The City of Greenwood is working with the Greenwood Senior Citizens Branch 99 to help prevent another flood similar to the two recent incidents at the drop-in centre that cost the group over $1,200.

Both recent hailstorms caused extensive flooding to the building that houses the organization and its thrift shop, and the city has responded by providing gravel and concrete barriers designed to stem the flow of runoff after a major storm.

“We have formed an excellent relationship with public works superintendent Randy Smith,” said the seniors’ spokesperson Les Goddard. “His response to our disaster was swift and effective, and we hope together we can prevent this from ever happening again.”

Goddard has applied for a New Horizons grant to cover the replacement of doors and carpeting, though the centre is endeavouring to keep the Senior Citizens’ Thrift Shop open to generate much needed income while the clean-up continues.

Ruling embraced The recent ruling by the U.S. Supreme Court legalizing same-sex marriage across the United States was met largely positively throughout the nation, though certainly had its share of dissenters, both in the general population as well as within the court itself.

In praise of the decision, President Barack Obama called it “justice that arrives like a thunderbolt.”

Four of the court’s justices weren’t cheering. The dissenters accused their colleagues of usurping power that belongs to the states and to voters, and shortcircuiting a national debate about same-sex marriage.

“This court is not a legislature. Whether same-sex marriage is a good idea should be of no concern to us,” Chief Justice John Roberts wrote in dissent.

Roberts read a summary of his dissent from the bench, the first time he has done so in nearly 10 years as chief justice. “If you are among the many Americans—of whatever sexual orientation—who favour expanding same-sex marriage, by all means celebrate today’s decision,” Roberts said. “But do not celebrate the Constitution. It had nothing to do with it.”

The ruling presents Republican presidential hopefuls with a delicate challenge on their hands as they begin campaigning for the GOP nomination, and then for the presidency in 2016. With nearly 65 per cent of Americans agreeing that gay marriage should be a constitutional right, candidates will seemingly need to either bury the subject in their platforms, or risk losing valuable support.

Voicing their personal beliefs on the matter, be they pro or con, will undoubtedly prove controversial and possibly damaging to their political aspirations. It should prove an interesting campaign.

Here in Canada, the court ruling appears to have been emphatically embraced, with many Canadians agreeing that it was encouraging to see our neighbours to the south take a step toward a more liberal social stance.

Mayor, council to be commended Editor, The Times: I know that I am not alone when I commend our mayor and council for taking on a tough job and doing their utmost to run our city effectively and efficiently.

It was only a few short months ago that the citizens of Greenwood went to the polls to elect a mayor and council. It is everyone’s civic duty to vote and once the votes are counted the hard work begins. Whether your choices for mayor

and council were successful or not, now is the time for everyone to give those elected our support and move forward.

It becomes hard to move forward when every move, decision and statement is being scrutinized and criticized, and not always in a constructive manner. Our council members spend countless hours in meetings bringing our voices to the table. They spend time away from their family and friends to represent our community.

They are called day and night with concerns and complaints to which they try their best to rectify or at least make

“better.” They do their best to make informed decisions and try to do what is right.

To our mayor and council—hold your heads high! I’m fairly sure you don’t do it for the ever so small stipend you receive, but for the love of Greenwood and the well-being of all citizens within the community. All of you are to be commended in the biggest way possible. Your dedication does not go unnoticed nor is it unappreciated.

Pool ready to open Monday

The much-anticipated opening of the Greenwood pool will take place at 12 p.m. on Monday, July 13, about two weeks later than normal.

The pool will be open from noon to 7 p.m. six days week, and closed on Sundays. Normally open seven days per week, starting right after the end of the school year, the pool has been un-

able to begin the season due to a lack of qualified staff, specifically certified lifeguards, and will have to close one day per week to accommodate that shortage.

City Hall receptionist Anne Thompson explained that several experienced guards had moved from the area recently, and administration has had

difficulty finding individuals to fill the vacancies.

Guards need to be certified in first aid, as well as hold a bronze medallion in lifeguard training, and Greenwood has been forced to seek qualified staff from outside of the city, including some from Grand Forks.

