1980: Minimum wage rises to $3.65 1910 Some of the finest pansies ever seen this year were brought into The Gazette office last Thursday. 1915 Bert Reid, son of city engineer Red Reid, was selected with several other McGill students, for the 148th Battalion being raised in Montreal. 1920 The Soldier’s Memorial Committee and members of the city council planned the erection of a monument to bear the names of the fallen from Grand Forks. The site would be either on the post office grounds or the school grounds. 1925 Kettle Valley Railway officials had been making a cleanup of their premises across the river in the Ruckle Addition; all old buildings being removed. It was also stated that there would be removal of the bridge at Third Street. 1930 Four-year-old son of Joe Rowlandson lost his thumb and finger while playing with a dynamite cap he had found. 1935 Alex Popoff, Mike and Pete Zibin narrowly escaped death as the truck they were riding in was hit by a passenger train at the Winnipeg Avenue crossing. 1940 Close to 2.5 million Christmas trees with more than $150,000 in profits to businessmen and small loggers were shipped from B.C. 1945 Mr. and Mrs. J.A. Bertois, who sold their business, the Cascade Garage, at Cascade, have moved to Suncrest Mountain near San Diego, CA. 1950 Mrs. W.D. Smith and Mrs. Eve McLeod were winners of the two turkeys in a hockey pool held by the Rod &

Gun Club. 1955 The Cascade bridge on Hwy 3, just below the falls on the Kettle River, will probably be destroyed in the near future. It was closed after a bridge crew of the local Dept. of Highways found it sagging due to rotting timbers. 1960 Electrification for the BeaverdellWestbridge area seemed remote as the West Kootenay Power and Light Company failed to secure enough firm commitments from the residents in that district. 1970 More than 30 couples celebrated the Gyro birthday party in the Yale Hotel. Klaas Scheer and Jeanette Smith, charter members of the 37-year-old club, cut the birthday cake. 1975 Peter Podovinikoff, manager of the Grand Forks District Savings Credit Union for many years, has accepted a position with the Delta Credit Union, effective in the new year. 1980 The minimum wage in B.C. for employees 18 years of age and over will rise from the present $3.40 an hour to $3.65 an hour. 1985 An $810,000 contract has been awarded to Kenyon Construction Ltd. of Penticton to build the new two-lane, fourspan Atwood Bridge in Grand Forks. 1990 Smoking is no longer allowed in any part of City Hall, after a motion introduced by Ald. Peter Abrosimoff was passed at Monday’s council meeting. He said City Hall was about the only public building in Grand Forks where smoking is still permitted.

Comet C/2013 US10 (Catalina) – aka Comet Catalina – has emerged from behind the Sun, and is now visible in the predawn sky. Robber stabbed POLICE BRIEFS By Craig Lindsay Robber gets stabbed On Nov. 30 at 9:58 p.m., a report was received about two males dressed in black with batons at a residence on Third Street in Grand Forks. “The males had broken into the residence and were demanding money,” said Cpl. Richard Lanz. “The males started hitting the homeowner. The homeowner then grabbed a knife and one male was stabbed. The male was taken to the hospital.” Lanz said that as a result of the investigation, the two males were arrested. “The two males were charged with robbery, assault with a weapon, and break and enter,” he said. “They are set to appear in court at a later date.” Both men are from Grand Forks and are 34 and 21 years of age. The homeowner was not charged. Shoplifter known to police

On Dec. 3 at 4:45 p.m., police responded to a report of a shoplifter from Fields Store on Central Avenue in Grand Forks. “A female came into the store and asked about the prices of a few items,” said Lanz. “The female then turned around and departed the store without paying for the items.” The suspect is known to police. At this time, the matter is still being investigated. Single vehicle collision

On Dec. 4 at 8:35 p.m. police responded to a single vehicle collision on Highway 3 by Super Save Gas. “A transport truck attempted to make a U-turn in front of Super Save Gas and ended up going in the ditch,” said Lanz. “As a result, a towing company attended and pulled the truck out of the ditch.” The truck driver, a 58-year-old male from Abbotsford, received a violation ticket for making an unsafe U-turn. Driving with no insurance

On Dec. 5 at 12:43 a.m., police stopped a vehicle on 73rd Avenue in Grand Forks. “The vehicle had no insurance,” said Lanz. “As a result of this stop, drugs were located in the vehicle. One of the drugs located was fentanyl.” The driver of the vehicle, a 23-year-old male from Grand Forks, was released from custody to appear in custody at a later date. He was issued a violation ticket for having no valid insurance. Male arrested on unendorsed warrant

On Dec. 5 at 9:18 a.m., a male was arrested at Christina Lake on an unendorsed warrant from Delta, B.C. “As a result of this arrest it was determined this male was breaching his condition of having to reside in Delta,” said Lanz. “He was arrested and charged with breaching his court conditions.” The male is a 58-year-old Delta resident.

