Police seek man after woman approached at UVic Christine van Reeuwyk Oak Bay News

Oak Bay Police hope to identify a man after an incident at the University of Victoria last weekend.

They’re investigating after being called to Ring Road on Sept. 20 after a young woman was approached by a man who followed her on foot attempting to make conversation.

His actions were suspicious and the woman grew concerned for her safety.

The male then left and got into his van, police were told. The man

returned and offered the woman a ride.

“She did exactly what she should have done, saying she wasn’t interested and calling someone right away,” said Kent Thom, deputy chief, Oak Bay Police.

The woman left the scene then called police.

Oak Bay and Saanich police searched the area thoroughly but were unable to locate the vehicle, described as a dark green, older model Chev Astro-type van.

The man was described as 30 to 34 years-old with short, curly dark hair, facial stubble, dark hoody with tan

shirt and dark pants. While they’re uncertain of his motives, police hope to identify the man, and ask that anyone with information call Oak Bay Police 250-592-2424 or Crime Stoppers 1-800-222-TIPS (8477).

“There are some things that look unusual in this situation,” Thom said.

“Because this is a one-off and there wasn’t anything super unusual about it, we don’t think there’s any cause for concern or public safety issues.”

Oak Bay High bottle drive supports Cops for Cancer Student bottle drive raises money for children with cancer Christine van Reeuwyk Oak Bay News

Oak Bay high students will be scrounging for empties this weekend but it’s all for a good cause.

The collection is a bid to raise big funds for kids with cancer.

Funds from the Cops for Cancer (dubbed C4C by the school) event go toward research for pediatric cancers and to support children and families living with cancer to attend Camp Goodtimes where they can just be kids.

Isabella Lee, one of the bottle drive organizers, says the campaign hits home for her, losing her uncle last year to cancer.

“This is a way to give back and hopefully other families don’t have to go through what my family did,” the Grade 12 student said.

“And we can give these kids a week to be stress free and happy.”

Last weekend the high school C4C team held a family fun fair at Willows, followed by a benefit concert during the week.

Oak Bay High School’s ever-popular, and generally largest fundraiser of the campaign, head shave day was slated for Sept. 24 after the News’ deadline.

The week before that they raised $3,000 with a car was at the new school building on Cadboro Bay Road.

During last year’s campaign students raised $40,215 and the big reveal of this year’s total is slated for the day the Tour de Rock stops in Oak Bay high on Oct. 1.

That day Oak Bay resident and rider Ray Bernoties, Chief Superintendent Island District Commander for Island District RCMP, is expected to shave his head.

The Canadian Cancer Society, Cops for Cancer Tour de Rock team finishes the 1,100-km Island ride in Victoria on Oct. 2.

After a smell of alcohol, the driver was given a roadside screening test.

The driver, with a Class 7 Novice license, was in contravention of the “no alcohol” restrictions and was issued a 12-hour driving suspension.

Loaner car ditched in Victoria A resident called Oak Bay Police on Sept. 14 to report that he lent his car to a person he just met.

However, the suspect didn’t return and the vehicle was later recovered in Victoria.

Rankin lays out Medicare plan NDP Health Critic Murray Rankin laid out Tom Mulcair’s plan to include universal prescription drug coverage in Medicare last Friday in Victoria.

Oak Bay preschoolers learn about charity with play Christine van Reeuwyk Oak Bay News

The little ones at Oak Bay Preschool are learning all about being a hero this week – without the cape.

The pint-sized lessons include the story of Terry Fox, leading up to the parent-owned preschool’s Little Fox Run scheduled for Sunday.

“The Little Fox Run, for us, is going to be more about teaching our preschoolers about doing something worthwhile for somebody else, a cause, and learning about the word ‘charity’ through experiencing the event,” said parent Lisette Hay. “They’re learning right now about what charity is and that you can be a hero without being a superhero. You can do something for somebody else and be their hero.”

The Little Fox Run starts at 10 a.m. Sept. 27 and festivities run until noon in the field on the Cadboro Bay Road side of École Willows Elementary School.

Youngsters enjoy throwing loonies in the wishing well; hand stamps for every lap completed; karaoke and music during the run; and a little playtime in the Willows playground alongside traditional, and ever-popular, face-painting. A potluck follows the 20-minute run.

“Everybody is welcome to come. I know there are some parents and students from last year who want to attend,” Hay said. “It was a fun event for everybody last year.”

Participants can fill out a donation card at a registration table and don a sticker of support to show who they are running in honour of, if they choose to pick a family member or friend affected by cancer.

For every lap completed in the ‘Terry Toddle,’ kids receive a fun hand stamp.