Police, once again, remind the public not to drink and drive. Also, the public should be aware that driving an ATV, UTV or any motorized vehicle on a roadway or private property while under the influence of drugs or alcohol falls under the same administrative or criminal code punishment.

Bear drops in On June 30, police received a phone call regarding a bear inside a residence in Midway. A conservation officer attended the residence, but the bear had already departed.

Police would like to remind the public that fruit season is here and that ripe fruit should be picked as soon as possible to help prevent the attraction of bears.

ORVs can cause environmental damage People who enjoy exploring B.C.’s spectacular backcountry need to do it responsibly and be aware of their legal obligations, or they may face hefty fines and possible jail time.

Under the Forest and Range Practices Act, it is illegal to cause environmental damage on Crown land. Irresponsible offroad vehicle use can disturb soil, destroy

plants, put watershed and water source quality at risk, threaten birds and animals, and introduce invasive plants that may displace native vegetation that wildlife relies on.

Drivers of off-road vehicles are urged to help protect wildlife habitat by staying out of sensitive ecosystems such as wetlands, streams, grasslands, shorelines and alpine areas. While travelling on a Forest Service road, operators of all-terrain vehicles are required to hold a valid driver’s licence, carry a minimum of $200,000 third-party liability insurance and wear safety helmets.

Anyone who harms an ecosystem (including damage caused by off-road vehicles such as motorbikes or all-terrain vehicles) may be subject to enforcement actions ranging from a warning to a vio-

lation ticket that carries a $575 fine. More serious cases could result in a penalty of up to $100,000 and/or up to a year in jail.

Natural resource officers from the ministry’s Compliance and Enforcement Branch regularly patrol the Cariboo region to promote safe and responsible recreational use of these areas. The ministry takes non-compliance very seriously and officers will be on the lookout for individuals who are not adhering to the rules.

Only operate off-road vehicles on managed and designated trails or roads. Do not build or establish new trails.

Contact or join a local recreational club to learn more about responsible riding practices and authorized riding areas.

Fairground improvements under way

The Rock Creek fairground design improvements are taking shape, as construction of the new turnstile is well under way.

This was the update given at the Rock Creek and Boundary Fair Association’s general meeting of June 17.

The main turnstile will house four payment stations equipped with modern cash registers to allow for more accurate and secure money handling.

The construction of the gatehouse is being commandeered by the local Lions Club and follows the erection of a new

shade shelter, also built by volunteers. Additionally, there are several cosmetic improvements slated for completion by summer’s end.

Speaking to the organization’s financial review begun several years ago, treasurer Lisa Sims reported that the RCMP is in the process of requesting the final information necessary for completing the report to Crown.

Facility manager Scott Petrie has purchased the Rock Creek Trading Post and will be scaling back his involvement in fair

projects. The board thanked Scott for all the time he has volunteered in the past several years.

The budget committee met the previous week to review the Fair Weekend Budget.

The committee noted that if the fair were successful in obtaining the gas tax grant, they would be able to reallocate $3,600 from Special Projects to the Fair Day Budget for more toilets.

Drought closes some B.C. rivers The current province-wide heat wave has led to the suspension of fishing in parts of B.C., in addition to a total ban on open burning.

The Ministry of Forests has announced a Level 4 drought rating for southern Vancouver Island and the Gulf Islands, meaning water supplies are insufficient to meet the needs of communities and ecosystems.

All fishing has been suspended in streams and rivers in that area because of low river levels and high water temperatures.

The ministry says it is watching 75 other key angling streams across B.C., and that the fishing ban could be extended if conditions warrant.

“It is important that we are able to react quickly to protect vulnerable fish

stocks,” Forests Minister Steve Thomson said Friday in a news release.

Usually-moist Haida Gwaii, as well as Metro Vancouver, the Sea to Sky and Sunshine Coast areas, the Fraser Valley and Fraser Canyon are all at a Level 3 drought rating, requiring residents to try and cut water use by another 20 per cent over regular reductions.

Metro Vancouver has responded to the record-breaking heat wave by moving the region to the second stage of its four-stage plan to handle water shortages.

Lawn sprinkling is now only permitted in the morning and should be restricted to once per week, while all commercial and public fountains and water features must be turned off. Only water parks with user-activated switches are

allowed, while health and safety are the only permitted reasons for private or commercial washing of driveways, sidewalks and parkades.