Anyone is Grand Forks and area who doesn’t want to cook a big Christmas dinner has another option. For the 34th year in a row, the town will have a community Christmas dinner on Dec. 25. This year the event will take place at noon at the Gospel Chapel. Preparing and serving turkey and the fixings for around 400 people takes a small army of volunteers. Coordinating that army this year is Paula Wolkosky, who has been volunteering with the dinner since the second year. “The dinner is put on all by volunteers,” said Wolkosky. “It was started 34 years ago by a lady named Pat Gasston, who used to work for the food bank. She started the dinner as a way to give people a Christmas dinner.” Wolkosky started as treasurer with the dinner the first year and continues to this day. In addition, she figures she has done every other role as well such as serving, helping out, cooking, etc. “It just turned out I ended up being coordinator,” she laughs. “I don’t know how that ended up happening. So I’ve been doing that for 10 or so years.” The dinner, which is not affiliated with any church or organization, is organized and ran by a group of people who enjoy giving back to the community. It started humbly at the Legion with a quaint dinner for less than 50 people. “It’s just a group of people who have kept it going on and on,” said Wolkosky. “They used to carve the turkeys in front of the people and put them on platters and then everyone would be served. That’s when we used to feed 50 people; now we

feed 400. Now we do 18 turkeys and 68 kilograms of potatoes.” Wolkosky added that they now offer pick-up for anyone needing a ride to the dinner. The Community Christmas Dinner feeds about 300 people on site and another 100 off-site through pick-up as well as delivery to both shut-ins as well as groups such as the police, paramedics and the border crossing guards. In addition, any leftovers are given to Whispers of Hope for their community kitchen. “It’s now a true community dinner,” she said. “Everyone from throughout the community comes. It’s become a community event. We have people from all walks of life. That’s what I like about it. You see people sitting together from different backgrounds. I’ve had people come up to me and tell me, ‘If you didn’t have this I wouldn’t have a Christmas dinner.’ That’s why I do this.” The volunteers start making preparations for the meal such as peeling potatoes, putting up decorations and getting desserts ready on Dec. 24 starting at 9 a.m. and continue in different groups until about 7 p.m. The volunteers then come in early on the 25th and start cooking. “It’s all done by volunteer,” she said. “People from Grand Forks volunteer by giving money and by helping in person. I have a dessert coordinator, I have a publicity coordinator, I have a take-out coordinator. This year has been very hard because I lost five people who moved out of town. I haven’t been able to find anyone to fill those positions.” Wolkosky is hoping people will

come forward this year and be able to shadow the outgoing coordinators such as the kitchen coordinator and step in full-time next year. “If we don’t have kitchen coordinators, we won’t have the dinner,” she said. “I can step in and fill many positions but I can’t do kitchen.” She said they are all ready to go this year but will need people to step up for next year. “There are still holes,” she said. “We can still use volunteers. We can always use volunteers as well as volunteer coordinators.” The dinner will also feature an appearance from Santa after the meal and singers from the local choir. “We have tons of food, tons of people, tons of good times,” said Wolkosky. “It’s very rewarding. We have volunteers who have been volunteering for the dinner for more than 30 years. It’s become a tradition for many families.” Rose Gobeil was also involved with the Christmas dinner during the early days. She recalled that it began just for the Boundary Lodge. “It was for people who had partners at Boundary Lodge but didn’t have anywhere to go,” she said. “It just took off after that.” Gobeil got involved in the second year and was a volunteer for 25 years. Parade a reminder

It’s beginning to look a lot like Christmas around here. Sure, the snow has mostly disappeared but that hasn’t dampened the spirits of young and old alike. The holiday season officially kicked off Friday with the “Smokin’ Hot” Santa Parade through downtown Grand Forks. It was a great event, which saw the streets lined with people who watched a number of floats and processions go by. After the parade, people packed into Gyro Park and huddled around the fire barrels, which were appropriately overseen by Grand Forks Fire/Rescue, and sipped hot chocolate. Santa Claus then lighted up the city’s Christmas tree with help from some of the council members. Winning first prize in the float competition was, again fittingly, the local fire department, which featured a large well-decorate semi-trailer truck pulling a flat bed with some of the Bruins’ hockey players on board. The flat bed even had a smoke machine on it. Although it’s hard to envision the very real smoke and fires from the summer when it’s cold and wet, the parade reminded residents of the great work of the firefighters in keeping us safe and sound during a stressful time.

