Phyllis MacPherson irrepressible force KEVIN PARNELL Just days before she was going to be presented with the new Lake Country Food Bank building as a surprise Christmas gift, food bank manager and co-founder Phyllis MacPherson passed away peacefully at Kelowna General Hospital on the weekend. MacPherson, 76, was with family when she passed away after a lifetime of service to the

community of Lake Country as the driving spirit behind the food bank’s operations. “She never called it the food bank, she called it her home,” recalled Joy Haxton, the vice-president of the Lake Country Food Assistance Society. “When you talked to Phyllis and she said ‘I’ll meet you at the house’ she never meant her residence. Annual Winter Concert Our annual Winter Concert was December 15 at the Oyama Community Hall and attended by close to 300 people. We had an amazing concert featuring the OTS Dance Team, including ribbon dancing, class productions, and songs by the Primary Choir. At the end of the concert, the OTS PAC had a draw for several incredible raffle gift baskets as part of a fundraiser and a whopping $1,783 was raised just this one evening to support our school. Local businesses supported this fundraiser as did our OTS families.

Gifts purchased by donor families were part of our annual “Angel Tree” campaign. The gifts will help make the season brighter for some OTS families as well as several families in Lake Country connected to the Boys and Girls Club. Pictured are PAC President Mrs. Brain, Principal Mr. Hett, along with several students whose families donated gifts.

As the Rotary Club made plans to present the nearly-completed food bank building to the food bank society on Dec. 23, news of MacPherson’s passing prompted them to delay any presentation until the new year. “We are all shocked by the loss of Phyllis— it is a huge blow to all of us,” said Bob Rymarchuk of Rotary. “We had been expecting her to wind down her involvement with the food bank’s dayto-day operations due to

Horgan on trade, carbon tax and LNG

DP leader John Horgan sat down with Tom Fletcher for a year-end interview in his Victoria office Dec. 10. Here are excerpts. For the full version, see the Opinion tab at lakecountrycalendar.com. Tom Fletcher: In the recent federal election, national NDP leader Thomas Mulcair rejected the Trans Pacific Partnership sight unseen, endorsing letters from Unifor and CUPE saying this is a bad deal. Is your party seen as against Pacific Rim trade? John Horgan: No, I don’t think so, and what I said at the time was that I support trade. We’re a trade-centred province. We’re looking across the ocean at the largest market the world has known, and I support getting our products to higher-priced markets. But having said that, the B.C. Liberals em-

Tom Fletcher braced TPP without even having seen it. TF: The NDP and unions have historically been protectionist. Do you see any need to modernize the B.C. party? JH: When it comes to trade, I think we have modernized. And who was the first premier to go on a trade mission from British Columbia? It was Dave Barrett. And now there has been a succession of premiers make regular visits to other markets to try to stimulate economic ac-

tivity here at home. TF: Your party supports the carbon tax now, but not the revenue neutral approach. Do you support increasing the rate? JH: I’ve looked carefully at the report tabled by the premier’s [advisory] group, a vast array of British Columbians, and there was a lot of water put into the wine to get to the position they got to. What I’m comfortable with is that the date that they’ve selected for a ramping up of the carbon tax is 2018, which will be a year after the next provincial election. So if I’m successful and form a government, I’ll have time to look at tax policy broadly to see if we can make improvements in the carbon tax. For me, and I think for most British Columbians, the model that Alberta has adopted of taking revenues and driving them into industries, or activities like transit, that

will reduce emissions over time. TF: Natural gas price and volume continue to go down, along with commodities generally, and supply of oil and gas keeps going up. What’s your take on the prospects for LNG after the year we’ve had? JH: Not good. I’ve always said price will determine whether investors drop down multi-billions of dollars in a far-away place to provide a product that is not developed here. Brownfield opportunities have moved very quickly in the U.S. Changing LNG import facilities to export facilities is a whole lot easier and cheaper than starting from scratch. Getting to the coast is a challenge for fossil fuels, and the last LNG price point I saw delivered in Asia was $5.70 a unit. You’re not going to make money at that price, even with rock-bottom prices here