Earlier on Friday, the Forests ministry took the step of imposing a provincewide, immediate ban on open burning.

Thomson said the ban would remain in effect until further notice and covers everything from campfires to fireworks, tiki torches and even exploding targets used for rifle practice.

“Given the hot and dry conditions in most of the province, we are implementing this province wide campfire ban to help protect our communities,” he said.

Only the area known as the Fog Zone, a narrow strip along the extreme west coast of Vancouver Island, is exempt from the ban.

Calling all families! WildSafeBC and CBAL (Columbia Basin Alliance for Literacy) are pleased to announce the “Wild Animals!” writing contest for the summer of 2015.

Families are invited to create fun stories about their adventures in nature—seeing wild animals and enjoying their wildness. Feel free to get creative, maybe draw a picture to accompany your story. Five stories will be chosen and published in the Grand Forks Gazette and Boundary Creek Times during September, with a picture of the family that wrote the story. Selections will be chosen based on their originality, creativity, and how they celebrate keeping animals wild.

We’re very excited about this project as it celebrates some of the best the Boundary has to offer—the stunning outdoors and creative young families. Not only is this a great way to more deeply engage with our experiences, sharing fam-

ily stories is a wonderful way to help our children develop early literacy skills.

Literacy skills such as understanding that: • the text on a page holds the story • there is a link between oral and written words • a story has a beginning, middle and end • books and stories are a way to share something special with those we love Family stories also give children and all of us a sense of belonging to something larger and helps them to understand that they have a special place in the family and the community.

FOUNDER’S DAY HISTORY Merlin Phelps started Founders Day back in 1987 for Greenwood’s 90th year of incorporation as a city and spearheaded the centennial but unfortunately passed before the 100th year celebration.

The first Founders Day was an interdenominational church service, potluck picnic, kids bike parade and bed race down South Government St. Les and Nora Williams reignited the interest in Founders Day in 1999 adding music, vendors and a larger parade.

It has continued since and is currently organized through The Greenwood Board of Trade.

This is the 17th year for Founders Day, celebrating Greenwood’s 118th anniversary of incorporation.

GREENWOOD HISTORY Known for it’s iconic smelter smokestack, Japanese/Canadian culture and most recently it’s award-winning water, Greenwood, B.C. has much to celebrate since it was first declared a city in 1897 during the mining boom of the Boundary District.

The town site, named after Greenwood mining camp in Colorado, was laid out in 1895, incorporated as a city in 1897 and by 1899 the population reached 3000. The BC Copper Co opened a smelter in 1901 employing up to 450 men in its mine and smelter. After WWI, however, a drastic fall in copper prices caused the closure of both operations, and Greenwood became little more than a ghost town.

It was revived during WWII in 1942 in a traumatic turn of events when 1200 Japanese Canadians were forcefully interned in Greenwood, Canada’s first Japanese Internment Camp. Some remained after the camp was closed in 1946 and about 10% of local residents are of Japanese origin. In 2012 Greenwood was voted “Best Municipal Water in the World” in the Berkeley Springs International Water Tasting Competition - and has placed in the top 3 many times since.

POST OFFICE BUILDING HISTORY The Greenwood Post Office Building as it stands today, is a beautiful monument to the economic growth and excitement of Greenwood’s past as a hub for business and commerce. With history reaching further back to even before Greenwood was incorporated (the Greenwood Post Office officially opened March 1st, 1896) the current Post Office building that is still in use today officially opened its doors May 28th, 1915.

With it’s beautiful clock tower and a massive bell (800 lbs) ringing out every hour on the hour - a sense of history and tradition echoes throughout Greenwood streets, a peaceful sound seldom heard in other cities.

There have been 13 postmasters in Greenwood’s Post Office history (11 of them working in the building that sits on the corner of Greenwood and N. Government streets) including: Robert Wood, Harry A. King, Kenneth Carleton Boyd Frith, Lieutenant Oliver Ralph Matthews, Arthur Nelson Mowat, Herbert Henry Summersgill, Mrs. Mildred I. Roylance, Mrs. M. Evans, Mrs. M. Hubbard, Carol Le Sergent, Leona Baird and present postmaster Jean Higashi.