“I’m just praying it doesn’t rain but you really can’t do anything about that,” Hay said with a laugh.

The second annual Little Fox Run is Sept. 27.

Show compassion, not political opportunism The debate around how to help Syrian refugees, fleeing a vicious civil war and expanding Islamic State terrorism, has become something of a political football in Canada. It’s to be expected that various parties during the election would make various claims on the best approach.

But this is beyond politics. The publication of the photo that went around the world – that of three-year-old Syrian refugee Alan Kurdi – is ample evidence of that.

Canadians are compassionate people and there is ample precedent for helping those in need. We need only recall when in the 1980s thousands of Vietnamese “boat people” were taken in by this country.

Compassion has to supersede politics in this matter but other questions arise of Canadians wanting to respond.

While dramatic and serious events like the Syrian crisis are few and far between, there is no lack of other events seeking our charitable response.

It’s important to analyze how useful and effective such charitable “trends” are, often spurred on by heart-wrenching photos, and where they go after the outrage dies down and the public moves on to the next hot issue.

We can look beyond the migrant crisis in Europe to any number of countries that would benefit from the aid and compassion of Canadians. And it is right and good that we continue to do what we can.

And for every trendy hashtag and its accompanying global outrage, there are local issues which, perhaps at times lacking the same profile, still need our attention.

The status of refugees, and Canada’s responsibility in assisting them, is deservedly in the spotlight. And local organizations that are doing their part deserve our accolades, especially as most of them were doing the hard work to support refugees for years before it became a trendy issue.

Current residents’ interests must be protected Some members of council have repeatedly stated that Oak Bay’s zoning bylaws are outdated and have indicated there is an urgency to update them.

They say this is to accommodate the host of residential infill developments they have decided the community needs to move into the future.

To set the stage for this council has arbitrarily changed Oak Bay from a single-family to a multi-dwelling community and developed an extensive Residential Infill Strategy Plan ahead of forming a resident Advisory Planning Commission.

Priorities have been set and the new Strategic Plan and municipal budget has been tailored with a view to accomplishing these residential infill developments on our single-family lots.

While this may appeal to some residents unfortunately, it will impact the majority who wish to main-

tain their privacy, trees and green space.

There are also many whose lots simply cannot accommodate a basement or garden suite or laneway house etc., but may be impacted by those who can.

There is also the major issue of how this adversely affects our aging infrastructure and the associated costs.

It is imperative then that any bylaw infill change also includes provisions to protect the interests of existing residents who will be negatively impacted by these developments.

Neighbour protection was not included in the 2007 zoning change that allowed many monster houses to be built on small lots.

Council showed no urgency in correcting this oversight when staff identified it as an inconsistency in the zoning bylaw. The correction has just been implemented however it took four

years to accomplish. Only time will tell if the new zoning changes have significantly protected neighbouring properties.

The reason for additional concern is council has recently recommended approval of a mid-block lot subdivision on Fair Street – allowing four houses to be built on two existing lots.

Many trees were cut and the developer letter to council states that a big garage that abuts the back of the subdivision property will provide his newly built homes with privacy.

However what the developer does not say is these new homes will take away much of the privacy and views of the standard singlefamily homes either side of this new subdivision. There will now be a big house instead of a garden next to them.

What is disturbing about this new subdivision, besides being poorly publicized, is it

sets a precedent and substantially reduces green space and allows many trees to be cut.

Council somehow missed this privacy contradiction – the developer and new homeowner will get more privacy and the neighbours will get much less.

Council did not comment on these siting issues or address the potential for setting a precedent allowing more similar sub-divisions – likely resulting in more demolitions, loss of neighbour privacy, views and trees.

If this is the transparency, public notification and decision-making process we can expect for future decisions on council’s high-priority residential infill strategy – we will follow the path of many other municipalities who are struggling with the negative community impacts these types of developments result in.

The parent advisory council at Monterey Middle School has a solid foundation for fundraising toward an outdoor classroom thanks to a donation from Oak Bay Fire Department.

Through a gala and other fundraising, Oak Bay Fire Fighters Charitable Foundation wrote a cheque for $10,000 toward the PAC project to build an amphitheatre.

“We’re vested in the children of Oak Bay,” said Greg Swan, charitable foundation executive director. “We wanted to kickstart fundraising for an outdoor classroom. … Hopefully the $10,000 can get them started towards fulfilling that vision.”

Trial Island’s ivy population is on a dramatic decline, just the way conservation biologist Matt Fairbarns likes it.

The project co-ordinator for the island off Oak Bay picked it up more than a decade ago, slowly removing invasive species.