Reckonings DELLA MALLETTE By foot messenger and canoes, rail and truck, plane and ship—no matter how we get it, the mail has been an integral part of our lives, both personal and professional. That’s changing. I stop by my rural mailbox on my way home, and many days there’s not even a flyer. At the office, we have a certain cloth bag dubbed “The Mail Bag” (we’re so original here) but nowadays the only reason to take it is to keep the rain or snow off the few pieces of mail we find in our now-cavernous box. We get less mail in a week than we used to in a day. Keeping up with an email inbox is a whole nother matter. I found a five-step plan for conquering your Gmail inbox on the Collegeinfogeek.com website, created by a fellow named Thomas Frank. He proclaims,

“College Info Geek is a resource that will help you upgrade your college expeirence.” Well, Thomas, thank you but you don’t to be a college student: these tips generally work for whatever email you have and and for home or office. But sure, if I go back to college, I won’t forget them. Step one, he says, is to archive or delete anything that doesn’t require action. Two, if your email program allows you to label (not so great on a Mac), label every email that you keep. Three, create filters to deal with unwanted messages. Four, enable the “Mark as Read” feature for emails you want to keep but don’t want to read yet. If you’re like me, seeing that blue dot indicating an unread email plays havoc with my OCD. Five, think from the reader’s perspective when you yourself are writing an email. MY number-one rule is deal with everything in your inbox: delete it, move it, archive it—but if there’s an email in your inbox, it means you haven’t dealt with

it. I know people who have thousands and thousands of emails in their inbox; often the blue dot disappears and they didn’t realize they didn’t read a message after all; or they simply lose emails in the chaos. It’s so easy to fall into that chaos; thank goodness I have a bit (okay, a lot) of OCD when it comes to my email and work space at the office. If only that extended to my home! ~~~

Seriously, though, more volunteers are needed or area residents will be faced with skyrocketing fire insurance rates. Thank you for your help Editor, The Gazette: I was in a car wreck on the Crowsnest near Eholt Summit on a recent Monday afternoon. I’d like to thank all the people who stopped to check if they could help, and to all those who called first responders when they gained cell reception. I also want to thank all the first responders—RCMP, paramedics, Mid-Nytes Towing, and the fire department—for showing up and helping out.

It was an overwhelming experience, and I really appreciated the kindness shown to me by complete strangers. I’d never been to the Kootenays before, and it was great to experience such hospitality. Editor, The Gazette: With the unusual gap since my last letter, this lifetime Gazette fan has a bit of a list, a mix of “onions orchids” if you will. Firstly, about that dangerous intersection at Spraggett and Highway 3: with multiple lanes plus pedestrian crossings converging in less than optimum visibility, and numerous collisions over the years, isn’t it time for a traffic light? Secondly (with my kids now older than the new prime minister, no wonder I’m out of touch), it’s escaped my notice that GFSS (my venerable Alma Mater, no less!) seems to have traded its library for a work-out gym! Kids need all the exercise they can get, but it shouldn’t be a trade off. Studies show there’s no substitute for reading, especially at a younger age, for developing essential mental faculties and the creative potential of the brain. Yes, there’s a lot of info on the Net, but not the kind of in-depth treatment you get in a book, and nobody will ever convince me that an e-reader can equal reading with the sensual texture of the book in your own hands! Luckily, we have some local back-up options, an excellent public library and bookshops. Sandy Einarson has a particularly enticing stock of new and gently read books, for all ages, at the Pedaller’s Place (in their old Contact Photo building on Market Avenue), where you’ll also be amazed at the

nifty “folding bike” that’s sold (worldwide!) by Sandy’s husband Bill Wilby. More “orchids”: a hearty debt of gratitude to Roy Ronaghan! He entertains and informs on much of local interest, and is a strong, consistent voice of conscience when it comes to major topics of the day, notably our environment. We tend to deny and detract about difficult challenges in society, but those who face up to the realities are the true heroes of our time. Roy continues in the noble tradition of many others in the Boundary; perennial eco-activist Don Pharand comes to mind, as does my former fellow-columnist, Norm Reynolds, now ex-resident... Re: ex-residents, my wife and I were deeply touched by Leslie Davidson’s letter (Aug. 19, 2015 Gazette—and kudos to your staff for the featured placement!). Leslie and husband Lincoln Ford epitomize what makes our community great and all those who’ve known them over the years will miss them and wish them well. As some move on, others come in— Spencer Tracy (what a great name!) voiced what many others feel in regard to the need for less sniping and more harmony in dealing with serious issues (Sept. 23, 2015 Gazette). And, finally, when is Milton Orris going to resume his delightful autobiographical forays into local nostalgia? Jim Popoff, Grand Forks

