Well-wishers packed the Midway Community Hall on Saturday afternoon to bid reporter Pat Kelly farewell as he begins the next chapter in what has been a full life thus far.

Kelly is leaving the area he has called home for the past twenty-five years to return to Oregon, where he will care for his ailing mother.

After high school he had joined the U.S. Army and studied nursing. He witnessed the physical and mental injuries sustained by Vietnam veterans while stationed at the 1,000-bed Madigan General Hospital near Tacoma. This prompted him to cross the border into Canada in the early 1970s, at a time when many Americans were having serious doubts as to the validity of their country’s involvement in the war. He never looked back.

Kelly eventually made his way to the Boundary in 1974, where he worked for the Pope & Talbot lumber mill in Midway for 30 years until it closed in 2007. Soon after, he joined the newspaper and quickly became one of the most recognized faces in the community, seen at almost every event in West Boundary. Kelly was famous for his monopod, carved from a hefty piece of lumber and fitted with a camera mount to help prevent shake when working in low light situations.

Publisher Chuck Bennett presented Kelly with a beautifully-constructed photo book, commemorating his years in the Boundary, and there was a steady flow of admirers to the podium to recount their experiences with him over the years and present him with parting gifts. It was clear that he would be greatly missed.

Snacks were provided by the Bored Room Bistro, McMynns donated the cake, and the Midway Community Association hosted the event.

Kelly did not count out a return to the area were his family situation to change, and has been invited by Bennett to contribute the occasional column from down south, and we will all be looking forward to that. All the best, Pat!

This week, May 3-9, is National Hospice Palliative Care Week.

“With a greater aging population, the need for end-of-life care is increasing and we have been given a mandate to create new hospice-care spaces throughout the province — with the goal of doubling these spaces by the year 2020,” said Health Minister Terry Lake in a press release.

“While death is an extremely sensitive and sad topic, it affects everyone and does not discriminate. That’s why we are starting conversations of our own to make B.C.’s health services more personal and patient-centred, with a focus on improving palliative and end-of-life care.

“A patient’s needs and wishes should be at

the heart of effective end-of-life services, with a consideration for things like comfort, quality of life, respect for treatment decisions and family support. In the coming months, we will be announcing funding to support improved access to care throughout the province.

“This year’s theme is the power of 10, focused on spreading the message about the importance of talking about hospital palliative care with 10 of your friends, family and acquaintances. By having these difficult but crucial conversations, you’re helping open the lines of communications about what best meets your needs at the end of your life.”

Fallen paramedics honoured with memorial This week the Province of British Columbia is unveiling the Fallen Paramedics Memorial on the south lawn of the legislature.

The memorial was funded by BC Emergency Health Services (BCEHS) and the Ambulance Paramedics of BC (CUPE 873). It serves as a tangible reminder of the ultimate sacrifice paid by paramedics who dedicate themselves to helping others. The Fallen Paramedics Memorial joins the law enforcement and fire services memorials, which together honour our emergency responders and remind the public of the danger these men and women face as they work to help save lives.

The granite monument is engraved with the names of the 10 men and women who have died in the line of duty since the inception of the BC Ambulance Service (BCAS) in 1974. The memorial is a small token of appreciation from all British Columbians who have benefited from the life-saving expertise of paramedics and dispatchers.

BCEHS governs the emergency medical services system in B.C. and provides residents, visitors and health care professionals with pre-hospital emergency and inter-facility patient transfer services. BCEHS oversees the BC Ambulance Service and the BC Patient Transfer Network and is supported by the Provincial Health Services Authority.

How this building advanced to this

Johnson said she and partner Karen Head have completed about 100 returns this year at their work space in the Phoenix Room at the ServiceBC centre in Grand Forks. All the clinics combined have produced 180 completed returns, up from 100 last year.

Lorraine Dick is involved with the program as the head organizer.

The program is in its fourth year and has increased the number of clients each year.

Sidewalk book sale slated for Monday Our Victoria Day Sidewalk Book Sale runs from 9 a.m. till 3 p.m. on Monday, May 18..

There will be tables in front of the library with lots of fiction and non-fiction books, paperback and hardcover, for both children and adults, plus videos, DVDs, audiobooks, music CDs, and magazines for sale. Prices are by donation, so the price is right for everyone.

