care and friendship over thirteen years. Thank you also to Dr. Maria Dibb for years of care.

Pauline will be forever loved and missed by sons Alan (Deb), David (Karen), grandchildren Nathan and Jessie, great grandchildren, Caitlin and Hailey, and by her extended family.

Colouring the conversation: yellow vest protests in the Valley

By Lorene Keitch lorene@columbiavalleypioneer.com Every Saturday, until he sees the change he wants, Steve Gutsche plans to make a stand on 7 Avenue in downtown Invermere. Donning a fluorescent yellow vest, Mr. Gutsche intends to prove his point through repetition.

The yellow vest movement quietly made its way to Invermere this past November. Mr. Gutsche says he started the protest alone by standing outside the District of Invermere office Saturdays before moving to the more visible location in front of the old Toby Theatre on 7 Avenue where it certainly garnered more attention.

“When the Yellow Vest movement started in France, it was, in my view, an easy symbol to adopt that expressed dissatisfaction with the government,” says Mr. Gutsche.

He speculates that people who wish to sow discord in the Yellow Vest ranks have infiltrated other protests and caused disruption to water down the protest’s power. But for Mr. Gutsche, the reason for protesting is clear: “For me, the highest priority message to get out is that (Prime Minister Justin) Trudeau is a traitor.”

Mr. Gutsche believes the prime minister is acting on behalf of groups such as the United Nations, who are “deliberately trying to push this agenda of mass migration.”

He is referring to the Global Compact for Safe, Orderly and Regular Migration – a document signed in December by more than 160 member states, including Canada – which sets out 23 objectives for improving international cooperation on all forms of migration, from refugees to skilled workers. Kootenay-Columbia MP Wayne Stetski confirms it is a legally non-binding document that reaffirms soverign right of states to determine their own migration policies.

“There is no requirement for Canada to do anything specific. How Canada engages with the international community and embraces the principles and objectives of the compacts are entirely our choice,” Mr. Stetski tells the Pioneer, adding that the world is facing a global refugee crisis and this pact allows Canada to play a role in immigration and refugee resettlement.

While the document is legally non-binding, Mr. Gutsche fears it lays the foundation for laws, with small changes implemented at a time so the overall change doesn’t face resistance from the public.

“Trudeau in my opinion didn’t have the authorization to sign that compact, because he didn’t have the consent of the people,” Mr. Gutsche says.

Mr. Gutsche would prefer Canada stop international migration “for awhile,” so it can be sorted out to “make sense for Canada.” Fellow protestor Derek Daigle agrees.

“There’s issues in our country today that should be addressed before we even think about migration. Homelessness for one, it’s rampant,” Mr. Daigle comments. “Families are starving. Unemployment rates are at an all-time high. Our economy is suffering.”

He says bringing in immigrants who get handouts from the government while Canadians are suffering, such as war vets, makes no sense.

“Let’s take care of all these issues first, get our country stable, and then, yes, by all means, let’s start bringing people in,” says Mr. Daigle.

Overarching themes of yellow vest protests have emerged across Canada including immigration, the current government, carbon taxes and pipelines. A ‘Yellow Vests Canada’ Facebook group has more than 107,000 members, with offshoot pages numbering in the thousands. There is an Invermere page as well, with 11 members.

Mr. Gutsche says people assume the Yellow Vest protestors are racist, but that is because, he says, “that’s the first thing on the Liberal platform for propaganda against the movement. They’re labeling us.”

He says the government is also labeling the group as anti-immigration.

“We’re not,” he asserts. “What we want is strong, protected borders, and an immigration policy that is not slanted with religious or racial initiatives.”

Mr. Gutsche clarifies that he is concerned about people of Islamic backgrounds migrating to Canada, suggesting Is-

lam is not a religion, but “an ideology that’s not compatible with western values and traditions. And yet, our government is sponsoring this invasion and supporting it with our tax dollars.”

While the protestors have had between two and eight people out on average every week, Mr. Daigle says they have had passerby support them with honks and waves, as well as some who have said they secretly support them but in public, fear for potential negative affect to business interests if they stand with the protestors. The topic of local yellow vest protestors generated intense debate on Facebook, with several posts removed from the local Cheers and Jeers site (not affiliated with the Pioneer) after they had been reported by several members.

Mr. Daigle says while their numbers might be few, collectively they hope to have an impact.

“Just us alone in this small town is not going to do anything. But if everyone in every small town or big city across the country gets together and does this, then it could make a difference,” says Mr. Daigle.

Canal Flats has also had a contingent of yellow vest protestors. One of the coordinators is Benoit Charbonneau, who ran for Council in the last municipal election.

“You have to stand up for what you believe,” says Mr. Charbonneau.

He is concerned about immigration policies, added support for Canadian veterans, and Canada buying natural resources such as oil from other countries when we have resources available nationally. When asked about the different platforms on which the yellow vest protestors are standing, Mr. Charbonneau comments, “In one puzzle, there’s a bunch of pieces. However, the whole picture is the government: we’re angry at them.”

He urges people to do their own research and stand up for what they believe in.

“If you’re not part of politics, that doesn’t mean politics is not a part of you,” he concludes.

During the course of the Pioneer’s interviews with Yellow Vest protestors, there were several claims we took the time to investigate into further.

Canada migration Mr. Gutsche suggested Canada is putting ‘boots on the ground’ of migrants from Islamic nations. He also said Canada’s immigration policy is biased against white people.

“I think Canada’s immigration is actually a racist program, because they’re not offering refugees status to the white South African farmers being ‘genocided’,” said Mr. Gutsche.

“It doesn’t fit into the Liberal view or profile of a refugee because they’re white.”