It’s hard to believe the Earth is warming When the temperature drops to double digit below zero readings and I’m having difficulty keeping warm on my daily walks, it’s hard to believe that Earth is warming at an alarming rate. It’s even harder to believe that the hottest five-year period on record is 2011-2015. With a month left in the collection process, the data shows clearly that exceptionally high temperatures have been achieved. The information on warming can be found on the World Meteorological Organization (WMO) website and on Resilience. org. The reasons given by the WMO for the inRousing crease in temperature are “a combination of the Rabble rising greenhouse gases and a boost from the strong El Nino underway in the Pacific.” ROY RONAGHAN The WMO announcement coincides with the 21st Conference of the Parties (COP21) that began in Paris on Nov. 30 with the aim of negotiating a deal to reduce global emissions that 196 world countries can agree to. Of note is that 20 other conferences failed to achieve the same goal. The Kyoto Protocol was successful in some respects. Canada signed it in 1998, ratified it in 2002, but did not meet its targets. In late 2011 Canada withdrew, the first country to do so. Dr. Ed Hawkins from the University of Reading in England thinks the complete data for 2015 will show that Earth’s temperature has passed 1º C. Hawkins is reported to have stated, “Roughly 1º C of this warming, or around 95 per cent, is due to human activity. Natural cycles in the climate system, including El Nino, solar activity and natural variations in weather, are likely to be responsible for the remainder of the warming.” What are the global impacts of the temperature increase? There are several: • Ocean heat content in the top 700-2,000 metres reached record high levels in the first nine months of 2015. • Global average sea level in the first half of the year was the highest since the start of satellite records in 1993. • During the period January to October 2015, most places on land were warmer on average. • Heat waves affected Europe, North America and the Middle East in the spring and summer 2015. • Many places around the globe experienced unusual rainfall patterns. Michael Jarraud, Secretary General of the WMO, stated in a press release on Nov. 25, “The state of the global climate in 2015 will make history as for a number of reasons…2015 is likely to be the hottest on record, with ocean surface temperatures at the highest level since measurements began. It is probable that the 1º C threshold will be crossed…this is all bad news for the planet.” Jarraud had the following message for the negotiators at COP21 as they gathered in Paris: “Greenhouse gas emissions, which are causing climate change, can be controlled. We have the knowledge and the tools to act. We have a choice. Future generations will not.” 2015 will be seen as an exceptional year, says David Reay, professor of Carbon Management at the University of Edinburgh. “Climate records have been broken with such frequency in recent years that it is easy to overlook what a significant year 2015 has been. The history books will tell its tale of threshold-busting carbon dioxide levels and extreme temperatures. Whether the final chapter for 2015 will include a more positive footnote is now all down to Paris.” At the end of the hottest year on record I can grumble about how cold it has been and scoff at the facts that tell me that Earth is warming. However, I must accept that the summer of 2015 in Boundary Country was a sample of what’s to come and there will no return to former climate patterns. I know that we entered a new era decades ago that may or may not be to my liking but I have had a part in its making and I now have no choice but to adapt and that will be a challenge.

‘Middle class’ term overused Editor, The Gazette: The term “middle class” is being overused by the government and the media. I find this offensive because it smacks of privilege, and a

throwback to aristocracy and all of that associated class structure. Canada supposedly is a classless society. When did “class” become a synonym for “income”? One

Saying goodbye to good men Editor, The Gazette: We lost two good men recently. Bill Bennett, former premier of British Columbia and Bob McClelland, former minister in Bill Bennett’s cabinet, passed away recently. I had the honour and privilege to serve with these men from 1975 to 1986. Prior to the 1975 election, I only knew Bill Bennett as the son of W.A.C. Bennett, premier of B.C. 1952 – 1972, and that he was from Kelowna 40 miles up the road from where I lived in Penticton. During the ’75 election campaign and the years that followed, I recognized the strength and commitment of the man. Bill wanted the best for British Columbia and its people. We went through good times and bad but always with Bill’s

steady hand of leadership. The economic downturn in ’79 and early ‘80s, the “restraint program” to control government spending, and the threat of a general strike—Bill handled them all with the commitment to make things better for the people. The result was we came out of those tough times and accomplished a great deal. Projects such as B.C. Place, SkyTrain, the Coquihalla Highway, and finally Expo 86, an event that presented British Columbia to the world. Bill wasn’t looking for accolades, he just wanted to get the job done. As a matter of fact, Bill announced his retirement during Expo 86, satisfied it would a success. Bob McClelland was a cabinet colleague and a good friend. He held four portfolios during his term, including