Forests: Managed? Exploited?

“As Boundary residents you/we can affect the future of the Boundary area,” argues Local RPF Fred Marshall. “We can work to have most of the Boundary area’s timber resources processed (with more value added) in the Boundary area.”

While some timber exports from the Boundary are logical (e.g. there are no suitable facilities in the Boundary to handle power poles, peelers for plywood or large sawlogs) many are not. Rather they are based almost solely on economic gain for a select few.

The Future: Future AAC Implications: As with most living organisms (i.e.trees) producing a crop, when one takes large amounts at the beginning, then much reduced amounts are available in the future, so it is with the Boundary forests.

As per the deputy chief forester’s rationale statement, her analysis indicates that“…an initial harvest flow of 700,000M3 per year could be maintained for one decade before decreasing in two steps to a mid-term harvest level of 596,000M3 per year, which is about 15 per cent lower than the current AAC”.

So, if we harvest the 700,000M3/year over the next 10 years then the cut will drop quite significantly, by 104,000M3, over the next two TSR periods (a period is 10 years).

Perhaps consideration should be given to reducing the current AAC and retaining and adding value to a larger percentage of the available timber over a longer period. Such an undertaking would reduce the forecast fall-down in the timber supply and, if the reduction were large enough, the fall-down could be completely eliminated and the forests managed on a truly, long-term sustainable basis.

He argues that this would greatly complement the current West Boundary Community Forest and make it considerably more viable as a profitable business venture. It would also develop an enhanced Boundary Community spirit, promote a semi-formal partnership and enhanced relationship among the Osoyoos Indian Band, the communities and rural areas of the Boundary.

Such a relationship would, in turn, benefit everyone in and adjacent to the Boundary TSA.

Similarly, the authorized cut for NRFLs over the next five years is 546,000M3 or 109,200M3 per year over and above the stated 700,000M3. Again, this higher cut will have significant and additive negative impacts on the future AAC which may drop well below the stated 596,000M3.

When the cut drops, the infrastructure set up to harvest it is also reduced or even lost. This results in the layoff of loggers and mill employees and the added loss of the jobs associated with them.

These losses are always a harsh and often traumatic blow to both the individuals and families involved as well as the communities they live in.

Changing the Future! The continual allocation of Boundary resources to outside interests without local consideration must stop, excepting instances where no facilities are available to add value to the trees, i.e. pole or peeler facilities.

Any proposed resource allocations out of the area should only be done after respectful and meaningful consultations have been held with the Boundary people, including the several businesses based in the Boundary and the rights of first refusal to these resources initially offered to them. The export of logs to the Okanagan or other areas is not much

different, at least relative to the Boundary people, than the export of logs to the U.S. The benefits derived from resources located in the Boundary should first accrue to the people living and working in the Boundary. The majority of the benefits, economic, social and environmental, derived from the resources in a local area should accrue to the local people, especially rural areas such as those in the Boundary which is economically challenged as exemplified by the relatively few jobs available and shrinking population.

Also, strong consideration should be given to harvesting the Boundary timber on a truly sustainable, even-flow basis which would eliminate the predicted future falldown and associated negative impacts.

Recent demographic studies have indicated that the rural Boundary area population has actually declined by just under five per cent over the past 20 years. A very disconcerting trend which, if left unattended, is predicted to continue with future populations to drop from 3,273 in 2014 to 2,983 in 2034.

Retention and beneficial use of all, or at least most, of the Boundary resources would significantly help reverse this trend.

Proposed Kootenay Operations Centre Later this year, FortisBC will submit an application for a certificate of public convenience and necessity (CPCN) to the British Columbia Utilities Commission (BCUC) for approval to construct a FortisBC operations centre in Castlegar. If the BCUC approves the application, FortisBC expects facility construction to begin in the spring of 2016.

The proposed facility will mainly provide FortisBC with a long-term solution for replacing aging facilities and those that are reaching the end of their useful life in the Kootenays. The new operations centre will allow us to better serve our customers in the region.

FireSmart group gives demonstration The Anarchist Mountain FireSmart initiative is a fire prevention program started in 2013 to help residents of the mountain protect themselves against forest wildfires.

Last Saturday, the residents met with the committee and were shown some very useful tips on how to make their properties less susceptible to damage during a fire.