TF: We’ve just had a couple of announcements as part of the government’s Jobs Plan, $100 million in financing for tech startups, which your critic was pleased about, and an agriculture and food strategy. Are we going to see more Jobs Plan advertising in the new year? JH: It’s the Christmas season, the federal election is over, there are two sets of ads running now. I think these ads are self-promotion. These are not informing the public on information that they really need. Action on climate change is what’s needed To the editor: Since the Nov. 27 release of B.C.’s revised Climate Leadership Team’s report, one thing is very clear: When you assemble a group of experts and ask for their recommendations, you

must first take a reverse engineering approach; that is, make it clear what results and recommendations you want, then ask for the data and recommendations that will support your wants. We must remember

that the Nov. 27 report and recommendations are the result of an initial discussion paper that came out earlier in the year and sought input from the general public and organizations with an interest in climate

action. After all the work done by individuals, organizations and the Climate Leadership Team, for our government to suggest further consultation is needed before any action is taken is an in-

Do we still exist if we’re not a consumer TAYLOR FROM A4 life, acquisition and relinquishment. The transition comes when you hear yourself saying, “I don’t want…” instead of “I want…” or “I need…” Our younger years are all about acquiring. A job. A car. A house (and mortgage). A spouse. A family. Friends. In-laws. A professional reputation. A pension plan, or equivalent savings. The status quo isn’t good enough. We need more.

And then we pass the point of acquiring. We start getting rid of things. Like jobs. And responsibilities we never enjoyed anyway. We start spending down those savings. We clear our closets of clothes we’re never going to wear again. We cut back to one car. We need less. OK, I accept that there are people who don’t have enough. Enough food. Or warm clothing. Or loyal friends. I’m not sug-

gesting that it’s good for their souls to do without. But I’m not them. What I need now is undying friendships. Timeless relationships. Not things. Not even experiences. It’s not that my wife and I don’t appreciate gifts. We do. We appreciate the thought that went into them, the care that went into their selection. But the gift itself is more likely to evoke the unspoken thought— what the hell are we going to do with this?

When my father was still alive, and well into the relinquishment phase of his life, I gave him a Christmas sweater—creamy wool, with red and green snowflakes knitted into the pattern. He said thank you. He actually wore it the next Christmas. I inherited that sweater after he died. I couldn’t wear it. I gave it to the church’s Thrift Shop. I realized how much devotion it required for him to pretend that the gift mattered.

It didn’t. It was the thought that mattered. In hindsight, I wish I had found it easier to let him know, “I love you. You are important to me. You make a huge difference in my life…” So the only thing on my Christmas list this year is a wish—that I learn to say those things to the people who are still with me.

You’re watching people that truly care about each other and that caring serves the district well. “It’s going to carry us through all kinds of challenges because there are a lot of challenges coming.” First and foremost among the challenges noted by Kaardal is the implementation of a new curriculum in B.C. Schools will be asked to move away from the model that forced students to memorize data toward a model that is focused on allowing students to have a more personalized education. Kaardal said Central Okanagan has been leading the way in this philosophy, even before the provincial government mandated the changes to the curricu-

It’s a shift

to a personalized education which takes a determined effort on behalf of the whole system to find the strengths of each student and find a way for them to pursue those strengths and become contributors to our society.” School board chair Moyra Baxter, who introduced Kaardal to the media last week, said any time a school board has to hire a new superintendent, it is likely going to be the most important decision the

trustees make. Gloster gave notice to the board very early this year that he was going to move on after a 36year career in education. That allowed the board time to search for a replacement for the popular Gloster, who plans to stay in education as a consultant. Baxter said she believes they found the right person to continue the work that has been done in the school district in her 19 years on the board.

“We think we have a great district, we have some wonderful programs, we have incredible staff members who come up with great ideas that we have implemented,” she said. “We’re excited to be moving forward and building on those things that have been put in place and looking at the district through some new eyes which gives us the opportunity to say: ‘Are we doing this right?’ especially with the redesigned curriculum we will be trying to implement over the next little while.” Like Gloster, Kaardal began his career in education as a teacher, teaching a variety of subjects and grades before getting into administration. He worked in the Calgary Catholic school system as well as in Mission, Victoria and his last post in Burnaby. “I’m absolutely thrilled to be here,” he said. “It was a district I had hoped to have the opportunity to work in. “I’m honoured the board put their faith in me and I will have the opportunity to work with an amazing team and a community of partners. “I really believe in any endeavour for it to be successful, positive, respectful relationships are critical. “That is absolutely true in education, maybe no more true in any other sector of public service.” @KP_media1