health, energy and labour. The people of B.C. were well served by Bob McClelland. I was privileged to sit at the cabinet table with these two men. Looking back, I consider them as my friends and mentors who provided me with insight and wisdom to be successful in my career after politics. For that I’m truly grateful. Someone once said: “We are like actors on a stage: we enter, we enjoy the spotlight, we perform and then we exit, to be remembered or forgotten by the quality of our performance.” Bill Bennett and Bob McClelland will be remembered.” James J. Stephanie Heriot, daughter of Dale and Lynn Heriot of Grand Forks, B.C., and Graham Shepherd, son of Mark and Jacky Shepherd of Black Diamond, Alberta, were joined together in marriage on July 11, 2015. The ceremony was held at the home of the bride’s parents, with Pastor Ben Jepsen officiating. Stephanie was attended by Shannon Morgan as Maid of Honour with Courteney Heriot (sister), Haley Sofonoff and Kendra Chisholm as bridesmaids. The Best Man was Chad Morgan. Groomsmen were Mark Turco, Beau Nychka and Tom Bartlett. Wrangler was the Ring Bearer. Family and friends travelled from Alberta and Vancouver Island (and many spots in between) to help celebrate. Among the many honoured guests were Margaret Heriot (Stephanie’s Grandmother) of Grand Forks and Graham’s Grandmother’s Sandra Hayes of Lethbridge and Val Jessop of Carthorpe, England. The regular meeting of Grand Forks City Council on Nov. 30 was a busy one. There were three presentations to very deserving individuals (Neil Krog for placing third in the Canadian Cooking Championships, John Billwiller for 35 years of service with the fire department, and Sasha Bird for her work at the city as manager of development and engineering) and several issues were covered including supporting a water conservation and drought response plan, and the rescinding of the third reading of the water regulation bylaw amendment.

Deer collars In her councillor’s report, which she read aloud, Chris Hammett said she spoke with biologist Craig MacLean on Nov. 10 about the removal of the deer collars. “MacLean confirmed that the cost would be more per deer than what we would receive back from the province, and that it would be too dangerous for both the deer and the community to tranquilize unnecessarily for fear that stunned deer could pose a threat to humans and vehicles,” reported Hammett. “He also confirmed that the collars are designed to fall off around the two year mark.”

The city will be involved with a local group which is developing a water conservation and drought response plan for the region. At the regular council meeting Nov. 30, council voted unanimously to support the Kettle River Watershed Water Supply Working Group in developing a collaborative Water Conservation and Drought Response Plan. Council also agreed to participate in the Water Supply Working Group and directed staff to provide assistance, information and data, as appropriate, to support the initiative. Graham Watt, project coordinator for the Kettle River Watershed Plan, was at the meeting although he didn’t speak to council. He later told the Gazette that he was pleased to get the support of council for the plan. “It’s a really exciting project—nothing like that has ever happened here before,” said Watt. “They have one in the Okanagan but out here there’s nothing like that. The water suppliers met two weeks ago (Nov. 19) to discuss the concept. There was a general agreement and support for developing the concept further with their boards. The decisions would need to be made by the boards.” The background information for the vote stated that with a warmer and significantly drier winter and spring last year, much of Southeast B.C. faced drought conditions in the summer. The province sent a letter requesting participation in vol-

untary water usage reductions. The city enacted Stage 2 water restrictions and ran a yellow flag awareness program, which was approved by city council at the July 20 meeting. The summer of 2015 also brought low water advisories and fishing closures to our rivers. The Water Supply Working Group is an implementation group under the auspices of the Kettle River Watershed Advisory Group and RDKB. The group is to support implementation of actions related to water supply (including storage/source water protection, distribution, treatment and wastewater management). The group includes technical and elected official representation (11) from agencies and groups with the resources and capacity to support implementation of priority projects in this area: local government (3); small water supply (2); large water supply (2); Interior Health Authority (2); provincial government (1); and agriculture/nursery (1). “We first met in August with the water suppliers to look at the drought situation and understand the fisheries closures and low advisories, etc.,” said Watt. “We then met on Nov. 19 about what could be involved in this Water Conservation and Drought Response Plan. For 2015 funding for the garden, the City of Grand Forks (along with the RDKB) donated the land as well as an estimated $13,000 in kind for the installation of fencing and infrastructure and other support. It’s super-exciting. We knew coming into 2015 early on that there could be a drought and there wasn’t any kind of formal organization in place to develop a response to it. So everyone just did their own thing and sometimes that doesn’t lead to the best results.” Watt said that some groups had virtually no drought response plan, while others did a lot. “So we want to get everyone on the same page—that’s really what it’s about,” he said. “If we act proactively we can avoid situations where ecosystems are at risk; where people lose their water supply. There were some farmers in the valley whose wells went dry this summer. That’s a big deal.” Watt said that a good water conservation plan could have lighter water restrictions earlier which could end up staving off more severe water restrictions through the drought. He said the government’s water restrictions tend to be overly reactive and are only enacted when you have several problems like fish kills and severe low flows. “For me, a water conservation and drought response plan would actually be proactive and would move into water conservation earlier in the summer.”