“So far we have achieved probably the most surprising thing, we’ve managed to take out all the big Scotch broom and now all we have is the little Scotch broom,” he said. “That’s quite an achievement. … Now we’re clearing out large patches of ivy, likely brought in by seed in the guts of birds.”

The island features 99 per cent of the global population of Victoria’s Owl-clover as well as the “globally rare and attractive wildflower” golden paintbrush.

“We seem to have this little nexus of evolution in the Gulf Islands and Puget Sound. … We have a lot of species found in that region and nowhere else in the world.”

Fairbarns is the volunteer warden for Trial Island, which has a huge ecological reserve and boasts a federally designated heritage lighthouse.

“I keep an eye on the rare species and that kind of thing on a volunteer basis … as long as I’m alive and kicking I’ll probably keep working on this,” he said. “The long-term aim is to wipe all of the ivy off Trial Island. Once we wipe something out, it’s very easy to stay on top of it. We’re just working our way across Trial Island restoring it piece by piece.”

Green Team, which celebrated its first anniversary Aug. 18, for a major pulling party earlier this month.

Among the various environmental activities around the region over its inaugural year the team has built fences to protect plants on Discovery Island and pulled invasive species in Uplands Park.

Gwen Sjogren launches her latest book, O Canada Crosswords Book 16, in the midst of like-minded Oak Bay residents.

She’s combined her launch at the local library on Oct. 1 with a favourite function in her hometown of Calgary – a crossword workshop.

“I am very much looking forward to putting on this workshop which I have done many times. It focusses on crossword solving tips and tricks and little things to help,” said Sjogren, a longtime puzzle maker. “No matter what somebody’s solving level is, they come away with something that will help them with their future problemGwen Sjogren is at the Oak Bay branch of the Greater solving endeavours.”

Sjogren is one of Canada’s top crossword designers. Applying her passion for words as well as six other books. and humour, Sjogren injects fun, laughter and “I talk about some of the history of crosswords learning into every puzzle. “I figure with 100 puzzles in a book I hope solvers are willing to give me a little rope and if I hang myself I hang myself. But in 100 puzzles there’s some scope to play and try a few different things,” Sjogren said with a laugh.

Frankfurt predicts electrifying future FRANKFURT, Germany – The Frankfurt international auto show covers an area roughly the same size as a small European country.

At least my feet figured that to be true after covering most of the premier Euro show’s 23 hectares. By the end of the day, the hybrid-powered shuttles that I had poohpoohed earlier in the day as transport for the lazy looked a mighty attractive method of returning to the main gate.

The show is a feast for the automotive senses with every segment represented, from tiny micro cars to oversized, grossly modified and, frankly, oddified BMW X5s.

Ten years ago, the big Euro shows were just an opportunity to gaze longingly at makes and models we would never get to drive back home. Now it’s a global marketplace and manufacturers are competing with world cars modified only slightly for each country.

Particularly interesting this year is the Audi bombardment of alternative energy fuelled cars. Significant because the German manufacturer has never been one to rush into following the latest fad or fashion.

Its unveiling of its e-tron Quattro electric concept means it’s come up with solid,

performance oriented machines that will not disappoint.

The debut offers a foretaste of a production car set for the model year 2018. A single charge will haul a car load for up to 500 kilometres, courtesy of the all-wheel quattro drive, which features a front-mounted and two rear-mounted motors.

Artists sought for studio tour Fall arts tour approaching fast Oak Bay is on the lookout for new and returning artists for the fall rendition of its twice-yearly studio tours.

Many of Oak Bay’s established and emerging artists open homes and studios as backdrops to display the products of their creativity in a variety of original watercolour, acrylic, oil, fibre, photographic, woodcut, glass and pottery creations.

“We have heard from many of the previous participants who are looking forward to this juried fall event

again, but we always want to find new studios in Oak Bay,” said Mary Kucera, Oak Bay Recreation marketing.

“The studio tour is a great way to showcase the many talented artists in Oak Bay’s neighbourhood.”

The juried tour, produced by Recreation Oak Bay, takes place Nov. 14 and 15, from noon to 4:30 p.m. each day.

“The 2015 FIFA Women’s World Cup showed young girls and women in this province that there are many opportunities for them in athletics and behind the scenes,” said Peter Fassbender, Minister

of Community, Sport and Cultural Development, in a news release. “These legacy workshops put together by ViaSport and the Province of B.C. will allow them to discover coaching, officiating or volunteering with a soccer club in their area and help grow the sport as role models for the next generation.“ The UVic workshop is one of five events across B.C., set to inspire girls and women to become involved in the sport as a coach, official or volunteer.