With nearly 7,000 passengers expected each day, this holiday travel season promises to be an active one at the Kelowna International Airport (YLW). With that in mind, the airport released some travel information to help people prepare for what could be longer than normal wait times at the airport. YLW anticipates increased, but steady traffic flow beginning last Friday and continuing through Jan. 4, with more than 100,000 passengers expected through the doors. The busiest travel days of the sea-

son will be Sunday, Dec. 20, Thursday Dec. 24 and Sunday Dec. 27. Although there are more than 2,600 stalls available, parking at YLW is expected to reach full capacity during this peak period. Those needing to park at YLW should pay attention to signs and follow parking lot staff directions. People travelling during this period should also consider alternative transportation to the airport, such as taxi and limousine services, airport shuttle services, public transit or having a friend drop them off. When arranged in ad-

vance, alternative transportation methods are a convenient and stressfree option. The airport terminal building opens at 3:30 a.m. with checkin counters, pre-board screening and food services available at 4 a.m. Passengers are reminded to arrive at the airport in plenty of time. It is recommended to check-in and drop off your baggage for domestic flights at least 90 minutes before your boarding time and at least two hours prior for international flights. Every Thursday throughout the year, Winfield resident Ann Gibson heads into Kelowna to go birding with the Central Okanagan Naturalists Club. Sometimes they head back to Lake Country, other times in different directions across the Central Okanagan, considered one of the top spots for bird watching in Canada. But last week Gibson and 25 other bird enthusiasts stuck close to home, taking part in Lake Country’s annual Christmas bird count, getting an idea about the number of birds and the different species in Lake Country, to add to a North America-wide bird count, held annually for more than a century (see sidebar page A9). “We had the whole area of Lake Country divided into seven areas and each group went out and did its thing,” said Gibson. “It’s a cooperative effort. It’s an excellent area for bird watching. It’s great out there.” The Lake Country Christmas count spotted 85 different species and a total of 7,375 birds. The highlight was a rare red-throated loon that was seen on Okanagan Lake. “Apparently there hasn’t been one in this area for at least 11 years or maybe longer,” said Gibson. “In the birding world that’s a big deal.” Other species around Lake Country included a

pair of Anna’s hummingbirds with their distinct rose-pink throat, a rare site in the winter.

More common were boreal chickadees as well as Eurasian collared doves, finches in the mountains and owls up Beaver Lake Road. Gibson’s favourite, the wren, was also out in force. “Everybody has their personal favourite but for me it’s the wrens,” she said. “They’re perky little birds and they just sing and sing. They are kind of aggressive but their song is so beautiful, especially the house wren, which we have a lot of around here.” The number of species was down slightly from past years. “I think we were a bit down but 85 different species is pretty good in the winter time,” said Gibson. The bird count numbers will be submitted to the National Audubon Society and compiled as statistical data to help conservationists track bird populations across

North America. In the Okanagan about 10 separate bird counts are taken, including in Vernon, Kelowna, Peachland and Penticton, all between Dec. 14 and Jan. 5. Organizer Chris Charlesworth took part in the Lake Country count this year, and has been running the Kelowna count for the past 22 years. He says the trends are easy to spot. “Typically the birds that are doing well in the city’s are doing really well,” said Charlesworth. “A lot of the water fowl, geese, ducks and gulls, they are all doing well. The woodland and forest bird members are going down because the city’s are always growing and we are hacking down bits of the forest. The wood peckers and forest species are dropping.” In Lake Country the best spots for bird watching include Beaver Lake Road, leading all the way up to Dee Lake where the Blue Bird Trail is located. Wood Lake and Okanagan Lake are also alive with birds as is the area around the Oceola Fish and Game Club reserve. For Gibson, who has missed just one of the Thursday birding events in seven years, it’s all about Mother Nature. “It’s just really a neat hobby,” she said. “It really makes you think and learn and you go out in the natural world. Counting birds began as a hunting event, 119 years ago