Although the contingency was included in the financial plan, it was agreed that staff would come back to council before spending any. In 2014, $15,000 of the contingency was approved for the City Hall lighting upgrade. In 2015, $10,000 was approved to cover extra furniture not covered by insurance. Items not covered by insurance added up to a total of $47,377. The largest items are: City Hall lighting upgrade $13,160; Original furniture order $13,767; and $6,661 for wages for set-up of temporary location. As soon as the claim is complete, council will receive an updated report. Support for B.C. Pain Society

Council approved sending a letter of support for the B.C. Pain Society, which sponsors and funds the CannaFest music event in Grand Forks. The B.C. Pain Society office is in jeopardy of being closed by new City of

Vancouver bylaws. If the office is forced to close, owner Chuck Varabioff would likely not be able to have a five-year CannaFest plan in Grand Forks due to the potential financial impact if the office was forced to close. Water regulations bylaw

Council rescinded the third reading of the Water Regulations Bylaw (No. 1973-A1) and directed staff to amend the bylaw to allow for new timelines to complete the Universal Water Metering Program by July 31, 2016. Currently, city staff are working on completing the project with both pit meter and inside meter installations. Under the current bylaw No. 1973, the timelines do not allow for residents who have already signed up for their water meter installation to be installed without being billed. In order to extend the deadline for water meter installation, council needed to rescind the third reading of bylaw No. 1973, which was given at the Aug. 17 regular council meeting.

Winter is Here!

The winter season is now upon us, the City of Grand Forks is asking residents to do their part in helping city crews make the snow removal process more efficient. You can help by ensuring that all Vehicles, RV’s, Boats and trailers are stored on your property and not on the side of the road; this keeps the boulevards clear providing easy access for snow removal equipment. As a reminder, under the City’s Traffic Regulations Bylaw No. 1956, any vehicles, boats, trailers, RV’s or recreational vehicles that do not have a current valid licence should be stored on the owner’s property or at a storage facility. The City of Grand Forks would like to thank you in advance for helping keep the snow removal process simple and safe.

The public works crew will follow Council’s policy on snow removal priorities. After normal work hours, weekends and statutory holidays the crews will clear Priority #1 streets once there has been two inches or more of accumulation. If there is an accumulation of 4” or more additional crews will be sent out for sidewalk, and airport snow removal. During normal working hours you may see priority #1, 2 and or 3 being cleared of snow at the same time, which is due to man power and equipment available. Please note that the City piles snow in some cul-de-sacs until they can be removed. For your children’s safety, please instruct your children NOT play on these banks or make tunnels in them.

Downtown snow removal can be complex and

will be cleared taking into consideration the amount of snow, temperature, time of day, day of week etc. The downtown core will be cleared when deemed necessary by the Manager of Operations. The removal of snow will be completed at night between the hours of 9pm and 6am to reduce the impact on local businesses during the day. To ensure the roads are cleared properly please avoid parking vehicles in the downtown core during these hours. Snow piles will be placed in strategic locations to facilitate the clearing of the downtown alleys and storm drains free of snow. These may remain in place for up to 5 days after being piled depending on the weather and special circumstances.

FAQs

Thank you for your feedback regarding snow removal in the community. Below are commonly asked questions we receive after a heavy snowfall.

Why does the snow plow leave a windrow in my driveway?

Plow operator must plow snow to the curb or right hand side of the road, and has limited control over the amount and direction that comes off the blade. The plow blade is at a set position, and does not have the ability to swivel around driveways and crown of the road. When clearing your driveway, try to pile the snow on the right side (standing in your driveway and lookingt towards the street). This can help reduce the amount of snow that is pushed onto your driveway when a snow plow passes.

Can the snow plow operator lift the blade at every driveway?

In order for our snow plow operators to provide the most efficient and cost-effective snow removal, continuous movement is required. With hundreds of driveways in the City, it is not practical or cost efficient for plow operators to lift their blades at every driveway. Since our main goal is to safely open roads as soon as possible, lifting the blade at each driveway would slow down the snow removal operation significantly and would leave snow in the road that may in turn be a hazard to motorists.

Can the snow plow trucks plow all the snow to the other side of the street where there are no sidewalks or driveways?

The snow plows are designed to plow snow to the right hand side of the road. In order to plow all the snow to one side, the equipment would have to drive on the wrong side of the road creating an unsafe traffic situation and this would take more time which means the streets not serviced yet would have to wait longer. It is not an effective cost method based on the current level of service the City of Grand Forks provides.

Can I place the snow from my driveway or parking area onto the traveled portion of the street? Residents are encouraged to avoid pushing or blowing snow from their sidewalk or driveway into the street because it is potentially creating a dangerous situation for motorists. By placing the snow back onto the roadway after a plow truck has gone by creates issues for our snow removal crews. The plow will need to make an additional run down your street to clean it up which increases City’s costs with additional staff time, fuel and equipment wear and tear, not to mention delays in getting to other areas of the City that also need to be plowed.

When will our street be plowed?

