Any sale of Fairwinds will not affect Nanoose Bay’s biggest development project — which could double the community’s population over the next 20 years — according to Regional District of Nanaimo officials. “In the long and short of it nothing changes,” RDN general manager of strategic and community development Geoff Garbutt said Tuesday afternoon. In October of last year, a notice was posted to Fairwinds’ website stating: “In July 2014, the Regional District of Nanaimo (RDN) completed fourth reading and adoption of the zoning-stage bylaws for the Schooner Cove and Lakes District development. This milestone marked a natural time for Fairwinds’ ownership, bcIMC, to review the appropriate next course of action for Fairwinds. Having now completed that review, the decision has been made to put Fairwinds up for sale, and a sale process has commenced.” The sale comes in the wake of a development project that’s been on the table for seven years which could see a range of residential housing types and densities, regional and community parks and trails, local commercial shops and services, a mixed-use village and marina. A Phased Development Agreement (PDA) was adopted by the RDN last summer. “The sale of Fairwinds to some future owner has nothing to do with the zoning in place and it’s actually the reason why the legislation (PDA) was adopted… for certainty between the developer and local government over the long term,” said Garbutt. “It outlines their responsibilities.” See RDN WOULD GAIN, page A9

Food trucks will roll into Community Park this holiday long weekend after Parksville city council consummated a deal with the chamber of commerce at a special meeting Tuesday night. The Parksville and District Chamber of Commerce will manage the rotation of five trucks through the two serviced pads currently under construction next to the old concession building, which is being renovated into a larger washroom/changeroom
facility. The chamber will pay the city $3,937.50/month in rent. Until the pads are completed, likely before June 1, the two food trucks will sit on the gravel area by the ball fields. This weekend, the chamber is trying to get more than two trucks into the park. “We want to put on a show, get as many as we can down there,” chamber executive director Kim Burden said in an interview Wednesday. Food truck operators and representatives of both the chamber and the Parksville Downtown Business Association were in the gallery Tuesday night
for the vote. The staff report to council on this, the result of the second request for proposals issued by the city, included this: “Unless the approved vendors are satellite operations of existing businesses, they could be seen as a detriment to economic development by local physical business.” Burden took that issue head-on when he addressed council Tuesday night before the meeting. “That is contrary to everything I have read,” said Burden. “The food truck industry becomes an attraction (for existing businesses).” See PDBA, page A9