Before to the turn of the 20th century, some hunters in parts of North America engaged in a holiday tradition known as the Christmas “Side Hunt.” They would choose sides and go afield with their guns— whoever brought in the biggest pile of feathered (and furred) quarry won. Conservation was in its beginning stages in that era, and many observers and scientists were becoming concerned about declining -bird populations. Beginning on Christmas Day 1900, ornithologist Frank M. Chapman, an early officer in the fairly-new Audubon Society, proposed a new holiday tradition: A Christmas Bird Census that would count birds during the holidays rather than hunt them. So began the Christ-

the enthusiasm of 27 dedicated birders, 25 Christmas Bird Counts were held that day. The locations ranged from Toronto, ON to Pacific Grove, California with most counts in or near the population centres of northeastern North America. Those original 27 counts tallied around 90 species combined. Fast forward to the current day and each November, birders interesting in participating in the CBC sign up and join in through the Audubon website.

From Dec. 14 through Jan. 5 each year tens of thousands of volunteers throughout the Americas brave snow, wind, or rain to take part in the effort. Audubon and other organizations use the data collected in this long-running wildlife census to assess the health of bird populations, and to help guide conservation action. The data collected by observers over the past century has allowed Audubon researchers, conservation biologists, wildlife agencies and

other interested individuals to study the longterm health and status of bird populations across North America. The society is named in honour of John James Audubon, a Franco-American ornithologist and naturalist who painted, catalogued, and described the birds of North America in his famous book, Birds of America, published in sections between 1827 and 1838.

Lots of work ahead as CN prepares rail corridor As the calendar gets set to close on an eventful year on the old CN Rail corridor, work is set to continue through 2016 as CN prepares the corridor to hand it over to the municipalities of Lake Country, Kelowna and the North Okanagan Regional District. CN has awarded the contract to remove the rails to Westcan Rail and the crew is working its way along the east side of Wood Lake on the way to Oyama after beginning at Hardy Road in Kelowna. The removal crew has been working through Lake Country over the past several weeks.

As part of the $22-million sale agreement, CN has until 2017 to remove the tracks and do any environmental remediation that is necessary. Any development of the trail can only start after these obligations are completed and there is money available to undertake the work.

DEVELOPING THE TRAIL

Before any plans to develop the trail can be considered by local politicians, a planning and design process must take place which will include extensive public input, cost estimates and phasing. Timing and budget for the development of

the trail will ultimately be determined by the councils of Kelowna and Lake Country and the Regional District of North Okanagan board. Residents are reminded that the corridor is undeveloped, is not maintained and the spikes and ties may cause hazards until they are removed . Everyone should stay off the trail while the work continues.

Therapeutic riding farm open to new ideas for 2016 KATHY MICHAELS Arion Therapeutic Farm was a hotbed of activity at its annual Winter Wonderland fundraiser, but it’s what’s planned for the year ahead that had its owner really excited. “We’re going to become the kind of place where, if you want, you can run your socks off, scream and know that it’s OK,” said Heather Henderson, against a backdrop of mini pony walks, horse rides, Santa visits and Star Wars-themed play. “It will start with that, and then the rest of the community will come in and wrap around it.” The concept Henderson is working on for 2016 is turning Arion farm into a social enterprise. “Historically the charity had leased the entire property, but now the riding program will lease what it uses and we are inviting expressions of interest from the community,” she said. “We want professionals, other user groups, charities to come and use our space and our venue for their programs to operate, all within an agricultural theme.”

I want them to know that they can come and be safe, know that their child or loved one will be safe and in an engaging meaningful activity.” That, she said, is missing for many parents who have children with challenges. “Maybe families can come here and spend a few hours at a time. There are parents who never meet each other and it’s tragic because they have so many children alike, but nowhere to socialize,” she said. For example it helps with my balance.” He’s also fond of the relationship he’s built with Luna. “She’s gentle and is a gated horse, so her trot is really smooth,” he said. “Trotting can be tough, but it makes it a lot easier.” Also finding happiness in farm life was Laura Lovaghy, 16. BARRY GERDING There are plenty of reasons for optimism concerning the Okanagan’s regional economy heading into 2016, says Premier Christy Clark. Clark says her focus as premier has been about creating jobs, and she sees the building blocks being put in place here to make that strategy be

successful. She says the need for young people to be forced to leave town to find high-paying employment or acquire the post-secondary education skills needed to be hired for those jobs is being addressed. “The Conference Board of Canada is predicting that B.C. will be number one in job growth in 2016 which

is really good news for the whole province,” said Clark who, when she’s not running the provincial government, is the Liberal MLA for Westside-Kelowna. In an interview with the Black Press earlier this month, Clark outlined where she thinks those jobs are going to be created, namely in high-tech industry, infrastructure investments

by the province and the growth of our agriculture industry to meet expanding Asia and Southeast Asia markets. “High technology is a huge driver of growth here in the Okanagan,” Clark said. “It is a billion dollar industry, one that pays about 60 per cent higher wages than the average industrial job.