After a snowfall the streets are prioritized based on our snow removal policy No. 1103 and 1104, which outline

the priority areas. Within the standard, the Priority 1 streets include such streets as main arteries, bus routes, hill areas and streets leading to schools and public buildings, and emergency services; once Priority 1 is complete, then the City will clear Priority 2 and Priority 3 streets. In such circumstances, some residential streets may not see a plow for an extended period. These situations are the exception and we ask for your patience. Can the City’s snow plow operator plow my driveway? The City of Grand Forks does not perform work on private property. Clearing snow is the responsibility of the City Public Works department and the community; help keep the community safe this winter! Here’s how you can help: • The City will ensure that all roads are passable as soon as possible. This is our number one priority. • Park your vehicles in your driveway as opposed to the street. • Stay back a safe distance from the rear of a plow truck so the driver can see you. • Please avoid passing or driving beside plow trucks. • Please avoid placing snow from your driveway back into the street. Less snow will be pushed into your driveway by passing plow trucks. • If you can, help your neighbour with snow removal.

Truly a Christmas for carollers It was very close to a full house on Sunday afternoon for the Grand Forks Choral Society’s Carollers’ Christmas performance at GFSS. The choral society sang many Christmas classics such as I’ll Be Home for Christmas (pictured), Winter Wonderland and We Three Kings under the direction of Kirsten Nicolson (far right). The choir also performed several songs with the GFCS Junior Choir including Jingle Bells and The Little Drummer Boy. The Junior Choir also performed several classic tunes themselves including Here Comes Santa Claus and Sleigh Ride. The choirs also performed Saturday evening.

The Grand Forks Government Liquor Store has donated 60 bears to three different organizations: Boundary Women’s Transition House; Boundary Family and Individual Services Society; and the Community Christmas Hamper Program. The bears were part of the Share A Bear program in which customers buy a pair of bears at the store and get to keep one, while the other goes to one of the groups. Discover Border Country Realty is now in its 19th year of the Coats for Kids program that collects new or slightly used winter coats for those in need during the winter months. Sharon Marshall, the owner of Discover Border Country Realty and the organizer of Coats for Kids in Grand Forks, spoke about the initiative and her involvement, saying, “My involvement began because I thought it was a great community idea to collect coats and give them away at Christmas time. The reason for the project is that everyone should have a warm coat in the winter, so all the coats and winter clothing that we collect are given away

absolutely free of charge.” The program has been very successful during its first 18 years in Grand Forks, and the 19th year looks to be one of the most successful yet, as Marshall and her staff collected almost two rooms full of winter clothing. Despite the name, Coats for Kids collects all types of winter clothing including mittens, boots and scarves, and provides winter clothing to children and needy adults. The coats and other winter items were delivered to the Grand Forks Christian Centre on Monday, Dec. 7, but Marshall discussed how they collect coats all year round, and not just at Christmas time, stating, “It works well with our business as real estate people

because when people move out of town, they’ll often have coats they no longer need, that they bring to us.” Additionally, Marshall acknowledged the other community organizations that contribute to the program. “The ladies at the Hospital Auxiliary Thrift Shop have been fantastic. They donate a lot of winter coats to us and we greatly appreciate their help and work. The Christian Centre has also been great; we’re very grateful that we’ve been able to work with them all these years.” Coats and other winter items can be picked up from the Christian Centre, at 7525 Fourth Street, located behind Overwaitea Foods, on Tuesday and Wednesday, Dec. 8 and 9, from 10 a.m. until 2 p.m.

Artists from the Boundary as well as throughout B.C. who are enrolled in the gallery 2 Art Rental and Sales Program are being showcased in the Richard and Beverley Reid gallery. This amazing exhibit has more than 116 pieces on display in one room “salon style” and will be on display now until Dec. 24. “This floor to ceiling exhibition is stunning and worth coming to see,” said program manager Dawsha Hunt. In the early ‘90s, gallery volunteer Nancy Dale and local artist Colette Nielsen began the Art Rental/Sales Program as a means to raise awareness of the arts and the newly-formed gallery within the community.