2014 Annual Municipal Report Section 98 of the Community Charter sets out the requirements for municipalities to produce an Annual Report each year prior to June 30. The report must contain: 1. audited financial statements, 2. report on permissive tax exemptions, 3. report on municipal services and operations for the previous year, 4. statement of objectives and measures for the current and next year.

Copies of the Annual Report can be viewed in person at the Village Office.

You are invited to the Regular Open Council meeting on Tuesday, August 4, 2015, 7:00 p.m. or if a delegation is present regular meeting will begin at 6:30 pm, in the Council Chambers, 661 8th Street, Midway, B.C. At the meeting, staff will be presenting the 2014 Annual Report. This presentation will provide an overview of municipal operations for 2014 and a summary of objectives for 2015. Cricket in City Park—are you serious?

Yes it’s true, on Sunday, July 12 starting from 10 a.m. until about 2 p.m. in City Park. A very informal and social cricket game with instruction and explanation to prove to non-believers that Canadians are potential cricketers.

All who attend, if they so wish, will be able to be a batter and/or a fielder; perhaps some just want to spectate. Children are especially welcome—soft and slow balls will be bowled for tomorrow’s champions. Fun and enjoyment are

desired.

The only equipment required is yourself; any protective gloves and pads, if needed, will be provided.

For your comfort, lawn chairs, water and a picnic would not go amiss; similarly, loose clothing and sports shoes are suitable. If it is hot, there is shade at the pavilion end.

We will do our best to explain why cricket should become Canada’s summer sport. The GFI was a success, but our GFI (Grand Forks Inspirational) will keep the spirit alive. So, come and join us to “have a go”; come after church.

The U16 team travelled to Kelowna for a two-day tournament this past weekend. The tournament consisted of well over 100 teams, from the U9 to U18 levels and was the first time BYSA had strayed out from the Valley.

The experience was really something for our players, (and us parents and coaches), originally we thought we were going to be playing against mixed House teams from our same level, but as things turned out we were in a group of Select Boys teams from B.C. and Alberta. Yikes!

I have never been so impressed by a group of kids and am so proud to have been a part of their adventure this weekend, although they never scored more than their opponents in any single game they won the admiration and hearts of

many of the spectators, opposing teams and referees alike.

Our players held their own and held strong to the very end, playing against teams that had titles consisting of precious metals, histories of championships and closets full of cups and trophies.

I never saw their spirit fall or their will to maintain and meet the challenge falter, the last minutes of the last game had them working as hard as they were in the first minute of the first game...without a doubt the U16 left last night as winners in the very truest sense of the game, and that was certainly something to see...

Guys and gals of the Boundary Secrets, you did us all proud!!

A special recognition to Coaches Scott and Sandon Dribney and Parker Evers for their commitment to this team this year.

Hiromi Izuka (nee Ikari)

October 3, 1940 – June 26, 2015

Hiromi was born in Kelowna, B.C. and passed away peacefully at the hospital in Grand Forks. Hiromi is predeceased by her parents Tomezo and Matsuye Ikari; her brothers Yoichi (June) and Tsuyoshi. Hiromi will be deeply missed by the love of her life, Fumio; sons Todd (Michelle), Craig and John; siblings Ayako (Joe), Akemi, Teruyo (Ayako), Michi, Gordon (Adell) and many nieces, nephews and friends.

Hiromi loved to travel including trips to Europe, Hawaii, the Caribbean, and all across Canada and the United States. She enjoyed casino trips, was an avid gardener, and enjoyed many walks/hikes.

Hiromi was a passionate reader who donated her time to volunteering at the Greenwood library. She was kind and generous person who made lasting friendships. Life was full for this happy person.

The Izuka family would like to thank the staff at the Boundary Hospital for their kindness and care.

A celebration of Hiromi’s life will take place on Saturday July 25th, 2015 at 1:30 pm at the MacArthur Centre, 1355 Veterans Lane, Greenwood, B.C. In lieu of flowers, donations can be made in her memory to the Pancreatic Cancer Canada at http://www.pancreaticcancercanada.ca.