WHITE, HELEN MARGARET Helen Margaret White was born in Onoway, Alberta on June 11, 1923 and passed away on November 29, 2015 in Kelowna, British Columbia. Helen is survived by her two daughters Susan (Andy) Krawchuk and Kelly (Scott) Ferguson; brothers Ken (Betty) Bennett and Gordon (Bev) Bennett; nine grandchildren and many nieces and nephews. Helen lived many years in Edmonton and moved to Lake Country in 1974 and the family has many fond memories of her. She was always cheerful, no matter what the circumstances and will be missed by all who knew her. Many thanks go out to the staff at the Lake Country Manor and Ward 4E at Kelowna General for their kind support and care of Helen. There are new changes coming in the down payment rules for homes priced over the $500,000 price mark. Buyers of homes priced under $500,000 Canadian dollars can continue to make a minimum down payment of 5% of the purchase price, this rule remains unchanged. The new change affects homes priced over $500,000 in that the down payment required has increased to 10% of the price portion above the $500,000 benchmark. This change to the down-payment rules comes into effect on February 15, 2016. I believe that this rule change will increase the activity for both buyers and sellers who would normally wait to sell or purchase a home in the Spring so that they can make a smaller down-payment on homes purchased for over $500,000. The long term impact of this change is expected to save real estate consumers money while also allowing home owners to build more equity in ther homes. Along with having an experienced leader in Santa directing the sleigh, reindeer also possess a unique ability to process a wider spectrum of light than most mammals. Reindeer spend a lot of their time in the arctic and as a result have developed the ability to process ultraviolet light. This higher wavelength light is invisible to most other mammals, including humans. Since they must navigate through the snowy tundra, this a huge advantage to them. The eyes of most mammals cannot cope with an abundance of UV light because it carries enough energy to damage their sensitive photoreceptors, permanently damaging vision. Not reindeer though, they are able to comfortably process this light which ultimately helps them to find food and survive. Hearing Loss - What is it?

Hearing loss typically produces a decrease in the perception and understanding of sound, particularly under challenging listening conditions such as background noise. The perception of both simple and complex sounds (e.g. speech and music) is usually affected. Hearing loss may be associated with different types of health problems, but the end effect is one of 2 basic types of hearing loss: Conductive Hearing Loss - occurs when sound is not conducted efficiently through the ear canal, ear drum or middle ear. Some of the important causes of conductive hearing loss include: • Obstruction of the ear canal by ear wax or a foreign object • Perforation or other damage to the ear drum • Acute or chronic middle ear infections • Injury/diseases affecting the small bones inside the middle ear Conductive hearing loss is often reversible with medical or surgical treatment. If surgery is not recommended then hearing aids are usually appropriate. A Mixed Hearing Loss occurs when someone has a combination of a conductive hearing loss and a sensorineural hearing loss. A recap of the District’s snow-clearing priorities:

• Main collector roads, school bus and transit routes and steep roads take priority over all other roads in the District. During a period of active snowfall, the contractor will remain on these priority routes to keep them cleared. • All local roads will be serviced once the main roads are cleared and have a reasonable chance of staying cleared. Many local roads are plowed at the same time that the hills are done, whenever it is practical and sensible to do so. • The goal of the snow removal program is to maintain the roads in a passable condition, which does not necessarily mean “bare pavement”. In certain conditions, the application of sand over compact snow will be performed. On busy routes, traffic works salt and/or sand into the snow, breaking it up and causing the roads to clear with use. Many District roads do not see sufficient traffic to achieve this effect, and a certain amount of compact snow on the road surface is to be expected. Salt application is ineffective below -6C.