Canada keeps detailed refugee statistics, available at https://irb-cisr.gc.ca. January to September 2018 are the latest statistics available. The Pioneer looked at the statistics, which show the country of origin of the refugee claimant, the total number of claims made, and the total accepted and rejected. We subtracted claims that had been abandoned or withdrawn, and did a percentage of claims accepted out of the revised total. Skin tone is not included in the refugee status details. This is a sample from countries of origin of refugee claimants.

In fact, the change to the rules only affects Canadian citizens living abroad, not non-citizens. Elections Canada’s press release states: On January 11th, the Supreme Court of Canada ruled that a Canadian elector, living abroad, who has previously resided in Canada, is entitled to vote by special ballot in federal elections regardless of how long they have been living abroad.

The Rockies welcomed Edgewater Elementary School students as special guests to last Friday, January 18th’s game, thanks to courtesy tickets the team gave each student in the school. The Rockies battled the Kimberley Dynamiters, with an 8-1 finish for the Dynamiters, followed by a 3-2 loss to the Golden Rockets Saturday (pictured).

Next home game is Saturday, January 26th against the Revelstoke Grizzlies. Be sure to check out the annual Pond Hockey tournament this weekend too, running January 25th-27th at Kinsmen Beach.

With the International Student Program, we get to do activities that are “Canadian”. When I first heard that we were going to skate with the Rockies, I couldn’t believe it. Me and many other Internationals watch their games. These guys are good, really good. I started practicing my skating and went out on the lake or to the public skate at the arena to get ready.

Skating with the Rockies, we got to do practice drills with them and have a game. It was so much fun.

And everyone was so nice. I’m so grateful that Canada is such a welcoming place.

Under the Land Code, any grant or disposition of a lease, license, easement or permit on Reserve to a non-Shuswap member requires the written consent of Shuswap Chief and Council (s. 30.5). Additionally, no interest in the Reserve can be transferred or assigned (by way of leasehold or otherwise) without the written consent of Council (s. 35.3). Moreover, any document which purports to grant or dispose of such interests without Council consent will be deemed void (s. 30.3).

Please be advised that when purchasing property interests located on Shuswap Indian Reserve No. 0 (the “Reserve”), those interests will be subject to the Shuswap Indian Band Property Taxation Law, 2008 (“Taxation Law”), and the Shuswap Indian Band Property Assessment Law, 2008 (the “Assessment Law”)

Furthermore, the Land Code requires that all interests in the Reserve be registered in the First Nation Lands Register, absent which they will not be enforceable (s. 28). As a result, “buckshee leases” (leases which have not followed the appropriate procedures set out in the Land Code and which have not been registered accordingly) are not enforceable and are strongly discouraged by the Shuswap Indian Band.

The Taxation Law also requires that all interests in the Reserve be registered with the British Columbia Assessment Authority (“BCAA”)

Finally, we note that pursuant to the Land Code, Shuswap Indian Band has the right to make laws on a variety of land related matters which may impact on the property to be purchased.

Given this, we ask that all potential buyers or sellers of property on Reserve be aware of the Land Code authority. We further ask that you direct all interested in purchasing property on the Reserve to make an appointment with the Shuswap Indian Band Lands Department to discuss these matters at (250) 341-3678 (Ext. #1014), or landclerk@shuswapband.net. For the property assessment process, the Shuswap Indian Band has contracted with the British Columbia Assessment Authority (BCAA) to assess real property. BCAA uses the guidelines set out in the Shuswap Indian Band’s Assessment Law. Properties are assessed at actual value as of July 1 of the year during which the assessment roll is completed. The value is determined, considering the physical condition and permitted use of the property, on October 31 (December 31 for manufactured homes).

The season of Epiphany

By Laura Hermakin Reverend Christ Church Trinity Happy Epiphany! It is once again the season of awakening, revival, and new life. A gift has been given to us, and we celebrate anew the showing forth of the Christ both as child and as adult, bringing light and life into our midst.

I love Epiphany – both the word and the day. The origins of Epiphany can be found in the star that directed the three magi to travel a great distance to pay respect to the baby Jesus and say, “We have seen his star in the east and have come to worship him.” The magi followed a light to find the true light.

The star is a wonderful metaphor about bringing people to the baby Jesus, whom some refer to as the Light of the world. Epiphany is about bringing light into people’s lives and bringing hope in the midst of darkness. The image of the star brings light into the winter days and welcoming the Epiphany helps bring light into our lives.

Now what about life? Besides light, one of the great

signs of life is water, and then perhaps even more so. Water is essential for every aspect of our existence. It nourishes our bodies and souls. And, in the season of Epiphany we also remember and celebrate the baptism of Jesus, and through him, all of our baptisms where we are transformed by divine grace and marked as beloved of God. Light and water are the signs and symbols the church uses for baptisms, showing forth new life.

Consider this: one little drop of water doesn’t seem like much by itself. But when many drops of water combine great things happen! Thirst is quenched with the cool taste of water. Parched crops become nourished by life-giving rain. Flowing rivers and oceans abound with life. Snowflakes remind us of individual uniqueness. Magnificent waterfalls bring forth powerful energy. New life emerges from the waters of baptism. If these can result when tiny drops of water come together, it is awe-inspiring to realize what can happen when tiny drops of respectful and kind words, positive thoughts, peaceful actions, and prayerful expressions are offered and transformed into waterfalls of healing.

God calls us to be light and life for one another, to nourish each other and show forth the mystery of Divine love and grace. Darkness can be overcome and life can be abundant. May we all help to awaken and renew the Divine Spirit within one another. Happy Epiphany!