Help tell the story of Selkirk’s 50 years A commemorative book tracing the history of the Selkirk College is being produced as a component of the year-long 50th celebration. This is just one of many events and projects that will chronicle the college’s 50 years in the region starting in 2016. To help tell the story, the college is collecting photographs, mementos and personal recollections that will help illustrate this vibrant history of learning. In the beginning, there were approximately 50 pieces to choose from with 15 artists being represented. Today, one can choose from close to 175 pieces of art in varying mediums—watercolours, acrylics, fabric and fibre art, wood carvings, etc. Nearly 60 artists currently have their work in the program today. The Art Rental/Sales Program provides a space for many artists who have a large inventory of art; however, the options for getting their work seen is limited so the program exposes the art of both established and emerging artists to the greater community. In any given month there are approximately 50 pieces rented and displayed in private homes, businesses and public spaces. As well, many individuals are interested in having original artwork in their home but don’t know where to start—this program is very affordable, and there’s no obligation to continue past the threemonth rental period. However, many are then “hooked” and will continue renting on a regular basis bringing a variety of original artwork mediums home to “test drive.” In many cases, it can be the beginning of an individual’s personal art collection. So please come by and admire the artwork of your Boundary artists and beyond. Learn how one can obtain a piece on a rental basis or take an original home you can buy. Staff at Phoenix Ski Hill are all set for the season to begin; they’re just waiting on a few more snowy days to open the hill. “We’re excited,” said Chris Nason, area manager for Phoenix Ski Hill. “We’re entering into the ski season well prepared for the year. We managed to salvage some of our assets from our disastrous year last year where we had to close down on Feb. 8.” Nason said the hill is looking at a few more days of snow before they can open. He said the potential opening day for Phoenix is Dec. 18, snow permitting, of course. “Right now, barring a few more dumps, we’re a little shy of the amount of snow I would like to have. If we get lucky and get a few more dumps of snow we’ll be fine. Right now, it’s quite marginal for our opening on Dec. 18.” Nason said staff has been busy training and getting the all-mountain ski pro-

grams and other programs ready to go. “We’re setting the groundwork for what we hope will be a great season at Phoenix,” he said. “We have a great hill here. It’s a small, local, family-oriented ski hill. We’re very cheap; It’s under $40 a day and that’s full price for an adult. Prices go down for youth and children and discounts. We may not be the cheapest ski hill in B.C. but I’d say we’re in the running.” Another great benefit to Phoenix is the almost nonexistant lift lines. “We only offer 800 feet (243 metres) worth of vertical but we offer basically zero lift lines and the ability to match the skiing volume of a bigger mountain on a per-person basis. It’s just that you’ll have to do more runs.” Mason says Phoenix has one of the fastest T-bar lifts in B.C. with a two-minute run for over a kilometre worth of span. “It’s a very fast mountain,” he said. “You can definitely wear your legs out. We try and offer the best possible skiing conditions in the area every day that

we possibly can.” The mountain also offers full rentals, ski lessons, programs, a licenced bar, and a cafeteria. Phoenix Ski Hill is a non-profit society ran by the Phoenix Mountain Alpine Ski Society. “Every person who buys a season pass has a part ownership in our mountain,” said Nason. “Those who apply for membership in our society get hands-on ability to make decisions for the hill. We’re owned by our passholders.” Nason is confident that the hill will bounce back from last year’s difficult season that saw the mountain shut down before the Family Day weekend due to the lack of snow. “Financially, the effect won’t be felt until the end of this year,” said Nason. “We didn’t refund any season passes, what we did was offer significant discounts on all passes this year to the point where our full price adult passholders from last year get their passes this year for under $200. Because of that we saw a fantastic

resurgence of people. The people that bought season passes last year essentially all bought passes this year and we want to thank them very much for that support even after the confidence-damaging season we had last year.” Nason said because of that influx of money and the savings of shutting down early, the ski hill is in good shape financially and should be fine for the year. This year, for the first time, Phoenix Mountain will be operating the Nancy Green Ski Program in the area. “That runs every Friday and Saturday in January,” said Nason. “It’s a great experience for our younger skiiers. On the Saturday they get a mornings worth of ski race training and in the afternoons they get a program for all-mountain skiing.” He said the youngsters in the program have the option of attending Nancy Green races in nearby ski hills if they wish. Dennine Smith Dennine Smith passed away on Saturday, November 21, 2015 in Grand Forks, B.C. surrounded by her family and friends, after a long battle with cancer. She was born Dennine Perry, in Burnaby B.C. in 1971 to her parents Helen and Phil Perry. The family moved back to Grand Forks a few years later, where Dennine attended school and graduated from Grand Forks Secondary School in June 1989. She married the love of her life, Bob Smith in June 1992 after which the couple moved to Kelowna, B.C. where Dennine earned a degree in Early Childhood Education and began her career at a local daycare. In 1995, she gave birth to the couple’s first child Jessica and shortly after that the family moved back to Grand Forks. Dennine then begun work at Little People’s Centre and in 1990 gave birth to their second child Justin. Dennine then began working at local elementary and high schools throughout the Boundary, where she touched the lives of so many. She saw the children she worked with as her own, and treated her co-workers like family. Dennine leaves behind her parents, Helen and Phil Perry, her younger brother Duane Perry, her husband, Bob Smith, and her children Jessica and Justin, along with a numerous aunts, uncles and cousins. Her service was held Friday, November 27, 2015 at the Gospel Chapel in Grand Forks and was laid to rest in Evergreen Cemetery. Funeral arrangements had been entrusted to the Baker Family of Grand Forks Funeral Home gffh@shaw.ca.