Committee members demonstrated how to minimize the spread of a fire by taking steps such

as trimming lower branches of trees to prevent escalation of flames and keep them at a much more manageable level.

Also in attendance was MLA Linda Larson, who praised the initiative and promised to support the committee’s efforts in expanding the training to other areas in need of fire prevention.

Bennett crosses prestigious marathon finish line Midway pharmacist Cris Bennett recently completed his first Boston Marathon in an impressive time of three hours and 19 minutes.

Competing in his thirteenth marathon, this was the first time Bennett had qualified for the prestigious Massachusetts race that was the scene of terrorism in 2013.

He began running seriously seven years ago, and cites fitness and health as the driving force behind his demanding running schedule which sees him pounding the pavement five days a week. Bennett also trains with the Peninsula Runners in his home of White Rock/South Surrey every Saturday.

Bennett continues to compete in a variety of races, including half-marathons and 10 kilometre events, and looks forward to the opportunity to tackle other prestigious marathons such as those held in London and New York.

Ultimately, his personal goal is to complete the grueling 42-kilometre distance in under three hours.

In order to maintain the Village of Midway’s water quality, the Public Works Department will be conducting a water main flushing program from May 11th to May 29th, 2015. The Public Works Staff will be flushing the water mains between the hours of 8:00 am to 4:30 pm Monday to Friday. Flushing may cause pressure fluctuations, discoloration and sediment in the water. These conditions are normal during flushing activities and are only temporary.

Please run your drinking, cooking and laundry water before using. If you do experience dirty water, turn on your cold-water tap in your bathtub or outside tap and let it run until the water is clear. If you have a pressure reducer with a screen, it may need to be cleaned afterwards.

What could be more appropriate than taking a special day to celebrate the loving care our mothers give us day in and day out? In fact, people have been honouring their mothers for centuries. But did you know that this day originated with the Greeks who held a celebration each spring to honour Rhea, the mother of all the gods?

During the 16th century, the British adapted this ancient tradition and instituted “Mothering Day.” This Sunday gave all young people who worked away from home an opportunity to visit their mothers for a special day of festivities in her honour.

Sydney Storie didn’t wait until after her high school graduation before stepping out into the world. In fact, her Grade 11 year was spent in Brazil while on a Rotary exchange trip.

“Being away from my actual home, my family and friends was a maturing experience for me,” she said during her BCSS exit interview. The trip continues to strengthen her character in ways such as goal setting, as she is facing a heavier than normal course load in Grade 12 as she catches up on required curriculum she missed while in Brazil.

She has defined her goal for 10 years out too, saying she would like to have completed vet school and have a ranch with her own vet clinic. Her love for animals is something she’s been able to nurture living on the family farm in Kettle Valley.

Sydney and her family moved to the area when she was in Grade 7, and though they call the Boundary home, they have gone abroad as well. Sydney has come to love travel and the opportunity it provides to meet new people and

Christian Atkinson

Christian Atkinson feels a little nervous but mostly excited about life after high school. Before attending college he will be taking a full year to work with Sunshine Valley Community Services to explore job skills. At this point the campuses of Selkirk College seem the most appealing.

Christian has many fond memories of high school. Most recently he spent quite a bit of time with the Quebec exchange students and had many opportunities to practice his French. Christian has a knack for learning languages and remembering phrases.

experience new cultures. After her year in Brazil, she is fluent in Portuguese and can understand some French and Spanish.

To share her passion for travel Sydney has started a culture club at school to promote awareness, share global experiences and to explore travel and exchange opportunities.

When asked for her favourite impressions of BCSS, she said it was the sports teams. She enjoys an active athletic lifestyle playing many sports and outdoor activities through the four seasons. She’s also a certified hockey official, has competed in and won a number of triathlons and won ribbons and money at horse events and rodeos.

“My goal in life after high school is to receive an acceptance letter for either vet school and or med school,” Sydney said.

She has applied to four post-secondary institutions and is leaning toward attending Thompson Rivers University in Kamloops for their two-year Animal Health Technology program, which is something like pre-med for veterinarians. and participating in musicals such as Grease and West Side Story. Christian has spent a lot of time working on his basketball skills.

“I will miss playing basketball in the gym at BCSS, I made a lot of three-point shots!”

Christian has volunteered at Parkview Manor for several years. He helped with food preparation and food service. He set tables diligently and made sure all the residents had their preferred beverage. He has also been a leader on the recycling team at BCSS and his work there will be missed.

His passions include music, basketball, skateboarding, being outdoors, and fashion. Christian always has new music to share yet also enjoys the peace and quiet of being outside.

This summer Christian is looking forward to spending time with his family, eating barbecue food, swimming and going to the beach in Penticton.

Rangers receive top award SUE FIELDING Submitted

Three Rangers in Granby District— Tori Stavenjord from Grand Forks, and Kim Faminoff and Thao Atkinson from Midway—joined six other girls from across Kootenay Area to be presented with their Chief Commissioner’s Gold Award at a ceremony in Castlegar.

This achievement is the top award which can be attained as a girl member of Girl Guides of Canada (GGC) and they are now in a position to apply for GGC scholarships at an area, provincial and national level.

Cord as Pathfinders which gave them two high school credits. To obtain the Chief Commissioner’s Gold award, the girls have worked on nine modules which have many challenges including celebrating Guiding; the environment; global awareness; leadership and a 20-hour service project.

All three girls have enthusiastically worked on these modules and enjoyed the new learning experiences and fun they

have shared. It has been over 12 years since any girls in Granby District have achieved this award so their Guiders and parents are very proud of them.

The girls received the CCGA pin on a blue ribbon; a framed certificate signed by the B.C. Provincial Commissioner; a gift bag containing several items from Kootenay Area, flowers and an inscribed picture from B.C. GGC Council.

Restorative justice changes family’s life RICHARD TARNOFF Submitted

In 2010, Martha Ralph and her boyfriend Larry Machnee were on their way to a birthday party on Vancouver Island when a car suddenly made an illegal turn and crashed into their motorcycle. Larry Machnee died at the scene and Martha Ralph later died while in the hospital.

A 25-year-old man, who had a history of substance abuse, assault and mischief, had stolen the car earlier that day. After fleeing the scene, he was caught and charged with criminal negligence causing death. The man was sentenced to prison for seven years in 2011, but received credit for the three and a half years of time already served.

In 2012, after learning the offender was applying for day parole, the victims’ families contacted the Restorative Opportunities Program in B.C. to arrange a meeting with the offender. Under the program, the family was able to ask the offender questions and share how the crime has impacted their lives. The offender was given a chance to accept responsibility and acknowledge the harm he caused.

During their session in a B.C. prison, Coral heard the offender say that he was sorry for the first time.

The offender broke down, and while sobbing, said, “I don’t know how you guys can even look at me. I don’t know how you can even talk to me. If it was someone who’d killed my mother or sister, I wouldn’t be able to do this”.

Jill Coupe, Martha and Coral’s sister, said that the meeting brought her newfound peace. Jill stated that the offender not only accepted responsibility, but also apologized and seemed sincere. The meeting did help Coral move on, as she was able to “get past a lot of those unanswered questions and see his humanity,” but she does not consider it complete closure.

Sue O’Sullivan, the federal ombudsman for vVictims of crime, said that these programs do not appeal to everyone, as “every victim is unique.”

She stated that for some, sentencing matters the most. While others may initially decide restorative is not for them, they may change their minds later on, especially as many individuals who have taken part in mediation report value in “getting information directly from the offender.”

While some victims and their families continue to turn to restorative justice practices, funding for such programs have continued to drop in recent years. In 2011 and 2012, there was $1.5 million in funding allocated to this CSC program, whereas in 2013 and 2014, $873,000 in funding was provided.

Dave Gustafson, the executive director of the Community Justice Initiatives Association, said that for many offenders, meeting the families of those whose lives they took could be transformative and challenge them to focus on a new way of living.

There was no lack of applause on Thursday night as students from Beaverdell, West Boundary, Midway and Greenwood elementary schools strutted their stuff for a packed WBES gymnasium. Singing, dancing, air guitar and even pogo sticking were included in the program, as well as performances by special guests Ami Ichishima and Vivien Browne, who played piano and cello respectively. Refreshments were served, courtesy of the WBES parent advisory committee and the Rock Creek Women’s Institute. A 50/50 raffle was also featured, with proceeds benefitting grades 5 and 6 at both Greenwood and West Boundary elementary schools.
